Finlay Creek wildfire more than 75 per cent contained As of September 12, the Finlay Creek wildfire southwest of Peachland was 75 per cent contained.

The fire is still active at more than 2,200 hectares, but firefighters continue to gain the upper hand. Resources include 122 firefighters, one helicopter and five pieces of heavy equipment. Crews are from BC, Ontario and Quebec.

The number of personnel includes danger tree fallers and specialists.

The cause of the fire is still undetermined.

The BC Wildfire Service reports that some controlled burning within the perimeter of the fire will take place along the east slope of Mount Acland.

“This will continue to help manage volatile fuels within the fire

and reduce the fire intensity over the next few weeks,” the Service says, noting that smoke will be visible from these controlled burns.

Fire crews are working patrolling guard lines with mop-up operations 100 feet from the fire’s edge. Crews will also patrol burnoff areas for any hotspots.

An area restriction for all Crown land in the vicinity of the Finlay Creek wildfire is still in effect. This area restriction includes Darke Lake Provincial Park, Garnet Lake, and Munro Lake Forest Service Road. The area restriction will remain in force until noon on Oct. 31 or until the order is rescinded.

With no active evacuation orders or alerts in the Central Okanagan Regional District, the Emergency Operations Centre is standing down.

Group advocates for eyes on crime VIEW STAFF A perceived increase in break-ins throughout Peachland has prompted a call to establish a crime watch program that will see neighbours looking out for each other.

One of the advocates, Jason Spridgeon, is inviting people to join the Peachland Neighbours Facebook page, which is picking up momentum.

“We have had a large increase in B&Es, almost daily . . . sometimes two or three a night,” he said.

Spridgeon encourages people to get involved if they feel strongly about crime in their neighbourhood. Once the group determines how many people are on board, they will set up a meeting with the RCMP to discuss forming a community watch group.

What members will actually be doing in this group will be determined at the meeting, Spridgeon said. It will basically teach people how to be vigilant and report suspicious behaviour.

Unlike some programs, people won’t have to drive around in their vehicles because they can merely make observations from their homes, Spridgeon said.

The correct spelling is Cathy Penich, who further clarified her concerns about the proposed housing development. Her property runs adjacent to the proposed development, and she believes the new houses will significantly impact her aesthetic views and privacy.

“This is our park, and there are not many parks around here,” she said, noting the green space is great for baseball games in the summer and ice hockey in the winter. “This is a place for young people to get them off the street and give them something to do. It keeps them out of trouble and keeps families together.”

If you see an all-black German Shepherd sniffing boats coming into Canada at the Osoyoos border crossing, it’s probably Kilo, the mussel-sniffing dog.

Staff Sgt. Josh Lockwood, of the B.C. Conservation Officer Service (COS) brought Kilo, not yet 18 months old, to show at the annual general meeting of the Okanagan Basin Water Board (OBWB) in West Kelowna on Friday.

Kilo has already had success locating invasive mussels brought into B.C. by recreational boaters during his work at 12 mussel inspection stations at roads coming into the province.

In one case, a Quebec driver with a boat had already blown past inspection stations in Manitoba and Alberta without stopping. He tried the same at Golden, B.C., but Lockwood pursued him and pulled him over.

“Kilo went inside the boat and checked in four locations for the scent of mussels,” said Lockwood.

Invasive mussels were found inside the ballast tanks, hoses and on the anchor.

“And that boat was headed for Shuswap Lake,” said Lockwood. “The individual was charged with possession of mussels and failing to stop, so it was about $1,300

or $1,400 in fines that were issued.”

Another time in Cranbrook, Kilo sniffed a boat coming from Manitoba that had already been decontaminated in Alberta.

He checked out cracks in the floorboards and immediately went into a sitting position – his signal that says: “I found mussels.”

When the conservation officers removed the floorboards, they found that even though the boat had been decontaminated, that location had been missed.

Not bad for a young dog that only started training on April 28 and finished two months later, starting work on June 28.

“He’s been working for almost 90 days on the road,” said Lockwood. “He’s done an amazing job. Since we hit the road June 28, I think I’ve slept in my own bed four nights.”

Kilo has worked in Osoyoos several times and also did some training here with a dog handler from the Canada Border Services Agency.

Kilo can inspect 15 to 20 boats a day, but he’s a multipurpose dog also trained to sniff for firearms and ammunition, do evidence recovery and track human scent if any suspects attempt to flee.

German Shepherds, said Lockwood, are one of the dog breeds that are good at scent detection.

“If you and I walk into a kitchen, we

smell a stew,” explained Lockwood. “If an officer would take an hour to search Kilo walks into a kitchen, he smells beef, by hand,” said Lockwood.

Kilo had an RCMP trainer initially when he was 11 months old, but Lockwood took over when Kilo was 15. He’s now approaching 18.

Extreme weather, climate change focus at OBWB RICHARD MCGUIRE

SPECIAL TO THE PEACHLAND VIEW As extremely powerful hurricanes batter the southern United States and Caribbean, and record-breaking wildfires burn throughout western North America and even Europe, extreme weather is very much in the news.

But back in June, the spring of flooding in the Okanagan was just starting to abate, and the worst of Mother Nature’s fury still hadn’t hit. A record-breaking fire season in B.C. was only starting.

That’s when the Okanagan Basin Water Board (OBWB) chose “Weathering Extremes” as the title for its 2017 Annual Report and the theme of last Friday’s annual general meeting in West Kelowna.

Prescience perhaps, but the recent extreme weather hasn’t just appeared out of the blue. When 2015 turned into an extreme drought year, the OBWB was already talking about the impact global climate change will have on how water is managed in this arid corner of Canada.

In opening remarks, Anna Warwick Sears, OBWB executive director, cited a statement by John Holdren, science and technology advisor to former U.S. President Barrack Obama.

“We basically have three choices: mitigation, adaptation and suffering,” Holdren said back in early 2007.

“We’re going to do some of each. The question is what is the mix going to be. The more mitigation we do, the less adaptation will be required and the less suffering there will be.”

Sears admitted that the OBWB has been primarily focused on adaptation to climate change, but she said adaptation becomes more difficult and suffering will increase without serious mitigation efforts.

“We haven’t at the water board really spent any time talking about climate mitigation and what do we do to slow the pace of climate change,” said Sears.

Those comments came as Sears introduced keynote speaker, Maximilian Kniewasser, whose talk focused on the effort to mitigate the impact of climate change – the other side of the equation.

Kniewasser is director of the Pembina Institute’s B.C. climate policy program based in Vancouver. The Pembina Institute is a national non-profit think tank dedicated to seeking clean energy solutions.

Illustrating his talk with charts and graphs, Kniewasser pointed to the sharp increase in global energy demand since the end of World War II and how 85 per cent of global energy needs are met with fossil fuels.

There is a global consensus that the average world temperature increase should not exceed two degrees Celsius compared to the Industrial Revolution in the early 1800s, Kniewasser said.

And that means levels of carbon dioxide in the atmosphere, which were 280 parts per million (ppm) at the time of the Industrial Revolution, must not be allowed to exceed 450 ppm, he said. Currently it’s at 400 ppm.

While scientists are overwhelmingly convinced that climate change is caused by the accelerated “greenhouse gas effect” that results from humans burning

Those activities that took a bit of a summer break will be back up and running this next week: Carpet Bowling Sept 9, Ukulele Sept 10, Variety Singers, Needle Arts/ Quilting, and Wood Carvers Sept 11.

The Carpet Bowlers meet every Tuesday and Saturday around 9:30 for coffee and bowling from 10 to 11:30.

Their balls are weighted so bowling is similar to curling except they are trying to get closest to the small white ball called a “jack”. No special equipment is needed.

Newcomers are welcome to drop by or if you might be interested contact Bill Goring at 778 479-2295. We hear lots of laughter from this group, although there can be some competition.

Angela Kanik is starting a new group for those wanting to learn to strum the ukulele. She tells me it’s fun and easy to learn. Please give her a call if you are interested at 250 767-6574. She has some gently used ukuleles to get you started.

The Peachland Variety Singers are starting their fall session on Monday September 11 at 9:30 am. The choir is open to all seniors who love to sing harmony. Men are especially welcome.

All of our activity groups welcome newcomers. Phone numbers are available for the group leaders through the office. You are welcome to stop by and pick up a full schedule of activities. We also have TOPS, Bridge, Mahjong, AA, Chess, Art Club, BINGO .......

I hope you had a chance to join us for our long weekend Sunday morning pancake breakfasts throughout the summer. They were a hit, judging by the many compliments we received on the fluffy pancakes, tasty sausages, and of course the special fruit compote made

by Valerie MacGillivray. A big thanks goes out to all the helpers. Now it is time for the Potluck Fridays to begin again. On the 4th Friday of the month at 6 pm we host a potluck dinner and provide an hour of entertainment which varies each month. Cost is by donation and a food dish to share.

Attendees are asked to bring their own dishes. Everyone is welcome to

attend these events, membership is not required. Families and friends are welcome. Our first potluck of the fall will be September 22.

We are just finishing up a survey about our Potlucks.

Our constitution and by-laws require that we have a monthly meeting to share information about the business of the Peachland & District Retirement Society, the group who manages the Peachland 50 + Activity Centre. Currently information from the Board meetings is shared with the members during the Potluck dinner. Board members are looking for suggestions from the members to better serve this group. For example should Potluck dinners become Potluck lunches or maybe even a catered dinner or lunch that members purchase? What kind of entertainment do you like to see? If you haven’t had a chance to participate in the survey yet please call the office to share your opinion and ideas at 250 767-9133. We are working on a way to send regular emails to our current members with email addresses. Peachland council to undertake watershed protection TARYN SKALBANIA CONTRIBUTED

On June 6 the Peachland Watershed Protection Alliance (PWPA) requested Council take further steps to make safe, clean, quantities of drinking water available for residents year round. To recap: water is ranked as prime issue for residents. 72% polled wished for consistent, improved quality and quantity of water. A new water treatment plant alone, cannot guarantee this, especially during the freshet and not with continued deforestation events.

The District of Peachland is faced with spending $18,800,000 on the first phase of a $55,000,000 potable water system improvement. And thousands more to maintain staff, ongoing repairs and plant management: with much lesser funds, adequate steps can be put in place to protect water; first, at its source, before it needs filtration and excessive chemical cleansing. With climate change upon us, we believe these steps should be taken immediately. IHA claims there is no guarantee that this or any plant can prevent boil water notices and advisories, in fact, every jurisdiction in the Okanagan basin this spring suffered boil water notices whether they treated water from ground sources or the lake, whether they had a state of the art treatment plant or not.

The District's own website supports Interior Health Authority’s recommendations that it is safer, cheaper and easier to protect water at its source, in the watershed, than to treat it later at the plant, after intake. Any source of deforestation will produce flooding, excessive run off will produce sedimentation and erosion; the causes of deforestation are many in the Peachland area.

Recent excessive logging for commercial purposes, and for Pine Beetle control, the accompanying increased road building, the associated increased public use of those roads, and of course, wild fires, cause deforestation.

Therefore the PWPA asked Council to: 1. Delay the approval of the referral process for harvest plans specific to the current Forestry Stewardship Plans held by the 4 logging licensees within the Peachland Community Watershed over the next 5 years, until such time as analysis of the quality and quantity and of the timing of the flow of the water in the Watershed proves industrial logging to not be further impairing that same water. It is imperative that the Municipality conduct its own, independent reviews of the effect of logging on our water system; previous consultants have under emphasized the extreme runoff effects contributing to the major mudslides of Deep Creek this April and Mcdonald Creek this May and numerous smaller run off events. A new review with fresh eyes is recommended.

Dear editor: I attended the Open Public Hearing regarding the introduction of a bylaw amendment to permit the proposed development of Turner Park on Tuesday September 5, 2017. I chose to voice some comments as I live immediately adjacent the property in question.

As usually happens when one not familiar with public speaking approaches a microphone in front of a crowd, my intent or thoughts were not well related. The development proposal in like most things, not all good or bad. The property is privately owned and development should not be opposed simply because “all development is bad”. I think if a harmonious use of the property could be found it would be more palatable.

It is very unfortunate that the district and its citizens will lose a very desirable piece of level

parkland in an area, which while very blessed with open space, is topographically challenged with respect to useable space. I think that open space, particularly that well suited to sports activities is very important to a community, especially the young. Development in a community needs to be balanced and should be a reflection of the citizens needs and priorities.

I thought about the issue after the meeting in which many diverse views and issues were presented and have an off the wall suggestion.

The developer has indicated a medium density (townhouse) use for the view enhanced areas of the site which are most likely to attract market attention and pricing (most profitable). These areas are adjacent or part of the topographically challenged portions of the site and the least useable as park or sporting facility area.

The flat or level area adjacent to Turner Road, currently containing the ball diamonds, while

more easily developed with non view medium density single family sites would be far less desireable in the market and probably less profitable. As well they do not conform to the density or character of the area.

While the District of Peachland can not afford to buy the whole site, severing and purchasing the flat portion adjacent to Turner Road and retaining this area as much needed park might be possible. Especially considering a portion of this area was designated as a park dedication by the developer and some discount for this fact could be considered. The sports box and playground could be relocated in this area as well. Its not a perfect solution, but might be closer to a win/win.

District of Peachland is for sale to the speculators Dear editor: Last week we witnessed a Mayor and Council, advised by management, in favour of developers, all in disconnect with the taxpayers. To say the public hearing and subsequent council meeting was chaotic is an understatement. If you did not attend Tuesday Sept. 5 Regular council meeting, watch the webcast, http://download.isiglobal.ca/peachland/archive_2017-09-05COUNCIL.mp4.htm and see your tax dollars at work.

Unorganized, too many agenda items for time allotted, too small a space, poorly chaired, were common complaints. The obvious new-comers to council activities were allowed to remain uniformed about the proceedings, treated rudely, and often dismissed. It was a ‘kangaroo court’ whose outcome had already been orchestrated.

What was evident and shocking to Peachlanders in attendance was how one-sided our town planning department appeared, did any taxpayer feel that the town had their backs?

It seemed the planning department was doing everything to assist developers, give them all they desired, and then some. The developers’ bottom line, profit, greed, call it what you wish, was paramount to any OCP, Charette process, stakeholder input or will of the taxpayers.

It is true a municipal planning and development department must develop to justify annual salaries topping $100,000.00 but it seems we are prostituting our lands, scenery, tranquility and quaintness of this village for the benefit of the pockets of the out of town developers and land speculators.

This development at all costs, bigger is better attitude towards growth has NOT proven to reduce a small town’s tax burden, only increase infrastructure needs and costs by making the town bigger! If you need proof, take at look at sprawling West Kelowna or Maple Ridge.

Perhaps the planning department should focus on the 4500+ units they have already coached council to endorse in various stages of approval, finish those existing developments,

raise the population to their desired doubling or tripling and then see if we still need 5 storey high-rises on Beach Avenue and another 34 units instead of Turner Ball Park.

I have heard it said we are a town with a reputation for no development, but with dozens of projects on the books and 4500 units approved already, that does not ring true.

Perhaps we are approving the wrong type of developments, maybe management is recommending the wrong developers, and could the planning department be endorsing the wrong issues for rezoning? Is it time to rethink the developments we are wooing?

The most recent major development complete by this council was Habitat for Humanity where we gave away the land, waived the Development Costs Charges and delivered sewer to their door...no taxpayer relief insight, yet a noble cause. The current development most likely to succeed is the Seniors Housing in 6th St., again Continued on page 9

District for sale to speculators Feeling powerless Council gave away the land, waived the Development Cost Charges, delivered sewer and paid for the Minot- Sommerset water main upgrade with our tax dollars, no great tax relief in sight ,however, senior housing promised since the 80’s may finally arrive.

In the same week where our Farmer and Crafters Market was under scrutiny for lack of parking spaces and their conflict of interest with the local businesses of Peachland , Peachland Council approved a development without sufficient parking and with additional commercial space, PeachTree...inconsistent?

Without the need, or desire from residents or council, the planning department tried to push a fast track rezoning and development permit package allowing for form and function of a newly zoned R3 INTENSIVE Residential development to be approved for building permit IN ANY NEIGHBOURHOOD IN PEACHLAND WITHOUT PUBLIC INPUT. What this means is a Mobile Home park or similarly dense development can be built anywhere R1 is rezoned to R3. Our planning department says we need this zoning change approved to keep development dense where it belongs, close to services and because other

communities have it, however, blanketing it across the landscape is in direct contradiction to those guidelines. What was not mentioned is what developer NEEDS this new zoning change.

We elected this council to act on our behalf for the best interests of Peachlanders, never was their mandate to promote the best interests of the developer.

If you attended last week’s public hearing, this was obvious when during the Turner Ball Park rezoning hearing an audio visual glitch arose and the town planner was on her knees at the boots of the developers doing everything neccessary to assist-would a resident get the same treatment?

It is time all residents of Peachland in all neighbourhoods question Mayor and council decisions, scrutinize the recommendations of management and planning department, attend public hearings, visit council meetings and become informed or one day we will all wake up next to a 5 storey high-rise with another mobile home park down the street.

Recall recent developments when you tick your ballots Dear editor: I wish to respond to recent articles and letters in the View by Tanya Northcott.

In your article on “PeachTree Adversaries” July 26 Patrick Van Minsel, the only supporter of the PeachTree development in attendance at September 5th council meeting, states: concerning the ... municipal election in 2014, “All the candidates who ran on the premise of downtown development were voted in, the majority of Peachlanders agreed with their standpoint and then gave them the mandate to follow through on those promises.”

This is not so cut and dried; no majority gave this council a carte blanch mandate for development and downtown revitalisation. None of the 6 councillors or mayor got elected by the majority of Peachlanders.

Councillor Kent received 1270 votes, of the 4325 eligible to vote, this is NOT a majority, he was elected most likely for his new point of view and his occupation background.

Councillor Thom received 1175 votes, due heavily to his celebrity pie making abilities, not is pro- development platform.

At September 5 regular council meeting Councillor Cunningham parroted van Minsel’s statement, believing too that this council was elected for its pro development agenda, yet it is certain many of Cunningham’s 1116 votes came from the feminine family vote more that real estate speculators.

The winning mayoralty candidate received less than 603 votes, far from a majority of Peachland’s voting public, and Mayor Fortin got elected because she was the ONLY candidate NOT openly running on a pro- Bypass platform. In fact, far from taking credit for supporting a pro-development council, during the past municipal election an email circulated by

the Chamber of Commerce president to Chamber members to suggested they withhold their support for councillor Fortin. This was very untoward considering Chamber was facilitating the Nov. 4 All Candidates Meeting as a neutral community group, and in a management agreement with the municipality to manage the Tourist Information Centre.

Tanya Northcott's pro chambers, pro-development views in her Sept 1 and 8 letters to the editor to states we need more development downtown, she believes we need the greater tax base, (she forgets the increased water, sewer, administration, staffing and maintenance costs that accompany more development).

Perhaps what we need is a new council that can work with the existing tax base that we have, a new management that can make recommendations for the tax dollars we raise, perhaps we need to re-evaluate our financial spending in line with our budget, not rely on the pie in the sky developer bail out.

This upcoming Nov 2018 Municipal election, when candidates run again on the standard platform of fact based decision making, responsible development and open listening, recall the recent developments in town when you tick your ballots. And when making decisions on the future of this village, remember, it is the 92% residential tax base that makes the changes, pays for the roads, water, sewer, flowers and subsidizes the Chamber, not the 5% business tax contribution.

In closing, it is disturbing when your hear comments in council that because the OCP is old and the Charette process is outdated they can be ignored, so is The Constitution of Canada, Ms. Cunningham.

Dear editor: I would like to thank everyone that offered support in the attempt to revise the PeachTree development.

A special thank you to Barb and Jim Masters who were instrumental in collecting hundreds of signatures on the petition by posting sheets on their fence on Beach Avenue.

Citizens of Peachland are tired of the back door politics and secret meetings that have occurred during this PeachTree proposal.

This lack of adequate representation as evidenced by council voting to approve the PeachTree development will forever mark the lowest

point of confidence in Peachland's elected council.

One thing for sure, this council will stop at nothing to create their own legacy or in this case their own Taj Mahal.

They must be very proud of this accomplishment.

Maybe it is time to rally the troops to consider replacements for this inept council, Terry Condon being the exception.

If you look at past history, present developers have weaselled their way into town/city politics to manipulate OCP's, so Peachlanders have to beware.

No way to treat taxpayers Dear editor: Is it standard practice to hold a municipal council hearing about a controversial development when the very residents most affected are in a state of FLOOD EMERGENCY, declared by the very mayor chairing the hearing? These words are part of that document, “and whereas there is imminent threat to life or property” and readily available on the Municipal web site.

Is it fair to hold another public hearing as was done recently during a declared state of FIRE

EMERGENCY when the same community is on a high state of preparedness for evacuation and suffering with heavy smoke, and declared by the same mayor that held a second hearing for the same development at that time?

Is it fair to refuse a daughter to represent her mother as Proxy when the mother, a Peachland pioneer resident, living in Sutherland Court, deaf and blind, is unable to represent herself at the same hearing?

The 98th Peachland Fall Fair was held Sept. 9 and 10, and we had a wonderful time!

We had entries from familiar faces and new faces from Peachland and West Kelowna, families competed against each other, and young and old came to appreciate the talents of many.

We heard over and over “I do that - I should enter my baking, preserves, garden produce, handicrafts and needlework, fruit and nuts, photography, flowers and flower arranging”.

Yes you should, but you will have to wait another year to join the competition !

We have such a dedicated volunteer committee but we can always use more volunteers.

This is such a rewarding community event but it does take a number of people to organize this each year.

PRIZE DRAW WINNERS - First prize winner, Christine Koverchuk of Peachland (right) was presented with this beautiful queen-size quilt by Martha Jenkins. Valued at over $500, this quilt was lovingly handcrafted by the Peachland Quilters Guild. Second prize of a Deni Vertical Rotisserie, valued at $180, went to Archie and Nadine Luccisano, also of Peachland. The third prize of an LED Lantern Candle ($30 value) was won by Steve Beson of Grande Prairie. Proceeds of the draw help fund the Peachland Fall Fair.

Harold Terrence Dodds Tanner April 10, 1936 – July 18, 2017

Terry passed peacefully on July 18. He is predeceased by his parents, sister and first wife. He is survived by his partner of 27 years Suzy Clark, his children Caroline (Michael), Patrick (Cicily) and Mary; Suzy’s daughters Tory and Kate (Terry) and his six grandchildren, Katherine, Alexander, Autumn, Esme, Ryan and Piper and cousins in Alberta and California. Contributing to his community was a keystone in his life. Terry was kind, bright and insightful, and cared deeply for his family, friends and community. Thanks to those who looked out for him, particularly from the Peachland Rotary, Westwood and the Renal Dialysis unit at KGH. A celebration of life will take place at 3 p.m. on Saturday, September 23, 2017 at the Heritage Pavilion in Peachland, B.C. Condolences may be sent to the family by visiting

Dorothy Moberg 1942 - 2017

Dorothy Moberg (nee Reiter) passed away peacefully, with a smile on her face, August 28, 2017 with her husband Vernon by her side.

Born in Vernon, BC, Dorothy lived in Vancouver, North Vancouver and Peachland. Dorothy worked at Kodak Canada in North Vancouver as well as London Drugs in North Vancouver and Kelowna. Dorothy and Vernon purchased the Peachland Trailer Inn campground in 1985 which they operated for 20 years, meeting and creating many long-time friends. During her time in Peachland Dorothy volunteered her time as an executive member of the Farmers Market. Mom was always there for her family and friends, especially her grandchildren. She would happily look after them, wanting to spend as much time with them as she could.

Dorothy is survived by her husband of 57 years, Vernon, children; Dan (Colleen) and Greg (Krista), grandchildren; Quinn, Mason, Chloe, Samantha and Cole, brothers; Ben, Jerry (Sylvia) and Jack, in-laws; Buster (Pat), Joan (Ron), Eileen, Ted (Pat) and Don (Catherine), as well as many nieces and nephews.

She was predeceased by her mother Anne and brother-in-law Bob. We’d like to extend a special thank you to Ted, Pat, Trisha, Maria and Yvonne, the nurses and care aides at Pine Acres Nursing Home.

In memory of Dot, a donation can be made in her honour to the Alzheimer Society of BC http://www.alzheimer.ca/en/bc/We-can-help.

Grape Harvest Update PAUL GRAYDON, SAXON WINERY This time of year is full of expectation and planning around the winery with harvest upon us.

This summer has been particularly dry with no rain since June. With the hot summer and smoke-filled skies, grapes are ripening more slowly than usual.

In Summerland the major varietals are Gewurztraminer, Pinot Noir and Pinot Gris. Some of these grapes are suitable for making sparkling wine and therefore are picked earlier than for other styles of wine. Rosé is often picked early to retain the delicate flavours and nose on the wine as well as being slightly lower in alcohol.

The measurement of ripeness in grapes is known as ‘Brix’ and this is calculated with an instrument known as a refractometer. The refractometer is held in hand and the unripened grapes are gently squeezed allowing the juice to be ‘seen’ through the instrument. This Brix reading is then used to calculate the ripeness of the grapes and the estimated harvest date can then be planned. Somewhere between 20 and 25 Brix is desirable for wine containing 11 to 15% alcohol.

This year the ‘Brix’ readings are lower than usual at this time of the season. In 2016 grapes were picked from late August onwards. This year first pickings are still a week or two away depending on varietal (grape type) and desired alcohol in the finished wine.

Small wineries such as Saxon require a full complement of equipment to conduct the harvest and ‘Crush’ as it is known.

A large Bladder Press allows grapes to be crushed mechanically as foot stomping is only done in small quantities and mainly for fun these days. A number of fermentation tanks are required to ferment the juice into wine and then barrels for ageing. A Destemmer unit gently removes the grapes from their stems when required – this is especially useful with red wines as the fermentation is conducted on the skins creating the desirable colour and tannin in the wine.

Rose wine is made in a similar way to white wine, but usually the juice is left in contact with the skin for a short period

to create colour in the wine as most grapes create a clear juice initially; then the grapes are pressed removing the skins. In the case of Saxon’s Leon Millot grape this uniquely has a rose coloured flesh that can be pressed in the same way as a white wine – ie immediately after picking creating a rose coloured juice.

Red wines are left on the skins for a number of weeks to bring colour and richness to the wine. The wine maker ‘punches down’ the wine on a daily basis to mix the juice and skins during fermentation allowing the full flavours to develop and the yeast to do its work.

Most wines are fermented ‘dry’ with any required sweetness being retained by ceasing the fermentation early or by adding alcohol to stop any further fermentation.

Wines are left to stabilize for weeks after the fermentation and are then racked and filtered to create the finished wine.

This often takes up to four months from initial harvest to complete the cycle. Barreling can take up to several years to complete depending on the wine to be aged.

Bottling is conducted onsite or offsite at the local bottling plant depending on the amount to be bottled.

When a debate about community planning and development becomes increasingly heated and controversial, its first casualty is usually objectivity.

We need to be truthful with ourselves and acknowledge that not in every instance is our support of, or opposition to, new development grounded on the principled notion that strives to achieve the greatest good for the community. I don’t say this to be disrespectful to our readers. I say this because I believe it to be true. I am the first to admit there have been times in my life during similar urban planning debates when I’ve subordinated the community’s needs to mine because I thought a proposed development would adversely affect the quality of life in my own neighborhood. There are a host of other reasons why citizens express opposition to new developments: The project will lower property values; vehicular and pedestrian traffic will significantly increase; street parking will be at a premium; the project will obstruct the neighbors’ view; the project encroaches green space; and the list goes on.

No one is suggesting that opposition to the Peachtree Village and Turner Properties developments is misguided.

In fact, the projects’ detractors have presented some very lucid arguments.

Still, insofar as the Peachtree Village project goes, the democratic process has concluded and we must abide by it and move on.

The District of Peachland announced this week an update to the 65 plus seniors’ independent living project on 6th Street, Peachland.

Elsie Lemke announced “The total number of units has increased to 74 as the commercial level will now be re-designated as residential units.”

She also announced that the project has been awarded to construction firm Vanmar and that sub contracts will be awarded between now and the end of September. Site compaction will commence within days and occupancy will be anticipated for late in 2018. Applications to go on the waiting list will be accepted from March or April next year and a quarterly newsletter will provide further updates as the project progresses.

Eight parks reopened CONTRIBUTED The recent showers and seasonal temperatures mean the gates to eight regional parks have reopened.

Visitors are welcome to return to the trails in Trepanier Creek Greenway Regional Park, Glen Canyon Regional Park, Kalamoir Regional Park, Rose Valley Regional Park, Stephens Coyote Regional Park, Scenic Canyon Regional Park, and the Mission Creek Greenway.

Communications Officer Bruce Smith says, “We encourage everyone to get back out and enjoy these parks. But please remember the fire hazard is still high and smoking and any motorized vehicles are not allowed at any time in our regional parks. Please report any strange or unusual behavior to the appropriate authorities and report any fire by calling 9-1-1.”

Smith adds, “The extended dry, hot conditions and resulting extreme fire hazard forced the

prolonged and unprecedented closure. No one can remember having so many of our regional parks closed for so long due to the safety concerns posed by the potential fire danger. Many of these regional parks are close to neighbourhoods, with challenging access and terrain. With the high risk of any serious interface fire, it was prudent to close the parks in the interest of overall public safety.”

There are still three RDCO parks that will be closed for the rest of this year because of damage from the record high levels of Okanagan Lake and the extreme spring flooding. Recovery plans are being prepared for Hardy Falls Regional Park, Mill Creek Regional Park and Killiney Beach Community Park.

As well, while Okanagan Centre Safe Harbour Regional Park and its main boat launch have been open in a limited capacity since August 4, extensive repairs will be required in the coming months to fix flood damage along the shoreline and parking area.

Cyclists stop in Peachland to receive Lions Club donation

On Friday September 8th 25 riders and 6 support people from RCMP and supporting enforcement agencies within South Eastern BC embarked on the 2017 Cops for Kids Ride from Kelowna. The 16th annual ride will take the team across the RCMP’s South East District to raise awareness and essential funds for children in medical, physical or traumatic crisis.

During their 10-day fundraising journey, Cops for Kids riders cycle nearly 1,000km of mountainous terrain across the Okanagan, Kootenay and Thompson regions that encompasses the RCMP’s South East District.

Along their route, they’ll be greeted by local dignitaries and their “Little Ambassadors” who receive funding from the annual event. Ride Captain Julio Krenz ex-

plains that it’s these interactions with families that remind the team why they’re out there to make a difference for local children. “These riders suffer through their own pain cycling the distance, but they know it’s nothing compared to the struggles faced by these smiling kids. These kids are an inspiration to our team, and that’s what keeps them pedalling day after day.”

Funds raised from this event stay within our communities to fund specific items required by children facing illness, disability or traumatic crisis through a grant application process. Since 2001 the group has raised over $4 million dollars through their fundraising efforts.

“With many of the riders having completed another long season of summer policing duties, they’re now heading out the door again to continue to give back to their community. With a short turn around, this shows what an exemplary group of committed individuals

make up this special team,” boasts Cops for Kids President Grant Fletcher. “Each rider has volunteered and trained on their own time, in addition to raising a minimum of $2,000 in order to be a part of our team,” he adds. “We’ve got great sponsors, donors, and supporters who will be cheering us on from home so we’re excited to hit the road and make them proud.” Members of the public are encouraged to meet with the team during their stops in each community to make a donation or to learn more about what they do.

The cheque was presented by three of the sponsors of the Movie Night event: Rocky Roxborough, Larry Guilbault, and Cecile Guilbault. Patricia Barrows was on hand to receive it and was accompanied by a number of after school program children. The cheque was for $7,500 that was raised at the Movie Night held on July 29. Festivities started in the afternoon with an “After the Flood” celebration that included food, a dunking tank, and musical entertainment. It was all culminated in the evening feature movie presentation of “A Dog’s Purpose.”

A celebration of the music of Neil Diamond
