+ Daniel Thomas named Flagler Palm Coast High Dude Be Nice ambassador The Flagler Palm Coast High School the Student Government Association recognized sophomore Daniel Thomas as the school’s first Dude Be Nice Ambassador.

Dude Be Nice is a national initiative to recognize individuals for just being extraordinarily nice. The idea is to recognize them in a loud and showy way rather than just sending a thank you card. The FPC SGA is bringing the initiative to Flagler and plans to recognize a different student each month. To start with, they have asked teachers to nominate students.

Thomas walked into lunch last week, as he does every other day, heading straight to the chicken nugget line.

When he was just about there, this is what he heard: “Hey, everyone, can I

have your attention for just a moment.

An awesome kid just walked in! It’s sophomore Daniel Thomas!”

The cafeteria erupted with applause.

They went on to tell the student body a little about Thomas.

“Daniel has done great things for FPC,” they said. “He has chartered the Best Buddies program and is working on a sensory room for ESE students. He has gone to internationals for CMPS, where he was ranked first in the world.

He went to Indiana University for the World Leadership Conference for the Best Buddies program where he was also honored for being a world leader.

But most of all, Daniel is humble of heart and continues to give. He makes the world a better place. His smile has the power to light up a room. He is truly an all-around nice guy.”

And then ended with one final shout out announcing him as the school’s first Dude Be Nice ambassador.

Flagler’s tourism chief has presided over a 13% increase in tourism revenue in his first year on the job, and he has big plans.

Matt Dunn, 40, took over the position of vice president of tourism development for Palm Coast and the Flagler Beaches, a division of the Flagler County Chamber of Commerce, one year ago.

In that year, the county recorded the most successful tourist development tax collections in history, with an increase of 13% over the previous year.

Dunn and his team are already working to make an even bigger year by rebooking a significant amount of group business, launching a new ad campaign and booking several new events for the area.

The new ad campaign, named “local soul,” aims to better reach visitors when they are making their travel decisions.

“It will speak to our destination and its uniqueness much better than previous campaign slogans and messaging,” Dunn said.

The campaign will also explore media outlets in which the tourism department has not previously purchased ads. One example of this is an ad in “The Bark,” an upscale dog magazine.

“Month after month, the most visited page on our website is ‘pet friendly beaches and accommodations,’” Dunn said. “So never before have we pursued that, but we will try to reach those potential visitors.”

This media campaign, which combines a print ad with an eblast to circulation and video content on their website, has already seen a response.

In addition to the several conferences and athletic events that have traditionally taken place in Flagler County and agreed to return in 2015, Dunn has secured contracts with several new events that will

bring tourists and additional business for local organizations.

The first of those events took place this past weekend on Dead Lake at the Bull Creek Fish Camp.

Carhartt Bassmaster College Series brought in collegiate anglers for the college series south regional. The tournament, which was televised on ESPNU, was expected to garner more than a half-million dollars in direct visitor spending, for a total economic impact to the area of $950,432.

Also new to the area is the U.S. Quidditch South Regional Tournament, which will take place Feb. 27 to March 1. The event will include teams from Alabama, Florida, Georgia, Mississippi, South Carolina and Tennessee.

Depending on the qualification process, up to 30 teams, or 500 players, are expected.

Hammock Beach Resort will play host to the EVP Pro Beach Volleyball Tour June 4-7 and the Florida Outdoor Writers Association will host its week-long conference in Flagler County in September.

“About 150-175 outdoor travel writers will come in for their annual conference and spend half the day in meetings, and the other half taking part in outdoor adventures,” Dunn said. “Each one writes for a minimum of six to eight publications, and after their stay and experience with us, will go write about us. It’s a tremendous amount of earned media that we’ll benefit from for hosting the event.”

Dunn said that the big message for 2015 is that there is increased visitor spending that will occur within Flagler County due to visitors being in town. “It is economic impact that wouldn’t ordinarily

take place if it weren’t for visitors coming to our destination,” he said.

Dunn’s years of experience in the industry and relationships made with clients before coming to Flagler County have given him an edge in the ability to bring those clients to the area. Some notable clients of Dunn’s in the past include the X-Games, Red Bull and Color Run Canadian Tour.

He has worked for the Gainesville Sports Commission, Florida Citrus Sports, Ocala/Marion County Convention and Visitors Bureau and owned his own company, The Dunn Agency.

“He’s a community leader I’d love to have,” said Ravi Rajsoomar, chief marketing officer of SixSpeed, who is working with Dunn on the new ad campaign. “He is passionate about where he lives, cares about values and is genuinely a nice person, caring and compassionate. In his field, he sees what tourism and the sports side of tourism can bring a community, and I think he is definitely on track to put Palm Coast and the Flagler Beaches on the map for sports tourism.”

Salamander Hotels and Resorts has one shot to gain approval of its planned 198room hotel in the Hammock: a hearing at the County Commission meeting Monday, Jan. 12. The planned Hammock Beach Resort building would replace a current golf lodge that has about 20 rooms and has fallen into disrepair.

But Salamander’s proposal, though supported by county planning and zoning department staff, has twice been voted down by a divided Flagler County Planning and Land Development Board — the first time in a 4-2 vote, and the second in a 3-2 vote — and the resort company is not sure what it will do with the property if the County Commission votes against a land reclassification that would allow a hotel on the currently deed-restricted land.

“We have not really thought through what we’d do if that occurred,” Salamander President Prem Devadas said in a Dec. 6 interview.

“We believe that this proposal that we have represents true, smart development for Flagler County,” he said. “We are hospitality experts at the luxury level, and what we are proposing is something that will have a significant, positive impact on the Hammock Beach community and Flagler County in general in terms of property values, tax revenues, in terms of economic impact in the surrounding community. So we really believe in this project and believe that the commissioners, once they have seen the presentation and had the chance to ask questions … that we’ll receive a positive outcome.”

The project has gotten pushback from some community members, most notably members of the Hammock Beach Conservation Coalition who have raised concerns about its impact on beach access and sensitive coastal shrub environment, saying it could overwhelm the beach.

Devadas said that if approved, construction would begin about a year after approval and is expected to take about 20 months. An opening would be planned for sometime in 2017.

Salamander has selected architectural firm Cooper Carry to design the project’s plans, and will choose a general contractor later on in the process if the County Commission approves the reclassification that would allow it to move forward.

Until then, he said, Salamander is open to ideas from the community.

We have wanted to try to incorporate as many good ideas into this plan as possible.

Prem Devadas, Salamander Hotels president “What makes this so different from typical development processes is that we truly have engaged hundreds of interested parties,” he said. “It has been all about engagement with the community, listening to people, getting the best ideas, helping people better understand what the project is, and being able to gain the support of the majority of property owners in Hammock Beach. … It’s not typical of a lot of these developments where people just come in and go straight to the county to get what they want. This has truly been a community process, and we’re very proud of that.”

If the County Commission makes recommendations Monday, Salamander will consider them as well, Devadas said.

“Throughout the process, certainly the biggest thing I have taken away is that everyone has good ideas, and we have wanted to try to incorporate as many good ideas into this plan as possible.

And that process doesn’t stop until the day you start building,” he said. “I look forward to hearing the commission’s idea and comments about our project, and we will be ready to work with them to create the absolute best project that we can.”

County Planning Director Adam Mengel said that the Salamander proposal will require only one vote from the County Commission, unlike some action items which require two.

At the meeting, he said, “The Board of County Commissioners has several options: They could approve or deny the request, they could remand it back to the Planning and Development Board” — a possibility Mengel said he found unlikely — “or there could also be a tabling, if there is some testimony providing that there are some steps yet to be completed.”

The County Commission will consider the item at its regular 5 p.m. meeting Jan. 12 at the Government Services Building at 1769 E. Moody Blvd., in Bunnell.

Flagler’s new judge will have his first day Jan. 12.

Flagler County’s courthouse has a new circuit judge: Michael Orfinger, who will replace Dennis Craig.

Orfinger, a Daytona Beach resident who comes from a family of judges — his father Melvin was a judge, as is his brother Richard — has spent the past 12 years as a courtappointed mediator Michael with Upchurch WatOrfinger son White & Max Mediation Group.

His first official day as a Circuit 7 judge appointed to Flagler County was Tuesday, Jan. 6, and his first day in court will be Monday, Jan. 12.

“I think what I can bring to the bench is a solid knowledge of the law and the temperament that is required to treat people with civility and the respect they deserve when they come to court,” Orfinger said.

“One of the things I like about being assigned to Flagler County is that back in 1978, my father was appointed to be the circuit judge in Flagler County,” he said. “So as a result, I’m starting my career as a judge where he started his career as a judge.”

Orfinger, who said he has practiced law for the past 25 years, even found his father’s portrait in a seldom-used courtroom in the courthouse. “So I’m having it moved down to my courtroom, where either he can keep an eye on me or I can keep an eye on him,” he said.

Tommy Moody has been promoted from assistant to head football coach for the Flagler Palm Coast Bulldogs, after the recent surprise retirement of former coach Caesar Campana.

Moody has been on the Bulldogs staff since 2009, after leaving his head coach- Tommy Moody ing position at Spruce Creek, where he led the Hawks to a district championship in his last season.

Moody played college football with the Florida Gators as a defensive tackle and then an offensive lineman, in his last year. After being moved to offense, he received the offensive Most Inspirational Award for spring drills and Most Improved Offensive Lineman.

church Watson White & Max, said Orfinger was “extremely analytical” and a go-to man for the ethical questions that arose at the firm.

“We used to call him ‘the conscience of the firm,’” Upchurch said. “He would be our resource person to resolve professional ethics questions that would come up from time to time. So we will certainly be missing his laugh, his friendly advice and wise council.”

One of Orfinger’s duties at the mediation firm, Upchurch said, was to handle its trust account. “He inspires such confidence to always do the right thing that none of us ever lost any sleep,” Upchurch said. “He would make sure that everything balanced down to the penny, and was correctly entered and all of those details.”

Flagler County Clerk of Court Gail Wadsworth said she’d known Orfinger’s father and brother since she was a little girl, and knew of Michael Orfinger’s past as a mediator. “I know he did that well. … I think he’ll have a positive impact,” she said. “I think he will benefit from history, from being aware that he’s following his father into Flagler County.

He’s following his older brother also onto the bench, so he is aware of what a jurist’s role is.”

With such a family background, Orfinger said, “I think people say, hopefully jokingly, that it must run in the blood. And I don’t think that’s true. But what I do think is true is that the work ethic is something that’s common to all of us, and the desire to be the best and fairest judge we can possibly be. I think those things are common to all of us.”

Flagler County Elections Office Weeks’ resignation comes just weeks before a primary election scheduled for Jan. 27.

Flagler County Elections Supervisor Kimberle Weeks has resigned from her position after months of wrangling with numerous county officials. Her resignation was effective Jan. 6.

Weeks, who is under investigation by the Florida Department of Law Enforcement and who Kimberle recently filed ethics or Weeks elections complaints on multiple county commissioners in concert with former County Commission candidate Mark Richter, wrote in a statement emailed to the Palm Coast Observer and others that she has “had 6 years of obstruction, and manipulation that I perceive as voter fraud.” FDLE officials said Dec. 5 that she remains under investigation.

Weeks also wrote an official resignation letter which is posted at the elections office website and at palmcoastobserver.com.

“I can no longer continue to move forward and do the job that I was elected to do with the failing voting equipment, and dealing with officials in Flagler County who appear not to support or respect the standards I have set for the most precious right we as Americans enjoy,” she wrote. “I have been required, as a result, to be constantly watching my back as well as giving 110% to the citizens. ... The stress has taken a toll on my health, and as a result I must consider myself and my family during these difficult times.”

Weeks wrote that her resignation “in no

way has anything to do with any investigation currently occurring.”

Weeks has requested that the governor’s office appoint Senior Chief Supervisor Kaitlyn Lenhart to her position.

Lenhart, 33, said she has worked at the elections office for almost six years and expects a response from the governor’s office by Friday, Jan. 9, because the first Canvassing Board meeting for the upcoming election is Monday, Jan. 12.

“If I’m called to serve, it would be my honor,” she said. In the meantime, “Everything is going as planned, we’re on schedule, and everybody’s doing their jobs.”

County Commission Chairman Frank Meeker said he was surprised by Weeks’ resignation. Regarding her allegation of “obstruction” from the commission, he said, “I‘ve been here for two years, and I haven’t seen that the County Commission has been obstructing anything. I know there have been issues with the city of Palm Coast; there have been issues with the use of the Community Center. I know previous commissions have looked very tightly at her budget, but we haven’t.”

But of the recent clashes between Weeks and county officials, he said, “It’s been frustrating for us as well. ... There’s just way too much drama on the Canvassing Board. We even got to the point where we asked for an opinion from the Department of State on the issues that happened on the Canvassing Board.”

County Commissioner Barbara Revels said she was also “very surprised” by Weeks’ resignation. “It’s a shame for Flagler County anytime we have an elected official

that we’ve put our confidence in that feels like they can’t perform their job,” she said of Weeks’ emailed statement to the Observer. “I’m sure there will be brighter days ahead, and I’m sorry for Mrs. Weeks if she felt like she couldn’t do her job.”

Weeks’ resignation announcement, first made at a poll worker training session Jan. 5, comes just a few weeks before the Jan. 27 primaries for the upcoming special elections to replace Sen. John Thrasher and Rep. Travis Hutson, who is resigning

to run for Thrasher’s seat.

Revels said she felt that Flagler County, with the support of current elections office workers and the Secretary of State’s office, will be “perfectly capable of pulling off a quality election,” despite the transition.

Please know I have resigned from my position as Supervisor of Elections effective January 6, 2015. I came in these doors on January 6, 2009 and will walk out on January 6, 2015. I have had 6 years of obstruction, and manipulation that I perceive as voter fraud. The county commissioner is responsible for conducting the business of the county, not attacking this office and how they are going to conquer this office and its operations. The game of place road closures just weeks before elections and scheduling events that fill a parking lot leaving no parking for voters is unacceptable. It is also unacceptable for county commissioners to serve on the canvassing board when they are not eligible and to hide that fact, and for the county attorney to witness a county commissioner/canvassing board member prematurely release election results and keep that hidden. I cannot have confidence in out elections when activity as this occurs and is kept from the Supervisor and when the Supervisor takes a position to do what is the right thing to do is faced with resistance. A healthy, vibrant Hammock Beach Resort is in the best interest of the entire county. The resort is the main attraction in the Hammock Dunes development, which includes a handful of other highend communities: Hammock Dunes, Island Estates, Yacht Harbor Village, Ocean Hammock, Cinnamon Beach and Hammock Beach. Most of those residents do not consume many county services; the properties comprise just 0.5% of the county’s landmass, and yet property owners contribute 13.5% of the total tax revenue, according to the Property Appraiser’s Office. In effect, the Hammock Beach area subsidizes services the rest of us enjoy.

cade old now, and it is losing ground when compared with other top-notch resorts around the country. It should be expected that some investment would be necessary at some point to keep it healthy.

Fortunately, Salamander Hotels and Resorts believes in the resort and is pushing for $72 million of capital reinvestment.

The company has plans — although there is no commitment in the current proposal — to hire a contractor to build a 198-room hotel in the next couple of years, provided the County Commission approves the plan.

Although residents would benefit from the project’s economic success (see Rebecca DeLorenzo’s editorial below), many

residents feel the increased density is bad for the area (read their letters in the box below). But this new hotel will not infringe on public beach access. The new building will be wider, but not taller, than the existing lodge, which it will replace; therefore, the views from the neighboring condos shouldn’t be impacted much. The view from the beach will not be changed much. It is a scaled-down version of previous proposals that have been denied in years past, and it is a sensible proposal.

We encourage the County Commission to approve the request. It will open the door for Hammock Beach Resort to take a giant leap forward and ensure the vitality of Flagler County’s biggest asset.

Dear Editor: Lupert/Adler, a $19 billion realty trust and the sole owner of the resort at Hammock Beach, is proposing through its spokesman, Salamander, to rezone an area of the golf course for a euphemistically called “new lodge,” which is really two massive concrete buildings containing 198 hotel rooms, along with meeting rooms that contain 171,000 square feet, in comparison to the existing 45,000-square-foot lodge, an additional 126,000 square feet that takes up all the green space around it.

The Planning and Development Board recommended rejection of this proposal, but the Chamber of Commerce is aggressively supporting the hotel. The Flagler County Commission will meet to decide this issue on Jan. 12.

Lost in this conversation is the reason the plat restriction was put in place. The County Commission gave the 33 acres the Ocean Hammock Golf Course sits on to developer Lowe (Bobby Ginn was the head of development there) in exchange for wetlands in Malacompra and $1.7 million. Because of the extensive oceanfront property, many citizens wanted a guarantee that the golf course would never be developed for other commercial use and the plat restriction limited the golf course property to “golf or other recreation in perpetuity.”

A hotel/conference center does not meet this criteria, so Lupert/Adler

wants to get it rezoned for “lodging,” which opens the door for future commercial building. In addition to the A1A Pride, the Hammock Conservation Coalition, the Board of Directors of the Phase 1 Hammock Beach Club, the Board of Directors at Sea Colony, the Board of Directors at Matanzas Shores, the Board of Directors at the Surf Club, the Board of Directors of Hammock Beach Estates, the Flagler Audubon Society, and the Environmental Council of Volusia and Flagler Counties all have voted against the project.

This is not an issue about Hammock Beach; this is an issue about the future of the Hammock. Despite the push from the Chamber of Commerce, this 10.2 acreage is the wrong place for this massive structure, as the Zoning and Planning Board ruled. It abuts the Hammock Beach Club, the North and South towers of Hammock Beach and the 10 Villa Buildings, a total of 513 units, an enormous group of building, with all the open space being used for the massive proposed hotel.

The County Commission represents the entire Hammock, as well as the county residents who use the public beach at 16th Road. Please let them know to save the Hammock and vote no.

+ Keep the Hammock green Dear Editor: As a native Floridian and Flagler County resident since 1999, I have previously applauded Flagler County

for minimizing the clutter of hotels and condos oceanside. I also applauded them for preparing beach parks and accesses that are open for the people of Flagler County.

I moved from another county in Florida where the nuance of the old South has been almost totally obliterated, and I don’t want that to happen here!

Yesterday, I took a new resident of Flagler County to walk the walkways across the marsh at Flagler Beach, and then we headed north where I pointed out the beautiful parks like Jungle Hut and the nice beach access on A1A. She had heard of the Hammock Resort, but hadn’t yet seen it, so I told her about the beauty of the area and the fact that we, the people, had a beach access and park there. After a beautiful drive to the Hammock Resort, she was impressed with it and the park/public access provided the people and the “greenness” of the Hammock area.

While there, I learned that there is a plan to construct a 198-room hotel and convention center at 16th Road and the beach in the Hammock. That’s unthinkable! The Hammock Resort fits nicely in that area, but another hotel will not! It will “squeeze in” and cramp the public access to the beach.

In addition, it may deprive us of use of this access completely. Surely the Hammock Resort is sufficient for that area!

I urge the county commissioners to veto plans for further development in that area. I urge the people of Flagler

Wet bandits 11:16 a.m. Bulldog Drive Larceny.

A city of Palm Coast landscape architect headed out to a Bulldog Drive near the high school to service the irrigation system, and noticed “a steady run of water” from the sprinklers instead of the usual spray, according to a Sheriff’s Office report.

Then he realized why: About 25 sprinkler heads had been stolen.

He called the Flagler County Sheriff’s Office. Deputies have no suspects, according to an incident report.

The sprinkler heads were worth about $200.

Even security camera isn’t secure 12:30 p.m. 1300 block of Rymfire Drive. Delayed larceny. City of Palm Coast employees reviewing security camera footage from one camera watched the theft of another camera at Ralph Carter Park.

The park’s operations manager told deputies the theft occurred Dec. 18. Security footage from one camera showed a man wearing a gray shirt and black shorts walking from the bathrooms with one of the park’s other security cameras in his hands. The camera is worth about $1,000.

Another camera had recently been damaged by a different man, who threw a ball at it while a female companion used the restroom. That camera was knocked off its bracket, and footage from it showed only the floor.

Car burglary. A man called the Sheriff’s Office after he walked saw that someone had ransacked his car. His wife’s wallet had been stolen, he told deputies, along with her driver’s license, a zoo pass, credit and debit cards, a Nokia phone, a GoPro camera and GoPro accessories.

The stolen goods were worth a total of about $810.

A deputy canvassed the area and found that other nearby P-section cars had been broken into, as well. In two cases, cars were entered but nothing was stolen. One local resident reported hearing a car alarm sound at night. In another case a thief broke into a woman’s car and scattered her tax paperwork and a box of medical gloves in front of the home.

Another resident told deputies someone had been inside his car, stolen his stun gun, and left a cigarette burn mark on the seat. The car, which had a rear passenger door that did not lock, had been ransacked.

Not far away, a couple told deputies that a thief had broken into both of their unlocked cars and stolen GPS systems.

Another local man walked outside in the morning and noticed the door of his pickup truck was open. Thieves had stolen his $150 Garmin GPS. — Compiled by Jonathan Simmons

+ Developer only wants money Dear Editor: On Jan. 12, the Flagler County commissioners will have before them a proposal to build a major oceanfront hotel with 198 rooms replacing a golf lodge with approximately 20 rooms.

The Planning and Zoning Board has already voted against the proposal.

For any number of reasons — environmental, legal, equitable, etc. — the commissioners should summarily reject the proposal.

However, Salamander, the manager of the property and the front entity for money men Lupert/Adler, has put on a massive PR campaign based on half truths and veiled threats. I would urge the commissioners to see through this campaign and once again reject this proposal.

I hope the commissioners strongly consider whether the type of development, that has destroyed many parts of Florida, will come to this bucolic Hammock, which remains, at least until now, a unique area. Make no mistake: Lupert/Adler and Salamander care about one thing and that is money. Any effort on their part to wear the mantle of jobs and revenue for the community is a charade.

Currently, I am a part-time resident of Hammock Beach who plans

to move there full time — unless, of course, the character of this area is changed forever.

+ Go elsewhere for hotels Dear Editor: My husband and I recently moved to Palm Coast. One reason we selected this area is for beauty of the untouched beaches, the peace, quiet and relaxation that everyone enjoys. I now understand that Salamander wants to replace the current 20-room golf lodge in Hammock Beach with a 198-room hotel and conference center.

We believe this project would destroy the tranquility and beauty of this area. There will be crowds, traffic and litter, not to mention the impact to marine environments and turtles.

We have to stop letting big developers control us by destroying all that is beautiful and simple in this world. If some people want a luxury hotel in their backyard, those places are available all over Florida’s coasts, and they are free to relocate. We need to think of the greater good, and not the developers. I, for one, do not want future generations to think we were selfish and just kept overdeveloping our beautiful lands. I want them to be thankful for people who preserved them.

Our children and grandchildren deserve to enjoy this lovely area the way it is now. If one hotel goes in, there will be more to follow, and the area will slowly be destroyed. Dr. Karen A. Toppi Survivor Karen Toppi is helping others find comfort.

Dr. Karen A. Toppi applied for 501(c)3 status for her foundation in 2012. As a gynecologist, she had a heart to help women with breast and gynecological cancers, so she called the IRS every month for a year to check the status until they told her not to call again.

She had all but given up hope.

Then, in December 2013, Toppi, 53, was diagnosed with cancer herself.

“I know now that I had to do my own walk to do the right thing by this foundation for the community,” Toppi said while sitting in her Palm Coast office. She has been practicing gynecology and minimally invasive surgery in Flagler County since 2004.

Through her journey with cancer, Toppi found the importance of quieting her mind and staying positive in order to heal and become whole again. She said maintaining mental, physical and spiritual health is an important aspect of healing that everyone forgets about.

“I myself never thought about it until I went through it,” Toppi said.

While going through chemotherapy, Toppi searched for a way to continue the holistic healing practices that were coupled with medical treatment at MD Anderson in Texas. Patty Dodge, reiki master, was someone who helped.

“I was an adjunct to her medical treatment,” Dodge DEL’S said. “I think I added a nurGARAGE turing environment and worked to create a balance between her physical side with her mental, emotional, spiritual side.”

While battling her own cancer, Toppi had temporarily set her goal for starting her foundation aside. Then one day, in

April, shortly after her father had died, Toppi got the approval letter in the mail. It was stamped the same day of her father’s death.

“It’s just weird how timing works,” she said. “But things happen for a reason.”

The Hope to Help Foundation was officially started in August 2014, two years after Toppi set out to bring her passion to life. The foundation is designed to bring an integrative medicine approach to helping women in Flagler County diagnosed with breast and gynecological cancers. It’s designed to improve and sustain health and wellbeing of cancer patients by pro-

viding educational, medical, holistic and mentoring services.

“I believe that our community has a plethora of different, very talented holistic practitioners that can help women and their caregivers through this journey to find inner peace and positive strength and hope,” Toppi said.

Flagler County is one of the top three counties in Florida with the highest rate of breast cancer and advanced stages breast cancer, according to Toppi. Also, outside of cardiovascular disease, cancer is the second leading cause of death in Flagler County.

Hope to Help Foundation aims to educate the community through lectures from medical and holistic practitioners; provide mentor services from cancer survivors; help offset the financial strain of medical services; and offer holistic services such as meditation, yoga, reiki and acupuncture.

“Now, even the medical community is acknowledging that stress creates disease,” Dodge said, “We can prove that the ideal environment for healing is relaxation. The idea is to nurture and get people calm, take people to a new place of hope.”

The goal is to bring a balance from the medical side and the holistic side; for people to have a variety of choice to complement their surgery, chemo and radiation.

“On your darkest days, you have to be able to quiet your mind and find peace about all this,” Toppi said, reflecting on her own journey.

As of late December, Toppi is now cancer free and ready to bring the healing journey of the Hope to Help Foundation to the women of Flagler County. She said that the idea has been embraced and that the support she has received brings tears to her eyes.

“Our community has a wealth of resources, from our oceans to the beaches, to medical and holistic practitioners and even the volunteers, who keep giving,” Toppi said. “That is why I think Flagler County is the perfect place for something like this to be embraced.”

At 8:30 a.m. Jan. 6, Mercedes Hall and Corah Raulerson walked through the doors of the Kim C. Hammond Justice Center to become the first same-sex couple to legally apply for a marriage license in Flagler County.

The two young women, both 23-year-old Palm Coast residents, met four years ago and have been watching same-sex marriage rights come to state after state, and then finally, through a judge’s order last week, to Florida.

“It’s about time,” Raulerson said. “I’m so excited.”

The couple will be legally married Jan. 9 but have planned a marriage ceremony for early October at the Riverside Pavilion in Port Orange.

Hall said she was at work when her mother, Betty Hall, got the news that same-sex marriage would be legal in Florida starting Jan. 6.

“She texted me, and she was so excited,” Mercedes Hall said. “It’s been a long time.”

Betty Hall said she had planned months ago for the young women to marry out of state. The couple became engaged Aug. 30 at Princess Place. Then news came through that same-sex marriage would be legal in Florida.

“I was at a loss for words; I was so happy for her,” Betty Hall said.

Club members and members of the Flagler County Synchro Belles — a local synchronized swimming team of about 40 children, which has won national awards — have complained that the water in the pool is too cold because it isn’t being heated properly.

Club members and Synchro Belles members and staff who showed up at a Jan. 6 School Board meeting for a presentation about the facility said they’ve arrived at the pool and found the water as cold as 72 degrees, with no lifeguards and a sign that says “swim at your own risk,” and that the bathrooms are in disrepair and often left dirty.

There are no immediate plans to close the pool, and McCarthy said he was buying more propane to heat it and new covers so that it can be covered overnight to keep it warm.

But those Band-Aid measures won’t work indefinitely, he said. The facility is old and needs repairs. The bare minimum needed, he said, would cost about $231,540. A more major overhaul would cost close to $1 million.

Flagler Schools Superintendent Jacob Oliva has been exploring public-private partnerships or partnerships with the city of Palm Coast or Flagler County for the club.

School Board member Sue Dickinson pointed out that the schools only get $1,500 in impact fees for a new home, whereas the city of Palm Coast charges $6,900 for parks and recreation. “That number by itself tells me who should be paying for this,” she said, later adding: “It’s our responsibility first to provide K-12 education.”

Flagler County’s School Board has a problem: Its adult education program and the Belle Terre Swim and Racquet Club, which has the county’s only heated pool, are expected to lose a combined total of about $200,000 this year.

To School Board Member Trevor Tucker, the solution is obvious, if unpopular: “To me, personally, we need to shut them both down,” he said after a presentation by Flagler Technical Institute head Kevin McCarthy at a Jan. 6 School Board meeting. “We don’t have the funds to retain these things. Either that or we need to double the fees for community education, or we need to double the fees for the Belle Terre Swim and Racquet Club. … I hope someone has some better ideas, because I don’t.”

The board is trying, but solutions aren’t easy to come by. Most of the money the board handles cannot be used for community education programs or for the Belle Terre Swim and Racquet Club because the state requires it to be used for K-12 education. And the School Board, unlike other local government bodies, cannot raise taxes without voters’ approval.

Community education, which used to be self-sustaining, is in bad financial shape: Revenue from July to December was $69,000, and costs were $117,000.

During the same six-month timeframe, membership revenue at the Swim and Racquet Club — the facility’s major funding source — was about $56,000. Operating costs were $125,000. Membership revenues for the pool declined about 65% since last year.

Meanwhile, the pool, which was built in 1979, is ailing.

Ronald Reagan Republican Assembly now leads REC Flagler County Ronald Reagan Republican Assembly member Anne-Marie Shaffer was e l e c t e d chairwoman of the Flagler County Republican Executive Committee in a Dec. 17 vote.

Anne-Marie The RRR Shaffer Assembly, a conservative political group that on its website calls itself a “grassroots, bottomup organization dedicated to restoring traditional values,” has been in a running tug-of-war with other Republicans for control of the Flagler County REC. With Shaffer’s election, Palm Coast City Councilman Bill McGuire said, the RRRs “are in the driver’s seat.”

“They’ve swallowed this organization, and it’s pretty much part of them,” said McGuire, a former RRR Assembly member who has since vocally opposed the group.

Flagler County Commissioner Frank Meeker, an REC member who attended the Dec. 17 meeting, noted that Shaffer has already had an active role in the Flagler County REC. “I don’t see

that it changes her position that much, because she was a state committee person before,” he said.

Shaffer replaces Dave Sullivan, who is not an RRR Assembly member and who decided not to run for reelection to the chairmanship. She ran unopposed.

“We had a very pleasant election, and I think that the committee was energized to go into 2015 and do the work that we focused on doing,” Shaffer said in a Dec. 18 interview with the Palm Coast Observer.

At the same election, Burt Cordwell was elected vice president, Andrew Shirvell was elected secretary, and Joe Kaboski was elected treasurer. Those four seats are up for elections every two years.

Meeker said that with the changes on the board, “The REC will probably head in a new direction.” Where, he said, “is up to them — her and her new board.”

As chairwoman, Shaffer said, she would like to “put an end to the disorder and chaos that we have been trapped in for a number of years, and restore order so that we can continue the mission given to us by the Florida Republican Party and the REC.”

NEW REC SECRETARY MADE HEADLINES FOR ANTI-GAY ATTACK Andrew Shirvell, a Palm Coast attorney elected Dec. 17 to the position of secretary of the Flagler County Republican Executive Committee, was the subject of a national scandal in 2010 for harassing a gay college student while serving as Michigan’s assistant attorney general.

Shirvell was fired from that position, and in 2012 was ordered to pay the student — Christopher Armstrong, the University of Michigan’s first openly gay student body president — a $4.5 million civil settlement, according to numerous national news reports from the time. The University of Michigan was Shirvell’s alma mater.

Former Flagler REC Chairman Dave Sullivan said he was aware of the case and believed others in the local Republican Party were as well.

But, “Since he’s been here, there have been no problems,” Sullivan said. “There’s no recent history of anything here in Flagler County. ... So far he’s done a good job. Hard worker.”

Current Flagler County REC Chairwoman Anne-Marie Shaffer, who replaced Sullivan Dec. 17, did not return requests for comment.

M

atanzas’ Daniel Dillard, on his way to becoming the first Pirate to run for over 1,000 yards (1,189) in a single season, spent very little time trying to juke defenders; he frequently ran them over. But, before his middle school growth spurt, Dillard was small, and the kids at his elementary school often reminded him, as they bullied and beat on him weekly.

Dillard grew up in a school that consisted of mainly whites and blacks, but he stood out as the mixed kid.

“To some of the kids, I wasn’t black enough, and to the other kids, I wasn’t white enough,” Dillard said.

Dillard would get jumped by multiple kids at least once every two weeks, and to add insult to his injuries, he would get blamed for causing a “disturbance” by yelling.

The weekly fights for Dillard went away once he started playing football and became one of the best on the field. Those who were jumping him wanted to befriend him, seeing that Dillard became one of the cool kids in school.

A few years later, Dillard, one of the popular players on his middle school team, saw some of his teammates bullying a mentally challenged kid. Dillard, knowing how it felt to be bullied, intervened and stopped his teammates.

Dillard will try to improve on his last season’s football success, and for now, he’s prepping to compete in lacrosse and competition cheerleading.

Dillard believes that the two sports help him on the football field, and competition cheerleading also gives him the opportunity to meet new girls.

Que’Shaun Byrd

F

PC’s Que’Shaun Byrd rarely smiles on the football field. Everything out there, for him, is about business, even when the Bulldogs are up by a comfortable margin. Byrd credits that mentality for being one of the reasons how he managed to lead the area in rushing with over 1,300 yards and over 20 touchdowns.

Because Byrd never smiles, very few actually get to know him as the ultimate “goofy” guy.

Growing up, Byrd was always inspired by comedies and the way they made people feel.

“I like to clown around a lot, but I know when to get serious,” Byrd said. “But, most of the time I like to have fun.”

Before FPC games, when some of the players on the team are nervous, Byrd says that he would often make a joke that would lighten up the room. He recalls a funny moment during the season, when he fell asleep while watching film with the team, and he woke up yelling from a dream.

“Everybody was laughing at me, even Coach (Caesar Campana).

The football star is set to put away his smile once again to compete in track.

Byrd is a part of the 4X100 meter relay team that placed second at last year’s state finals.

“Last year, the only team that beat us was all seniors, so we expect to win the championship this year,” he said.

The Flagler Falcons Pee Wee Cheerleading squad finished their incredible year by placing fourth at the National Cheerleading Competition.

The Flagler Falcons Pee Wee Cheerleading squad finished a remarkable year of competition by placing fourth place at the National Cheerleading Competition last month, at Disney’s Wide World of Sports.

The girls took first place in JEFF both their DAWSEY district and regional competitions, which stamped their bid at nationals.

The squad is comprised

JUSTIN PACIFICO: A RUN FOR GREATNESS Flagler Palm Coast’s Justin Pacifico began running after his freshman football season, when the seniors on the team told him that he would do really well. They were right.

Since joining the FPC track and cross country teams, Pacifico has only gotten faster while placing higher. This past cross country season, he placed sixth at districts, ninth at regionals and 27th at states, which was the best result for any runner in the area.

“This past year has been a great experience overall, and it just makes me more excited for our team going into track season,” Pacifico added.

Due to his top finishes, Pacifico was chosen as the Daytona Beach News-Journal’s Runner of the Year.

Pacifico’s running season isn’t over; he still has track left, and he, as well as many others on the team, are going into the season with high expectations.

“We want to win a championship this season, which we believe we can do,” Pacifico added.

“I think the entire boys track team is going to have a breakout year,” coach David Halliday said. “I expect Justin to be one of the best 800meter runners in the state in track, and in cross country I think Justin has the chance to be one of the top five guys in the state next year.”

“I have set my mind to try to break that national record,” Porter said. “But, right now, one of my biggest goals is to beat FPC for the first time.”

The Lady Pirates have yet to beat their crosstown rivals in soccer, but Porter is confident that she will not only get that coveted win, but she will also eclipse the high school women’s soccer goal record of 286.

Jan Geyer Jan Geyer stood in her City Marketplace studio, Studio Dow, the last week of December studying her paintings, contemplating which ones best represent who she is as an artist. Geyer had recently been named Flagler County artist of the Year for 2014 by the Gargiulo Art Foundation, and she was preparing for not just one, but two shows.

“It was very exciting to be acknowledged as a top artist in the area,” she said while siting in her work space.

Canvases leaned up against the wall behind her. “For me, it’s a great boost, and I feel energized about new work. When people are excited about my work, it keeps me motivated to keep pushing.”

Geyer grew up in a creative family, her mother a water colorist and her father a musician.

“They were both very encouraging,” she said.

Geyer attended the school of Visual Arts in Manhattan, majoring in painting and printmaking and maintained a studio in Connecticut for 10 years before moving to Palm Coast and opening Studio Dow at City Marketplace.

Although she has been painting her whole life, she was not always a working artist. She owned and operated a jewelry store for 30 years, which she sold before moving to Florida.

Geyer’s figurative paintings focus on both images of figures and the emotional interaction between the figures in the images.

“I try to feel like I’m getting an emotion out of the character,” she said. “I try to fall in love with the character — they have their own life.”

Using both oil and acrylic paints, Geyer has experimented with different styles in the past couple of years but found that she comes back to the figure.

“A lot of my art is conceptual,” she said. “For me, I’m not so much about the talking part about it. I really hope that people see the painting and put their own meaning in to it themselves and connect it with them in their own lives.”

A great influence for Geyer is abstract expressionist painter Herold Garde.

Geyer has been using Garde’s Strappo technique to create prints on glass.

For Gargiulo Art Foundation founders, Tom Gargiulo and Arlene Volpe, naming Geyer as artist of the year came rather easily, as she was at the top of everyone’s list.

Geyer’s artistic talents also involve dance, and that can be seen through her paintings of dancers as well.

“Painting is very solitary, and dancing is very good activity,” Geyer said.

“It’s a nice balance for my artwork.”

Geyer’s work will be showcased in completely different exhibits this weekend — the first at Salvo Art Project Friday, Jan. 9, and the second at Geyer’s own studio/workspace Studio Dow on Saturday, Jan. 10.

“It’s so great to be in the artistic community here because everyone is very supportive — the other artists, the collectors and the people who just enjoy art,” Geyer said.

Doctor perseveres, opens practice After coping with the deaths of both of his parents, Joe Li finished his degree and has established his podiatry business, GoldenFeet, in Palm Coast.

Dr. Joe Li opened his medical office, the GoldenFeet Podiatry, Monday, Dec. 1, at 140 Pinnacles Drive.

On Li’s journey to becoming a doctor, he had to endure the loss of both of his parents. After his first semester of college at Barry University, his mother lost her battle to cancer in 2006. Three years later, while he was interviewing for different residency positions in Texas, Li’s father died.

“It was extremely emotional for me at that time,” Li said. “But, I was able to hold myself together for the interviews. I always had a supportive family, and they helped me get through that rough period.”

He continued: “One moment I’ll never forget is when Dr. Irvin Kanat, the residency director of two hospitals in Michigan, offered me both positions as his top pick at his hospitals. He knew I was going through a tough time, so immediately after the interview, he had a discussion with me in his hotel suite, where I broke down.

Although I didn’t choose

his hospitals, he continued to be a very nice man to me until his death. He always told me that he knew I would make the Detroit residency proud.”

Li excelled in all his residency interviews, becoming the top-ranked pick at four of the five hospitals he applied to. Li chose to take his residency at the Detroit Medical Center level one trauma hospital, which he says was a well-rounded program that covered neurosurgery to basic office care.

“I learned so much at the Detroit Medical Center,” Li added. “Because the city is so big, we took many trauma calls, not just for foot injuries but any broken bones.”

Li graduated with his doctorate in podiatric medicine in 2013, and he decided to return to Florida to be closer to his wife, Karenia, and because he had previously worked with Health Park Podiatry in St. Augustine.

“I’ve seen a lot of potential in the Palm Coast community,” Li said. “The people have received me, and the physicians here have been very supportive

+ Wreaths: Windsor of Palm Coast hosts charity auction The Windsor of Palm Coast hosted their fourth-annual Festival of Wreaths, a charity auction Dec. 7.

This year, the event benefitted the VFW of Palm Coast. More than 150 guests came to view the 84 wreaths donated by local businesses and volunteers, and placed bids for their favorite wreaths. The favorite wreath sold for $125. The event raised a total of nearly $2,000.

Li currently holds privileges at Florida Hospitals in Palm Coast and in St. Augustine.

According to Li, the goal of his new office, GoldenFeet, is to provide a range of care from pediatrics all the way to geriatrics.

“I have received great training at my residency, where I was able to see a lot of different conditions from deformities all the way to broken bones,” Li said. “I had to work long

hours, so I’m highly trained to do my job.”

But there is always a missing presence for him.

“I wish my parents could be here to see that I’ve moved forward the way my parents would’ve liked,” he said. “My brother Howard and I have grown very close, but that’s what happens when you lose your parents; it makes you very different.

You learn to value your relationship with everybody a lot more.”

Michele Jain wants to help Palm Coast ‘laugh’ to a healthy lifestyle Amid all the diets currently on the market, a laughing diet has to be the funniest. Fifteen minutes of daily laughter is healthy, Jain says.

Michele Jain left her job in the corporate world to become a yoga therapist in 2002. Since then, Jain has clocked more than 1,500 hours of yoga training, and her best time is spent when she is helping her subjects get healthier by simply laughing.

The certified yoga instructor was introduced to this form of exercise by Dr. Madan Kataria, who realized that when humans laugh deeply and heartily, they use the same muscles when properly breathing.

“Through his research, Dr. Kataria found out that the body doesn’t know the difference between the two,” Jain said.

Jain creates laughter by taking everyday situations and making jokes about them.

“I never make fun of anyone or say things that hurt people,” Jain added. “I take laughter and combine it with stretching, and it becomes a fun stress reliever and a great way to exercise.”

According to Jain, the average adult laughs a significant amount less than children do, and there’s “nothing sweeter than hearing a bunch of little kids having a deep, deep belly laugh.”

Jain believes that 15 minutes of good, deep belly laughing can change your mood within minutes, strengthen your immune system and create a positive attitude, amongst other benefits.

In addition to being a laughter yoga instructor, Jain is a registered ayurvedic lifestyle consultant and a yoga nidra facilitator. She, along with her husband Vijay Jain, a retired surgeon and current ayurvedic and holistic physician, moved to Palm Coast, where she wants to help educate the community on healthy living.

“I feel that yoga is really for everybody,” she said.

“When you look at the advertising on magazines, there are always thinner people. You don’t have to be skinny to do yoga. I start with people right where they are. I recently trained some junior high

school children, which was really rewarding for me. They’re at an age where they’re really self-conscious of their appearance, and it was awesome to see them do yoga and blossom.”

Jain has seen yoga transform the lives of many people, including her own mother, who has spinal stenosis.

“A friend of mine developed a series of exercises for my mother’s back, and they helped her breathe a lot better,” Jain said. “It helped her control her pain. It felt wonderful for me, knowing that mom felt a lot better. It feels better, when anyone gets better from yoga.”

The Flagler Film Festival is set to return to Palm Coast with a wide range of movies, documentaries and screenplays, including a guest presentation from Laura Tyler.

W

ith over 50 short films and features to premier this year, one of the founders and directors of the event, Kathie Barry, promises that the second-annual Flagler Film Festival will be better than its successful inaugural program last year. The festival will be introducing numerous films from all over the world, including countries such as Spain, The United Kingdom, Australia, South Africa and Turkey, to name a few.

“It feels great to be able to help people out in this way,” Barry said. “I was blown away by the other organizers I’ve met, and it became something that I wanted to do, help filmmakers get noticed.”

Flagler Film Festival will also be hosting a number of noticeable names in the movie industry. 10th Voyage Studios and Flagler Film Festival present a special guest appearance by Laura Tyler, who will do a makeup presentation at noon Jan. 10. Tyler was the winner of Syfy Network’s season 5 “Face Off” and makeup artist for “Hunger Games: Mockingjay Part 1.”

The FFF will also host a documentary titled “You Belong to Me,” which recently had an article published about the film and the actual murder case the documentary examines. It was publishes in the New York Times and a number of other publications as well.

“The exciting news is that we have a film written by a two-time Academy Award-winning screenwriter who has also won a Pulitzer Prize and an Emmy, and we

have some very awesome actors, producers and prize-winning filmmakers in our lineup this year,” Barry added. “I am truly thrilled to bring this caliber of talent to Flagler County.”

The festival will begin with free admission to the Surfer block, which will feature “Wave of the Winter,” a promotional film for the Tommy Tant Foundation.

Barry says she has received more submissions this year from Flagler County, which shows her that the word about her festival is getting out.

She also received more submissions from the state of Florida, including numerous college entries.

“I was inspired by our experiences when we went to various festivals with my son’s movie (Kevin Barry, “Serena and the Ratts”),” Barry said. “We saw the benefit that the filmmakers got from having their films screened, and I just saw how great it was for the filmmakers. I just wanted to give filmmakers another place to show their work.”

“One Armed Man” (Drama) by Tim Guinee, is a screenplay by two-time Academy Award-winner Horton Foote.

FLAGLER FILM FESTIVAL The Flagler Film Festival will kick off 6-11 p.m. on Friday, noon to 11 p.m. on Saturday and 2-10 p.m. Sunday. An awards ceremony will be held at the end of the last showing on Sunday.

Cost: $6 per block or a full-day pass for $13, or a $30 full festival pass, which allows customers to come and as they please, watching any movie they choose. Advanced tickets for a cheaper cost can be purchased at flaglerfilmfestival.com.
