How are we doing? Progress on the Parish Council’s priorities Good progress has been made on a number of key priorities and a number of new issues have been added.

• Speed control: Three average speed cameras have been installed in the agreed locations. It normally takes a few weeks to validate and commission the system, but you should assume that the cameras are now live. The traffic Pavenham Parish Council - Newsletter – Spring 2021

monitoring device has arrived, and the movable speed indicator device is on its way. For more information about what’s happening, please see page 6.

• Neighbourhood Plan: Progress is being made, with a revised questionnaire to be distributed soon. Find out more on page 11.

• John Bunyan Trail/Ouse Valley Way: Resolving the issues on the Moors will not be straightforward. Please see page 10 for an update.

• Close Road and Mill Lane/High Street parking issues: There’s been plenty of discussion. Check out the update on page 6.

• Recruiting a new Parish Clerk. Back in January, we welcomed Tricia Lennie as Pavenham’s interim Parish Clerk. A profile of Tricia is on page 5.

• The footpaths maps: Locations for the large map boards are now agreed.

Got an issue or question? Raise it at a Parish Council meeting The first 15 minutes of every Parish Council meeting are allocated to village residents; it is their opportunity to speak before the meeting begins. So, if there’s a burning issue that you want to raise or question you want to ask, come along and ensure your voice is heard.

As per the Standing Orders, please be ready to speak for no more than three minutes. The Parish Council may not be able to respond immediately, but any new issues can be included in the agenda of a future meeting.

Parish Council meeting attendance more than doubles Lockdown required us to shift the Parish Council’s meetings onto Zoom. Having got used to using such platforms, people seem to appreciate the ease of accessing the meeting, the ability to dip out without embarrassment, and not having to turn out in the cold and dark in winter!

Some voices have suggested that meeting digitally is undemocratic, but this is not the case. This is the system that has been legally authorised and is being used by parish councils across the country. Using this system, all the councillors can remain Pavenham Parish Council - Newsletter – Spring 2021

engaged, rather than emergency powers being delegated to a few. The barriers to a resident accessing the system are negligible. If you have a landline phone you can join the meeting with ease.

In fact, in the year of using Zoom, 104 people attended a parish council meeting, whereas an average of 37 people per year attended a parish meeting across the previous six years. Participation is clearly growing by using Zoom, and that can only make the Parish Council more transparent and accountable in its work.

As the chart above shows, a simple comparison of the numbers of people attending each meeting in the past year, compared with physical meetings in the same month in each of the past six years, attendance at meetings has grown significantly. All this data is available on the Parish Council website, and we will continue to track attendance and seek to improve access to the Parish Council’s meetings.

Are hybrid meetings the future?

The recent news about vaccines against COVID19 is really encouraging, and we hope that villagers are taking advantage of the opportunity to be vaccinated, as it arises. We aren’t just protecting ourselves, but our families, friends and the wider community.

However, the vaccine isn’t going to change things entirely. The Parish Council fully expects that caution and social distancing will be necessary for much of the coming

year, and perhaps longer. Consequently, if legislation allows, it is likely that the Parish Council will continue to provide access to its meetings through Zoom.

Changes to the legislation may mean that the Parish Council can move to a hybrid form of meeting, which would allow people to attend either physically or digitally.

The precise logistics are currently being considered but it is anticipated that the changes can, if agreed and the law allows, be put in place with ease.

Pavenham’s digital divide COVID-19 has driven so much of life online – from education and shopping to appointments with GPs and Parish Council meetings – making access online more important than ever before. But there is a major issue in the village, a digital divide that often reflects what is now described as “digital poverty”.

The primary marker of digital poverty is a broadband speed of less than 10 megabytes per second. Other markers include the cost of broadband services and internet-enabled devices, and an individual not having the relevant skills to navigate online information. On the first measure, broadband speed, data from August 2020 shows that over 11.7% of Pavenham residents are living in digital poverty, which is a serious concern as it impedes access to a range of critical services.

Obviously, the Parish Council doesn’t have any information about whether villagers are experiencing other forms of digital poverty. So, if you are, we need to hear from you, so that we can build up a clearer picture and evidence of the situation. Please contact the Clerk/Cllr. Introducing Tricia Lennie, our new Parish Clerk Tricia Lennie has been appointed as Interim Clerk to Pavenham Parish Council for a period of six months, from January to July 2021. Tricia is also the Clerk to Stevington Parish Council, where she has been in post since December 2016. Consequently, she brings with her a wealth of experience and training to the role.

Tricia worked in education for most of her career, as an English teacher, Head of Sixth Form, examiner, and governor, at a range of local schools including Sharnbrook Upper, Dame Alice Harpur and Bedford Girls School, before taking early retirement in 2015. She is currently a governor at Bedford Greenacre Independent School.

Obviously, being the Clerk to our neighbouring village, ensures a degree of local understanding, not least because the villages are both part of the Oakley Ward.

Recruitment of a permanent Parish Clerk As the appointment of the interim Parish Clerk is only temporary, the Parish Council must now move again to recruit an appropriate individual to the role. We do encourage any village residents who are interested to talk to Tricia, so that she can explain what is involved.

We envisage that the Parish Council will restart the recruitment process in late April, after its next meeting on 21 April.

Saying farewell to Dr Peter Sharpe Dr Peter Sharpe, Pavenham’s longstanding Clerk, resigned in summer 2020 after over 25 years of service. The Parish Council wish to record its thanks to him for all of Pavenham Parish Council - Newsletter – Spring 2021

his considerable efforts on behalf of the village, both as Clerk and as a member of many village organisations. Cllr. Jim Russell is coordinating a retirement gift.

Parking issues at Close Road and Mill Lane Following meetings with the Borough Council and bpha, some progress is being made in addressing the parking issues at Close Road. However, the position has now been complicated as bpha has indicated that it would like to redevelop the garages site, to provide new affordable housing. We await a planning application.

Meanwhile, the Parish Council will try to resolve the grass verge problem.

In terms of the parking at the junction of Mill Lane and High Street, the situation has improved but some concerns remain. The Chair will be visiting the owners of key vehicles to ensure that safety concerns are understood and the need for considerate parking respected. It is hoped that the situation will be resolved without the need for action beyond this.

Speed cameras are now in place!

As we are sure you have noticed, Bedford Borough Council has installed the new speed cameras at three points in the village. We cannot confirm when the cameras will go live but we encourage you to drive as if they were live already.

We’re sure that residents look forward to a reduction in the speed at which traffic travels through the village, and the Parish Council will continue to monitor the situation with the assistance of the new Speed Watch Group.

The installation of the cameras is the result of a long process of negotiation with the Borough Council and Bedfordshire Police, and consultation with village residents. This culminated, last summer, in the Parish Council endorsing the current approach of three average speed cameras in the village.

This system will not, of course, prevent all speeding through the village. So, the story and the Parish Council’s monitoring and action doesn’t end now. The Parish Council has also bought a Morelock traffic monitoring device, which will be a key tool in the on-going monitoring of the traffic situation in the village. The Morelock monitoring device is portable and is of the kind successfully used by Oakley Parish Council.

As it is suitable for use both outside and within the new speed camera area, the device will allow us to capture information at different points around the village.

The device will not show speed, nor will it indicate that a car should slow down, but it will collect information including vehicle size and speed, which will mean that traffic problems can be both identified and evidenced.

As part of the scheme, the Borough also agreed to purchase a movable Speed Indicator Device (SID) which will display speed and warning messages. The movable traffic monitoring device and movable SID will be managed by the community Speed Watch group.

The Parish Council will publish regular updates, including data from the monitoring devices, on the Parish Council’s website in the Big Issues - Speed Control section.

If traffic problems persist in the village, or if new problems emerge, the village should now have better evidence to present to both the Borough Council and Bedfordshire Police.

The existing flashing speed indicators at the east end of the village, are currently being refurbished and will be reinstalled shortly.

Volunteer: Pavenham Speed Watch Group To help promote safer driving and control speed problems throughout our village, the Parish Council have endorsed the launch of a Community Speed Watch Group. This is essentially a community-operated feedback scheme, designed to allow volunteers to officially monitor and report to the Police the details of speeding vehicles in specific areas.

In order to make a sustainable impact, we are looking for as many volunteers as possible. Following an initial police training session for all volunteers, a max of one hour per month of your time would be required. You would be part of a team of up to three volunteers for each session.

Walks around Pavenham – the maps!

After several months trying to progress this project, which involves the display of maps of the village that identify the routes of various footpaths, including The John Bunyan Trail and the Ouse Valley Way, we have a way forward! artwork for these maps has been finalised, the maps printed, and so the two large maps and their boards are ready to be installed.

The Parish Council decided against siting one of the two boards in the centre of the village. This was partly because of the complexity of complying with planning regulations. There is, however, a smaller version of the map on the Parish Council noticeboard, and we have nine more that can be placed in other suitable locations around the village. One of the new boards will be placed on the pathway that runs from the bottom of Mill Lane into the Moor, at the point where the pathway enters the field. The other will be installed on the grass verge near the play equipment, on the village hall playing fields. This will make the boards readily accessible to walkers on the John Bunyan Trail/Ouse Valley Way, people using the bus service, or parking at the village hall. Our thanks to the landowners for agreeing to the location and erection of the boards.

A copy of the map is displayed on page 15. Please feel free to retain this for your own use. You can use the QR code (displayed on the bottom left-hand corner of the map) to access the plan through a smart phone.

Village Litter picks Litter in Pavenham has long been managed through a combination of organised volunteer litter picks, supported by the Borough Council, and informal periodic litter picks conducted by members of the community.

The organised litter picks use equipment provided by the Borough Council (litter pickers (including a small number for children), bag hoops, blue rubbish bags, Nitrile gloves, and high-vis gilets/tabards) and the Borough collects the bagged litter a couple of days after the event. Ordinarily, each event is covered by either the Borough’s or the Parish Council’s insurance. Each organised event has typically attracted 7 to 10 volunteers and seen around 20 bags of litter collected.

However, the Borough Council has indicated that, to ensure the ongoing safety of participants, volunteers and staff, organised litter picks (what it calls Community Clean Ups) have been postponed until further notice. Until the Borough Council can Pavenham Parish Council - Newsletter – Spring 2021

support community litter picks again, the Parish Council has agreed that informal litter picks should continue, following relevant government guidance in terms of social distancing and road safety. All volunteers will be provided with equipment but collected litter must be disposed of in each household’s black bin.

It must be made clear that volunteers participate in these informal litter picks at their own risk, as these are not official Borough or Parish Council events.

Your village needs you!

Whether you’ve lived in the village for a week or a lifetime, your community needs you. All village organisations are keen to recruit new members and volunteers.

Right now, the Village Hall Committee is seeking new committee members. Please contact Dave Smith (826616) if you are interested in helping to shape the future of the village hall and ensuring that it continues to serve our community.

Refreshing the village scene The Parish Council seeks to ensure that the village looks its best, in keeping with its reputation as one of north Bedfordshire’s most beautiful villages. To this end, a new noticeboard – funded by Borough Cllr. Jon Abbott’s Ward Fund – has been installed at the south end of The Bury. Although it is lockable, we intend to keep it unlocked and readily accessible to anyone who wants to post a notice inside … but please don’t remove Parish Council notices! New noticeboards – kindly donated by Stevington Baptist Church – have also been installed in bus shelters at the East End. Two new dog waste bins have been installed, one in the church yard and the other on the playing field, and look much better than their predecessors, helping to keep the village looking well maintained. We encourage all dog owners to use them!

The Parish Council has decided to refurbish the bench at Close Road and has been asked to look at installing more benches around the parish. It is also looking at how it might improve the visual experience of entering the village, perhaps with new planting or signage. Please let us know what you think!

Tradition – the village Christmas Tree returns!

After a gap of many years, you will have noticed that last year the village had a community Christmas tree.

On behalf of the Council, Cllr Jill Smith, and her husband Dave, kindly erected the Christmas tree at the village pub, with the kind agreement of the licensee, Sue Blackman. The tree was donated by the owners of MerriFlowers, Rachelle and Jason Merrill, who live in the village. The tree went up on Friday, 11 December, and stayed in place into the New Year. Villagers were invited to participate in decorating the tree.

We hope that you enjoyed the village Christmas tree.

Issue on the John Bunyan Trail The condition of the footpath surface across the Moors is an ongoing issue within the village. The Borough Council now estimates that the cost of appropriate action would be in the region of £400,000. However, it is the Borough Council’s responsibility, as the Highway Authority, to ensure that a public footpath is kept open, and these are rights of way which cannot routinely be extinguished.

Consequently, whilst the Parish Council understands the Borough Council’s position, it will continue to seek ways to resolve the situation, so that people can exercise their centuries-old right to safely walk the route of the John Bunyan Trail/Ouse Valley Way. As this plan shows, this isn’t just an issue for our Parish Council but also for Stevington’s, so we will now seek to work with them, and other relevant parties, to resolve the issue.

For the time being, however, we have to caution you to exercise extreme care when walking this route.

Current planning issues The Parish Council has been made aware of a planning issue on Earwig Lane at the East End. It relates to land which was until recently being used by the company engaged to electrify and upgrade the railway line. but it appears that the land has not been restored to agricultural use. Instead, it has been let or licensed to a new occupant, who is using the land as a fabrication facility. Local residents are very upset because they have been regularly and significantly disturbed by the noise and excessive use of the lane by heavy vehicles.

Upon enquiry, it appears that no planning application for change of use has been submitted to the Borough Council. As no planning application has been submitted the Parish Council has no standing in the matter, as it is for the Borough Council to take enforcement action for breach of the planning regulations, if it deems this to be appropriate. We do, though, have genuine concern for the impact that this is having on residents of Earwig Lane and further afield.

The Parish Council has also received an enquiry from bpha, seeking its agreement for a development of new social housing in the donkey field at Church Lane/Tandys Close/Brookside. Unfortunately, the size of the development and how this housing will respond to the needs of local residents (by which we mean local to Pavenham), is unclear from bpha’s correspondence. The Parish Council has requested further information and we hope this can be discussed at the next parish council meeting.

Bedford Local Plan 2030, Call for Sites and the Neighbourhood Plan In January last year, the Borough Council finally managed to produce a Local Plan.

The Bedford Local Plan 2030 sets down the development strategy for the whole Borough. Unfortunately, it only managed to produce the Plan by accelerating the process so that it did not have to comply with the Government’s increased housing provision figures. It thereby avoided the controversial issue of a new town settlement in the north of the Borough.

This is only a temporary reprise. Whilst accepting that the Council did not have to make provision for a new town settlement in the Plan adopted this year – although it has allocated increased housing numbers in villages such as Oakley, Sharnbrook and Milton Ernest – it has been required by Government to promote a new Local Plan within the next three years, which this time will have to meet the Government’s increased housing figures.

The Borough Council has already begun the exercise. The Parish Council has responded to a Borough questionnaire about the direction to be taken in the new Local Plan.

Call for Sites

The Borough has also undertaken another “Call for Sites” exercise, which enables landowners to identify land, within their ownership, as being suitable for development. The sites that have been put forward can be seen on the plan below.

We will be consulting the Parish on the Call for Sites as part of the Neighbourhood Plan consultation. You can read more about the Local Plan Review and the most recent Call for Sites on the Borough Council’s website: https://www.bedford.gov.uk/planning-and-building/planning-policy-itspurpose/local-plan-review/ The call for sites means that the threat of a new town settlement of some 6,000 plus houses in the north of the Borough has returned. With it has come a possible change in the planning consenting process which will seriously weaken our ability to influence future development beyond the Parish. If the Borough Council and a developer agree the allocation of land as a “Growth” area in the next Local Plan, that will in effect act as the grant of outline planning permission removing the need for a formal planning application.

The Neighbourhood Plan

Amidst this uncertainty, the Parish Council is finalising the text of the village’s Neighbourhood Plan. The current Bedford Local Plan 2030 does not allocate any development within the Parish. This gives us considerable protection, as the legal presumption is that planning permission can only be granted for development which accords with the “development plan”, i.e. the Borough Council’s Local Plan, of which Pavenham’s Neighbourhood Plan will form part.

Our Neighbourhood Plan, which will be placed in the Neighbourhood Plan section of the Parish Council’s website as soon as it is ready, is being drafted to cover all eventualities – from the risk of increased through traffic from a new town settlement, vibration and raised emissions to the protection of our historic heritage and the environment. It is divided into the following nine policy headings: • Built environment • Leisure facilities • Environment

The latest draft of our Plan is currently being considered by the Neighbourhood Plan Working Group and regular update reports are being given at meetings of the Parish Council. Please check recent minutes for details.

Apart from a number of legal exercises which can only be completed when our Plan is in its final form, we hope to circulate a Neighbourhood Plan Questionnaire in spring 2021. Every resident of the Parish will be asked to complete this, and we welcome the views of everyone. Our Plan looks to the future – not just the present.

What happens next is very much in the hands of Government – and Covid! At present, no Neighbourhood Plans can in law be taken through referendum and adoption before May 2021. The country remains faced by uncertainty – but current thinking is, once the responses to the Questionnaire have been assessed and the text of our draft Plan amended accordingly – we will hold some form of public exhibition – giving you all the opportunity to see the entire draft Plan, our policies and our proposals – before it is submitted formally to the Borough Council.

Whether this exhibition will have to be a virtual exhibition or, ideally, a physical exhibition at the Village Hall remains to be seen. Unfortunately, we are not in control of our own fate. As such, it is impossible to predict a timeline to adoption with any certainty. As at today, however, the Parish Council hopes that we will be able to take our Plan through to the village referendum – if you are all happy with Pavenham Parish Council - Newsletter – Spring 2021

what we are proposing – and eventual adoption – provided we pass the Planning Inspector’s scrutiny – during the course of this year.

Pavenham Community Support Group (PCSG) In response to the Government’s Covid-19 restrictions and the ongoing risks of infection, PCSG continues to offer support to residents of Pavenham who are affected by Covid-19 or Long-Covid or are required to self-isolate.

Firstly, and most importantly, we send a huge thank you to everyone who has been involved over past year. We've received lots of positive feedback from people using the group, showing that your efforts have been gratefully received.

The PCSG was set up in March 2020 to support villagers during lockdown. We have around 70 volunteers divided into 6 local groups, each with its own coordinator(s).

Between March and July, the group responded to over 80 requests for support from around 30 people. Since then, many group members have continued to provide informal support for friends and neighbours.

Recently we have seen a fall in requests, yet we continue to face uncertain times, not least with the emergence of cases of Long-Covid. The group offers important reassurance for villagers who know that there will always be someone there to help if they need it. For that reason, we have decided that the PCSG will continue to offer support.

• Wednesday, 19 January 2022

All meetings will begin at 7.30 pm (19:30).

The meetings will continue to be held on Zoom until the regulations change, permitting the Parish Council to meet physically at the Village Hall. The current regulations are in force until 7 May 2021 and may be extended.
