Michela Green Executive Director Wellington Chamber of CommerceWhat an honor it is to represent the Wellington Chamber of Commerce as its President for the 2023-2024 term.
It is the culmination of several years being a Chamber member, Board member (serving as Secretary and President-elect) and a member of the Ambassador and Business & Economic Development Committees. I do not enter this service lightly and am well aware of the precedent and level of leadership established by prior Presidents and Boards and our Executive Director, Michela Green.
There is a delicate balance between preserving the well-established and highly successful Chamber events, such as Flavors, the 5K Race and Winterfest, while also considering new events. Sayings such as “If it ain’t broke, don’t fix it” and “If you’re not improving, you’re falling behind” come to mind. While the Chamber will continue to host these successful events, I also feel that we need to consider and hopefully implement additional ones. We must continue to improve and be innovative. Our two signature events illustrate the Chamber’s innovation. During COVID, the Chamber pivoted from large and centralized gatherings for Flavors and Winterfest to creating a mobile Flavors on buses (which remains the preferred event structure today, three years later) to a “drive-in” Winterfest in 2020 that allowed for a large group to gather, but with sufficient and safe spacing. Many organizations were forced to shut down all activities in 2020, but the Wellington Chamber endeavored to find ways to keep the doors open and support local businesses through a difficult period.
In summary, while wanting to get to know our existing members a little better, I also want to continue to grow our Chamber membership and increase the number of members engaged in the various events, lunches, and after-hours networking. Stronger member engagement will result in a stronger and more effective Chamber, which benefits all of us.
We have such a vibrant Chamber and a thriving community, and I am looking forward to engaging with all of you and exploring ways to continue growing and enhancing the lives of our residents and business owners. I know we will do great things together.

Daryl Lyon President 2023/2024The Wellington Chamber of Commerce was founded in 1996, one year after the Village of Wellington itself. It was founded by a group of local business professionals. Our current president is Daryl Lyon.
The Wellington Chamber was formed to focus on what makes Wellington unique from surrounding communities by emphasizing the differences, bringing a competitive advantage to Wellington merchants, and protecting those differences for all residents. In fact, it was a return to the idea that chambers of commerce best serve their communities when they are local and when they do not try to be all things to all people. It was also felt that local chambers must look to the betterment of their communities in all facets of community life and not just the business aspect of the communities.
Our Board of Directors is comprised of top businessmen and women who wholeheartedly give their time and resources to make the Chamber a more vibrant, successful and positively recognized community-based agency.
The many annual programs of the Chamber reflect a rich tradition of achievement of the goals within the mission statement. For many, the year actually starts in December with our biggest event of the year, Winterfest with Vanilla Ice! Thousands gather for a holiday themed live music and family friendly festival featuring our very own hometown celebrity and philanthropist Vanilla Ice!
Winterfest gives way to the coming of the New Year and the height of the “season,” accompanied by
much excitement for our equestrian, dressage and polo competitions. Thousands of people strong, the equestrian professionals are back, and the Wellington Chamber welcomes them in the name of our local merchants.
In March each year, the Wellington Chamber recognizes and installs our incoming Board of Officers and Directors.
For the last 20 years, our FLAVORS OF WELLINGTON food and wine event has showcased our outstanding food, beverage, and hospitality partners. FLAVORS is a MOBILE EVENT taking our attendees around the Village to visit their local Wellington Chamber eateries and establishments. Our 2023 event kicked off the tour at our National Polo Center.
Our committees have been on the cutting edge of new and innovative ideas in generating economic growth and change in our community. We have fought for changes in the hours businesses can operate in Wellington, helped to bring about changes to the local sign ordinances, supported the concept of the Medical Arts District and have voiced opposition to those things that would hinder the continued use of the Global Dressage Arena. We have sponsored health and wellness expos and continue the search to find the highest and best land use for Wellington development projects. We have sponsored numerous candidate forums and debates in order to keep our members better informed on the issues that affect their businesses.
The Women of Wellington (WOW) was designed
specifically for our local businesswomen to provide opportunities for women-towomen networking. This committee of exceptional and philanthropic women selects a different local nonprofit each month and works with it on special events and projects as well as to bring exposure to the organization. Its monthly “Supper Club” events sell out in minutes and are a most anticipated event.
The Wellington Chamber also offers many opportunities for local merchants and professionals to network and showcase their businesses. These are not just ribbon-cuttings but true community networking events where one can come and meet our Board of Directors, Ambassadors, your neighbor or maybe your next customer. They are innovative, exciting and effective!
Our monthly luncheons have gained notoriety in the community as innovative, interactive NOT-TO-MISS events. Each month promises a new and “in the news” high-profile speaker addressing topics of paramount interest to our members and to the community.

Lisa Banionis has been an active member of the Wellington community for many years and has extensive experience in marketing, education, and the health and wellness industry. Lisa is a Wellington Chamber Past- President, a current Board Member and a former Chairperson of the Health and Wellness Committee. She is a certified health coach, and with her master’s degree in Education, she follows her passion by providing health coaching to patients. She combined her business and marketing expertise with her passion for healthy living to co-found and work daily as the Business and Marketing Director for Palm Beach Anti-Aging and Regenerative Medicine. Lisa believes strongly in giving back to the community through many charities and organizations.
Peter Bartuska is the current Chamber VP and 2024/2025 President Elect as well as the 2023/2024 Ambassador of the Year. He serves as Pastor at Christ Community Church.
Peter received his BA in Christian Education/Psychology from Taylor University, and M.Div. from Westminster Theological Seminary and Reformed Theological Seminary. He is also certified in Human Resource Administration from Florida Atlantic University. Peter has been working in pastoral ministry since 1990 and has been serving at the Church in Wellington for the past 10 years. Peter is also serving as the Chairman of the Board of Knox Theological Seminary in Fort Lauderdale.
Professional affiliations include: Alumni of Leadership Boyle County, Alumni of Leadership Martin County, Board of Directors for YFC and a Member of the American Association of Christian Counselors. He is licensed and ordained through the Presbyterian Church in America.
Peter was born in Camden, NJ, but calls Boca Raton, Fla., his hometown. He has been married to his wife, Terri, since 1988, and they have three grown children.
Peter is an avid runner, water lover, sometimes golfer, always reader, and loves to simply connect with people.
John D. Couris is the President & CEO of Tampa General Hospital, a nationally recognized, not-forprofit, academic and research health system partnered with the University of South Florida. As a visionary leader, Couris has had continued success in building health care companies throughout the country by driving innovation, operational excellence, and strategic collaborations. He is best known for creating an organizational culture that thrives on authenticity, kindness, vulnerability and transparency. Couris believes that focusing on his team’s well-being drives positive experiences for health care consumers.
Since taking the helm of Tampa General in 2017, Couris has championed innovation. He is in the midst of executing TGH’s largest master facilities plan in the hospital’s history, a $550 million capital commitment to bring the most advanced technology and innovative care to patients through the creation of a growing medical district in downtown Tampa. Couris also devotes significant time to serving his community and professional organizations. He currently serves on the boards of the Florida Chamber of Commerce, Florida Hospital Association, Safety Net Hospital Alliance of Florida, PGA TOUR Valspar Championship and The Florida Aquarium. In addition, he is a member of the Florida Council of 100, the Young Presidents’ Organization and many national health care associations.
Darlene Curti, Senior Vice President/Business Development Officer for FNBCC Wellington, oversees the operations and management of the branch as well as leads in the development and expansion of the FNBCC brand in the Wellington community.
Darlene has more than 25 years’ experience in the banking and financial industry. In addition, she has served the western Palm Beach County region as a bank branch manager and business development officer. During her career, she has built strong relationships with residents and businesses in the Wellington area and successfully opened four bank branches in Palm Beach and St. Lucie counties.
An active member of the community, Darlene is a President’s Circle Member of the Wellington Chamber of Commerce, in addition to serving as a Chamber Ambassador, and is part of the Chamber’s Small Business Committee.
Alexander Domb is presently a shareholder in The Law Office of Alexander Domb, P.A., a law firm specializing in real estate transactions for more than 38 years. In addition to practicing law, Domb is a member of the Palms West Hospital Board of Trustees and is a former president of the Wellington Chamber of Commerce.
Born in Brooklyn, New York, Domb attended the University of Miami undergraduate school of Business Administration and graduated with a degree in Finance. He also attended the Nova Southeastern School of Law, where he received his Juris Doctor. He is presently a member of the Florida Bar and the Palm Beach County Bar Association. He also maintains a Florida Real Estate Brokers License.
Alec and his wife, Melody, reside in Wellington, Florida.
Stuart A. Hack, EA, MS is the managing member of Hack Tax and Accounting Services LLC. He has provided tax and accounting services to individuals and small businesses since 1988. He has worked closely with high-net-worth individuals, including investment banking executives and business owners, providing them with individual, trust, estate, business and not-for-profit tax preparation and advice. Stuart prides himself on getting to know all of his clients well, so that he can serve them on an ongoing basis.
Stuart received a bachelor’s in mathematics and a master’s in accounting from the State University of New York at Albany, where he also served as one of the play-by-play voices for Albany State Great Dane football and basketball. He is a member of the National Association of Enrolled Agents and the Florida Society of Enrolled Agents. Stuart is a past President (2019-2020) and the current Treasurer of the Wellington Chamber of Commerce. He also chairs the Chamber’s Ambassador Committee and is the former chair of the Small Business Committee. Additionally, Stuart has served on the Board of Directors of Temple Beth Torah. Stuart has been a finalist the last three years for Best Accountant in the Best of Palm Beach County contest run by the Palm Beach Post, winning the award in 2021.
A Wellington resident since 2005, Stuart lives with his wife of 31 years, Diann. They have two children, Leah and Corey. In his spare time, this lifelong New York Mets fan watches most sports and in 2015 performed two standup comedy shows at the Palm Beach Improv. His internet sports-talk radio show, Hack Attack on Sports, ran for two years and had national sports writers, media personalities and former athletes as guests.
Ilan Kaufer is the External Affairs Manager for Florida Power & Light Co. for portions of Palm Beach County, including Wellington, and Okeechobee County. Ilan has worked for FPL since 2009 and has served the company in various roles after first joining as an attorney. He received a Juris Doctor and a Master of Forest Resources and Conservation from the University of Florida, and his undergraduate degree from the University of Virginia. Ilan served as an elected councilmember of the Town of Jupiter from 2013-2022, and in that role was appointed to the Palm Beach County League of Cities Board of Directors, and several Florida League of Cities’ committees. Ilan is also thankful to currently serve on the boards of several local business and nonprofit organizations. Most importantly, Ilan is grateful to have a wonderful wife, Stephanie, and they have two amazing children, Asher and Arden.
Dermot P. Mac Mahon is a licensed member of The Florida Bar and a Florida Bar Board Certified Specialist (B.C.S.) in Real Estate Law. Mr. Mac Mahon graduated from the University of Miami with a Bachelor of Business Administration in Finance and received his Juris Doctor degree from the University of Miami School of Law. The law firm of Dermot Mac Mahon, P.A. specializes in real estate law, including real estate transactions and title insurance, estate planning/probate, and business/corporate law.
In addition to his law practice, Dermot is the current President of the Lake Worth Rotary. Dermot also serves on the Executive Board and as Chamber Counsel for the Wellington Chamber of Commerce. Professional affiliations include the Palm Beach County Bar Association, Attorneys’ Title Fund Services, and past Director of the Real Estate Council of Palm Beach County.
Born in Nassau, Bahamas and raised in Miami, Florida, Dermot relocated to Wellington in 2000, where he currently resides with his wife and two children. Prior to practicing law in Palm Beach County, Dermot was a partner in a successful general practice law firm with an affiliated title company in Marathon, in the Florida Keys. An avid sailor, Dermot was President of the UM Sailing Club and led several trips to Bimini. Dermot’s hobbies include competing in a ninja obstacle course league, water skiing, windsurfing, fishing and tennis. In his free time, he enjoys exploring South Florida’s parks and nature trails.
Dawn Quaranta is the Vice President of Regional Operations at Joe DiMaggio Children’s Hospital. She is responsible for all operations for the hospital’s newest Pediatric Specialty Center that opened in Wellington in February 2019. She is also responsible for regional growth initiatives and development.
Dawn has more than 18 years of service with Memorial Healthcare System and Joe DiMaggio Children’s Hospital. Prior to her role in operations, she was the Vice President of Palm Beach Operations and Director of Business Development and Physician Relations for Joe DiMaggio Children’s Hospital. In addition, she served as the Director of Government Relations for Memorial Healthcare System for 10 years.
After completing his MBA from the Wharton Graduate Business School and working with IBM in Philadelphia, Jess Santamaria and family in 1974 decided to come to our Western Communities when Wellington, Royal Palm Beach, the Acreage and Loxahatchee Groves had a combined population of less than 4,000 residents.
Jess and his wife Victoria were a young couple with three very young children who needed normal services closer to home. A few years later, Jess started planning the first neighborhood commercial development at the northeast corner of Southern Boulevard and Royal Palm Beach Boulevard. In 1981, Jess brought the first supermarket, the first major drug store, the first medical center (doctors and dentist), the first bank, the first gasoline station, the first McDonalds, etc. Business was not easy, as Jess had to survive the three economic recessions from 1974 through 1993, as well as the 20062011 recession.
Together with the economic difficulties came opportunities. Working 80 hours a week, Jess and his wife Victoria have converted the above three projects into major successes: The Royal Inn now has 166 suites and rooms, Saratoga Pines and Lakes has 660 homes, and the “Original Wellington Mall” is very successful. Jess also has built more than 3,000 homes in Wellington, the Acreage, Loxahatchee and Royal Palm Beach and several other smaller commercial developments.
Jess has been heavily involved in many public and civic activities since his arrival in 1974, among them: Palm Beach County Commissioner (2006-2014); Palms West Hospital, Chairman of the Board of Trustees (1986-1992); Wellington Regional Medical Center Board of Governors (2002-present); Palms West Chamber of Commerce, President (2000-2001); My Brothers’/Sisters’ Keeper Scholarship Foundation (Founder); My Brothers’/Sisters’ Keeper Charitable Trust (Founder); Citizens for Open Government (Co-Founder); Crestwood Performing Arts League (Co-Founder); and Winterfest 2021 Venue Sponsor.
Today, after 47 years in our Western Communities, Jess continues all his business, civic and community activities together with his wife Victoria and eldest son Chris, who is an attorney.
Michael Stone is an integral part of the Wellington International (WI) team. Wellington International is the new name for the Palm Beach International Equestrian Center and the operating company Equestrian Sport Productions, recently acquired by the Global Equestrian Group based in Denmark. He holds responsibility for community outreach efforts, alongside marketing and promotional campaigns for WI. He is the representative and liaison to the United States Equestrian Federation (USEF), Fédération Equestre Internationale (FEI), and other related organizations.
Before joining the ESP Team, Stone worked for the FEI for 10 years, holding an array of job responsibilities during his tenure there. He served as the Secretary General (CEO), Sports Director, Assistant Secretary General and Development Officer during his time in Lausanne, Switzerland. Stone also held the position of Secretary General for the Equestrian Federation of Ireland (EFI) in Dublin early in his career. A former international show jumper, he strengthened the Irish show jumping teams, serving as Chef d’Equipe and Team Manager for Irish Equestrian Teams, including the Olympics and World Equestrian Games in the ‘90s.
Stone is committed to giving back and serving the community, holding multiple positions in several different committees during his time in Wellington. He was elected President of the Wellington Chamber of Commerce for 2011 and is currently a Board Member of the Central Palm Beach Chamber of Commerce. He is a member of several United States Hunter Jumper Associations and the United States Equestrian Federation Committee as well as a Board Member of the International Jumping Organizers group.
Scott H. Sweigart is the Immediate Past- President of the Wellington Chamber of Commerce. Additionally, he serves on the Wellington Chamber of Commerce Board, Business and Economic Development Committee and Equestrian Committee. Mr. Sweigart is a Florida Bar licensed attorney who is rated AV-Preeminent by Martindale-Hubbell. Martindale-Hubbell’s AV-Preeminent Rating has been used to recognize lawyers for their legal ability and ethical standards for more than 100 years. Mr. Sweigart’s accomplishments include achieving multimillion-dollar results for clients. Mr. Sweigart is the managing partner of Sweigart Law Group P.A. He is admitted to practice law in the State of Florida, the Federal Courts for the Southern District of Florida, and the Bankruptcy Court for the Southern District of Florida.
Mr. Sweigart is also the Chairman of Alanti Capital Corp. Alanti Capital Corp. is proud to be in its fourth decade of business. Alanti Capital Corp. is a business development company and a real estate investment company. In whatever community you live, this has long been the message from local business owners. I’m a bit biased, being the owner of My Community Pharmacy. But, like millions of Americans, I could just as easily have worked for corporate America.
Instead, we decided to take a risk and start a small pharmacy back in 2008. We went all-in with our family’s savings, obtained loans from a family that believed in our vision, and maxed out more than $100,000 on our credit cards to start a locally owned independent pharmacy.
That sounds incredibly risky to some, but our ultimate goal was to serve the public and give them an alternative to the chains. With that said, I don’t understand why some people don’t support their local economy. As with many other business owners, about 75 cents of every dollar made is spent and recirculated here in our own community. We, the local business owners and employees, buy from our neighbors and support other local businesses, which also keep a greater percentage of our tax dollars here.
Corporate profits usually get dispersed all over the world to shareholders and corporate management. Local business owners typically live in the communities in which they work and to some extent are active in their communities. We care about what is going on in our town. We sit on boards and foundations for charities in our community. Locally owned businesses also employ the citizens of the towns they serve, again increasing spending and tax revenue in that very same community.
Members of my staff, on average, make 20 percent more than they would at a large chain or big-box pharmacy. In addition, a big chain would not hesitate to close its doors in a neighborhood it doesn’t deem profitable, whereas independents put the needs of our community first.
Our goal is to bring back the essence of a real pharmacy before the chains introduced the “fast food” image of pharmacy. We don’t simply concentrate on prescription counts, though we are very efficient at filling medication for our patients. We try to learn the history of each of our patients and counsel them on health and wellness. We offer
natural alternatives sold over-the-counter that can be more beneficial than prescription drugs with terrible side effects.
Many people assume our prescription prices are higher than the chains, but the insurance companies, not individual pharmacies, dictate how much you pay at the pharmacy. The pricing we do control on prescriptions is that of uninsured patients, referred to as cash patients. We save our cash patients hundreds of dollars a year with our aggressively low prices. We shop our competition, and our prices have never been beaten! We do not have a corporate structure in Woonsocket, R.I., or Deerfield, Illinois, that determines our cash price. We are nimble and can lower pricing when there is room to do so. For example, we sell a 30-day supply of Plavix for $29.95. The last time we checked, our chain/bigbox competitors were selling the same drug for $135 to $144.
Some prefer the convenient hours and drive-thru options of the chain drugstores. To make it more convenient for our patients, we are open seven days a week, and we offer same-day free delivery of prescription medications within 5 miles of the pharmacy. We also offer a low-cost courier from Miami to Vero Beach. If you are outside of this area, we are happy to mail your medications to you. Our motto is “If you can’t make it to us, then we’ll come to you.” Curbside service for pickup and drop-off of prescriptions is also available.
It really surprises me to have very loyal customers and patients in Miami and Fort Pierce that get their medication delivered from us monthly, while we know people here in Wellington will still go to a large chain/big-box competitor. It usually takes an unfavorable experience for them to switch over to us, and once they do they never go back, because they see the value we bring to the industry. If you do not have a valid driver’s license or identification card, you must provide the last four digits of your social security number. The voter registration books close 29 days prior to each election.
The Palm Beach County Tax Collector serves as the agent for the Department of Highway Safety and Motor Vehicles (DHSMV) for titling and registering all motorized vehicles, boats and mobile homes (commercial and private), including motorcycles and mopeds (registrations only). The Tax Collector’s office also issues disabled person parking permits.
New residents should register their vehicle(s) and obtain a Florida license plate within 30 days of establishing legal residency, accepting employment or upon placement of a child in school. Automobiles and trucks must have at least $10,000 in personal injury protection (PIP) insurance and at least $10,000 property damage liability (PDL) insurance.
Registrations of privately owned vehicles and long-term leased vehicles are valid until midnight on the first registered owner’s birthday. You can renew up to three months before the expiration date. A delinquent fee is charged if the registration is not renewed by the 10th of the following month.
The DHSMV may send a courtesy reminder notice a month before your birthday. Non-receipt of the notice does not relieve registrants from their responsibility to renew on time or exempt them from paying the delinquent fee upon renewal.
Current Florida residents can renew their motor vehicle registration online up to three months in advance. Nonresidents of Florida must take their proof of valid Florida insurance, along with the title, to the Palm Beach County Tax Collector office. Federal law now requires you to bring specific and original documentation when obtaining or renewing a driver license or ID card. You must come in person to prove identity, social security and residential address. If you recently moved to Palm Beach County, the law requires you to update your driver license/ID card within 30 days.
You can renew your driver license up to 18 months in advance. Visit www.pbctax.com for a list of accepted documents, to make an appointment or to view wait times. You can also text ‘waitpbc’ to 41411 for up-to-date driver license wait times.
The following tests are given at driver license service centers and may or may not be required for the driver license or ID card you seek. The testing chart located in this information will help you determine the test(s) you will be required to complete.
n Hearing – Drivers applying for a license who are deaf or cannot hear conversation spoken in a normal tone of voice are restricted to driving with an outside rearview mirror which should be mounted on the left side of the vehicle, or wearing of a hearing aid.
n Vision – Vision testing, using an eye machine located on the counter, is conducted in all driver license service centers. Individuals with visual acuity readings below 20/40 are referred to an
eye specialist. Color blindness will not cause any special condition for licensing.
n Knowledge Exam – 50 multiple choice questions about traffic laws and traffic signs. To prepare, review the Florida Driver License Handbook and take the Class E Knowledge Practice Test. Class E knowledge examinations are available in Arabic, Chinese, English, Haitian Creole, Russian and Spanish.
Important: Customers with Class E driver licenses that have been expired for more than one year will be required to complete the Class E knowledge exam and vision exam prior to obtaining a valid Class E driver license. The Class E knowledge exam may be completed up to one year before applying for a Class E driver license. If the period between completion of the Class E knowledge exam and application for a Class E driver license exceeds one year, retesting of the knowledge exam will be required prior to issuance.
n Driving Test – You must provide a vehicle for the driving test. The vehicle must have a valid tag, proof of insurance and pass a vehicle inspection. During the driving test, the examiner will observe your ability to control the vehicle and how well you obey traffic laws.

Seat Belts
The law states that the front seat passengers must wear seat belts. This law applies to any car manufactured since 1968. In addition, all passengers under 18 years old must wear a seat belt or be otherwise restrained by a child car seat. It is against the law to operate a vehicle if all the passengers do not meet these standards. The cost for a seat belt violation is $30. For a child that is not properly restrained, the violation is $60. For more information, visit www.dmvflorida.org.
Texting while driving is a primary offense in the state of Florida, which means you can be pulled over by law enforcement and fined. Here are fines and penalties of the new Texting Law:
n First-offense drivers will be fined $30, and no points will be assessed to their driving record
n Second Texting and Driving offense within five years will be considered a moving violation and carry a $60 fine and three points on your driving record
n Texting in a School Zone: Two points added to the primary offense
n Texting resulting in a crash: Six points added to the primary offense
Vessel Registration
Motorized vessels used in freshwater or saltwater must be registered at the Palm Beach County Tax Collector’s office. You need to provide a Manufacturer’s Certificate of Origin (MCO), title or its
equivalent when you register the vessel. Florida recognizes valid registration certificates and numbers issued to nonresident vessel owners by other states for 90 days. If you plan to use the vessel in Florida longer than 90 days, you need to register in Florida. Bring your out-of-state title and registration with you when you come to the Tax Collector’s office. Fishing
In Florida, both freshwater and saltwater fishing licenses may be required. To protect our natural resources, there are some legal minimum lengths and limits on the number of fish you may possess. There is also closed season on some shellfish and snook. To obtain a resident license for fishing and hunting, you must be a resident of Florida for six months. Residents 65 or older can obtain a complimentary hunting and fishing license when they show a valid Florida driver license or ID card.

Both individuals must present photo identification (driver’s license, passport or identification card) to receive a marriage license. There is a three-day waiting period between the date the license is issued and the date the ceremony is performed, unless the couple has attended a pre-marital course or both are from out of state. Hunting
A valid hunting license is required for anyone taking or attempting to take game or furbearing animals. Hunters must also pay a fee to the owner of commercial shooting preserves for the privilege of hunting game. All dogs and cats are required to wear a rabies license tag on or before the date a dog or cat is six months of age; or within 30 calendar days of acquiring a dog or cat; or within 30 calendar days after a dog or cat resides in Palm Beach County, pursuant to PBC Ordinance 98-22. The non-sterilized rabies license tag is $75, and the sterilized rabies license tag is $15. Tags are available at Palm Beach County Animal Care and Control, 7100 Belvedere Road, West Palm Beach or from participating private veterinary offices.
All dogs and cats are required to be vaccinated against rabies at four months of age in accordance to Florida State Statute 828.30. Ask your veterinarian about the three-year vaccine. Animals must have a one-year history of a rabies vaccination before a three-year rabies vaccination can be administered.
The purchase of a non-sterilized tag without a hobby breeder permit certifies the pet will not be used for breeding. Breeding dogs and cats is prohibited in Palm Beach County without a special permit. For more information, call (800) 738-3463.

Property Appraiser’s Office Florida’s Constitution mandates that all property values must be assessed at market value as of January 1 each year. Market value is typically what a property would sell for in an open and competitive market—what a property is worth to a willing buyer and willing seller. By Florida law, only sales transactions that occurred during the previous year can be used to establish values as of January 1 of the current year. For 2024 values, we look at 2023 sales to estimate values for the 2022 tax roll. For example, if you sold your residence in 2023 for $150,000, that selling price would be used together with other comparable sales in our analysis of the market.
Homestead Exemption Services
In the state of Florida, a $25,000 exemption is applied to the first $50,000 of your property’s assessed value if your property is your permanent residence and you owned the property on January 1 of the tax year. This exemption applies to all taxes, including school district taxes. An additional exemption of up to
$25,000 will be applied if your property’s assessed value is between at least $50,000 and $75,000. This exemption is not applied to school district taxes.
When qualifying for the Homestead Exemption, you will need the following documents for all property owners applying:
n Florida Driver’s License or Florida ID if you do not drive
n Florida car registration
n Florida Voter’s ID (if you vote)
n Immigration documents if not a U.S. citizen

Residential property owners with an existing Homestead Exemption can transfer a portion of their tax savings to a new residence. You can apply for portability when you apply for the standard Homestead Exemption on your new property. The deadline to apply for all new exemptions is March 1 of the qualifying year. Owners of non-homesteaded properties, such as second homes, may qualify for a 10 percent exemption benefit on the market value.

The Constitutional Tax Collector is contracted by the Board of County Commissioners to collect Local Business Taxes. The tax is collected for the privilege of operating a business anywhere in the county, including municipalities. Anyone providing merchandise or services to the public, even a one-person company or home-based business, must pay the Local Business Tax. Local Business Tax Receipts are renewable annually July–September.
The Constitutional Tax Collector, Serving Palm Beach County collects property taxes for every government agency in Palm Beach County that has the authority to levy taxes. Property taxes are payable from November 1 through March 31 and delinquent April 1. Discounts for early payment apply according to the following schedule: 4 percent in November, 3 percent in December, 2 percent in January and 1 percent in February. Property taxes can be paid quarterly, with the first installment due by June 30. Applications for the Installment Payment Plan are available at www.pbctax.com or by calling (561) 355-2264, and must be received on or before April 30.
Tourist Development Tax is collected on any unit rented or leased for six months or less, as well as on licenses granted to rent or lease a unit for six months or less.
Tourist Development Tax is collected by the owners or operators of those facilities and remitted to the Constitutional Tax Collector. Tourist Development Tax is vital to our community. It strengthens our local economy by creating jobs, restoring beaches and funding art and cultural events and professional sports facilities across Palm Beach County. Tourism Promotion, the Sports Commission, the Film & Television Commission and Cultural Non-Arts (such as the museum, zoo and historical society) also benefit from Tourist Tax Revenue. The Constitutional Tax Collector is contracted by the Board of County Commissioners to collect Tourist Development Tax.
The Florida Department of Revenue administers 36 taxes and fees, including sales and use tax, reemployment (formerly unemployment) tax, communications services tax, corporate income tax and fuel tax. It collects the money that pays for state and local government services Floridians depend on, and the department continually improves its technology and customer service, so reporting and paying taxes is as convenient and easy as possible. The minimum combined sales tax rate for Palm Beach County, Florida is 7%. This is the total of state and county sales tax rates. The Florida state sales tax rate is currently 6%. The Palm Beach County sales tax rate is 1%. Some counties, including Palm Beach County, impose a discretionary sales surtax in addition to the 6 percent state tax. The county tax rates can range from .25 to 2.5 percent, and are levied on the first $5,000 of the
purchase price. The $5,000 limit does not apply to commercial rentals, transient rentals or services. Consumers pay sales tax and any county-imposed taxes to the seller at the time of purchase.
Household goods are not taxed in Florida. Tangible Personal Property is assessed annually on business property such as fur niture, fixtures and equipment at fair market value. The first $25,000 in value is exempt from taxation. An initial Tangible Personal Property Return must be filed to claim this exemption. Failure to file will result in the loss of the exemption and assessment of penalties. The Return DOR-405 is available to download on the website, pbcgov.com/papa. No use tax is due if the out-of-state dealer charged sales tax of 6 percent or more. If the dealer charged less than 6 percent, you must pay the difference to equal 6 percent. For example, if the dealer charged 4 percent, you must pay the additional 2 percent to Florida. Complete an Out-of-State Purchase Return (Form DR-15MO) to file and pay use tax. You can get this form from our website at floridarevenue.com. If the tax owed is less than $1, you do not have to file.
Unless specifically exempt, merchandise purchased out of state is subject to tax when brought into Florida within six months of the purchase date. This “use tax,” as it is commonly called, is also assessed at the rate of 6 percent. Examples of such taxable purchases include purchases made by mail order or the Internet, furniture delivered from

Wellington’s reputation as a first-rate place to raise a family owes much to the exemplary public and private schools in the area.
From wonderful elementary and middle schools for the younger kids to high schools and local colleges that challenge the older ones, there is no end to the top-notch educational choices available.
The School District of Palm Beach County (SDPBC) is the 10th-largest in the country and the fifth-largest school district in the state, with approximately 166,000 students enrolled (pre-K through 12th grade). SDPBC has been recognized in recent years as a high-performing, A–rated district, according to the Florida Department of Education.
The Wellington Education Committee is a seven-member committee comprised of Wellington residents appointed by the Village Council. Generally, each member’s role is to monitor activities in Wellington schools by attending School Advisory Committee (SAC) meetings and reporting back to the Education Committee.
Additionally, the Village Council has approved in the budget the Keely Spinelli Education Grant. The purpose of the Keely Spinelli Grant is to assist Bink’s Forest Elementary, Elbridge Gale Elementary, Emerald Cove Middle, Equestrian Trail Elementary, New Horizons Elementary, Palm Beach Central High, Panther Run Elementary, Polo Park Middle, Wellington Elementary, Wellington Landings Middle and Wellington High with funding for programs, tutors, incentives, instructional materials and/or equipment for students in reading and/or math.
The total annual budget for the grant program is $407,000. Each of the 11 public schools serving Wellington will be eligible for a maximum of $37,000 in annual funding. The Education Committee will review and approve all
requests for funding prior to each school receiving grant funds. Allocated funds will be kept in a segregated account within each school. Any funds not encumbered by December 31 may be utilized by the school for allowable expenses during the current school year. Schools with unencumbered funds must identify the proposed use of those funds prior to receiving current year funding. All funding must be approved by the Village Council prior to disbursement of funds.
Eligible schools are required to submit a proposed, prioritized budget with the application for final approval. Schools will be eligible to utilize funds for consumable curriculum materials (study guides and/or academic workbooks, etc.), incentives including transportation to encourage students to attend after-school academic programs, tutoring, any direct educational purpose and for equipment such as computers or tablets, etc. Schools can also use the funds for personnel (tutors) to supplement a salary that is not already budgeted by the School District. Schools will be required to submit invoices for all expenditures by February 1 of each funding year.

For students who are new to Palm Beach County, required documents include the completed registration form, proof of residence, record of immunization, record of physical, proof of birth (birth certificate, passport, religious records) and any additional helpful documents, such as information from the child’s previous school.

Florida Certificate of Immunization, Form DH 680, is the only document that schools are permitted to accept as proof of immunization. n Know your rights: You own the information in the medical records—even though the health care professional owns the actual document. Realize that you have control over the information.

n Be on the alert for identity fraud: If you discover that your identity has been stolen, make sure you check for unauthorized medical procedures in your name.

Dietary supplements are not a replacement for a healthy diet
For people who are vegan or lactose-intolerant, calcium and other supplements can provide the necessary amounts of vital nutrients. However, a variety of supplements will not replace a healthy diet. Food gives the body a combination of vitamins and minerals that work together to promote health. Supplements cannot replicate this relationship between the nutrients found in food. People think that since supplements are good for you, the more you take the better it is for your body. That idea is incorrect. Some supplements will have no greater effect if you take more than the recommended dose. In this case, taking more is a waste of money. Others have harmful effects. Keep in mind that “natural” or “organic” does not always mean “safe.” Always read the label to make sure you are only taking the recommended dose.

The Village of Wellington’s Parks and Recreation Department is nationally accredited and offers stateof-the-art leisure facilities, including impeccably maintained athletic fields that host various state and regional championship tournaments. Tiger Shark Cove Park contains a youth softball complex and a unique playground that was funded and constructed by residents of the community.

The community center also features an Aquatics Complex with water slides, spray ground and a 50meter Olympic-sized pool. The mission of the Cox Science Center & Aquarium is to “open every mind to science.” The Center features more than 100 hands-on educational exhibits, a 10,000-gallon fresh and saltwater aquarium, a digital

Celebrating its 31st year, the Raymond F. Kravis Center for the Performing Arts is a not-for-profit multipurpose performing arts center with the 2,195-seat Dreyfoos Concert Hall, 300-seat Rinker Playhouse and the 300-seat Persson Hall. Launched in 2016, the LIVE at Wellington community programming series was created to try and make the mall a neutral gathering spot for consumers, retailers or the community in general to try something new—whether it’s a class, event or experience. Located inside of the Village Park Athletic Complex, Peaceful Waters Sanctuary is a 30-acre wetlands park with 1,500 feet of elevated nature boardwalks and one mile of walking trails. It also includes a 3.6-mile perimeter Equestrian Trail that is an extension of the approximately 65-mile Wellington bridle trail system. The Preserve was named the 2010 “Project of the Year” by the Palm Beach County Chapter of the American Society of Civil Engineers.

The Winter Equestrian Festival runs from Jan. 3March 31, 2024, and is the largest and longestrunning event in horse sports. Wellington International is an equestrian venue known throughout the world. The Center encompasses a total of 111 acres, and the competition arenas alone cover 80 acres. In all, there are 18 arenas, and the main International Arena is surrounded by stadium and box seating as well as hospitality pavilions. The main grounds house more than 500 equine stalls, horse trails, pedestrian paths, golf cart tracks and dedicated shopping areas. There is free general admission every day, with a parking fee on Saturday nights.

The primary purpose of the Wellington Chamber Equestrian Committee is to promote, enhance and support the equestrian industry in Wellington. According to the Business Development Board of Palm Beach County, the equestrian industry annually brings in more than $180 million to Palm Beach County.
Wellington has long been the flagship for the equestrian industry in Palm Beach County. With the founding of Palm Beach Polo in 1978, the equestrian impact on Wellington has created a unique character to life and business here. Wellington serves as an international competition destination for polo, hunters, show jumping and dressage.
The Winter Equestrian Festival offers the most significant prize money in the world’s largest and longest-running international hunter/jumper series. In addition, the Global Dressage Festival hosts a series of FEI competitions to its roster of events, offering unprecedented prize money and drawing top European riders to Wellington.
Wellington International is considered the most recognizable equestrian sporting venue in North America. Wellington International is the host of the longest-running equestrian event in the world. Wellington International presents the best horse-and-rider combinations from January through April. After purchasing this crown jewel, Global Equestrian Group committed to elevating the experience of exhibitors and guests by showcasing top sport in a modern, compelling and expertly crafted venue built for horses and the people who are passionate about them.
The United States Polo Association purchased the core assets of the International Polo Club Palm Beach in Wellington, Florida (“IPC”). The USPA has acquired 161 acres from WEP Polo LLC and WEP Polo Operations LLC, including Fields 1 through 5, the IPC grandstand, the Pavilion, the Mallet Grille, the Seventh Chukker, the USPA Clubhouse shop, the Outback Field, the Outback facility, and the IPC social club and its facilities, including a swimming pool, gym and tennis courts.
The property is now The USPA National Polo Center – Wellington (“NPC”). The purchase brings to life the USPA Board of Governors’ vision of a USPA-owned “Sunday Field” that will serve as the permanent center of polo in America and set the standard for excellence in polo. That vision was first articulated by USPA Chairman Stewart Armstrong in an essay called “The Sunday Field” that appeared in the Spring 2020 issue of Hurlingham Polo magazine. The National Polo Center (NPC) enables the United States Polo Association to showcase its tournaments, develop American players, and sustain an environment that will retain and attract new players through the promotion of excellence. As winter casts its chilly spell across the world, Wellington, Florida bursts into life as an epicenter of equestrian excellence. Two monumental events, the Winter Equestrian Festival (WEF) and the Adequan® Global Dressage Festival (AGDF), transform the town into a global stage for the world’s top equestrian athletes.
From January 3 to March 31, 2024, WEF captivates audiences with a whirlwind of glamour and unparalleled equestrian prowess, culminating during the prestigious $500,000 Rolex Grand Prix. Attracting athletes from more than 34 countries, the festival shines as a beacon of competition and camaraderie. On the other hand, from January 10 to March 27, the AGDF unfurls its unique blend of dressage events, celebrating the harmony between horse and rider at Equestrian Village.
Many visitors don’t realize that show jumping at Wellington International takes place almost all year long, from Wednesday to Sunday, 8 a.m. to 4 p.m., spanning November to April. The competition shifts to Equestrian Village from April to October so that athletes can enjoy riding on the grass derby fields and a relaxed schedule, taking a break in the peak summer months from mid-June to mid-August. While the events are free and accessible to the public yearround, there are parking fees during WEF and AGDF for the special Saturday Night Lights and Friday Night Stars events.
