A team dedicated to revamping the District of Peachland’s most important document is running full steam this summer, as it ramps up efforts to engage residents for input on the future of Peachland.

The team is

overhauling Peachland’s Official Community Plan (OCP), a document Director of Planning Cory Gain says will shape the future of the district moving forward.

The OCP’s whole purpose, she says, is to guide politicians and town planners when they make development decisions, and its

In addition to com mu nit y-w ide participation opportunities, the project team will hold stakeholder visioning workshops through May and June. The groups are aimed at various business and community interests, who will be contacted directly.

“This is really [residents’] opportunity to have a voice in what their community looks like, or will look like in the future. Every other plan, policy and regulation related to land use falls under the official community plan umbrella – so this is really where we can bring about change and influence the future of the community,” team member Maren Luciani says.

The OCP renewal project is anticipated to run until late 2017, and residents will have several more opportunities to provide input.

Baseball fan questions newly donated Cousins Park scoreboard lettering TREVOR NICHOLS

The lettering on the new Cousins Park scoreboard has left some residents scratching their heads.

Local baseball fans rejoiced earlier this month when TNI Network President Steve Allison officially dedicated the brand new scoreboard, shade structures and commemorative plaque his company donated and installed in Cousins Park.

The donation was a welcomed addition to the park, providing a much-needed update to the ball field. And while many have already enjoyed the new park infrastructure, many also noticed the lettering

across the top of the scoreboard.

As one View reader pointed out, the lettering at the top of the sign reads “Historic Cousins Field,” a name that hasn’t traditionally been attached to the field.

In a letter to The View, Margaret Smith pointed out that “the park has never been ‘Cousins Field’.”

“Since its dedication on June 13, 1981, it has been ‘Cousins Park.’ Surely council, the historical society and anyone else involved in approving public installations could be more respectful of Peachland’s pioneers,” she wrote.

Local history buffs likely remember when Premier Bill Bennett did designate the park “Cousins Park” in 1981, naming it for the local family famous for its

eight-brother baseball team.

The View has been unable to confirm any previous reference to the field as “Historic Cousins Field.”

Director of Community Services Cheryl Wiebe had little to say about the lettering on the sign, but in an email statement wrote the following: “The score clock was donated for sports that are happening on the sports field – not for the leisure use of the park. Parks have many amenities, and the score clock is specifically for the sports field which occupies Cousins Park.”

“The donation sign at the entrance to Cousins Park details the history: in 1898, the site became a community sports field. In 1908, the Peachland School was

opened and Cousins Park became the school playing field by day and a community baseball field the rest of the time.

Although the site was dedicated in 1981 as ‘Cousins Park,’ the site is still being used today as a sports field.”

“The district is grateful to TNI for this great community asset that will benefit sports teams for years to come.”

In a phone interview Wiebe reiterated how grateful the district was for TNI’s donation, before saying district staff did see the sign before it was installed, and that there are no plans to change anything.

TNI President Steve Allison did not respond to questions by The View’s press deadline.

District encourages public to report acts of vandalism around town the graffiti art workshop hosted by the Peachland Boys and Girls Club last spring, Wiebe said the difference is simple.

“Uninvited art is vandalism, regardless if it is on a sign or skatepark,” Wiebe stated.

“The skatepark is essentially the gateway to Peachland and the people who use it take pride in it. And if it’s unwanted then it’s

destructive – not artistic expression.”

However, Wiebe added, she doesn’t oppose graffiti as an art form if it is invited.

“We’ve done graffiti walls at events before,” she pointed out, noting the success of the movable wall the district placed in Heritage Park during the town’s Canada Day celebrations.

“It’s been suggested that we consider put-

ting a wall specifically designated for graffiti art up at the skatepark or somewhere else in town. All I can say is right now, it’s under consideration.”

In the meantime Wiebe is asking anyone with any information about who may be responsible for the tag or any similar vandalism of public property, report it to the Public Works department.

The District of Peachland is seeking the public’s help in identifying the person or persons that vandalized the municipal skate park early morning on April 28.

According to Darryl, a district employee tasked with cleaning up the graffiti found on one of the park’s ramps, the incident likely happened early Thursday morning as it was still wet when he arrived at the park to begin removing it, after some of the park’s young users reported the vandalism to the district Thursday afternoon. Darryl, who has worked for the district for the past five years, told The View he had cleaned

up his share of graffiti around town in that time, and not only was this particular paint difficult to remove, but he was familiar with the vandal’s work.

“I’ve seen this tag before around town,” he said of the brightly-coloured interpretation of the word ‘spin.’

“I’ve seen it on walls and signs – sometimes even fences. And it’s always this,” he added as he scrubbed vigourously.

When vandalism, such as graffiti, is reported to the district, it is employees like Darryl who you’ll find out removing it, whether it’s on a ramp, a wall or someone’s fence.

The district’s director of community services, Cheryl Wiebe, said the district

does not have an official “good neighbour” policy, but for the sake of the town, she feels compelled to be a “good neighbour,” regardless.

“To us, it’s really important to have graffiti that’s in a highly visible place, like the skatepark, cleaned up quickly,” she told The View on May 3.

“Plus, research has indicated that if you clean it up right away, it’s less likely to hap-

pen as frequently – one tag leads to another.”

Wiebe said the incident has led to some debate between residents, mainly in online forums such as Peachland’s Buy and Sell page on Facebook and the recreation department’s Facebook page, regarding the issue of artistic expression and the difference between art and vandalism.

A suggestion regarding our drinking water I am writing in regard to the drinking water problem here in Peachland. I have lived here for over 20 years and I am wondering about a suggestion I made to councillors 10 years ago that was never answered.

The suggestion was to build a pipeline from our source of drinking water to our present holding area. When water runs in a creek down-

hill for the distance it does it’s easy to understand why our water is turbid.

A pipeline could be built with the ability to slow down flow and end the problem of cloudy unsafe water.

Road system capacity is a real concern Road system capacity is a proper concern for Peachland’s council when considering the proposed 97 unit Columbia Avenue condo development. Typical of every north to south traffic route, the two adjacent avenues, Columbia and Somerset, are just expanded lanes cut into side hills.

Traffic widths are marginal, shoulders minimal, sidewalks nonexistent. Topography is the reason that Columbia and Somerset peter into dead ends. Topography is the reason that, even with the proposed redevelopment, neither Somerset nor Columbia are likely to get sidewalks.

This is a pity. Peachland has a desperate need for more safe walkways.

More ominously, considering the possibility of Highway 97 being widened in place, topography has made Highway 97 Peachland’s sole north to south route for local traffic. If the highway is expanded, to where will

local traffic be re routed? There are no existing alternatives. The issue of an alternate route or routes is a critical one in the highway widening versus bypass debate.

Peachland’s roads are in a woeful state. They are mostly unsafe for driving, let alone walking. They distort and limit development. They are truly the unnoted elephant in the room. The joint and several silences of the administration and council on this issue may well empower the MOTI to decide to widen the highway and only then let the community confront the consequences. One predictable consequence: widening will kill Peachland’s glittering potential. Like Garcia Marquez’s Chronicle of a Death Foretold, a profoundly sad but avoidable outcome. Does it have to happen?

Peachland dreamers As an old-timer who has lived in Peachland for thirty years, I have seen mayors and councils come and go. We have had good mayors and council members that guarded every penny, and the town ran well for the number of taxpayers filling town coffers.

We had garbage collection, watermen, labourers and a general foreman looking after the manual work force. There were not many complaints. Now, we have a CAO and umpteen district staff members and an engineer running the works yard, and we have yet another person looking after the snow clearing, etc. A department duplicated.

The works yard was always run by a senior foreman. All the fancy names for a municipality come with fancy remuneration. Plus, we have had a couple of “empire building” mayors. Hence the situation

we taxpayers find ourselves in. And there are only around 2,500 of us, excluding 2,700 making up a 5,200 population hence the municipality police tax.

Now we learn that property tax for this year will increase 7 per cent.

I only have two bedrooms with an assessment increase of $50,000. God help other taxpayers. Plus an additional new parcel tax of around $100.

Surprise, surprise.

A family with children will have to make sacrifices to stay in Peachland. If the municipality has to fulfill all the grand ideas, perhaps they should consider a “head tax” on the other 2,700 Peachland citizens or talk to the prime minister while he is in the spending mood.

MORE THAN 100 art lovers from around the Okanagan Valley visited Peachland to attend the opening of Captured Images at the Peachland art gallery. The opening, which was held on April 29, included

a wine and cheese reception as well as a meet and greet with the artists. Captured Images runs until May 28 and is a display of over 70 pieces of fine art photography by 19 Okanagan photographic artists.

The exhibition explores a wide range of styles from landscapes, abstracts, and macros to montage forms of photojournalism, and is considered to be one of the longest-running of its kind in the valley.

Why do we have third world water?

We are new to Peachland and the quality of our water is third world class. Boiling water in this rich province is appalling. What are we paying taxes for?

Oh yes, we know that we live in a mountain area, but it does not mean that we should have dirt, animal feces and other foreign organisms coming into our drinking water.

Has any one thought of a filtering system for Peachland? Also, we have all Okanagan Lake as a water source. Where are our tax dollars going?

Not towards better water, not for road improvement and certainly not towards snow removal.

As seniors we were dismayed to see our drive-

way graded with snow! We could not clean it ourselves, it was too heavy.

Ten seconds is not too long to wait Before I relate our experience I want to thank all the drivers who slow down on our Peachland side roads when passing pedestrians. Thank you for your consideration!

On Monday morning my wife and I were briskly walking down Princeton Hill when a white Dodge crew cab speedily cut the left hand corner turn to avoid us already walking through the intersection.

While watching us she didn’t notice the vehicle approaching Princeton, the driver of which had to pull off the road and slam on his brakes to avoid a front end collision and the fence on the corner.

After a few brief remarks about this shocking experience with us, he turned back to follow her down their street.

“Thank goodness it was only you!” was her remark to her neighbour who was visibly upset as he just avoided a serious accident and then caught up to us to share with us her response.

Here’s the clincher…without naming specific names, when I asked if he knew who she was he mentioned that she works at an auto insurance industry – who, of anybody, should know that 10 seconds is worth the wait.

UBC researchers improving cancer treatment and outcomes VIEW STAFF A new program at UBC’s Okanagan campus may change the way radiation affects cancer patients and how they feel during treatment.

Starting this fall, in collaboration with the BC Cancer Agency’s Sindi Ahluwalia Hawkins Centre for the Southern Interior, the Irving K. Barber School of Arts and Sciences will offer a master’s and PhD program in Medical Physics.

Assoc. Prof. Andrew Jirasek, chair of the newly developed medical physics graduate program, is excited about the opportunities in cancer research the program will bring to the Okanagan. Through innovative research on cancer treatment and prevention, members of the physics program are attacking cancer on several fronts.

“There is a great marriage between physics and medicine,” says Jirasek, explaining that UBC faculty work on a range of research projects in radiation oncology, medical imaging and biomedical spectroscopy.

“The outcome of our research will ultimately transform the way radiation therapy is delivered. This in turn will lead to better treatment for patients, improving the efficacy of radiation therapy while at the same time reducing the side effects.”

Jirasek and colleagues from engineering, biology and chemistry are using an optical technique called Raman spectroscopy to see how radiation may affect people at the cellular level. From here, dosage can be adjusted to be more precise and targeted.

“This is a very powerful technique. We can record and analyse information about how cells and tissues change throughout treatment,” says Jirasek. “Previously, the only outcome of treatment was disease status; for example if a tumour had shrunk or grown. Our hope is that this Raman analysis will provide accurate treatment evaluation sooner.”

Timing with cancer treatment is everything, he says, stressing the sooner successful therapy is implemented, the better for the patient.

Under this new Medical Physics graduate program, students will have access to a full graduate course curriculum in radiation oncology medical physics, and will have the opportunity to learn about, and work on, world-class research projects.

“As radiation is such a significant part of cancer therapy, it’s important to make it as effective as possible,” Jirasek says. “Advances in delivery technology have enabled radiation beams to be rotated and adjusted to target the tumour and spare the healthy tissue, which will reduce side effects.”

A group of Peachland dentists spent a day putting healthy smiles on the faces of local residents as part of an annual campaign aimed at providing good dental health to low-income families.

Dentists Dr. Don MacRae, Dr. Jeffrey Krawchuk, Dr. Phil Kachanoski and their team at Peachland Dental Centre donated their time and services on April 29, to give the gift of a healthy smile to families in need of oral health care.

The services, which the dentists offered through their participation in the Give Back

Smile Back program, is one of several initiatives that occur during the month of April, also known as National Oral Health Month. Participant families, which were selected by Kelowna Community Resources, were given a check-up with a dentist and required care, along with an oral care kit.

“It can be difficult for many individuals to access dental care in the Okanagan,” explained Dr. MacRae on April 29. “With the Give Back Smile Back program, we wanted to provide families in the area with access to comprehensive dental care.”

Dr. Kachanoski echoed MacRae, stressing the importance of oral health.

“Many people don’t realize that your oral health can directly affect your overall health,” he noted. “We strongly believe in education and prevention, and supporting individuals in our community with the tools they need to maintain healthy smiles, is our way of giving back.”

National Oral Health Month is organized by the Canadian Dental Association and supports the promotion of good oral health across the country. To maintain a healthy smile the Peachland Dental Centre teams recommends visiting your dentist at least two times per year, brushing and flossing two times a day (before breakfast and before bed) and changing your toothbrush once every two to three months.

Standing in the kitchen at the Peachland Community Centre, with an onion in one hand and a bowl of what presumably will become tzatziki sauce, instructor Rachael Thom has a group of teenagers rapt.

Though the small kitchen is becoming increasingly warm and chaotic, Thom never loses focus.

The slender, bespectacled young chef whips around the kitchen expertly chopping here, stirring there, occasionally stopping to offer instruction to her eager teenage sous chefs.

They stuff, slice, mix and stir as the smell of garlic and onion fills the room.

Thom is the first is one of roughly a dozen local chefs and food enthusiasts who have donated their time and talents in support of the Peachland Wellness Centre’s newly launched program.

The program, coordinated by Peachland municipal councillor and wellness centre employee Keith Thom, is funded by a provincial grant and is a collaboration between the Peachland Wellness Centre, the District of Peachland, the Peachland Boys and Girls Club and St. Margaret’s Anglican Church.

The councillor says the initiative aims to teach teens and adults to cook and shop for healthy, affordable and accessible food.

“After everyone cooks together, we all sit down and enjoy a meal together,” Thom explained to The View on April 28.

“The ladies from St. Margaret’s have also volunteered to provide dessert for every meal,” he added.

Each meal, he continued, will be centred around the Canada Food Guide, but will also in-

clude alternative options.

“One week I think we’ll be doing gluten-free, this week we did vegetarian,” Thom said.

“The goal is nutritious, but not boring, and we also really push for the use of fresh, local ingredients, which can get expensive, so we also talk about shopping budget.”

At the end of the six weeks, each participant will also receive a book containing the recipes for each meal they prepared during the program.

Stressing the importance of the intergenerational aspect, Thom said he feels the program is a “perfect example” of the wellness centre’s mandate – to “bring people together.”

“I used to cook with my kids all the time and now look at them,” he smiled nodding in the direction of his daughter, who is simultaneously chatting with Rev. Robin Graves and eying the falafel intently to ensure they don’t burn.

“It’s a great way to bond. Plus, how great would it be if one of these kids goes home and has dinner ready for their parents when they come home from work?”

Graves, who said he would be filling in as a sous chef for chef Rocky Roxborough-Smith at an upcoming session, said that giving kids a hands-on experience in the kitchen goes far beyond developing knife skills.

“Peachland has a long history of bringing groups together to meet various needs,” Graves told The View.

“This group helps break down barriers between different age groups but it also helps people meet those other needs. Food satisfies hunger, but sometimes, coming together to prepare and eat a meal can satisfy the other hunger – the emotional, the spiritual – those are the hungers that bring people together,” he explained.

The benefits, he added, are long-lasting.

“The young people offer vitality and our older participants offer the wisdom and experience that comes with having a few more years on this earth than our younger ones - it’s a win/win.”

Create a budget-friendly home landscape Homeowners understandably envy the award-worthy photo spreads in lawn and garden magazines, wanting to emulate those same looks on their own properties.

Scores of designers and landscape architects are involved in the process of creating those amazing lush lawns and perfectly placed plantings.

Although not every homeowner has the budget to create lavish landscape designs, it’s still possible for homeowners to create lawns they can be proud of.

• Establish your budget. The first step in any project is to determine how much money you can devote to the job. Once you have established the budget, all other factors can be built around it.

• Find an inspiration piece. Great landscapes are inspired by many things, whether it’s a memorable piece of art or a landscape layout in a lawn and gardening magazine. Use photos of other gardens or neighbours’ yards as inspiration and build off of them. As long as the theme is cohesive, it will look pleasing to the eye.

• Consider the space and how you want to use it. Understanding the space will help you better allocate your budget. If your yard is more of a retreat, look for ways to create privacy and a vacation feel. If you have kids and entertaining friends is a main priority, focus on recreational aspects, such as a pool, playset and some durable plants. Understanding how to allocate your budget

• Think about reclaimed or repurposed materials.

from the last year, including the fiveyear vision for the Peachland Visitor Information Centre, which the chamber operates.

Moving forward, Collins said the organization plans to execute its vision for the Historic Primary School, launch a new website that will include a job bank and calendar and advocate locally by working with Council and district staff to promote business and tourism, as well as budget for yearround operation of the Visitor Information Centre.

The chamber will also replace the welcome sign at the south end of town,

updating the map and adding space for local businesses to advertise.

At the regional level, Collins said the chamber will sit on the Central Okanagan Economic Development Commission and work with sister organizations such as Westside Board of Trade and other chambers of commerce to help formulate provincial policy initiatives.

Loretta Robinson, the director of tourism services, also presented the 2014-2015 Tourism Report, which outlined key initiatives, leveraged funding, visitor statistics and training opportunities.

Particularly interesting are recent statistics from the Visitor Information Centre, which indicate visitors to Peachland continue to come in larger and larger numbers every year, with particular jumps evident during shoulder seasons.

The chamber’s social media is also starting to gain traction, with 809 Facebook followers, 1,134 Twitter followers and 140 Instagram followers as of early April.

Darlene Hartford also presented the annual report of the Bat Education and Ecological Protection Society, which outlined the province’s bat count 2014

statistics, gave an overview of the program’s bat chats and Go Batty in Peachland events.

Several Visitor Centre volunteers were also recognized for their long-term dedication.

After the presentations, members elected a new board, which this year will consist of Emma Oliver, Debra Kelly, Wolfgang Muhs, Larry Guibaul, Peter Stapleton, Rocky Rocksborough-Smith, Catherine Gnius, Wesley JR Bedford and Bryce Mendez.

Dave Collins was once again elected president, and Patrick Van Minsel will continue as executive director.

For those of you who missed Kathryn McCourt’s amazing talk on xeriscape gardening last month at the library, don’t forget it’s never too late to learn more about the topic.

The library has tons of books to help you plant your own xeriscape garden such as the Xeriscape Color Guide or Kathryn’s own suggestion for helping with gardening Teaming with Microbes by Jeff Lowenfels.

This month also don’t forget the Peachland Library’s Family Board Gaming Afternoon on May 10 from 3 p.m. to 4:30!

Take a break from the after-school TV and enjoy some family fun time. We have many different board games to try such as Twister, Monopoly Jr., Snakes and Ladders, Battleship and Guess Who to name a few.

Lastly, if anyone is interested in joining the Peachland Library’s book club we will be meeting on May 18 at 2 p.m. We will be tackling the Hitchcockian mystery/thriller The Girl on the Train by Paula Hawkins. Come join us for a lively discussion and snacks!
