Paul Panaikas

is the State Resilience Coordinator/State Yellow

Ribbon Coordinator with the RI Army National Guard since 2011/2015. He is responsible for the management, coordination and conduction of resilience training for the following -

 Master Resilience Trainers  Resilience Trainer Assistants  Soldiers of the Rhode Island Army National Guard While participating on the health promotion task force for the Resilience Campaign Plan, Paul serves as a subject matter expert on resilience and relays information through the chain of command for The Adjutant General (TAG). He also serves as a liaison between National Guard Bureau Resilience Branch and State Leadership for completing the mission. Additionally, he monitors strategies as well as various objectives for successfully achieving their program goals.

doctrinal

development,

he

recommends,

develops,

coordinates and disseminates policies for the Army National Guard administration and management.  To include monitoring production rates against annual mission and end strength requirements, he manages and tracks projected as well as completed resiliency briefings and training of subordinate units.  Develops and facilitates planning of Master Resilience Training (MRT).  Conducts Resilience Trainer Assistant Courses for over 160 Soldiers and civilians, while screening all the selected soldiers to

attend MRT training for ensuring possession of definitive skills as well as qualities.  Manages the Digital Training Management System (DTMS) for accurate tracking of completion statistics and also serves as a Defense Travel Administrator for unit personnel and as a Unit Prevention Leader for conduction of illegal substance testing.  Conducts and participates in inspections, utilize qualitative and quantitative measures for analysis and to ensure effective implementation of the Resilience Program.  Manages the funding model and is also the Fiscal Budgetary Subprogram Manager for the Resilience Program utilizing Army Fund Control Order System (AFCOS) and General Fund Enterprise Business System (GFEBS) for proper planning, tracking, execution and validation of funding requirements.
