SBL RESEARCH PAPER Sustainable Development Goals - Issues and Challenges

INTRODUCTION A historical Global political agreement was made in September 2015, when 193 countries signed the United Nation sustainable development goals for 2030. The 2030 Agenda for Sustainable Development, adopted by all United Nations Member States in 2015, provides a shared blueprint for peace and prosperity for people and the planet, now and into the future. At its heart are the 17 Sustainable Development Goals (SDGs), which are an urgent call for action by all countries, developed and developing, in a global partnership. They recognize that ending poverty and other deprivations must go hand-in-hand with strategies that improve health and education, reduce inequality, and spur economic growth all while tackling climate change and working to preserve our oceans and forests.1

THE 17 SUSTAINABLE DEVELOPMENT GOALS

The first goal, No Poverty, seeks to eradicate extreme poverty by ensuring access to resources, services, and social protection. The second, Zero Hunger, focuses on ending hunger and achieving food security through sustainable agricultural practices. The third, Good Health and Well-being, aims to provide universal health coverage, reduce maternal and child mortality, and combat global epidemics. The fourth goal, Quality Education, stresses the importance of inclusive and equitable education as a foundation for development. The fifth, Gender Equality, calls for empowering women and girls while eliminating discrimination and violence. The sixth goal, Clean Water and Sanitation, promotes universal access to safe drinking water and proper sanitation facilities, essential for health and dignity. The seventh, Affordable and Clean Energy, aims to ensure that everyone has access to reliable, modern, and sustainable energy sources.

The eighth goal, Decent Work and Economic Growth, advocates for inclusive economic development, job creation, and fair working conditions. The ninth, Industry, Innovation, and Infrastructure, emphasizes building resilient infrastructure and promoting innovation to support 1

industrialization. The tenth goal, Reduced Inequalities, seeks to close economic and social gaps within and among countries. The eleventh, Sustainable Cities and Communities, envisions urban development that is inclusive, resilient, and environmentally sound. The twelfth goal, Responsible Consumption and Production, urges sustainable resource management and reduction of waste. The thirteenth, Climate Action, demands urgent measures to combat climate change and its effects. The fourteenth, Life Below Water, focuses on conserving and sustainably using ocean and marine resources. The fifteenth, Life on Land, calls for the protection of terrestrial ecosystems, forests, and biodiversity. The sixteenth goal, Peace, Justice, and Strong Institutions, seeks to promote inclusive societies, access to justice, and accountable institutions. Finally, the seventeenth, Partnerships for the Goals, stresses global cooperation, resource sharing, and multilateral collaboration as the driving forces behind achieving the entire agenda.

ISSUES AND CHALLENGES FACED One of the greatest barriers is the lack of adequate financial resources. Achieving the SDGs requires massive investment, estimated to be in the trillions of dollars annually, yet most developing countries face high debt burdens and limited fiscal capacity.⁵ International aid remains insufficient, and private investment often flows toward short-term profits rather than long-term sustainability. The uneven global economic system further widens the resource gap, leaving low-income nations struggling to meet even basic targets such as poverty eradication and clean water access.2 To enable well-informed decision-making and support the implementation of the 2030 Agenda, it is important to provide timely, relevant and high-quality information that could foster and monitor development progress. Despite significant efforts so far, critical data are still lacking and knowledge gaps remain, with many people and groups, particularly the most vulnerable and marginalized, still not being measured. Furthermore, more data need to be available at the level of disaggregation, including by gender, age, income, location, education or disability, to inform

policymakers about allocations or monitoring of outcomes within and between countries, as well as across regions.3 In addition, some argue that rapid technological change has been destroying jobs faster than creating them, while polarizing work opportunities and incomes. Moreover, technological innovations pose a risk of reducing or even replacing human labour. To manage risks posed by technologies, policy actions need to focus on bridging the digital divide4 Political instability, lack of decentralisation, and bureaucratic inefficiency often result in delayed implementation of programmes. Without transparent institutions and strong rule of law, achieving equitable outcomes is nearly impossible. Climate-related disasters such as floods, droughts, and heatwaves have devastated communities and diverted funds from development projects to emergency relief. The ongoing geopolitical conflicts and trade tensions have also strained international cooperation, weakening the spirit of Goal 17’s global partnership.

Awareness about the SDGs remains surprisingly low among the general population. Without public involvement, policies lack grassroots legitimacy and momentum. Moreover, deep-seated inequalities based on gender, caste, class, and geography continue to exclude large sections of society from decision-making processes. This contradicts the core SDG principle of “leaving no one behind”.5

INDIA AND THE 17 GOALS Out of 17 SDGs, the SDGs of gender equality, reduction in inequality, peace and justice, partnerships to achieve goals, decent work and economic system, industry, innovation and infrastructure, sustainable cities and communities, responsible consumption and production are the least researched areas. There are sufficient gaps in clean energy, sanitation and linking the government plans to SDGs. There are futuristic niches in social problems of poverty, hunger, health and education.6 One of the major challenges for India is devising suitable indicators to monitor the progress of SDGs effectively. India’s records reveal that it has not been very successful in setting relevant indicators to measure outcomes. The definition for “safe” drinking water has been misconstrued with the availability of hand pumps and tube wells and the official data suggested that 86% of Indians had access to safe drinking water and therefore were “on track”.

Another significant challenge in implementing SDGs would be with respect to ownership.

Though NITI Aayog is expected to play the lead role in tracking the progress of SDGs, its members have expressed reservations on being able to take on this mammoth task. Despite India’s best efforts to reduce poverty it has the highest number of people living below international poverty line. Another challenge is how to measure the progress or achievement of SDGs. The Indian government has admitted that non-availability of data and incomplete coverage of administrative data, have made accurate measuring progress of SDGs virtually impossible.

India is a country with the largest population in the world. The steps taken by India for the achievement of SDGs matter a lot to the world. If India succeeds in attaining the SDGs it would mean a larger section of the world has achieved it. Therefore India must develop effective methods for implementing, monitoring and measuring the progress of SDGs.7 6

CONCLUSION

The Sustainable Development Goals represent one of humanity’s most ambitious and unifying visions for the future. They offer not only a roadmap for ending poverty and inequality but also a moral and ecological compass for living harmoniously within planetary boundaries. Global inequality, financial constraints, political instability, and environmental crises threaten to derail the progress that has been made. The world’s struggle to meet these targets reveals that sustainability is not merely a technical challenge but a political and ethical one.

To move forward, the international community must renew its commitment to multilateralism and solidarity. Nations must look beyond narrow self-interest and embrace a shared sense of responsibility. Achieving the SDGs by 2030 may seem difficult, but with determination, cooperation, and compassion, the goals can still serve as a guiding light toward a fairer, greener, and more resilient world.

As the world’s most populous nation, India stands at the centre of the global effort to achieve the Sustainable Development Goals. Its success or failure will significantly influence the overall outcome of the 2030 Agenda. To realise the SDGs, India must strengthen policy coordination, invest in human capital, and promote awareness at the grassroots level. With its demographic strength and growing technological capability, India has the potential not only to achieve its own development goals but also to guide other developing nations toward a more sustainable future.8
