OUR VISION Project Access NOW (PANOW)’s vision is a world in which the need for our programs no longer exists. As our organization matures, we have begun to look more deeply at the systemic inequities in our society that negatively affect the social determinants of health. Our unique role, both as a trusted program implementation partner for the health sector and as a community service advocate for populations most in need, positions us to be an integral player in the struggle to achieve social justice.

CLASSIC CARE COORDINATION (CLASSIC) connects uninsured and low-income individuals with donated medical care.

PHARMACY BRIDGE offers low- or no- cost medications to uninsured and underinsured clients.

PREMIUM ASSISTANCE (PA) pays health insurance premiums for clients who earn slightly too much to qualify for Medicaid, but too little to afford premiums and out-of-pocket costs.

OUTREACH, ENROLLMENT, AND ACCESS (OEA) helps Oregonians enroll in health insurance and navigate the federal marketplace.

C3 COMMUNITY ASSISTANCE PROGRAM (C3CAP) supports discharge planners and social workers and connects low-income patients to the resources they need for safe hospital or emergency room discharge.

PROGRAM IMPACT Since the COVID-19 pandemic hit in spring 2020, PANOW has continued to be at the frontlines of an evolving response. As an organization that works with multiple Oregon health care providers, we are a key point of connection between medical providers, community members, government agencies, health care insurers, and others to identify and fill gaps in service and care.

Across all programs, our clients are largely low-income, from immigrant populations, not English-speaking, and/or undocumented. Over the past year, PANOW has become a critical access point for information about the virus, especially for these underserved communities.

PROGRAM IMPACT CLASSIC CARE COORDINATION (Classic) In 2019-2020, the Classic program worked closely with our OEA and PA programs to move more than 200 clients from donated care to insurance, creating capacity for others who need donated care and those who do not qualify for health insurance.

The program received 2,845 new referrals, despite being impacted by COVID-19 restrictions. The COVID-19 stoppage of non-urgent procedures created significant pent-up demand for donated health care services. Our staff continued to advocate for low-income, uninsured clients who often have difficulty navigating a changing system. Additionally, the program built and launched a new client tracking system that will better support health care providers donating care.

PHARMACY BRIDGE The Pharmacy Bridge program aided in the filling of 17,118 low-cost prescriptions, totaling $2,705,778 in savings for low-income patients.

The program began to authorize 90-day prescription fills (for the same $0$4 co-pay), leaving clients more money for essentials, minimizing trips to the pharmacy, and potentially reducing the risk of exposure to COVID-19.

PROGRAM IMPACT PREMIUM ASSISTANCE (PA)

$963,098

The Premium Assistance program remained key for community members who earned too much to qualify for the Oregon Health Plan (even just $1 too much), but too little to afford private health insurance. The program paid $963,098 in medical premiums, insuring 737 individuals from 550 households.

Program staff partnered with work and school groups to host virtual information sessions for employees, parents, and staff to learn about health resources, ask eligibility questions, obtain resources, and hear from experts.

OUTREACH, ENROLLMENT, AND ACCESS (OEA) The department enrolled 7,556 individuals in health coverage and provided 4,919 instances of health care system navigation assistance (representing about 5,764 people when accounting for their dependents and families).

Before the COVID-19 pandemic began, the program was able to reach many residents in need at local government offices. During the pandemic, the program shifted its model to provide remote assistance via phone, email, and video.

The department was awarded a competitive Community Engagement Outreach grant from the Oregon Health Authority, partnering with the organization Promotores de Salud to improve health care access for the Latino community.

Informational videos by OEA’s partner TV Jam and PANOW’s “Facebook live” sessions (hosted by PANOW staff) were particularly effective in reaching community members who are historically underserved.

PROGRAM IMPACT C3 COMMUNITY ASSISTANCE PROGRAM (C3CAP) The department responded to 19,543 requests for assistance, aiding 10,902 clients with access to basic services such as emergency housing, transportation, and food.

The department continued to provide support to partner hospitals, ensuring hospital beds remain available. This assistance was key during the COVID-19 pandemic, as helped to avoid unnecessary returns to the hospital for the same condition.

Additionally, the program helped to distribute $1.1 million in federal COVID-19 relief funds directly to the community.

19,543 REQUESTS FOR ASSISTANCE

PATIENT STORY Project Access NOW staff received word that a community member being housed at a local hotel (via the program’s emergency housing services) received a positive test result for COVID-19. C3CAP staff quickly facilitated a conversation between the hotel owner and a local healthcare provider. The hotel agreed to set aside rooms for COVID-19 quarantine, allowing low-income individuals with no other housing options available to stay safe, healthy, and quarantined from others for the recommended period. Individuals staying at the hotel also received medical attention and a range of other support services during their stay. With the success of this model, other hotels and healthcare providers began to follow suit and utilized C3CAP staff to help facilitate services and coordinate care. Through Project Access NOW’s secure web application, healthcare providers can access a customizable menu of diverse community services and receive real time support

VIRTUAL AUCTION Due to COVID-19, PANOW’s 2020 fundraising gala was canceled and a virtual auction was held in its place.

From a Willamette Valley wine tasting to a farm-to-table dinner (and much more!), our virtual auction was a celebration of all there is to be thankful for in Oregon, despite the challenges the year has brought.

With COVID-19’s devastating health and economic effects, funds raised at the gala were critical to the expanded services we were able to provide.

Additionally, PANOW was able to donate $36,000 in catering services, originally intended for our canceled event, to three Portland hunger-relief organizations.

TV JAM produces Spanish-language informational videos, bringing important health care information to the community. During 2019-2020, the company continued to partner with Project Access NOW to bring important health care and insurance enrollment reports to the community.

Throughout the pandemic their dedication to providing access to excellent health care services to our clients never wavered. Despite shut downs, cancellations and rescheduling of appointments, procedures, treatments and surgeries, our volunteers remained committed to seeing our clients and supporting their health and well-being.
