KADALASAN nasisilipan ng butas ang ibang ahensiya ng gobyerno, dahil sa pagiging pa-ipokrito/pa-ipokritang pakikisama ng ilang opisyales sa ilang mga media practitioners na hindi pinakikitunguhan ng maayos na siya naman nagiging sanhi ng paglalabas ng mga katotohanan. Tulad sa isang ahensiya ng gobyerno ang Department of Public Works and Highways (DPWH), karamihan sa mga matataas na opisyal rito ay mga magagaling hindi lamang sa kanilang posisyon pinanghahawakan, kundi magaling rin makisama sa mga media. Ngunit, bakit hindi maiwasan na may iilan pa rin sa mga opisyal sa nasabing ahensiya na plastik makitungo, kung kaya’t tuloy binatikos ang mga ito. Ayon sa hinaing ng ilang samahan ng tabloid publisher, mariin nilang kinondena ang umano;y patakaran pinalalabas ng DPWH na hinid maaring ilathala sa anumang tabloid newspaper lalo na sa mga

maliliit na tabloid ang kanilang mga ads, gaya ng public notices at mga bidding o invitation to bid at tanging ang mga broadsheet newspaper lamang ang may karapatang maglabas nito at ang website ng DPWH. Dahil dito, hindi naiwasan maglabas ng kanilang hinaing ang mga publisher ng mga tabloid, sapagkat ang tanging kinaiba lamang ng broad sheet ay English ang mga ito at malaki ang newspaper samantalang kung sirkulasyon ang pag-uusapan ay lamang ang mga tabloid. Bukod, pa rito, mas lamang ang mga tabloid sa mga broadsheet or website man ng nasabing kagawaran, dahil tanging tabloid lamang ang binabasa ng mga masang Pilipino dahil maliban sa madali nilang basahin at mabilis na naiitindihan ang nilalaman nito ay halagang P10 lamang ay mabibili na nila. Kaugnay nito, nananawagan ang ilang tabloid publisher kay Sec. Victor Domingo na bigyan ng pansin ang kanilang hinaing upang magkaroon ng pantaypantay na pagtingin sa lahat ng mga diyaryo sa bansa.

So he concealed his identity and went to live on the streets of his city. He found out that food and shelter were offered by many organizations. At one shelter he could spend the night if he listened to a sermon beforehand. He appreciated the guest speaker’s message and wanted to talk with him afterward. But as Don reached out to shake the man’s hand and asked if he could talk with him, the speaker walked right past him as if he didn’t exist. Don learned that what was missing most in ministry to the homeless in his area were people who were willing to build relationships. So he began an organization called Servants Center to offer help through friendship. What Don encountered at the shelter was the opposite of what the people who heard the apostle Paul experienced. When he shared the gospel, he gave himself too. He testified in his letter to theThessalonians, “We were well pleased to impart to you not only the gospel of God but also our own lives, because you had become dear to us” (1 Thess. 2:8). He said, “We were gentle among you,” Like a mother (v.7). In our service for the Lord, do we share not just our words or money but our time and friendship? SA LARAWANG ito ay tiyak na ang pagiging Pasay City Mayor ni Ding Santos, Kinatawan Puchet Santos-Hortaleza, Vice Mayor Babes Calixto at labing dalawang konsehal, dahil sa ipinakitang suporta ng Lakas ng Kaibigan at mga mamamayan ng Pasay sa isinagawang Proclamation Rally ng Bigkis Pinoy noong nakalipas na Marso 20, 2010, kasabay ng pagtataas ng kanilang kamay, hudyat ng isang tagumpay. Kamaynilaan, napagitnaan ang Pasay, tulad ng Makati at Parañaque, kapag ikinumpara mo ang Pasay sa dalawang lungsod pa lamang na ito ay nagmistulang basura lamang umano ang nasabing lungsod, sa kabila ng malaking tax collection na pumapasok rito, bukod pa ang monthly Pagcor fund. DAHIL sa labis na kahirapan sa edukasyon at umano’y mababang kalidad sa lungsod ng Pasay, nais isulong ng isang abogado sa katauhan ni Atty. Abelardo “Abe” Rogacion, tumatakbong konsehal sa 1st district ng Pasay sa ilalim ng Bigkis Pinoy Party, ang Libreng Edukasyon o free tuition fee sa Pamantasang Lungsod ng Pasay. Ayon kay Atty. Rogacion, una pa rin sa lahat ang edukasyon, dahil ang edukasyon ang susi sa tagumpay sa bawat isang mamamayan. Nalungkot lamang ang susunod na konsehal sa unang distrito ng nasabing lungsod, sa sunud-sunod na reklamong idinudulog rito. Aniya, kung hindi sobrang taas na tuition fees sa PLP ay mababa ang kalidad ng pagtuturo dito sa iba’t-ibang kurso lalo na pagdating sa kursong nursing at nalungkot dito ang nasabing abogado dahil siya man ay hindi gustong marinig ang mababang kalidad ng pagtuturo sa naturang pamantasan. OONG nakaraang Marso 28, 2010 (Linggo) sinalakay ng mga tauhan ng Philippine National Police (PNP) na di umano’y nakatalaga sa Padilla, Antipolo City ang ilegal na tupadahan sa Barangay Quisao, Pililla, Rizal at labing tatlong ang nadakip. Marami ang nasugatan at kung saan-saan tumakbo ang mga tao. Tama lang hulihin ang nasabing tupadahan dahil ilegal at hindi nagbabayad ng buwis sa gobyerno. Ayon sa isang nahuli na ayaw magpabanggit ng kanyang pangalan tila robbery-extortion ang nangyari sa kanila dahil sapilitan kinuha ang kanilang pera at hiningan pa. Di ko lang malaman kung paano nakalabas yung labing tatlong katao kung nag piyansa sa korte o inareglo ang mga pulis. Basta’t ang masasabi ko lang tama ang ginawa dito ng mga pulis dahil pinasok nila ang ilegal na tupadahan. Pero ito ang tanong bakit ang mga pulis ay ubod ng sipag manghuli sa mga tupadahan sa lalawigan ng Rizal pero hindi nila pinakikialaman ang jueteng sa Rizal. Marami ang nagsasabi na takot ang Philippine National Police (PNP) sa lalawigan ng Rizal na pahintuin ang jueteng sa di malamang dahilan. Milyun-milyon ang kinikita ng jueteng sa Rizal dahil sa dalawang mabibigat ng gambling lords na kung tawagin ay KAPITOL AT ROYAL. Ang tanong ng mga residente di kaya nakikinabang umano’y ang ilang pulis dito sa JUETENG kung bakit hindi nila ginagalaw. Ilang taon na namamayagpag ang dalawang nasabing lords sa lalawigan ng Rizal at milyunmilyon peso na ang kanilang kinikita sa mga pulubing naninirahan sa Rizal. Tsk Tsk Tsk nakakahiya ito kung totoo dapat paimbestigahan ito ni PNP chief Verzosa. Maraming matitinong pulis sa lalawigan ng Rizal pero bakit mayroon ibang naliligaw ng landas. Hinahamon ng mga residente sa buong lalawigan ng Rizal ang liderato ni PNP chief Verzosa na pahintuin ang JUETENG sa Rizal at nagkakamal ng salapi ang dalawang gambling lords. Ayon kay Mang Andres na taal na taga Binangonan, Rizal nagtatanong ang mamang ito kung sinu-sino ang mga nakikinabang sa jueteng. Ang sagot ko kay Mang Andres simple lang tanungin mo ang PNP at ang local government baka mabigyan siya ng kasagutan dahil hindi ko alam. Dagdag pa ng aking source, ang JUETENG ay hindi umano’y makakapasok sa isang BARRIO o BAYAN kung hindi alam ng local government. Baka nga sabi ni Mang Andres ang BARANGAY umano’y ang nakikinabang sa JUETENG. Paano naman daw ang ilang awtoridad at ilang mataas na opisyal sa gobyerno. Halos tatlong DEKADA na ang JUETENG sa lalawigan ng Rizal ay patuloy pa rin namamayagpag ang nasabing ilegal. Nagtataka tuloy ang mga tao kapag nagkakaroon ng TUPADA sa isang liblib na lugar ay hinuhuli kaagad ng mga pulis, pero di pinapansin ang JUETENG samantala mas malaking ilegal ito kahit saan tingnan na anggulo. Hindi ko pinapaboran ang TUPADA dahil ilegal yan at dap-

at matigil na yan. Ang gusto ko lang mangyari maging patas naman ang PNP kung naipapahinto nila ang TUPADA bakit di nila kaya ang JUETENG. Ang taongbayan na dito ang humusga kung sino ang tama’t mali. Pero kung tutuusin kaya talaga ipatigil ng buong PNP ang JUETENG sa Rizal at hindi lang natin malaman kung ano talaga ang mabigat na dahilan. Ito pa mayroon TUPADAHAN sa Barangay Niogan at San Lorenzo, Pililla, Rizal dapat ipahinto din ng mga awtoridad. Eh ang problema tuloytuloy ang dalawang ilegal na TUPADAHAN. Ayon sa aking source pulis di umano’y ang nagpapatakbo ng dalawang nasabing TUPADAHAN kaya di ginagalaw ng mga awtoridad. Sinu-sino kaya mga pulis ang nagpapatakbo ng dalawang ilegal. Noong hapon ng Abril 2, 2010 ilang daan katao ang nagtakbuhan sa TUPADAHAN ng San Lorenzo, Pililla, Rizal dahil mayroon dumating na ilang pulis. Nakakaawa ang mga tao at marami din ang mga nasugatan. Pero ito ang tunay na dahilan yung mga pulis na dumating sa TUPADAHAN ay kinausap umano’y yung isang pulis na nagpapatupada at hindi hinuli ang mga tao. Hindi lang natin alam kung ano ang pinagusapan ng pulis at yung mga pulis na dumating na naka uniporme pa daw ng PNP. Sinabi pa umano’y ng isang pulis na nagpapatupada na bumalik ang mga tao kahit mga nasugatan na sa pagtakbo at tuloy na tuloy ang ilegal. Kita niyo mga kababayan ko, akala ko ba ang isang pulis ay tagapagpatupad ng BATAS eh taga BUTAS din pala ng BATAS. PNP chief Verzosa paki imbestigahan mo nga kung sinusinong mga pulis ang nagpapatupada sa Pililla, Rizal kaya tuloy ang ilegal na TUPADAHAN. Hanggang sa kasalukuyan hindi pa binabanggit ng aking source kung sinong mga pulis ang involved sa tupadahan. Sana malaman ko at ilalathala ko ang kanilang mga pangalan para malaman ng buong madala na ilegal ang kanilang gawain. Suwerte naman ang ilang pulis may sahod na sa gobyerno may sahod pa sa ilegal. Recently, the detention facility unveiled its new invention – the “power bike” – which was conceptualized by Chief Superintendent Serafin Baretto Jr., Bureau of Jail Management and Penology (BJMP) Regional Director for the National Capital Region and built by jailguard PO3 Roderick Sienna who made use of his experience as a former race car mechanic of a known car manufacturing company. The power bike is basically a bicycle mounted on a steel frame.

Electricity is produced when an inmate pedals the stationary bicycle. Its rear wheel is connected with a rubber drive belt to a dynamo which produces the needed electricity. Sienna said, the “power bike” can charge a car battery for two to three hours which can supply electricity for eight hours. The powerbike, which costs about P10,000, can be assembled using junk parts. It can also power 10 light bulbs and at least two electric fans. “It is totally safe since it only produces a 12 volt output,” Sienna assured. Baretto hopes to see more power bikes in other jails in Metro Manila after the successful pilottesting of the power machine at the Quezon City

With almost 3,000 inmates at the QC jail, Baretto said it would be a good workout for them if each of the eight dormitories of the detention facility will be given a “power bike.” “For only two minutes, each inmate can power the machine for more than 24 hours,” he said. “This will also make the inmates more productive instead of doing nothing in jail,” he added. The bike, according to Sienna can also be used in charging batteries of vehicles or powering up a larger dynamo that can help supply the electricity needs of the jail and further reduce electricity costs. The Jesus signs on Edsa: One man’s crusade to spread the word to faithful IN THE 1980s, A SIGN REMINDING Christians about salvation towering on top of a Makati building along Edsa could be seen even from the road’s end in neighboring Pasay City, especially at night, when its neon lights glow and stand out on the horizon. Today, it is obscured from view, ironically because of the enormous advertisements with sexually-charged messages or excesses and other luxuries that egg people to spend, most probably, beyond their means. David Dedel, 66, a retired advertising man who put up the sign “Jesus alone saves,” isn’t undaunted by the signs of the times. “God gave people the will to let them decide. He only tells us what’s right from wrong,” he said. Dedel barely remembers the date when he put up the sign at the family-owned Racor building, one block away from the Metropolitan Manila Development Authority office on Orense Street. There are actually two signs Dedel put up: One saying “Jesus alone saves” on the building’s south face, and the “Jesus loves you” sign on the opposite side. Because of the giant billboards that have mushroomed along Edsa, the signs have almost disappeared into oblivion. The “Jesus loves you” sign was dwarfed by huge metal structures holding larger-than-life advertisements. Dedel said there was no point in lighting these up at night because it has been obscured by its rivals. His other sign survived the onslaught of the billboards, but the three-word signage is hard to appreciate from afar because a fast-food ad blocks the view. Dedel has asked his people to relocate the ad, placing it a bit higher than its rival. Initially, the sign only carried the message “Jesus saves,” but some years after he put up the sign, Dedel said a Christian friend asked him to put in the word “alone,” believing that when Christ died on the cross, He saved mankind from sin, he said. Asked why he put up the sign, Dedel replied that he intended to spread the word of salvation. “If you have a cure against a disease, it’s your responsibility to share it with the sick,” he said. Besides, faith in Christ is the message of the season of Lent, Dedel added.

HO W WILL FILIPINOS HOW BE VOTING IN THE 2010 ELECTIONS? • For the first time in history, the Philippines will be having an Automated Elections Systems (AES) for its national elections. • The actual voting itself is still a manual process as the voters still need to manually fill up the ballot. • But unlike in the old manual system, the new ballot will be pre-printed with the names of candidates. The voter only needs to mark his selections on the ballot, thereby saving significant time and effort in the process. • He then feeds it into a machine called the Precinct Count Optical Scan, (PCOS), which scans or takes a picture of the ballot and interprets the picture.

• There are always portable generators provided by the poll watchers, political parties, among others during elections. • Comelec’s service provider, Smartmatic-TIM, is required to have 12 hour backup batteries. Spares are also available at strategic locations from its technical support staff. • The machines are essentially laptops which require low power consumption and which can easily be connected to a variety of power sources including rechargeable batteries, inverters and portable generators. • Rechargeable batteries are readily available in commercial retail stores nationwide. • TELCOs have, as standard practice, 2 standby power generator sets in their stations/facilities. • SO MANY ALTERNATIVE SOURCES OF POWER. AES process is actually shorter. No ballot serial numbers to log and perforate. No going through several pages of candidate list. Candidates are listed alphabetically, easy to choose. HO W WILL THE VOTES BE COUNTED? HOW • At the end of the Voting Day, the Board of Election Inspectors (BEIs) will close the elections by accessing the Administrative Menu on the PCOS. • Only upon closing the elections can the PCOS start counting the votes. Unlike in the manual process, counting by the PCOS process happens instantly. • The PCOS then prints 8 copies of ER together with a statistic report and an audit log. HO W WILL THE ELECTION RETURNS BE TRANSMITTED? HOW • The BEI then connects the Transmission device to the PCOS via the Ethernet port. The Automated Counting Machines is only “connected” once at the end of the voting day, and then disconnected after transmission. • The transmission process takes less than 2 minutes. • As in the manual process, the results from the precincts will be transmitted to the Municipal Canvassing Server / Station. • The municipal canvassing server canvasses all the results from the precincts under its jurisdiction. Once all the results are canvassed, the MBOC (Municipal Board of Canvassers) can generate and print out the Municipal Certificate of Canvass as well as the Statement of Votes. This process is repeated, transmitting the results and printing the necessary reports in the Provincial and National Canvassing Stations. HO W SURE ARE WE THA T RESUL ANNO T BE HOW THAT RESULTS CANNO ANNOT TS C TERED DURING TRANSMISALTERED INTERCEPTED AND AL SION? • Prior to transmitting the Election Returns, the PCOS digitally signs the files using the SHA256 algorithm and encrypts them using the AES128 algorithm. • This encryption level is as good, if not better than most online banking transactions, which are “connected” 24 hours a day, seven days a week. • By contrast, the Automated Counting Machines is connected only at the end of the voting day, only for the short period needed to send the information. This makes the risk of “hacking” virtually impossible.

Even if we double this number and use 15 seconds as an estimate for a single ballot to be cast; • 15 seconds per ballot cast = Four ballots cast per minute; • At 50% machine utilization , this is reduced to two ballots cast per minute; • Two ballots cast per minute = 120 ballots cast per hour; • 120 ballots cast per hour for 11 hours = 1,320 ballots cast for the entire Election Day; and • Assuming 100% voter turnout, the PCOS machine can cast on Election Day is 1,320 ballots VER? WHA T DOES THE A UTOMA OMATION COVER? WHAT AUT UT OMA TION CO • The Automation Project covers the following processes of Elections: Voting, Counting, Canvassing and Proclamation. Registration and Authentication is outside of the scope of the Project. In other words, the management of the Voter’s List and the Validation of a Voter in the precinct is still a manual process. CAN DAGDAG-BAWAS STILL OCCUR OCCUR? • No. The counting, canvassing and proclamation process for the 2010 National and Local Elections will be completely automated. There is absolutely NO HUMAN INTERVENTION. No more room for mistakes and fraud.

However, the technology can limit the instances of flying voting, as each and every clustered precinct’s corresponding number of voters is programmed into the voting machine to be used. Pagcor remits P1.6 billion to gov’t in Small-scale monopolies JanuaryW February HEN we talk of monopolies and oligopolies, people often think of the large ones, like power and energy monopoly, airline and shipping monopoly, telecommunications and water monopoly, and so on. People seldom talk, even “forgive”, small-scale monopolies. Like jeepneys, tricycles, and pedicabs or “trisikad”. It is true that there is no single jeepney (or tricycle and trisikad) operator that monopolizes the industry. But they as a group monopolize a particular route. That is, jeepneys from various owners/ operators and drivers monopolize a particular route, buses and vans are banned there. Tricycles from various owners/operators and drivers also monopolize a particular route (usually from village gates to the main road), jeepneys, vans and buses are banned in that route. When a route is granted by the government to be monopolized by buses or jeepneys or tricycles (ie, only one of them can take that route, all other public transportation except taxis are banned), commuters have no other choice except to bring their own cars, or take the cab. Both options are expensive considering the high prices of fuel products, traffic congestions, high parking fees, and dangers of carnapping or towing by some local governments, if one brings his/her own car. The monopolists almost always do not strive to improve their vehicles anymore. Even if their units are old and dilapidated, smelly and mutilated, they often do not care. They know that non-rich riders and commuters have no other option but take their dilapidated and/or over-loaded vehicles, so why bother and spend money to improve their vehicles? Better use the money to bribe government officials so they will keep the route monopoly and keep away competition from more modern, more comfortable public transpo like air-con vans, new and more modern bus lines. Take the Ayala-Washington route in Makati, for instance. Ayala Avenue is the country’s prime financial district. While there are buses and air-con vans from the northern part of the metropolis that pass this road, there are none coming from the southern part. So passengers from the south get off from the MRT Ayala station and take the jeepneys that ply the Ayala-Washington route. There are no alternative air-con vans, only taxis and the often rickety and smoke-belching jeepeneys. So you can see in the country’s prime and famous financial district, sometimes dilapidated side by wide with new model and expensive cars, competing for road space. What is worse is that jeepney drivers overload their vehicles. A jeepney that can comfortably seat 8 passengers on one side is being packed with 9 passengers, otherwise the driver will not move the vehicle. Again, jeepney owners and drivers do not bother if their jeepneys are smelly and ugly, they are aware that passengers who have no cars and cannot afford to take taxis, have no other alternative but ride their jeepneys. Some people propose that government should phase out jeepneys and tricycles in many areas of Metro Manila. I do not agree with this proposal because this will involve coercion and charges of government “favoritism”. A better option is that the government will (a) not grant or create monopoly franchises to jeepneys and tricycles in particular routes, (b) allow various options of public transpo, the air-con vans and buses in particular, to compete with jeepneys and tricycles, and (c) deregulate fares. This way, it will not be the government that will phase out — or at least force the improvement — of those jeepneys and tricycles, but the passengers themselves. When many people will not ride jeepneys and tricycles, the latter will be forced to either improve their units, or bring down their fares to attract passengers, or abandon the route and bring their jeepneys and tricycles to areas and routes where the vans and buses are either absent or have weak presence yet. Many countries with big population do not have jeepneys and tricycles, only buses and trains. Even for rich countries with small population, like Singapore, Hong Kong and Malaysia, they do not have small-passenger public transpo like jeepneys and tricycles. They only have buses and trains. The Philippines need not jump into the extensive and expensive train system. The government needs only to step back a little and de-monopolize certain routes to allow the entry of more comfortable vehicles to serve passengers who do not have cars and are poor enough to take the taxi everyday. Competition among various public transpo providers will empower passengers.

Giant Thai agri-business firm puts up P1-billion hog production facility in Tarlac CHAROEN Pokphand Foods or CP Foods, a wholly-owned subsidiary of Thailand’s largest agri-business group, the giant Charoen Pokphand Foods Public Company Limited (CPF) is investing P1.042 billion in hog production facility in Concepcion, Tarlac. The investment would complement its P2.36-billion aqua feed mill plant in Capas, Tarlac. “CP Foods continues to raise the level of its investment commitment by expanding their operations in the country. The project will contribute substantially to the SME sector since their main market will be hog raisers in

the country,” said Trade and Industry Secretary Jesli A. Lapus. The project will entail the construction of a great grand parent stocks (GGPs) farm, a grand parent stocks (GP) farm and a farm for breeder finishing hogs. The feed requirements of the three (3) farms will be culled by the company through feed mill tolling agreements with a chosen feed mill adjacent to the farm sites. Lapus added that the project “shall boost the opportunities in the food sector particularly in the hog raising industry. A steady supply of hogs will ensure stable prices for the public as consumer confidence continues its upswing recovery.

THE Philippine Amusement and Gaming Corporation (PAGCOR), under the stewardship of Efrain C. Genuino, Chairman and Chief Executive Officer, has remitted P1.6 billion to the national government coffers in the first two-months of the year. Data from the Bureau of Treasury showed that in February, the regulator of casino gaming in the country had remitted P815 million, higher by 3 percent compared with the P792 million in the previous month. Under the law, PAGCOR is required to remit 5 percent of its net winnings to the Bureau of Internal revenue BIR) as franchise tax, and 50 percent of the 95 percent balance goes to the Bureau of Treasury. To date, PAGCOR is operating 13-branches and 25 exclusive clubs, open in major cities across the country. Last month, MJC Investments Corp. (MIC) told the Philippine Stock Exchange that it will build a hotel casino in the former San Lazaro race track in Manila in partnership with PAGCOR. The holding firm disclosed that it entered an agreement with Pagcor, which would establish, manage and operate a casino in the hotel that MIC would construct. This hotel will be built on MIC’s 1.4-hectare property within the San Lazaro Tourism and Business Park in Santa Cruz,

Manila. The site is part of the former racetrack, the San Lazaro Hippodrome that has been registered with the Philippine Economic Zone Authority, entitling it to tax perks and other incentives. Under a property-forshare swap undertaken in April 2008, MIC accepted Aries Prime Global Holdings Inc. as the transferee of Manila Jockey Club Inc.’s non-core assets. Aries used to be the majority owner of MIC before the sale of its entire stake in June 2007. In January, PAGCOR had launched its latest gaming service, www.egamesonline.com.ph, the first Internet-based casino gaming website. E-Games Online is operated by Philweb Homeplay, Inc., a subsidiary of PhilWeb Corporation, and will offer traditional casino games like blackjack, baccarat, roulette and slots to Filipino players that are 21 or older.
