R I M E Minister Shehbaz Sharif has directed for establishment of six desks to promote investment and trade through the Special Investment Facilitation Council (SIFC) The special desks will be Pakistan reported the third polio case of 2024 as a minor girl from Killa Abdullah has been diagnosed with the crippling disease virus, the Ministry of National Health confirmed on Saturday As per the polio laboratory the girl hailing from Balochistan’s Killa Abdullah showed symptoms of paralysis on April 20 The health ministry said that genetic testing of the affected girl s samples is still underway This is the third polio case in 2024 as Pakistan had earlier reported two cases and all of the three cases reported this year are from Balochistan

N a significant move, the Government of Sindh through Commissioner Karachi has started operation against illegal encroachments from the 38 km long Lyari Riverbed In a decisive move to reclaim public land from illegal encroachers, the Office of the Assistant Commissioner, SITE, District Keamari along with Sindh Police and Rangers conducted a comprehensive anti-encroachment operation in the Lyari Riverbed from May 16 to May 18 2024 Although the operation faced resistance from encroachers, but it completed

RAWALPINDI W E B D E S K While 1 368 Pakistani students have been brought back from Bishkek over the past four days two more flights from Islamabad and Lahore on Friday midnight and Saturday morning will facilitate the repatriation of 348 more students stranded in Kyrgyzstan A spokesman for Pakistan International Airlines said the national flag carrier had operated eight special flights during the last four days safely bringing about 1 368 students back to their homeland He added that PIA s operation also includes two more special flights to Bishkek One flight will depart from Lahore on Friday at midnight, and the other will depart from Islamabad for Bishkek at 8am on Saturday He noted that 348 more students would be returning home on these two flights operating from Lahore and Islamabad PIA is operating these special flights to bring back Pakistani students to various cities across the country, including Islamabad, Karachi, Lahore, Peshawar, and Quetta PR OFIT N E W S D E S K Prime Minister Shehbaz Sharif has rejected a proposal from the Federal Board of Revenue (FBR) to impose an 18% Carbon Tax on petroleum products As per reports, the prime minister also turned down FBR s proposal to raise the standard sales tax rate from 18% to 19% The FBR proposed a one per cent increase in the sales tax rate to generate an additional revenue of Rs40-50 billion in the fiscal year 2024-25 However the prime minister rejected the proposal due to its immediate inflationary impact on the public PM has directed the tax body to improve enforcement and administrative measures and draft alternate proposals targeting untaxed or under-taxed sectors of the economy He also instructed the FBR to propose increased taxes on non-essential and luxury items sources said Out of the total proposed measures of Rs1 200 billion to Rs1,300 billion by the FBR, the government is expected to approve measures worth nearly Rs400500 billion, sources said PM rejects FBR’s carbon tax on petrol, sales tax hike proposals LHC bars police from arrests solely based on supplementar y statements LAHORE S TA F F R E P O R T The Lahore High Court (LHC) on Saturday barred the police from making arrests solely based on the supplementary statements of complainants, directing investigation officers (IOs) to first gather incriminating evidence before proceeding according to the law Justice Asjad Javaid Ghural issued the directive while hearing a case where Daska police were accused of abducting and unlawfully confining a woman The court set guidelines to prevent such practices in the future In a significant ruling, Justice Ghural directed the District Police Officer (DPO) to suspend SHO Daska Ikram Shehbaz and Sub-Inspector Syed Najamul Hassan for abusing their authority Both officers were implicated in the illegal abduction confinement and a midnight house raid without search warrants The DPO was instructed to initiate and conclude departmental proceedings against them within three months, with updates to the Deputy Registrar Judicial of the court Justice Ghural further ordered that the suspended officers should not receive any postings until the departmental proceedings are concluded He also instructed the petitioner to file a written application for abduction and illegal confinement against the SHO and the IO with the DPO Sialkot, who must ensure the registration

PR OFIT M O N I T O R I N G D E S K Pakistan borrowed $7 142 billion from various financing sources during the first 10 months (JulyApril) of the current fiscal year 2023-24, compared to $8 123 billion in the same period of 2022-23 According to data from the Economic Affairs Division (EAD) the country received $237 24 million in April 2024 down from $358 61 million in April 2023 The $7 142 billion includes $2 billion received from Saudi Arabia as a time deposit in July 2023 The government had budgeted $4 5 billion from foreign commercial banks for the current fiscal year but no funds have been received under this category so far The government also planned to raise $1 5 billion from bond issuance which has not yet occurred The government budgeted $2 4 billion from the International Monetary Fund (IMF) for the current fiscal year and received $3 billion under the Stand-By Arrangement (SBA); however, the EAD data does not show these inflows Additionally there is no mention of the $1 billion disbursed by the UAE Including the IMF and UAE contributions, total inflows would reach $11 142 billion for the first 10 months For the current fiscal year the government budgeted $17 619 billion from multiple financing sources including $17 384 billion in loans and $234 60 million in grants The country received $889 43 million under the “Naya Pakistan Certificate” scheme during the first 10 months From July to April 2023-24 Pakistan received $2 866 billion from multilateral sources and $877 76 million from bilateral sources Non-project aid amounted to $4 842 billion, including $3 697 billion for budgetary support while project aid totalled $2 300 billion China disbursed $508 34 million for the JF-17 B project and an additional $67 39 million against the budgeted $18 54 million for the current fiscal year The Asian Development Bank (ADB) disbursed $708 30 million during this period against a budgeted $2 086 billion for the fiscal year Saudi Arabia disbursed $595 18 million for an oil facility and another $62 03 million for other purposes during July-April 2023-24 The USA disbursed $37 02 million Korea $26 61 million and France $41 66 million during the same period The International Development Association (IDA) disbursed $1 353 billion against a budgeted $1 489 billion and the International Bank for Reconstruction and Development (IBRD) disbursed $171 67 million against a budgeted $840 36 million The Islamic Development Bank (IsDB) disbursed $200 million the Asian Infrastructure Investment Bank (AIIB) $309 95 million and the International Fund for Agricultural Development (IFAD) $26 29 million against a budgeted $42 68 million for the current fiscal year Pak istan borrows $7.142b in 10 months of FY2023-24 g FOREIGN INFLOWS FALL SHORT OF PROJECTIONS; IMF AND UAE CONTRIBUTIONS NOT REFLECTED IN EAD DATA PR OFIT R E U T E R S Saudi Arabia’s $925 billion sovereign wealth fund is weighing a reorganisation that could see managers assume some internal responsibilities from governor Yasir Al-Rumayyan, people familiar with the matter told Reuters The Public Investment Fund (PIF) aims to sharpen its focus on investments that have a higher chance of success said the people after scaling back some of its flagship giga-projects due to rising costs It also hopes to attract more foreign investment into some projects two of the sources said A third source said it may also review some expenses including costly consultancy assignments The fund, the main vehicle for Crown Prince Mohammed bin Salman’s plans to steer the Saudi economy away from oil, has a sprawling portfolio of investments ranging from date farms to multinational conglomerates Saudi Arabia s de-facto ruler has poured hundreds of billions of dollars through the PIF into projects including NEOM, a massive urban and industrial development project nearly the size of Belgium to be built along the Red Sea coast The Line a futuristic city between mirrored walls extending 170 km into the desert within NEOM, is among projects that have been revised as costs grow Some PIF business lines may be combined and new ones could be created according to one of the sources All sources spoke on condition of anonymity because the deliberations are private The discussions are ongoing, and the timing of a possible decision is fluid one of the people said A spokesperson for PIF declined to immediately comment Largest Shake-Up To Date The changes would mark the biggest management shake-up since Crown Prince Mohammed, known as MBS, appointed Rumayyan in 2015 with a mandate to drive forward his Vision 2030 economic transformation programme using the PIF s vast funds It has since launched or invested in Saudi companies, to create national champions in sectors from financial services to aviation, tourism and industry Previously chief executive of the investment banking arm of a local bank Rumayyan s PIF role has made him one of the world s most well-known investment chiefs and one of the most influential people in Saudi Arabia He sits on the boards of many companies the PIF has invested in including Indian conglomerate Reliance Industries and was made chairman of Saudi oil giant Aramco in 2019 But the PIF has grown significantly in size and complexity, and Rumayyan may need to delegate some responsibilities two of the sources said He would remain the key public face of the fund one of the people said Assets have ballooned from around $150 billion in 2015 to $925 billion today The PIF, which like other sovereign wealth funds discloses limited financial information posted total shareholder returns of 8% per year from 2017 through 2022 according to its latest annual report
