Welcome to the first Town Crier of 2015 and a Happy New Year to our readers and advertisers. This month we look back at some of the key events of last year as well as forward to what are likely to be the highlights ahead, especially the Island Games which take place at the end of June. We hope that the Town Crier will continue to provide parishioners with useful information about what’s going on in St Helier and about the range of community activities which add so much interest to life in our busy Parish. Unfortunately January’s increasing day length is unlikely to mean rising temperatures – especially for the brave individuals taking part in the first New Year’s Day swim in the Jubilee Marine Lake – so this month we include information about the Parish’s winter weather planning, with advice about what to do if you are worried about your heating bills or those of a neighbour. In spite of the cold, we hope that you will enjoy your work, education, entertainment and leisure activities this month, with lots to look forward to in the year ahead.

One of Europe's finest contemporary theatre companies visits Jersey Arts Centre from 27 January as Ontroerend Goed presents its award-winning show, Sirens. Having taken the Edinburgh Festival Fringe by storm in 2009 with Once and for All We're Going to Tell You Who We Are So Shut Up and Listen, the Belgian group presents a new show about women, performed by women. Taking an opposite route of the mythological monsters from which their show takes its name, Sirens is full of confusions and contradictions, but also power and sparkling wit, showing the true experiences of 21st Century women dealing with everyday sexism and casual misogyny – one not to be missed!

Want to access your artistic side in the new year? Jersey Arts Centre is running a brand new Evening Painting course for adults, starting on 14 January and running for six weeks.

Whether you are an experienced artist, or just enjoy painting, this course is perfect for anyone wanting to learn about different mediums and a wide variety of techniques, plus there will also be a chance to learn some Art History. At just £60, this course is great for those with a small amount of time, but a lot of enthusiasm!

The first new exhibition of 2015 in Jersey Arts Centre's Berni Gallery kicks off with Imprint from Monday 5 January.

An exhibition by local artists with a focus on those who are working in print, the aim of the exhibition is to highlight this technique which is having somewhat of a resurgence, with interest growing in older, more handcrafted printing styles, such as etching, woodcutting and mono printing. As always, all exhibitions are free to come and look at in the Berni Gallery so pop in before 31 January.

St Helier’s preparations for winter A contingency plan has been

30th Anniversary of the Project Trident Scheme The Parish was

put in place for the winter period in case we should suffer any prolonged period of cold weather that may lead to disruptive conditions on bye roads and pavements.

The plan includes priority routes for schools, residential homes, nurseries and busy pedestrian routes, with special attention being given to pedestrian crossings and stairways.

The teams have priority routes which include busy hills and known black spots which will be salted using the vehiclemounted Snowex salt distributor, for which we keep a stock of thirty tonnes of salt. Hand-salting and pavement clearance also takes place in the town pedestrian routes and busy road junctions. Close liaison is maintained between the departments and other agencies including the Met Office, TTS, schools, Public Health, Ambulance Service and funeral directors, for which all can obtain special clearance programmes to meet their needs.

Should you need assistance, please telephone the Municipal Services Depot on 811708 Monday – Friday between the hours of 8am and 4pm. Messages can be left on this number which will be picked up by managers from 6am each morning.

Outside of these hours, emergency calls can be made to the Duty Centenier on 07829 722227, who will assess the situation and, if required, advise the emergency foreman. Emails sent to the Municipal Services Department will be attended to during normal office hours by one of the management team.

T

he Constable was invited to the City of London at the end of last year to be shown urban regeneration and open space projects. The visit was organised by Mark Boleat, a Jerseyman who is an elected Councilman and chairs the Corporation’s Policy & Resources Committee, as well as being Chairman of the Jersey Development Company and the CI Competition and Regulatory Authorities. The Constable said that the day spent in London provided lots of useful ideas on a range of subjects from managing the evening economy to the introduction of public hire bicycles, as well as the importance of creating clean, safe and attractive open spaces for town dwellers. continued on page 6

PARISH MATTERS NEWS FROM THE CONTINUED PARISH HOMES AND NURSERIES

No fewer than ten Constable’s Officers were elected at the end of last year and sworn in by Jersey’s Royal Court on two consecutive Fridays. The Parish’s Honorary Police force now has 41 officers out of a complement of 52. As well as the new recruits, John Keane started a new term of office with 19 years as an Honorary Police officer under his belt.

Avranches Day Nursery was sorry to say goodbye to Nursery Officer and Team Leader Jackie Burns (pictured left) last month, who has left the Parish to become a support worker at the States’ Children’s Services. We wish her lots of luck with her new job.

Westmount Day Nursery had great fun decorating the Christmas tree in the Rainbow Room last month in anticipation of Father Christmas’ visit.

The NatWest Island Games XVI T

he Weighbridge is going to be the venue for beach volleyball during the NatWest Island Games XVI, being held in Jersey next summer.

An estimated 650 tons of sand will be transported to the square and used to build two courts. There will also be changing and shower facilities, spectator seating, areas for officials and the media, all of which will be dismantled after the Games.

The transformation is expected to make the Weighbridge one of the focal points for Jersey 2015, which runs from 27 June to 3 July.

Games director Steve Bailey said: "We are delighted to have got all the permissions we need to create what will be a fantastic venue. We envisage virtually no disruption to traffic around the Weighbridge.

“Because Jersey's tidal range is so large it would have been impossible to erect all the facilities needed around the court; they would have been submerged twice a day. Instead we have a fantastic venue in the heart of St Helier, which will attract spectators and be a great competition."

Jersey companies Simon Sand, Normans, Houze Construction, and Jersey Scaffolding are all providing materials and support to construct the court, and there will be commentary and atmosphere thanks to Jersey's radio station, Channel 103.

Station Director Mike Huston said: "Channel 103 is very excited to be supporting the NatWest Island Games.

We shall be broadcasting live from the Weighbridge throughout the competition, entertaining the crowds between the action and providing the soundtrack to what is such a significant event for the Island."

Beach volleyball is one of 14 sports that are taking place at 32 venues across Jersey during the NatWest Island Games.

Around 3,000 competitors and a further 1,000 officials and supporters are expected to be in Jersey for it. But Islanders will see more and more activity as the start date gets closer, and not just from athletes.

In addition to the competitors vying to represent Jersey in the Games, hundreds of other islanders are preparing to support the event. Many are Waitrose Games Makers who will be the front line during Jersey 2015, ensuring that the event runs smoothly. They will be the face of the Games for the thousands of people involved and are currently going through training.

There are other ways in which the Games will become more apparent around Jersey. It is a tradition for the host island to produce a pin badge which is

given to all competitors and officials.

The design, which incorporates both the Jersey flag and island map, was created by 14-year-old Ben Volpe and voted for by the public, and will soon be on sale.

Toys of Indigo, the Jersey 2015’s mascot, are also on sale at Durrell Wildlife Park, Jersey Tourism and all three Waitrose branches. There is a limited supply of the soft toys, a replica of Durrell’s youngest silverback gorilla, and they cost £16 each, from which proceeds will go towards Durrell Wildlife Conservation Trust.

Born in 2012, Indigo is the only gorilla to be born at the park in more than a decade and was chosen as the mascot because of his youth and energy.

He is also the first living ambassador in the history of the games. Medal-winning athletes will receive a mascot gift each.

he switching on of the Christmas lights in St Helier was described as the best ever by many who attended. A procession led by the Jersey Scout Band and including Santa in his sleigh, Cinderella and her Ugly Sisters from the Jersey Green Room Club pantomime, Terence the Train and a range of other entertainers, left the Millennium Town Park and progressed through town to the Royal Square where the Dean of Jersey blessed the crib. Silver confetti was sprayed into the air as the lights were switched on, and thousands of people thronged the streets of St Helier for late night shopping. Overall, the switch on had a positive effect on the footfall in town, with an additional 3472 people counted compared to 2013, of which 2000 were counted at 6pm.

Feedback from the retailers has been that the event had a positive impact on sales.

The switch on was organised by Jason Maindonald of the Jersey Development Company.

CONSTABLE’S Comment PROMISES, PROMISES! n the last issue of the Town Crier I referred to the promises made by the new Council of Minsters during the elections for the top jobs in government; our Parish was going to be listened to (for a change!), would not have inappropriate development foisted upon it and would be given more control over its destiny. Fine words to be sure, and the best Christmas present any Constable of St Helier could wish for.

This month that commitment by the States to pay more attention to the needs of St Helier will be tested when the petition about the Jersey Gas site development is debated on 20th January (P.156/2014 – Gas Place: petition). You can read it on the States’ website (www.statesassembly.gov.je). Given the enormous number of housing units that are proposed for the northern part of St Helier, particularly if the brownfield sites around the Odeon are developed, the original proposal to build on the Jersey Gas site when it is vacated needs to be reconsidered.

The petition is calling for the Millennium Town Park to be extended towards St Saviour’s Road, with public parking to be

introduced underneath it.

I believe that St Helier residents have a legitimate need for more open space and parking facilities, particularly in this part of town which is going to become home to thousands of new residents in the next few years.

Of course, there will be a significant price tag if the States is to purchase the Jersey Gas site and use it for open space and parking, but in the long term it is an investment worth making.

Our Parish cannot be expected to meet the lion’s share of the Island’s housing needs unless the States recognises our residents’ right to the quality of life enjoyed by people with homes in other parts of the Island – basic amenities such as open space and space for parking. There will be a Parish Assembly ahead of the States’ debate on the Jersey Gas petition at 7pm on Monday 19th January at the Town Hall.

View on St Helier THE TREES ON UNION STREET

T

he demolition of the old quarter in Hue Street will always be remembered as a massive planning blunder. In one fell swoop, St Helier lost a whole chunk of character and history – but there was one aesthetic improvement that did come out of it. Union Street was widened out, allowing a line of trees to be planted along it. The States Architect of the time who was responsible for the scheme once told me that he had to battle for those trees to be planted. The then Public Services Department did not want trees planted in the pavement but happily they lost the argument and the trees went in. The first line of trees were silver birches, but these lasted barely a season or two. They were replaced with a different variety of tree which went on to thrive and the development of Cyril Le Marquand House, and more recently the Magistrate’s Court, allowed for further tree planting in the street. Over the years some of the trees died and these were replaced by other varieties, but between them the mix of trees grew to provide a substantial canopy of green which did much to offset the mass of hard edged, high density concrete which utterly dominates Union Street. Many might argue that the trees were the only pleasing thing at this end of the Street.

How sad then that regardless of their age they were chopped down in October. TTS had decreed that the roots were damaging the pavements and therefore they had to go. The only fore-warning was on small notices put up nearby in the preceding week.

These mentioned "removing existing trees and replacing with a new tree layout". But that was it. The public was advised to go on the States website for further information. Except that there was no further information on the website. The first that most people knew of the plans was when the trees started to come down, and only a single tree, outside Osprey House, has been spared.

And now the grim architecture of this area is exposed in its full lack of glory.

It is entirely possible that the trees needed removal, or at least some of them.

But will the new tree planting be as good as before? Or will we be getting smaller varieties of tree that won't damage the pavement (but which will never attain sufficient size to have any impact on the streetscape)? I suppose we now have to wait 20 or 30 years to find out.

But surely informing the public of the plans was essential? Past street improvement schemes have been presented to the public for comment and explanation. Has that simple courtesy now been dropped? Getting the public to have pride and 'ownership' of public spaces is generally deemed to be a good thing. But how can they have that pride if they are neither consulted or informed?

So perhaps after that there should have been a slightly more enlightened attitude to keeping the public informed of the plans for Union Street. But it seems Ministerial departments still opt for dictat over dialogue when it comes to the people of St Helier. So how often does the message need to be repeated? St Helier is a community! It is our town! Our environment! And we would like a say in it, thank you very much!

MAKE THE MOST OF YOUR HOME HEATING

eeling the post-Christmas blues? Cold, damp January can be a gloomy month but it’s also a great time to really appreciate the warm glow of a well-insulated and efficiently heated home. There are a number of ways to keep your property cosy and those of you who are already using heating oil will know how cost effective it is as a means of energy, especially as prices fell by up to 15% last year.

But if you are new to heating oil, or are considering installing an oilfired boiler, here are some interesting facts that might help you.

Studies have shown that a modern heating system generates 93% heat, and only 7% of the energy is lost through exhaust.

Of course, the efficiency of your heating depends on choosing the right system in the first

place and making sure your home is properly insulated; and that’s where it pays to get some expert advice.

There are many things you can do to make sure your system is running efficiently, so that you can maximise the cost savings. Get your boiler serviced by an OFTEC registered engineer at least once a year; make sure your radiators are properly bled (removing excess air that builds up in the system); and keep your thermostat and radiator valves set at a constant level, because a low level of background heat will be more effective than always turning the heat up or down, making the boiler work unnecessarily.

Significant improvements can be made to your heating system by investing in a new condensing boiler, which can be nearly 50% more efficient than an old non-condensing boiler.* You could also consider upgrading your controls to the latest energy efficient smart thermostats, which enable you to control your heating on the go with your smart phone or tablet.

This year Fuel Supplies will be introducing a new hybrid solar and heating oil system giving you the option to invest in an environmentally-friendly and cost effective heating method.

Recycling UPDATE T

he Parish had a surprise visit from its recycling partner, Didier Monier, at the beginning of November. Mr Monier was keen to see the new baler which had been installed in May, and was very impressed with its quality, size and weight. Mr Monier is keen to ensure the Parish achieves the best price for its commodities and provided advice on potential contaminants such as black plastic trays, which could cause a whole bale of plastic to be refused. He stressed the importance of correctly sorting and separating PET and PEHD plastics. The PET is mainly plastic drinking bottles and attracts a higher price than PEHD, which is the lower grade opaque plastic used for cleaning and washing liquid bottles.

Mr Monier explained that there is still not a viable market for the cheaper plastics used in margarine and yoghurt tubs and these should be put with the normal household waste for the incineration. He was pleased with the quality of the light card and paper mix bales and is keen to start sending these direct to the mill. He is also working on improving the price of the cardboard bales by moving the contract to a mill which is closer to St Malo, thereby reducing the transportation costs.

Mr Monier remains keen for the Parish to increase its recycling volumes and believes that with the new baler we now have the ability to increase our throughput and can now concentrate on promoting additional participation in the kerbside recycling scheme.

Fisherman’s

COTTAGE W

ith fabulous views across Havre des Pas and St Clement’s Bay, Fisherman’s Cottage offers much more than meets the eye. Tucked away on Mount Bingham, this charming cottage has been lovingly restored by the Parish of St Helier and is now a charming holiday let available to book all year round with a special 20% discount for St Helier parishioners until March 2015.

Sleeping up to four people with a double bedroom, walk-in shower, fully equipped kitchen and a lovely woodburning stove in the living area with a double sofa bed, the cottage provides a great home away from home, all within a 10 minute walk to the centre of town.

The private garden overlooking the bay is also great for surveying the daily bustle of Havre des Pas, framed by Victorian architecture.

The cottage has been furnished with everything you will need for your stay; with high-quality bed and bath linen, logs for the fire, kitchen utensils, crockery and cutlery, and a television with DVD player.

Staying at Fisherman’s Cottage is staying somewhere with a story; from a watch house to a home and then a garden shed, the cottage has had diverse uses over the years. During the excavation of the building, a clay pipe marked ‘RB’ was found amongst building refuse dating the property between 1740 and 1760. Over time, the trusses also moved a few degrees off centre due the original foundations

failing, but this quirky feature was kept in the restoration along with the joists which are made with the recycled ribs of ships which once docked in the harbour, identifiable by the large peg holes.

During the 19th Century the cottage was acquisitioned by the Board of Ordinance as part of its expansion of military defence on Town Hill, and from the original Purbeck Limestone flooring we can see that it was a building of high status. Despite this, other than a short stay by a lady and her young son during the Second World War, the property was abandoned as a residence and re-used as a gardener’s workshop.

Building work to restore the cottage to what it is today commenced in 2011 and completed in August 2012. The restoration team carefully dismantled and reconstructed the gable walls, reusing the majority of the original panelling and doors to keep the traditional feel.

Jersey Heritage now oversees the hire of the cottage and, since opening, has received excellent reviews from guests who have particularly enjoyed its fantastic location and superb restoration.

ooking for the highlights of last year in the stories and photos in St Helier’s monthly magazine, the Town Crier, we are spoilt for choice as it’s such a busy parish with so much going on. Here’s a selection from the Town Crier archives which can be found on the Parish website, www.sthelier.je

JANUARY The year was begun as is now customary with a commemoration of the Battle of Jersey (6th January 1781), including the chance for members of the public to take part in a tableau of the famous painting, ‘The Death of Major Peirson’. The 233rd anniversary of the Battle began with a walk following the route taken by the St Lawrence regiment of the Jersey

in St Helier Militia and a re-enactment in the Royal Square which was attended by the Lieutenant Governor, Sir John McColl.

An extension to the Parish’s cemetery at Surville was opened by the Constable on 29th January. The Dean of Jersey consecrated the ground and Alan Dun’s sculpture of an Aeolian harp was unveiled.

MARCH Our new young ambassadors were chosen at a dinner organised by the Parish’s Battle of Flowers Association. Michael Franca, Anya Skinner, and Samantha Sekirsky represented their Parish as dozens of events during 2014.

FEBRUARY Clive Barton MBE was elected Procureur du Bien Public to serve a 6th term of office.

‘Posh Paddlers’ took part in the Swimarathon on 15th March.

APRIL A team of gardeners from Rennes in Brittany visited the Parish after receiving a delegation from St Helier’s Parks & Gardens Department and Community in Bloom Group in 2013.

The Parish also received a visit from the Mayor and Mayoress of Douglas in the Isle of Man who visited the Parish’s day nurseries, residential homes and municipal depot.

MAY The Town Hall hosted a Liberation Day breakfast, sponsored by Waitrose Supermarket in Vallée des Vaux, as well as a Liberation Day afternoon tea.

On 12th May the Queen’s Baton Relay visited the Town Hall on its way around the Commonwealth ahead of the Commonwealth Games in Glasgow.

Free Gospel, a choir from St Helier’s twin town, Avranches, performed to a packed Assembly Room on 17th May.

JUNE The Jersey International Motoring Festival took place over the first weekend of June, with races on Victoria Avenue, Westmount Road and Mount Bingham.

The Jersey Evacuees’ Annual Remembrance Service took place on the Albert Pier on 22nd June, while the bombing of St Helier Harbour was

remembered at a service there. The Town Hall hosted La Fête Nouormande on the weekend of 14 & 15th June, with dancers in traditional costumes visiting from Guernsey and mainland Normandy.

JULY A month of sunshine and festivals included the Polish Festival and the Fête de St Hélier. For the second year running Broad Street, York Street and Parade Gardens came alive with stalls, entertainment and live music. The Mayors of St Helier’s three twin towns visited the Parish and joined in the festivities.

The Parish in Bloom & St Helier Primary Schools Picture Competition Awards evening took place on 17th July, and the Jubilee Marine Lake was opened after refurbishment on 18th July.

St Helier’s Battle of Flowers Association won three trophies in the

parade on 14th August with their seaside themed float, ‘Wish you were here’ to the delight of those who put in hundreds of hours in making paper flowers.

At the end of the month the annual Portuguese Food Festival took place at the Waterfront, while the Town Criterium Cycle Race was held on Sunday 24th August.

SEPTEMBER A new festival in town, the Halkett Hoedown for Headway, took place on Sunday 7th September raising thousands of pounds for the brain injury charity.

Local bands played live music on a stage throughout the day.

The Parish organised a visit to Avranches for the Band of the Island of Jersey and the Normandy Veterans Association. The Band gave concerts in St Helier’s twin town and marched behind the Jersey veterans when they crossed Pegasus Bridge at Bénouville on the following day.

The Visite du Branchage et des Chemins was held on 19th September.

OCTOBER The Parish entered two teams in the Jersey Marathon relay, the PoSH Hares and the PoSH Tortoises. The Tortoises did not beat the hares, however!

The General Election was held on Wednesday 15th October and a referendum over whether the Constables should retain their automatic right to sit in the States. St Helier was the only parish to narrowly vote ‘No’ in the referendum. Three new Parish Deputies were elected: Russell Labey and Scott Wickenden (No. 1 District) and Andrew Lewis (No. 3 District) while the Constable of St Helier was returned unopposed to serve a 6th term of office.

St Helier’s pétanque team ‘PoSH Pétanquers’ were invited to play a series of games in the ‘bouledrome’ (a former hippodrome) in Avranches.

NOVEMBER Remembrance Sunday was marked on 9th November with a service at the Cenotaph. In the afternoon a service was held for Islanders who died during their internment in Bad Wurzach.

The grand switch on of the Christmas lights in St Helier was marked with a procession from the Millennium Town Park to the Weighbridge.

On 20th November the Royal Court upheld the results of the elections for Deputy in St Helier No. 1 District following an administrative error by the Parish in the nomination form of one of the candidates.

The Band of the Island of Jersey played their final concert of 2014 in the Town Hall on 24th November.

DECEMBER St Helier’s Social Committee organised Christmas lunches for the Senior Citizens of the Parish over three consecutive Sundays with entertainment provided by Malcolm L’Amy (piano), the Hot Bananas and Musical Originals singers.

St Helier’s Battle of Flowers Association brought the summer float out of the Battle shed to take part in the Battle of Flowers Christmas Float parade around Liberation Square on Sunday 7th December.

Town cramming or quality of life?

Important Parish Assembly this month A Parish Assembly will be held at 7pm on Monday 19th January 2015 at the Town Hall to consider whether to support the proposition (P.156/2014) Gas Place: Petition, lodged by the Connétable for debate by the States on 20th January. In this article Simon Crowcroft explains why he is taking the petition to the States.

T

his month the States are being asked to request the Minister for Planning and Environment not to approve any planning applications for development on the Gas Company site and adjacent areas, other than a possible extension to the Millennium Town Park with underground parking if appropriate. The proposed relocation of Jersey Gas to La Collette offers a unique opportunity for the States to purchase the site and put it to benign alternative uses, such as increasing the amount of amenity space and car parking for town residents, shoppers and visitors.

The petition against the development was launched by Mr Bernie Manning, Chairman of ‘Friends of the Millennium Town Park’, and Deputy Judy Martin of St Helier following a public meeting held at the Town Hall on Wednesday 20th August last year.

In the report accompanying the petition the Connétable states: ‘The movers of this petition seek to protect the Parish of St Helier from being blighted by town cramming. If approved, the proposed development will lead to overcrowding and pressure on all amenities; it will have a harmful impact on the quality of life of residents in the neighbourhood, and on the infrastructure of this already crowded part of town.

I am fully signed up to the principles of environmental sustainability, and have always argued that the urban areas are the rightful place in which to concentrate new development, not only to safeguard the Island’s green fields and natural environment, but also because focusing residential and commercial development in St Helier, in particular, reduces the need for unnecessary commuter trips, and allows the urban

areas to benefit from the vibrancy that comes from being the capital of the Island.

The quid pro quo, however, must be that the town is not denied the generous amounts of parking and open space that are two key elements that make urban living an attractive proposition. St Helier needs more visitor and shopper parking in order to allow the retail and hospitality sectors to thrive, and to allow town residents who wish to own a car, especially for leisure and social use, to do so; while the benefits of generous amounts of open space should not need rehearsing.

The Parish of St Helier’s Roads Committee, as statutory consultee, considered the application in open session at its meeting on Wednesday 13th August 2014 and submitted a number of objections, including the failure of the scheme to include any shopper or visitor parking. The provision of such amenities as visitor parking and generous amounts of open space in large residential developments in St Helier were part of the amendments to the Island Plan made by the Connétable of St Helier and adopted by the States.

The area surrounding the Millennium Town Park is already densely populated; statistics in this respect were widely available throughout the long campaign by the Park’s support group to persuade the States to create the Park in the first place. The Park is already crowded in the evenings and weekends, and the idea that it can provide the open space needs of the residents of the proposed 300 or so apartments which are proposed for the Jersey Gas site, and recommended for approval by Planning Officers, beggars belief. The Planning Department has simply shelved the Open Space study carried out in 2008 which showed, amongst other things, that St Helier is already deficient in open space.

St Helier residents are urged to attend the meeting to find out more about the application and, if they support the Petition against it, to vote to support the Connétable’s arguments in the States.

t Helier House was opened by Queen Elizabeth, the Queen Mother, on 11th May 1963. Jacqui Jolley has been the Home Manager there for 11 years. Jacqui has 56 residents under her care with a team of dedicated care professionals to help her. In the second part of our series on the Parish care homes we asked Jacqui some questions about her job and St Helier House.

Jacqui, what brought you into residential care?

JJ After 17 years spent as a nurse with the States’ Health & Social Services department I felt as if I’d come to a crossroads in my career and was looking for a new challenge. A close colleague had become manager of a residential home of a similar size to St Helier House which must have planted the seed.

St Helier House celebrated its half century last year. How do you think residential care has developed over the years?

JJ I think in general we have a different attitude to old age now. Most of us are lucky enough to reach retirement age in relatively good health and the concept of moving into care takes some getting used to. When I started at St Helier House there were a number of residents who could have moved into supported housing schemes which were not available at the time. Today, however, there is more support available to keep the elderly at home longer and assisted living accommodation is more readily

available. In fact, the Parish of St Helier is planning assisted living apartments on the old Maison de Ville site with building due to start in early 2015, which we are all very excited about. Our residents now all require a certain level of care and would have difficulty in living independently at home.

Apart from location are there any differences in the facilities available at St Helier House compared to St Ewold’s?

JJ Apart from the challenges of operating in an older building we are able to offer all the services of our sister home at St Ewold’s. We can also offer a handy town location, good access to open space for walks or just sitting outside, and wonderful views over People’s Park to the sea.

How many residents can you accommodate and how many staff do you need to support St Helier House?

JJ We can accommodate 56 residents in single occupancy rooms and we have 43 permanent members of staff.

Can you accommodate married couples?

JJ Yes, we have successfully accommodated married couples in the past.

Can somebody thinking of going into residential care stay at St Helier House for a trial period?

JJ Yes, all potential residents are encouraged to visit as many times as

necessary before admission. After all, it’s such a life changing decision and not one that should be taken lightly. We welcome residents for coffee, lunch, even a weekend break for a taste of life at St Helier House before making that all important decision to move in.

Do you offer respite care at St Helier House?

JJ Respite care is available subject to availability.

Deciding to move into residential care and dealing with administration and funding can be very stressful for an individual and their family. What help and advice can you give them?

JJ Since the introduction of the Long Term Care scheme in July 2014, the Social Security Department has produced handy booklets explaining the new funding structure. These are available at Social Security, and information is also available on the States of Jersey’s website at www.gov.je. In addition, the Parish is lucky enough to have a Homes Liaison Officer (Julie Garrod, tel: 811856) who is able to explain and assist with the application process.

Finally, do you have vacancies at the moment and, if so, how would a person enquire?

Further to the article in our December Town Crier, part one of the Duke of Berry story, here’s part two:

ince 31st January 1814, HRH the Duke of Berry, nephew of the exiled Louis XVIII and of the guillotined Louis XVI, had been in Jersey, awaiting, and conspiring to hasten, the fall of Napoleon. Although he had arrived under a thinly-veiled incognito, he almost immediately became the centre of an extravagant social whirl amongst the privileged social classes in the Island. He also visited social projects such as schools and other objects of good works.

As was reported in the newspaper, wherever he went crowds flocked to his presence and his appearance was greeted by applause. How he found time among all the dinners and theatre visits and balls to undertake any espionage and military activity is rather a mystery. Still, then as now, Saint Helier remains a place to come for a good time!

On Saturday 9th April the States were sitting when the news arrived that the Allies had taken Paris, that Napoleon had been deposed and the Bourbon dynasty restored to the French throne. Overjoyed

by the victory and the prospect of peace, States Members decided unanimously to suspend the session and set off for the Duke's residence to offer him their congratulations. A crowd was already massing as the States Members set off in procession. On arrival at the Duke's residence, General Don made a speech wishing the Duke prosperity, and his uncle, restored to the throne, a long and happy reign. Jean Dumaresq, President of the States and Lieutenant-Bailiff, thanked the Duke for having deigned to stay in Jersey, and compared the Duke's exile to that of Charles II who also had found shelter in adversity among the loyal subjects of Jersey. His Royal Highness in reply said that he found it impossible to state how highly he appreciated, and was moved by, the welcome he had received and the support he had been offered by the people of Jersey. He said he would remember them to his dying day, and in saying that, placed his hand on his heart and, overcome with emotion, was unable to speak further.

War and Peace

ome people have remarked that it's odd that every year, mere days after having wished each other peace for the coming year, we gather to remember the Battle of Jersey and make a show of it in the Royal Square with muskets firing and historic uniforms and the re-staging of the famous picture of the death of

To give the Duke a fitting send-off and to celebrate the end of the long Napoleonic wars (or so was believed – Waterloo was yet to come), a grand review was held in Saint Aubin's Bay on Monday 11th April. It was a fine, calm day. General Don assembled all the artillery, the regiments of the line and of the Militia, and at 11 o'clock the Duke of Berry inspected the troops, passing along the line accompanied by His Excellency and a numerous entourage.

The Duke then took up a position on higher ground to observe the manoeuvres.

At noon, the artillery and infantry fired a salute, which was followed by a three-gun salute from 600 artillery pieces from the castles, forts, towers and batteries all round the Island. Admiral Hargood's flagship and other warships laying to in the roads also fired in salute. The effect of so much firepower going off at the same time was very impressive and was magnified by the booming echoes from the rocks around the coasts. It was reported that 20,000 people were assembled along the bay, and with all the troops, their weapons flashing reflections of sunlight, and the sparkling of the sea, the Royal visitor was delighted at the scene. The event ended with a ceremonial march past by the troops who saluted His Royal Highness.

The next day, the Duke of Berry left Jersey, and that was the end of one of the most remarkable, yet least commemorated, Royal visits to Saint Helier.

Major Peirson. But it's hardly war that's being celebrated – not in the least, rather it's liberation: a liberation which didn't come from outside but from within, from all over our Island and from all the population, Jersey people and foreigners, country folk and Highlanders, people who spoke Jèrriais, French, English and possibly other languages too.

In 2015 we'll be marking another historic battle: it's the bicentenary of the Battle of Waterloo which put an end to Napoleon's power and brought peace to Europe after so many years of war. We've still got some remnants of that war around our coasts and naturally enough in the heart of our Town as well. Fort Regent was built for the defence of Jersey against the forces of that Napoleon but had never played its destined role in that war.

The Battle of Waterloo involved military forces of many countries and languages and ensured the development of the continent for a long time – as the Battle of Jersey ensured Jersey's identity as wanting to govern itself and to be the master of its own destiny to live in peace.

Even if battles end wars, it's the peace and prosperity and freedom that follow that we ought to celebrate always.

TOWN CENTRE NEWS their agenda to address, and additional parking spaces at Snow Hill and Ann Court were made available in December.

In terms of the internet threat a steering group has been formed by the Economic Development Department, Jersey Business, CBS Services, me, the Jersey Consumer Council and Customer Service Awards to create a framework for retailers to complete a ‘health check’ for their business to identify key threats and overcome them. This will be released in February/March this year.

New Trade Group meetings planned for this month are the Parade, Charing Cross & Broad Street, the Weighbridge, Don Street & New Street, and Bath Street.

Christmas Retailer Drinks The Constable of St Helier and the Town Centre Manager invited traders and retailers to attend festive drinks at the Town Hall and to promote discussions amongst all trader groups. The attendees were delighted to have the chance to discuss trade and meet other retailers with similar issues and ideas.

Meetings have been held with the following Trade Groups West’s Centre, Conway Street, Colomberie, Halkett Place, Market Street & Halkett Street and the Retail Development Group.

Overall traders have a positive outlook, with the issues of parking availability and the internet top of their lists. I have been in communication with TTS about the lack of parking perception within the community and can happily state that this is something they have on

VALENTINE’S DAY, 14TH FEBRUARY On 14th February around the year 278 A.D., Valentine, a holy priest in Rome in the days of Emperor Claudius II, was executed. Under the rule of Claudius the Cruel, Rome was involved in many unpopular and bloody campaigns. The emperor was having a difficult time getting soldiers to join the army.

Claudius believed that Roman men were unwilling to join the army because of their strong attachment to their wives and families. To get rid of the problem, Claudius banned all marriages and engagements in Rome and Valentine, realizing the injustice of the decree, defied Claudius and continued to perform marriages for young lovers in secret. When Valentine's actions were discovered, Claudius ordered that he be put to death. Legend also has it that while in jail, St Valentine left a farewell note for the jailer's daughter, who had become his friend, and signed it ‘From Your Valentine.’

In St Helier this Valentine’s Day there will be several events taking place: • ‘Search for the Cupid’ treasure hunt will take place across the town centre where members of the public will have to find the ‘cupid’ within the retail window displays to be entered into a draw to receive a prize. Running from 2nd February – 14th February • ‘Love Colomberie’ – the Colomberie traders invite the public to join them in a celebration of Colomberie. Pop Up events will run from 2nd February – 14th February • Restaurants will run Valentine-themed menus and there will be buskers in town at the ‘Love Shopping, Love Thursdays’ late night shopping on 12th February.

GOOD NEWS NEW START for a New Year Monsignor Nicholas France Catholic Dean

I

n the Christmas cards you received recently what were people wishing you for the New Year? Was it to be a happy New Year? Or a prosperous New Year?

Or a sober New Year?

Whatever it was, we usually think of the New Year as a time to turn over the page to a new chapter in our lives. Most of us think of this in a positive way, wanting health and a contented life.

In reality, we know that things might not be so smooth. That’s why I wish you the courage to face what will come to you, for better or worse, in the next twelve months.

To the readers of The Town Crier I recommend a sure way to be happier and healthier. This can be achieved by being positive, giving up on negativity and cynicism. Surely you must have experienced a depressing feeling when reading some of the negative and cynical letters written to a certain daily paper in this Island? Of course people’s public and private lives have some human failings, and their ideas and projects may not always be brilliant, but let’s resolve this year to give everyone the break that we would like them to give to us.

When you look around the world and see corrupt leadership, even in some European countries, and when you see civil unrest and wars in many places, don’t you think we should count our blessings in being able to live in Jersey in 2015. More than that aren’t we lucky to live in St Helier, where despite multiple occupancy in so many properties, which creates tensions in families and tenants, there is so little violence or mindless vandalism. And in an Island of different languages, principally English, Portuguese and Polish, there is little community tension.

Yes, if I may continue to be positive and recommend it as a way to keep you happy, let’s be grateful for those men and women who put themselves forward for public service, especially in the States, where the team of ministers are very approachable and are trying to do their best for us. And, without sparing his blushes, aren’t we fortunate to have in Constable Simon a man of such integrity, intellectual ability and common sense. Aren’t we lucky to have a writer of books and plays as our philosopher prince? Portuguese, Poles and minority groups and organisations are amazed to have a mayor who takes an interest in them and supports them.

As a priest, I believe it is my job to encourage people in the world where so many things are discouraging without us even watching the TV news! Because Christ told us to love our neighbour as ourselves, I believe we should do this through thinking positive about one another and giving each other the encouragement we need to enter another year with a smile on our face.

appy New Year from the Deanery! Daphne and I wish you God’s richest blessings in this new year. It’s fifteen years since we celebrated the turn of the Millennium.

That went quickly! So this is the fifteenth time this century that we will have wished, hoped and perhaps prayed for a new start.

If 2014 was a difficult year then you may be especially looking forward to a new one. Sadly for some of us difficulties, family disputes and illnesses may be coming with us into 2015.

Yet we all hope for something NEW! New experiences, new holidays, new opportunities, new promotions, new hobbies, new furniture. There is an excitement about something new. It can be slightly scary: new school, new job etc, but there is hope in something NEW. The only problem is that I take the same old ME into the New Year; me, with all my weaknesses, fears, ability to get it wrong, say the wrong thing, fail to do the right thing. Sure, I take my gifts, experience, and talents with me but, if you’re like me, then you’ll know that it takes more than our own strength to get through our struggles, enjoy our opportunities and reach to fulfil our dreams.

“Look I am making everything NEW” – God’s words from the last book in the Bible, Revelation. There is a constant newness, freshness, dynamic ability to make thing different in the love of God who comes to us in the birth of Christ at Bethlehem.

If we take the old “US” to the Lord who made us and loves us, then His ability to make things including us new and fresh can really make a difference.

God be with you in 2015.

e mois de février en France est souvent assimilé aux carnavals et à Mardi Gras. La Section Française de Jersey, une nouvelle section faisant partie de la Société Jersiaise, organisera le 6 février prochain un carnaval qui aura lieu à Royal Square à 16h30 et finira à la mairie de St Helier. Cet évènement nous permettra de célébrer la Francophonie et les racines de l’île. Les enfants français faisant partie des classes de FLAM, basées à l’Alliance Française, participeront et se déguiseront pour l’occasion. Toutefois tous les autres enfants intéressés pour faire partie du carnaval seront les bienvenus puisque nous espérons que cette manifestation grandisse année après année. Les enfants défileront à travers King Street avec des lampions, de la musique et des cracheurs de feu, tout comme n’importe quel traditionnel carnaval organisé en France par chaque école pour leurs élèves. sually the month of February in France is the month of Carnivals and Mardi Gras (Shrove Tuesday). The Section Française in Jersey, a new French section part of the Société Jersiaise, will be organizing on Friday 6th February a carnival which will depart from the Royal Square at 4.30pm to end at the Town Hall. This is to celebrate the Francophonie and Jersey French roots. French children, part of the FLAM French classes based at the Alliance Française, will participate and dress up for the occasion. However we welcome all local children who are willing to take part to the event which we hope will grow year on year. Children will walk through King Street with paper lanterns, music and fire breathing artists, just like the traditional French carnivals that every single school in France organizes for their pupils. If you would like to carry on the spirit of the carnival, you can also enjoy the Granville carnival, the biggest in West France, which will take place from 13th to 17th February, a huge rendezvous and amazing atmosphere (www.carnaval-de-granville.fr).

Youth Arts Jersey

Wow! What a busy term we had at Youth Arts Jersey before Christmas. Our new membership is growing fast and we are still adding new workshops and club sessions to our ever-growing program.

We were delighted with both our Junior and Senior dance groups when they performed at the Eisteddfod in November, entering a section for clubs and associations which was new to this year’s Eisteddfod program. We were all extremely proud of their performances, especially as our dance clubs were only formed in September.

Several members from our drama group have just finished writing the first episode of their radio play which will be aired on our very own radio station, RYFM, soon. It promises to be a very

entertaining time travelling adventure!

Our drama club is also aiming to put on its first production in St James Church, which will be our new building as of the spring term, and we will begin holding auditions later this month.

Seven new RYFM crew members finished our ‘get into radio’ course in December and will now go on to either produce or present their own shows at Youth Arts Jersey. We currently have two shows broadcasting week days from 46pm and 7-9pm. You can listen live online at http://tunein.com/radio/RYFMs180189/.

Our under 18’s open mic nights have been well-attended and during the course of last term we have seen three new bands come together. Not only are the open mic nights free sessions but we

also provide free tea and pizza too!

Everyone under the age of 18 is welcome to come along and there is no pressure to perform, you are just as welcome to come and listen and enjoy the music.

Every other Friday we run an acoustic evening at Curiosity Coffee Shop (opposite Sand Street Car Park).

This is a lovely venue and it is a great platform for our members to perform. We now include a slot for our Youth Arts up & comers and this is the next step up for some of our new open mic artistes to perform at.

Youth Arts continues to provide and manage stage, sound and lighting equipment for various events. This is done as a training exercise for our young members. As soon as they have completed a crew course with us they are then able to set up and run the sound and lighting stages at all of our outdoor gigs. Last term we ran a stage at both the St Helier Bonfire Party and the Christmas Lights Switch On. This has been a fantastic opportunity for us as these events have also allowed our Youth Arts musicians to perform.

Every Friday afternoon we have film animation workshops and at the moment

the group are working on making a short promotional animated film about Youth Arts Jersey. They are aiming to get this finished this month and we can’t wait to see the end results of all their hard work.

Beaulieu Convent School’s creative arts department is proud to celebrate the work of its students with a fashion show, highlighting work from

Year 9 through to Year 13, on Thursday 26th February. The event is being held in aid of both the Multiple Sclerosis Society of Jersey and Little Miracles, and will be held in St Mary’s and St Peter’s Church from 6.30-9pm. Tickets cost £4 per adult and £2 per student.

The Parish has an annual turnover of more than £20m and a large property portfolio. The Director of Finance’s role will be to maintain the Parish’s sound financial controls, develop financial strategy and business planning, and ensure that the services provided to ratepayers are efficient and economical.

Candidates should be highly motivated and proactive, with up-to-date knowledge of local accounting standards and the ability to manage change strategically. They will be able to apply best practice to the continued

development of the Parish’s budgetary discipline and will have strong management and communication skills.

The successful candidate will be involved in planning, forecasting and budgeting, together with the management and development of the finance function.

The role provides the post holder with the opportunity to play a key role in the supporting and development of major projects.
