PR OFIT N e w s D e s k The World Bank Group (WBG) and the International Monetary Fund (IMF) announced the first country benefiting from the Enhanced Cooperation Framework for Climate Action Madagascar will be the first country to benefit from the Framework in the context of the Resilience and Sustainability Facility (RSF) arrangement approved by the IMF Executive Board and the WBG s active engagement on climate change in the country According to a combined statement issued by both global lenders through the Framework WBG-IMF coordinated efforts will strive to further support the country s resilience in the face of climate change, working closely with other development partners as the climate change is exacerbating poverty in Madagascar The Framework aims to support efforts by country authorities to bring together development partners the private sector and civil society to address the effects of climate change the statement added Building on IMF-WBG analytical expertise and financing instruments, the institutions will jointly provide critical support to the design and implementation of country authorities climate actions This will be done through an integrated country-led approach to policy reforms and climate investments, including where applicable through complementary and well-sequenced reform measures it added Madagascar is the first country to benefit from this Framework, building on analyses such as the WBG’s Country Climate and Development Report (CCDR) and the IMF’s Climate Policy Diagnostics and Climate Macroeconomic Assessment Program (CMAP) Examples of areas where policy synergies and capacity development are being coordinated among the country authorities, the IMF and the WBG include the promotion of green and resilient investments and adaptation interventions that will deliver immediate development benefits This includes IMF support to improve public investment management

the latest report from the Pakistan Bureau of Statistics (PBS) The SPI, which uses a base year of 2015-16 100 and tracks 51 essential items across 17 urban centers rose to 316 88 points from 313 93 points the previous week Compared to the same week last year the SPI showed a substantial increase of 23 78% for combined consumption groups Breaking down the data further, the lowest consumption group, with expenditures up to Rs 17 732 saw a 1 58% increase in SPI rising to 309 10 points from 304 28 points last week Meanwhile, consumption groups with expenditures between Rs 17,732-22,888, Rs 22,889-29,517, Rs 29,518-44,175, and above Rs 44 175 experienced SPI increases of 1 44% 1 20% 1 11% and 0 69% respectively During the week, prices of 25 out of 51 items (49 02%) rose, while prices of 5 items (9 80%) fell and 21 items (41 18%) remained stable Notably significant increases were observed in the prices of tomatoes (65 84%), potatoes (5 61%), and onions (3 78%), among others Conversely, items like petrol (3 76%) and diesel (-0 84%) saw price decreases Comparing prices year-on-year substantial decreases were noted in items such as wheat flour (-32 90%), chicken (-20 60%), HE Pakistan Stock Exchange (PSX) has implemented a series of amendments to its regulations to enhance investor protection measures These changes, approved by the Securities and Exchange Commission of Pakistan (SECP) are designed to strengthen oversight and accountability among securities brokers According to a notice issued by the PSX, the amendments, effective from June 12, 2024, include several key provisions: Notification of Regulatory Actions: As per PSX Regulation 3 7 1A the PSX shall inform the SECP and the relevant banks of the TRE Certificate Holder regarding suspension, cancellation or forfeiture of the TRE Certificate of such TRE Certificate Holder Further, in case of cancellation, forfeiture or declaration of a securities broker as a defaulter, PSX, while referring the case to the SECP, shall request it to take further appropriate action(s) Account Balance Confirmation: As per PSX Regulation 3 16 8 PSX is empowered to obtain account balance confirmation of any one or more of the client-titled bank accounts maintained by the securities broker with its written authority For this purpose, PSX may require the securities broker to authorize on its letterhead the relevant officials of PSX to obtain such information from the relevant branch of the concerned bank Disclosure of Business Bank Accounts: As per PSX Regulation 4 17 1A the securities brokers shall be required to submit to PSX the details of all business bank account(s) opened for holding funds as and when required by PSX The securities broker shall be required to inform PSX within five (05) working days of the opening of a new bank account or closure of existing bank account Such information shall be submitted in the manner to be notified by the PSX Prohibition of Cash Withdrawals: As per PSX Regulation 4 23 3 cash withdrawals from the client-titled bank accounts maintained by the securities brokers shall be prohibited and all payments to customers must be made through the banking channels Settlement of Claims: As per PSX Regulation 20 16 6 (d) and 21 6 1 (e), the funds available in the proprietary and clienttitled bank account(s) of the defaulted securities broker shall be with PSX for settlement of verified claims against the concerned defaulter broker Additionally, PSX has also introduced a new Clause 4 9A in PSX Regulations which stipulates that the TRE Certificate Holder may pass members’ resolution for voluntary winding-up subject to mandatory compliance with the procedures prescribed therein Where a TRE Certificate Holder passes members’ resolution for voluntary winding-up without complying with the prescribed procedures, PSX shall suspend the trading terminals of such TRE Certificate Holder until further notice Consequent to the above, PSX has also been empowered to take action against noncompliant TRE Certificate Holder as Gateway Issuer Clause 21 6A has been removed 03 NEWS Sunday 23 June 2024 | KARACHI

IT seems that Prime Minister Shehbaz Sharif is determined to get the textile sector to boost exports, and also to maximize the effectiveness of the recent incentive given to it in the shape of a cheaper power tariff, by removing its various grievances, so that instead of having to pile on expenses by bribing the WAPDA set-up they can cut prices and increase their competitiveness In a meeting he chaired on Friday on loadshedding power theft, power tariffs and restructuring the transmission system, he zeroed in on two of the most effective tools distribution company officials have to extract bribes from consumers: overbilling for domestic and commercial consumers and manipulating the Maximum Demand Indication for industrial consumers Overbilling not just scares the overbilled consumer but he or she is then offered a lower reading than his use Mr Sharif was thus acknowledging an important reality, that theft is initiated by DISCO staff If overbilling is stopped, which DISCO officials use to shift theft they have connived at to innocent consumers, DISCOs will have to bill consumers correctly, or else let the units go unbilled and be ascribed to line losses The same applies to MDIs except on a much larger scale

However the DISCOs have been afforded some relief by the fixed charges which have been approved for all consumers It almost seems as if the DISCOs are targeting those domestic consumers who are have installed solar power, and are selling their production to WAPDA They are not paying the DISCOs much but now they will have to pay the fixed charges depending on their consumption Instead of solving the DISCOs’ financial problems this is merely an incentive to go off-grid By using the solar power directly, the consumer would vastly reduce the number of units taken from WAPDA, and correspondingly reduce the fixed charge Such a measure is also shortsighted an assumes that excess power will never be stored as battery technology advances Even without the fixed charge if storage becomes affordable consumers may go off-grid anyhow and the IPPs may whistle for their capacity charges

to criticize Afghanistan and Pakistan alone while neglecting the role of India which has been consistently trying to undermine the national security of Pakistan by using proxy means– a tactic which is widely used today by many states to disorient the population of their enemy The country has been accused on multiple occasions of providing financial and political support to separatist forces such as the Baloch Liberation Army (BLA) which recently claimed responsibility for the attack on a naval air base in Turbat Balochistan India continuously supports such heinous acts to divide Pakistani society Further, security matters have one bad aspect: they serve as a choking agent for the state s economic projects A recent suicide bomb attack on the convoy of Chinese engineers near the Dasu dam project killed five Chinese nationals along with one Pakistani citizen– ultimately leading to a temporary suspension of the project by the Chinese government In a statement Interior Minister Mohsin Naqvi claimed that the attack was coordinated by the outlawed Tehreek Taliban Pakistan (TTP) from Afghan soil, and the authorities have concrete evidence for it– adding that the intelligence agencies of Pakistan’s enemy sponsored the attack The energy sector in Pakistan is already fragile and incidents like these make it worse As expected the major dam project has the potential to produce 4320 MW of electricity but has continuously been undermined by terrorist acts and hence delayed Surely, the enemies of Pakistan do not want the country to stand on its feet As Pakistan faces these challenges time and again it must learn one crucial lesson: without combating terrorism the country is going nowhere in the future Security remains one of the essential elements of national power– for this reason, the government of Pakistan must tighten checks and balances on its Western border to cut off the aid that terrorists receive from external forces Similarly negotiations or mutual agreements with the Afghan government might serve fruitful for the best interests of both neighbours Pakistan does have an existential threat from India; however, the character of war has changed now– states are more into proxy means to achieve their goals, rather than going into a direct confrontation Terrorist organizations private security groups and intra-state wars mainly characterize contemporary conflicts such as in the case of Yemen Syria Afghanistan and Iraq Therefore Pakistan s intelligence agencies must strengthen their grip on non-state actors and develop more sophisticated strategies to identify the perpetrators Otherwise, Pakistan might take decades to recover from the security puzzle The writer is an editorial intern at the Center for Law and Security TMUC he can be reached at: muhtasimafridi166@gmail com S e c u r i t y C h a l l e n g e s o n t h e W e s t e r n B o r de r

serious dilemma that is threatening the nation, society, and economy all at once in Pakistan is the growing threat of vigilante violence motivated by blasphemy This phenomenon has thrown the country into a state of continual unrest undermining its fundamental underpinnings of government, justice, and societal peace It is driven by religious fervour and frequently manipulated by extremist forces According to Pakistan’s Penal Code blasphemy includes a variety of offences deemed to be offensive to Islam the Holy prophet Muhammad (PBUH) or the Holy Quran These rules, which were supposedly designed to safeguard religious beliefs, have instead come to be used as powerful instruments for instigating violence settling personal grudges and upholding prejudice Often a blasphemy charge is sufficient to incite mob wrath which can result in extrajudicial executions, lynchings, and generalised dread among religious minorities and dissi-

dent voices The story of violence in Pakistan connected to blasphemy is an indicator of institutional failure and impunity Political leaders have occasionally used hyperbole and promised transformation, but the state machinery has continually failed to protect the lives and rights of its people In blasphemy cases the judiciary has found it difficult to administer impartial justice due to intimidation and the fear of retaliation which has resulted in lengthy detentions and biassed trials The military has been accused of fostering an atmosphere of impunity by not confronting religious extremism directly, leading to the functioning of extremist organizations disguised as defending religious honour This ambiguity in civilian authority and government institutions has escalated social tensions and undermined confidence in government institutions Military collaboration with radical religious groups has exacerbated internal unrest and external isolation leading to a backward of social mores and government Between 1927 and 1987 Pakistan recorded only 14 cases of blasphemy reflecting a period where legal instances of blasphemy were rare However, from 1987 onwards, Pakistan experienced an alarming surge in blasphemy cases, totalling 2,131 by 2023 This dramatic shift coincided with the era of Gen Zia ul Haq whose rule from 1977 to 1988 left an indelible mark on Pakistan s socio-political milieu particularly in matters concerning religion, law, and governance General Zia s tenure as Pakistan s sixth President and de facto military ruler was marked by a pronounced Islamization of the country’s legal and societal fabric He em-

barked on a mission to assert a conservative Islamic agenda seemingly to restore morality and uphold Islamic principles This agenda was heavily influenced by Zia s interpretation of Islam, which leaned towards a rigid, orthodox understanding that sought to enforce religious orthodoxy through state legislation and policy One of the most significant and enduring legacies of Zia’s era was the introduction and amendment of blasphemy laws in Pakistan The origins of blasphemy laws in the region can be traced back to the colonial era, but it was under his regime that these laws were significantly expanded and rigorously enforced

Under General Zia’s regime the blasphemy laws were increasingly wielded as instruments of control often to settle personal vendettas silence dissent or target religious minorities Cases of blasphemy began to proliferate as individuals and groups exploited the vague and ambiguous language of the laws to accuse others with impunity Moreover the climate of fear and intolerance fostered by Zia’s policies extended beyond the legal realm

HIS month the highest ranking bureaucrat of the state of Delhi Vinai Kumar Saxena, gave his permission for the Delhi police to prosecute Arundhati Roy and Sheikh Showkat Hussain for remarks they made at a public event 14 years ago The opposition Aam Aadmi party governs Delhi but the capital s police reports to the central government s home ministry While the prime minister Narendra Modi, lost his parliamentary majority in the recently concluded elections, the prosecution of Roy shows that those who expected a chastened government willing to operate differently are likely to be disappointed Hussain and Roy are to be tried for making speeches at a conference called Azadi [Urdu for freedom ]: The Only Way, which questioned Indian rule in the then state of Jammu and Kashmir Hussain is a Kashmiri academic, author and human rights activist Roy is among India’s most celebrated authors with a wide following around the world After Roy won the Booker prize in 1997 for The God of Small Things, she became the nation s darling It was the year of India, in a sense: the 50th anniversary of India’s independence, and the year Salman

China on Saturday launched an astronomical satellite, the result of nearly 20 years of hard work between Chinese and French scientists to capture gamma-ray bursts which flicker like fireworks in the farthest reaches of the universe

The satellite, the Space-based Multi-band Variable Object Monitor (SVOM), was launched by a Long March-2C rocket from the Xichang Satellite Launch Center in southwest China s Sichuan Province according to the China National Space Administration

We are looking forward to some important discoveries, such as the earliest gamma-ray bursts that occurred when the universe was still in its childhood which will help us study cosmic evolution, said Wei Jianyan, who is SVOM s Chinese principal investigator and works at the Chinese Academy of Sciences’ National Astronomical Observatories

Gamma-ray bursts usually very short in duration are the most violent explosive phenomena in the universe after the Big Bang, and they occur during the collapse

of massive stars or the merging of binary compact stars The in-depth observation of and research on gamma-ray bursts will help us understand some of science s fundamental questions, Wei said The main scientific objectives of SVOM include searching for and rapidly locating various gamma-ray bursts comprehensively measuring and studying the electromagnetic radiation properties of these bursts, studying dark energy and the evolution of the universe through these bursts, and observing electromagnetic signals associated with gravitational waves according to Wei
