He findings of a judicial commission tasked with probing the attack on Army Public School, Peshawar in December 2014 — which killed some 150 people, mostly children — have exposed local facilitation to the militants and the lax security measures in place to safeguard the institution which was on a threat alert since August that year. The revelations were made in the 525page exposé — containing recorded statements of 132 people, including parents of the killed school children and police and army officials — made public on Friday on the directive of the Supreme Court (SC). The one-person commission, headed by Justice Ishtiaq Ibrahim Khan of Peshawar High Court (PHC), was formed in October 2018 on the directives of then chief justice Saqib Nisar after parents of deceased children demanded the authorities form a high-level inquiry panel to investigate the massacre. The findings were submitted to the apex court in July this year but were not made public. According to the spokesman for the commission, Imranullah Khan, the probe body had recorded the statements of 140 people and of them, 31 were police and
army officials and the rest were witnesses, including injured students and parents of the children killed in the attack. The report made public today provides an insight into the security lapses and local facilitation to militants that apparently led to the horrific attack. The report, in its conclusion, noted that terrorism perpetrated by the country’s enemies had reached its peak in the year 2013-14, but said, “this [still] doesn’t obligate us to hold that our sensitive installation(s) and soft target(s) could be forsaken as a prey to the terrorists’ attack.” It said the entry of terrorists from across the Afghan border into the school’s perimeter after “befooling the security apparatus” was mainly due to the porous nature of the border and the “unrestrained movement” of Afghan refugees across the frontier. The report termed as “unpardonable” the assistance provided to the militants by the residents of the school’s locality, saying it was “palpable”. “When one’s own blood and flesh commit treachery and betrayal, the result would always be devastating,” it stated, adding that no agency, no matter how capable or equipped, could effortlessly counter an attack “when infidels are within the inside”. rising from a vehicle set on fire by the terrorists as part of their plan to create a distraction. Using this edge, the militants entered the school from the backside. Although another MVT responded to the attack, it wasn’t able to buy the needed time for the Quick Response Force (QRF) and Rapid Response Force (RRF) to overwhelm the terrorists before they could “cause the catastrophe”, the report said. It observed the National Counter Terrorism Authority (NACTA) had issued a generic threat alert about terrorists seeking to target army families and academic institutions as retribution for the successful military operations Zarb-e-Azb and KhyberI against militants. Following this, although the armed forces successfully operated against terrorists’ niches, “the incident of APS plagued their success stories which deserved deification”, the report added. Detailing the “fiasco” in the school’s security apparatus, the inquiry commission said the number of static guards, which comprised the first tier of security, was “incomparable” to the looming threat. The guards’ improper position and accentuated main gates and front area compromised the school’s security from the back, from where the terrorists managed to enter “with no retaliation”. “equally incomprehensible is the inertia on part of the Askari Guards as well as the deputed static guards to the initial heavy firing and blasts by terrorists,” the report read. “Had they shown a little response and could engage the militants at the very beginning of the attack, the impact of the incident might have been lesser.” However, it noted that the terrorists’ movement towards the adjacent toddlers’ block of the school was restricted by soldiers of MVT-2 and QRF on their arrival. According to the report, the unit regulating MVT-1 has been handed down punishment by a “court of inquiry”. SC SEEKS ACTION ‘AT THE TOP’: During a hearing of the case on Friday, the attorney general while submitting a reply on the inquiry commission’s report on behalf of the government informed the SC that “every possible action” was being taken against the persons involved in the carnage.

Prime Minister Imran Khan addressed the 75th session of the United Nations General Assembly (UNGA) as the sixth speaker, and highlighted the issue of wave of Islamophobia, speaking on how it had affected Jammu Kashmir dispute, as well as Covid-19. The premier opened his speech by speaking on the way Pakistan handled the Covid-19 pandemic. “Today, Pakistan’s response is cited among the success stories in controlling and responding to the pandemic,” he said. He went on to remark that many Muslims around the world, particularly in the subcontinent, were being blamed for the spread of the disease. “Mr president, the pandemic was an opportunity to bring humanity together. Unfortunately, it has instead fanned nationalism, increased global tensions, and given rise to racial and religious hatred” he said, adding that this has exacerbated the wave of Islamophobia. “This assembly should declare an international day to combat Islamophobia,” he said. Amid a steady rise being witnessed in the coronavirus infection, another 798 people were tested positive during the past 24 hours, raising the over a number of cases in Pakistan to 309,015. The latest figures released by the National Command and Operation Centre (NCOC) on Friday morning show that the same period also saw seven coronavirus patients dying. As a result, the death toll has now reached 6,444. Sindh continues to be the most affected province in the country, where 135,246 people have so far contracted the virus. The similar figures for other provinces and regions are: Punjab 98,864, Khyber Pakhtunkhwa (KP) 37,525, Islamabad 16,324, Balochistan 14,838, Gilgit-Baltistan (GB) 3,608 and Azad Jammu and Kashmir (AJK) 2,610. Meanwhile, 348 people fully recovered from the infection caused by the coronavirus during the past 24 hours, thus increasing the overall number of recoveries to 294,740. It means the number of closed cases [deaths + recoveries] in the country now stands at 301,184. On the other hand,
India, the premier said, “They believe India is exclusively for Hindus, and others are not equal citizens.” He talked about how Muslims were incorrectly vilified for spreading the coronavirus and the subsequent segregation and boycotts faced by the Muslims in India. “As we all know, the marginalisation of human beings leads to their radicalisation,” he added, saying that the Hindu ideology was an attempt to marginalise nearly 300 million people. Moving onto the Kashmir issue, the PM spoke about the “military siege” orchestrated by the Indian occupation in the area, and how this was an attempt to subjugate the Muslim population of the disputed territory. “An extra-judiciary murdered hundreds of Kashmiris in fake encounters, and refused to even hand over their bodies,” he added. PM Imran called on the international community to investigate and prosecute this form of “state terrorism”, saying India’s actions were an attempt to “obliterate the distinct Kashmiri identity”. He further stated that this was against the Geneva Charter, council resolutions, and international laws.

11 Pakistanis’ killing in India: Hindus stage sit-in outside Indian HC the active cases have again surged to 7,831 after dipping below the 6,000 level, as more people are contracting the virus in recent days, especially after the reopening of educational institutions. Of these active cases, 544 patients are in critical condition and being treated in the intensive care units of different hospitals across the country. As far as the testing is concerned, 37,504 tests were administered in Pakistan during the past 24 hours after which the overall number increased to 3,344,019. As many as 39,296 students were randomly tested for the novel coronavirus at 763
schools across Punjab, according to the Primary and Secondary Healthcare Department. Of them, 38,716 samples came back negative while 81 students were turned out to be positive. Meanwhile, 26 new coronavirus cases have been detected at educational institutions of Balochistan, the health department said on Friday. With the latest detection of the Covid-19 cases, the number of total cases that have been reported at the educational institutions of Balochistan stands at 406. The health department has conducted 4,237 tests so far to detect the deadly virus in the educational institutions.
