City delays further Florida Park Drive study The city won’t do more traffic study until construction projects that could affect the road’s traffic are finished. JONATHAN SIMMONS NEWS EDITOR

Three construction projects are likely to affect traffic on Florida Park Drive, and the city has decided to delay further studies on the traffic’s impact on Florida Park Drive residents until the projects are over. The projects are the Interstate 95 interchange at Matanzas Woods Parkway, the renovation of Holland Park and the renovation at the Palm Harbor Shopping Center, soon to be renamed Island Walk. All of the work is scheduled to be completed in less than two years, with the interchange scheduled for 21 months. “I think if we’re going to do (traffic study on Florida Park Drive) again, it would be good to have all three of those events completed,” City Councilman Bill McGuire said during a City Council meeting June 16. “The opening of the interchange up at Matanzas and I-95 will change driver behavior.” McGuire made a motion to have the council reconsider an option for further study — which would be done by a firm that could study not only the street’s engineering, but also its impact on residents’ quality of life — after the

construction is completed. His motion passed the council without objection. An option for further traffic engineering study, to be performed by Lassiter Transportation Group for about $42,000, was not recommended by city staff and had already died for lack of a motion at the meeting before McGuire made his motion. The proposed Lassiter study would have differed from a study already completed by the city by tracking not only how much traffic there is at various points and its speed, but also where it goes: Lassiter would have used license plate tracking or Bluetooth technology tracking to follow the routes taken by individual cars. Florida Park Drive, which is traveled by about 5,100 to 8,200 vehicles per day, has for years brought resident complaints about high traffic volume. But its level of service has been measured at various points in the road as between a level A and a level C, none of which are considered unacceptable on the A-throughF level of service scale, according to a study performed by city staff and presented at a June 9 workshop. That left the City Council unsure how to proceed.

Florida Park Drive residents have said heavy traffic affects their quality of life.

At the June 16 meeting, Netts asked city engineer Sean Costello to describe what a C-rated level of service looks like. That level of service, Costello replied, is “Where you’re able to maintain the speed limit, and the amount you have to stop is still minimal. You’re only stopping when somebody has to make a turn.” Florida Park Drive resident Steve Carr, the muscle behind much of the effort to push the city to address what he’s said is a traffic volume problem, said the rating s say nothing about the traffic’s impact on residents’ lives. “All traffic studies should focus on wellbeing, not just traffic,” he said. “Right now we have thousands of cars, hundreds of trucks

passing down Florida Park Drive. … Yes, we can count the number of cars, but what is it doing to the people? That’s what we need to know.” Carr suggested eliminating cut-through traffic that uses residential F-section streets to travel between Palm Harbor Parkway and Palm Coast Parkway. Another F-section resident suggested the city add signs on either end of Fleetwood Drive that would restrict that street to local traffic. He said the constant rush of cars and exhaust creates dust. “The dust is just terrible,” he said. “I don’t have a man cave; I have a landfill, is what it amounts to.” But City Manager Jim Landon said the city wouldn’t be able to enforce signs restricting certain

roads to residents, because drivers who ignored the sign wouldn’t technically be violating the law. City Councilman Steven Nobile said the information he had from the city’s traffic study didn’t tell him enough. “I want to get to the level of determination of, is this something that is inconvenient for the residents of Florida Park Drive? Or is this something that’s a problem? ... Is there a health issue that we’re perpetuating by allowing it to continue?” The council directed city staff to research firms that would be able to measure the traffic’s impact on resident welfare and could be called on for a study after the three projects that could affect Florida Park Drive’s traffic are completed.

T

he Flagler County School District has advanced its state ranking in a few subject areas based on high stakes testing results, but slipped in others, according to data presented at a School Board workshop Tuesday, June 16. The information, released by the state Friday and based on standardized testing data, does not cover each subject area or grade level. The information is released in batches at different times of the year, and district’s reading and math score rankings, as well as its dropout and graduation rate ranking, are still pending. At the elementary school level, Flagler School fifth-graders dropped from a 2014 science ranking of 28th out of the state’s 67 counties to a 2015 ranking of 36th in the state, but the ranking is still an improvement from two years ago, when the district ranked 54th in the state. Only Bunnell Elementary School showed a year-over-year increase from last year in the number or students receiving scores if three or above, indicating that they are performing at or above proficiency level: 54% got scores of three or higher this year, while just 52% did last year.

Middle-schoolers did better: Eighth-graders rose from an overall science ranking of 28th in the state to 15th in the state, and there was improvement at both Indian Trail Middle School, where there was a 5% improvement, and at Belle Terre Middle School, where there was a 2% improvement. In middle school civics, the district also dropped in state rankings, but its ranking was high to start with: The district dropped from 11th in the state to 15th in the state, with 70% of Flagler students receiving scores showing performance at or above proficiency. At the high school level, the district’s biology end-of-course exam ranking rose from 42nd in the state to 26th. The district’s percentage of students scoring at or above proficiency level didn’t change — it was 66% in 2015 and in 2014 — but the district rose in the rankings because the percentage of students statewide who received scores of three or above dropped 3%. In U.S. history end-of-course exams, the district’s ranking dropped from eighth in the state to 19th in the state, and the percentage of Flagler students scoring at or above proficiency dropped from 74% to 69%. The percentage of students scoring at or above proficiency in U.S. history statewide rose 1%.

One was Flagler County NAACP President Linda SharpeHaywood, herself a former teacher and police officer. “I’d like to commend the board for your willingness to sit down with us and with the Southern Poverty Law Center, and I applaud (Flagler Schools Superintendent) Mr. Oliva for his sincerity and his willingness to make compromises and to go forward with what our goal for Flagler County Schools would be if this is accepted the way that it has been submitted,” she said. “I think that it is a start. I think that it’s a very good start. It’s more than 50% of what I would have wanted, and I’m pleased with that. I just want to say thank you to the board for your consideration, and just many, many thanks to Dr. Whitaker and the Southern Poverty Law Center for assisting us.” Whitaker, who’d worked closely with Gavin to reach the agreement, warned that change will take time. “This is the beginning of addressing the issue, and we’ll have kinks to work out. dents, a licensed mental health counselor, a representative from the Department of Juvenile Justice, a member of the school district’s administrative staff, and Flagler Schools Superintendent Jacob Oliva — will be charged with reviewing the district’s code of conduct, and checking its discipline data for disparities. The school district will provide monthly discipline reports, and make the data available to the SPLC and the public in general for review. The policies for the District Discipline Review Committee will be clarified, and the length of out-of-school suspensions will drop from a maximum of 10 days to a maximum of five days, with a goal of reducing them to three days the following year and gradually eliminating them entirely. The district will also issue an advisory letter stating that that school resource officers — the deputies assigned to schools — are there to assist with student growth, provide positive role models and keep students safe. And if either side doesn’t feel the other party is living up to its obligations, they will meet and undergo a formal mediation process, if necessary. At the June 16 meeting, School Board Chairwoman Colleen Conklin thanked Whitaker for his months of work with the district to reach and agreement, and for driving from Alabama to attend the meeting. “I want to strongly commend you for coming and working with the team and approaching the whole situation, I think, with an open mind and a willingness to collaborate,” she said to Whita-

that has existed before any of you were here,” SPLC Attorney Amir Whitaker, who helped draft the 2012 Department of Education Office for Civil Rights complaint, said at the June 16 School Board meeting. “So this is an opportunity to come together and do what we can about it, and I thank you for the opportunity.” The civil rights complaint against Flagler Schools was one of five leveled against school district in Florida — the other districts were the Escambia, Bay, Okaloosa and Suwannee school districts — which charged that black students in those counties “were subjected to harsh disciplinary policies at a far higher rate than their white classmates” and “were often subjected to long-term suspensions, expulsions and even arrested at school for relatively minor misconduct,” removing them from the school environment and harming their education. In Flagler County, the complaint said, black students made up 31% of out-of-school suspensions during the 2010-11 school year, even though black students were 16% of the district’s student population. Since Whitaker spoke at a local NAACP meeting in late January and toured local schools at the Flagler School district’s invitation, the civil rights group has worked closely with the district to come to an agreement. An overflow crowd of more than 100 people packed a room at the Highjackers restaurant Sunday, June 14 at a celebration to recognize County Commissioner George Hanns’ quarter century of service to the county. Hanns, the longest-serving member of the current County Commission, was first elected to the Flagler County Commission in 1992 after serving for two years on the Palm Coast Service District Advisory Council. He is serving his sixth County Commission term,

and has not yet decided, he said, if he’ll run for a seventh. The celebration, held by the Flagler County Democratic Executive Committee, was attended by some of the county’s most prominent Republicans, as well as Democrats. Attendees included County Commissioners Frank Meeker, Nate McLaughlin, and Charlie Ericksen — Commissioner Barbara Revels was out of town — as well as County Administrator Craig Coffey, City Councilman Jason DeLorenzo, Sheriff James Manfre, Democratic Executive Committee Chairman Ralph Lightfoot and others. “When I served here, I found him to be one of the most caring, thoughtful commissioners that I have seen in Flagler County,” said Milissa Holland, who served on the commission from 2006 to 2012. “He’s very dedicated to the community. And he’s also funny.” Hanns, who has a mischievous penchant for making commission audiences burst out with laughter during proceedings which might otherwise be staid, threw in one of his quips during a meeting the next day. “As of now I’m not fed up with the job,” he said. “I appreciate doing something late in life that’s meaningful, and it will be hard to walk away from this. … And I may not even take blood pressure medicine tonight.” He said he’s avoided partisan bickering and enjoys the commission.

Opposites: Two views of race relations Observer Disturbing letter about race only adds to discord Dear Editor: In response to commentator Dennis Glover’s recent letter regarding racism, I cannot imagine a more disturbing diatribe as that which he directed against people of color, in this case black school children. In Mr. Glover’s distorted worldview, any perceived discrimination in our schools, as in our judicial system, is indisputably the result of “illegitimacy.” If (black) D students had two parents like (white) A students, the “nitpicking” would end. Stop attacking Nobile; his views are in line with his constituents Dear Editor: I have been reading with great interest the vitriolic attacks against Councilman Steven Nobile. Not one letter presents any facts to suggest that Mr. Nobile is doing the bidding of the Ronald Reagan Republican Assembly. I would like to remind everyone that Councilman Nobile was elected to his seat by the majority of voters, which would indicate that his views are in line with his constituents. It is also regular policy in most cities and towns to do a charter review on a regular basis. A charter review does not necessarily mean changes to the charter, but does give the opportunity to change outdated policies. I understand that many people fear change, but, if Palm Coast is to continue to grow and prosper, changes will be necessary. Having witnessed firsthand political infighting in the Republican party during the 2008 presidential election, when legally elected delegates were barred from the convention floor in St. Paul, I find it most interesting that the “mainstream neocon Republicans” are crying foul when their own tactics are used against them. Canvassing Board appointees should be independently elected Dear Editor: I wonder how many here were as surprised as I was to find that our own county commissioners count the ballots for the elections here in Flagler County? It’s one of those things that usually just doesn’t come to mind, does it? The members of the Canvassing Board are made up of two county commissioners, the county attorney, and a judge. The very people most affected by the results and

were taught, as are, apparently, white children, to “get and keep a job and be self sufficient instead of pushing programs that live off of other people’s tax money,” the big problem (annoying anti-discrimination lawsuits?) is solved. Mr. Glover dismisses any responsibility of school teachers and administrators to address issues of scholastic equality, and uses mathematical statistics, without context, to give voice to a very narrow-minded thought process that, at its worst, blames the victim for the crime. While he is entitled to his opinion, his mindset contributes greatly to

Why do we need another gas station in Palm Coast? Dear Editor: Well our city leaders are at it again. Just what Palm Coast needs: another gas station. First they put one on Pine Lakes Parkway; now a large one is going up on Belle Terre and 100. I guess they don’t know there’s already four on 100 now. Soon we will have more gas pumps than cars here. These so-called leaders or representatives just keep doing what they want without the input of the people, and when the people do speak up, they do it anyway. Safety precautions needed at crosswalks Dear Editor: Let me preface this by saying that I am a Florida Native who received my driver’s license 50 years ago. We were taught and tested on stopping at the stop sign and idling up and stopping at traffic lights, looking both to the right and to the left. There is not an exclusion for looking in both directions just because you are stopped at a divided road way such as Belle Terre Parkway. I have been hit by a car coming out of the Tennis Center on Belle Terre, as the driver never even stopped at the stop sign, nor did he ever even look to his right hand side. In fact, he didn’t even know he had hit me until I pebbled his car with mulch from the landscaping where I fell. If he had stopped at the stop sign and looked to his right, it would never have happened. In the summer, there are more children using the bicycle trails, and the outcome could be a lot different for a little person than it fortunately was for me. A second close call came in April at the light at Belle Terre and Central. I relocated to Palm Coast in part for the beautiful and maintained bicycle trails; however, it has become dangerous for me because of careless

Retailers should charge money for use of shopping carts Dear Editor: The problem of people leaving shopping carts unattended in shopping center parking lots is out of control. This is a suggestion for all retailers who provide shopping carts to facilitate bulk shopping: Follow the example used in Europe. To obtain the use of a shopping cart, you must deposit a set amount of money and remove the cart from the rack. Upon completion of the shopping adventure, customers return the cart to the rack and receive their deposit back. No carts left in parking lots to damage other shoppers cars. No shopping carts taken and found later abandoned in residential or along city streets. It seems simple, and I wonder why the American retailers have not picked up on this practice. It saves money, protects shopping carts from being abused or misused and costs the consumer nothing. If individuals cannot be responsible and return shopping carts to designated dropoff spots or back to the retailer, then someone has to make it inconvenient so the practice of just abandoning your shopping cart has a penalty.

MISSING MARLBOROS 1:21 a.m. — 9400 block of Sate Road 11 Burglary: A Sheriff’s Office deputy doing a security check at a convenience store saw an unoccupied truck parked in front of the store, then noticed that the store’s front door was open. The deputy, with a partner, checked the inside of the store but found no one, then contacted the store’s owner. She said the truck belonged there — it was her nephew’s — but there had been a theft: Someone had damaged the front door and stolen 13 packs of Marlboros, worth about $100. It was estimated that the damage to the door would cost about $300 to fix.

ELVIRA “ELLIE” ANN NAJEWICZ

ELVIRA “ELLIE” ANN NAJEWICZ, 94, of Louisville, KY and Palm Coast, FL passed away on June 7, 2015, just weeks before her 95th birthday. Ellie was born in Sant’Ilario, Reggio Calabria, Italy in 1920 as one of five children in the DeLeonardis family. She was a resident of Palm Coast, Florida for 27 years, before moving to Louisville, Kentucky in 2013. She immigrated with her family to the United States in 1928, and was raised in Brackenridge, Pennsylvania. Ellie attended beautician school in Pittsburgh and was an entrepreneur opening her own hair salon in Tarentum, Pennsylvania in the early 1940’s and continued to operate her shop until 1953. Ellie married Joseph Najewicz of Arnold, Pennsylvania November 8, 1947, and raised three sons in Gibsonia, Pennsylvania, a suburb of Pittsburgh until 1973. Ellie was active in many community activities her whole life, including bridge clubs, mahjong groups, bowling and gardening. She and Joe moved several times due to Joe’s career with the Western Auto Company, including Delaware, Ohio; Baltimore, Maryland; Jacksonville, Florida; and Jackson, Mississippi before retiring in Palm Coast, Florida. She was a longtime cancer survivor and lived life to the fullest for many years afterwards. Joe and Elvira celebrated their milestone 65th wedding anniversary in November of 2012. Ellie was a member of St. Elizabeth Ann Seton Parish of the Roman Catholic Diocese of St. Augustine, FL. Ellie was preceded in death by her husband, Joe, shortly after moving to Louisville, KY in 2013.

MONKEY BUSINESS 11:34 a.m. First block of Ponderosa Lane Fraud: An 11-year-old Palm Coast boy found an Internet advertisement for live monkeys for $200 each. He texted the number listed in the ad, and was told to send $200 to a location in Virginia. An adult family member went to a local big box store and wired the $200. The person on the other end then demanded another $400, though the family member eventually got the monkey person to agree to send the monkey for just the $200. But the family never received the monkey,

Wherever she lived, Ellie had many dear friends and was known for her cooking skills and gracious entertaining. No one moved into the neighborhood without homemade baked goods arriving on their doorstep. Cooking was her specialty and some of her favorite creations, always made from scratch and with love, were her raviolis, gnocchi, homemade pizza, bread and rolls. But she will always be remembered for her famous “Peaches and Cream” cookies, a recipe she won an award for and also had published in the 1984 Taste of the South cookbook. She also enjoyed travel, but her devotion was to her family first. Left to cherish her memory are her three sons: David (Rebecca) of Louisville, KY; Michael (Kathy) of San Diego, CA; Robert (Sharon) of Baltimore, MD; seven grandchildren: Christopher (Charlotte), Meredith (Brian), and Mary Ellen; Kaitlin (Patrick) and Samuel; Allison (Byron) and Meghan; three great-grandchildren: Jack, Max and Natalie; and brother Rudolph DeLeonardis (Faye). Memorial Services will be private. Memorial gifts to the “Outreach Ministry” at St. Elizabeth Ann Seton Catholic Church may be made in Ellie’s name. Car burglary: A deputy drove to a local pizza shop to speak with a 21-year-old employee who reported that someone cut two holes in the roof cover of his convertible the night before at his Southbury Court home and stole a lighter, an air freshener and a pair of Oakley sunglasses worth about $120. The thief didn’t need to slash through the car’s roof to gain entry: The man had left it unlocked overnight. Other valuable items inside the car were left untouched.

WEST SIDE THIEF STEALS TRAILER, LUMBER 6:11 p.m. — First block of County Road 2006 West Burglary: A Bunnell couple called the Sheriff’s Office and said someone had stolen a 12-foot-long homemade utility trailer they’d kept in an open garage, as well as 82 wood 2-by-4s. The wood was worth about $2,500 total, and the trailer, which had not been registered, was worth $1,000. A deputy wrote that it seemed the thief drove a vehicle onto the property, loaded the wood onto the trailer, and drove off with it. The theft itself happened between 8 p.m. June 4 and 2:30 p.m. June 5, and there were no witnesses or suspects.

Mark Richter — the man recently in the news for sending the press an email containing an image of Osama bin Laden having sex with a camel, with a subject line calling for the boycott of online news service FlaglerLive.com, whose editor is Arab-American — has filed as a Republican candidate for the Flagler County Commission District 1 race. Richter ran unsuccessfully against incumbent Commissioner Nate McLaughlin in the District 4 race last year, losing that seat by 237 votes. The Flagler County Commission District 1 seat is currently held by Commissioner Charlie Ericksen, a Republican. Richter is the first candidate to register for any of the upcoming County Commission races. After Richter’s unsuccessful County Commission bid last year, he was in the news for sending county commissioners and local reporters an email implying that Pierre Tristam, the FlaglerLive editor, should be treated as a potential terrorist threat and restricted from the Government Services Building because Tristam had years ago changed his name, which had previously been Pierre Fouad Haddad. The primary election is Aug. 30, 2016.

A Sheriff’s Office SWAT team and members of the Special Investigations Unit and Flagler Beach Police Department arrested two people caught with marijuana muffins and marijuana chocolate, as well as other drugs. The investigators found LSD, ecstasy, cocaine, approximately 530 grams of marijuana and drug paraphernalia, according to a Sheriff’s Office news release, then searched the home’s kitchen, where they “located several baked muffins and chocolate that contained marijuana. Hashish oil and a machine used to make butter were found still operating in the kitchen,” with marijuana oil inside. Christian Jacob Way, 24, of Flagler Beach and Katrina Lyn Farmer, 18, of Palm Coast were arrested on charges of possession of LSD, Possession of MDMA, cultivation of cannabis, possession of hashish, possession of more than 20 grams of marijuana, possession of marijuana with the intent to sell, possession of cultivation paraphernalia (production), and possession of paraphernalia (use). Way was also charged with possession of cocaine.

The Flagler Beach Police Department has released a video public service announcement called “Hide it, Lock it or Lose it,” warning residents about car break-ins. Car break-ins are a common crime, and thieves often steal bags, purses, wallets, phones and other valuables that were left in plain view, sometimes in unlocked cars. “The goal of the new video PSA is to create public awareness and help reduce the likelihood of our citizens becoming victims of car break-ins. ... Car break-ins are crimes of opportunity that can occur in just a few seconds,” according to a Flagler Beach Police Department news release. The video urges residents to keep valuables out of sight and lock their cars. Flagler Beach Police Officer Kevin Pineda wrote, directed and edited the video with help from students at Full Sail University in Winter Haven, Florida, according to the news release. Brenda Tucker Boyd is stepping down from her position as a Trustee of the Florida Agricultural Museum board after 17 years of service. Her last day serving will be at the next meeting of the Board of Trustees on June 18. Boyd is the daughter of the celebrated Florida cattleman and Florida Agricultural Hall of Fame Inductee Raymon Tucker. Raymon and his brother, Gilbert, established the Haw Creek Ranch near Bunnell in 1933. Boyd grew up on the Haw Creek Ranch along with her five sisters. The family has remained active in the ranching business in Florida, as well as in Utah and Oklahoma. Four of Brenda’s five children continued in the family’s ranching tradition. Tucker and the late Commissioner of Agriculture, Doyle Conner, were instrumental in re-locating the Florida Agricultural Museum from Tallahassee to Flagler County in 1997. Tucker served on the museum’s Board of Trustees from 1983 until 1998. Boyd was invited to serve as a museum Trustee after her father’s passing and has filled that position since 1998. “Serving on the board of the Florida Agricultural Museum has been a very rewarding experience for me,” Boyd reflected. “It allowed me to carry on the dream of Doyle Conner and my dad to share Florida’s agricultural legacy with a wider public. I have enjoyed associating with good people who have the museum’s interests at heart and have all made great efforts to make the museum a reality. I feel the board members are making great progress towards making the Florida Agricultural Museum an outstanding educational destination. Volunteers hope to use count data in plan to end chronic homelessness WHO IS HOMELESS?

An effort led by the Salvation Army has reduced veteran homelessness to a ‘functional zero’ in Flagler. What’s next? JONATHAN SIMMONS NEWS EDITOR

Volunteers working with the Volusia/Flagler County Coalition for the Homeless counted 75 homeless people, including 21 who were chronically homeless and 15 under age 18, during the coalition’s annual point-in-time count in January. Results of surveys compiled and released last month show that the area’s population of chronically homeless people is low for a place of this size, said Volusia/ Flagler Coalition for the Homeless Flagler Homeless Solutions Task Force Coordinator Milissa Extrom, and the coalition hopes to be able to house them using an approach similar to one used by the Salvation Army to house the population’s veteran homeless population. “The Task Force is working on a strategic plan to end homelessness for all the subpopulations in Flagler County, so with these numbers, our next subpopulation we’ll be working on is the chronically homeless,” she said. “So this helps us with not only knowing how many individuals we need to get off the streets for that population, but some of the other information about what puts

them there.” Other subpopulations measured, she said, include unaccompanied youth under age 22, and families with children. The overall number of homeless individuals in Flagler is dropping, she said: A concerted effort to end veteran homelessness countywide had led to a veteran homeless population drop, from 25 homeless veterans in January 2014 to just four in January 2015. “The last two years, the numbers have gone down,” Extrom said, even though “this year we covered much more of the county than we ever were able to cover before.” About 50 volunteers — from the Salvation Army, Disabled Veterans of America, the Coalition and the Sheltering Tree, a combat veteran motorcycle club in Daytona and other organizations — searched local homeless camps and hangouts countywide over 24 hours from noon Jan. 27 to noon Jan. 28. Then they searched the Daytona North area separately several days later. The count is usually held in late January in

accordance with Department of Housing and Urban Development guidelines. Because the count takes place over that short time frame, Extrom said, it doesn’t give a total number of homeless individuals or a number from which one can guess at a total population. Instead, she said, it provides “a snapshot” of the condition of the county’s homeless population. This time, according to the count data, 17 people reported a physical disability, 13 reported a drug or alcohol addiction, and eight reported a mental health problem. Of the chronically homeless, 11 lived in Palm Coast, nine lived in Bunnell and one lived in Flagler Beach. To know where to search, Extrom said, “We determine which areas of the county are most likely to have homeless people living there, and that pretty much depends on access to food and any way to wash up, public restrooms any thing like that is pretty much where we find people staying. … They can live in the woods or anything — under a bridge or wherever — but they’re going to be mostly around places

Two of Flagler County’s most pristine natural locations will house a small collection of cottages built to give researchers a place to work and vacationers a place to play. The Flagler County Commission voted 4-0 at a special meeting held after a County Commission workshop June 15 to approve proposals to build 10 cottages at the River-to-Sea Preserve and three at Princess Place, with an additional six Princess Place cottages on the table for later consideration. Commissioner Barbara Revels was absent. “Our goal is research, second to none, happening in the Pellicer,” Guana Tolomato Matanzas National Estuarine Research Reserve Director Mike Shirley said at the workshop before the vote. “It’s going to be a very wellstudied area if we have our goal.” Both sites are valuable to researchers seeking good-condition estuary environments to study, County Administrator Craig Coffey said. Several people showed up for the meeting’s public comment period, expressing concern about the proximity of the Princess Place cottages, which will require septic tanks, to the water.

Volusia Flagler Sierra Club member Linda Carlton said she was “not totally against” the proposed Princess Place cabins, but worried about their environmental impact. Three other people also suggested the board look at other locations in the preserve that were further from water. Commissioner Frank Meeker, addressing their concerns at the close of the meeting, said the environmental impact of the cabins was no greater at their proposed waterfront spots than at other places in the preserve, and the waterfront spots offered “a prettier view.” The cottages are designed by Flagler Beach architect Joseph Pozzuoli.

WHO’S PAYING? Money for the cottages will come from grant money, donations, cottage adoptions and a loan from the county’s passive park fund, County Administrator Craig Coffey said, and not from ad valorem taxes.

TIME TO RIDE

Flagler County employees soon will be able to get some of their medications from a Canadian company at no personal cost under an arrangement that lets the county take advantage of Canada’s system of socialized medicine. The County Commission voted 4-0 at a special meeting June 15 to approve a contract with Windsor, Ontario- and Detroitbased international prescription company CanaRX after County Administrator Craig Coffey called the deal “a no-brainer.” “I looked through the list of medications, and the savings there is just phenomenal,” County Commissioner Nate McLaughlin said at a workshop before the vote. “And I think you have an obligation — if you can cut your expenses, you cut your expense.” McLaughlin asked CanaRX representative Mark Mousty how CanaRX can offer prices so much lower than those offered at pharmacies like Walgreens or CVS. “It’s real simple: The United States is the only industrialized nation that does not have socialized medicine,” Mousty replied. “And if we lived right across the border in Canada, the Canadian government dictates and negotiates directly with the pharmaceutical companies on how much they can sell their medications for to the citizens of those counties — Canada, Great Britain,

Australia, New Zealand, they’re all the same — and they negotiate directly with pharmaceutical companies at what you see here, which is 50%, sometimes almost 80% savings over what we pay here as U.S. citizens in a nation that does not have any regulations or controls in place on what pharmaceutical companies can and do charge American citizens for the same meds.” The drugs offered through CanaRX are name-brand medications purchased from licensed pharmacies in Canada, Australia, New Zealand and England, all nations with a “tier one” level of medical service comparable to the United States’, Mousty said. About 40% of generic drugs sold in the U.S., he said, are manufactured abroad. The deal will cost the county nothing to implement and require no enrollment fees for county employees, who would simply fill prescriptions through CanaRX instead of a local pharmacy. Commissioner George Hanns had suggested the county look into getting drugs from Canadian sources last year after he heard about such arrangements at the Florida Association of Counties meeting. June 19 means so much, to so many different people, for so many different reasons. Whether a birthday, a wedding anniversary, a graduation, etc., people from around the world will celebrate on that day. But to a people enslaved in Texas in 1865, it meant one thing: freedom. The African-American Cultural Society held its annual Juneteenth Celebration, the oldest national holiday that celebrates and commemorates the ending of slavery, Saturday, June 13, at the African-American Cultural Center. The room was illuminated with African Kente cloth, headwear, jewelry and art, and kids from various organizations

seemed to brighten up the area with their dances, songs and smiles. The First Church Youth Choir and the Mount Calvary Baptist Youth Liturgical Dancers amazed those in attendance with culture dances and songs, such as “Siyahumba,” an African melody. “I think this is a great program; there is such a need for programs like this,” said Stephanie Ecklin, president of AACS. “I really do enjoy what we do here because, if there was ever a time when we, as a people, needed programs like this, it’s now. We are such a lost people, and any type of cultural program helps us to identify ourselves and somewhat begin to remember our identity. It’s such a lost feeling now, knowing who you are and where you come from, and programs like this help to fill those gaps of information.” Mayor Jon Netts and Vice Mayor Bill McGuire attended the ceremony, and Netts read a proclamation naming June 13 as Juneteenth in the city of Palm Coast. hird time was the charm for Lovie Haley and her softball travel team, the Jax Fusion. Expecting to win a bid to the 2015 National World Series in March, the girls were knocked out of the tournament, and, a few weeks later, they cruised all the way to the championship game to qualify for Nationals, only to come up short again. “It was pretty disappointing,” Haley said. “It was hard seeing the other team so happy that they got to go, and we didn’t get to.” Last month, armed with disappointment and a new focus, Haley’s Fusion found themselves in another championship game to reach the Junior Olympic Nationals, but this time they made the most of their opportunity and blew out the runners-up to clinch the championship and punch their ticket to the ASA/ USA Junior Olympic Nationals in California, the highest honor for a softball player at her age level. “It felt pretty amazing,” said Haley, about finally making it to Nationals and becoming a Junior Olympian. “It’s been a long, hard road of hard work.” “She spends a great deal of time on the road away from her friends,” said Vicky Haley, her mother. “She

has to do homework on the road, has to study in a hotel room, and she’s still an honor student. She’s in advanced placement academics and makes honor roll every quarter. To do all of that on top of her sports is hard work.” There was nothing easy about Haley’s journey to becoming a junior Olympian pitcher. She began playing softball four years ago, but things didn’t go so well at first. “At the beginning, she wasn’t a good pitcher,” Vicky Haley said. “One of the reasons why we left (Palm Coast) Little League is because a coach told her that pitching wasn’t her thing, but she was 8 years old, and that’s what she wanted to do. I wasn’t going to tell her that she couldn’t do what she wanted to do. So, we got her help, and now she is at where she’s at.” A couple of years ago, Haley got the opportunity to meet Florida Gator Lauren Haeger, the reigning NCAA softball champion, and, arguably, the greatest pitcher in NCAA history. “She told Lovie that when she started out, she wasn’t the best pitcher, either,” said John Haley, Lovie Haley’s father. “She had to work hard, and that’s why Lovie works as hard as she does.” “She was very encouraging and personable to me,” Haley said. “She’s, like, my idol. Every time I

go out there, I want to be like her.” While she’s only 12, she pitches in the low 50 mph range, which is close to the average high school pitcher. Haley’s softball success, community work and academic prowess have earned her the position of Junior Ambassador for the National Bondi Band Athletic Headwear Co. With all of her softball dreams coming true, Haley take pride in her journey and the diligence it takes to get there. “I think the grind is a lot of hard work, but it’s pretty amazing to see the results at the end,” she concluded.

remember before and after every away JV basketball game in high school, my teammates and I would make up rhymes (freestyle) on the school bus as coach Brian Humphrey peacefully drove, often smiling. With every good punch line, everyone on the bus would yell, “Man!” signifying their approval. Our freestyle session and respect for Coach Hump drastically increased when he silenced the bus and made his debut into the rap world. While his only rhyme wasn’t, understandably, up to par, the entire bus went crazy. Coach Hump humbled himself from the coaching level and became one of us. We were proud to call him our coach. It’s always refreshing to hear stories of how coaches bridge the age and culture gap with their players through dance, rap, singing and other methods that make them closer to their group. Here in Flagler and Volusia counties, I’ve heard interesting stories about coaches’ attempts to reduce the gap, including Seabreeze Raushod Floyd’s favorite memory of former head coach Marc Beach. “When we were in Kuwait, Coach Beach, because he played defensive back in his days, challenged a guy to catch the ball on him. That was the funniest thing I ever saw Coach do. I thought he was going to break his hip, but he did a good job covering the guy.” Because of that moment, Floyd gained a new respect for his coach. Matanzas football head coach Robert Ripley also haves fun with his players on their level. “We do a lot of different things to connect with the kids,” he said. “We often listen to music at practice, and I cut up and laugh with them. You have to be willing. Some coaches struggle with that. The ‘I was coached one way, so that’s how I coach’ mentality doesn’t work anymore. They have to know you care.” It’s moments like these that have helped decide where kids choose to attend college. Some of the toughest coaches have changed their stance on the “no fun” idea of coaching, due to that reality. There is a video of Nick Saban, who’s known as one of the hardest coaches in the business, doing the electric slide in a recruit’s living room with other family members. While it may not be enjoyable to those who are “above that level,” it means the world to those who matter the most.

This was no ordinary basketball camp where kids get to run around, play a few games, dribble the ball up and down the court and go home with the same skills they possessed before attending the camp. The Flagler Palm Coast Co-ed Basketball Camp, managed by coach Javier Bevacqua, was run more like a high school training camp. “They showed up and listened, and they started to try a lot of things we tell them,” Bevacqua said. “A lot of kids come in wanting to be LeBron James until we teach them how to space the court out and look for teammates.” On the final day, camp participants played two games apiece, and afterward, received certificates of completion and a coveted evaluation sheet. “The kids take camp seriously,” Bevacqua said. “They can’t wait to see their evaluations. A lot of these kids are going to play with Upward (basketball league), and they want to use this as a test to see what they need to work on.” “We’re very honest in our evaluations,” he added. “We had a long conversation with the coaches, and told them to be specific with the players about things they needed to work on. If they got a low score on a particular skill, the coach would show them what they’re doing wrong and show them how to get it right. We take it very serious.” Bevacqua’s camp has gotten

bigger every year. In his first year, the camp was held in the school’s small gym. The following year, they had to move it to the big gym. With constant pressure to add more camps, and the heartbreak of turning kids away, he’s ready to expand his operation. “I’m a strong believer in quality over quantity,” Bevacqua said. “Parents always ask me, ‘What’s the problem with adding one extra kid?’ Well, one more kid is someone who’s not getting full attention. Their response is that I’ll make money, but it’s not about money. If it were, then I would take 200 kids.” “While it’s going to take more coaches and time, I think we’re going to go with the big gym, upstairs and the other gym next year. We have to,” he added. This upcoming basketball season, Bevacqua will coach kids who have grown up in his camp, and now play the role of counselor. One of those girls is freshman Dyman Howard, who attended his first camp as a second-grader. “It feels pretty good to know how I started out, and where I am now,” Howard said. “I really enjoy playing for him. Through this camp, I learned all the basics, how to pass, dribble and shoot.” Since her first year, everything about the camp has improved. There are more activities, more participants, more coaches and more supportive parents.

lagler Technical Institute, Adult Education Career and Technical Education and the TRAIL Transition Program celebrated more than 250 graduates Wednesday, June 10, at a graduation ceremony at the Flagler Auditorium. Of those graduates, 11 were ESOL completers, 14 were TRAIL Transition completers and 48 were adult high school and GED graduates. In addition, more than 150 students graduated from 12 different career and technical programs, including medical coding/billing, patient care technician and cosmetology. At the ceremony, scholarships from the funds raised at the Flagler Home and Lifestyle Show were awarded to GED students Brianna Alberty and Joas Louis-Charles. Other scholarships were awarded to Elijah Hudson by the Flagler Palm Coast Kiwanis Club; to Tomi Penny by the Lions Club of Palm Coast; and to Kaitlyn Renee Wood and Morgan Lynch by the Rotary of Flagler Beach.

Family finds missing dog after 11-day search “It was such a relief, I’m just so grateful to have our dog back where he belongs.”

At 6:30 in the morning on June 7, Sheila Lafleur was in her home when she received a text from her husband Paul, saying he was “busy.” A sense of anticipation overwhelmed her; she knew she was just minutes away from finally being reunited with their dog, Harley, after 11 days of him being stranded in the middle of the woods. “I was just balling,” Lafleur recalled about the moment when she learned their dog had been found. “It’s the kind of relief that just makes you cry … when you go through something terrible and something happens to make it all better; when you finally find out that it’s over and everything can get back to normal again.” Harley went missing on May 28, when Sheila Lafleur was walking the dog down St. Joes Walkway near Linear Park. When a pedestrian came over to pet the dog, Harley backed up and slipped through his owner’s legs, running off into the trail and condos behind her. “I was just trying to find some type of health exercise with the dog, and I decided to take my dog on a walk for a few miles,” Lafleur said. “That one decision changed everything.” Over the next five to six days,

same circular pattern around the area of the walkway. “I also got a call from someone who was born and raised in Rhodesia,” Lafleur said. “Through their insight on how they have seen many dogs like ours, they said the dog is a tree-line runner — they don’t go far into the woods.” The dog owner was confident that it was only a matter of time until Harley was found. The Lafleur family then hired pet private investigator Tammy Wozniak, of Ormond Beach, to try and bring the search to a close. Wozniak immediately came onto the scene and told Lafleur she was going to lay out random cam-

eras with feeding stations around where Harley could be roaming. “Then Tammy told us to stop the posts and having all the people come out and help,” Lafleur said. “At that point, I didn’t understand until she told me that all these people are posing as a threat to Harley. They are ripping through the trees shouting his name, and that frightens him because he doesn’t know who these people are. So that’s exactly what we did.” A couple of days passed, and they were getting closer to finding their lost dog. Harley was being spotted more than ever by the private investigator. coming down to the final day of help from Wozniak. “She had other work to be done out of state for three months,” Sheila Lafleur said. “We were so close, but if we hadn’t found Harley before she had left, that might have been it. It was very discouraging.” On the very last morning of Wozniak’s availability, Wozniak’s team saw Harley coming out of the woods into the open, but close to the roadway near Paul Lafleur’s car. “I had to open the door of my truck and come out,” Paul Lafleur said. “That was the only way he would’ve approached me, and, eventually, he crossed the street, came to me, and I gave him the biggest hug imaginable.” “Tammy called me 30 minutes later and was screaming, ‘We got him, we got him!” Sheila Lafleur said. “I was at home and I just replied saying, ‘Yay!’” “It was such a relief. I’m just so grateful to have our dog back where he belongs,” Sheila Lafleur said. “We truly missed him so much.”

both Paul and Sheila did everything they could to try to find their lost dog. They went around the area trying to find Harley and printed out as many posters as they could to try to bring awareness to the community. But they had no success. Several sightings were reported, most in the Fairway condos, but the dog was still missing. Then, Sheila Lafleur discovered a webpage on Facebook, “SwipSwap Palm Coast.” “This changed everything,” she said. “I never understood why people were always talking about dogs if this was a shopping site, but come to find out, they use Swip-Swap to help try to find their missing dogs. So, I posted my story, and it all started. The whole side of my computer was filled with shares of my post and people asking questions, trying to get insight just so they could help. Just by one post, everybody wanted to chip in and help.” Over the next few days, the Lafleurs said people came by the bunches, looking and bringing in awareness to people about Harley by passing out flyers to others, and going to and around the St. Joes Walkway to see if anybody could catch a glimpse of their dog. Lafleur began tracking all the locations where Harley had been spotted. She discovered that Harley was actually traveling in the

At Florida Hospital Flagler’s fifth-annual State of the Hospital Address on Thursday, June 11, at the hospital, a team of the hospital leaders took to the podium to acknowledge some of their local heroes and to give news about FHF. Some of the news shared included the hospital’s “A” rating in the Leapfrog Organization; its ability to care for 181 patients with just 99 beds on March 12; a future change in the chief of staff position; a 75% decline in patient falls since adoptedting the PostFall Huddle; and their appreciation to their partnerships. One partnership, in particular, was the 20/20 Society, which has raised over $1.4 million for the hospital. “20/20 Society was the brainchild of a few core people on the foundation who were looking to try and help us come up with a way to cover the operating

expenses for a foundation that was focused on raising money for the benefit of the hospital,” said Ken Mattison, Florida Hospital Flagler CEO, who just celebrated his two-year anniversary with the company. “And, the idea is that we can cover the cost of fundraising, and 100% of what we collect can go towards its intended purpose. And, the 20/20 part of it is just a focus on vision. If you have 20/20 vision, it’s going to be clear what you need to be doing, and that’s where the 20/20 society came from.” While speaking, a passionate Mattison addressed Florida’s health care problem, often drawing applause from the gathering. “I am a product of having been engaged in faith-based health care for my entire career,” Mattison said, “and in that time, what has brought me through the difficult times has been the mission. I’m not here to convert people. I’m here to truly honor my Creator, somebody who gave his life for me, so that I can serve those that he called me to serve. So, to me it’s as important as any ministry that somebody has been called to. I was called to health care ministry.” FHF also had its MAKOplasty robotic arm system and ventilator, or life support system, on display.
