• Description: WCS’ services focus on prevention/intervention for adults and youth who are at-risk of becoming involved in the criminal justice system, and successful community/family reintegration for those who have already been involved in the system. The WCS Behavioral Health Services Division assists individuals who are in need of treatment programming due to their mental illness, drug addiction, alcohol abuse, or a

combination of these. Clients access services while they are working towards family reunification and/or resolution of criminal matters.

ARC Milwaukee Women’s Program

• Description: Serves women who are 18 years of age or older, who have a substance use disorder, and are referred by the Wisconsin Department of Corrections. Referrals are made by the WI Department of Corrections Probation and Parole Agent.
Services are provided in a safe and homelike environment that fosters dignity and respect for women and avoids retriggering trauma. ARC promotes healthy connections to children, family, significant others, and the community. ARC supports and empowers women to make durable changes to improve their health, socioeconomic condition, and the welfare of their families.
Genesis Lighthouse in Milwaukee

• Description: The mission of Genesis in Milwaukee is to facilitate successful integration of citizen returning to communities from correctional facilities. As a Christian faith-based program, Genesis offers a comprehensive, transformational program that assists with housing, employment training, job placement, financial literacy, and management to enhanced family development. Residential programs offer programming to address substance use disorders, mental health, parenting, pro-social skill development, anger management, trauma, family education, domestic violence, and cognitive behavioral therapy and drug screening.

Meta House

• Description: Women and their children live on-site while receiving intensive, aroundthe-clock care. Weekdays are filled with primarily individual and evidence-based group therapy sessions, in addition to process and discussion groups (Recovery Talk, Stages of Change, Stress and Anger Management, Recovery Management, and Seeking Safety). Additional treatment offerings include outside support meetings, yoga, mindfulness, health education, and living skills. Most groups are facilitated by clinicians.
Mental Health Emergency Center (MHEC)

• Description: MHEC is the new county-wide psychiatric emergency department, prioritizing patient-centered, recovery-oriented, and culturally informed care. Services include 24/7/365 emergency mental health services for adults, children, and adolescents (assessment, stabilization, and treatment) and connections to ongoing treatment and supportive services. There are six adult inpatient beds for short-term stabilization if needed.

• Description: Our Space seeks to empower individuals living with mental illness and substance abuse issues to achieve their full potential by providing recovery-oriented, person-centered services and programs, in a safe and accepting environment. Among

other programs, Our Space offers a drop-in center (a voluntary day program providing members support and community) and the Parachute House (a holistic recovery-oriented program, offering private guest rooms and consistent support from Peer Support Specialists, who have lived experience and have been successful in their own journey to recovery).
United Community Center

• Description: UCC offers both adult men’s and women’s residential treatment programs, primarily for Hispanic residents. The Men’s Treatment Facility houses 15 clients in a space with a warm, inviting atmosphere that helps promote recovery via comprehensive support. The Women’s Treatment Facility houses 16 clients in single rooms and family suites. Women entering the program can bring their children (10 years and younger) into treatment with them.

Community Access to Recovery Services (CARS)
What is CARS?
For over 30 years, the Community Access to Recovery Services (CARS) Department of Milwaukee County Behavioral Health Services has proudly served adults living with substance use and mental health disorders. We provide a range of supportive services to Milwaukee County residents that are rooted in compassion and dignity. Our goal is to eliminate barriers to behavioral health services and increase our community's ability to thrive. The CARS Department strives to be a space that is equitable, diverse, and inclusive, giving everyone the freedom to be their best self.
A mental health, substance abuse or co-occurring disorder crisis can be very frightening. Knowing where to turn for help can improve your or your loved one’s chances of getting quickly connected to the necessary treatment and recovery services. CARS offers a variety of community-based access point locations that you or your loved one can easily visit or call.
The staff at each community-based access point location are specially trained to help you or your loved one begin the CARS assessment process. Working with you or your loved one, they will make recommendations for the treatment and recovery services that best meet your needs.

Harm Reduction
What is Harm Reduction?
Harm reduction is exactly what it sounds like: reducing the harm associated with using drugs through a variety of public health interventions. But the concept relies on more than these tools and begins, at the most fundamental level, with recognizing that all people deserve safety and dignity. It does not treat drug use as a moral failing.
Harm reduction does not encourage drug use. Rather, it acknowledges that drugs are widely available in our society and that every individual who uses drugs deserves support, without judgement, to live healthy, self-directed, and purpose-filled lives.
