























As we reflect on another impactful year, I am filled with gratitude for the incredible progress we’ve made together in serving and uplifting our communities and carrying out PATHforward 2026, our three-year strategic vision.
As we look toward the horizon, I am particularly excited and encouraged to share:
We have increased the total number of people we serve by 94% since we launched PATHforward 2026, significantly expanding our reach and impact
Through our first annual lived experience survey of our staff and board, we learned more than 82% of our team have lived experience, demonstrating our deep wisdom and expertise as a community
We are elevating our voice in the national conversation, such as my appointment to the Council on Criminal Justice Women’s Justice Commission, where we will advocate for policy reforms serving justice-involved women
Our expansion of operational tools, technology, and infrastructure to position us for increased impact and continued growth
The launch of the new Partnered Impact department, leading us forward through strategic partnerships and the creation and dissemination of innovative justice solutions

The Pathfinder Network was founded in 1993 to provide justice system-impacted individuals and families the tools and support they need to be safe and thrive in our communities.
We envision communities that welcome all people, provide second chances, and create pathways to change.
We believe all people have the capacity to change. We honor the dignity and worth of every individual, engage our clients and employees with compassion, and bring excellence to all we do.
We meet people right where they are, at every point in the criminal justice system and beyond, through over 20 programs in locations across the state.
We are committed to supporting whole people, whole families, and whole communities. We serve individuals experiencing incarceration, those reentering the community, those on forms of community supervision, those formerly involved in the criminal justice system, their children, and their families.

This year, we successfully launched a new initiative to expand our youth programs in Jackson County, partnering with Jackson County Community Justice. We now offer a range of services for juvenile justice-involved youth including an after-school program, recovery support groups, cognitive skills groups, and wraparound peer support.

Merlin's journey with The Pathfinder Network began while incarcerated at Inverness Jail.
Facing a lengthy prison sentence, he sought change. "All I knew was I wanted to change, and I didn’t want to continue using. And all I could think about was my kids," Merlin recalls. Parenting Inside Out, taught by Don Butler, was a turning point for Merlin. "It was that class that changed my whole outlook on everything."
Recognizing his efforts, the judge granted Merlin early release to attend treatment. He continued taking classes through The Pathfinder Network and found a sanctuary at the Center for Family Success, which provided him a safe space to rebuild relationships with his children. "I love this space," he said. "It was here that I was able to have visits with my daughters, and it was a chance for me to practice my parenting skills."
The Center team provided unwavering support, fueling Merlin's determination. "This place taught me not only to set my goals but work on them," he said.
After completing a culinary certification, Merlin landed a job at Recovery Works NW and was quickly promoted to head chef. He enjoys family time, baking cakes, and sharing his story with others. "Maybe this is part of giving back, telling my story to others who don’t know where to begin."

Achieved 86% staff engagement with our agency-wide shared leadership model
Launched our Diversity, Equity, Inclusion, Justice and Belonging (DEIJB) plan led by our Equity Team
The LGBTQIA2+ employee resource group (ERG), was established in 2024 to bring together staff members who are a part of the LGBTQIA2+ community. The ERG encourages community, learning, education, and action, with an overarching goal to create a greater sense of belonging.
Grew our digital audience by 51% and enhanced our overall engagement on social media platforms
Expanded infrastructure tools by 36% that increase our capacity and capability
Published the PATHfinder Club’s 9th anthology, Advice to 9th Graders: Stories, Poetry, Art & Other Wisdom, through our publishing arm, Out of the Woods Press, showcasing the talents of over 100 young authors and artists
Delivered situational awareness and safety training to staff across the agency to improve safety information and tools available at all locations

Increased the total number of participants we served by 29% and launched two new programs in our corrections and community programs departments

Achieved a 73.4% employee retention rate and a 36.3% internal promotion rate, an increase from the previous year
As we look toward the horizon, we are excited to continue achieving milestones in our organization’s journey. We are developing a new Theory of Change to guide our path; it will serve as a compass, illuminating our desired goals and key activities, and identifying opportunities for meaningful impact and evaluation of our efforts.
In 2024, we expanded our Free Your Mind Cognitive Behavioral Program to the Disciplinary Segregation Unit at Oregon State Correctional Institution through our 31-year-old partnership with the Oregon Department of Corrections. We are excited to provide supportive programming to adults in custody who are struggling to be successful in prison.
Another primary objective for the next several years is to build a solid continuum of programming and services from entry to exit of the criminal justice system and beyond, including more upstream, preventative and community-based efforts to serve more youth alongside adults and families in our community.

Jackson Care Connect (JCC) has become a key financial and supportive partner of our work in Jackson County, empowering us to expand our programs and introduce new and innovative ways of serving our participants, their families and the community.
Over the past two years, JCC has supported our peer support programs. Recently, we secured two major grants to expand our peer support services for juvenile justice-involved youth and to become a provider of Health-Related Social Need services. We are also partnering with JCC to offer a community of practice for peer support professionals.
We extend our gratitude to JCC for their ongoing support and dedication to improving the lives of those in our communities!
The Partnered Impact Department was created in 2023 to maximize The Pathfinder Network’s impact by building collaborative, strategic partnerships and developing innovative solutions that drive our mission forward serving system-impacted communities and helping transform systems and communities.
External Training: This year, we launched the first ever CORE Associates Training Hub at The Pathfinder Network through a partnership with CORE Associates! Trainers from The Pathfinder Network will be delivering nationally recognized training on gender-, trauma-, and culturally-responsive policies and practices and train-thetrainer experiences that build the capacity of agencies.
The PATHfinder Club, our arts-based support Club model for teens impacted by incarceration, detention, and deportation reached new heights, serving hundreds of youth in schools and in the community across the country. We were proud to release our 9th anthology, Advice to 9th Graders, through our publishing arm, Out of the Woods Press. This year we began working on an enhanced program model to be released in 2025, available to partners across the country.
Through art, expression, and community building, PATHfinder Club members pave a trail from hurt and harm to hope and healing.
Parenting Inside Out (PIO), our parenting skills program for justice-involved parents, launched partnerships in our 45th state in the US this year and initiated collaborations in states where we have yet to break ground. We are on the move, partnering with agencies across the country to serve thousands of parents and families, providing tools and skills to support parental, child and family resilience and foster connections that lead to positive outcomes for the whole family.
