Afghan forces retreat from key district LASHKAR GAH—Afghan security forces have “tactically retreated” from a key district in the southern province of Helmand that foreign troops battled for years to secure, as the Taliban make a late summer push to expand areas they control in a traditional stronghold. The Taliban have made a grab to secure territory in the north and south this summer, but despite some gains, have struggled to hold ground, even though most foreign forces withdrew from Afghanistan in 2014. Officials in Helmand said security forces had shifted the Naw Zad district governor’s office to a safer location about three kilometres away to avoid civilian casualties during Taliban attacks, and that they had retained control of the district. “The previous compound was surrounded by civilian homes and civilians could be harmed during Taliban attacks,” said Omar Zwak, a spokesman for the Helmand governor. A senior provincial government source said the Taliban had occupied the compound and the surrounding area. Taliban spokesman Qari Yousuf Ahmad said the militants made “thousands of

Secret IS document found in Pakistan OBSERVER REPORT ISLAMABAD—A document, allegedly belonging to the Islamic State was found in the tribal areas of Pakistan by the American Media Institute (AMI). According to reports, the document titled ‘A Brief History of the Islamic State Caliphate (ISC): The Caliphate According to the Prophet’, was discovered in the tribal areas of Pakistan, written in Urdu. The 32-page document includes a graphic depiction of the six stages of the Islamic State. A US intelligence official who confirmed the authenticity of the document stated that according to the diagram, the fifth phase declares the caliphate will be followed by a final phase, “open warfare” in 2017. MQM leader Godil shot, injured in attack President, PM, Altaf, others condemn incident IRFAN ALIGI K ARACHI —Muttahida Qaumi Movement leader Abdul Rashid Godil, MNA was critically wounded after unidentified armed men opened fire at his vehicle near his residence in Karachi’s Bahadurabad area on Tuesday. Godil was in his parked car at a traffic light when four attackers riding on two motorbikes began firing on his vehicle. Gulshan SP Abid Qaimkhani said that unidentified motorcycle-riding armed men intercepted Godil’s vehicle and fired eight 9mm bullets at Muttahida leader. Godil was travelling with his driver and a family member when the attack took place. Hospital sources said that the MQM leader suffered five bullets wounds on his chest, head, jaw and arm. Godil’s wife was in the car at the time of the attack but remained unhurt. Fear and panic gripped the city as markets and shops were closed down. The MQM leader was shifted to a nearby hospital where his condition was stated as critical owing to excessive loss of blood. He underwent surgery at a private hospital following which the MQM leader was put on the ventilator in the Intensive Care Unit of Liaqat National Hospital. Hospital sources said that Godil’s driver, who was also injured in the incident, succumbed

to his wounds during treatment. MQM leader Syed Ali Raza Abdi tweeted that Godil’s condition was stable and wished a speedy recovery of the wounded leader. On the other hand, policemen cordoned off the area recovered eight 9mm bullet shells from crime scene. Meanwhile, Chief Minister Qaim Ali Shah telephoned Inspector General (IG) of Sindh Police and directed him to immediately submit a report regarding the incident. The IG formed a four member committee under DIG East to investigate the matter. SSP East Javed Jaskani told media that the police were recording eye witness statements and had obtained the CCTV video of the attack site. President Mamnoon Hussain and Prime Minister Nawaz Sharif have condemned the terrorist attack on MQM leader Rashid Godil and prayed for his early recovery. The Prime Minister has directed the concerned authorities to arrest the culprits at earliest. Health Minister Sindh Jam Mehtab Ali spoke to reporters outside the hospital and said Godil’s condition was stable and he was out of danger.
