Pinakamalaking pork barrel fund umano ang Road Users Tax na di-natataya, ayon kay Senador Miriam Defensor-Santiago. Isang kinatawan naman sa Mindanao, si Rep. Mujiv Hataman, ang nagsiwalat na noong mga taong 2004 at 2005, ginamit ng Road Board ang halagang Php150 milyon bilang bonus para sa kanilang mga empleyado, sa halip na para sa pagsasaayos ng mga sirang daan. Iniaatas ng batas (RA 8794) na ang pondong nalilikom ng MVUC ay ilalaan bilang pangunahing emergency fund sakaling magkaroon ng aberya, o di-inaasahang pagkasira, pagkabuwal ng mga tulay at pagmamantini at pagpapabuti ng daluyan ng daan (road maintenance and improvementof road drainage), at paglalagay ng sapat at matinong ilawtrapiko at iba pang gamit para sa kaligtasan sa daan (road safety devices), at pagkontrol sa polusyon sa hangin (air pollution control). May pitong (7) miyembro ang Road Board, na kung saan ex-officio head ang kalihim ng Department of Public Works & Highways (DPWH), at ex-officio members naman ang mga kalihim ng kagawaran ng Finance, Budget & Management at DoTC (Dept. of Transportation & Communication). Ang natitirang tatlong (3) miyembro ay dapat manggaling sa sektor ng transport at mga motorista. Subalit sinasabi ng mga eksperto na ang mga direktor sa Road Board ang tunay na makapangyarihan sa pagwawaldas sa pondo ng naturang Board.” Ang mga direktor ang siyang nagdedsisyon sa pondo at daan na pagkakagastusan ng anumang pondong mailalabas, ayon sa mga nakaaalam. Ganunpaman, ang isang direktor na kasapi sa Road Board, si Director Luis Mamitag ng BOM (Bureau of Maintenance)-DPWH ay nagwikang “iniwan” na siya ng mga kapwaniya direktor sa naturang Board sa iba’t ibang kadahilanan. Midyear bonus granted to 3T Caloocan and Navotas workers OVER 3, 000 employees of the Caloocan City and Navotas City governments got their midyear bonus which they can use to buy for the school needs of their children as elementary and high school classes start next month, local officials said over the weekend. In Caloocan, Mayor Enrico “Recom” Echiverri, who got fresh mandate after getting reelected for his last and third term last May 10 polls, said that the 1,700 regular employees have just received their bonuses. The bonus, which came just in time for families preparing for the reopening of schools, is equivalent to half their mandatory 13 th month salary and half of the P5, 000 cash gift for government workers, he said. “The Caloocan City government has prioritized the early release

In nearby Navotas, outgoing Mayor Toby Tiangco said that the over 1, 198 City Hall employees have also gotten their release of the midyear bonus and half of cash gift. The mayor’s move was prompted by the employees’ wish for the early granting of the midyear

bonus in time for the school opening and to allow them to prepare for the school needs of their children. Tiangco, who will be the city’s representative for the lone congressional post, ordered the concerned offices to facilitate the early release of the funds for the midyear bonus to allow the employees to have enough funds for their children’s enrollment and miscellaneous expenses this coming school year, which opens next month. Tiangco, who will be succeeded by his younger brother, John Rey, who both ran unchallenged last May 10 polls, said priority was given to the early release of the bonus. “We want to help our city hall employees to avoid the school opening rush and to cope with the expected increase in the prices of school supplies as the school opening draw near,” the three-termer city chief executive said. Valenzuela to build bridge to connect 2 riverside villages in the city to Caloocan THE Valenzuela government has initiated the establishment of a P1.7-million hanging bridge which will connect the two riverside villages of Ugong in the city and Talipapa in Caloocan City, according to Mayor Sherwin Gatchalian. Fresh from getting reelected for the last and third term as city chief executive, Gatchalian said the proposed bridge, once built, will largely help the residents in the area as travel time in going to Caloocan is expected to be cut by half. The hanging bridge named La Mesa Bridge, which will complement two other concrete bridges over Talipapa River which separates the two adjoining cities, will have its structural profile that can allow motorcycles to pass through it, the mayor said. NPD’s “Pulis Ko, Titser Ko” program needs sponsors for expansion THE Northern Police District (NPD) is appealing to generous individuals or groups to help out in the expansion of the first “Pulis Ko, Titser Ko” program in time with the opening of classes next month. According to NPD director Chief Supt. Samuel Pagdilao Jr., they have decided to push for its extension following the success of the pilot program which involved some 480 Grade4 pupils from at least eight schools in Caloocan, Malabon, Navotas, Valenzuela (CAMANAVA) area who graduated last March 15. “We have decided to extend the program to eight more schools, that

is why we are inviting people with kind hearts to help us continue with the project,” said Pagdilao, a lawyer. He said he already directed the NPD’s chiefs of several police community relations at the station level to help find possible benefactors in order to support the continuation of the project aimed at teaching school children subjects that will help them become responsible, productive and lawabiding citizens when they grow up. For the expansion of the “Pulis Ko, Titser Ko” program, Pagdilao said the project will require additional number of school supplies, reading and information materials and

the district’s Police Community Relations Division under Supt. Ferdinand Del Rosario have collaborated in the formulation of the curriculum and the manufacture the text book used by the pupils under the program. The curriculum was patterned with the standard teaching methods for grade four pupils in lessons on love of God, nationalism, respect for and obedience to our laws and law enforcers, and similar social norms, Filipino customs and tradition with hope that these kids will emerge as responsible and productive citizens of the country. Also included in the curriculum were lessons on crime prevention and per-

sonal safety, according to Pagdilao, a lawyer. The first program, which was concluded last March 15, was a success because of the support given by the Philippine Savings Bank (PSBank) and the Bernabest Food Corporation (Siomai House), which provided the snack for the duration of the project, said Pagdilao who expressed gratitude to the sponsors of the first project. The NPD chief explained that the program was a great leap on NPD’s law enforcement for reason that it enabled the police to prevent the people in the community from falling at the hands of criminals through efforts that transcend common police work. Valenzuela City Mayor Gatchalian neering department, the project, a 1.2 meter wide and 64-meter long suspension bridge, will be built nine meters above the Tullahan River hoisted by cable wires and will have steel plates for flooring. AGBUNYI ang buong bayan ng Banga, Aklan matapos manalong landslide ang kanilang mabait na alkalde na si Mayor Antonio “Antong” Maming noong nakaraang kauna-unahang automated 2010 local and national elections. Nilampaso ng milya-milya ang kanyang dalawang kalaban sa pulitika sa pagka alkalde ng Banga, Aklan na sina Melanio Rentelio at Dr. Mercedez Imperial. Sa totoo lang kahit kailan ay hindi matatalo si Mayor Maming sa kanyang bayan sa Banga dahil sobrang napakabait at mahal na mahal ng kanyang mga constituents. Ang bata umano’y ni Governor Carlito Marquez ng administrasyon na si Rentelio ay hindi kayang talunin si Mayor Maming sa Banga. Ayon sa aking mapapagkatiwalaang source ginastusan umano ng isang pulitiko si Rentelio na kalabanin lamang si Mayor Maming pero wala rin nagawa ang una. Nanalo rin bilang isang gobernador sa lalawigan ng Aklan si Marquez pero basang sisiw di umano’y ang kanyang bata na si Rentelio sa Banga. Dagdag pa ni Mayor Maming maging sa lugar ni Gov. Marquez sa Banga, Aklan ay nanalo pa rin siya ng malayo laban kay Rentelio. Ayon sa mga tao walang ginastos na pera si Mayor Maming sa kanyang bayan dahil isang mahirap na alkalde lamang pero napakayaman sa pakikisama sa kapwa. Diyan bilib na bilib ang taongbayan kay Mayor Maming na sobrang napakabait at hindi pinababayaan ang kanyang mga constituents. Ayon sa mga tao parang ang nag laban sa Banga, Aklan ay si Gov. Marquez at Mayor Maming dahil ang dalawa ay brutal na magkaaway sa pulitika. Pero sobrang nanaig pa rin si Mayor Maming laban kay Rentelio. Inamin naman ni Mayor Maming na wala talaga siya pera para gumastos sa eleksyon pero tanging ang kanyang puhunan lamang o agimat ay pakikisama at dasal sa Poong Maykapal para manalo at tiyak hindi siya pababayaan ng kanyang mga kababayan. Biro niyo sa Banga ay mayroon 27 barangays at tatlo lamang dito

Kanyang ibinebenta ang bawat boto sa halagang P10.00 sa lokal, P20.00 sa mga kuma-kandidatong National. Tanging si Mayor Binay daw ang tumanggap sa kanyang alok. Isang taon pa raw bago mag-eleksyon ay nag-aalok na itong alyas “Robin” sa mga politiko. Kung ganoon. . . lumalabas na kahit pala AUTOMATED na ang sistema ng eleksyon, ay hindi parin siguradong walang dayaan. Posible pa rin mangyari ang lumang sistemang dagdag at bawas. Sa simpleng opinyon ng marami, malakas ang kanilang paniniwala na may katotohanan ang ipinahayag ni alyas “Robin”. Hindi madaling talunin ang dalawang National Figuere na sina Senator Legarda at Mar Roxas.

Libacao, Aklan ay maraming krimen na nangyayari sa mga liblib na lugar pero ng maupo si Mayor Navarosa ay biglang tumahimik. Ibig sabihin katulad din si Mayor Navarosa kay Mayor Maming na mahusay mamuno ng isang bayan. Sa ngayon ang Libacao, Aklan ay maituturing na pinakamayaman na bayan sa buong Aklan dahil halos lahat ang mga tao ay mayroon trabaho. Abalang-abala ang mga tao sa pagtatanim ng abaka, mga gulay at iba’t ibang kabuhayan. Ang Libacao, Aklan ay kasing lamig din ng Baguio City at lahat dito inaangkat ang mga gulay at ibinibinta sa iba’t ibang lugar maging sa Metro Manila ang ibang bansa. Kaya dagdag pa ni Mayor Maming bawal ang tamad sa Libacao katulad din sa Banga para umunlad ang bayan. Ayon kay Mayor Maming bawat bahay ay pinupuntahan ni Mayor Navarosa upang magtrabaho ang isang tao at hindi umistambay. Kaya naman pala walang mahirap na tao sa Libacao dahil lahat kumakayod sa bundok maliban na lamang sa ibang tao na nasa ibang bansa nagbabanat ng buto para sa ikauunlad din ng kanilang kabuhayan. Hinimok nga ng mga tao si Mayor Navarosa na tumakbo bilang CONGRESSMAN sa susunod na halalan para sa ikauunlad ng buong lalawigan ng Aklan. Mahal na mahal ng buong lalawigan ng Aklan si Mayor Navarosa at tiyak susuportahan ng iba’t ibang alkalde katulad ni Mayor Maming. Kung si Mayor Maming ang magiging leader ni Mayor Navarosa para tumakbong CONGRESSMAN sa susunod na eleksyon ang huli ay tiyak mananalo. Kilala natin si Mayor Maming at Mayor Navarosa ay walang DUNGIS ang kanilang pagkatao di katulad ng ibang mga pulitiko na nai-involve sa korupsyon. Sa ngayon pa lang kahit katatapos lamang ang eleksyon ay marami na ang humihimok kay Mayor Navarosa na tumakbo bilang CONGRESSMAN ng Aklan at kalabanin si Gov. Marquez. Kung magkakataon maganda ang NAVAROSA-MARQUEZ showdown bilang kandidatong CONGRESSMAN sa lalawigan ng Aklan sa susunod pang halalan. Maaga pa ito pag-usapan antayin na lang natin ang susunod na kabanata. Pero ayon sa mga tao maganda ang track records ni Mayor Navarosa at tiyak mananalo kung sinoman ang kanyang magiging kalaban. Kaya ipinagmamalaki ng buong lalawigan ng Aklan ang pagkatao ni Mayor Navarosa katulad din ni Mayor Maming sa sobrang kabaitan sa kapwa at hindi na-involve sa anomang anomalya. Pahayag ni Mayor Maming ang nasabing proyekto ay itatayo sa lupa ni Gov. Marquez sa Banga na ang lawak ay 27 hectares. Nang hindi pumirma si Mayor Maming sa nasabing building permit ay kaagad sinuspendi ni Marquez. Noong Abril 13, 2010 ay inabsuwelto naman ng Malakanyang si Mayor Maming na nilagdaan ni Executive Secretary Alejandro Mendoza. Ibig sabihin walang kasalanan si Mayor Maming at pulitika lamang ang dahilan kung bakit siya sinuspendi ng walang kalaban-laban ni Marquez. Pero natuloy pa rin ang nasabing proyekto dahil pinirmahan ang building permit ng bise alkalde ni Mayor Maming. Ang Biomas plant ay siyang nagsu-supply ng enerhiya sa buong Aklan. Sa kasalukuyan napakaganda ngayon ng Banga, Aklan sa pamumuno ni Mayor Maming at itinuturing isang sikat na bayan sa buong bansa. Napakalinis ng Banga at disiplinado ang mga tao sa pangunguna ni Mayor Maming. Sa totoo lang walang krimen na nangyayari sa Banga at maunlad na bayan. Ayaw kasi ni Mayor Maming na magulo ang kanyang lugar at dapat pamarisan ng ibang bayan sa buong bansa. Milyun-milyong mga proyekto ang nagawa ni Mayor Maming sa kanyang lugar matapos pagandahin ang munisipyo at iba’t ibang park. Ipinatayo din ni Mayor Maming ang SB building, palengke at iba pa. Kaya ang Banga sa panahon ngayon ay isang napakagandang tanawin at maituturing na turistang lugar dahil lamang kay Mayor Antong Maming. Maging pitong taon gulang pa lamang na mga bata sa Banga, Aklan at ibang lugar ay kilalangkilala na si Mayor Maming dahil mnapakahusay bilang isang ama ng nasabing lungsod. Kung iisipin natin itong mga bata’y pagdating ng takdang panahon para sila’y bumuto ay tanda na sa kanilang mga isipan na ang iboboto ay si Mayor Maming. Kaya payo ko lang kung sino ang lalaban kay Mayor Maming sa susunod pang halalan ay huwag na kayo tumakbo at sayang lang ang inyong pagod. SANG magandang tam balan ito sa lungsod ng Pasay, ang pagka-panalo ng magkapatid na Calixto at kapwa kasalukuyang opisyal ng lungsod sina Vice-Mayor Tony Calixto ay nahalal bilang mayor ng lungsod sa katatapos may May 10, election habang si 2 nd district Councilor Emi Calixto Rubiano naman ay nanalong lone district congresswoman. Kaya kino-congratulate natin ang tagumpay na natamo ng magkapatid dahil nanalo sila sa kauna-unahang Automated Counting machine sa bansa. Hindi nito, kayang ibenta ang dangal at ipahamak ang kanyang mga kababayan para lamang sa interes ng ibang tao. Nograles allays Noynoy’s fear of ‘power vacuum’

nent winner in the presidential race, said could create a “power vacuum” that could lead to public anxiety. Nograles, in a statement, said Aquino has been “misinformed” and clarified that he was only citing the constitutional provision that states that June 30 is the “ultimate deadline” for proclaiming the country’s top two leaders. “I would be the last person who would even try to imagine a vacuum of power in government,” he said. He said there would be no delays in the proclamation “so long as all the canvass votes and documents needed for an authentic and duly-executed COC [certificate of canvass] are present.” The Congress is set to convene on Tuesday as the national board of canvassers (NBOC) that will officially tally COCs for president and vice-president.

DepEd Tech-Voc continues to produce nationally-certified graduates THE Department of Education’s strengthened technical vocational (tech-voc) curriculum continues to produce a new generation of highskilled workforce as it has generated a total of 1,751 holders of competency certificate after hurdling various skills tests administered by a national certifying body. “With the kind of training and preparation we are providing our students, we anticipate an increase in the number of tech-voc graduates who pass the highlycompetitive skills test of Technical Education and Skills Development Authority (TESDA),” said Education Secretary Mona Valisno. Under the Strengthened Technical-Vocational Education Program (STVEP), DepEd supervises a total of 282 tech-voc high schools where stu-

Presidential spokesman blows top over poll fraud question AFTER refusing to answer a question on a new accusation of cheating in the May 10 polls, Malacañang’s chief spokesman lashed out at media recently saying that the question should be thrown to the one making the allegation. Presidential spokesman Ricardo Saludo told media to throw back to Makati Rep. Teodoro Locsin Jr. his claim that the Palace was behind a socalled whistleblower on poll fraud.

More than 11,000 pass licensure exams for teachers BASED on the results released recently by the Professional Regulation Commission, 4,835 or just 15.44 percent of the 31,306 examinees passed the LET for elementary education, while 6,483 out of the 27,802 examinees or 23.32 percent passed for secondary education. Only 4 out of the 109 examinees who were graduates of the Accelerated Teacher Education Program likewise passed the exam. The LET was given on April 18 in 13 testing centers across the Philippines and in Hong Kong, the PRC said. Western Visayas State University has the highest passing rate for LET for elementary education, with 71 passers out of its 84 examinees or 85 percent. For secondary education, the University of the Philippines in Diliman posted a 100 percent passing rate, followed by the University of Santo Tomas with 89 percent.

Section 18 of R.A. 7836, known as the Philippine Teachers Professionalization Act of 1994, states, “Every registrant shall be required to take his professional oath before practicing as a professional teacher.” Mass oath taking for the LET passers will be held based on the regional testing centers, and the dates and venues can be found on the PRC website. Oath taking tickets are available at the Office of Professional Teachers, 3rd Floor, PRC Annex Building for NCR and Region IV passers starting May 26, and at the PRC regional offices for the passers from the other regions, according to the PRC release. It added the requirements for the issuance of Certificate of Registration and Professional Identification Card (ID) are the following: • a duly accomplished Oath Form • latest Community Tax Certificate (Cedula) • one 1" x 1" picture (colored with white background and complete name tag) • two 2" x 2" pictures (colored with white background and complete name tag) • metered documentary stamp for the Oath Form • initial registration fee of P600 • annual registration fee of P450 for 2010-2013 Successful examinees should likewise personally register and sign in the Roster of Registered Professionals, the PRC said.

ETROIT, Michigan – Resting here at a Filipino friend’s house after the conference that I attended in Chicago ended two days ago. It was the 4th International Conference on Climate Change (4th ICCC) sponsored by the Heartland Institute, h t t p : / / w w w . heartland.org/events/ 2010Chicago/ program.html. Our think tank, Minimal Government Thinkers, Inc. (www.mini malgovern ment.net) is the only Philippine-based institute that was one of many co-sponsors of the event. I was given a travel scholarship by Heartland to attend the 3-days conference, and out of the 700+ people who registered and attended that big conference, I was the only one from the Philippines and from south-east Asia. Most of the participants there were scientists – physicists, geologists, meteorologists, climatologists, biologists, geophysicists, even former astronauts. Dr. Sevalstad had an interesting paper, “Geochemistry of Carbon Dioxide: The whereabouts of carbon dioxide (CO2) on Earth”, and he explained that CO2 follows certain cycles, like day-night, wet-dry, El Nino-La Nina cycles, and stay just a few days or months or few years, depending on where they are deposited (upper atmosphere, lower troposphere, land surface, ocean, plants and trees, etc.) and not “several hundred years” as propagated by the UN In-

tergovernmental Panel on Climate Change (IPCC). Dr. Kukla’s paper was entitled “Interglacials start with global cooling and end with global warming.” He looked at the “obliquity” or the angle of the earth on the Sun’s equator. He said that based on the angular position of the Earth through the recent years, global warming, especially in the tropics, will continue, and that humanity’s carbon mission has nothing to do with this climate cycle of cooling-warming. Dr. Steward’s paper was on “Empirical evidence (Paleoclimates) and the disconnect of climate change” and he showed that CO2 is a useful gas and food plant, that without CO2 there will be no plants, crops and trees on the planet and life will not be possible. And that based on plenty of scientific studies, more CO2 actually results in more and faster plant growth, bigger harvest of crops. The other science track that I attended had three speakers: William Kinonmonth of the Australasian

Climate Research Institute in Australia; Victor Velasco Herrara of the Institute of Geophysics at the National Autonomous University of Mexico; and Ian Palmer of the University of Adelaide, Australia. Prof. Kininmonth presented a paper on “Natural responses limiting anthropogenic climate forcing” and argued that manmade carbon emission cannot be a big factor in affecting the Earth’s climate. Dr. Herrara, a young physicist in Mexico, presented an interesting paper, “The new solar minimum and the mini-ice age of the twenty-first century”. He showed solar activity and inactivity via solar cycles and geomagnetic field index, and predicted a prolonged global cooling from 2010 to 2070. In the previous day’s presentation, a geologist from the Western Washington University, USA, was also observing the Sun and the Pacific Decadal Oscillation (PDO) and predicted that global cooling will start in 2014 and will last for the next 30 years or more.

While it was mentally tiring for a non-scientist to follow the presentations of those scientists who have been doing climate research work for years and decades, it was also very rewarding to realize that there are plenty of other factors, natural factors (the Sun, the ocean, volcanoes, geologic degassing, galactic cosmic rays, etc.) that affect the Earth’s climate, whether it is global cooling or global warming. That is why I never believe Mr. Al Gore, a politician and not a scientist, and the IPCC, a political and intergovernmental body, not a scientific body, in their “man-made global warming” claims. Late gain ends volatile week for the US stock market THE stock market had another tumultuous ride this week as disarray in Europe heightened fears of a global economic slowdown. Despite a late-day comeback on Friday, major stock indexes are down about 10 percent from the peak they reached in late April. Declines of that size are known as a “correction.” They are normal during a bull market and are even seen as a healthy way for a market to regain its bearings after a long period of uninterrupted gains. The correction that started this week is the first for the bull market that began in March of last year. Whether the correction has mostly run its course or turns into a bear market, defined as a decline of 20 percent or more, is anyone’s guess. Stock indexes ended with solid gains Friday after starting the day lower and dipping below 10,000; the Dow closed up 125 points. The Dow Jones industrial average plunged 376 points Thursday, its worst one-day drop in more than a year. Stocks are now about where they were in early February and down 2 percent for the year. Jacob Gold, a financial adviser and CEO of Jacob Gold & Associates in Scottsdale, Ariz., says the market collapse of 2008 is fresh in the memories of clients who have been peppering him with calls and emails this week. “They’re secondguessing themselves because they don’t want to end up giving the economy the benefit of the doubt and having it hurt them,” he said. “People are still licking their wounds from 2008 and they’re not in a po-

sition to put themselves at risk like they once did.” The immediate catalyst for this week’s sharp declines was deepening confusion over how Europe intends to get control of its public finances, restore order to financial markets and instill confidence in the continent’s shared currency, the euro. Germany broke ranks from its European neighbors this week, singlehandedly reining in speculative trading in European bonds. And on Friday it was rebuffed in its calls for harsh punishments for European countries that consistently flout rules on fiscal spending limits. Greece is struggling to cope with staggering debt, and investors fear it could end up dragging other economically weak European countries down with it. If Europe’s banks crack down on lending, the thinking goes, other banks around the world could follow suit, tripping up economies around the world. The unsettling news from Europe this week also reminded investors how tepid the US economic recovery really is in historical terms. Gross domestic product rose at an annual rate of 3.2 percent in the first three months of the year, but that’s not nearly as strong of a comeback as is typical after a deep recession. Companies also aren’t hiring that much, unemployment is still 9.9 percent and the housing market hasn’t recovered from its slump. “Normally you would get a much stronger snapback,” said Paul Ballew, chief economist at Nationwide Insurance in Columbus, Ohio, and a former senior economist with the Federal Reserve. “Given the magnitude of the downturn, growth should be much stronger than that already.”

US markets opened lower again on Friday, but a rally in financial shares helped stocks move higher. JPMorgan Chase & Co. and Bank of America Corp. were the biggest gainers in the 30 stocks that make up the Dow Jones industrial average. They and other financial shares rose after the Senate passed long-awaited financial reform legislation, removing a significant overhang for US banks. In other signs that some investors were regaining an appetite for risk, the price of ultra-safe Treasury securities edged lower after spiking on Thursday, the dollar edged lower, commodity prices stabilized and gold prices fell. The Dow rose 125.38, or 1.3 percent, to 10,193.39. The broader Standard & Poor’s 500 index rose 16.10, or 1.5 percent, to 1,087.69. The Nasdaq composite index rose 25.03, or 1.1 percent, to 2,229.04. About three stocks rose for every one that fell on the New York Stock Exchange, where consolidated volume was 8.1 billion shares, versus 8.5 billion shares Thursday. The Dow fell below 10,000 during early trading Friday before recovering. It last fell through that level on May 6, when it briefly plunged nearly 1,000 points in an afternoon rout that was its biggest intraday slide. Regulators have said they are still unclear on what caused that brief plunge. The three-week slide since the market hit its recent peak in late April has shaved $1.3 trillion of value from the S&P 500 index in the 19 trading days through Thursday. That’s more than the $1 trillion Europe and the International Monetary Fund pledged to shore up weak European economies.

UniOil slashes gas prices by P1/liter SMALL oil player UniOil Petroleum Philippines Inc. on Thursday reduced its gasoline prices by P1 per liter. The price rollback took effect at 2 p.m. and covered UniOil’s un-

leaded gasoline and Quantum Premium gasoline. The oil firm said the price cut was brought about by decreasing oil prices in the world market.

UniOil corporate communications officer Leah Flor said Thursday’s price slash brought to almost P2 the total price adjustment implemented by the oil firm this week.

Alliance Global Group Q1 earnings hit P2.2 billion ANDREW Tan-led conglomerate Alliance Global Group, Inc. increased its first quarter net income by more than a tenth on the back of strong sales from its real estate, food and beverage, and fastfood units. The company posted a consolidated net income of P2.22 billion from January to March this year, up by 12 percent from a year ago, the company told the Philippine Stock Exchange on Friday. Its net income attributable to its shareholders was P1.65 billion, up by a fifth from 2009’s P1.37 billion. Alliance Global’s consolidated revenues reached P10.5 billion, up

by almost a fifth from P8.86 billion in 2009. The company is behind real estate giant Megaworld Corp., beverage unit Emperador Distillers, and McDonald’s Philippines master franchiser Golden Arches Development Corp. Megaworld contributed 46 percent to the total earnings, while its consumer units delivered 43 percent. The company’s earnings before interest, taxes, depreciation, and amortization in the first quarter reached P3.3 billion, up 15 percent year-on-year. “Our first quarter results show AGI’s continued strength in the industries it operates in. We believe that we are reap-

ing the benefits of the business decisions we made in the last couple of years,” President Kingson Sian said in a statement. The company expanded its various businesses and recently ventured into the tourism industry with Malaysian company Genting Hong Kong Limited, which would build two resorts in Metro Manila with Alliance Global’s subsidiary Travellers International Hotel Group, Inc. Alliance Global said it would invest over $500 million (around P22.5 billion) for three hotel projects which would have 1,300 rooms in all.

Wedding customs, Pinoy style!

TRADITIONAL marriage customs in the Philippines and Filipino wedding practices pertain to the characteristics of marriage and wedding traditions established and adhered to by Filipino men and women in the Philippines after a period of courtship and engagement. These traditions extend to other countries around the world where Filipino communities exist. Kasalan is the Filipino word for “wedding”[1], while its root word – kasal – means “marriage”.The present-day character of marriages and weddings in the Philippines were primarily influenced by the permutation of native, Christian, Catholic, Protestant, Spanish, and American models. HISTORY. A typical ancient traditional Filipino wedding, during pre-colonial times, is held for three days and was officiated by a babaylan, a tribal priest or priestess.The house of the babaylan was the ceremonial center for the nuptial. On the first day, the couple was brought to the priest’s home, where the babaylan blesses them, while their hands are joined over a container of uncooked rice. On the third day, the priest would prick their chests to draw a small amount of blood, which will be placed on a container to be mixed with water. After announcing their love for each other for three times, they were fed by the priest with cooked rice coming from a single container. Afterwards, they were to drink the water that was mixed with their blood. The priest proclaimed that they are officially wed after their necks and hands were bound by a cord or ,sometimes, once their long hairs had been entwined together. In lieu of the babaylan, the datu or a wise elder may also officiate a pre-colonial Filipino wedding. After the pre-colonial wedding ceremony, while at the just-married couple’s residence, a series of giving-ofgifts ritual was also done to

counter the negative responses of the bride if asked to enter her new home, if she refuses to go up the stairs of the dwelling, if she denies to participate in the marriage banquet, or even to go into her new bedroom, a room she would be sharing with her spouse.

Spanish colonialism brought changes to these marriage rituals because of the teachings and conversion efforts of Spanish missionaries, which occurred as early as the 18th century. As a result, the majority of currentday Filipino weddings became predominantly Christian or Catholic in character, which is also because of the mostly Catholic population, although indigenous traditions still exist today in other regions of the Philippines. Parts of Filipino wedding ceremonies have become faith-centered and God-centered, which also highlights the concept that the joining of two individuals is a “life long commitment” of loving and caring. In general, the marriage itself does not only signify the union of two persons, but also the fusion of two families, and the unification two clans. REQUIREMENTS. The following are the legal requirements that must be met in order to marry in the Philippines. The CENOMAR can be secured from the National Statistics Office or its designated offices and branches. MARRIAGE PROPOSAL. The traditional marriage proposal in the Philippines takes the form of the pamanhikan or pamamanhikan or the “parental marriage proposal”, a formal way of asking the parents of the Filipino woman for her hand. In this custom, the would-be groom and his father and mother go to the would-bride’s home. Gifts of food or other items are brought by the proposing family. Once the proposal has been accepted, other matters discussed during this meeting include the wedding plan, the date of the wedding, the budget for the wedding, and the list of guests. The expenses for the wedding are generally shouldered by the family of the groom. WEDDING ANNOUNCEMENT. After the pamamanhikan, the couple performs the pa-alam or “wedding announcement visitations”. In this custom, the couple goes to the homes of relatives to inform the latter of their status as a couple and the schedule of their nuptial. It is also during this visits when the couple personally delivers their wedding invitations. The typical Filipino wedding invitation contains the date and venue for the wedding ceremony and for the wedding reception, as well as the names and

roles of the principal sponsors of the bride. Weddings in the Philippines are commonly held during the month of June. CEREMONIAL PROTOCOL. Wedding attire: Barong Tagalog; A Filipino groom wearing a collarless version of the Barong Tagalog. Bride’s garment; The Filipino bride’s attire is typically made of a custom-made white wedding gown. This is from the American influence of dressing the woman on her wedding day. Groom’s apparel; The Filipino groom’s clothing is the Barong Tagalog, a formal and traditional transparent, embroidered and button-up shirt made from jusi (also spelled as husi) fabric made from pineapple fibers. This formal Filipino male’s apparel is worn untucked with a white Tshirt beneath, and over a black pair of pants. Generally, the wedding ceremony proper in the Philippines includes the celebration of a one-hour long mass. The Filipin o groom arrives one hour earlier than the Filipina bride for the purpose of receiving wedding guests at the church. The bride will arrive later onboard a wedding car, then gets off the vehicle to meet her waiting groom. The groom could be waiting with his parents. Afterwards, the groom and the bride performs the bridal procession or the wedd i n g march. Duri n g the

ding attendants, three pairs – each pair consists of a male and female secondary sponsors – are chosen to function as lighters of the wedding candles, handlers of the wedding veils, and placers of the wedding cord.

Wedding rings and the arrhae. After the exchange of wedding rings by the couple, the groom gives the wedding arrhae to his bride. The arrhae is a symbol of his “monetary gift” to the bride because it is composed of 13 pieces of gold, or silver, coins, a “pledge” that the groom is devoted to the welfare and well-being of his wife and future offspring. Both rings and arrhae are blessed first by the priest during the wedding. Wedding candles. The lighters of the wedding candles, known as the candle spon-

cord is called the yugal and is customarily shaped or looped to form the figure of the number 8, a shape that signifies “everlasting fidelity”. Specifically, each loop of the cord is placed around the invidual neck-and-shoulder area of the bride and the groom. Apart from being made of silk, variations of the make of the wedding cord also include being a string of flowers and as links of coins. All of these signifies infinite marital bond. Wedding reception. During the reception, it is typical to use a pair of white male and female doves (placed in a bell-shaped white cage or receptacle hanging from the ceiling, which can be opened by pulling ribbons or cords). These doves symbolize marital harmony and peace. After their release from their cage, the person who catches them may take them home to rear as pets. Tossing the bouquet is not the common practice for the bride. Instead, the bride proffers it to the Virgin Mary, to a patron saint, or placed over the grave of a deceased f a m i l y member or relative. Filipino Muslim wedding. A wedding dance performed by a Yakan couple from Mindanao. Filipino Muslims in the Mindanao region of the Philippines commonly practice pre-arranged marriages and betrothal. These marital discussions involve the agreement on the dowry. The Tausog people’s wedding include the pangalay, a celebration or announcement performed by means of the playing of percussion instruments like as the gabbang, the kulintang, and the agong. These two veils signify the clothing of two individuals who have become one due to the ceremony of marriage. Another form of veiling ritual is the placing of a single white veil over the shoulder of the groom and on the bride’s head. Wedding cord. *** WEDDING SUPERSTITIONS. FILIPINOS HAVE ALSO DEVELOPED SUPERSTITIONS THAT ARE RELATED TO MARRIAGE AND WEDDINGS. Pre-colonial Filipino superstitions include the groom or the bride should avoid traveling before the nuptial to prevent accidents from happening, the bride must not wear pearls as these are similar to tears, performing a procession composed of men holding bolo knives and musicians playing agongs to drive away evil spirits. Other Filipino beliefs include that typhoons occurring on wedding days may bring bad fortune; that – after the wedding ceremony – the bride should walk ahead of her husband or step on his foot to prevent being dominated by the male spouse; that an extinguished candle during the ceremony served as an omen that the groom or the bride will die soon (depending on which candle was smothered by the wind, the one at the groom’s side or the bride’s side); and that an accidentally dropped wedding ring, wedding veil, or wedding arrhae will cause marital misery.
