As thousands of children prepare to embark on their trickor-treating jaunts in neighborhoods near and far, it is best to once again revisit safety tips that can help ensure this Halloween is enjoyable and injury-free. • Visibility: Visibility is key when donning a Halloween costume. Children should be dressed in highly visible costumes so drivers can easily see them. Parents and chaperones also should be dressed in bright colors. Reflective tape and flashlights also make pedestrians more visible to oncoming cars. • Routes: Children and adults should plan their trick-ortreating routes ahead of time. This way they kids can be found quickly if they are separated from their groups, and parents can choose safe neighborhoods. Choose neighborhoods and paths that have the least amount of automobile traffic. • Walk, don’t run. Trick-or-treaters should stick to sidewalks and only cross the street at intersection crosswalks. Make sure kids know to avoid darting out between cars or cutting across lawns and driveways. When darkness sets in, fastmoving children can be difficult to see. • Visit only lit houses. Residents who don’t want to answer the door will typically leave their homes’ exterior lights off. Only visit homes that are decorated, bright and welcoming to trick-or-treaters. • Go in groups. Children should go out in groups and always be accompanied by an adult chaperone. • Costume safety: Everyone should wear well-fitted costumes that do not drag on the floor or impede mobility. Choose face paint over masks so that vision is not obscured. • Beware of fire hazards. Keep clear of jack-o-lanterns that are lit by real flames. Homeowners can opt for LED lights or other, safer methods of illumination rather than candles and open flames. Halloween is an exciting day for youngsters, and following a few safety can make the day both fun and safe

The Animal Welfare Society of Jefferson County is in dire need to find homes for kittens and cats. This “kitten season” which began in late winter and has continued through summer has left our shelter with 48 kittens. Many have been adopted into loving homes; however, kittens continue to be surrendered or abandoned at our door. These healthy, frisky, and cute as buttons kittens are now ready for their new homes and AWS is offering a discount for the month of October. Adoption fees include testing them for feline leukemia and FIV (AIDS), vaccinations, deworming, ear cleaning, flea checks, spay/neutering, and microchipping for identification. All of these services will be provided with an adoption fee of only $29.99 or 2 for $45.00. A feline assortment of colors and personalities await your visit to the shelter. ar accidents happen every day, and rare is the experienced driver who has not been involved in at least one accident during his or her time behind the wheel. Drivers or passengers who have been involved in previous accidents may react calmly when involved in another accident, but the experience of being in a car accident can be shocking to those people who have never before been involved in a car crash. According to the World Health Organization, there were 1.25 million road traffic deaths across the globe in 2013. But not every traffic accident involves a fatality, and many are minor incidents in which all involved parties walk away unharmed. Unfortunately, all traffic accidents, however minor they may be, have financial ramifications, and it’s in drivers’ and passengers’ best interest to familiarize themselves with the right way to respond to traffic accidents should they find themselves in a crash. Dial emergency services. After pulling over and out of traffic, drivers and passengers involved in traffic accidents should dial 9-1-1 emergency services. If drivers are incapable of pulling onto the shoulder or out of the way of oncoming traffic, immediately put on the vehicle’s hazard lights and dial 9-1-1. Enlisting the help of emergency services like 9-1-1, even when no one appears to be injured and no vehicles seem to be damaged, is necessary because the presence of a neutral third party like a police officer or emergency medical technician can be helpful should the accident ultimately lead to legal action. Exchange insurance information. After each driver has pulled over and is out of harm’s way, attempt to exchange insurance information. If you lost your insurance card or can’t find it in your vehicle, don’t panic. Simply use your mobile phone to call your insurance company and get your policy number. Police may let you off the hook if you can provide proof of insurance, even if you don’t have any such at OERV Only with this proof in your vehicle. If the other driver appears irate and/ or confrontational, wait until the police arrive to exchange Coupon insurance information and do your best to avoid this Hurry! Insurance companies may not pay damages if no police report has been filed and the involved parties have differing accounts of the accident. And drivers’ premiums may increase if they are involved in an accident 20 lb. Bottle $14 in which no one is deemed at-fault. Always protect yourself after a traffic accident by calling the police and obtaining 30 lb. Bottle $22 $ their official report of the incident. Also, ask the responding 100 lb. If you have a smartphone or camera on hand, take as many photos of the accident as you can without risking your safety. Time-stamped photos may help you should a lawsuit or other legal action be taken in the future. Car accidents can be scary, and knowing how to respond to accidents can help drivers and passengers make the best of unfortunate situations.

How to safely navigate wet roads
all is a great time of year to hit the open road, as fall foliage is colorful and provides a wonderful backdrop for weekend getaways, while the mild temperatures of fall make this an ideal time to enjoy the great outdoors. Though autumn is often a mild time of year with regard to weather, fall foliage enthusiasts can still encounter adverse conditions on road trips. According to the automotive group AAA, wet pavement contributes to nearly 1.2 million traffic accidents each year. When combined with fall leaves, wet pavement poses an even greater threat to drivers and their passengers. Autumn and precipitation do not necessarily go hand in hand, but drivers should still exercise caution during the fall road trip season so they can better handle roadways that are wet and covered in fallen leaves.
Wet weather can quickly compromise drivers’ visibility, and it’s imperative that drivers know how to safely navigate wet roads.
Do not use cruise control. Because fall foliage can be so stunning to experience, many drivers are tempted to use the cruise control feature on their automobiles so they can pay more attention to the array of colors at their disposal. But cruise control should never be engaged when driving on wet roads or roads that may be covered in leaves. Such conditions require drivers to focus their undivided attention on the road ahead of them. When drivers suddenly encounter slick roads, easing off the accelerator rather than quickly applying the brakes can be the safest response, but such a response is impossible when cruise control is engaged. Drive slowly. Many fall road trippers are already
driving slowly so they can fully enjoy the fall scenery. But it’s important that drivers slow down even more when encountering wet roadways, as driving slow can reduce the risk of a vehicle hydroplaning. When vehicles hydroplane, they slide uncontrollably on wet surfaces as the tires rise up on the water covering the roads. AAA notes that tires on vehicles driving as slow as 35 miles per hour can still lose some contact with the road, so drivers should maintain low speeds when driving on wet roads and reduce their speeds even further during heavy rains. Resist the urge to brake quickly. When drivers feel themselves losing control, many respond by braking quickly. But hard braking and quick turns can increase the risk that a vehicle will hydroplane. And even if the vehicle does not hydroplane, motorists may have a hard time controlling it when slamming on the brakes. When encountering wet roads, brake slowly and maintain low speeds until the roads dry off. Leave ample room between vehicles. Because braking quickly on wet roadways can increase the risk of accident, it’s important that drivers leave ample room between their vehicles and the vehicles in front of them. Afford other drivers the space to brake slowly just like you hope the drivers behind you are doing. Avoid overcrowded roadways during especially wet weather. Wet conditions during fall road trip season can be dangerous, and it’s important that drivers learn to navigate wet roadways safely.

Make driving after dark more safe
T
raffic accidents can occur at any time of day. But while many drivers are comfortable driving during daylight hours, that comfort level drops considerably when the sun goes down and driver visibility is reduced. According to a 2016 analysis of data from the U.S. Department of Transportation’s Fatality Analysis Reporting System, 43 percent of motor vehicle crash deaths in the United States in 2014 occurred between the hours of 6 p.m. and 3 a.m. While various factors contributed to those deaths, poor visibility was certainly among them, as many drivers simply don’t see as well when driving at night as they do when driving during the day. Some motorists who are uncomfortable driving at night avoid the roads altogether once the sun goes down. But that’s not an option for the millions of drivers across the globe who must drive at night for personal or professional

reasons. Remaining alert at all times and obeying traffic laws are great ways to stay safe when driving at night, and the following are some additional strategies that can help motorists make nighttime driving more safe. Test your headlights. Many drivers go years without inspecting or replacing their headlights or headlight bulbs. Conduct routine inspections of headlights and turn them on at night to determine where the lights are pointing. Drivers of older vehicles with plastic lens covers may notice the covers have become cloudy or yellow. Such covers should be polished or replaced. If light from the headlights is being aimed too low or unevenly, adjust their aim on your own or ask your mechanic to do so. Adjust your interior lighting. Dashboard lighting can sometimes affect driver visibility if the light is too bright. When vehicle dashboard lighting is too bright, the resulting reflection can affect and distract drivers’ eyes, compromising their ability to see the road. Dim dashboard lighting to a level that does not adversely affect your ability to see the road at night, and do the same with GPS systems if they are reflecting too brightly as well. Don’t allow smoking inside your vehicle. Smoking inside a vehicle can affect driver visibility in various ways. When drivers or their passengers smoke inside a car, the smoke that lingers can dry out drivers’ eyes, making their eyes tired and forcing them to work harder to stay open. In addition, smoke, especially smoke from vaping, can cloud up quickly, making drivers feel as if they’re looking through dense fog just to see the road. Finally, smoking inside a vehicle can stain the interior of vehicle windshields, making it harder for drivers to see out of the windshield to the road ahead. Schedule routine vision checkups. Nighttime drivers are sometimes betrayed by their own eyes. If it’s been awhile since you have had a vision checkup, schedule one. A new eyeglass or contact prescription may be just what you need to start seeing things more clearly at night.

Did you know? According to the Insurance Institute for Highway Safety and the Highway Loss Data Institute, roughly 10 percent of all highway deaths involve large trucks. Braking capability can play a role in such deaths, as the IIHS notes that loaded tractor-trailers take between 20 and 40 percent farther than cars to fully stop. That discrepancy is even greater on poorly maintained roads or roads marked by adverse conditions such as ice, rain and/ or snow. While 16 percent of the roughly 3,600 people who died in large truck crashes in the United States in 2014 were truck occupants, more than four times that many people (68 percent) were occupants of cars and other passenger vehicles. That’s because large trucks typically weigh 20 to 30 times more than passenger vehicles, meaning occupants in cars and passenger trucks are incredibly susceptible to serious injury or death should they get in accidents with tractor-trailers and other large trucks. Time of day also must be considered when examining large truck crashes and fatalities. While 17 percent of deaths in 2014 took place between the hours of noon and 3 p.m., that figure dropped to 11 percent between the typical rush hours of 6 p.m. and 9 p.m.

Aggressive driving has no place on the road
C
ongested roadways and hectic schedules can anger drivers in a hurry to get from point A to point B. While it’s easy to grow frustrated on the road, the growing number of incidents of road rage and driver aggression is a significant concern that should make drivers think twice before venting their frustrations when behind the wheel. The National Highway Traffic Safety Administration says the number of fatal accidents involving enraged drivers has increased tenfold since 2004. Between 2010 and 2013, the percentage of drivers in the Washington, D.C. who said they often felt “uncontrollable anger toward another driver on the road” doubled, from 6 percent to 12 percent. Aggression on the part of drivers is routinely cited as a major contributor to many fatal crashes and other
accidents. According to the American Psychological Association, some people may be predisposed to road rage. Risktakers, individuals who tend to anger more easily and people who identify as being generally aggressive or takecharge types may have a higher propensity to get angry behind the wheel. The term “road rage” was coined by a local Los Angeles, Calif., news station after shootings occurred on several freeways in that city. NHTSA defines road rage as a driver “committing moving traffic offenses so as to endanger other persons or property; an assault with a motor vehicle or other dangerous weapon by the operator or passenger of one motor vehicle on the operator or passengers of another motor vehicle.” Road rage and aggressive driving are similar, but in the eyes of the law, road rage may result in a criminal charge while aggression may lead to a traffic citation. While few drivers can say they have never become heated while driving, routine rage or aggressiveness is a cause for concern. The following are some ways drivers can tame their aggressive driving. Allow for ample time to get to your destination. Feeling rushed on the way to an appointment or event may encourage risky road behavior or make you more likely to quickly lose your patience with fellow motorists. Allow for plenty of time to get where you need to go and you may feel calmer and more in control should traffic spring up. Even calling a party at your destination
and explaining the traffic situation can alleviate tension. Share your commute. Commuters are more likely to experience road rage than non-commuters, simply because they tend to be on the roads each day in the heart of busy traffic. Carpool with another person to break up the driving responsibilities. Sitting in the passenger seat a few times per week may help keep your aggression levels in check. Think before reacting. It’s tempting to yell or signal to a driver that you are angered by his or her reckless driving. But take a few deep breaths before reacting, and you may feel more relaxed and more willing to let things go. Practice safe driving habits. Set an example on the roadways by following the speed limit, driving courteously and yielding to drivers when necessary. It’s better to drive defensively at all times than risk getting into an accident by driving aggressively. Aggressive driving has the potential to be dangerous. Curbing driver anger is one of the keys to keeping the roadways safe.

Make your vehicle less vulnerable to theft
V
ehicle theft is something few people imagine happening to them. Until it does. While many motorists may think technology has done wonders to curb vehicle theft, the National Highway Traffic Safety Administration notes that a motor vehicle is stolen every 46 seconds in the United States. Auto theft is sometimes mistaken as a victimless crime. After all, insured motorists are typically reimbursed for stolen vehicles, and drivers whose cars are returned after being stolen can simply submit a claim to have any damages paid for by their insurers. But this characterization of auto theft is untrue, as all motorists, whether their car’s been stolen or not, pay for auto theft. The Insurance Bureau of Canada notes that each year auto theft costs Canadians roughly $1 billion. That figure includes the $542 million insurers pay to fix or replace stolen vehicles each year. Those costs are ultimately passed on to customers, who then indirectly pay for the actions of car thieves. Curbing auto theft is not necessarily the job of drivers, but there are things motorists can do to reduce the likelihood that their car will be stolen by opportunistic thieves. Avoid keyless ignition systems. Drivers who live in areas that are vulnerable to auto theft may want the peace of mind that comes with traditional keyed ignition
driving, as unlocked doors make it easier for carjackers to surprise unsuspecting motorists.
Park smart. Some motorists like to park far away so their vehicles are not at risk of being dinged or scratched by inattentive drivers and passengers getting into and out of nearby vehicles. Others may simply not have the patience to find parking spots in well-lit areas close to home or storefronts. But thieves may target vehicles parked nowhere near foot or automobile traffic. Always park in parking garages or other well-lit areas, which deter thieves from breaking in and driving away with your vehicle.
systems instead of the more modern and flashy keyless ignition systems. While vehicles with keyed ignition systems are stolen every day, some thieves may find it easier and quicker to steal cars or trucks with keyless ignition systems. Thieves can copy keys used in traditional ignition systems, but that process may require access to the original key and tends to take longer than it takes for thieves to reprogram keyless ignition systems once they’re inside a car. Reprogramming devices are not
legal, but they are available and can be used to shut off automobile alarm systems in a matter of seconds. Lock your vehicle at all times. One of the simplest ways to protect a vehicle from prospective thieves is to always lock the windows and doors, even when you’re inside the vehicle. Auto thieves like things to go quickly and smoothly, and locked doors and rolled up windows only complicate things for thieves. Get in the habit of locking the vehicle when you’re
Etch the VIN onto your windows. Car thieves are not in the auto theft business so they can build a fleet of stolen cars. Upon stealing a car, many car thieves head right for a chop shop, which is a place where stolen cars are disassembled and then sold for parts. By etching the VIN, or vehicle identification number, of your car or truck on your vehicle’s windshield or windows, you may be making your car less attractive to prospective thieves and the chop shops they do business with. Vehicle theft remains a problem even as technology has done much to prevent it. But drivers can take steps to reduce their risk of being victimized by car thieves.

water and road salts. High-quality sealants can be used on bumpers, trim and rubber door seals as added protection. Speak with an automotive retailer or even the car dealership if you are unsure which products will make your car’s parts most durable for winter weather. Do not stop washing your car just because the weather is cold. Slushy, wet roads and snow-melting salts can speed up the formation of rust or other decay on the undercarriage of the vehicle. These materials will need to be periodically cleaned off. Flush the underside of the vehicle whenever possible, taking advantage of any dry, slightly warmer days.
Tire pressure
According to the automotive retailer Pep Boys, vehicle tires lose a pound of air pressure for every 10-degree drop in temperature. Many modern cars will alert to changes in air pressure, and drivers should be diligent in maintaining the proper tire pressure. Fuel

Visibility is key in hazardous weather conditions, and keeping the windshield clean is a priority. This means ensuring there is enough windshield wiper fluid in the car and that it is a product that will not freeze. Wiper blades can freeze and crack in the winter. Older blades may be more susceptible to damage. It’s a worthy investment to replace existing wiper blades at the start of each winter. When vehicles are parked, pull the wipers off of the windshield to safeguard them from sticking and cracking. Cold weather requires drivers to amp up their vehicle maintenance routines. Consult with a mechanic or automotive retailer for more ideas and products that can help your vehicles operate safely and efficiently this winter.
