MIRAMSHAH—Some of the world’s most feared militants are quietly slipping away from the North Waziristan tribal region in anticipation of a longrumoured military operation, raising questions about the effectiveness of such intervention. The exodus from the mountainous district on the Afghan border began in late May following air strikes by the Pakistani military, locals said. But it has been hastened by the Taliban’s all-night siege of Karachi airport this week, which all but destroyed a tentative peace process. On Wednesday night two US drone strikes hit the region killing at least 16 in the first such attack this year, fueling suspicion of coordination between the two countries, with Islamabad’s patience for talks seemingly exhausted.

But as pressure builds for a fuller response to the airport assault, which was joined by militants from Uzbekistan, residents and officials in North Waziristan’s main town of Miramshah said the majority of foreign and local fighters had already left. “Most of them have gone deep into the mountains towards the Afghan border,” a senior security official said. The locals said militant groups were also seen escaping from villages that are a known hub of the dreaded Haqqani network, an Al-Qaeda affiliate known for its spectacular attacks against US forces in Afghanistan. Rumours of a ground offensive in North Waziristan, one of seven tribal regions along the border, have abounded for years.

Obama rules out US troops ‘back into combat’ in Iraq Top Shiite cleric issues call to stop ISIL advances; Iran sends units to Iraq

WASHINGTON/BAGHDAD/TEHRAN—President Obama on Friday ruled out sending American troops “back into combat” in Iraq despite the threat from a surging army of Islamic militants. The president appeared on the South Lawn of the White House after consulting with his top advisers. The White House has been considering its options in Iraq as the country has come under siege by the Islamic militant army known as ISIS. Obama said ISIS, which stands for the Islamic State of Iraq and the Levant, poses a threat to Iraq, but because of its ideology and penchant for violence it “could pose a threat to American interests.” The president said he has asked his National Security Council for a “range of options,” but he said, “We will not be sending us troops back into combat in Iraq.” Obama said that “Ultimately it’s up to Iraqis to solve their problems.” He added, “The U.S. simply is not going to get involved in a military action without assur-

fleeing North Waziristan

ISLAMABAD—The Karachi airport terror strike on June 8 has seen a significant shift in realm of terrorism in Pakistan as Islamic Movement of Uzbekistan (IMU), a terrorist organisation allied with Taliban and Al-Qaeda in North Waziristan, has come in forefront to make an impact. IMU has claimed responsibility for the attack and released photographs of its fighters. The IMU factor is not new in the region but it has gained strength again by foreign funding and armaments, an analyst on dynamics of terror organizations said.

IMU- based on ethnic Uzbeks was formed in 1991 by Islamic radical Tahir Yuldashev and former Soviet paratrooper Juma Namangani. But after defeated by the authority led by President Islam Karimov of Uzbekistan, they fled to Tajikistan, Kyrgyzstan and North Afghanistan. However, they were mostly killed along with their leader Namangani while fighting against US-NATO forces in early 2000 along with Taliban in Afghanistan and rest of them slipped into Waziristan and made an alliance with local Taliban to carry out raids in Pakistan. Initially, they were not so active as they married local women and settled down. But with the passage of time with foreign fund-

ing and armaments, they trained their children to conduct terror strikes in Pakistan. Taliban used them in high profile strikes as they are considered to be ferocious fighters. They are also involved in incidents of kidnapping for ransom. Some experts on FATA said former Prime Minister Yousuf Raza Gilani’s son is also in the custody of Uzbek fighters demanding huge ransom. The inquiries conducted in the previous attacks on Mehran Naval Base, Peshawar Airport and Kamra Complex also pointed towards their massive involvement. Analysts said IMU factor has posed a great threat to Pakistan’s vital national interests and security.

ances” that the Iraqi government will take actions to unify the country and reduce sectarian tensions. The Obama administration has been alarmed by capturing the city of Fallujah, Iraq, earlier this year and then seeing ISIS sweep north this week to chase the Iraqi army out of Mosul, Tikrit, Baji and surrounding towns. The militants vow to march on Baghdad and so far the Iraqi army has shown little willingness to confront them. The government of President Nouri al-Maliki has appealed for help, including a request for U.S. air power to pummel the insurgents. ISIS controls a huge swath of territory that is bigger than many countries and extends from the edge of Aleppo in western Syria across the Iraqi border to Falluja in the south and Mosul in the north. The group is known for its radical Islam, a form so violent that it has been disowned by al Qaeda.
