RULES

1. NAME.

This amalgamation of clubs shall be called the Pembrokeshire Association Football League, hereinafter called “The League”.

2. CLUBS.

The League shall consist of clubs, the Headquarters of which are within the Pembrokeshire County Council area plus clubs who have had sanction of the West Wales F.A. to join the League. No club shall be admitted to the League unless it has a proper organisation, with its own Chairman, Secretary, Treasurer and Child Welfare Officer. All clubs must inform the Secretary in writing of the name and address of the Chairman, Secretary, Treasurer and Child Welfare officer. The Secretary must be informed in writing of any changes in these positions at any club. Last date for applications 1st June or as stipulated on the entry forms.

3. AFFILIATION.

The League shall be affiliated to the West Wales Football Association, hereinafter called “the Association” and any matters not covered by these rules shall be subject to and decided by the rules of the Association. No club shall be accepted into the League unless it has been duly affiliated to the Association and a receipt obtained from the Association and produced to the League Secretary at the time of registering with the League.

4. ANNUAL MEETING.

(a) An annual general meeting of the League shall be held annually in June/July. Each club shall send one representative, who alone may vote. Other repre sentatives may attend and speak, but shall not vote. Not less than 28 clear days written notice of the place, date and time of such meeting shall begiv en to each club. Failure of any club to attend the Annual General Meeting shall result in the offending club being fined the sum of £25.

(b) Life Vice-Presidents shall also be allowed to vote.

5. LEAGUE COUNCIL.

League Council comprised of the following officials and council members - all with voting powers, shall manage the League.

(a) President: who will be elected at the appropriate annual general meeting and hold office for 2 years and will not be eligible for re-election until a lapse of 2 years.

(b) Life Vice-President: who will be elected at the appropriate annual general meeting from persons with not less than 10 years service on the League Council.

(c) Chairman: who will be elected at the appropriate annual general meeting and will hold office for a period not exceeding 2 years.

(d) Vice-Chairman: who will be elected at the appropriate annual general meet ing and will holdoffice for a period not exceeding 2 years.

(e) Secretary: hereinafter called “the Secretary” who will be elected annually at

the annual general meeting.

(f) Treasurer: who will be elected annually at the annual general meeting.

(g) Registration Secretary: who will be elected annually at the annual general meeting.

(h) Junior / Youth Secretary: who will be elected annually at the Annual General Meeting.

(i) Senior Fixture Secretary: who will be elected annually at the Annual General Meeting.

(j) Referee’s Appointments Officer: who will be elected annually at the Annual General Meeting.

(k) Mini-Football Secretary: who will be elected annually at the Annual General Meeting.

(l) Safeguarding Officer: who will be elected annually at the Annual General Meeting.

(m) Club Accreditation Officer: who will be elected annually at the Annual General Meeting.

(n) Seven League Councillors and one non-active member of the Pembrokeshire Referee’s Society, nominated by the Society and approved by the Council, will be elected at the annual general meeting and will hold office for one year and will be eligible for immediate re-election. Any mem ber of the League Council absent without reasonable explanation from two consecutive meetings shall be deemed to have resigned and the council shall be vested with powers to co-opt to fill the vacancy thus created, and shall hold office until their successors have been elected. They shall be eligi ble for re-election. All League Councillors shall be paid the sum of 30p per mile travelling expenses on League business.

(o) Nominations for seats on the League Council shall be called for from clubs annually, to be received by a date to be decided upon by the League Coun cil and a voting list showing the names of nominees together with a record of attendances at Council Meetings of retiring Council Members, will be handed to each club representative at the AGM, at Roll Call. Clubs not at tending the AGM will not be entitled to a vote. Voting lists showing seven names will be handed in just prior to the election of Council Members and after the election of officials. No player on any club’s books will be permitted to sit on the League Council.

(p) Subject to these rules that the Council shall have jurisdiction over all matters. It may appoint Sub-Committees to which it may delegate any of its powers. The Secretary shall send to each club a copy of the minutes of every meeting of the Council. A quorum shall consist of at least five.

(q) Not more than one representative from any one club may sit on the League Council of the Elected Seven Members at any one time.

(r) The Council shall, as required, adjust the sum of travelling expenses for League Councillors and Referees.

6. SPECIAL GENERAL MEETING.

(a) The Secretary shall summon a Special General Meeting on the earliest convenient date upon the receipt by him of a written application, signed by an officer or representative of not less than five clubs and/or League Council.

(b) Failure of any Club to attend a Special General Meeting shall result in the offending Club being fined the sum of £25.

(c) Life Vice-Presidents shall also be allowed to vote.

7. LEAGUE FUNDS.

All funds belonging to the league shall be banked in the name of the league at a bank to be decided upon by the Council. All debts shall be paid by cheque signed by the Treasurer and either the Chairman, Secretary, Registration Secretary or Youth Secretary.

8. SUBSCRIPTION AND FEES.

(a) Each club shall pay to the League annually subscriptions and fees at a rate to be recommended by the League Council and ratified at the Annual General Meeting. Such subscriptions and fees shall be paid to the treasurer on or before the first of August annually. Failure to do so shall result in a £25 fine. Clubs in default of this rule shall be liable to expulsion from the League.

(b) Annual Bond:

Senior Teams £50 per team. Junior Teams £10 per team. This bond shall be returnable to the Clubs at the end of the season if the League Council is satisfied that the clubs have fulfilled all their obligations to the League and the clubs within it.

(c) Membership Fees:

Senior Teams £50 per team. Junior Teams £10 per team.

(d) Cup Entrance Fees: Senior Teams £15 per team; Wiltshire Cup £15 per team Juniors £10 per team.

(e) Surety Bond: For new Clubs/Teams entering the League an additional Surety Bond will be required of £100 for the first season. This bond shall be returnable to the club at the end of the season if the League Council is satisfied that the club has fulfilled all their obligations to the League and the clubs within it.

(f) Handbooks

All Handbooks will now be provided online.

9. ANNUAL REPORT AND BALANCE SHEET.

A report on the working of the League for the previous season together with a detailed statement of accounts of all the League funds, duly audited by suitably qualified ac countants, shall be presented for adoption at the Annual General Meeting. A copy of these accounts shall be sent to each club not less than seven clear days before the annu al general meeting.

10. INFRINGEMENT OF LEAGUE RULES.

(a) All cases of infringement of league rules will be dealt with by the League Council and any club against whom such charges are lodged shall have the right to send representatives or written evidence to the council meeting at

which their cases are to be dealt with - the League Secretary to inform all concerned of the dates of such meetings.

(b) Any infringement of the Rules and any other matter not provided for by the rules, shall be dealt with by the League Council.

(c) Any club found guilty of failing to fulfil League engagements shall be fined as follows:

Senior Clubs: 1st £30 fine, 2nd £40 fine, 3rd £50 fine. Junior Clubs: 1st £5 fine, 2nd £10 fine, 3rd £15 fine, and the offending team(s) will be deducted three points should they be unable to supply the league Council with a satisfactory explanation. On the 4th occasion the team shall forfeit their guarantee fee and be struck out of the competition should they be unable to supply the League Council with a satisfactory explanation.

(d) The League Council shall have the right to exclude any club from the League, whenever their playing or behaviour record is deemed not to be in accordance with the standards of the League.

(e) Any team that withdraws and re-enters the league in the next season is to be charged a total bond of £250 in addition to League Entry Fees. Any team that withdraws or fails to complete their fixtures in a second consecutive season will be refused re-entry into the league for the following season.

(f) In order that the League & Cup Competitions may be carried out in a fair and sportsmanlike manner, the League Council shall have the power to sus pend any registration of players, or officials, guilty of bringing discredit to the game, to the League or it’s Officials. If a players or officials are suspend ed , the suspension is to include participation from all football activities

11. PROTESTS.

The Protest Committee shall be the League Council.

All protests by clubs against clubs shall be heard and decided by the protest Committee and must be received by the League Secretary, together with a deposit fee of £25.00 within 5 days (excluding Sundays), after the match to which it refers, and a copy of each protest shall be sent to the club against which it is made. Such protest fee must be for feited in the event of the protest not being upheld.

12. APPEALS.

All clubs shall have the right to appeal to the Association in accordance with their Rule 25. No appeal shall be entertained unless lodged within 7 business days of the meeting at which the decision appealed against was given, or if not present at the meeting, no more than 7 business days from the date such decision was mailed to them in writing, accompanied by five copies of the grounds of appeal, and the appropriate WWFA ap peal fee.

13. VOTING.

No official or member of the council or Protest Committee shall vote upon any matter in which any club to which he is connected or is concerned nor shall he be permitted to remain in the room during the actual hearing of the case.

14. INSURANCE.

A registration via Comet will provide a basic cover of £30 per week and it is up to each club to check with the players to check whether this is adequate.

15. LEAGUE COMPETITION.

(a) The League Council will decide the constitution of the League. New Clubs/ Teams shall only be allowed to enter the League at the discretion of the League Council. The League Council shall arrange the Clubs into Divisions. No two teams from the same Club shall be allowed to compete in the same division. At the commencement of each season, the top two teams of every lower division shall change places with the bottom two teams of the higher division. In the event of a Club either promoted to or relegated from a higher league, then the following will supersede the above. Should any of the teams eligible for promotion belong to a club which already has a team in the division immediately above, then that team shall no longer be eligible for promotion. When one or two teams cannot be promoted in the League because the club or clubs already have a team in the higher division, the team or teams next in position shall be promoted with the proviso that no team lower than 4th shall be promoted. When one or more teams are not promoted, similar number(s) from the higher division will not be relegated. If a Club is relegated from a higher league to this league, then that Club will be accepted into the higher division of this league and the top two teams of every lower division shall change places with the bottom THREE teams of the higher division (numbers permitting). Should any of the teams eligible for relegation belong to a Club which already has a team in the Division immediately below, then both that team and the team in the lower Division will be relegated. If a Club is promoted from this league to a higher league then it can apply to enter a new team in the lowest division of the league. No Club will be allowed to have two “First” teams in the league at the same time. (First team refers to the most senior team in a Club).

(b) New clubs will be accepted only into the lowest division of the League.

(c) No club shall be allowed to compete in the League, unless they have at least 16 players registered and where a club has two or more teams competing in the League, it must have a sufficient number of players registered to enable it to fulfil all its commitments on any given date.

(d) Three substitute players, one of which may be a goalkeeper will be permit ted at any time during all League matches, except to replace a player sus pended by the referee.

(e) Substitute players will be nominated to the referee, and shown on the team sheet prior to the kick-off.

(f) NO League match shall be allowed to count as a Cup match.

(g) Any club having two or more teams in the senior divisions shall play their senior division match in preference to any other match when they are able to field one team only.

(h) Clubs entering two teams in the League must always field their strongest side in the senior division when this is the only game on that day.

(i) In the event of no official referee being available, then it will be the responsibility of the home club to provide a substitute referee.

(j) In the event of a club playing a second team or third team fixture, that club

can be allowed a maximum of three players from the last played senior team league fixture. Any club failing to carry out the requirements of this rule shall be fined in the sum of £20 and be dealt with in accordance with rule 27. For clarification, where clubs have three teams, if three players are demoted from the first team to the second team then no players can be demoted from the seconds to the thirds; if two players are demoted from the first team to the second team then only one player can be demoted from the sec onds to the thirds; if one player is demoted from the first team to the sec ond team then two players can be demoted from the seconds to the thirds; if no players are demoted from the first team to the second team then three players can be demoted from the seconds to the thirds.

(k) Any senior team failing to fulfil its fixtures, once entered into the League, will be fined £50. Junior Under 12, Under 13, Under 14, Under 15, and Un der 16 will be fined £25.

(l) In the event of the appointed Referee failing to arrive before the time of kick-off, the clubs concerned may appoint another person to act as referee. The person so appointed shall be deemed to be an official of the League for the time being. His appointment shall be confirmed in writing, signed by both captains, and forwarded to the Secretary with the Referee’s report on the match.

16. POINTS.

(a) In the League competitions three points shall be awarded for each game won, and one point for each game drawn.

(b) At the end of each season, the club, which has the largest number of points, shall be declared the champion Club. In the event of having two or more Clubs having an equal number of points the championship and runners-up will be awarded to the club with the better goal differences. In the event of a tie in goal difference, the team scoring the highest number of goals will be declared the champions. No Cup match will be allowed to count as a League match.

17. LEAGUE CHAMPIONSHIP CUP, SENIOR CUPS & DIVISIONAL CUPS.

(a) A championship Cup shall be presented to the winning Club of each Division at the end of the final match or at some other convenient time and place as fixed by the Council. The winning club shall hold the cup until the 1st day of March next following. It shall hand to the Secretary in writing a receipt for the cup with a guarantee that it will be returned in good condition. Then the club holding the cup shall make good any damage that may be done to the cup while it is in its custody and may be liable of a fine of up to £100. The cup shall be the property of the League and shall be insured by it. This also applies to Divisional Cup Competitions & The Senior Cup. The club shall be responsible for the Cup(s) whilst in their possession.

(b) No club shall cause any inscription to be made on the cup other than that authorised by the Council. Any club so doing shall pay a fine not exceeding £20.

(c) Failure to return the cup, which must be in the hands of the Secretary by 1st March, will result in the offending club being fined the sum of £20 per cup.

18. MEDALS.

In each Division the champion club and runner-up shall each be awarded 16 medals or other mementoes, and the clubs in the finals of the various cup competitions shall each be awarded 14 medals or mementoes. The Council out of the League funds shall provide all medals and mementoes.

19. RULES FOR CUP COMPETITIONS

No Club shall enter more than one team for each cup competition. The entire control and management of cup competitions shall be vested in the League.

(1) The Cups shall be called:

(a) Senior Cup - Open to all Clubs

(b) Second Division Cup - Open to all Clubs in the Second Division.

(c) Third Division Cup - Open to all Clubs in the Third Division.

(d) Fourth Division Cup - Open to all Clubs in the Fourth Division.

(e) Fifth Division Cup – Open to all Clubs in the Fifth Division.

(f) Wiltshire Cup - Open to all Clubs.

(g) Junior Cups - Open to all clubs in accordance with age groups.

(h) The winning club of each competition shall hold the cup for one year until 1st March next following. It should hand to the League Secretary in writ ing, a receipt for the cup with a written guarantee that it will be returned in good condition.

(i) All cups are property of the League and will be insured by the League.

(j) No club shall cause any inscription to be made on the cup other than that as authorised by the League Council. Any Club doing so shall be liable to pay a fine not exceeding £20.

(2) Eligibility of Players:

(a) No player who has played for one Club in a cup match (excluding the WWFA Intermediate Cup) shall play for any other Club in a cup match in the same season.

(b) Every player taking part in any cup competition will be registered on Comet for the club at least 14 days before taking part in a cup match. (Refer Rule 25 b for transfers).

(c) Once a player plays in the Senior Team’s cup competition he is unable to play for their second or third team in their cup competition. If he plays in the second team cup competition then he is unable to play for the third team in their cup competition.

(d) A player does not become cup tied if he is named substitute and his servic es are not utilised in the match in question.

(e) No Player, who has appeared in any Welsh Cup Competition, Welsh Premier Cup Competition, Word Cup Competition or any Welsh League Cup Competition (excluding youth cup competition), will be allowed to take part in any Cup Competition organised by this League.

(f) Any player signed or transferred after the 31st January will not be allowed to play for the club in our cup competitions for that particular season.

(g) Five substitute players, one of which may be a goalkeeper will be permitted

at any time during all Cup matches, except to replace a player suspended by the Referee.

(h) Substitute players will be nominated to the Referee, and shown on the team sheet prior to the kick-off, and only those substitutes shall be permitted to play.

(3) (a) All cup matches shall be played on dates to be fixed by the League Council and these dates shall be strictly adhered to.

(b) Any team failing to complete a cup fixture may be expelled from the com petition and shall be liable to a fine not exceeding £20.

(c) Senior Cup Competitions: The duration of each match will be 90 minutes, but extra time, (15 minutes each way), must be played if the match is drawn after 90 minutes. If the scores are still level at the end of extra time, the winner will be determined by the taking of penalty kicks from the penalty mark in accordance with International Board Procedure. (See West Wales F.A. handbook for procedure).

(d) Junior Cup Competitions: The duration of each match will be, 80 minutes for Under 16 and under 15 matches, 70 minutes for Under 14 and Under 13 matches and 60 minutes for Under 12 matches. If scores are level, extra time will be played in all rounds, including semi-finals. (Extra time will be 10 minutes each way). If the scores are level at the end of extra time, the win ner will be determined by the taking of penalty kicks from the penalty mark in accordance with International Board Procedure. (See West Wales F.A. handbook for procedure).

(e) Semi-Finals as well as Finals shall be played on grounds as decided upon by the League Council. Each competing team shall provide two match balls. Expenses for Semi-finals shall be shared equally between the two teams. Both Clubs should telephone the result of the match to the Assistant Secre tary by 5.00 pm. Failure to do so could result in a fine not exceeding £20.

(f) Neutral Assistant Referees will be appointed for the Semi-Finals and Finals of Cup matches.

(g) A substitute Referee shall be appointed for all Cup Finals and will be enti tled to receivetravelling expenses.

(h) Any Club(s) found Guilty of causing a match to be abandoned will be deemed to have lost that match and that Team or both Teams will be automatically barred from the senior cup (s) competition for that season. All players named on the teamsheet including named substitutes will, for the guilty team, also be barred for that Season in the Cup Competitions only.

(i) Should a match be postponed on two occasions the fixture shall be reversed, with home advantage being awarded to the visiting Team. In those circum stances the match expenses shall be paid by the host Club.

(j) All clubs must adhere to and be conversant with FAW Rules 55 -91 in respect of Registrations,Contracts and Transfers. Failure to comply could result in charges being issued.

20. GATES:

(a) Clubs who do not take a “gate” will receive the same privileges as other clubs in competition, i.e., if they are drawn at home they will be permitted to play at home, but if drawn to play away, they will not share the “gate”.

(b) Notwithstanding (a) above the proceeds of the “gate” in all other cup matches except the Semi-Final and other Final rounds shall be equally divided between the competing clubs. Competing clubs shall be responsible for the payment of the officials in ALL cup semi-finals.

(c) The proceeds of the semi-finals & final tie gate, after expenses for printing, match officials etc. to be divided as follows: 33% to each competing club; 34% to the League Funds.

21. REGISTRATION OF PLAYERS.

(a) A player may only register with one Club. A player will be eligible for registration by a Club provided he is not already registered for another Club in this League, or is registered for any Club.

(b) A bona-fide senior playing member of a Club is one who has signed a regis tration form via Comet for the Club. If he has so signed, he remains a regis tered player with that Club for the season, unless by transfer as per Rule 25, or his registration is cancelled by the Club on application to the Registration Secretary. If a player’s registration is cancelled and he wishes to register for any other club in that season the registration form must be accompanied by a fee determined by Comet. A player cannot play SENIOR football until he reaches his 16th birthday.

(c) A bona-fide JUNIOR playing member of a club is one who has signed a registration form via Comet for the club, and provided they have not signed a registration form for any other club. If he has so signed he remains a player with that club for the season, unless by transfer per Rule 25.

(d) Players must be registered via Comet 24 hours before the club’s first LEAGUE match of the season, and thereafter 24 hours prior to kick-off, before being eligible to play. No SENIOR or JUNIOR registration will be allowed after the last Thursday of March in the season.

(e) The League Council reserves the right to refuse, or cancel, any player’s registration. Any player found guilty of playing under a false name shall have their registration withdrawn for up to 3 matches from the club who the player is registered. (The club will be dealt with under Rule 27 c – regarding playing an ineligible player). (f) Any club or player in breach of any part of this Rule shall be liable to a fine of £20.

(g) All clubs must adhere to and be conversant with FAW Rules 55 -91 in re spect of Registrations, Contracts and Transfers. Failure to comply could result in charges being issued.

22. REPRESENTATIVE, TRIAL MATCHES AND COACHING SESSIONS. PLAYERS:

(a) Any bona-fide player of a club belonging to the League shall be eligible to play in matches arranged by the League. A player chosen to represent the League in any match must play in such match or be debarred from taking part in a match for his club on the date in question without permission from the League Council. If a club has four or more players selected to represent the League, the game in which the players would have played for the club on the same day, may be postponed on application to the League Council.

(b) The League Council reserves the right to cancel any matches on the day representative matches are played. Out-of-pocket expenses for players, other than bona-fide travelling expenses are not admissible and will not be paid to any player.

(c) Any player selected to play in any match arranged by the league, failing or refusing to play, shall in the absence of any good or sufficient cause be judged to be guilty of misconduct, and registration withdrawn for not more than 14 days. Any Club found guilty of having encouraged or instigated such conduct on the part of the player, shall be deemed guilty and fined £20.

(d) COLOURS. The colours of the League shall be Gold and Black Shirts, Black Shorts, Gold/Black Stockings.

23. SELECTION OF CLUB GROUND.

The Council may call on any club to place its ground, properly marked and equipped, together with its lavatories and dressing rooms, at the disposal of the League when these are required for its competitions or other matches arranged by them but that reasonable expenses be paid to the Club for costs incurred. Grounds used for semi-finals will result in a payment of £50 towards costs and expenses – failure to comply with this rule will result in a fine of £100.

24. CLOSED SEASON.

No clubs shall play any match during the closed season. Representative and Trial matches may be played on a Sunday providing permission is first obtained from the Association. No player is under any obligation to play on a Sunday.

25. TRANSFERS

(a) All Transfers are completed via Comet and will follow the procedures as set out in the Comet rules & Regulations.

(b) All transfers must be approved not less than 24 hours before the player plays for his new Club in a League match and seven days before a Cup-tie.

(c) No SENIOR transfer will be allowed after the LAST Thursday of March in the season. No JUNIOR transfer will be allowed after the last Thursday of March in the season.

(d) A Player is only allowed to play for a maximum of 2 clubs at senior level.

(e) No player who is registered for an affiliated Club, shall be allowed to join another Club without first satisfying the officials of his old Club that he has discharged his reasonable financial and other liabilities to the Club for which he is a playing member. All transfer requests must be signed within seven days providing the provisions of this rule have been honoured.

(f) The League Council reserves the right to refuse a transfer request.

(g) Any player signed from outside Wales must get International clearance from the appropriate FA prior to being transferred.

(h) All clubs must adhere to and be conversant with FAW Rules 55 -91 in re spect of Registrations, Contracts and Transfers. Failure to comply could result in charges being issued.

26. ANY OTHER MATTERS

Not covered in the rules of the League shall be dealt with in accordance with therules of the West Wales Football Association or Football Association of Wales.

27. INELIGIBLE PLAYERS:

(a) Any club proved to have played an ineligible player or players in a League match may be fined £20 per player, £5 per junior player at the discretion of the League Council. The guilty team will forfeit the match and the points from that match shall be awarded to their opponents. Any goals scored by the guilty team will be forfeited for the purpose of goal difference. Should both clubs be proved to have played ineligible players in a League match, the game shall be declared void and not replayed, and they may be fined £20 per player.

(b) In the event of a club being proved to have played an ineligible player in a Cup-tie, the tie shall be awarded to its opponents and they may be fined £20 per player. Should both Clubs be proved to have played ineligible play ers, either on protest or otherwise in a cup-tie, both clubs shall be expelled from the competition, and they may be fined £20 per player.

(c) If any club is found guilty of playing a player whose name does not appear on the teamsheet, the club will be:

i. fined £100

ii. Person who signed team sheet suspended from all administration duties in Football for 12 months.

iii. Match awarded to opponents

iv. a further 3 points deducted

28. LEAGUE FIXTURES.

(a) All matches shall be arranged by the Council on a Home and Away basis following a system similar to that of the Football League.

(b) The League Council may if a League consists of 10 teams or less organise the fixtures so that each team plays each team on three occasions.

(c) No fixtures shall be arranged which will clash with a fixture date of the Cup competition. In the event of a Welsh League fixture being re-arranged so as to be played on the same ground and on the same day as a League game, such League game shall be played on the opponents’ ground, Para (a) to apply.

(d) Any club failing to complete a League fixture shall be liable to a fine, and shall pay to its opponents such compensation as the Council shall order. (See Rule 10).

(e) The home club shall notify the referee of any postponed fixture. Any club that fails to do so shall be liable to a fine not exceeding £20.

(f) The monthly fixture lists, issued by the League Secretary and Youth Secre tary take preference over the season’s fixture list but these may also change on a weekly basis.

29. DUTY OF CLUB SECRETARIES.

(a) The Secretary of the home club shall at least three days before the match notify the secretary of the visiting club and the referee the location of the ground and dressing rooms, the time of kick-off, and any other necessary

information including if necessary, directions to the most suitable route. Any club failing to notify their opponents and the referee, except in the case of short-notice re-arranged matches in accordance with this rule shall be liable to a fine of £20.

(b) If necessary, the home club may request the referee to be on the ground at any time not more than two and a half hours before the advertised time of the kick-off, to declare its fitness or otherwise. In the event of severe weath er, snow, frost or fog, the Secretary of the home team shall after obtaining the agreement of the referee or an official referee of the League, cancel the match, and shall immediately notify the visiting team. If the Secretary of the home team has not requested the match referee, or official referee of the League, to inspect the ground not more than two and a half hours before the advertised time of kick-off, and the official referee arrives at the ground in time for the game and declares the ground unplayable, with the opponents having arrived, the League Council reserve the right to make the home team pay the visiting teams’ travelling expenses.

(c) Communications from the League should be attended to without delay. Failure to answer correspondence from the League within 7 days may result in a fine, not exceeding £20. If a club continually fails to answer correspondence then further penalties may occur.

(d) Team sheets, will be completed via the Comet system and entered at least 5 minutes prior to kick off.

(e) It shall be the duty of the Secretary of the home club to notify the result of the match to the Mini-Football Secretary on the day which it was played, before 2.30pm for Mini-Football matches, the Junior Secretary on the day upon which it was played, before 2.30pm for Junior matches, the Senior Secretary on the day upon which it was played, before 5.00pm for Senior matches. Evening match results should be reported to the relevant Secre tary before 9.00pm on the day upon which it was played. Any club failing to do so will be liable to a fine of £20.

(f) All Clubs will provide a telephone number to be included in the League handbook in the paragraph/section headed “Names and Address of Club Secretaries”.

(g) Should a match be cancelled for any reason whatsoever and the appointed Referee not notified of such cancellation and he turns up at the ground in readiness for the match, he shall be entitled to half his fee and travelling expenses. The home club shall be responsible for this payment, then, if appli cable, reclaiming from the League Council.

(h) Each club will provide to the Secretary details of a personal/club Email ad dress which will be used as the main method of communication between the League and Club.

30. GROUNDS AND BALL.

(a) The home club shall provide the ground and two balls. The ball used in any match shall be considered the property of the Association or Club on whose ground the match is played, and at the close of play it must be returned to the Referee. If on neutral ground, then both clubs shall provide a match ball, which will be selected by the referee, whose responsibility it shall be to

return the ball to that club.

(b) The ground shall be of regulation standard, and shall be marked, fitted with flags, goal-posts and nets of regulation size, in accordance with the laws of the game, and should if possible be enclosed either by railings or ropes. Each club shall take every precaution to keep its ground in a proper play ing condition. Balls shall be of regulation size and weight as outlined in the Laws of the Game. Any Clubs failing to carry out the requirements of this Rule shall be liable to a fine. All clubs shall provide to the satisfaction of the Council, dressing accommodation, a lavatory, and showers, failing which no club shall be allowed to compete in the League.

(c) The League Council reserves the right to inspect the ground, lavatories, and dressing rooms any time during the season and, if required, take disciplinary action.

(d) Each team shall have its own changing room with a minimum of three show ers and the Referee shall have his own dressing room with a shower, and private access, i.e. he does not have to enter either team’s dressing room.

(e) The Referee shall decide the fitness of the ground. The Referee shall report upon each match to the Secretary. He shall also report to him late starts, postponed matches, or late arrival of any official.

(f) ALCOHOL - The consumption of alcohol is prohibited around the playing area of all football grounds and Club must also comply with any current legislation regarding the consumption of alcohol.

31. FIRST-AID.

No club shall be allowed to enter the League unless it gives an undertaking that at all League and Cup matches a First Aid Person shall be present who is capable of attend ing to any minor injuries and that it shall always have a first-aid kit and stretcher on the ground.

32. COLOURS.

Each club shall register its colours with the Secretary. No two teams shall play a match against each other wearing the same colours.

In the event of two teams having the same colours, the visiting team shall change. In the Semi-Final and Final Cup Ties, if two clubs are drawn together whose colours are similar they must - at least three days prior to the match - toss for choice or otherwise mutually agree.

Any club wishing to change the colours of any of their teams registered with the League after the season has started, should notify the League Council at least one month before the change is made. That all clubs provide their players with numbered shirts.

33. THE TIME OF KICK-OFF

for Senior matches will be 2.30pm Saturday. Evening matches 6.00pm, or as mutually agreed by the two teams. Kick of times for November, December and January shall be 2 pm.

The time of kick-off for Junior matches will be 11.00am for Saturday matches, evening matches as per Seniors. (Sunday matches allowed provided both teams agree). Cup matches, other than evening matches, shall be 2.00pm for Seniors, 11.00am for Juniors.

During the months of November, December & January kick off games for senior cup games is 1.45pm. Any club failing to be ready for the kick-off at the prescribed time shall be liable to a fine of £20.

34. DURATION OF MATCHES.

(a) Matches - League and Cup - shall be played under the Rules of the Football Association of Wales, the duration of such matches shall be: Senior Divisions - 90 minutes;Youth (Wiltshire) Cup - 90 minutes; Junior Divisions - Under 16 and Under 15 - 80 minutes, Under 14 and Under 13 - 70 minutes, Under 1270 minutes.

(b) In special circumstances and in case of bad weather the duration of such matches may be reduced to: Senior Divisions - 70 minutes; Youth (Wiltshire) Cup - 70 minutes, Junior Divisions - Under 16 and Under 15 - 60 minutes, Under 14 and Under 13 - 50 minutes, Under 12 - 50 minutes, provided that the Referee and the two Captains agree before the commencement of the game. Such agreement shall be in writing and signed by the Referee and the two Captains and sent to the Secretary by the Referee with his report of the match.

(c) In the event of a match for any reason not being played to a finish, The League Council at its discretion may order an uncompleted match to stand as a completed match or order a replay. If a team is found guilty of causing a game to be abandoned then the match be awarded to the opponents. If both teams are guilty then the match may declared null and void.

35. REFEREES.

Referees shall be appointed by the League Council and shall not later than four days after receiving the Notice of Appointment send to the Referees Appointments Officer an acknowledgement of the appointments. They shall not change appointments with out permission from the Referees Appointments Officer. Any referee failing to fulfil an appointment having accepted such appointment shall be liable to a fine not exceeding Match Fee and reported to the Association.

All referees must be in possession of a League handbook and make themselves fully conversant with all Rules.

Team sheets must be sent to the Secretary IMMEDIATELY after the completion of each match, failure to do so may result in the cancellation of appointments and liable to a fine not exceeding £20.

The clubs will pay all referees and assistant referees immediately after each home match by the home team. Any club failing to pay officials immediately after each match shall be liable to a fine of £20.

Referees shall, before commencement of each match, inspect the footwear of all players to eliminate the danger of injury.

The Red/Yellow card system of sending off and cautioning players for misconduct will be used in the League.

36. REFEREE’S FEES:

(a) £30 plus 30p per mile travelling expenses for all Senior Matches including Cup matches less the Final tie. £15.00 and 30p per mile travelling expenses for all Youth and Junior matches, including Cup matches less the Final tie.

Referees and assistant referees appointed for ALL cup finals will be present ed with a miniature cup in lieu of fee. Where assistant referees are appointed to semi-finals their fee will be one half of the Referee’s match fee.

(b) Payment of Referee’s fees and travelling expenses shall be paid to the Referee in his dressing room, either before the match or on completion of the match.

(c) In cases of misconduct the Referee shall report any player, spectator, official or club to the Association sending a copy of his report to the Secretary.

37. ASSISTANT REFEREES.

When Assistant Referees are not appointed, each club shall provide a mature Assistant Referee. They shall act under the direction of the Referee whose ruling will be final.Any club failing to provide an Assistant Referee shall be liable to a fine not exceeding £20.

38. CLUB RESIGNING.

Any club wishing to resign membership of the League shall give notice in writing to the Secretary not later than 31st May in any year. Such resignation shall be effective from the date of the notice.

39. CLUB DISBANDING.

In the event of a club disbanding or withdrawing from the League during the season, the results of the matches played and points awarded in connection with that club shall be ignored. Players of such a club may be registered for other clubs, with the consent of the Council.

40. FINES.

All fines imposed by the league shall be paid to the Treasurer within 14 days of the notification from the Secretary, and in default the club(s) so fined shall be automatically suspended from the league until payment of the fine is received. Rule 10(c) will be enforced for any unplayed matches during the term of suspension.

41. RULES.

These rules shall not be amended, added to, or rescinded, except at the annual general meeting or at a special general meeting called for that purpose. Any club wishing to alter any rule shall give notice to the Secretary in writing in due time so that the suggested alteration may be placed on the agenda of the annual general meeting or special general meeting as the case may be.

Any club wishing to call a special general meeting for this purpose shall submit the pro posed alteration to the rules to the Secretary, signed by an officer or representative of not less than five clubs, and such special general meeting shall be called by notice in writing addressed to all clubs by the Secretary not less than 14 clear days before the date of the meeting. Only the representative of the club submitting it unless the mover has given his authority in writing to another person to move it may move a proposed alteration to the rules. Last date for proposed changes to Rules 1st March.

47. THE WILTSHIRE CUP

(a) The cup shall be known as “The Wiltshire Cup” and shall be open to any club who are members of the League, or clubs affiliated to the League.

(b) The League Council shall have the control and management of the competi tion.

(c) Only players who have not attained the age of 18 years before the first day in September in the current season may take part in the competition, and registered at least 14 days before the match. (Any player who reaches his sixteenth birthday is immediately allowed to take part).

(d) All players to be registered on a Youth/Junior Form at least 14 days before the match, the date of birth should be on the registration form. This date to be certified by the players’ parent or guardian.

(e) All other rules as per Rule 19.

48. JUNIOR CUP RULES - UNDER 16 CUP

A cup competition to be known as the Under 16 Cup and open to all teams who are member teams of the Under 16 Division of the League, or clubs affiliated to the League. INTRODUCTION

The Football Association of Wales (“FAW”) recognises that children do not perform the same as adults in an 11-a-side game. Therefore, a modified version is required to meet the developmental needs of young players while maintaining all the features and es sence of the full game. Small Sided Football is recognised by the FAW as the only form of football in Wales for children under 13 years of age.

WHAT IS SMALL SIDED FOOTBALL

Small Sided Football is a modified version of the 11-a-side game. It gives children the chance to play real football, for a real team, whilst experiencing an enjoyable and fun introduction to football through small-sided games.

MEETING THE NEEDS OF CHILDREN

All available research shows that children have more fun and learn more playing a game within smaller teams. Small Sided Football is therefore ideal for boys and girls in terms of maximizing their enjoyment and technical/skill development.

IF CHILDREN ARE TO ENJOY AND TAKE PART IN FOOTBALL THEY NEED TO:

• Take an active part in the game and have fun without any pressure from par ents, coaches or managers.

• Learn to play within a team.

• Understand and observe the rules of football.

• Develop the skills and techniques to play football.

• Be able to take part whatever their ability.

• Have plenty of contact with the ball.

KEY VALUES OF SMALL SIDED FOOTBALL

Small Sided Football is for boys and girls aged 5 to 13 of all abilities who are interested in football. The FAW believes that children should learn how to compete to win fairly, skilfully and within the rules of the game. At this age striving to win is more important than the outcome, winning is not everything, making the effort is.

SMALL SIDED FOOTBALL:

• Recognises that children do not perform and compete as adults and therefore its rules are adapted to meet the needs of children.

• Has all the features of real football for children.

• ecognises the value of competitiveness for children and provides an appropri ate environment.

• Sets a standard and a framework of behaviour on and off the pitch.

• Is for boys and girls regardless of their ability.

SKILL DEVELOPMENT

• There is more contact with the ball in Small Sided Football leading to a better technique. In 11v11 the ratio of ball to outfield players is 1:20, because there are fewer players in Small Sided Football each player has more regular contact with the ball. More contact with the ball helps players practice technique and develop technique into a skill through 1v1 competition.

• Decision making is easier and occurs more often because of the small numbers involved. As a result, the players will gain a greater understanding of the game. The basic football situations are easier to see and simpler to solve.

• Because the ball is never far away from the player, the chance of developing concentration is greatly increased. Playing 11-a-side football, many children lose interest in the game because the ball goes out of their immediate vicinity, and they quickly become bored spectators.

• Fewer players, more space and simpler decisions will encourage more move ment of players whatever the situation.

• More contact leads to more participation and usually, more enjoyment, success is easier to achieve.

SMALL SIDED FOOTBALL IS THE BASIS OF ALL FOOTBALL

Small-sided games have been played for hundreds of years in the street, the playground, or on the beach and many professional teams use them as the basis for their coaching. They invariably lead to basic football situations, such as, 1v1, 2v2 and 3v3 so typical of the 11-a-side game. Small Sided Football, through its dynamic tempo, produces more vigorous exercise than 11-a-side football and so helps to improve children’s core compo nents of fitness – speed, agility, balance and coordination.

ORGANISATION OF SMALL SIDED FOOTBALL

The general aim of Small Sided Football is to provide a safe, supervised environment for children to enjoy their introduction to the game.

1. PLAYING SURFACE

1.1 Small Sided Football pitches must be specifically laid out on any suitable open spaces or conventional grass or synthetic surface pitches which can be converted for Small Sided Football.

1.2 There must be no debris or dangerous hazards either on the field of play or in the immediate surrounding area.

1.3 Markings must be laid out with the use of conventional lines, marker discs or small cones.

2. PLAYING EQUIPMENT

2.1 Children must wear footwear suitable to the surface being played on.

2.2 All children must wear suitable shin guards.

2.3 All jewellery must be removed.

2.4 Opposing teams must wear colours that distinguish them from each other – either football shirts or bibs can be utilised. Each goalkeeper must wear colours that are distinguishable from the other players. For under 6, 7, 8, 9, 10 and 11 age groups, there is no requirement for shirts or bibs to carry numbers for matches.

2.5 Wearing glasses in football - The FAW recommend that players who need prescription lenses wear Polycarbonate lenses when playing football, al though we recognise that this may not be possible for all children and Match Officials should be more lenient with younger players. It is important to note as stated in the Laws of the Game “A player must not use equip ment or wear anything that is dangerous”. It is the Match Officials duty to ensure the safety of all participants. As such, if they feel the glasses/frame pose a risk to other players and/or the wearer, they may not allow the glasses to be worn. Match Officials should ensure that if a request has been made to wear glasses or goggles, that as per the Laws of the Game they should be checked and must not be a danger to the wearer or any other player.

2.6 Wearing hearing aids in football - Players are permitted to wear hearing technology during football matches provided they are comfortable and se curely fitted. The decision on whether to wear a hearing aid during a match is up to the player, not the game leaderor referee. However, the game

leader or referee has a responsibility under Law 4 of the Laws of the Game that if a device of this nature becomes loose when playing they willhave to request that the player leave the field of play in order for it to be made secure.

3. ORGANISATION OF MATCHES, FESTIVALS AND FUN DAYS

3.1 The FAW believe that the game of Small Sided Football provides children with the necessary introduction to competition. The game itself is a suffi cient skill development challenge for children.

3.2 As a consequence, no league or cup competition must be organised (or will be sanctioned) involving players in Academic school year six (6) and below.

3.3 Under 6, 7, 8, 9, 10 and 11 - matches are played on a festival/round rob in format with a minimum of four teams playing at a central venue, and a minimum of 3 teams at a club-based venue. Leagues and Coaches should ensure suitable breaks are provided between games.

3.4 Clubs that enter multiple teams at small-sided festivals are expected to a mix of player abilities across all teams. For example, there should not be an ‘A’ and ‘B’ team made up of perceived strong and weaker players. This is to help ensure a positive playing experience for all participants within small-sided football where the focus should be on fun and skill development.

3.5 Under 12 and 13 - matches are played on a ‘Home and Away’ basis as determined by the organising League.

3.6 League and cup competitions may be organised for the 9v9 Small Sided Football format where children from Academic Year seven (7) and eight (8) are involved. For the avoidance of doubt, if leagues operate a two-year age band and a 9v9 fixture involves a Year 6 player, the offer must be non-com petitive. All league programmes must be approved annually by the relevant Area Association.

3.6.1 Under 12 - To help with phased introduction of competitive football for this age group, Leagues can organise a maxi mum of 20 weeks of formal competition. For the remainder of the season, matches must be non- competitive. At this age group, Leagues must commence their season with an initial non-competitive block of fixtures to ascertain team ability prior to structuring an appropriate competitive offer. It is also important to note that Leagues can organise a num ber of fixtures during the same week. For example, a League could operate a fixture programme of 24 competitive match es over a period of 20 weeks. All junior leagues must submit their fixture programme to the relevant area association for approval to avoid excessive competitive matches.

3.6.2 Under 13 – Where single age bands apply, Leagues can adopt a full competitive offer at this age group. Leagues operating two-year age bands involving under 12 players, must

provide an initial block of non- competitive fixtures followed by a maximum 20 weeks of competition.

3.6.3 Within single age bands, any Under 12 players with existing permission to play up one year, will be permitted to play in the fully competitive offer at Under 13.

3.6.4 Where there is a single age band at under 13, Leagues can offer non- competitive 11v11 fixtures from 1st March in or der to support the transition into Junior Football (U14-U17).

3.7 Resources are available via the FAW Trust Small-Sided Football micro-site to assist with fixture schedules, pitch layouts and competition formats.

4. SEASON STRUCTURE

4.1 Leagues can organise a calendar of matches that may commence in August and should conclude no later than June 30th.

4.2 Leagues can introduce a winter break or an alternative football offer such as Futsal.

5. POSITIVE MATCH DAY CULTURE

5.1 The FAW want to improve the match day culture and off-pitch behaviour of parents, coaches and guardians. As part of the campaign, the following practices must be introduced:

5.1.1 Smoking banned from the side-line.

5.1.2 Supportive side-lines where spectators are encouraged to applaud and praise both teams’ efforts but not shout, call out in a negative way or coach.

5.1.3 Coaches may support players through questions that prompt them to think for themselves but must not continually shout instructions during matches.

5.1.4 All players in the squad should have a minimum of 50% play ing time when participating in matches.

5.1.5 To help provide adequate playing opportunities and to grow the game, clubs are encouraged to field more than one team if practically possible. Teams should not be made up of more than double the playing numbers for their respective age groups (for example, the under 8 age group that play the 5v5 format should have a maximum of 10 players per team).

5.1.6 All squad members to benefit from the experience of playing in all positions, including goalkeeper for the under 8 to un der 11 age groups.

5.1.7 If teams are low on players and cannot field the correct num ber, then the other team should provide the additional play er(s) or withdraw players to make the numbers even for the under 6 to under 11 age groups.

5.1.8 ‘Behind the Line, Behind the Team’. Leagues/clubs must:

• Create a ‘Buffer zone’ that runs parallel to the pitch, ideally 2

metres from both touchlines, a smaller buffer zone can be used where space doesn’t allow 2 metres.

• Buffer zone should be marked by cones or additional marked line.

• Only players, designated coaches and 1st Aider allowed within zone.

• All other spectators must watch from behind the buffer zone lines.

• NO spectators are allowed to stand on the goal line or behind the goal.

6. OTHER FOOTBALL OFFERS

6.1 All formats of the game that include players of small-sided game age must follow the principles set out in this document (e.g. Futsal, walking football).

7. HEADING / CONCUSSION

7.1 Heading is rarely observed in games involving players aged 11 and under. Coaches should continue to emphasise dribbling, passing, retaining the ball and building from the back. To reduce further the instances of heading within games coaches should encourage short corners and short free kicks that remain below head height. New rules changes have been introduced in this document to further decrease the amount of time the ball is in the air (such as a throw in replaced with a pass in for the under 9 age group and below, and goal keepers in the under 11 age group and below are no longer able to kick the ball out of their hands).

7.2 At under 12 and 13 heading may become more likely within the game. However, coaches should continue to encourage a style of play which limits the number of longer passes in the air.

7.3 Heading practice must not form part of training for boys and girls aged under 11 and under.

7.4 Heading practices are a low priority for boys and girls in the under 12 and 13 age groups. When introducing the specific technique of heading for these age groups, The FAW advise: - a maximum of 10 minutes of any duration training session and a maximum of 4 headers in one bout, using selfserve over short distances.

7.5 Age-appropriate size, weight and the correct pressure of the ball must be used.

7.6 If a player sustains a head injury, or suspected head injury, through a col lision or heading drill, they must not be permitted to return to the pitch and the coach must advise the parent/guardian to seek medical advice. Concussion symptoms may vary and can include dizziness, headache, or unsteadiness. A player who is not in an enhanced care setting must rest fully for 14 days and be symptom free be fore they are able to resume a graded return to football activities.

** If a League operates single age band divisions, and at under 12 want the offer to include competitive matches, no player from academic year 6 would be permitted to participate.

*** Leagues operating two-year age bands at under 13, involving under 12 players, must provide aninitial block of non-competitive fixtures followed by a maximum 20 weeks of competition. Leagues can only run a fully competitive offer at Under 13 within a single year age band with all players inacademic year 8.

2.3 For the purposes of age groupings, an Academic year begins on the 1st September and ends on the 31st August of the following year. Academic year one (1) is the year in which a player reaches his / her 6th birthday.

2.4 Clubs are encouraged, if practically possible, to run single age group teams as this will help us grow the game and band players together who, in the main, are of similar age, size and football ability. It is recognised, however, that this may not be possible due to limited player numbers.

2.5 If leagues run single age band divisions, we would encourage players to play within their relevant age group, however, we do want players partici pating within a suitable environment and therefore, there are circumstances when an individual playing up an age group should be considered by the club:

2.5.1 If a player attends an FAW Licenced Academy at Under 8 –Under 11 only, or an FAW Trust Girls Development Centre (any junior age group).

2.5.2 Physical attributes – if the player continually dominates the opposition physically

2.5.3 If player has existing permission to play up one year by the relevant League.

2.5.4 If a club does not have a team at a specific age band, players are elegible to play one year up in accordance with regula tion 2.1.

2.6 If a Junior League feels that based on a player’s ability or physicality, he or she should be playing down one-year group, permission to play down must be gained annually in accordance with FAW Rule 88.

2.7 Where clubs operate single age bands, entire teams are not ordinarily permitted to move up and age group or have a large number of their players move up on mass. This approach could benefit some players but may also disadvantage others within a team. If a Club feels it would be of benefit for an individual to play up an age group, permission must be requested annually to the relevant League Secretary detailing the reasoning. The League Secretary will then report to the relevant Area Association with the League’s recommendation if the request should be approved or rejected .

2.8 From the 2023-24 season and where leagues operate two-year age bands, the playing format must reflect the youngest age group of players. For example, an Under 10 two- year age band consisting of Under 9 players should be 5v5 and not 7v7.

3.3.4 Under 10 and 11 – Game duration should not exceed 20 minutes. A half time interval should be taken if exceeding 15 minutes of play. The duration of half time should not exceed 5 minutes. For example, Leagues could organise 3 x 20- min ute games or 4 x 15-minute games in accordance with the maximum playing duration of 60 minutes.

3.3.5 It is recommended that a Small Sided player should not exceed the playing duration detailed in the above table in a 24-hour period.

3.3.6 When training, coaches should ensure player welfare is the paramount consideration and take a common-sense approach to ensure practice is appropriate for the children for whom they are responsible.

4. SUBSTITUTES

4.1 Any number of substitutes may be used at any time (Rolling substitutes).

4.2 Players may re-enter the game.

4.3 All players in the squad should participate in a minimum of 50% of the total playing time during a match day. For example, at U8 where there is a total maximum playing duration of 50 minutes, all players must participate in at least 25 minutes (50%) of the total game time available.

4.4 Under 6, 7, 8 and 9 - No substitute must not be waiting longer than 5 min utes before they are involved in the match.

4.5 Under 10 and 11 – No substitute must not be waiting longer than 10 min utes before they are involved in the match.

5. KICK OFF

5.1 Is taken in the centre of the playing area to start the game and after a goal has been scored.

5.2 The opposition must be 3 yards away from where the ball is placed.

5.3 A goal may not be scored directly from the kick-off

6. BALL IN AND OUT OF PLAY METHOD OF SCORING

6.1 Laws 9 (Ball in and out of play) and 10 (The method of scoring) apply to Small Sided Football.

7. OFF-SIDE

7.1 There is no offside (Law 11) in Small Sided Football.

8. PASS IN / THROW IN

8.1 Under 6, 7, 8 and 9 – The method of restating play when the whole of the ball passes over the touchline is by a pass in.

8.2.1 The ball must be stationary from the point where it left the pitch before it is kicked to restart play.

8.2.2 The ball must not be kicked overhead height. 8.2.3 A goal may not be scored directly from a pass in.

8.2.4 The opposition must be 3 yards away from where the ball is placed.

8.2 Under 10 and 11 – Throws ins are introduced. Although Law 15 (The Throw In) applies and the throw in should be taken in the normal way, game lead ers can show flexibility.

9. CORNER KICKS

9.1 Law 17 (The Corner Kick) applies to corner kicks except the opposition must be at least 3 yards away.

10. FREE KICKS

10.1 Law 12 (Fouls and Misconduct) applies to free kicks although they are all indirect and the opposition must be at least 3 yards away.

11. GOALKEEPERS

11.1 Can handle the ball in their goal area and there are no restrictions on the number of steps they may take holding the ball.

11.2 The Goalkeeper can leave the goal area but cannot handle the ball out side the goal area.

11.3 When handling the ball in the goal area, goalkeepers can throw the ball out of their hands or kick the ball on the ground but can then be chal lenged by opponents. Drop kicks are not permitted.

11.4 In all age groups a retreat line is introduced, and the opposition players must be a minimum of 10 yards away from the point where the goalkeep er has the ball to encourage build up play.

12. GOAL-KICKS

12.1 The ball must be stationary and from the ground.

12.2 The ball is in play when it is kicked and clearly moves.

12.3 Under 6 and 7 - Are taken anywhere on the goal line.

12.4 Under 8, 9, 10 and 11 – Are taken from any point within the goal area

12.5 Under 8, 9, 10 and 11 – Opponents must be outside the penalty area until the ball is in play.

12.6 In all age groups a retreat line is introduced, and the opposition players must be a minimum of 10 yards away from the point where the goal-kick is taken.

13. PLAYERS IN THE GOAL AREA

13.1 There are no restrictions regarding the number of players allowed in the goal area during open play.

15.4.1. The goal size is 16-foot (width) x 7 feet (height).

15.5 PENALTY AND GOAL AREAS

15.5.1 The Penalty area must be 28 yards wide and 12 yards from the goal line. A penalty spot should be marked 9 yards from the goal line.

15.5.2 A Goal Area is not necessary, but goal kicks are to be taken approximately 4 yards from the goal line. A painted marker 4 yards from each post is sufficient for guidance.

15.4.3 For dedicated 9v9 pitches a goal area can be marked out. This is to be 4 yards from the goal line and 4 yards from each goal post towards the corner.

15.6 MATCH DURATION

15.6.1

A match must be a maximum of 70 minutes, split into two halves of 35 minutes. The duration of half time should not exceed 15 minutes.

15.6.2 If leagues operate a two-year age band and a 9v9 fixture involves a Year 6 player then the Match duration should not exceed 60 minutes.

15.7 SUBSTITUTES

15.7.1 Any number of substitutes may be used at appropriate breaks in play with the permission of the referee, a player who has been replaced may re-enter the game (rolling sub stitutes).

15.17.1 Each match is controlled by a referee who has full authority to enforce the rulesof 9v9 Small Sided Football and the ‘IFAB Laws of the Game’.

STANDING ORDERS FOR COUNCIL MEETINGS

1) Control of Meetings. The Chairman of the Council shall have control of the business of the Meeting and in case of a tie on voting for any motion or amendment, he shall have power to give a casting vote.

2) Moving of Resolutions, etc. Every motion or amendment shall be moved and seconded (and if so required, shall be reduced to writing), before it is discussed or put to the meeting.

3) Matters not before Meeting. No Member shall speak on any matter not before the Meeting.

4) Members to speak once only. No Member shall speak twice on any motion unless permission be given to explain, except the mover of the original resolution, or of an amendment that displaces an original resolution.

5) Resolutions, etc. not to be withdrawn. A motion or amendment once made and seconded shall not be withdrawn without the consent of the Meeting.

6) Amendments to be relevant. Any amendment must be relevant to the motion on which it is moved.

7) Rejected Amendments. If any amendment is rejected, other amendments may be moved on the original motion.

8) Rescinding Resolutions. No motion to alter or rescind any resolution passed within the preceding three months, and no motion or amendment to the same effect alone which has been rejected within the preceding three months, shall be proposed unless the notice thereof bears the names of at least two-thirds of the Members of Coun cil. When the Council has disposed of any such motion or amendment, it shall not be open to any Member to propose a similar motion, within a further period of three months.

9) Urgent Matters. Any matter of pressing importance not on the Agenda may be dealt with at once, upon a motion of ‘Urgency’ being duly moved, seconded and carried by a two-thirds majority of Members present.

10) Time limit for speeches. No Member shall address the Council for a longer period than five minutes on any one question, except the mover of a resolution, who may speak on bringing forward his proposition for a period not exceeding ten minutes.

11) Priority of speaking. When two or more Members rise at one time, the Chairman shall decide who shall have priority of speaking.

12) Objectionable Matters. If the Chairman shall be of the opinion that any motion proposed to be made is of an objectionable character, he may at once put it to the vote (on which there shall be no discussion) whether it shall be entertained or not, and, if

two-thirds of the Members present decided not to entertain such motion, the matter is disposed of for that meeting.

13) Quorum. Five Members shall form a quorum of the Council, and, without a quorum no business shall be transacted.

14) No Member of Council shall sit upon the Council or any Committee or Commission when any matter is under discussion that affects the Club, League or other organisa tion with which he is connected.

15) Resolving into Committee. The Council may by vote resolve itself into a Committee, and, whilst in Committee there shall be no restriction as to the number of times a Member may speak.

16) Privilege. The evidence of witnesses, statements of Members, general discussions and other matters within and before the Council and Committees, shall be deemed privileged and private. The Council shall have power to censure or suspend from service on the Council any Member proved to be guilty of a breach of this rule.

17) Resolutions of the Council appointing Committees or Commissions shall state wheth er plenary powers are granted to these bodies. Minutes of Committees or Commissions having plenary powers shall be reported to the following Council Meeting.

18) Minutes of Committees or Commissions not having plenary powers when presented at the following Council meeting, shall be either confirmed, rejected or referred back for further consideration by the Committee, in whole or in part.

19) Where necessary to fill one vacancy, if no Member has more than 50% of the ballot, then the vote goes to a second or third ballot as the case may be with the Member receiving the lowest vote dropping out at the end of each ballot, until one Member has more than 50% of the ballot.

20) Any Rules Revision Committee recommendation must be carried by a two-thirds ma jority of Council Members present, before being put to the Annual General Meeting
