The revelation of overbilling by LESCO leads to calls for other DISCOs to be checked
IT took the Prime Minister to order a probe into what was an open and badly kept secret: that there was rampant overbilling by LESCO, which was using this method to make up for electricity theft, almost entirely with the connivance of its officials That probe found that not only was there overbilling, but the overbilled consumers then faced punitive action on the basis of these bills There had been numerous attempts to remedy this situation, including taking a snapshot at the time of meterreading and including this in the bill The only problem was that these photos were illegible according to an investigation ordered by the National Electric Power regulatory Authority itself A subsequent probe by the Power Division itself had revealed even more overbilling with the result that NEPrA had arranged a return of the overbilled amounts to the consumers This sorry tale came to light as NEPrA when it held a meeting to consider a DISCO request for a tariff cut of rs 1 80 per unit to refund consumers rs 53 4 billion because of savings in capacity payments in the quarter just concluded The LESCO overbilling finding and the subsequent action against LESCO officials was disclosed by the Additional Secretary Power to the meeting This naturally raises the question of what is happening in the other distribution companies It cannot be stressed too much that overbilling is integral to corruption in all DISCOs and if overbilling is stopped the consumer will be protected from the direct effects of the corruption which has led to DISCO officials being perceived as among the most corrupt of government officials There will then remain the awarding of contracts and acquisition of equipment which are highly lucrative However the consumers pay only indirectly in the shape of inefficient and inadequate service so it is not as bad In the power sector this is the government’s next frontier Overbilling is a scourge which not only creates pathways for corruption but is also unfair for it means that honest consumers or at least those too scared to steal or default have to pay for power used by the thieves It should also be considered what role is played by giving free electricity for those getting it will not see overbilling as a problem since they do not have to pay the penalty

Ou r understanding of an historical event’s meaning is a function of two factors The first is what we choose to identify as the starting point leading up to the event The second is the lens through which we view it This should be obvious, but unfortunately it is not, and the failure to acknowledge or understand it has consequences in everything from public policy to personal relationships This truth can be ignored due to thoughtlessness blindness to one s biases or just plain ignorance On some occasions there can be malign intent including efforts to deliberately hide what one knows to be an event s antecedents for political or personal reasons
Before examining the issue that prompted this column, I want to share an example The comedian Dick Gregory once noted that despite what we were taught in school Columbus didn t discover America because it wasn t lost His point seems simple enough but upon closer examination it reveals deeper truths Columbus discovered America erases the history, civilization, and contributions of the indigenous groups who populated the lands that Europeans came to call the New World Even the term “New World” was a thinly veiled masking of their imperial self-understanding and intent We discovered these lands and they are ours to take name and exploit The American history we were taught was an extension of European history It began with Columbus Then moved to the Spanish, British, and French colonialists, culminating in the revolutionary War and the birth of the united States The native peoples were treated as bit players in the unfolding story at times a footnote at others an inconvenient obstacle
This story of American history results from choosing Columbus as the starting point and using a lens so Euro-centric that it only sees the indigenous peoples who populated this land as less than human and therefore less deserving of defining their own history or even remaining on their land
Migration as adaptation

A promising direction could be the formulation of a national policy framework specifically addressing climate migration Such a framework can help define the rights and responsibilities of climate-displaced persons, establish durable solutions, and provide administrative clarity to agencies involved Embedding migration considerations into the National Adaptation Plan would further help align resources strategies and programme design to evolving population dynamics Additionally, as the effects of climate
Enhancing local government capacity is equally vital In regions experiencing population shifts due to environmental stress better data collection, participatory planning, and early warning systems can lead to quicker and more targeted responses Projects supported by international organizations have demonstrated how capacity building can empower local institutions to monitor climate impacts and develop relevant solutions Expanding such efforts will be beneficial as climate variability continues to influence livelihoods and settlement patterns At the same time, attention must be given to reducing the need for involuntary migration through rural resilience investments Initiatives such as the Living Indus platform already provide a model for integrating ecosystem restoration with climate planning By supporting infrastructure development, sustainable agriculture, and water management in climate-sensitive areas, it is possible to make communities more capable of withstanding shocks and less likely to relocate under distress urban areas also have an important role to

Such activities carry multiple risks Take the Dong Lang area as an example Dong Lang is China’s inherent territory and has no direct connection with India In 2017 Indian troops illegally crossed the border from the Bhutanese side leading to a military standoff between China and India Since then India has persistently promoted the false narrative that Dong Lang belongs to the boundary tri-junction Apparently, India is planning tourism routes near Dong Lang, which was referred in Indian media as “Sikkim’s Doklam region ” This not only spreads misinformation among the Indian public distorts history but also undermines the foundation of mutual trust between the two countries Second tourists are typically less organized These regions are located at high altitudes, with some mountain passes rarely visited by people If not properly managed, civil incidents could easily lead to misjudgments or even friction and conflict between the two countries and their militaries Third border areas often see relatively active smuggling and intelligence-gathering activities How India ensures that such illegal actions do not travel with the

A report released by the Research Section of Kashmir Media Service on Tuesday revealed that 1,030 Kashmiris, including 21 women and 44 children have been martyred since India revoked Articles 370 and 35A on August 5 2019 This move by the Indian government which stripped Indian Illegally Occupied Jammu and Kashmir (IIOJK) of its special status, led to an escalation of military repression and human rights violations in the region According to the report the killings of these 1 030 individuals include 274 who died in fake encounters or under police custody among them senior leaders of the All Parties Hurriyat Conference (APHC), such as Muhammad Ashraf Sehrai, Altaf Ahmed Shah, and Ghulam Muhammad Butt The report also highlighted that at least 2 551 people were critically injured due to the excessive use of force by Indian security forces which included bullet, pellet, and teargas fire on peaceful protestors and mourners The report stressed that India’s brutal actions since the revocation of Kashmir ’s special status in 2019 have surpassed the atrocities committed in earlier years including those recorded in 2011 2012 and 2013 It further detailed that many of the young victims were arrested from their homes and later killed under the false charge of being resistance fighters Thousands of Kashmiris have been detained under draconian laws such as the Public Safety Act (PSA) and Unlawful Activities (Prevention) Act (UAPA) Additionally the report stated that over 1 165 houses and properties were destroyed and 137 women were molested by Indian forces The total number of arrests has crossed 29,565, including women and children, in 22 385 cordon and search operations This has created a terrifying atmosphere of fear with Kashmir now resembling an open-air prison the report added The report condemned India s continuing attempts to alter the Muslim-majority demographic of Kashmir It emphasized that the

NADRA simplifies process for obtaining succession certificates
ISLAMABAD s ta f f r e p o r t National Database and Registration Authority (NADRA) has made it significantly easier for citizens to obtain Succession Certificates According to a new notification issued by the Authority, legal heirs can now submit applications for succession certificates at any of 186 Succession Certificate Units (SFU) established at NADRA centers and other locations across Pakistan including Islamabad Punjab Sindh Khyber Pakhtunkhwa, Balochistan and Gilgit-Baltistan, regardless of where the inherited property is located Additionally, the biometric verification process has been enhanced for greater convenience Legal heirs can complete biometric verification at nearby designated NADRA center or from the comfort of their home using the Pak ID Mobile App Previously applicants were required to file for a succession certificate only in the province where the inherited property was situated This restriction caused difficulties for heirs residing in other provinces Although NADRA had earlier introduced biometric verification through the mobile app submission of the application still had to be made in the province where the property was located With this new development NADRA has eliminated that restriction, allowing citizens to initiate and complete the process from anywhere in Pakistan
