Hello! I am so excited to welcome you to Tigard! We’re a vibrant city dedicated to being a community that is equitable, walkable, healthy, and accessible for everyone.
Nestled in the Tualatin Valley, with 55,539 community members, we're Oregon's 12th largest city. Our community offers diverse recreation opportunities, with everything from indoor skydiving to kayaking on the Tualatin River. We enjoy access to more than 16 miles of paved trails and nearly 550 acres of parks and open spaces, including our new ADA-accessible playground at Cook Family Park. A very important component of the Tigard Chamber's focus is advocating for our businesses with government on a variety of levels, whether city, county, state or even nationally. We leverage the voice of businesses, representing over 16,000 employees on issues important to business, our community, and our local economy. Community problems are business problems.
We are guided by the following objectives:
Preserve the competitive enterprise system of business by creating a better understanding and appreciation of the importance of a strong economy, by promoting informed business decisions regarding local, state, and national legislative and political affairs.
Prevent policies which are detrimental to business and create a greater appreciation of the value of competitive business.
Promote healthy communities by promoting economic programs designed to strengthen and expand the income potential of all classes of business and opportunities for employment.
Two volunteer committees as well as staff do this work. They are the Government Affairs & Public Policy Committee (GAPP) and the Candidate Endorsement Committee (CEC)
Government Affairs and Public Policy (GAPP)
Stays informed, tracks and reviews relevant city, county and state initiatives, bills, measures, legislation, proposals and more that affect the local economy and business activity/livelihood.
Determines/votes on initiative, bill, or measure positions using the Tigard Chamber Business Advocacy Agenda and Legislative Policy Guide as fi lters. As appropriate crafts explanatory statements on positions and communicates them broadly through various means.
Communicates the impact and benefi ts of the above to key stakeholders including chamber businesses, city, county, and state offi cials. Encourages member participation in elected offi cial communication. Coordinates and holds forums on issues impacting the business community.
Candidate Endorsement Committee (CEC)
The purpose of the Candidate Endorsement Committee is to be responsible for reviewing qualifications and platforms of candidates to endorse the ones most likely to support business and Chamber goals increasing the likelihood of pro-business candidates being elected to local offices that impact the business environment in the Tigard economic region.
The Candidate Endorsement Committee promotes a vibrant business environment by endorsing candidates who support sound public policy that strengthens the business community and the free enterprise system.
The Tigard Police Commercial Crimes Unit is the only one of its kind in Oregon, and perhaps on the entire West Coast. Nationally recognized for their expertise in investigating commercial business crimes, CCU detectives follow up on a range of crimes affecting the Tigard business community. This may include organized retail theft, embezzlement, burglary, robbery, and other types of crime. Many of these cases can take months to investigate and often involve coordination with other law enforcement agencies, not only in Oregon but also across state lines. Uniquely funded through business license fees, the detectives regularly meet with business leaders and Tigard Chamber of Commerce members to present crime prevention strategies, discuss local concerns, and address questions. On average, the three detectives and one sergeant in the Commercial Crimes Unit are assigned roughly 77 cases every year. Thanks to their dedication, many of these cases are resolved with arrests and prosecution.
CCU detectives participate in the Northwest Fraud Investigators Association, the Metro Area Fraud Investigator Association and helped establish the Oregon Retail Crime Association Network.
Tigard offers businesses a suburban locale with access to the region’s workforce and the urban amenities that appeal to a company’s most important asset – employees. Increasingly, the City of Tigard (less than 20 minutes from downtown Portland) has been a destination for employees (we call them residents) and companies (3,500 firms and growing) that want to capitalize on a central location in the Portland region. Businesses located in Tigard benefit from access to major transportation routes such as: I-5, Hwy 217, and Pacific Hwy/99W .

Tigard is home to the 400-acre office/flex/manufacturing area called the Oregon Business Park and Lincoln Center (the tallest office building in Washington County) a six-building complex on 23 acres with 743,000 square feet of leasable space. Tigard MADE was a long-range planning project that looked at our employment lands where we work, play, and eat and asked what can we do better?

WORKFORCE DEVELOPMENT
What is Workforce Development and Why are We Doing It? Workforce development encompasses employment initiatives aimed at equipping workers with the skills they need for job and career advancement, whether they are just entering the workforce or are already employed.
To ensure a vibrant future economy, it is crucial for businesses to partner with the education system. Business professionals from various industries can help students graduate from high school fully prepared to enter college or other post-secondary career training programs, setting them on the path to fulfilling careers.
The goal of developing business and community partnerships with schools is to provide students with access to education and training opportunities that prepare them for high-skill, highwage employment in fulfilling careers
of their choice. In today’s evolving job market, students no longer need a four-year degree to secure lucrative and rewarding careers. Trades are increasingly incorporating advanced technology, seeing growing demand, and new trades are emerging every year.
Operating under the brand #WorkReady, the Tigard-Tualatin School District, the Tigard Chamber of Commerce, and the Tualatin Chamber of Commerce are collaborating to bring businesses to the table for meaningful career and work exploration experiences for students in grades 8-12.
Typical experiences include or will include STEM competitions for 6th graders, career experience days for 8th graders, career exploration, job shadowing, mentoring, internships, job fairs, and more for high school students. The goal is to expose, educate, and guide our future workforce about the wide variety of career and
job opportunities available. Over time, this initiative will benefit businesses by providing them with employees who possess the right skill sets.
To further students' ability to advance in their careers, the Tigard Chamber offers a competitive scholarship fund for high school seniors. Scholarships can be used for pursuing a four-year degree, community college, trade school, vocational school, or apprenticeship programs. We are proud to announce that we have raised over $10,000 for scholarships and hope to continue to grow the fund. What is Leadership Tigard and Why is it
Important to Your Business?
Leadership Tigard is an annual ninemonth program, an initiative of the Tigard Chamber of Commerce, dedicated to investing in leadership and community awareness. In our current times, developing and growing community leaders is more crucial than ever. Through nine full-day sessions, held once a month, participants collaborate with local leaders to broaden their understanding of the unique issues and opportunities facing Tigard and Washington County.
Program Highlights:
• Exploring Current Issues: Participants will engage with pressing community issues first-hand.
• Tours and Presentations: Benefit from live or virtual tours of community, government, and business sectors, along with presentations from key speakers.
• Leadership Skill Development: A series of topics designed to enhance individual leadership skills, which are then applied in a community service project.
EDUCATED AND INSPIRE RISING LEADERS TO PARTICIPATE IN THE LIFE OF OUR COMMUNITY

The Tigard-Tualatin School District began as a Log Schoolhouse in 1853 TTSD is now the 9th largest School District in Oregon and the 5th largest in the Portland Metro Area. The TTSD community has a long history of support for public education and participation in decision-making. I appreciate being a part of a community that believes in active listening, engagement, and problem-solving while we make decisions that meet the needs of all our students.
The District's mission is to “Educate Every Child,” and TTSD’s dedicated staff strive to deliver impactful learning options for all students. Public TriMet bus lines, WES Commuter Rail and two transit centers provide public transit service in Tigard.
Tigard Transit Center is located in the downtown core on Commercial Street. It’s a WES station as well as a hub for bus lines, helping people connect to TriMet’s broader bus and MAX light rail systems. Washington Square Transit Center serves north Tigard and is a vital connection for mall employees and customers alike.
Among the nine bus lines serving Tigard, Line 76-Hall/Greenburg is part of TriMet’s Frequent Service network, with buses arriving every 15 minutes for much of the day, every day. As of Aug. 25, 2024, once per hour, Line 76 runs on an extended route between Beaverton and Oregon City, also serving Tigard, Tualatin and West Linn. Regular trips run between Beaverton and Tualatin. All Line 76 buses stop at both Tigard Transit Center and Washington Square Transit Center.
Also, Line 12-Barbur/Sandy Blvd is also a Frequent Service bus line with service to Tigard Transit Center. It connects Tigard with Southwest, Downtown and Northeast Portland.

Tigard's neighborhoods play a crucial role in realizing this vision. Each neighborhood is seen as a unique and integral part of the city, contributing to its overall character and livability. The city encourages neighborhood engagement and participation in local decisionmaking, recognizing that residents are the backbone of a thriving community. By promoting neighborhood identity and pride, Tigard aims to strengthen the bonds between residents and create a more cohesive and supportive community.
The Committee for Community Engagement (CCE) is instrumental in strengthening the connections between the city and its neighborhoods. Its main objective is to cultivate active, two-way communication between the city
and its residents, encouraging widespread participation from diverse community members. By fostering a sense of shared responsibility and ownership among both community members and elected offi cials, the CCE seeks to harness collective knowledge, skills, and experiences to enrich the community and drive forward the city’s strategic vision. As Tigard continues to grow and evolve, the city is focused on enhancing the quality of life within its neighborhoods. This includes investments in infrastructure, parks, and public spaces that promote active lifestyles and social connections. The city's approach to neighborhood development is rooted in sustainability, ensuring that growth is managed responsibly and in a way that preserves the character of each neighborhood while meeting the needs of current and future residents. Through thoughtful planning and community engagement, Tigard is working towards a future where every neighborhood is a vibrant, welcoming place to live.
PUBLIC SAFETY
The Tigard Police Department protects and serves all who live, work and play in Tigard. As a progressive and professional
organization, the department values transparency in all aspects of policing. In 2024, the community showed overwhelming support for renewing the Public Safety Levy, which provides funding for additional police offi cers and support staff to better serve Tigard’s growing population, as well as advanced training in crisis intervention and deescalation for every offi cer. In addition to the men and women in patrol who respond to police calls, TPD also has detectives focused on Criminal Investigations (the most serious crimes against people) and Commercial Crimes (crimes primarily affecting the business community), K-9 teams, School Resource Offi cers, a drone team, Traffi c Safety Unit, and support staff in crime analysis, property & evidence, records management, public information and community engagement. In 2023, Tigard Police responded to 36,532 calls for service throughout the city, with less than 1/10th of 1% resulting in a force response. COMMUNITY & VISITORS GUIDE

Tigard (pronounced TY-gerd) is located in Washington County within the lower Willamette Valley. This region was originally inhabited by the Atfalati Kalapuya Native Americans, who were part of the larger Kalapuya people. In the 19th century, settlers began to arrive in the area via the Oregon Trail, taking advantage of the land's agricultural potential. The city is named after Wilson M. Tigard, a pioneer from Arkansas who arrived in 1852. Initially known as Butte and East Butte, the area was settled by people from various European backgrounds, including Germany, Prussia, Switzerland, England, and Denmark. According to Barbara Bennett Peterson's Images of America: Tigard, "East Butte became a cosmopolitan blend of numerous European languages, which developed community spirit and fostered prosperity."
Wilson Tigard was not the first pioneer in the area, but he played a significant role by helping establish the community's first school. The area gained a focal point when Wilson’s son, Charles Tigard, opened a general store in 1884 at the intersection of what is now Pacific Highway and Gaarde/ McDonald Street. In 1886, Charles also established the area’s first post office, naming it Tigardville in honor of his family. This location became the commercial center of the community.
The Oregon Electric Railway's Tigard station, opened in 1908, connected Tigard with Portland, Salem, and Eugene. To differentiate it from Wilsonville, the railway named the stop Tigard, which spurred commercial development and shifted the commercial center to what is now Main Street.
Cultural influences from Chinese immigrants, Japanese farmers, and Latinx migrants significantly shaped Tigard’s agricultural and commercial growth. Chinese immigrants helped connect the region by rail and cleared farmland, Japanese farmers tilled the soil, and Latinx migrants
contributed to the harvest. Post-World War II, Tigard evolved from a farming community to a more urbanized area. The construction of Oregon Highway 99W and Interstate 5 in the 1950s and 1960s facilitated this transformation by increasing accessibility and population growth. Incorporated on September 11, 1961, Tigard became an official city over a century after the first settlers arrived. The city's population and geographic size more than doubled within ten years of incorporation. By 2021, the population had exceeded 50,000, with over 3,300 businesses. Tigard, celebrating over 60 years of incorporation, is one of Oregon's newer cities. To explore the diverse cultures that have influenced Tigard and the Tualatin Valley, visit the Tigard Heritage Trail, which stretches between Main Street and Tiedeman Avenue.
Agriculture, rail, and business have significantly shaped Tigard’s history, and this legacy continues to inform our community’s vision for the future. Local government, school leaders, citizen groups, businesses, and individuals are actively working to build on the city’s strengths as it advances further into the 21st century. Rail remains a potential factor in Tigard’s future development, with the SW Corridor Light Rail project anticipated to be completed by 2027.

Whether you want to skate, bike, run, walk, kayak, fish, picnic, play with your kids and/or your dog, Tigard's got you covered with 563 acres of parks, greenways and natural areas and over 16 miles of paved trails. Pick from three dog parks, three community gardens, a skate park and 24 more parks scattered throughout Tigard. More parks are slated for development.
On the banks of the Tualatin River, the 79-acre Cook Family Park is the largest park in the City and has something for everyone. Whether baseball, basketball, volleyball, softball, or soccer is your sport, you can burn up some energy on the many courts and fields available. Cook Family Park also offers horseshoe pits, a fishing dock, a small boat ramp for easy water sport access, two playgrounds, and several walking trails and bike paths (over two miles of hard surface trails and 1/2 mile of soft trails). Picnic shelters can be reserved here for a variety of picnic events
and include barbecue pits and picnic tables*. The Bishop-Scheckla pavilion can be reserved for performing art events. Reservations open the first business day of the new year, and facilities are available for use April through October.

Cook Family Park is home to one of Oregon's largest inclusive playgrounds. This playground stands out with its vibrant,
engaging structures that cater to all ages and abilities, ensuring that everyone can join in the fun. Featuring accessible play equipment, sensory-rich activities, and thoughtfully designed spaces, it creates a welcoming environment where children can play together, fostering a sense of community and inclusion. The park includes four elements that do not require visitors to transfer out of their wheelchairs to participate in play.

Tigard Public Library is open seven days a week- Monday through Thursday from 10 AM to 8 PM, and Friday, Saturday, and Sunday from 10 AM to 6 PM. Express Curbside Holds Pick-Up is available during open hours for those who prefer a no-contact option for accessing library materials. Virtual, in-person, and self-paced

In 2024-25, the Tigard Farmers Market (TFM) celebrates its 33rd season. The Market continues to be a vibrant community hub, featuring over 65+ rotating vendors offering a diverse range of products, including fresh fruits, vegetables, baked goods, sauces, seafood, meat, eggs, and more. Specialty vendors will also offer fresh flowers, arts and crafts, pet goods, and a selection of distilled spirits and craft beers. Centrally located at Universal Plaza in Downtown Tigard, the Market not only supports local farms and is an incubator for businesses, but also fosters a welcoming environment for all. This season is set to be the biggest yet for this beloved Tigard treasure!

Location: Universal Plaza in Downtown Tigard off Burnham. The market is conveniently accessible by car, bus, bike, or on foot, thanks to its proximity to the transit center, Tigard Street Heritage Trail, and Fanno Creek Trail.
