The rise of the GT Road Megalopolis and

the challenges of an emerging mega region

The heat is punishing in the Punjab. As the heatwave takes over Pakistan’s Grand Trunk districts, it is worth reflecting on how we have found ourselves in this situation. One of the factors that can shed some light on the current punishing highs of the mercury scale can be found in the rapid urbanization of Punjab and its effects.

This is not a problem unique to Pakistan. The transformation of urban areas into sprawling mega-regions is a global phenomenon, and

nowhere is this more evident than in the extensive urban sprawl that stretches over hundreds of kilometers, potentially becoming one of the world’s most densely populated areas. With the urban population surge, traditional city limits have dissolved, giving way to a continuous urban expanse, “The GT Road Megalopolis”. This urban transformation has erased the once-fertile farmland that gave rise to the Grand Trunk Road. It is as if we’ve exchanged green fields for a concrete Megalopolis in our relentless pursuit of progress.

This journey through the GT Road Megalopolis reveals a broader narrative. Mega-regions, such as this one, exist throughout the

world, such as the West Africa mega region and the North-Eastern corridor in the USA.

Cities in Punjab no longer adhere to rigid borders but blend, intermingle, and expand beyond their urban boundaries. Lahore, Kasur, Sheikhupura, Muridke, Kamoke, Gujranwala, Ghakhar, Jhelum, and Gujrat have transformed into one big Megaregion. The cities once distinct from their rural surroundings have morphed into a contiguous web of urban development. This phenomenon of interconnected cities is known as a “Megalopolis.”

Satellite night-time imagery portrays this phenomenon. City lights no longer adhere to their prescribed territories; they form an

interconnected, luminous web that defies conventional boundaries. The combined population of these regions, according to census data, is approximately close to 42 million. This expansive urban sprawl stretches over 250 kilometers, becoming one of the world’s most significant Megalopolises.

The 2023 census data indicates that Punjab’s urban population has surged to 40%, providing a mere glimpse into the extensive transformation unfolding. This massive urbanization trend is not captured by the Census. The definition of urban population used in the Census fails to capture the true picture of the situation.

In several countries, such as India and Ghana, areas with 5,000 or more people are

classified as urban. However, according to the Census data, these areas are categorized as rural. If we reconsider these 5,000+ agglomerations as urban, the distribution between rural and urban populations is reversed. Our calculations indicate that if we classify these 5,000+ agglomerations as urban, Punjab’s urban population would be approximately 69%.

If we go a step further and take into account all the 2000+ agglomerations because they are also demonstrating urban characteristics, this figure goes up to 89%. In any case, these agglomerations are also urbanizing and at the very least we are fast headed towards around 90% urbanization in Punjab.

This rapid urbanization and increase in urban population show the true scale of the challenge at hand. The GT Road Megalopolis has the worst air quality in the world. Unchecked urbanization and a growing population are major drivers behind this worsening air quality.

Air quality concerns

As you travel across the GT Road Megalopolis, it’s evident that it’s not just farmland that has vanished. Entire villages have transitioned into modern housing societies. What used to

be an intercity drive now resembles a tour of cookie-cutter property listings.

This transformation isn’t merely an economic puzzle; it’s a lifestyle choice. The quest for land ownership is deeply ingrained in our culture, with many considering it the ultimate achievement. People are willing to overcome financial obstacles to secure their own piece of land. In the absence of people centric or sustainable urban planning, the real estate bonanza has spiral out of control.

It does not signify progress, in fact, this comes at a great cost. The GT Road Megalopolis has the worst air quality in the entire region, as visible in the image below, showing that the AQI levels in the region are hazardous, making it essentially unliveable. Increasing vehicular traffic, industrial emissions, and construction activity have led to elevated air pollution levels that pose serious health risks to residents.

The impacts of climate change, such as rising temperatures, extreme weather events, and shifting weather patterns, have consequences for the agricultural heartland of Pakistan, once flanked by the GT Road. Altered rainfall patterns and more frequent heat waves now pose challenges to this Megalopolis.

Urban Heat Island

As temperatures rise, there are other factors making our cities hotter.

“Urban Heat Islands” are areas within cities where the temperature is significantly higher than in surrounding rural areas. This phenomenon occurs because cities replace natural land cover, such as forests and grasslands, with dense concentrations of pavement, buildings, and other surfaces that absorb and retain heat. These materials, like asphalt and concrete, store heat during the day and slowly release it at night, leading to higher temperatures overall. As a result, urban heat islands contribute to increased energy costs, primarily due to the higher demand for air conditioning to cool indoor spaces. Additionally, they exacerbate air pollution levels as the heat accelerates the formation of smog. Furthermore, the elevated temperatures can lead to a rise in heat-related illnesses and mortality, particularly affecting vulnerable populations such as the elderly and those with preexisting health conditions.

This is particularly relevant to the Punjab. As we can see in the diagram below.

Balancing progress, responsibility, and local governance

The burgeoning urban sprawl along the GT Road also presents an economic promise, but it carries the weight of environmental consequenc-

es in terms of air pollution and contributions to climate change. This calls for immediate attention and action, emphasizing sustainable urban planning, green infrastructure, and enhanced pollution control measures as necessities rather than luxuries.

In an era where urbanization signifies progress, let the GT Road Megalopolis be an example of how economic development can coexist with environmental stewardship. As the concrete Megalopolis thrives, let it do so without suffocating itself in its success.

The solution to these challenges lies in strong, effective local governments. Without them, this mega-region is poised to become more polluted and unliveable. The challenge now is to address these environmental concerns while maintaining the momentum of progress. Sustainability must be integrated into the urbanization plan. Public transportation needs to be prioritized on a mass scale. Stricter regulations on emissions and pollution control are necessary steps to safeguard the health and well-being of the residents.

Moreover, this environmental awakening presents economic opportunities of its own. The development of clean energy industries, the promotion of eco-friendly transportation options, and investment in sustainable urban infrastructure can foster economic growth while reducing the environmental impact.

Cities worldwide are facing similar challenges. The GT Road Megalopolis can learn from successful models of sustainable urban development in cities like [peer countries e.g. China, Indian cities]. These cities have effectively balanced economic growth with environmental responsibility, making them more livable and environmentally friendly through ambitious public transportation programs, mixed use urban development programs, and moving away from car based urban development.

In conclusion, the GT Road Megalopolis is a growing concrete Megalopolis. It is important to recognize the environmental consequences and address them proactively. The future of this urban landscape lies in sustainable urban planning, responsible resource management, and a commitment to clean and green living. Pakistan’s concrete Megalopolis can be a shining example of a Megalopolis that thrives while preserving its natural heritage. The choice is ours to make, and it’s a choice that will resonate not only within the GT Road Megalopolis but also across the globe as we confront the challenges of urbanization and environmental sustainability. n

What would you do if you had been born to run one of the largest corporations in Pakistan? If from the moment of your birth you had access to incredible wealth and a thriving business waiting for you to take over?

It is a question a person might ask themselves through the course of their life: “Agar abba ki steel/sugar mill hoti toh zindagi mai ayashi karta.” The desire to sit on the board of a family company and enjoy the rewards makes sense. And there are plenty of third and fourth generation scions of major business families that do exactly that.

But there are some rare occasions where those born and bred to run these large fortunes aren’t just there for the ride.

Born into perhaps the most influential and renowned business family in Pakistan, Sheharyar was the heir to Pakistan’s largest shaving blade manufacturer, Treet, which controls nearly 85% of the overall market share in the country and has been the market leader for decades. In the 2000s, he officially joined the family business and after cutting his teeth, he took up the mantle of executive director under the guidance of his father.

It would have been very easy for him to sit back and let the ship run as it was. After all, why fix something that isn’t broken? Because in the last decade or so, it started to become very clear that even though Treet might be the market leader, the razor blade business wasn’t what it once was. Why do

we say so? We’ll get into the details of the numbers later on, but take a look around you. Men don’t shave the way they once used to. Beards are no longer frowned upon in the workplace and shaving everyday, come what may, is no longer a thing for most. It was something Sheharyar noticed and was eager to fix. So what do you do when the decades old family business that has made you your fortune is a victim to changing times? Easy, you look for other avenues to make money. And as far as finding avenues is concerned, he has done a commendable job.

Since 2006, Treet has been diversifying in big and small ways. They have set up the manufacturing of corrugated boxes, an assembly line for two and three wheeler motorcycles, a pharmaceutical business, a battery manufacturing business, as well as diversification within their original blade business. One has to hand it to the Treet Corporation: Whatever else may be, they have not been sitting around doing nothing. But that, unfortunately, has been the extent of it.

Despite what are clearly numerous efforts, Treet’s diversification has garnered largely disappointing results. And all this while the blades business has continued to face a challenge it cannot possibly hope to counter: fashion and human nature.

A brief history of diversification

Treet is a storied Pakistani company and has the same roots as Packages. The family’s history begins with Syed Wazir Ali, who set up Wazir Industries by serving British troops in pre-colonial India. His son, Syed Maratib Ali, would go on to grow this business by supplying goods to the Raj. After partition, his two sons, Syed Babar Ali and Syed Wajid Ali, would take over their father’s business. Over time, Babar Ali would go on to

hold most of the Packages Group while his brother Wajid Ali took control of the Treet Group.

Initially, Treet was the sole assembler of cars for the Ford Car Company in South Asia. The company then went on to manufacture oil and vegetable ghee under the name of Khopra Oil Mills and Wazir Ali Industries. But they really struck gold with carbon steel blades, which they began to produce in 1954 in a Hyderabad plant. This was a time when the clean shaven look was not just in fashion but a professional requirement. People needed to shave, and the safety razor (invented in 1904) was not common in Pakistan yet. In fact, most of the English would have their own shaving supplies that weren’t locally produced.

Treet made a fortune by providing high quality and cleanly packaged blades to every corner store barber, hotel saloons, and even those sitting under trees with a chair and a mirror offering shaving services. The blade business was a success, and for a very long time it stayed that way. In 1984, they started producing stainless steel blades at a plant in Lahore. In 1986, as consumer trends caught up and disposable razors became more common, they began to produce those too.

The upward trajectory of its success can be gauged by the fact that by 1996 Treet had started to export blades and razors. By the year 2000, they were able to launch industrial blades for all kinds of machinery and hard tools.

This was around the same time Sheharyar entered the business. From the very beginning, he played a key role in diversifying the business from beyond razor blades. According to Sheharyar, the company started to diversify in order to reduce its dependence on the company’s traditional products. The goal was to find new revenue streams by capitalizing on the strong brand name and financial position of the company. This was going to serve as the launch pad which would ensure long term growth and

stability to the company.

This drive saw the company setting up a corrugated packaging plant in 2006. This was actually one of Sheharyar’s first efforts in diversifying his family’s business. For four years before this, he had worked at his uncle Babar Ali’s company Packages. Here he had learned the ropes of the packaging business, and wanted to set up a similar business for his own immediate family’s corporate interests.

In 2008, they again diversified and started assembling two and three wheeler bikes The packaging plant was incorporated under the First Treet Manufacturing Modaraba while the motorcycle assembly plant is registered under the name of Global Econo Trade (Private) Limited. This was the first big putsch on their behalf. It was starting to become clear that the razor business was perhaps not what it once was.

The razor business hits a snag

Clearly the seeds of wanting to diversify were there in the Treet management ever since the 2000s. But the need to expand became much more serious around 2010. This was the time that a strange trend started to grip the world: beards.

People who had never imagined keeping a beard were sporting a long beard with a mustache to match. Since then, different fashions have come and gone. Recalling the man bun or skin tight jeans as two which took off initially but it seems beards have had a sticking power as it has outlived both of these.

Just take a look at the changing fortunes of Treet Blades through the numbers. On the surface, it seems the company has continued to grow with nothing stopping its way.

In 2023, the company earned a total revenue of Rs 23 billion from which Rs 10 billion or 43% was from blades and razor segment alone. Blades have a substantial demand locally and the company is also exporting to more than 45 countries spanning six continents of the globe.

In 2018, Treet earned revenues of Rs 6 billion from their razor and blades division which increased to Rs 10 billion in 2023. This would be an encouraging sign showing that sales had actually increased by 66%. However, in the same period, inflation for the 5 years was compounded to be around 70%. Once the price is corrected for inflation, it can be seen that the company actually sold less blades.

Sales increase when either the volume of sales increases or the price of the goods being sold increases. Consider a blade which was selling for Rs 10 in 2010. Now the same blade is selling for Rs 100. The revenues would show that the sales have grown 10 times even though the same number of goods have been sold.

This can also be seen in the fact that in 2018, the company produced a total of 2 billion blades for the year while its revenues only came to around Rs 6 billion. In 2023, the company produced 1.7 billion blades and ended up earning a revenue of Rs 10 billion.

Essentially, Treet was making more money but selling fewer blades. The higher revenues were just because of inflationary pressure, and the amounts weren’t catching up with the rate of inflation. At the same time, Treet had also made the decision to expand their capacity. The capacity, which stood at 1.275 billion blades in 2009, went up to around 2.23 billion blades in 2023. Up until 2019, the company was seeing that the company was operating at 90% of its capacity. If the trend had continued, the company would have seen sales of around 2 billion in 2023. The trend was bucked in 2020 due to the pandemic which saw the operating capacity of the company fall from 96% in 2019 to 70% in 2020. Even though production rebounded to an extent in 2021 and registered around 2 billion blades, the last two years have been lackluster.

All of this created the perfect storm. Blades were simply not in demand anymore and Treet had increased their production capacity. As a result of this, Treet had the ability to make more blades but people just weren’t buying.

Sheharyar states that the company has recently changed its philosophy which could

provide some insight into this change as well. “We have changed our philosophy from High Volume, low profitability to high profitability and low volumes. While the number of units are less, the value of the topline will be higher,” explains Sheharyar.

Blades, batteries, and much more

When it became clear what was happening, Treet did not sit back and watch.

They had already tried diversifying with bike assembly and corrugated boxes, but this was time to go big. So the big gambles Sheharyar decided to take were on batteries and the pharma sector.

The first one, in 2017, was the acquisition of Renacon Pharma Limited. The second, in 2018, was the establishment of a batteries business under the brand name Daewoo Batteries, which they launched on a 40 acre facility in Faisalabad with an investment of over Rs 6.25 billion. Both businesses took off with a bang. Even though their main business was hurting, Treet was now involved in multiple businesses.

So how did they perform?

Over the last six years, Sheharyar feels that the results of the ventures have been mixed. Renacon Pharma has performed very well while the motorcycle company did not meet the potential the group had first gauged from it. In fact, the Treet Corpora -

tion has been suffering losses in many of its divisions, and as we’ve mentioned the company’s core business of blades seems to be suffering as sales volumes have declined in recent years. Sheharyar’s explanation for this is that performance has been impacted by the economic conditions of the country.

To understand the breakdown of each of these divisions, it can be seen that, in terms of revenues, Treet Blades leads with 43% of sales made by the whole Corporation. The second highest revenue generator is the battery division which yields 35% of the revenues. Corrugation, pharmaceutical and soaps add 13%, 5% and 4% respectively. This gives some sense of the fact that though blades are considered the primary business of the company, they make up less than half of the revenues. The battery division, which initially seemed to be one of the better decisions, has been (almost consistently unprofitable, while motorcycle sales are non-existent.

The following is a company wise distribution of the corporation and its performance:

Treet’s Daewoo Battery

This is the big one. The company invested Rs 6.25 billion to develop a 40 acre facility in Faisalabad for car batteries. The plant was set up in partnership with South Korean company Daewoo to manufacture maintenance-free batteries.

Ever since the plant started operating in 2018, the battery division saw its sales grow from Rs 1.8 billion in 2019 to Rs 8.2 billion in 2023. Since inception, the company has seen losses. 2023 was the best year where the company saw sales almost double and this was reflected in the profitability of the company. Out of 8 billion of revenues, the company only retained 58 million in profits. 2024 saw much of the same with 9 month results showing losses again.

Why? Once again the effort was struck down by timing. In 2019, getting into the batteries game was a good gig. People needed batteries for their UPS connections as well as in cars. Daewoo Batteries actually struck deals with Hyundai and KIA car manufacturers. There were a lot of cars being sold and car assemblers were producing more cars than ever.

But as inflation hit and markets slowed down, all of this would change. One of the big hits was the downturn of car sales which got cut by half in the past couple of years. The other big one was a significant drop in electricity outages and this a need for batteries for UPS installations. Suddenly the market for batteries was shrinking and Treet had poured a lot of money into this.

This was the time when solarisation was also on the rise, and battery manufacturers including Treet were hoping to get a new avenue for their battery sales. But people were getting solar connections and choosing to go for net metering rather than buying batteries and going off-grid. All of this culminated in the overall battery market slowing down significantly.

According to Sheharyar, however, even though the automotive sector faced challenges and reduced large-scale manufacturing meant a negative impact on the sale of car and UPS batteries, the company has still been able to beat the odds and see resilient sales. Inconsistent tax collection in the battery supply chain did limit growth but the trend is now changing. With the rise in solarization around the country, the company is poised to take advantage of the situation.

“The battery business experienced exponential topline growth and enhanced bottom line efficiency in 2023 following new senior management’s appointment and a comprehensive turnaround strategy. Revenue growth and profitability were balanced, focusing on operational profits despite high policy rates and macroeconomic turmoil,” explains Sheharyar.

The turnaround in its profitability was also evident in the stock market where the company saw its price shoot from Rs 11 at the time of listing in December last year to Rs 60 in January 2024. Since then, the hype has dissipated to some extent as the price is now hovering around Rs 25. However even at this price the share is trading at 25 times its book value. Compare this to the share of another bigger and profitable battery manufacturer AGS, which is trading at only 1.2 times its book value.

But the realities of UPS and car demand falling are still very real. In the

face of such challenges, how has Treet seen an increase in sales? Sadly, the inflation rather than sales volume seems to be playing its part again, combined with the low base effect.

Since June end, the company has been marred by high financial costs which have eaten into the profitability of the company. The last three quarters have shown little profit or even losses. This was despite the fact that the company showed operating profits. The highly leverage position and record high interest rates are impacting the company and its bottom line.

“Inconsistent tax collection in the battery industry’s value chain disrupted fair competition, but recent governmental focus on this issue is promising. TBL upholds the highest ethical standards and transparent business practices,” Sheharyar explains.

”Despite a volume drop in the first nine months of this year, cost reduction and efficiency improvements led to better margins and profits. With the rise in domestic solarization due to increased grid tariffs, TBL’s superior products are well-positioned for future growth. This is supported by our investment in a state-of-the-art Korean technology plant and high-quality products in both automotive and backup storage segments.”

One of the market claims has been that Treet initially produced very high quality batteries but in recent times its product has suffered. Sheryar counters this claim by pointing out that Daewoo batteries has not received any complaints. “Our commitment to quality remains unwavering. Despite the recent concerns, we maintain a very

low in-house rejection rate of 0.17%, which represents a 50% reduction over the past three years. This improvement is a result of implementing strict online quality controls through automatic inspection machines and QC systems. We have made significant investments in online inspection controls to ensure the highest standards of quality,” he says.

They are also the exclusive OEM suppliers to major automotive manufacturers such as KIA, Hyundai, Changan, Proton, and Isuzu, and as such they adhere to stringent quality standards. The manufacturing process and quality controls are identical across all brands they supply.

“Our quality is continually monitored by our OEM partners to ensure consistency and reliability. We are proud to have been

recognized in the Best Supplier Quality category by Nishat Hyundai in 2023, which underscores our commitment to delivering top-quality products.”

Recently, Treet also announced that they were looking to divest 11.33% of its shareholding in the company. Treet Corporation owned 97% of shareholding in Treet Battery and it was decided by the company to sell some of this shareholding on 5th of March 2024. The company had decided to sell some of its shareholding. The total shares which were intended to be sold were around 100 million shares out of the total 882 million shares of the company. From 4th April to 17th May, the company has sold a total of 10.5 million shares valued at around Rs 303 million.

Sheharyar justifies this divestment by saying that they will use these funds to pay off some of its debt which will improve profitability and will provide some operating leverage which can be invested in capital expenditure going forward.

“The funds raised from divesting 11.3% of shares in Treet Battery, valued at approximately Rs 2 billion, are to be used for strategic purposes such as reducing debt. Paying off debt would improve the company’s financial health and will provide more operational and financial flexibility to invest in CAPEX.”

Recent financial results of Treet show that even though the company is earning operating profits, these are being hampered by the high interest costs. The recent results for blades show that even though the company earned

13% operating margin, it fell to 1% after interest cost was taken into account. With interest rates at an all time high, it would be beneficial to pay off any loans for the time period. This will show better profits going forward.

Another aspect that needs to be considered is the fact that Treet battery was recently listed on the stock market. The shares saw price go from Rs 10 to Rs 60 in a matter of weeks. It can be that the management at Treet feels that they can sell these shares at a time when price is higher. Once the price goes back to levels where the company sees them, they might enter the market and buy these shares back making a profit. This can be confirmed once the shares price levels out and buying interest is seen. Since January till now, the share price has fallen from Rs 60 to Rs 23.

Pharmaceutical division

Treet Corporation has also invested in Renacon Pharma Limited by buying 58% shares in the company. The company is involved in formulation of Hemodialysis concentrates which are used in removal of waste from the bloodstream while also looking to purify kidneys. The pharmaceutical division was made part of Treet Corporation in 2016.

This is one of the divisions of the company which is performing well and has improved their performance time. In its initial years, the company was earning revenues of Rs 145 million which came to Rs 1 billion in 2023. The company has been able to maintain a high amount of gross profit due to the nature of the product that it sells. The company has been churning profits for the corporation and it seems that it can keep on track for the foreseeable future. It seems that Treet has struck the sweet spot in its investment in Renacon as the company is currently operating at full capacity and has potential to be expanded as well. With the backing of stable profits, this is one investment which has worked out for the company.

Even though Treet has a winner on its hands, it seems it might squander the opportunity in relation to the company. The Treet Corporation had plans to list the company on the stock exchange back in April 2018 but it seems that this never came to fruition. When the company had an opportunity to capitalize on the success of the company, it backed out of carrying out an IPO when it seems feasible. “The Renacon IPO plan is intact, however, it has been held back due to delay in the commissioning of the new facility. The new facility is functional and we expect that towards the end of FY 2024/25,

we will initiate the process of the IPO.” says Sheharyar.

Soap

Then there is the soap business which was established by the company in the 90s. The product being produced by the company follows the philosophy of mass market and reaching a wider audience. The soap business does seem to be profitable for the company over an extended period of time. The company made sales of Rs 500 million in 2009 which have grown to Rs 1 billion in 2023. Even though this might not seem ground breaking, the company has earned a consistent gross profit of 15% and operating profit of 10% on these sales. Even though the numbers are lower in size compared to the other divisions, this is the only business which is giving a sustainable value to the company.

Treet Corporation also invested in higher education by setting up the Institute for Art and Culture in 2018. The Institute was set up as an institute with a focus on liberal arts education. This venture has now been sold off as a strategic move and the proceeds from the sale were used to pay off the debt which was on Treet’s balance sheet.

The misses

Motorcycle assembly

This did not seem like a very good idea at the outset as the country already had Honda, United, Road Prince, Yamaha and Suzuki. It was going to be a hard fought battle trying to beat these market pioneers who had years of experience behind them. This in a market where Honda

dominated the market hands down. Maybe Sheharyar could have taken a cue from the fact that when there is a company dominating the market, it might not be wise to enter into it a la Treet.

Still Sheharyar thought he could buck the trend. What do the numbers tell us?

Initially the plant was able to see a steady rise in sales but going up against the big boys was always going to be challenging. Since its inception, the company saw operating losses and in some cases wasn’t even able to cover direct costs of production. This meant that the company was always under pressure to perform. Latest accounts show the company only earning revenues of Rs 45 million and making operating losses of Rs 29 million. Meaning for each rupee it earned by selling a bike, the company made a loss of 64 paisas.

The company initially had a capacity to produce 12,000 bikes per year and expanded it to make 18,000 bikes per year. Their ambition and goal could not be matched by the marketing ability of the company. The production capacity exceeded the actual production and demand for the company. The performance was so lackluster that the last 5 years of the company saw production of 13,000 bikes for all the five years combined. The last nail in the coffin was the fact that the company only produced 470 bikes in 2023 which was less than 3% of the total capacity of the plant.

Sheharyar sees this differently. He feels that his competitors have the ability and the finances to offer credit in the market and have billions in credit to their customers and retailers. Treet has always believed in cash sales due to which they lagged behind the market. Reviving the division would require a strategy which addresses produc -

tion efficiency, market demand and competitive positioning which is something that the company has decided not to do at this moment in time.

“This is a completely credit market with our competitors giving billions in credit. At Treet we believe in cash sales and this was the core reason for this segment not performing. Reviving the motorcycle business would require a comprehensive strategy addressing production efficiency, market demand, and competitive positioning which is something the company has decided not to do at this moment in time.”

Corrugated boxes

In 2006, Treet Corporation got involved in the manufacturing of corrugated boxes. This was aptly the first venture that was started by Sheharyar as he had experience in packaging from having worked at Packages and gotten priceless experience in this regard. In terms of sales, this was a great decision as the investment into the company meant that the company could grow and expand. In 2009, sales for the boxes came to around Rs 700 million which have recently clocked in at around Rs 2.8 billion. With sales almost quadrupling, it can be seen that the company has been able to grow its sales.

This segment of the company seems to be sensitive to direct costs as the gross profit margin of the company was around 32% in 2012. This became negative for the first time in 2020 and a recent figure of 2.58% suggests that the company is still recovering from the pandemic era. The situation seems to get worse when it is seen that the company has not been able to control its direct costs which have impacted its operating profits as well. It seems after 2017, there is a lack of consideration being put into the company which would have allowed it to maintain its profitability. Sheharyar feels that the slump

in this division is due to higher raw material costs, competition and a pressure on demand which are hurting the profitability.

There could also be other factors. For a very long time, the Treet Corporation and Packages worked well with each other. Syed Babar Ali and his Packages group was always thought to be fully backing his nephew’s company. But there are reports that this relationship has not remained the same over the past few years. Sources point towards that due to personal family matters of Shahid Ali, sale of IGI shares by Treet corporation to outsiders and the opening up of a corrugated boxes business by Treet, in competition to Packages, has led to some distance being created.

Sheharyar disregards these rumors and says that there is no truth to these reports.

“The corrugation business was set up by me. At that time my grandfather, Syed Wajid Ali, was chairman of both Treet and Packages. The corrugation business was

set up initially to tap the industry using imported paper which Packages doesn’t use. Unfortunately with time reliance on imports became less and we had to shift to local. Even now Treet boxes and Daewoo boxes come from Package still and not our own corrugation. As for the selling of shares that was done with (Syed Babar Ali’s) blessing as Treet had issued right shares and needed the funds. Till today my father sits on the board of Package and IGi both so (the) family is still as close.”

Where to from here?

So where does the Treet Corporation go from here? According to their CEO, they are going to continue diversifying but within their existing businesses. For example, they are planning on launching new kinds of disposable blades to compete with Gillette as well as introducing their own shaving cream.

Treet Corporation, like other battery manufacturers, is hopeful that the government’s recent reconsideration of the solar net metering policy will encourage more people to adopt hybrid or off-grid solutions. This shift could boost demand for their batteries, providing a much-needed positive outlook for an otherwise challenging future for the industry.

Over the years, Treet’s diversification has been a hit and a miss. That is good. It shows that the corporation is willing to take risks and they are keeping an eye out on the future. But up until now they haven’t quite been able to figure out the trick. As their original business dips, Treet will continue to look for new avenues and business opportunities. What direction that will take, only time will tell. n

Already discounted, the KIA Sportage is selling for another lakh less

Dealerships are offering discounts as they try to achieve sales targets

When Lucky Motors decided to drop the price of their car, the Stonic, by an astonishing Rs 15 lakhs overnight they knew there would be shockwaves all over the country. But perhaps even they didn’t realise that the entire market for cars would come to a grinding halt.

In the initial days of the announcement, KIA dealerships were overwhelmed by requests for the Stonic and sold around 700 cars in the blink of an eye. Since then, they have closed bookings for after September and are waiting to open them up again.

But the Stonic effect has also spooked potential car buyers. Almost immediately after the price fell, there was rampant speculation about why this had happened and what it could mean. Theories from the crash of the dollar to the entire industry getting desperate started making the rounds. Whatsapp forwards were rife and all in all an environment developed in which everyone seemed almost certain that other cars would drop their price too.

So obviously, people waited.

As of now, that hasn’t quite happened. But in a car market that has been flattened by the 15 lakh price drop, one car that in particular is an interesting case study is the KIA Sportage. You see, even before KIA decided to drop the Stonic Bomb, the Sportage had been lagging behind. Once the shining star of the car market, the Sportage had plenty of competitors and was in a pricey segment of cars. Its competitors like Changan Oshan X7 was already offering a limited time discount

to boost the struggling sales volumes plaguing the overall industry. Similarly even before the Stonic’s price drop, KIA had actually put a Rs 3 lakh discount on the Sportage. So when the Stonic’s price fell, people immediately thought KIA would go for the Sportage next.

The rumours were so rampant that KIA actually had to release a statement that they would not be revising the price of the Sportage, so that potential customers would not sit around waiting for the price to change. KIA has stayed true to that statement, but the Sportage has still found a way to sell for less.

Go to any KIA dealership in your area and you will likely be able to get the car for another lakh or so less than it is going for right now — on top of the Rs 3 lakh discount KIA had announced a few months ago. But why exactly is this happening? Mostly because car dealerships have found themselves pushed into a corner where they have no other option.

Recapping the discount

This has been covered by Profit in quite some detail a few weeks ago. But the story of the Stonic is a very simple one. The car hit the markets for the first time in 2021 and was to compete with the likes of the Toyota Yaris and the Honda City. And even though it is a smaller car (under the subcompact crossover SUV category for the motorheads), it is billed as an SUV.

As a result of this, KIA priced their car higher than the Yaris and the City. Higher by around 10 lakhs in fact.

Over time, all cars started increasing their prices, and the difference between the

Stonic and these other cars was at least 8 lakhs throughout these periods. The real game changing moment came in March 2023. In that month, the government made a notification announcing that all cars that were either above 1400cc or categorised as SUVs in Pakistan would have a 25% sales tax on them instead of the previous 18%. Even though Stonic’s engine size was slightly below the 1400cc threshold, this was a hit for the Stonic since it billed itself as an SUV. As a result, the price of the Stonic in March 2023 went up to nearly Rs 60 lakhs in April 2023. KIA was having to pass down this new tax to its customers. Meanwhile, the price of the Honda City and the Toyota Yaris remained absolutely stable throughout this period with the exception of one Rs 2 lakh increase by Toyota.

This is where KIA had a decision to make. They could either continue keeping the manufacturing of the Stonic down and keep it at its price, or reduce it significantly. Toyota and Honda had already brought their prices down to around the same level with the difference of less than a lakh. KIA chose the latter, bringing it down by an astonishing 24% to Rs 47.67 lakhs after tax at the end of April 2024, just last week. The real hit was the Suzuki Swift. In March when the notification came, Suzuki had decided to initially pass on the price to the consumers and the car’s price rose to a staggering Rs 54.3 lakhs — more than Toyota Yaris and Honda City. Amongst the three, the car that had started as the cheapest was now the most expensive, and that too by a margin. So when KIA decided to slash the Stonic’s asking rate, Suzuki had to eat humble pie and go back on the increase within a month and bring their price back down to Rs 47.2 lakhs.

KIA’s bold move hits the showrooms

The response was immediate pandemonium. People quite literally started queuing up outside KIA dealerships to try and get a shot at buying the Stonic. The logic was simple. For three years, the Stonic had positioned itself as better than the Honda City, the Suzuki Swift, and the Toyota Yaris. It had claimed to be an SUV so it was naturally better.

Buyers did not take the bait at the price, but the perception had been created. So when there was a sudden drastic price decrease, people immediately thought it was a great deal. On top of this, the car market has been immobile in Pakistan for a while. So the injection of this new option gave people a reason to go out and spend their money. As a result, KIA sold 700 cars and people are eagerly waiting for bookings to open up once again.

But there was a catch. While the KIA Stonic was flying high, the Sportage wasn’t doing as well as it once used to.

The King dethroned?

The KIA Sportage will go down in the history of Pakistani cars as one of the most significant vehicles to hit the road. That is because when it was launched in 2019, it was a top line Crossover SUV that was available at only marginally higher price point than that of the top variants of Honda Civic and the Toyota Corolla sedans.

But over time the stock of the Sportage has fallen. Sales have fallen by 57% from 7600 in 2022 to 3200 in 2023. There are a number of reasons for this. For starters, inflationary pressure has cut the car market down significantly. On top of this, competition is also high. Cars like the Haval H6 (especially its hybrid variant), MG HS, Hyundai Tuscon, Changan Oshan X7, and other SUVs have given the Sportage a run for its money. With more options, people are less inclined to buy the Sportage.

And then the Stonic also dropped its price by 15 lakhs. As we’ve mentioned at the begin-

ning, this threw a spanner in the works for all car manufacturers. It especially affected cars that had already not been performing well, and of those the Sportage was the first one to be hit because it was also a KIA car. People started thinking if the Stonic’s price goes down, why not the price of the Sportage?

While the numbers for sales of the Sportage are not available after the price drop, the proof can be found at the dealerships. KIA has not officially dropped the price of the Sportage but the dealers are offering discounts to sell as many as they can.

You see, the way KIA dealerships (official ones) work is that the cars are all owned by Lucky Motors. The dealer simply gets a cut on every single car that they sell. The margin that the dealership has on every single KIA Sportage is around Rs 1.25 lakhs. This is the margin that the dealers are now playing with. For anyone not in the knowhow looking to buy a Sportage, the dealership will not mention they are willing to part with this margin. But for anyone that goes into a KIA showroom, say looking for a Sportage or asking around, the dealership will be willing to cut the price by around 1 lakh. This is on top of the Rs 3 lakhs discount that KIA had already been making. Needless to say, that KIA dealers are not the only one offering discounts from their commissions. Contrary to what consumers would generally believe, apart from certain models that are doing well, prices of automobiles are very much negotiable. if nothing else, you should be able to get a full tank from the dealer’s margins. Coming back to Sportage, some showrooms have found creative ways of advertising this. Take a major dealership in Karachi for example. They are offering that if a customer buys a Sportage, they will provide them with Paint Protective Film free of cost— this is something that covers the car and saves it from being scratched. Normally, the PPF of a car like the Sportage can cost as much as Rs 2 lakh. But the dealership is probably providing the service that comes at a cost to them of around Rs 1 lakh,

which is their margin. This means in one way or another, despite KIA not giving this their blessing, they are managing to give maximum incentive to buyers to pick the Sportage.

But why are dealerships going so out of their way to sell the Sportage?

KIA’s bargaining chip

It is a simple equation. The Sportage, like a lot of the other cars nowadays, is not in demand so dealers are not selling many. Now, Lucky Motors like all other companies have targets for their dealerships. Say a dealership is supposed to sell 10 Sportages a month but only manages to sell 5 or 6. Not meeting targets for one or two months is fine, but what if a dealership continues to miss the targets consistently? What will the company do?

They could start withholding payments of the commission until the 10 car quota is met. Or possibly they will threaten to give the franchise to someone else, which would cause whoever opened the dealership a significant loss in their investment. This, however, is not possible in the current scenario. As dealers have told us, the dealership business is pretty much breakeven these days. So even if a car assembler takes away a franchise, they won’t find people lining up to take the franchise from them.

But there is one thing Lucky Motors in particular can do. You see, bookings are about to open up again for the KIA Stonic. And the car dealerships know that the quota of the Stonic they will get will depend on how many Sportages they are able to sell.

All of the dealerships want the Stonic. When the next 600 or so bookings are opened, they expect them to sell and sell fast. To make sure they get as many Stonics as possible, they are incentivising the Sportage as much as they can without officially announcing a proper discount. The discounts and perks on the Sportage are there until the end of May and expected to be renewed for June. Of course, KIA will ideally want the Sportage to sell naturally. The only problem is, Lucky Motors might face a situation where its once prized Sportage is no longer its flagship car. The only question is, will the Stonic be able to reach the same highs and stay on top longer than its older sister did? n

Let’s take a hard look at Net Metering Muhammad Wali Farooqi

The Government of Pakistan had to face tremendous backlash lately regarding imposing a fixed tax on solar panels. On its part, the Government’s intention was to rectify a policy anomaly that currently benefits a certain privileged segment of society at the expense of the general populace. Despite the rationale behind the amendment, the resistance to this change has been formidable. The crux of the dissent lies in the fact that this privileged group stands to lose a substantial incentive – a benefit that many argue should never have been so disproportionately allocated.

In the realm of net metering, those who can afford solar technology—generally wealthier households with adequate roof space—enjoy considerable reductions in their electricity expenses. This benefit, however, is not extended to those unable to invest in solar panels, including a large portion of the middle and upper classes. These groups end up bearing a disproportionate share of the costs associated with electricity infrastructure. The lower economic segment, though exempt from direct taxes, indirectly pays higher rates, which are adjusted to cover fixed infrastructure costs.

The tariff structure of electricity is composed of several critical components. The Energy Purchase Price (EPP) is a variable cost related to the fuel used for power generation, which can be avoided by solar power users. However, the Capacity Purchase Price (CPP) and the Distribution/Supply Cost remain fixed and are associated with the infrastructure needed to maintain and operate power plants, network grids, and distribution systems. These costs do not decrease with the uptake of solar power, meaning that about 70% of the electricity tariff remains unaffected by individual solar adoption. As a result, non-solar users end up subsidizing these infrastructural costs.

The use of solar also impacts the national and industrial tariffs. The government claims that the uneven burden of infrastructure costs has already added approximately PKR 2 per unit to the national tariff, a figure set to rise unless the policy is adjusted. This not only places a heavier load on non-solar users but also escalates industrial tariffs, potentially hampering economic progress and making these rates uncompetitive compared to those in neighboring regions.

Moreover, solar panels may reduce dependence on the grid during daylight hours but do not eliminate the need for grid services at night or during cloudy weather. This underutilization of grid leads to costs that are passed on to those without solar installations.

Another disadvantage due to installation of personal solar setups, is the fact that the interconnection capacity to integrate the renewable into the grid also gets reduced. To understand this better it also important to understand how new capacity planning works. Hourly demand profile is analysed on software (Pakistan uses Plexo which is the international standard) and opportunities are identified as to how much solar can be integrated. Solar power generally works during 7 am to 5 pm and if during this period the demand is reduced by installation of solar at homes, then the grid solar feasibility reduces correspondingly. While solar installation at homes benefits one individual family, the solar installation at grid benefits all.

To address these issues and promote sustainable solar adoption, it is crucial to revise the current policies. Potential measures include reducing the buy-back rates for surplus solar energy, transitioning from net to gross metering that would include fixed charges for grid maintenance, and implementing these changes for existing solar users who have already completed 2-3 years of solar usage panel usage. Additionally, a grace period of up to 2-3 years can be provided for recent solar panel users, allowing for a smooth adjustment to the new policy framework.

As the adoption of solar power grows, it is imperative to develop policies that ensure a fair distribution of costs. This will help maintain the financial viability of the grid and ensure that the benefits of renewable energy are shared more broadly across society. The aim should be to foster an energy system that balances individual benefits with collective needs, supporting broader economic and social progress while addressing the challenges posed by current net metering policies.

However, urgent policy change is needed to correct this anomaly, as the quantum of solar is almost growing exponentially, and if no urgent measures are taken, the PKR 2 impact may also increase exponentially. It is a matter of prioritizing individual interest over collective interest, and there should be a healthy debate on this instead of resorting to rhetoric

Another day, another bright idea from our taxmen

Blocking the sims of 500,000+ people may sound simple but how much sense does it make?

Tax collection aside, making a list of more than 5 lakh citizens along with their identity card numbers public, itself seems like a last resort. It can be argued that Pakistan is way past the measures of last resort when it comes to income tax revenue, therefore any and all measures required to increase this tax net, must be taken. However the whole facade comes crashing down when the viability of the measure gets questioned.

On the 29th of April, FBR released a list of tax defaulters. Individuals who are not appearing on the active taxpayer list but are liable to file the Income Tax Return for Tax Year 2023. In a document titled the “Income Tax General Order No.1 of 2024” the FBR instructed the PTA and the telecom networks to block the access of these users to SIM cards. It was announced that these individuals will have their sims blocked until the FBR decides otherwise.

On the face of it, it sounds like a fairly simple proposition. People who do not pay their taxes, get reprimanded for their non-com-

pliance. There was just a small problem with this plan. Neither the telcos, nor the PTA was willing to take that step.

What the FBR thought would happen

Let us first have a look at how a blockage like this will practically take place. The telecom companies are not answerable to FBR, when it comes to regulating, and hence if a ban is announced by the FBR, it has to go through relevant authorities. Here is how the chain of events follows.

First of all, the Pakistan Telecommunication Authority will have to come on board. The PTA is required by the FBR, not just to identify the SIMs held by the mentioned ID card holders but also to cross check the accuracy and the validity of the CNIC Information. The PTA would then engage a database like the Pakistan Mobile Number Portability Database (PMD) to identify the SIMs issued across various networks on one person’s ID card.

From there on it becomes fairly simple for any Mobile Network Operator to block the respective SIMs such that the re-registration against the number is also blocked, unless the regulator tells the MNO to unblock it.

It is said that where there is a will, there is a way, but if there is no will, what then?

What Actually Happened

If certain media reports are to be believed, the FBR had actually identified two million possible tax evaders, but the mobile phone companies requested that they could not block such a huge number of SIMs in one go.

When the notification with 506,671 names was issued, the telcos did not take too positively to it either. On May the second, PTCL’s spokesperson told the media that, “the company was closely monitoring the recent directives from FBR regarding blocking SIMs linked to around 0.5 million CNICs related to non-tax filers. The matter is of utmost importance to us, and we are diligently examining this order within the applicable legal and regulatory framework. Our priority is to ensure compliance with the applicable legal provisions while safeguarding the interests of the concerned consumers.”

While other Telcos refrained from commenting, an industry official on the subject of anonymity, made it clear that the FBR was trying to hide its own incompetence by doing this. He stated that the industry and the consumers in question both could go to court against the FBR because they had not followed the due procedure.

Despite obtaining the right to blocking sims, or cutting utilities of non-complying taxpayers, through the addition of clause 114b in the Income Tax Ordinance 2001, the FBR has to ensure that it sends a notice showing non-compliance, to the said consumer.

The main reason why the industry was not happy was that they were about to lose business. The initial reaction was hence a stern response. In a couple of days, the Pakistan Telecommunication Authority (PTA) itself refused to block these SIM cards on the FBR’s request. In its statement on the 4th of May, the PTA gave a host of reasons, as to why they had taken this decision. Following are the reasons

put forward by the PTA:

Jurisdiction Issue: The PTA stated that the execution of the Income Tax General Order (ITGO) did not fall within its jurisdiction, making the order have “no legal binding effect” as it was inconsistent with the applicable legal framework.

1. Verification of SIM Usage: The PTA emphasised the need to verify factual issues regarding the usage of SIMs against CNICs, noting that any person may obtain eight SIMs (three data and five voice). This means that while they might have 8 sims, they cannot possibly be using all 8. Therefore, procedural steps regarding notices would need to be issued by the tax collection authority as provided in section 144-B of the Income Tax Ordinance, 2001.

2. Gender Disparity in SIM Registration: The authority noted that most male users registered SIMs in their names instead of females and juveniles, with only 27 percent of SIMs registered on CNICs of females. Blocking these SIMs would deprive potential female and children subscribers of access to communication, particularly impacting their educational activities. The PTA highlighted that the order’s execution would have an adverse impact on prevailing social norms.

3. Impact on Foreign Investor Confidence: One of the industries that has over the years been somewhat successful in maintaining overseas investor confidence has been the telecom industry. The PTA warned that the confidence of foreign investors in the telecom sector might be adversely impacted with such a step.

4. Effect on Financial Transactions: Blocking SIMs could affect financial transactions such as online payments, remittances, online banking, and e-health activities, causing multiple issues.

Instead, the PTA recommended that instead of blocking SIMs at the first instance, the FBR should pursue other alternative modes for ensuring better compliance with filing income tax returns, such as awareness campaigns. The PTA also stated that the issue needed to be reviewed in a holistic manner after consultation with all stakeholders, including the Ministry of Information Technology and Telecom. The PTA mentioned that it had communicated to the FBR that the ITGO needed a review before its execution and had already initiated consultation with stakeholders on the subject issue.

The coming around of Telcos

The FBR wanted its newest brainwave carried out in completion while the telcos and their regulator did not seem to think too much of the idea. The two parties remained in a standstill for a few days over the matter. During this time

period, a set of detailed meetings were held between the relevant stakeholders.

On the 7th of May, the telcos and the PTA, forwarded their concerns to the Ministry of IT, saying that the decision made by the FBR was made in haste and would negatively impact the already struggling telecom industry. In the letter sent to the ministry, they argued that all telecom operators were obligated to provide uninterrupted services to their customers except in the circumstances mentioned in the Telecom Act and other applicable regulations; there are no instances wherein CMOs can disconnect or block the service of any customer.

It was reported that the telcos were not willing to budge on their stance mainly because of the profitability angle. They believed that if they were to shut down 5 lakh active citizen’s sims in one go, the count of which could be anywhere between 1 million to upwards of 3 million SIMs, they would undergo massive losses.

Meanwhile the FBR remained convinced that this was a measure almost necessary for increasing the number of tax filers. Finally on the 11th of May, the telecom operators decided to give in. What conditions of the telecom operators were met, was never disclosed by either the FBR or the PTA. However, they stated that the blockage of sims would be done in batches. One thing was still clear. Some telcos were still not happy with the decision.

Following the agreement, Zong CMPak, filed a writ petition in the Islamabad High Court putting forward its concerns regarding the move by the FBR.

In the hearing, held in this regard the petitioner argued that the Constitutional amendment done to make this move legal was in fact in violation of the basic right of freedom of business granted in Article 18 of the Constitution of Pakistan. The petitioner’s lawyer argued that no legislation contrary to the fundamental rights given in the Constitution should be passed.

The government cannot get the power to block people’s mobile phone SIMs by amending the law. He noted that if more than 500,000 SIMs were blocked, there would be a loss of Rs 1 billion annually.

The Islamabad High Court then asked the respondent to furnish a response by the 27th of May. It was then reported across media houses that the Islamabad High Court had ordered a stay on the blockage of SIMs. In a later hearing the IHC Chief Justice Aamer Farooq stated that the court had not ordered a stay on the blocking of the SIMs but rather stopped the Federal Government from taking any coercive action against non-complying telcos.

It is also important to note that before this clarification came from the IHC, the FBR

had already named a Joint Working Group (JWG) to implement the ITGO-1. Interestingly, the JWG had representatives from all the relevant stakeholders and companies except one, Zong CMPak. The JWG was announced on the 17th of May and Zong was supposed to present its own clarification regarding non-compliance by the 22nd March.

In an unprecedented haste, since then more than 11,000+ sims have already been blocked as claimed by the FBR and the process is expected to go on while the justice system highlights the finer points of the decision.

Here we revert back to our main question, what indeed is wrong with blocking the SIMs? Apart from the points already discussed above, as presented by initially non conforming telecom regulator or the petitioner (Zong), there are a host of talking points against the idea and only a few in favour. The case for is very simple. You default on your taxes and you pay the price. You get deprived of a very key service and until you comply with the laws of the land, you lose the privilege of using that service. The principle is simple. The affected individual may even seek to recover special costs, damages & losses that he/she has incurred because of the SIM card being blocked, putting the company at legal risk.

Telecom companies are one of the biggest contributors to revenue collection in the country, and before implementing such orders, certain protections or indemnities must be given to CMOs through an amendment in law to prevent adverse consequences or claims by customers.

Issues caused for the Individual

According to the collective letter shared with the IT ministry on the 7th of May, this act impacts the customers’ ability to get essential services, which have now been defined as the right to life, according to different judgements of superior courts. Issues caused for the FBR itself

One important victim is the FBR and the state itself. Blocking 506,671 SIMs means a tax revenue shortfall of at least PKR 608 million annually, to the national exchequer. Zong argues this figure to be greater than 1 billion. Here is how we reach the baseline figure.

Given the industry ARPU of PKR 280 per month, a cellular subscriber pays around PKR 100 in taxes monthly (35%) as mentioned above. Assuming every person has one active sim being used, annually these 100 rupees for 506 thousand people become Rs 608 million. Since no consumer is bound to have just one SIM, the impact is supposed to be much larger.

Another and more simpler workaround is if the targeted person uses someone else’s sim. If the highest repercussion for defaulting on tax is the blockage of your SIM and nothing more, there is no law in place that forbids a person from using a friend’s or a relative’s sim for the time being. If there is a workaround for people using a phone with blocked IMEIs (Non-PTA phones), the workaround for not having a sim in your name is much simpler. This then makes the whole exercise and the debate that came with it, an unnecessary one.

It is important to note, that currently no telecom company that operates in Pakistan, is managerially controlled from within Pakistan. Therefore to keep the industry lucrative, the industry needs to keep on appealing to the overseas investor. This means that keeping the investor happy is part and parcel of keeping the industry flourishing within the country. In a climate where 2 companies have already left in the last decade and telecom revenues from their mainstream services have already taken a hit, the state needs to facilitate the sector more than it pushes them away. n
