inance Minister Shaukat tarin unveiled the pakistan economic Survey 2020-21 at a press conference in islamabad on thursday, announcing to introduce self-assessment of tax system for the business community even though the move may facilitate exploiting tax rules in the country. addressing the briefing, tarin announced that with effect from July 1, no notices will be issued by Fbr as the taxpayers will be able to carry out self-assessment whereas only 4 to 5 per cent of the cases will be sent for audit which will not be done by Fbr but by third party. the self-assessment system has been a popular demand of the business community to avoid Fbr’s interventions as the system would give them liberty to show the taxable income. Speaking about the survey, the minister said that tax exemptions cost continued upward trend for the third consecutive year as it grew by 14.36 per cent in the outgoing fiscal year to rs1.314 trillion from rs1.149 trillion in the preceding year. in the year 2017-18, the value of tax
exemptions were reported at rs540.98bn, but these exemptions jacked up to rs972.4 billion in the year 2018-19 mainly because of tax concessions allowed to all sectors just before the last election. Since then a whopping increase in the tax exemptions were noted in the following two years as well. tax exemptions are the revenues foregone by the state by granting exemptions under different categories to various industries and other groups. in Fy22, the government is all set to give massive relief to industries and agriculture sectors to follow a growth-led strategy to create employment. budgets of the past three years have been focused on the stabilisation of the economy. Sales tax exemptions surged to rs578.456bn against rs518.8bn in Fy20, showing an increase of 11.49 per cent. the bulk of the increase is due to an increase in the lower rates on various products placed under the 8th schedule. the cost of exemption of zero-rating under 5th schedule reduced to rs12.887bn against rs13.671bn over last year. the persistent decline is due to the fact that the government did away with zero rating regimes of five export-oriented sectors. in the year 2018-19, the revenue loss from

these five sectors was projected at rs87bn. exemptions on the import and the local supply of items placed under the sixth schedule of Sales tax act were rs329.942bn this year against rs310.714bn last year, showing an increase of 6.18pc. the sixth schedule is a list of exempted products, mostly consumer items. tarin revealed that industrial and services sectors had helped the economy rebound and post gdp growth of 3.94 per cent in the first 9 months of the fiscal year (July to March), significantly higher than the target of 2.1pc. after last year’s contraction of 0.47pc, the economy witnessed a v-shaped recovery, according to the survey document, which was supported by the industrial and services sectors surpassing the government's expectations. Furthermore, the headline inflation measured by the consumer price index (cpi) was recorded at 8.6pc during Julyapril Fy2021 against 11.2pc during the same period last year. the government had targeted inflation of 6.5pc for Fy21. according to the survey, during Fy2021, while the world was reeling from the economic impact of the pandemic, pakistan's "external sector appeared as a key buffer for resilience." "during July-March Fy2021, current account posted a surplus of $959 million (0.5pc of gdp) against a deficit of $4,147m last year (2.1pc of gdp). the main driver of improvement in current account balance was the robust growth in remittances," it stated. "the inflows accelerated posting a year-on-year growth of 26.2pc during the period under review over the same period last year and thus defying the general expectation of a decrease," it further noted. regarding trade deficit, the survey said: "during July-March Fy2021, export of goods grew by 2.3pc to $18.7bn as compared to$18.3bn the same period last year. import of goods grew by 9.4pc to $37.4bn as compared to $34.2bn last year. consequently, the trade deficit increased by 17.7pc to $18.7bn as compared to $15.9bn last year".
