The Happy Valley Business Alliance (HVBA) was born out of a desire to foster connections among business owners, City leaders, and residents, and to create awareness for the many businesses and special events that make Happy Valley unique. It was founded on the principles of connection and collaboration, and it brings me immense pride to be part of the organization. It is a true privilege sitting as the HVBA Board President and working alongside our Board Members in strengthening our alliance while supporting and advocating for each other’s businesses.
In this publication, we aim to highlight the incredible work being done by our members and to showcase the opportunities available within our city. Whether you are a new resident or have been part of Happy Valley for years, your contributions are invaluable. Together, we are building a community where businesses thrive, and residents take pride in the City.
Our Membership Meetings, held at Happy Valley City Hall, are open to the public and take place on
the fourth Wednesday of every month from 7:30 a.m. to 9 a.m. I invite you to join us and bring along a colleague, friend, entrepreneur, or community member. Our collective goal is to see a strong Happy Valley community, powered by its flourishing businesses.

Serving on the City Council has given me an opportunity to ensure that we manage growth responsibly and make decisions that benefit our community’s future. Our efforts focus on preserving our small-town feel, encouraging local businesses to succeed, and focusing on residents’ safety. Much of my work involves collaborating with our community partners as I help advocate for our city and ensure its future success. This means that in anything the City does, Happy Valley’s needs and values always remain a top priority. I see the benefit of this approach particularly at community events where residents tell me they are excited about the City and want to stay here for years to come. Not all communities are like this. It’s clear we are truly building a legacy that will endure for generations.

As a veteran, I recognize the importance of working together towards a common goal. Ensuring our community’s well-being and success requires collective effort and looking out for our community’s safety and way of life takes a village. This is something that Happy Valley does every day. Supporting local businesses, for example, not only strengthens our economy but also enriches the lives of residents. This spirit of cooperation fosters strong neighborhoods and schools, making Happy Valley a desirable place for future generations. My aim is to continue standing up for our community’s priorities and help shape a future that we can all take pride in.
Being a member of City Council has been a tremendous honor, allowing me to actively contribute to our community’s well-being. In this role, I’ve been able to do more than just discuss issues; I’ve actively engaged in problem-solving and contributed to decision-making processes. This helps local businesses, who are the engines that drive our city, providing goods, services, and vibrant gathering spots. Also, our regional partnerships enable us to effectively advocate for city needs and influence policy, and our cherished community events foster invaluable connections. In the next 10 years, we’ll see a new “heart of the city” emerge, featuring a vibrant downtown, a beautiful regional park, and a welcoming community center. These are really great things to look forward to and I’m excited to be a part of it.
As both a local business owner and Councilor, I know just how important community involvement is to creating a strong network. Not quite a chamber of commerce and not quite a civic group, the HVBA is a hybrid of all things Happy Valley for business owners and neighbors looking to get an inside view of what’s happening. General meetings begin with introductions, followed by a presentation on a subject that appeals to small business owners. This might entail an economist discussing trends for the upcoming year or a career coach sharing tips on effective goal setting. The Business Spotlight helps members share information about their brick-andmortar businesses and allows those in attendance the opportunity to connect names and faces with many of the local businesses we all enjoy.
There are also updates from our Fire Chief, Police Chief, City Manager, and Parks and Recreation Directors. Guests learn about everything going on in
the city from current concerns to new developments, upcoming community events, and any public health or safety issues that might be on the horizon. We’re not aware of any other city in Oregon that has this type of model that so effectively unites community members, civic leaders, and business owners in one forum.

In 2023, the City began construction on a 10,000+ square-foot expansion to the existing library building. Plans included a 300-person community room, a welcoming lobby area, a staging kitchen, and multiple quiet study rooms. The design was carefully reviewed by the Library Board, the Parks Advisory Board, and the City Council, with valuable input from Library staff to ensure it met the community’s needs. To bring this vision to life, the City partnered with Scott Edwards Architecture, engineers at Harper Houf Peterson Righellis, and Bremik Construction. In just over one year, the project was fully complete. What followed was a community celebration to showcase the new space.
The expansion allows the Happy Valley Library to host more programs and support a wider range of educational and community-centric events. This
enhancement not only benefits the daily services of the Library but also enriches the City’s Parks and Recreation programming and the overall community of Happy Valley. The new spaces provide additional options for gatherings, special events, study sessions, and meetings, fostering a stronger sense of community.
Expanding the Library and creating these new communal spaces required significant funding. The City and Happy Valley Library contributed nine million dollars towards the project, with the State providing an additional two-million-dollar investment. Moreover, generous donations from community partners, businesses, residents, and library patrons added over $80,000 to help put the finishing touches on the new addition, helping offset the cost of new furnishings and artwork for the space.

Happy Valley Parks and Recreation is funded via a Parks Levy which is voted on by residents every five years. This levy helps preserve and enhance recreational and community parks and provides effective and efficient programs and services for a variety of active interests.
HV Hikers has been making strides for nearly two decades as the local community hiking group. Its mission is to create a supportive environment for individuals of all fitness levels to come together and experience the City’s trails. Their guided hikes, which are free to join, have gained popularity as an excellent way to stay active, make new friends, and appreciate the beauty of Happy Valley.
Participating in a HV Hikers’ trek not only provides a chance to explore the various trails and neighborhoods of Happy Valley, but it offers an opportunity to connect with other residents. Whether you’re a seasoned hiker or a beginner just venturing out, everyone is welcome to participate. Many a friendship has been formed on these walks, and for those who enjoy having some motivation to get moving, the consistent scheduling of hikes is a surefire way to ensure a hiking buddy will provide some encouragement.
Brett Sherman, City Councilor and unofficial hike leader, has appreciated and enjoyed the support of the community. “I never would have guessed back in 2006, when we first started, that almost 19 years later we’d still be adding new members and going out every week.” At last count, there are around 400 hikers subscribed to the e-mail reminder list, with another 800+ following the group on Facebook. “I love that putting out a regular schedule and offering exercise rain-or-shine has encouraged so many to get out and explore!”
The group’s robust calendar offers a helpful synopsis about each hike’s planned event, including difficulty level and any terrain challenges. Since hikes happen frequently, it’s easy to find one that suits your interests and physical needs. Many hikes are actually great for all ages and abilities, and there are stroller-friendly, and pup approved hikes, too.

A tradition within a tradition, Happy Valley kicks off its 4th of July day of fun with a community hike that invites residents of all ages to participate. Coordinated by the HV Hikers, this year’s annual Independence Day hike will mark a special milestone, celebrating 20 years of bringing the community together. This hike is more than just a brisk workout before the barbecue and fireworks displays - it’s a tradition that unites residents in the community. So, consider joining the group and be a part of this momentous occasion. The group meets at 9:30 a.m. in the parking lot on SE 145th by the retention pond for a 2.6-mile hike that is relatively easy with minimal elevation.

Throughout the year, the Boys Team Charity (BTC) Happy Valley members can be found supporting nearly every local event, providing behind-the-scenes assistance and ensuring things run smoothly. Whether helping residents unload their vehicles on Dumpster Day, setting up and cleaning up after major events, or organizing the recent 4th of July community parade, their presence is always felt. BTC empowers young men in grades 7-12 and their parents to give back by volunteering their time to support various non-profit organizations. The National Charity League (NCL) is a nationwide organization with chapters across the United States. The local Sunnyside Chapter is made up of dedicated mothers and daughters who volunteer their time to support the community. They assist various non-profits such as the Wichita Center, Clackamas Bookshelf, Oregon Food Bank, and Special Olympics, and are a recurrent presence at all major Happy Valley events including Dumpster Day and the 4th of July Family Festival, where they help with clean-up efforts and special projects.

On a cold, damp Tuesday afternoon in May, Mayor Tom Ellis and members of the community gathered to dedicate a sculpture at Happy Valley’s Veterans Memorial Park. The sculpture, meant to honor those who have served our country, takes the form of a bronze eagle, standing over 10 feet tall with a wingspan of over 12 feet. Despite the weather, it did not stop a crowd from attending its grand reveal.
“As a Coast Guard veteran, I couldn’t be more thrilled to have this in our city,” said Mayor Ellis, addressing a crowd made up of local veterans, members of the Parks Advisory and Public Art Committees, City staff, and others from the community. “This is a testament to Happy Valley. We are honored to unveil this to all the men and women who have served our country.”
Mayor Ellis credited former Happy Valley Mayor Lori Chavez-DeRemer for her pivotal role in encouraging the park’s progress years ago. More recently, thanks to a separate grant from the Oregon Parks and Recreation Department in 2022, the City was able to complete the
memorial and unveil the larger than life sculpture that symbolizes the honor, strength, and integrity of those who risked their lives for our freedom.
The sculpture itself is made up of many recognizable features of war, from artillery to machine guns to Navy tools to helmets. There’s even sand from Iwo Jima in the sculpture’s base. In fact, the sculpture artist, Travis Pond, was even able to include his grandfather’s shovel from World War II.
“Here you’ll see some parts of a machine gun as well as some pulleys from lifting equipment,” says Pond. “The whole thing is tied down like you would see on a military boat. They all have pick-and-pull points. You can even spot a canteen cup on the neck of the eagle.”
Pond credits the assistance in acquiring these parts from the Joint Base Lewis-McChord and the National Guard, as well as his collection and donations from others.
The community stood in awe as the sculpture was unveiled, its black curtain falling away to reveal a magnificent piece of art that is both inspiring as it is
heartbreaking. Those in attendance observed a moment of silence to honor the sacrifices of our veterans and for several beats, all that could be heard was the sound of rain hitting their umbrellas.
“Happy Valley has created a remarkable park here,” says Chris Markesino, a Happy Valley resident and Battalion Commander Lieutenant Colonel for the Oregon National Guard. “I encourage all community members and visitors to the City to take a walk through the Veterans Park and appreciate the significant work that has been accomplished over these past few years.”
From the flags to the benches to the newly unveiled sculpture, visitors are encouraged to explore the park. The site features an ADA-accessible ramp, making it easy for everyone to come and pay their respects.
A fitting and poignant metaphor came from former Lake Oswego Mayor Jack Hoffman, who remarked, “What Travis (Pond) did was take individual pieces and meld them together into an operational unit that’s recognized and respected. That’s what the military
does. A group of thousands of individuals that serve in different units but meld together to accomplish a singular purpose.”
The Happy Valley Veterans Memorial Park is located at Happy Valley City Hall and is open from dawn to dusk each day.
The City is dedicated to supporting military veterans through events and programs throughout the year. The Parks and Recreation Department organizes trips to local military sites, for example, while City Hall has helped coordinate special ceremonies to honor our service members. Local veterans can also gather for coffee and conversation every Thursday morning at New Seasons. These meet-ups are a perfect opportunity for veterans to connect, exchange stories, and bond over their shared experiences. Keeping your dog’s license current in Happy Valley is not only the law, but it’s also a wonderful way to show you care about your furry friend’s safety and the well-being of our community. When your dog is licensed, it confirms they have a current rabies vaccination and makes it much easier for our Community Service Officers (CSOs) to reunite you if your dog is lost. Most importantly, a license signifies that your dog is part of your family and not a stray, ensuring they receive the proper care and attention they need if found away from home.
Should a lost dog be found wearing a collar with at least its first name, City staff can easily cross reference the City’s licensing database to locate you for reunification. CSOs also have the equipment needed to scan for microchips, which is a wonderful safeguard in the event your pup’s collar is removed or gets lost during their adventure out.
But these efforts only go so far in helping reunite dogs with their owners if information is up to date and a license is on file. That is why it is so important to keep your dog’s licensure in compliance should something happen.
Dogs that cannot be reunited with their owner are placed for shelter with our community partner, Clackamas Dog Services. This partnership allows us the ability to access accommodations right away, 24/7, ensuring safety, basic needs, and medical care are provided.
The City also collaborates with local veterinarians to remind pet owners of licensing requirements and vaccination rules. This collective effort significantly enhances public health and helps keep the community safe.

If your dog has a Clackamas County license or one from another jurisdiction, please contact City Hall to ensure it is compliant with the City of Happy Valley. The City is committed to working with residents, the County, and local vets to ensure both community safety and the well-being of pets.
Residents of Happy Valley are part of an active community and are often on the go. Police services in Happy Valley are offered through an annual contract with CCSO, where deputies are specifically assigned to serve Happy Valley. This unique partnership allows the City to maintain local control and a distinct community identity for its police force while benefiting from the resources and capabilities of a larger law enforcement agency. Funding for these essential services is entirely covered by a special Public Safety Levy, voted on by residents every five years. This levy supports 24/7 police patrols, investigations, crime prevention, proactive traffic enforcement, school safety, and quick emergency response.

The Clackamas Fire District (CFD) #1 stands as one of Oregon’s largest fire protection districts, boasting four stations in Happy Valley—Stations 5, 6, 7, and 8—which ensures rapid emergency response. Supported by nearly 300 career and volunteer firefighter/EMS personnel, CFD #1 is dedicated to public safety through both emergency services and educational outreach. Known statewide for hiring highly educated professionals and offering comprehensive training programs, they set a benchmark in the fire service industry.
Their expertise spans specialized areas such as swift water rescue, confined space rescue, and the innovative management of self-contained breathing apparatus (SCBA), which have attracted national recognition and set new standards in skill and leadership. Since its inception in 2010, the Happy Valley Youth Council consists of teen residents committed to enhancing their community. These young councilors benefit from the mentorship of the City Council while working under the guidance of dedicated staff advisors, Steve Campbell and Stephani Hern.
Over the years, the Youth Council has become a platform for teens to voice their opinions and lead impactful projects. They have initiated and supported key programs such as Prescription Drug Turn-ins, an educational Car Care Clinic focused on safety, and interactive Youth Town Halls. Earlier this year, the group participated in the Oregon League of Cities’ annual City Day event, which gave the group a chance to connect with legislators and participate in a full-day Youth Summit. Locally, the Youth Council supports every community event in Happy Valley, acting as true ambassadors of the City throughout the year.
The group focuses on critical issues affecting teens today and are leaders in creating opportunities for important discussions. Subjects such as teen mental health, school safety, and the effects of social media have become prominent topics recognized by the group. They have even advocated for a ban on flavored tobacco products targeted at teens and
earned the unanimous support of Happy Valley City Council on a resolution that encourages the State Legislature to restrict its sale.
Building on their local achievements, the Youth Council has also partnered with other councils across the state to amplify the teen voice and exchange ideas related to cultivating youth civic engagement and encourage student-led programs. Their commitment to broadening their influence has taken them to Washington, D.C. to attend the annual National League of Cities Congressional City Conference, where they engage with youth councils nationwide and participate in youth delegate sessions. These travel experiences have included behind the scenes tours of the Capitol Buildings in both Salem and Washington, D.C. and direct interactions with legislators at both the state and federal levels.
Participating in the Youth Council is an extraordinary opportunity for students, as it offers them a firsthand look at how their efforts can lead to meaningful changes and shape the future. Their work today is demonstrating to both their peers and City influencers just how pivotal and influential their voices can be in driving progress and positive developments within the community.
Community partners, like Providence Health & Services and the Happy Valley Parks and Recreation Foundation have been steadfast supporters of the efforts of Happy Valley Youth Council. Each year, the City of Happy Valley takes part in the Oregon Mayors Association’s If I Were Mayor contest which invites students from grades 4 through 12 to share their creative ideas on how to govern the city. Beyond the prizes, the contest serves as a way for the City to connect with some of its youngest citizens, encouraging civic responsibility and creative problem-solving. Through the activity, the City aims to familiarize students with the workings of local government, showing them firsthand how their ideas can influence policy and community initiatives. Depending on their grade level, students are encouraged to reflect on their community and present their visions through posters, essays, or digital media presentations. Topics students choose to cover often include issues related to safety, the environment, health and wellness, social services, and youth programs. By involving students at an early age, the City builds positive relationships and inspires enthusiasm about civic engagement. This connection helps students see that their ideas are valued and that they can play an active role in shaping their community.
To promote the contest and encourage submissions, the Mayor and City staff conduct outreach efforts at all the local schools, ensuring that students across different age groups are informed and motivated to participate. Submissions are typically accepted in early spring, with local winners selected by the City Council shortly thereafter. Winners are honored at a formal City Council meeting, where they receive certificates of achievement and a $100 cash prize. This recognition not only validates the participants’ efforts but hopefully inspires them to continue their involvement in civic activities. Their innovative ideas are celebrated locally and given the opportunity to compete at the state level through the Oregon Mayors Association.
Initiatives like the If I Were Mayor contest are essential for fostering the next generation of civic leaders. They ensure that young minds are engaged, informed, and prepared to contribute positively to their communities. By connecting with youth through such programs, the City of Happy Valley is investing in a brighter, more engaging future for all its residents.
RENÉ CANLER, HAPPY VALLEY BUSINESS ALLIANCE PRESIDENT
The City of Happy Valley and the Happy Valley Business Alliance (HVBA) share a collaborative relationship that significantly benefits our community. This partnership proved especially fruitful last summer when the HVBA sponsored the inaugural Youth Entrepreneur Fair as part of the Concerts in the Valley series. By working together, the City and HVBA provided young people with valuable opportunities to explore entrepreneurship, fostering their growth and inspiring the next generation of business leaders.
During each concert, attendees had a chance to peruse and purchase the handmade items created by the participating students. The youth were provided with a designated spot to set up their merchandise and sell their goods, but they supplied all the décor and arranged their presentations.
We saw stickers, jewelry, soap, crochet, art, and so much more. Eager vendors ranging from kids as young as seven to dedicated teenagers took part, each supported
by proud families excited to see their children shine. To participate in the program, youth had to register ahead of time with the City and complete an application. The overwhelming interest from the community made it abundantly clear how much families were encouraged to support their children in this endeavor.
Members from the HVBA played an instrumental role in mentoring the young participants. At each concert, someone from our organization was on-site, offering constant encouragement and sharing business insights. The kids and teens gained valuable hands-on experience, learning how to interact with customers and confidently present and pitch their products. These interactions allowed the young entrepreneurs to develop their creativity, manage their earnings, and build their self-assurance. The presence of experienced HVBA mentors ensured that the young vendors felt supported and motivated, making the entire experience both educational and inspiring.
The HVBA and the City of Happy Valley provided a worthwhile program that undoubtedly benefitted our youth, but as with any initiative, the impact extended beyond the intended participants. I too found myself learning and growing from the experience.
As an observer, I saw families show up together and share in the excitement of setting up their booths. Fathers, mothers, and siblings arrived with multiple boxes in their hands, sometimes comically, products falling out of those overwhelmed containers as they made their way to their assigned table. The stress was always evident in the adults’ eyes, yet hardly ever in the youth. It could have been a disguise or evidence in the proof that the filter found in our youth should, somehow, be the goal we as adults should realize. Either way, watching our youth figure out their voice in the way they sell their product was fun to observe. Some were able to adapt within that same night – what a gift. Some didn’t need to adapt and seemed born to
sell. Others, one could see, would develop that ability over time, especially seeing the love showered by their parents. This experience taught me that the next generation of business leaders is not only capable but brimming with potential and creativity.
What a testament to what we truly value. Sometimes lost in the, what to come, or in future fruit, this Youth Entrepreneur Fair helped me focus, more importantly, in the now. The present is truly a gift. I’m not only grateful to be an observer during this past year’s Youth Entrepreneur Fair, but thankful for landing in this beautiful community of Happy Valley, and for being a part of our HVBA.

Students at Happy Valley Elementary never know what to expect from Principal Sarah Jones. In her first year as the school’s lively leader, she’s already directed morning drop-off traffic dressed as a giant orange traffic cone. After the kids exceeded their annual jog-a-thon fundraising goal, their principal spent a day wearing an inflatable, colorful unicorn costume, complete with a long horn and bushy tail. Then on “Formal Day” during Spirit Week, “Miss Sarah” walked the halls in a fancy bridesmaid dress as if it was just another day at Happy Valley.
“She is the most kindest principal in the whole world,” summed up second grader Theodore Lui.
Yet even if Happy Valley’s surprised students never know what will come out of Jones’ closet next, they all know one thing for certain: Their principal cares very deeply about each one of them as more than just a student. Need proof? Just check the cafeteria, where Principal Jones meets groups of eager eaters most days to fulfill her goal of personally eating lunch with every single Happy Valley student before Winter Break. Yes, all 489 of them.
“My goal is to learn all their names and for them to see that the principal’s office is not a bad, ‘you’re in trouble’ place,” explained the personable principal.
In between burrito bites and chomps on chips, Miss Sarah’s special guests share plenty of heartwarming nuggets about their daily lives, which Jones scribbles on her scratch pad.
“Hey Miss Sarah, did you know my church is having a holiday play and I’m the narrator, so I’m writing all the scripts?” asked fifth grader Niko Skoro.
“I went to the mall over the weekend but I mostly just fought with my brother over the phone,” chimed in classmate Hailey Naung.
Jones smiles and nods along during each
conversation as she gets to know students. “I like to build that relationship. They love it because it’s quieter and calmer in my office, and I always like to ask them, ‘What makes your teacher super cool?’”
“The younger kids are hilarious,” she laughed. “Like one of them said about their teacher, ‘She’ll help you whenever you need help…unless you’re lying and she knows all the lies of the entire world.”
No lie -- Jones also keeps a list of student sentiments to share with each teacher. “And the feedback has been super positive when they receive my little lists.”
Second grade teacher Olivia Shaw can’t say enough about what a positive impact the school’s new principal has made in just her first few months on the job. “When I received an email with feedback that my students gave her about what they like about school and about me as a teacher, it really filled my bucket,” said Shaw. “I cried when I read it. The fact that she was thinking about kids and them having a good time learning about her, while making teachers feel good too, just speaks to who Sarah is.”
Jones says she’ll have eaten with all 489 students by mid-December, and it hasn’t taken long for kids from all grades to warm up to the caring culture she’s building throughout the two-story school.
“I really like our school because there’s always so much going on,” said Nuang. “Whether it’s a giant fundraiser or something small at recess, there’s always something going on that’s exciting.”
Will Jones cycle through students again after the break? “Just once a year,” she chuckled. “It’s a big time commitment, but it’s worth it to learn their names and get to know them.”
And students and staff love getting to know Miss Sarah as well. “She’s doing phenomenally in her first year,” said Shaw. “We just love her and she’s been a great addition to our school. We are all Team Sarah.”

Keeping your lawn free of weeds involves many choices—some are hazardous to our families, pets, and waterways.
Annually aerate, de-thatch and over-seed bare spots in the spring. This will keep the lawn dense and healthy, which keeps out weeds. Use a long-handled weed removal tool for easy weed removal. Fertilize only in fall with a slow release fertilizer, if at all.
If you choose a weed or insect control product, look for the OMRI label which helps identify less hazardous chemicals. Always read and follow the label, as even natural/organic products can be harmful. Only apply products when multiple dry days are forecast. Spot spray only the individual weeds you really can’t live with!
