Nipawin reduces flat fee – the base tax – in tax bill Devan C. Tasa

The Town of Nipawin has set its tax levy – and it has decided to reduce the portion that every property owner must pay the same dollar amount for, the base tax.

Coun. Joyce Watts said the reduction is part of a three-year strategy.

“One of the goals was to reduce the base tax and we used the criteria we had done during budgeting,” she said.

“We used the criteria we had done during budgeting and we had identified essential services. The base tax has to pay for the essential services that were identified.”

“To get our base tax to meet our essential services as we’ve calculated,” said Rennie Harper, Nipawin’s mayor, “will take us a couple of more years.”

Residential owners will pay a $1,350.72 base tax plus approximately 0.362 per cent of their property’s total

assessed value. Last year, the base tax was $1,537.

Comparing this year’s total tax bill to last year’s is difficult due to the fact that all property values were reassessed. The average assessment increase in town was 35 per cent; all of the different categories of property vary wildly from that.

If somebody owns a home assessed at $125,000, they will pay a total of $1,803.72.

Commercial property owners will pay a $2,197 base tax plus approximately 1.25 cent of their property’s total assessed value. Last year, the base tax was $2,500.

If somebody owns a business assessed at $200,000, they will pay a total of $4,697.56.

Coun. Ray Serack said council examined a variety of options on how to tax Nipawin’s residents before choosing this approach.

The Town of Nipawin will collect a total of $4.4 million from taxes this year, an increase of 2.2 per cent.

The Second Melfort Girl Guides had an important job at the Melfort MS Walk.

They cheered walkers on and gave them pieces of watermelon and bottled water.

“We cheer people on to make them feel more confident,” said Ashlin Wallington, one of the guides. “We think it’s really helpful because if people didn’t have the confidence to do it, they probably wouldn’t want to do it.

They weren’t the only organization to help out the May 28 walk. The Air Cadets led the walk off. The Pathfinders ran the children’s area. The Amateur Radio Club marshaled the walk. The SaskTel Pioneers took care of the barbeque.

“It’s one of the biggest fundraisers for the MS Society,” said Stephanie Taylor, the walk’s co-ordinator. “The money raised goes towards research and our ultimate aim is to find a cure for MS.” As of the end of the walk, there was $18,300, with more expected to come within the next two weeks.

Laurie Murphy, the Saskatchewan MS Society’s programs and services director, said among the communities she goes to, Melfort is quite generous.

“Melfort has been a very strong community. They have been very successful at not only reaching their target fundraising goals, but surpassing them. It’s a very, very giving community.”

There were more than 75 walkers and 11 teams on the walk. All of them would have passed by the Girl Guides, who were working towards earning the Lady Baden-Powell badge.

“It is our highest honour and we want to participate in it to earn it, so we had to do a community project and spend at least 11 hours on it,” Payton Brady said.

This was the second event the Guides helped out with. The first one was a sock hop for the North East Outreach and Support Services.

“We’re just really excited to have everybody come together and just really support people with MS, both here in the community and throughout the province,” Taylor said.

Murphy said the money raised by the event was important.

“It is important because we want to be able to fund world-class research to find new treatments, the cause of MS and, ultimately, find a cure.”

She added the society also has programs and services that aim try to enhance the quality of life for those with multiple sclerosis.

Melfort, Tisdale and Nipawin all have support groups for the condition.

“They come together,” Murphy said.

“It’s for mutual support, talking about best practices, helping to network when it comes to whatever services and programs in their own community, and bringing in the people who are newly diagnosed and help guide them on that journey with MS.” Taylor said the walk has another important function.

“It’s also just showing people who live with MS that we’re here and we want to help you out and we want to find a cure for MS.” Murphy said it was an exciting time in Saskatchewan for research into the disease. There are now two MS specialist neurologists in the province and the MS clinical research chair is based out of Saskatoon.

The race co-ordinator also acknowledged the efforts of the volunteers, walkers, donors and sponsors in making the even possible.

Easy election timing solution

A

collision between the provincial and municipal elections in 2020 represents an opportunity to make improvements to both elections.

Elections Saskatchewan has suggested moving the provincial election to April 2021 because Devan C. Tasa the municipal elections are scheduled to take Editoral Comment place five days after the planned provincial election date of Oct. 28, 2020.

Alternatives include moving the municipal elections to seeding season in April or having the provincial election early.

The suggestion comes because there’s fear that voters will get confused and tiring of campaigning with two elections going on.

I’m not convinced that will be the case. In fact, the two elections should be moved to the same day.

Why? The largest reason is voter turnout. Municipal elections have abysmal turnouts, around the 30 per cent range. Provincial election, on the other hand, tend to have more than 50 per cent. Why not take advantage of that? If citizens are there to vote for their MLA, they might as well vote for their mayors, reeves and councillors while they’re at it.

Another reason to hold them at the same time would be to apply the same rules and scrutiny to municipal candidates as the provincial candidates do. Municipal candidates don’t even have to file how much they spent if it’s not in the municipality’s rules. The best way to do this: have Election Saskatchewan take over the administration of municipal elections, like Elections B.C. does over in British Columbia.

Why should we have to do some weird contortionism to spread provincial and municipal elections apart when there’s benefits to having them together.

Reality might disrupt planting plans

T

he numbers don’t seem to be quite adding up.

Or, if they do, they seem to be running counter to conditions, and earlier expectations.

The numbers in this case are from Statistics Canada, and relate to cropping expectations for Canadian farmers this year.

Overall, the numbers suggest farmers will plant an additional two million acres this season.

Not surprisingly the greatest interest is in canola, and its oilseed competitor soybeans.

The numbers suggest producers will increase canola acres to 22.4 million acres, up almost 10 per cent from last year and a new record high.

Soybeans, a crop unheard of across most of the Canadian Prairies a decade ago is becoming a major crop. The StatsCan numbers show Manitoba soybean acres to 2.2 million acres which is a 34.6 per cent increase from 2016.

In Saskatchewan, where soybeans are an even newer crop, the acreage is expected to triple from 240,000 acres to 730,000.

While the numbers don’t crystal ball the future, given the nitrogen fixing ability of soybeans, and farmers seeking alternatives to canola as an oilseed crop, the acres devoted to soybeans are likely to continue to grow in the years ahead.

related to a couple of old standard cereal crops.

Oat acres are anticipated to jump 20.6 per cent to 3.4 million acres. Given the oat milling sector here on the prairies, this will be seen as a positive in terms of supply.

And one-time crop king wheat, is at least expected to hold its acres at 23.2 million.

But the question is where the acres are actually coming from?

We are in a spring where a lot of 2016 crop was still in the field, and that is a pressure on replanting.

There are also significant acres that were wet last fall, and remain so this spring. With the calendar turning to June any amount of moisture could leave at least some of those wet acres idle.

The same moisture issues means a lot of slough acres which might be cropped in dry years, are not going to be planted in 2017.

While Statistics Canada numbers are never guaranteed, planting is too volatile for that, this year farmers clearly hoped to put in huge acres, perhaps as a buffer to softer price expectations.

But conditions are likely to roadblock the big planting that farmers had planned.

In fact, it would not take a lot of moisture in the next couple of weeks to drop the expected acres significantly.

Four charged in Tisdale vandalism spree Four have been charged in connection with the recent spree of vandalism in Tisdale.

There were break and enters, mischiefs and thefts at eight commercial and recreational locations.

The two Tisdale youth and two Tisdale adults, who were unnamed by Tisdale RCMP, are facing 61 Criminal Code charges and are due to appear in court over the next few weeks.

The total amount of damage and loss of property is estimated to be between $20,000 and $50,000.

A search under a warrant on James Smith First Nation resulted in the seizure of marijuana, cocaine and drug related paraphernalia.

Erica Moostoos has been charged with possession of a controlled substance and possession for the purpose of trafficking.

She made an appearance in Melfort Court May 28.

As for naming the name after a corporation or other bodies in exchange for money, that wasn’t something that was really discussed, as there was no one that offered such a deal. Melfort passed a policy in June 2016 allowing corporations to buy naming rights to some of its facilities. No one has acted on that policy.

The game itself did not go tremendously well for Team North as they were beaten 19-15, with Team South scoring the go-ahead touchdown on the final play of the game.

Despite not getting the result Team North was looking for, Rogers, who also served as Team North’s head coach, was very pleased with the effort put forth by the players.

“As a team we overcame a lot of adversity throughout the game and I’m very proud of how they all played. That’s not just my guys but everybody in that, when things didn’t go our way, at no time did they ever consider packing it in and calling it a day.”

It was one of those days, said Rogers, who noted that they could not get a break.

“If anything was going to go against us it seemed to go against us.”

The bad breaks started early for the north as they gave Team South a short field in the first couple of minutes, thanks to a short field and a bad bounce.

“We had a short punt that actually bounced backwards and screwed up our coverage... so it actually squirted behind us it was short to begin with and so that hurt us right off the bat.”

Team North did manage to tie the game but they could not keep the score tied as Team South scored

again at the beginning of the second quarter.

That is when Team North suffered more bad luck as starting quarterback Taylor went down with an injury and was forced to sit out the rest of the game.

Despite losing their starting quarterback and having to use Brett in a position he did not spend much of the week practicing, Team North did not miss a beat as they scored a touchdown just before halftime to take a 14-13 lead into the half.

Looking to extend their lead in the second half the north missed a pair of field goals and came away with just a single point instead of six.

“That happens in high school football,” noted Rogers.

With the north clinging to a 15-13 lead, Team South took over possession in the dying minutes and threw up a prayer with no time left and that prayer was answered as they scored the game winning touchdown.

“It was a great football game, it was just unfortunate. We had just about everything as a football team that could go against you go against you from every bounce to all that sort of stuff and we still only lost it right at the end.”

With their high school careers coming to an end, a number of local football players got one last chance to put on the pads at the 2017 Saskatoon Motor Products Senior Bowl in Saskatoon .

The Melfort Comets led the way at the May 22 game with six players selected to the team including quarterback Troy Taylor, tight ends Braden Olson, and Adam Meyers, wide receiver Riley Gibson, defensive lineman Levi Vedress, and safety Carter Hiebert.

David Rogers, the Comets’ head coach, was pleased to see six of his own players selected to the team.

“It says a lot about their abilities and what they chose to accomplish as football players.”

Having those players selected to Team North is huge not only for the players but also the Comets football program as a whole, said Rogers.

CUPE rails against provincial cuts at public forums Devan C. Tasa

The provincial government’s budget cuts were a politically-based choice, not a fiscally-based one.

That’s what Tom Graham, the president of the Canadian Union of Public Employees in Saskatchewan emphasized at a public forum held in Melfort May 24 and Tisdale May 25.

“We’re here trying to raise awareness around the provincial budget and, most importantly, how it’s not necessary to have these austerity measures, that there are alternatives to the revenue shortfalls the government’s concerned about.”

As part of the budget, the province cut $54 million from school divisions’ operating budget. The union calculates that spending per pupil is down $505.

Graham said it remains to be seen if there will be layoffs, but if that’s the case, he predicts larger class sizes and less supports for intensive needs students.

The union is concerned about changes to legislation that reduces the autonomy of school divisions. Thanks to the changes, the education minister has the power to change the rules without needing the approval of the

legislature. There’s also more conditions on the grants given to school divisions: they now have to spend certain grants on certain items instead of allocating it where they think it’s needed.

The result is to negate the public’s desire for a local, autonomous school division – a desire that made the government back down from its plans to amalgamate the divisions, the union said.

The union is also concerned about other cuts made in the budget, as well as downloading to civic governments.

“They say they’re saving money, but they’re just shifting the costs onto other people,” said Cheryl Stadnichuk, a researcher with the union.

Graham said he’s not pleased with changes the province has made to its tax system. By choosing to raise PST, it hurts the average person that spends a greater portion of their incomes on goods. By choosing to cut income taxes on individuals and corporations, those that make more income will save more.

The union said if the government didn’t cut income taxes, that money would cover the education cuts, cuts to municipalities, STC and the hearing aid plan that was eliminated.

Graham said if he was in charge, he would focus on using income taxes to raise money instead of using sales tax, so that those that make more would pay more.

“I wouldn’t be giving the corporate world a tax break.

For what purpose? It makes no sense. They can wait their turn.”

The union president said those that are upset about the province’s budget can still act.

“It’s important that people understand that the choices

are there and that they need to insist with their locally elected politicians that different choices need to be made and that this is unacceptable.

The budget may have passed, but that does not mean it can’t be changed.”

In Loving Memory of Marie June Dagg Marie June Dagg was born Marie June Kowalchuk in Kamsack, SK on December 21, 1945.

She was the second oldest of five children (Dan,1Jim, Bev, and Dave), born to the late Metro and Pauline Kowalchuk. She grew up on a farm outside Kamsack, SK where she developed a love for animals…except snakes due to a dead snake incident, and maybe pigs after one escaped and ran her over as she tried to herd it!

Marie attended Saskatchewan Technical Institute in Saskatoon, SK where she trained as a Certified Nursing Assistant. Once her training was complete, she moved to Tisdale, SK and began working at the Tisdale Union Hospital where she especially enjoyed caring for young children. It was in Tisdale where Marie met her future husband, Ray Mervin Dagg (although Ray admits he noticed Marie in Saskatoon while they were both attending Saskatchewan Technical Institute).

Little known for many years, Marie became pregnant with Ray’s child, and gave birth to a baby boy they named Duane. Marie and Ray made the heartbreaking decision to give Duane up for adoption one month prior to being married on March 2, 1968. Twenty-nine years later in 1997, Marie and Ray found their son, now named Warren Ballance, in Okotoks, AB. Warren is the oldest of four boys in his family, and was a little shocked to learn he also had three full sisters!

Once married, Marie and Ray moved from Tisdale to Prince Albert, then Uranium City, back to Prince Albert, and eventually made their way back to Tisdale to raise a family. They made good friends along the way and kept in touch with many of them. Marie and Ray raised three girls, Rheann, Leslie, and Kim on their acreage outside Tisdale.

Marie and Ray owned and operated an ESSO service station in Tisdale for a number of years where Marie worked in the office. Eventually, Ray began to work in northern SK and Marie worked in Tisdale for various businesses (i.e. Tisdale Recorder, BowMar), always making sure she was home for her girls after school when they were young. As the girls became older, Marie took a job with Wood Country in Tisdale doing books. She retired from Wood Country in 2005.

Marie was a wonderful wife and mother who fully supported her family. Raising three girls while Ray worked away certainly had its challenges, but Marie handled it with ease (even though the girls sometimes drove her crazy)! She became involved in the organizations her girls joined (i.e.

4-H Club Leader, gymnastics judge, etc). When the girls were old enough to go out, Marie’s biggest concerns were that her girls were safe. She drove the girls and their friends many places, and the girls knew they could call anytime (day or night) for a ride. Marie even became known as Mama Dagg to many of the girls’ friends.

Marie enjoyed gardening, camping, curling, knitting, music, family, animals, and a good visit over coffee (or something stronger). She always sacrificed her needs for the good of her family.

Marie will be remembered as a strong, kind, and selfless wife and mother who looked after everyone before herself. She never complained and took everything in stride. Her character is best demonstrated when she was diagnosed with cancer in January 2017 until her passing on May 9, 2017 at the age of 71. Marie had many reasons to cry or be angry about her diagnosis. Instead, she remained strong and continued to say she felt good every time she was asked. Even while in the hospital, she was concerned about everyone else getting enough rest, and to eat. She will be dearly missed by all.

Marie is survived by her husband Ray of 49 years, children Warren (Jennifer) Ballance, Rheann (Lee) LaClare, Leslie (Shon) Penner, Kim (Wade) Salmond, grandchildren James & Tyson Ballance, Arizona, Ruger, Laken & Fischer LaClare, Marty, Jorja & Luke Salmond. Marie is also survived by her brothers and sister, as well as numerous nieces and nephews.

When the Tisdale Trojans were created 30 years ago, the AAA league wasn’t sure how long they would last.

“When the organization was given the franchise, they were told that it would only be for three years, we’d likely wouldn’t last because we’re in a small community,” said Pat Bladen, the team’s treasurer.

Ten times that amount of years later, the team – the only community-based team in the league that isn’t privately owned or supported by a town – is celebrating its longevity over an August weekend.

“We want to blow our horn, that 30 years later we’re still here and that our community has supported us for 30 years.”

The celebration weekend will begin with a welcome back and registration on Aug. 18. Heather Westgard has been collecting scrapbooks and photos of the team since 1988, while Wayne Styan, whose son played on the team in the 1990s, has also collected memorabilia.

“We’re having all that memorabilia on display on the Friday night,” Bladen said.

On Aug. 19, the day will begin with golfing, followed by a 3-on-3 tournament in the afternoon and tours of the team’s new dressing room.

In the evening, there will be a banquet that’s open to the public. There will be an open mike session for former players and volunteers to speak

about their experiences. The team is also hoping to have Will McLarity, the team’s first president, speak. He was the one that spearheaded the committee that worked to get the franchise when Humboldt folded their AAA team in favour of their new Saskatchewan Junior Hockey League team.

“Tisdale decided to put a bid in and they had a short time from the time they were granted the franchise until they had to put a team on the ice,” Bladen said, adding it was a matter of months.

The weekend will end Aug. 20 with a goodbye brunch.

Involved in the committee to organize the event are Bladen, Joanne Luck, Westgard, Trevor Styan, Terry Ellis and Dwight Olson. They have been planning for six months. They have sent invitations to 400 people so far.

“We really want people to spread the word,” Bladen said. “If you know anybody you know was involved with the Trojans, send them off a text, email or phone call and say, ‘hey, come on down to the anniversary.’”

The team has also given back to the community. It replaced the seats in the arena and recently built a dressing room.

Bladen said the 30-year milestone will only come once.

“Being a billet and being on the executive, I’m excited to see who all’s going to come back. Hopefully some of my past billets will and I know lots of billets that don’t billet anymore would like to see their billets come back too.”

Naicam Heart for Art is working to get art back into the community.

This included their second kids’ paint class held at Naicam School on May 16.

Bonnie Leicht, with the group, said that items like kilns and pottery wheels are becoming more and more popular so they are fundraising to possibly get these things in the schools.

Instructor Jocelyn Jensen, who also does the Heart for Art learn-topaint nights, came into the school and helped the students get started with shading and other painting tips.

Besides having the same picture to paint with the Grades 1 to 3 painting a fish and the Grades 4 to 6 painting a panda bear, they all turned out quite different, said Leicht.

Everybody saw the same picture, said Leicht, but it was great to see what the kids could do with it. All the kids got to take their paintings home, she said and they were pretty pumped about it.

“Kids want to do more and hopefully we’ll do some more in the future.”

More art in the community is also being done with adults with two learnto-paint nights already under their belt and a prairie chalk sign with Prairie Lily Farm House, all of which were well-received, said Leicht.

“Being that lots of the moms are going to these paint nights, kids are loving it because they get to do their own painting.”

According to Leicht, Naicam Heart of Art is not going to be all about what can be put on canvas but also things like cooking classes.

“I think we’re just trying to do a little bit of everything and something different for people to get out.”

Jensen has always loved art and she wanted to pass that on to the Naicam area.

“We want to try and give children the opportunity to experience some different art and mediums. We are hoping to eventually run some form of regular art classes.”

While instructing the students, Jensen definitely notices the enthusiasm they put into their own work.

“So exciting to see their faces lighting up with pride at the masterpieces they created.”

NE Midgets celebrate the season that was “We were so close.”

That was head coach Darren Opp’s opening remark at the North East Midget AA awards banquet held May 26 in Nipawin.

“At the start of the year I don’t think anyone put us in the league final but we were there.”

Opp commented that throughout the entire history of the hockey team, this season saw the highest number of rookies and the least number of graduates.

“We quickly all started to play the same game and by after Christmas we were pretty hard to beat”, he added.

NE’s team play took them all the way to the best-of-three Centre Four League final where they suffered a heartbreaking double overtime loss to the Saskatoon Riverkings in the third and deciding game.

Opp thanked the players, parents and manager Trevis Sturby for a great year before recognizing assistant coaches Trevor Amundrud, Randy Schnell and Mike Simons. He noted how much extra dedication and sacrifice it takes for a non-parent coach like

Carrot River Light Horse 4-H

We had another incredible four months at 4-H and it was really fun.

The 4-H club had a confidence-building clinic and an English clinic with Ellen Thompson in April at the Southern Cross Arena.

We also had a Trail and Barrel clinic in May. When the older kids did the barrels the younger kids would do trail and vice versa. The Cloverbuds came a little later so it was mainly the

Juniors, Intermediates, and the one Senior.

We have a few things happening later in the year. We have a Horsemanship clinic on June 3. We have our annual Horse Pull Fundraiser on June 17 which is our biggest fundraiser; please come and support our club.

Lastly, we have our Achievement day on June 24 at the Carrot River sports grounds east of Carrot River.

We want to show off all we have learned this year so please come and see us at our Achievement Day on the 24th.
