Highland Park West Balcones Neighborhood Association Meeting Board Minutes

Highland Park West Balcones Area

Monday, October 26, 2020, 6:30 pm Via ZOOM

In attendance: Bill Hyland, Mike Levy, Dawn Lewis, Rebecca Spratlin, Piet Sybesma, George Zwicker, Bill McMillin Not attending: Jason Lindenschmidt Minutes: The minutes from the September meeting were approved as sent. Listserv: HPWBANA uses Yahoo groups for its list service engine. Yahoo Groups will be dropping out as a Listserv provider and needs to be replaced it with another list serve provider. The board discussed this and Board Member Lewis agreed to look into possibilities for other list serve providers. Annual Meeting: The HPWBANA Annual Meeting will be held on November 16th at 6:30 pm via Zoom. Invitations for the Annual Meeting will be sent out via the list serve and on the website, but there was discussion about how to increase awareness and build capacity. Treasurer Report: Treasurer George Zwicker reported we currently have $17,180.24 in our account. He noted that we paid $770 for the Highland Park Baptist Church for meeting space (which is being held for us) and now that meetings have been moved to a Zoom format, we need to increase our budget to add Zoom to our expenses. The Zoom Annual Meeting will fall under the regular Annual Meeting expense. This year, HPWBANA only solicited residential memberships and plans to recruit for business memberships in 2021. During the membership campaign, some members donate to specific issues, such as Constable Patrol, Beautification, Neighborhood Preservation, etc. HPWBANA currently has 174 residential memberships. Bylaws Committee: Changes to the bylaws must be posted on our website prior to adoption according to President Sybesma. They will be posted. President’s Report: President Sybesma noted the results of the neighborhood membership survey which indicated that Neighborhood Preservation is the lead item of concern among our neighbors. President Sybesma has sent out letters to two developers reminding them about our deed and plat restrictions. There is a tractor that has been parked for several days on the grass area near Highland Court and the Hancock bridge. One of the neighbors that lives near there is working to get the vehicle removed and President Sybesma has reached out to Council Member Alter’s office. School Crossing Zones: Board Member Zwicker reported that one section of a proposed school zone at Hancock and Fairview will now have flashing lights and a bollard to enhance the crosswalk. This has been approved by the City of Austin. The meeting was adjourned at 8:01 pm. 4

Snow Comes, Twice This Year!

Back on January 10th, Austin was inundated with some solid snow and as you can note from the photos, it brought out the creativity of many of those who live in the HPWBANA neighborhood. Snowball fights erupted, snowmen and families emerged from the ice, and many enjoyed an actual, true snow day filled with memories and wintry fun. The snow came back with a vengeance on Valentine’s Day evening and continued throughout the night. This time the temperature fell below 10 degrees, and many were without power and concerned about damaged power lines and icy roads. Rolling blackouts or not, snow adventures in 20-degree temperatures definitely happened. Quick reminders from Austin Energy for all of us when we are faced with a wintry storm and low temperatures: • Sign up to receive outage alerts by texting REGISTER (or REG) to 287846 (AUSTIN on a phone keypad). Once you are signed up, you will be able to report an outage and receive outage alerts and updates via text messaging. • Update the phone number associated with your city of Austin utilities account. Call 512-494-9400 to verify and update, or visit coautilities.com. • Gather all relevant paperwork and keep it in a safe, waterproof, accessible place, including your Austin Energy account number, other emergency numbers, and family and neighbor contact information. • Assemble a storm kit. It should include a flashlight, extra batteries, and glow sticks (no candles — they could start a fire). Other items include blankets, a first-aid kit, a portable, battery-operated radio, bottled water, and canned or dried food along with a hand-operated can opener. Store your storm kit in a convenient place where it is readily available if your power goes out. Be sure everyone in your family or business knows where the storm kit is kept. • Have critical supplies on hand. Gather additional items, such as prescriptions and specialty items for infants, seniors or people with disabilities. • Charge portable power banks for your electronics. Electronic devices such as mobile phones and laptops can quickly run out of power when Wi-Fi is down because of an outage. External power banks use batteries to extend usage time. • Back up your computer. It's a good idea to back up your computer’s hard drive on a regular basis. A lightning strike can damage the hard drive, and you can lose valuable electronic records. • Plan how to pass the time. In extreme situations, such as ice storms or extended flooding, the outage might last quite a while, and you might be housebound. A battery-operated AM/FM radio can keep you informed of the news and help pass the time. Cards, board games, and art projects can help stave off boredom — especially with children.

Lettuce Recycle!

by Dena Houston

CURBSIDE COMPOST COLLECTION COMES TO ALL OF AUSTIN! This issue of Lettuce Recycle is for all customers new to curbside compost collection as well as to those who already have the service. An additional 55,000 Austin residential customers began getting curbside compost collection in February. Curbside compost collection is now available to ALL Austin Resource Recovery residential customers. Compost is collected weekly. The green bin can be used for leaves and sticks as well as food and paper products. Everything picked up in the green can goes to Organics by Gosh and is transformed into compost. The City will still pick up additional cans of sticks and leaves. These will also become compost. CURBSIDE COMPOSTING SPECIAL TIPS Households in the compost collection area should have received a fact sheet on what can go into the new green bin. Here is a website with some information about curbside compost collection: http://austintexas.gov/austincomposts Those of you who already compost at home might wonder if you will use this collection service. There are many things you can place in your curbside bin that you should not (or may not want to) put in your home compost bin.

They are as follows: Avocado seeds Bones Chopsticks and toothpicks Facial tissue Fish and poultry products Meat and dairy products Microwave popcorn bags Napkins Paper bags Paper cups Paper plates Paper that has gotten wet Paper towels Pizza boxes Popsicle sticks

Shredded paper Spoiled food Here are some items to place in your green bin that may be surprising: Butcher paper Compostable Keurig cups (certified compostable) Cupcake liners (not foil) Dryer lint Parchment paper Pet fur Q-tips Tea bags Wax paper

Do not put into the green bin the items listed below. These items will contaminate the compost piles and could render tons of material useless, i.e., the material ends up in the landfill. Antiseptic wipes Baby wipes Cat litter (even if organic) Cigarette butts and ashes Dryer sheets

Fats, oil, or grease Glass Pet waste Plastic bags Waxed juice and milk cartons

Only compostable plastic bags can be used to collect food product that is placed in the green bin. The plastic bags must be BPI-Certified Compostable and display this label:

NEW LISTSERV FOR HPWBANA NEIGHBORS For years, HPWBANA used Yahoo Groups for the neighborhood Listserv. Yahoo stopped hosting group Listservs on December 15th, although it still retained its email platform. HPWBANA has moved the Listserv to the Groups.io platform, and all neighborhood announcements and news will be posted on this platform. People interested in joining the Listserv should go to: HPWBANA+subscribe@groups.io. After joining, they can go to HPWBANA@groups.io to post on the serve. HPWBANA looks forward to continuing to share neighborhood and community news for the Highland Park West Balcones Area Neighborhood Association.
