Snarled diplomatic activities pick up LIAQAT TOOR ISLAMABAD—After facing a disruption for a few weeks due to sin-ins on the Constitutional Avenue here, diplomatic activities have picked up to almost normal level as foreign missions have started scheduling their programmes. Talking to Pakistan Observer, some envoys on condition of anonymity said “we were almost besieged in Diplomatic Enclave as marchers were camped a few thousand yards away only.” We were asked by the authorities to confine our activities. We tried to hold some func-

tions in top hotels inviting our Pakistani guests. But attendance remained thin due to limited access to the venue and security environment.” “Now the situation has returned to normal as we have restarted our diplomatic activities by holding meetings with ministers. Our diplomatic functions are full of guests,” they said. Govt fails to improve recovery of electricity bills Receivables of power sector fear to swell over Rs555b ALI SYED ISLAMABAD—Pakistan’s power sector has landed into deep trouble again as the receivables of Pakistan Electric Power Company (PEPCO) hovering at Rs534.047 billion are further going to swell to over Rs555 billion showing the recovery of electricity is on way to deterioration. However, the top officials of ministry of water and power are claiming that the ministry has increased the recovery of electricity bills by up to over Rs 70 billion for the month of July. Later on it was determined in cabinet meeting that the said recovery got increased on account of overbilling. The officials said that in the head of over billing, the government recovered the amount in the range of Rs 17-26 bil-

lion. The government in the last 16 months, has increased the electricity tariff by 67 percent and introduced the new tariff regime under which slab benefits have been eliminated and owing to this very factor, power tariff has increased by 11 percent more. So in toto, the 22 million consumers have been exposed to 78 percent increase in the tariff. The official said that government of Sindh owes to pay Rs 58.137 billion to Pepco, KESC, Rs 33.2 billion, KPK Rs 1.6 billion, Punjab Rs 3.5 billion, AJK Rs 39 billion, Balochistan Rs 11.8 billion (Rs5.6 billion in the head of agriculture tubewells and Rs6.2 billion needs to be paid by the provincial government) and private sector Rs 367 billion. Out of Rs 367 billion, the most alarming thing is that

the permanent defaulters owe topay Rs 75 billion and the remaining amount is to be paid by the running defaulters. The payable of the Pakistan Electric Power Company to Wapda hydel, Wapda thermal, Pakistan Atomic Energy Commission (PAEC) have also increased to Rs 340 billion. So much so the IPPs have slashed down electricity generation to just 6000 MW against the capacity of 9668 MW in the wake of the non-availability of the liquidity. The government owes to pay Rs 230 billion to IPPs and because of the financial constraints, the IPPs have decreased the electricity generation. Similarly, the Wapda thermal power generation has also plummeted to 1100 MW against the capacity to generate 4752 MW of electricity.
