Writing this column only three days after the Texas Legislature was finished is hazardous because predictions about the outcome rely on early legal interpretations of new law. The giant issue for all school districts has been school funding. In the Spring, our entire board, myself and others combined forces to advocate for more equitable and adequate school funding – combined with regulatory relief for the many unfunded mandates. While the specifics we advocated for were not approved, it does appear that a local funding crisis has been avoided for the 2019-20 school year. With some additional funding from the state, we will be able to grant the legislature’s mandated pay raise to teachers and other employees. That raise will not be as big as the politicians originally touted, but at least it avoids a hiring and salary freeze for Pearland ISD. State leaders cobbled school funding “reform” to both increase state dollars and lower property taxes. A strong Texas economy makes this possible. Thus, the state share of educational funding (as compared to local funding) will rise from 38% to 45%. This is a step in the right direction – though Texas remains woefully below most of the U.S. in education funding. As is true for all sessions of the legislature, new partially funded and unfunded mandates are also coming our way. Among them are significant new requirements for student safety and mental health. Fortunately, our district had already begun such work three years ago – with some of the relevant facility improvements (such as facilities “hardening”) coming from the voter approved bond election of November 2016. Other new mandates and best practices require personnel and resources that will be difficult to sustain. We’ll see. The state legislature also proclaims they are “fully funding” full day Pre-K for eligible students. As of this writing, we’re attempting to compute the actual cost – based on the mandates that accompany such new money. We believe that full day Pre-K (as opposed to the current half-day Pre-K) is academically advantageous, particularly for economically disadvantaged and English language learners. But we must also determine whether we have the facility space, the teaching personnel, and other resources necessary to responsibly implement this program prior to the 2020-21 school year. Although we will not receive test scores and other accountability measurements from the state until as late as August 2019, I believe we will likely maintain our position among the highest performing student achievement districts in the Greater Houston area and in the state. While we enjoyed publicity last August for being at the top of Texas (when the Commissioner visited to proclaim our district as such), we realize that every district is working hard to improve student achievement and that complacency will undermine our standing. Based on the early analysis of our school funding and other legislative decisions, it appears that the 2019-20 school year will be neither a year of expansion nor contraction with regard to our services. It will be a year of prioritizing the services we already provide in order to meet new state mandates and local needs. By the time you read this, the school board will have passed an initial budget and proclaimed a tax rate. Clarity is coming!

Young Athlete’s Showcase

This spring, the Pearland ISD Special Programs Department held a Young Athlete’s Showcase. During the event, PPCD (Preschool Program for Children with Disabilities) and selected Pre-K students, along with their peers, showcased skills learned in Motor Lab. The district partners with Special Olympics Texas to host the event.

Sablatura Middle School Gifted & Talented Academy students recently held their annual Student Showcase where they presented final projects and shared what they learned through research and collaboration. Sixth-graders Jessica Nguyen, Aedan Scaria, Adam Harrington and Braydon Abby shared the results of their research about Vietnam’s culture, geography, history, government and significant landmarks.

Special Olympics Honors The Pearland ISD Special Olympics Bowling Team brought home its fair share of gold, silver and bronze after the Annual Winter Games in Austin. Athletes statewide competed in bowling, powerlifting and volleyball during the annual competition. The team practiced for several months to prepare and during the competition students bowled three games each, with scores averaged.

WORLD-CLASS Berry Miller Junior High was recently recognized as a School to Watch by the National Forum to Accelerate Middle-Grades Reform and the Texas Association of Secondary School Principals (TASSP) as part of a national recognition program. Berry Miller is among only about 30 other schools across Texas to earn this distinction and honor. Leaders selected the school for its academic excellence, developmental responsiveness, social equity and organizational structure and processes.

The Pearland ISD Suicide Prevention Task Force (SPTF) hosted the third annual #iwillASK event on Thursday, April 25. Students, parents and community members attended this free event and heard testimonials from students who shared personal challenges and ways they’ve found to improve their own mental health or of those around them. This student-led event also featured over 30 informational booths from local agencies promoting services and resources about mental health and personal wellbeing. The SPTF is comprised of mental health professionals, community leaders, students, teachers, administrators and counselors. The purpose of this task force is to combat the thought of suicide and promote healthy and happy mental living for youth and neighbors in order to establish a safer and stronger Pearland community. New Leadership Laura Reeves

Director of Educational Technology Laura Reeves served as Assistant Director of Educational Technology for Pearland ISD for 6 years. Prior to that, she was also an Associate Director, Web Services Coordinator and Instructional Designer for University of Houston-Clear Lake for 10 years and worked for Channelview ISD for 10 years. Reeves has a Bachelor of Science in Home Economics from Lamar University, a Master of Science in Instructional Technology from University of Houston-Clear Lake and is currently a Doctor of Education student in Curriculum and Instruction at Texas A&M. “The motto that guides me is ‘Implement with Intention’. It’s not important to have the latest and most cutting-edge technology, but it’s important that the technology we have is leveraged to its fullest extent to provide our students access to a greater learning environment,” she said.

Emilio Garcia

Director of Information Security Most recently a Network Coordinator, Manager and Technology Technician for Pearland ISD, Emilio Garcia has been with the district for 21 years. Prior to that, he was an Audio Visual/ Computer Technician at Pasadena ISD. Garcia attended an Electronics Technology program at San Jacinto College and holds A+, Network+ and Microsoft certifications. He is responsible for having built Pearland ISD’s network/wireless infrastructure, among other major projects including Virtual Desktop Infrastructure (VDI) and single sign-on for online textbooks and resources for students. “I look forward to providing Pearland ISD students and staff with the most reliable and secure connectivity and access to online resources to enhance the learning environment,” he said.

Lytrina Bob

Director of Purchasing Lytrina Bob most recently served as the Sr. Contracts Administrator for Harris County. She was also a Procurement Manager for Harris County Department of Education for nine years and a buyer for University of Texas Health Science Center. Bob holds a Bachelor of Arts in English from Lamar University and is excited to expand on the work of her predecessors by finding new and innovative ways to meet the procurement goals of Pearland ISD. “The vision I have for my team is to serve in the best interest of Pearland ISD by delivering outstanding customer service, fostering collaborative relationships and providing significant value to our internal stakeholders,” she said. 16 | PROGRESS

Prior to joining Pearland ISD, Becky Morris was an elementary assistant principal in Deer Park ISD. Prior to that, she was a math teacher at Deer Park, Spring Branch and Carrollton-Farmers Branch ISDs.

Dawn Lyssy served as a Reading/ ELA Curriculum Specialist since 2006. Prior to that, she was a 4th grade teacher at Silvercrest Elementary and at Killeen ISD, for six years.

With 15 years of experience in education, Morris has a Bachelor of Science in Interdisciplinary Studies from Texas A&M and a Masters in Curriculum and Instruction from University of Phoenix. “I want to create a culture that has the staff excited to come to school every day, and the students eager to learn more when they walk through our doors. I want Challenger to be a family that is student-centered in everything we do,” she said.

Tony Barcelona

Berry Miller Junior High Principal Tony Barcelona has served as an assistant principal at Berry Miller JH since 2016 under the leadership of retired principal Kim Brooks. Prior to that, he was an assistant principal at PJH South and Silverlake Elementary. He began his career with Pearland ISD as a P.E. teacher at Rogers Middle School, for a total of 16 years in the district. Barcelona holds a Master of Science in Educational Management from University of Houston-Clear Lake and a Bachelor of Science in Kinesiology from Texas A&M. His vision is to inspire and empower students and staff to pursue a passion for personal success. “Success is measured against others, but if we strive to excel every day and encourage our students and teachers to use their talents and abilities, the end result will be success,” he said.

Lyssy has a Bachelor of Arts in Education from the University of Mary Hardin-Baylor and a Master of Education in Curriculum and Instruction from the University of Texas at Arlington. She looks forward to collaborating with district and campus staff as she supports the ongoing growth of teachers’ expertise to meet the instructional needs of all students. “The Curriculum and Instruction Department is here to serve, support and supply as we work to meet the needs of all campuses and students,” she said.

Bonnie Scheidt

Director of Secondary Instruction Former assistant principal at Pearland High School, Bonnie Scheidt began her career in education 17 years ago, in the classroom. After leaving the classroom, she served as a Math Curriculum Specialist for Pearland ISD for 8 years. Scheidt has a Bachelor of Science in Interdisciplinary Studies from former Southwest Texas State University (now Texas State University) and a Masters in Educational Administration from Lamar University. “My vision is to continue world-class education for all students by offering a comprehensive academic program. I want to provide the opportunities they need to reach their full potential, become life-long learners and contributing members of society,” she said.

MAY 2019 UPDATE Additions and renovations are complete at Jamison and Sablatura middle schools. Construction continues at Dawson, Turner and Pearland high schools, as well as Junior High West, Junior High East, and seven elementary schools. These projects will be completed in 2019.

Security upgrades at all schools are being implemented during 2019. Upgrades include security vestibules, access control card readers, additional cameras, fencing, security hardware, emergency call buttons and window safety film. Pressbox renovations and a faรงade treatment at the Rig will be implemented during 2020. The bond program is progressing on schedule and within budget.

Six Years of Giving Foundation grants $114,000 to support educational projects The Pearland ISD Education Foundation marked its sixth year of giving by granting $114,583 to 69 educational projects. Classroom ideas and activities are selected through the foundation’s Innovative Teaching Grants Program with the aim to enrich teaching and inspire learning in Pearland ISD. The 2019 innovative grants were awarded in May during its annual Surprize Patrol. “The foundation is excited to able to award its largest amount of funding to date,” Chief Foundation Officer Natalie Clogston said. “The grant awards invest in ideas that cannot be funded through the district’s operating budget and that will enhance the learning experience for students in Pearland ISD.” Pearland ISD Education Foundation is supported by charitable donations and fundraising events, including Grown-up Spelling Bee and Evening for Education Gala. Since inception in 2014, the foundation has granted $460,000 to over 300 classroom projects to support innovative learning in Pearland ISD.
