Our goal is to provide an update on where the District is operationally and financially, as well as provide an outlook for the calendar year ahead in terms of the efforts, challenges, and opportunities involved with continuing to meet our mission of providing safe and reliable water and wastewater services in an economically responsible manner.

This report will touch on our continued efforts to invest in infrastructure, which contributes to safe and secure water delivery to your tap and a resilient system that can respond to emergencies and support our regional network of first responders. Our team works continuously to deliver more time- and cost-efficientprojects. We initiateda capital charge last year to support funding for replacingaging pipelines, and a bond financing this year will help accelerate some longdeferred capital projects and maintenanceneeds.

Water is an increasingly scarce and regulated resource that will take persistence and creativity from multiple perspectives to manage effectively into the future. We have several new members of the Board of Directors and employees in newer roles, including yours truly, and our team is dedicated to serving your current and long-term needs. We welcome you to join us on the journey ahead.

Your Money At Work Team CV Water takes great pride in the essential public service we provide. Safe and clean drinking water is necessary for human life and is foundational for public health, safety, and quality of life in the Foothills.

The pictures starting from the top and moving clockwise show: 1) Our District Staff repairing an emergency leak on Montrose Avenue. 2) District Staff and Caltrans working together to repair an emergency leak at the I-210 overpass on Rosemont Avenue. 3) District Staff replacing Automated Meter Reading (AMR) with Advanced Metering Infrastructure (AMI) to provide water service more efficiently and record usage accurately throughout its water distribution system. 4) The District Operator measuring the well level to rehabilitate CVWD's Well.

Investing in the Future In 2023, CVWD made significant capital improvements, including twelve pipeline main repairs and replacements. In addition, CVWD has maintained an AA-level credit rating from Standard & Poor’s and secured a $12 million in bond funding to accelerate much-needed pipeline replacements. The District is also in the final phases of a major upgrade to its supervisory control and data acquisition(SCADA) system, the primary means of controlling and managing the District’s over hundred miles of pipelines and its reservoirs, pumps, and treatment facilities. These investments ensure a safe and reliable water supply exists today and far into the future.

The District is accelerating pipeline replacements to address aging infrastructure. The new capital charge and bond funds provide the means to fund these critical investments. As you can see in the chart below, a substantial number of the District’s water mains are over 60 years old. The picture on the right shows the type of corrosion that can be present in such old piping and the importance of investing in replacement of aging infrastructure.

Safeguarding Our Future CVWD has prioritized and is deepening its partnerships with neighboring first responders, including the LA County Sheriff and local firefighters. The District has updated its emergency response plan to prepare for earthquakes, fires, and other disasters. Water plays a critical role in fighting wildfires and ensuring public health in the wake of disaster. CVWD is committed to proactively preparing for potential challenges.

Water Supply Update Despite El Niño conditions that typically mean more precipitation, California’s 2023-2024 water year is off to a slow start. The Sierra Nevada snowpack is just 25 percent of where it typically is this time of year. Moreover, unusually warm weather means that precipitation is more likely to fall as rain rather than snow, which makes it harder to capture and store for later use. The Colorado River, another primary water source for the District, has continued to experience a long-term drought. Locally, there has only been a little over 4 inches of rain at the start of the new year, more than the historical average of 3 inches typically by the end of December. These trends highlight the importance of ongoing efforts to make water conservation a way of life in California.

Hoover Dam on the Colorado River The Boulder Canyon Project Act (1928) authorized the construction of said Dam on the Colorado River. This water is a critical resource for La Crescenta.

2023 Year in Numbers Field Maintenance & Operations In 2023, Field Maintenance & Operations performed and completed: 12 water main repairs 130 water service jobs, including 71 replacements 18 after hours leak repairs Over 15,500 feet of sewer pipeline maintenance 1,650 water quality samples 1,293 valve jobs completed 495 fire hydrants maintained 53 water meter replacements In our ongoing efforts to be prudent stewards of ratepayer funds, the following projects were performed in-house by District Staff to provide cost savings in 2023: Our team replaced and repaired the pressure-reducing valve on Foothill Boulevard and Cloud Avenue to protect your water mains from bursting due to high pressure.

CVWD has established an inter-agency partnership with La Cañada Irrigation District (LCID) to address the aging pipeline in our system. This proactive approach to replace aging infrastructure is part of CVWD's Emergency Response Plan.

At the end of May 2023, District Staff performed emergency pipeline repairs in response to an old pipeline that burst on Pennsylvania Avenue and Henrietta Avenue.

On August 30, 2023, District Staff teamed up with Caltrans to repair a water main leak on the I-210 Rosemont overpass.

CVWD and Foothill Municipal Water District (FMWD) worked together to remove and replace aging infrastructure on its interconnection tie, providing alternative water supply sources.
