InvestigationProcedure

Uponreceivingacomplaintfromeitherastudentoraschoolemployee,theadministratorshalldiscussthe allegationswiththecomplainant-victimtoobtainastatementofthefacts(eg whatoccurred,when,where,by whom,namesofwitnesses).Allcomplaintsaretobetakenseriously.Itistheresponsibilityoftheadministratorto investigatepromptlyandimpartiallyallclaimsofsexualharassmentandtotakeappropriateandequitableaction

Partiesshallbegivenanopportunitytopresentwitnessesorotherevidenceduringtheinvestigation

Informationregardinganinvestigationofsexualharassmentshallbeconfidentialtotheextentpossible,andthose individualswhoareinvolvedintheinvestigationshallnotdiscussinformationregardingthecomplaintoutsidethe investigationprocess Nooneshallretaliateagainstanyemployeeorstudentbecausehe/shefiledasexual harassmentcomplaint,assistedorparticipatedinasexualharassmentchargeorbecausetheyhaveopposedlanguage orconductthatviolatesthispolicy Retaliationwillresultindisciplinaryaction Iftheinvestigatoristhealleged harasserorwitnesstotheincident,analternateinvestigatorshallbedesignated.

MetroCatholicSchoolrecognizesthatalcoholanddrugabuseisaserioussocietalproblemthatdoesnotrespectany grouporage,andthatthedependencystageofalcoholanddrugabuseisatreatableillness.Healthandsocial problemsofyouthareprimarilytheresponsibilityofthefamily

AseducatorsintheChurch,we,inanefforttoprovideadrug-freeenvironment,callourselvestocharityand compassionforthesickandconcernforeachstudent Wealsorecognizethatwehaveanobligationtothecommon, aswellastheindividual,welfareofourpupils Continuingeducationalprogramsforparents,teachersandstudents conveythemessagethatdrugandalcoholabuseisharmfulandusageisnotpermitted Preventionprogramsare implementedatallgradelevels Appropriatesanctionsaretobeimposedonthosewhoviolateanyoftheprovisions ofthispolicyoranylocallaworstatuteconcerningillegalsubstances

Astudentinvolvedwithabusingchemicals,alcohol,breathsprays,tobaccoproducts,mood/mind/behavioraltering drugs,"look-alikes",ordrugparaphernaliaisinviolationofthelaw.Therefore,astudentshallneitherpossess,use, transmit,transfer,sellorconcealanyofthesesubstancesorparaphernalianorconsumeorpossessanyalcoholic beveragesorintoxicantsonschoolgrounds,orduringandimmediatelybeforeorafterschoolhours;onschool groundsatanyothertimewhentheschoolisbeingusedbyagroup;offschoolgroundsorwhileinanyplaceor locationforthepurposeoforrelatedtoattendanceataschoolsponsoredactivity,functionorevent;onaschoolbus orvehicle;oratanyothertimewhenthestudentissubjecttothesupervisionoftheschooloridentifiableasaMetro CatholicSchoolstudentinsomeothersetting.Ifastudentarrivesatoneoftheabove-mentionedeventsinviolation ofthispolicy,theparentswillbenotifiedimmediately Thejudgmentofthechaperonesisfinalandthestudentmust leavetheactivityinthecompanyofaparent.

Intheeventofaviolation,disciplinaryprocedureswillbefollowed,uptoandincludingexpulsion.However,the schoolwilloffersupportivehelptothestudentandparentsincopingwiththeproblem Althoughthegoodofthe studentandtherespectanddignityofeachuniqueindividualremainsanimportantconsideration,thewell-being, properfunctioningandgreatergoodoftheentireschoolcommunitymustbeconsideredofprimaryimportance An atmospherefordevelopmentandcontinualgrowthinaCatholicenvironmentistobeensuredforall.

ThreatPolicy

Sincementalhealthprofessionalsarecontinuallyaddressingtheareaofriskassessmentforviolentorpotentially violentbehavior,thispolicywillbereviewedperiodicallyorasneeded

● Anyandallstudentthreatstoinflictanyharmtoselforothersmustbetakenseriouslyimmediately

● Whoeverhearsthethreatshouldreportitimmediatelytotheprincipal.

● Inappropriatecases,thepoliceshouldbenotifiedimmediately

● Ifthepolicearenotified,thestudentshouldbekeptintheprincipal’sofficeundersupervision

● Theparent/guardianofthestudentwhohasmadethethreatshallbenotifiedimmediately

● Anyadultortheparent/guardianofanystudentswhohavebeenverballymentionedaspotentialvictimsor listedinwritingaspotentialvictimsshallbenotifiedimmediately.

● Incertaincases,thestudentshouldbesuspendedandnotbeconsideredforreadmissiontoschooluntila comprehensivementalhealthevaluation/riskassessmenthasbeenconductedbyapsychiatrist/psychologist (Ph.D.).Ifapsychiatristperformstheprimaryevaluation,he/sheshalldeterminethenecessitytoutilizea psychologist(PhD)performstheprimaryevaluation,he/sheshalldeterminetheneedforpsychiatric consultation TheevaluationshallcomplywiththeprovisionsofORC230551

● Theprincipalshallprovidethementalhealthcareprofessional(psychiatristand/orPhD psychologist)with allrelevantfacts,includingbutnotlimitedtoaggressivebehavior,detailsofthethreatasknowntothe principal,copiesofanydrawingsorwriting,disciplinaryhistoryofthestudent,behavioralconcerns,and thenamesofanyknownvictimsorpotentialvictims Pleaserefertothereleaseformthatfollows

● Theprincipalshallreceiveawrittencomprehensive,detailedevaluationandreportadocumentedtreatment planinaccordancewithOhioRevisedCode230551fromthementalhealthcareprofessionalsstatingthe basis(factualandriskfactorsandtestingresults)uponwhichhe/shedeterminedthatthestudentisnot/does notposeadangertoselforothers.Thereportshallalsoaddresstheconcernsraisedbytheprincipaltothe mentalhealthcareprofessional.Theevaluationandreportshallbemadeavailabletotheprincipalwhowill sharethemwithlegaland/ormentalhealthcareconsultantsandadministrationassistingtheprincipalin his/hereducationregardingthereadmissionofthestudenttoschool Thementalhealthcareprofessional (psychiatristand/orPh.D.psychologist)shallprovideafollow-upassessmentofthestudentwithin30days, ifthestudentisreadmittedtoschoolandshallprovidetheprincipalwithacopyofthefollowupassessment and/orevaluationandshallinformtheprincipaliftherapy,counselingand/ortreatmentwillbeneeded and/orprovided.

● Counselingshouldbemadeavailabletochildrenwhoarevictimsofthethreateningbehaviororwho observedthethreateningbehaviorifitisdeterminedthatsuchcounseling,ifneeded,andparental permissionisgranted

● Documentationfromthementalhealthcareprofessionalsconcerninganystudentsaretobeplacedina separate,confidentialfileandshouldnotbeapartofthestudent’sacademic/disciplinaryfilewithaccess onlybytheprincipaland/orpastor Thisdocumentationmaybekeptforaperiodofoneyearbeyondthe timewhenthestudentleavestheschoolasaresultofexpulsion,withdrawalbyparent/guardian,graduation ornon-readmissionbeforebeingdestroyed.

YouthGangsPolicy

Youthgangsandgang-relatedactivityareprohibited.Agangisdefinedasanynon-schoolsponsoredgroup,usually secretand/orexclusiveinmembership,whosepurposeorpracticesincludeunlawfulorantisocialbehaviororany actionthatthreatensthewelfareofothers Gangactivityincludes:"recruitment","initiation",amannerofgrooming, hairstyleand/orwearingofclothing,jewelry,headcoverings,oraccessorieswhichbyvirtueofcolor,arrangement, trademarkorotherattributedenotesmembershipinagang,displayinggangmarkingsorslogansonschoolor personalpropertyorclothing,havinggangtattoos,possessingliteraturethatindicatesgangmembership,fighting, assault,hazing,extortion,establishingturf,useofhandsignals,gangvocabularyandnicknames,possessionof beepersorcellularphones,possessionofweaponsorexplosivematerials,possessionofalcohol,drugs,ordrug paraphernalia,attendanceatfunctionssponsoredbyagangorknowngangmembers,exhibitingbehaviorfitting policeprofilesofgang-relateddrugdealing,beingarrestedorstoppedbypolicewithaknowngangmember,selling ordistributingdrugsforaknowngangmember,helpingaknowngangcommitacrime,oranyotheractiondirectly resultingfrommembershiporinterestinagang.

Ifastudentissuspectedoridentifiedasbeingamemberofagang,showsinterestinjoiningagang,initiatesor participatesinanygang-relatedactivity,orhasbeenapproachedforrecruitment,anyorallofthefollowingsteps maybetaken:

1 Parents/guardianswillbecontactedimmediatelyandappropriateinterventioninitiated

2. Abehaviorcontractwillbepreparedstatingtheconditionsforthestudentremainingintheschool.

7 Studentsmaybesuspendedand/orexpelledasalreadyoutlinedintheschooldisciplinepolicies Parents/studentswillbeheldliableandfinanciallyresponsibleforallformsofvandalism.

Realizingthatgangactivityisacommunityconcern;communicationwillbemaintainedwiththepolicedepartment andpublicschoolofficialsonallmattersrelatedtogangactivitywithinthiscommunity Involvementand jurisdictionofschoolauthoritiesingangrelatedincidentsoccurringoutsidetheschooloroffschool/parishproperty willbedeterminedincooperationwithdiocesanlegalauthoritiesandthepolice,andwilltakeintoconsiderationthe natureoftheincident,thesafetyofthestudent,theeffectoftheincidentonotherstudents,andthegoodorderand functioningoftheschool

4. Policiesandproceduresrelativetoscheduling,supervisionandattendanceatschoolsponsoredevents,held duringtheschoolday,intheeveningoronweekends,whetherheldonschoolpropertyoratotherpublic facilities

5 Policiesandproceduresestablishedrelativetoparticipationinandattendanceatschoolsponsoredathletic functionswhetherheldonschoolpropertyoratotherpublicfacilities

6 Insistenceonparentcooperationinnotpermittingchildrentohost/attendunsupervisedpartiesoractivities

Inordertoassiststudentsinthedevelopmentofpositiveself-esteem,decision-makingskills,andsocialvalues, educationalprogramsandactivitieswillbeprovidedasjudgedappropriatebytheprincipal

The parent(s) and/or guardian(s) of an enrolled child at Metro Catholic School hereby gran (“School”), which is operated by the Partnership Network of Cleveland (“The Partnership”), and/or their agents consent to record (in writing, remotely or otherwise), photograph, audio tape, or videotape the minor child’s name, image, likeness, spoken words, schoolwork or school projects, in any form, regardless of whether the child is on or off school property (“Recordings”) and to display, release, exhibit, publish, or distribute the Recordings, or any part thereof, for any lawful School or Partnership use or purpose including, without limitation, use on bulletin boards, websites, social media sites, print and electronic media, marketing publications, public relations and communications materials and/or presentations, and any other uses as may not be contemplated herein, without further notice or compensation I further understand that by entering into this informed consent and release, and by granting permission as stated herein, I hereby release the School, the Catholic Diocese of Cleveland, the Bishop of the Catholic Diocese of Cleveland, The Partnership Network, and their respective officers, directors, agents, employees and/or attorneys from and against any and all liability, loss, damage, costs, claims, and/or causes of action arising out of or related to the above items to which I have consented. I further understand that the Diocese, School and their respective officers, directors, agents, employees and/or attorneys have no control over use of photographs, videotapes, audiotapes, or other records made by others and/or outside the scope of this consent and release Finally, in signing the handbook I acknowledge that all Recordings pursuant to this Release shall constitute the sole property of the Diocese of Cleveland and the School
