Wednesday 12 June 2024 LAHORE 02 NEWS PR OFIT M o N to r i N g D e s k P A K Arab Refinery Limited (Parco) has announced plans to invest up to $1 3 billion in setting up a hydrocracker unit to convert furnace oil into petrol and diesel According to a report, this project aims to ensure a sustainable oil supply and energy security in the country The Special Investment Facilitation Council (SIFC) recently discussed the matter, with the Petroleum Division requesting an extension for implementing the new refinery policy beyond the original deadline of April 22 2024 for signing refinery upgrade agreements with the Oil and Gas Regulatory Authority (Ogra) While three refineries – Attock Refinery Limited (ARL), National Refinery Limited (NRL), and Pakistan Refinery Limited (PRL) – are ready to sign deals Parco and Cnergyico PK need more time The shift in the power sector from furnace oil to liquefied natural gas (LNG) has posed challenges for refineries in managing furnace oil stocks In response Parco has begun exporting furnace oil and now plans to invest over $1 billion in a new hydrocracker unit to convert it into petrol and diesel, thereby reducing import dependency and saving foreign exchange The estimated cost of the hydrocracker unit is $1 75 billion with clean fuel production around $500 million Parco is evaluating a mid-case investment of $1 billion to $1 3 billion The company anticipates $1 5 billion in export proceeds over the next six years and has requested the State Bank of Pakistan to allow the use of these proceeds for the project’s foreign currency needs The new refinery policy which offers government incentives is intended to facilitate plant upgrades for producing clean Euro-5 fuels Parco requires $500 million for upgrading its plant However, its shareholders prefer a long-term investment strategy beyond just Euro-5 production Parco has $400 million available for equity investment and is expected to benefit from incentives under the brownfield refinery policy, estimated at around $300 million

conventional Reverse Repo Purchase and a Shariah-compliant Mudarabah-based OMO In the conventional OMO the central bank focused on a 3-day tenor with a rate range of 20 62% to 20 55% It received 13 quotes and accepted all of them, amounting to Rs239 7 billion at an accepted rate of return of 20 55% per annum This liquidity injection aims to ensure smooth financial operations within the banking sector The Shariahcompliant Mudarabah-based OMO also targeted a 3-day tenor with a rate of 20 59% The SBP received and accepted one quote for Rs 90 billion at the same cut-off rate of 20 59% This Limited has accorded its approval to finalise the commercial and legal terms for the acquisition of certain products and associated trademarks from Sanofi affiliates According to a notice sent to the Pakistan Stock Exchange (PSX) this decision was made during a board meeting held on June 11 2024 The Board of Directors of Hoechst Pakistan Limited in its meeting held on June 11, 2024, has accorded its approval to finalise the commercial and legal terms for the acquisition of certain products along with associated trademarks from Sanofi affiliates under transfer and assignment agreement(s) (Proposed Transaction) read the notice The proposed transaction will be executed subject to applicable regulatory approvals execution of transaction documents and completion of legal formalities At present, these products are being marketed and manufactured by the Company under licensing arrangements with Sanofi The Board of Directors believes that the proposed transaction will be beneficial for e w s D e s k The State Bank of Pakistan (SBP) has instructed the banks to develop and implement digital solutions for Supply Chain Finance (SCF) within six months to leverage the technology for increasing the SMEs’ access to finance as well as digitizing the retail payments The circular issued by the SBP requires banks to establish an effective Supply Chain Finance function having suitably trained HR and systems to develop and offer digital SCF products to SMEs The banks have been further advised to either develop their own digital solutions for SCF or partner with any fintech service providers for providing digital SCF The DSCF solutions will not only increase access of SMEs to finance but also improve operational efficiency, reduce costs, and strengthen risk management practices PR OFIT M o N i to r i N g D e s k The National Electric Power Regulatory Authority (Nepra) dismissed a reconsideration request filed by the federal government regarding the modification of the fuel price mechanism for bagasse-based power projects As per a news report, Nepra established an upfront tariff for new bagasse-based cogeneration Independent Power Projects (IPPs) on May 29, 2013, which was officially notified on September 3 2013 In 2014 this tariff was extended to bagasse captive power projects (CPPs) through suo-motu proceedings In 2018 Nepra initiated a suo-motu review to amend the bagasse pricing for both CPPs and IPPs under the 2013 upfront tariff Nepra s decision was issued on July 16, 2019 Eight operational bagasse-based IPPs challenged Nepra’s decision in the Islamabad High Court under Article 199 of the constitution The court suspended Nepra s decision and referred the case to the Nepra Appellate Tribunal The tribunal overturned Nepra s decision on July 16, 2019, and sent the case back to Nepra for a fresh decision, allowing all concerned parties a hearing Hearings were held on March 15, 2023, and September 6 2023 with notices sent to relevant stakeholders including the Ministry of Energy However the ministry did not attend or submit comments After reviewing all submissions and following legal procedures Nepra issued its decision on February 7, 2024 The Ministry of Energy (Power Division) submitted the reconsideration request under Section 31(7) of the NEPRA Act, 1997 The ministry raised concerns about the tariff adjustments for bagasse-based cogeneration IPPs Nepra determined that the motion was not maintainable on several grounds First the request was time-barred as it was filed beyond the statutory 30-day period allowed for such reconsiderations The Ministry of Energy submitted the request on March 20, 2024, while Nepra issued its determination on February 7, 2024 Additionally, Nepra highlighted that its jurisdiction to reconsider tariff determinations was limited to public-sector licensees involved in distribution and supply not generation companies Expanding the scope beyond the statutory provisions was not permissible Despite the procedural dismissal, Nepra addressed the merits of the ministry s claims It clarified that the new fuel price mechanism for bagasse projects, which delinks bagasse pricing from international coal prices, was based on comprehensive consultations and aimed at reducing the impact of exchange rate fluctuations This mechanism was designed to provide a lower cost for According to a press release issued by the World Bank this financing will support the expansion of hydropower electricity supply, improve access to socio-economic services for local communities, and build the Water and Power Development Authority’s (WAPDA) capacity to prepare future hydropower projects Pakistan s energy sector suffers from multiple challenges to achieving affordable, reliable, and sustainable energy, said Najy Benhassine, World Bank Country Director for Pakistan “The DASU Hydropower Project site is one of the best hydropower sites in the world and is a game changer for the Pakistan energy sector With a very small footprint, the DHP will contribute to greening the energy sector and lowering the cost of electricity ” DHP is a run-of-river project on the Indus River about 8 km from Dasu Town the capital of the Upper Kohistan District of Khyber Pakhtunkhwa Province, read the press release Upon completion, it will have an installed capacity of 4,320–5,400 MW The project is being built in stages DHP-I has a capacity of 2 160 MW and will generate 12 225 gigawatt hours (GWh)/year of low-cost renewable energy The DHP-II will add 9,260–11,400 GWh per year from the same dam, it added “DHP-I is an essential project in Pakistan’s efforts to reverse its dependence on fossil fuels and reach 60 percent renewable energy by 2031 said Rikard Liden Task Team Leader for the Project The second additional financing will facilitate the expansion of electricity supply and potentially save Pakistan an estimated $1 8 billion annually by replacing imported fuels and offset around 5 million tons of carbon dioxide The annual economic return of DHP-I is estimated to be around 28 percent ” Global financial institute said that the additional financing will further support ongoing socio-economic initiatives in Upper Kohistan, particularly in the areas of education, health, employment, and transport Through this project adult literacy has increased by an estimated 30 Th e Monetary Policy Committee of the State Bank cut its benchmark policy rate by 150 basis points, which is about as deep a cut as could be expected, even though the inflation rate is low enough to justify a much deeper cut however, such drastic measures are not dictated by the circumstances The decline in inflation has been precipitate, which implies that a deeper rate cut might not prevent the inflation genie from escaping the bottle Further, with a possible increase in the General Sales Tax, the policy rate needed to be set with the probable inflationary effects in view Then there is the factor of oil prices: the cuts in production agreed for 2024 by oPC+ mean that the government cannot depend on further relief from international oil prices; indeed, that relief could well be reversed however, the National economic Council held its pre-Budget meeting and approved a development budget of rs 3 792 trillion It set an inflation target of 12 percent That is where the policy rate should be, around the time it is achieved The good news for the government would be that if the rate was achieved, and the policy rate cut accordingly, that would allow the government to pay less interest on its debt, thus easing the budgetary pressure on it to some extent At the same time, it would be only appropriate for Finance Minister Muhammad Aurangzeb to remember that an important part of his job is preventing cuts in the Public Sector Development Plan Already, the targeted growth of 3 6 percent seems anaemic, not just by the needs of the populace, but also by historical trends It should not be forgotten that Investment + Savings Gross National Product Investment includes government development spending, so if the PDSP is cut, GDP growth is reduced The government doesn t want that At the same time, it does not want inflation making a comeback If the country had been in a recession, or even a depression, it might have taken the risk however, pump-priming is something the IMF will not stand for At the same time, Mr Aurangzeb would do well to keep reminding himself that everything is interconnected The PSDP must be maintained if growth is to be achieved, and for that, inflation must also be contained, so that interest rates can be brought down, both for the government and private-sector entrepreneurs It is no easy task, but it is not impossible

M o r e often than not those in the media take a simplistic view of political polls especially in a presidential election year, attention tends to be singularly focused on who’s up and who’s down In reality these “horse race” numbers while important are often the least consequential part of a poll Looking at the rich data that makes up a poll can provide far more useful information suggesting for example why candidate A or B is doing well or poorly A deep dive into the data can also reveal the diversity of the population being surveyed and among which component groups of the electorate the candidates are doing better or worse And finally if prescriptive questions are asked a poll can also provide a way for candidates to understand what they can do to improve their position Ignoring all of this nuance, journalists who make do with simply reporting the top-line results miss the more valuable findings of a poll As a case in point, we can look at the May 2024 poll of a random sample of 900 Arab American registered voters in key states representative of the demographics of the community The poll was conducted for the Arab American Institute (AAI) by John Zogby Strategies The AAI poll received good coverage, all of which noted that while in 2020 Biden bested former President Donald

CL i M At E change is perhaps the biggest global challenge we face nowadays an issue that has left no region or country untouched this is an additional factor that makes climate change such a puzzling issue with prospective impacts on the environment world economies and societies An overview will be useful of the effects causes and possible prevention plans of climate change where social change is deemed crucial the key factor that has been attributed to the current climate change is the elevation in the concentrations of greenhouse gases (GhGs) in the Earth’s atmosphere the greenhouse gases include carbon dioxide (CO₂) methane (Ch₄) and nitrous oxide (N₂O) which lead to the heat trap from energy of sun People have contributed plateaus to these gases, especially after the industrial revolution, through thermal activities
Emission of carbon dioxide to the atmosphere through use of fossil energy and as a fuel for vehicles is from burning of coal oil and natural gas Main sources of emissions are power plants, automobiles, airplanes, and industries where emissions are produced in large quantities as CO₂ Evergreen forests help in the absorption of carbon in the atmosphere through photosynthesis however large-scale deforestation for agriculture logging and urban development degrades this capacity and, subsequently, the ability of the earth to store CO₂ from the atmosphere decreases when this gas is released through processes such as decomposition of plant material Soil management and use of fertilizer are some of the factors that influence the release of greenhouse gases such as methane and nitrous oxide Meanwhile, livestock give out methane during digestion, and synthetic fertilizers emit nitrous oxide in the air improvements are needed in some industries like cement industries and chemical industries that display high emission of GhGs Further various industries emit chlorofluorocarbons (CFCs) and other gases that have a long life cycle, such as hydrofluorocarbons (hFCs) Climate change impacts are detected and

Barely a day or two into her MP-ship she got into the Chandigarh Airport episode however, unfortunately though not surprisingly, the entire narrative developing out of that episode is being presented entirely from Kangana’s perspective We are not even aware of the entire story or how the incidents unfolded to result in what we are told it did this is what we are told in the after-incident video that Kangana posted or was posted on her behalf, she says “hello friends! i am getting several phone calls from the media and my well-wishers Firstly i am safe and i am perfectly fine the accident that happened today at Chandigarh airport was during a security check As soon as i moved forward, the CiSF security guard at the other cabin waited for me to pass by her and then she hit me on my face She also abused me When i asked her why she hit me then she said that she is a farmer protest supporter And then she added, i am safe but my concern is, how are we going to handle the rise of terrorist and extremism in Punjab ” With this statement Kangana reportedly gives the impression that prior to the actual slap nothing untoward happened at
the airport check-up – at least there was nothing that she did which should have provoked Kulwinder to do what she did From Kangana s statement, it seems that if anything, Kulwinder ’s was a pre-meditated action, that she had already made up her mind to slap her Was it as simple and straight forward as this? Along with Kangana s statement we are also seeing a brief video clip that was being shown over and over again that video clip too does not help We are never able to learn the entire story or how the incident evolved And at no point does it reveal what transpired nor actually shows the instance of the slap We know that the slap did took place But it is bit hard to swallow that the moment Kulwinder saw Kangana, she went up to her and gave her one! We are only getting Kangana’s version of how as she passed Kulwinder when the latter came and hit her Kulwinder Kaur is not a green-horn security personnel We do not know how many years is she into her service but she is not a fresher for certain And so, she must be aware of the rules it is very much possible to accept that she already had an opinion about Kangana and even harboured a resentment against her –enough to remember the words Kangana had used about the women participating in the farmers protest And Kulwinder was also aware that not once had Kangana apologised for her shameless statement Even now when something must have happened – and i cannot imagine a something not happening – to provoke Kulwinder Kangana did not retract her farmers statement far less apologise for it the farmers protest statement was neatly side-stepped from the narrative Was there some discussion, some argument between the two? Was there some security request or routine regimen that Kangana did not wish to follow? Arrogant as Kangana is even otherwise and now possibly more so with her Loksabha victory, she was not inclined to follow the routine check-up Did Kulwinder insist on something to which Kangana responded by saying something unpleasant to her something irritating something enough to
