H E government must address the root causes of the economic downturn and rebuild trust with the authorities by initiating reforms in the Federal Board of Revenue (FBR) instead of empowering them and imposing new taxes, said Atif Ikram Sheikh, President of the Federation of Pakistan Chambers of Commerce and Industry (FPCCI), on Friday Addressing a post-budget news conference Sheikh criticized the proposed 202425 budget as not business-friendly stating that the new measures would only discourage exports and local business activities We cannot move in circles The government is granting too much power to the FBR, including the authority to seek help from intelligence agencies to arrest businesspersons deemed defaulters by the FBR, with cases filed by the FBR being non-bailable Sheikh said He added These measures will discourage investments even from locals which is why we see no foreign players entering Pakistani markets despite several MOUs with many countries ” Sheikh emphasized that the FPCCI has always offered to help the government broaden the tax base and enhance revenue generation from other sources but there has been no response from the authorities Instead the decision has always been to increase tax rates and the powers of the FBR, he added Other FPCCI office bearers noted that the revenue collection target has been increased by 38 percent without any measures to broaden the tax base imposing tough measures on existing taxpayers including the salaried class Ahmed Waheed, coordinator of the tax committee at FPCCI, said, Employment is generated through business activity, not only by large industrialists but even small traders who employ helpers However the government is only targeting the already taxed class Waheed noted that while salaries of government employees have been raised in the budget, it is not feasible for every private sector employer under the current conditions leading to shrinking fiscal space for private sector employees Ahmed Chinoy pointed out that empowering the FBR and other authorities has historically opened new avenues for corruption, as government departments blackmail the business community and compel them to pay less tax and settle deals with officials The government has not focused on reforms in the FBR through digitization and reducing the discretionary powers of officers, Chinoy added Mian Zahid Hussain remarked that government expenses have increased, despite their productivity being questionable and no targets have been set to offload loss-making state-owned enterprises even keeping shutdown units under government control The speakers highlighted that increased tax rates on non-filers such as travel bans higher duties on petrol diesel essential commodities like food and mobile phones will only lead to capital and human resource flight from the country The FPCCI members also suggested that instead of bringing exporters to the normal tax regime the rate should be increased from one percent to one and a half percent while keeping them in the final tax regime to avoid opening new avenues for corruption and excessive focus on filing accounts Participants in the news conference included SVP Mian Saqib Fayaz Mago, VP FPCCI Zaki Ejaz, Dr Tariq Jadoun, Asif Sakhi Chairman Capital Office Karim Aziz Malik and Chairman Coordination Malik Sohail Hussain

annual returns, documents and accounts by simply paying regular filing fees There will be no additional charges, penalties, or late fees for filing overdue returns during the scheme period The Companies Regularization Scheme applies to a wide range of companies including non-listed public companies private companies SMCs foreign corporations, and nonprofit organizations established under Many have also sought to differentiate the struggles in Kashmir and Palestine “Those who liken Kashmir to Palestine mostly the hard right and Islamists understand neither the Kashmir dispute nor the Palestine question Stanly Johny foreign affairs editor for The Hindu, wrote on X

Some Indian leftists who are sympathetic to the Palestinian cause simply refuse to acknowledge the similarities between the settlercolonial projects of Israel and India For them Palestinians are engaged in a legitimate struggle against Israeli settler-colonialism while Kashmir is one of two things: a territorial dispute between India and Pakistan, in which the latter has backed terrorists and separatists , or a domestic law-and-order problem involving a handful of unruly Kashmiri elements

The more sympathetic of them will acknowledge that India must deal more constructively with Kashmiris while still maintaining that Indian Occupied Kashmir is an integral part of India To be sure, Kashmir and Palestine are not identical, nor are any other two global regions But their struggles share a common source: British colonisation

In Palestine this resulted in the Balfour Declaration of 1917 which promised a national home for the Jewish people on Palestinian lands In Kashmir, under the 1846 Treaty of Amritsar, the British sold the territory to a Hindu warlord from Jammu, resulting in the brutal suppression of the Muslim-majority population

The freedom struggle in both contexts predated the monumental events of 1947-48 when both regions were subject to a partition, although there were significant differences between the two The UN partition plan in Palestine affirmed Israeli settler-colonialism, while the partition of the Indian subcontinent resulted from the inability of the two primary parties in British India to agree on powersharing after the departure of the British DISPLACEMENT AND ETHNIC CLEANSING: The births of India and Israel also meant the displacement and ethnic cleansing of Palestinians through the Nakba and Kashmiris through the Jammu massacre

After the first India-Pakistan war the territory of Kashmir was divided between the two new nation-states Palestine and Kashmir were among the earliest issues debated in the newly formed United Nations, subject to the whims and failures of the liberal international order

a demographic time bomb for the Jewish state” and must be dealt with For India, the presence of Kashmiri Muslims, a demographic majority that has fiercely contested Indian sovereignty must be replaced by Hindus for India to fully assert its rule CHILLING REMINDER: Beyond attempting to untangle the two movements, there is another problem with the liberal left discourse: The Israel model is already being implemented in Indian Occupied Kashmir The longstanding relationship between India and Israel goes beyond military ties and shared tactics of suppression to also include ideological links between Zionism and Hindutva, including in the diaspora Fundamentally, this model, utilised by other (settler-)colonial powers historically and at present seeks to suppress liberation movements replace indigenous communities grab land and erase history While brandishing its liberal democratic secular credentials, it labels people s movements as terrorism , and portrays victims as perpetrators It gives complete authority for the state to do as it wishes to crush dissent overlooking all norms of international law In Kashmir the Israel model has not happened just since 2019 when India revoked Kashmir s semi-autonomous status The Indian National Congress, known as the “secular” party in India, deployed elements of this model while forcibly trying to “integrate” Kashmiri Muslims after 1947 In my research I argue that for many decades this happened through development or empowerment or the politics of life - a strategy that the Israeli government also used in the occupied West Bank and Gaza after the 1967 war When that failed in the late 1980s after it was met with armed resistance and mass popular mobilisation for freedom in Indian Occupied Kashmir the Indian government used counter-revolutionary tactics similar to Israel s These included massacres, torture, sexual violence, preventive detention, extrajudicial killings and home demolitions, to name just a few Indian forces have trained with the Israeli army to learn how

U R P R I S I N G LY Indian Prime Minister Narendra Modi was sworn in as India s prime minister on June 9 this year for a rare third term Although the Bharatiya Janata Party (BJP), together with its National Democratic Alliance (NDA), has won a majority, despite a sharp reduction in their seats compared with the 2019 elections yet the final election results showed that Modi s BJP won 240 seats well below the 272 needed for a majority Modi has been elected leader of the NDA alliance led by him, securing 293 seats in the 543-seat lower house of parliament The outcome is being seen as a huge setback for the Indian opposition’s alliance and Congress party leader Rahul Gandhi The alliance has won just over 230 seats and doesn t have the numbers to cobble together a government Modi unveiled on June 10 his coalition government with 11 posts going to coalition allies who extracted them including five in the top 30 cabinet posts But Modi s BJP old extremist guard dominate the list signalling broad policy continuity which includes BJP loyalists Rajnath Singh, Amit Shah, Nitin Gadkari, Nirmala Sitharaman, S Jaishankar Telugu Desam Party etc International analysts and media entities as well human rights groups stated: “The recent election victory of

for illicit cigarette producers to flourish During the presentation of the federal budget in the National Assembly on Wednesday Finance Minister Muhammad Aurangzeb proposed an FED of Rs44,000 per kilogram on acetate tow, a critical raw material in cigarette manufacturing He acknowledged that despite the introduction of the Track & Trace system smuggled illicit and non-taxpaid cigarettes are still widely available in local markets Aurangzeb urged parliamentarians to pass a law imposing severe penalties on vendors selling non-tax-stamped cigarettes, including sealing their shops Aurangzeb emphasized that the proposed tax would mainly affect the informal sector, while the formal sector would remain largely unaffected He highlighted the significant concern posed by the availability of illicit cigarettes particularly for the government s revenue and public health Currently, only two cigarette manufacturers and marketers are registered with the government in Pakistan In contrast about two dozen manufacturers operate outside the tax net evading approximately Rs310 billion in taxes annually The two regulated manufacturers contribute 98% of the total tax collected from the cigarette industry, while the unregulated ones contribute a mere 2% A government official noted that bringing the untaxed manufacturers into the formal tax net could potentially generate around $2 billion (roughly Rs550 billion) in revenue “Due to the increasing market share of illicit cigarettes the tax contribution from regulated manufacturers has dropped to around Rs700750 billion annually, the official said, compared to higher contributions in previous years The market share of illicit cigarettes has surged to 63% from around 40% a few years ago while the share of documented cigarette makers has declined to 37% from 60% Past attempts by various governments to curb smoking through heavy taxes on cigarettes had the unintended consequence of driving consumers towards non-tax-paid cigarettes as smoking rates continued to rise
