May 2020 Project Update PROJECT BACKGROUND

PROJECT SCHEDULE

Parkallen experienced flooding during the intense rainfall events in 2004 and 2012 and has been identified as a neighbourhood that is at risk of flooding during severe storm events. The Parkallen Flood Mitigation Project was initiated with the objective of reducing the risk of flooding during high-intensity, low-frequency rainfall events. The selected concept includes two dry ponds: one in the school site, and one in Ellingson Park, as well as two sewer upgrade areas, located in separate areas of the neighbourhood.

EPCOR is expecting that construction of the dry ponds will start the week of May 25, 2020. The dry ponds will be constructed concurrently. The construction schedule is as follows: • Site Set-up: May 2020 • Excavation: May-July 2020 • Drainage Infrastructure installation: June - September 2020 • Landscaping and Recreation Amenities: August - September 2020 The dry pond areas will likely be inaccessible for approximately 16 months during construction, sod placement and growth. This timeframe will be dependent on the weather during construction and the quality of the growing season after sod placement.


WHAT IS HAPPENING?

SEWER UPGRADE WORK

First, the topsoil will be removed from the pond surface and hauled offsite. Once the removal of the top soil is complete, a survey crew will layout the design and the pond excavation will begin.

Further work is required on the sewer system outside the dry pond area for this project. The work areas are outlined on the map in blue.

The installation of the sub-drain collection system will be done as sections of the pond are completed.

Alley south of 67 Avenue and west of 112 Street

After the sub-drain collection system has been installed, the remaining landscaping work will be done which will include topsoil, sod, recreation amenities and other fixtures.

• The work is anticipated to start the week of June 1, 2020 and is expected to be completed by the beginning of July 2020, weather permitting.

Surface feature restoration and installation (walkways) will be done at the same time as nearby grading and landscaping to ensure minimal disruption to already completed work.

• The alley will be closed for the duration of the construction for safety. Residents will be asked to park on the roads while construction is underway,

TRAFFIC ACCOMODATION - DRY POND CONSTRUCTION No road closures are expected for the dry pond construction with the exception of a three week road closure on 68 Avenue between 111 Street and the school parking lot during Summer 2020. This work is scheduled to start in July and further information will be provided in a community update closer to the start date of the work. Please note, all sidewalks will be maintained during construction, with flag personnel assisting the public during construction activities and contractor vehicles will be parked within the dry pond fenced area.

TRUCK HAUL ROUTES Construction access into the Parkallen Neighbourhood will be from 109 Street. In addition: • Access into the Parkallen Dry Pond will be built on 111 Street, with truck access from 70 Avenue and 65 Avenue. • Access into the Ellingson Dry Pond will be built on 65 Avenue and 112 Street, with truck access from 65 Avenue. • Once school resumes, no haul times will be established to coincide to when students are arriving and departing school.

• The sidewalk on the northside of 67 Avenue will remain open. Along 62 Avenue and 112A Street • The work is anticipated to start the week of June 22, 2020 and is expected to be completed by the end of September 2020, weather permitting. • A full road closure will be in effect for the duration of construction in this area. • The sidewalks will be closed and the construction area barricaded for the duration of the construction. Residents will be asked to use back alley access.

DUST COVID-19/PUBLIC INFORMATION SESSION Work performed by EPCOR has been designated by the Province as an Essential Service; this includes our construction projects. While EPCOR has suspended some in-person services to protect our teams and customers, we remain hard at work. Social distancing, appropriate hygiene and modified approaches to our work have been added to our safety protocols. We intend to move ahead with this project; however, we recognize the changing impacts from COVID-19 may create challenges in how we execute our projects. A public information session was planned to be held prior to construction mobilization; however, due to social distancing protocols we are unable to host this event. Further information about construction activities will be available on our website at epcor.com after May 18, 2020.

COMMUNITY GARDEN EPCOR is actively working with the Community Garden Committee on the final design for the replacement community garden currently located at Ellingson Park. The replacement garden will be constructed between September and October, weather permitting.

Dust will be kept to a minimum. This will include utilizing water spraying systems, limiting stockpiles, limiting operations in windy conditions, as well as ample street monitoring/cleaning. The graveled access to the dry ponds will minimize mud tracking onto the road. All loaded trucks importing and exporting materials to and from site will be tarped. Roads affected by hauling will be cleaned as required. Parking will be prohibited on both sides of 111 Street and 65 Avenue to allow for better road maintenance.

SAFETY The construction site will be fenced off and marked as a restricted area. We will take every precaution to ensure public safety. Please keep a safe distance from the work site and the equipment.

HOURS OF WORK Typical hours of work will be 7:00 a.m. to 7:00 p.m. Monday-Saturday, If required, construction may occur on Sunday from 9:00 a.m. to 7:00 p.m. EPCOR will do everything possible to manage noise associated with construction. We will ensure that the work is completed within the requirements of the City of Edmonton Noise Bylaw.
