he Cabinet Committee on Privatisation (CCoP) on Friday principally and for the time being approved 24 State Owned Enterprises (SOEs) for the Privatisation Programme, directing the Privatisation Ministry to deliberate the phasing of each entity in consultation with the respective ministries The committee which met here under the chair of Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar was presented with a phased Privatisation Programme (2024-29) by the Ministry of Privatisation, based on the recommendations of PC Board, according to a press release The meeting was also attended by other committee members including the finance minister minister for commerce minister for privatisation minister for industries and production governor State Bank of Pakistan, chairman SECP besides federal secretaries of various ministries and division The CCoP recommended that priority shall be accorded to privatisation of loss-making entities while the federal footprint shall be limited only to the Strategic and Essential SOEs under the federal government s domain The CCoP emphasized that even the SOE making profits shall be considered for privatisation After deliberating on the privatisation policy guidelines the CCoP considered 84 SOEs in detail in light of SOE Act and Policy Following the deliberations, the committee recommended that 40 SOEs, categorized as Strategic or Essential, shall be placed by respective ministries before the Cabinet Committee on State Owned Enterprises (CCoSOE) for their categorisation as Strategic or Essential Those SOEs which will not be categorized as Strategic or Essential shall be included in the Privatisation Programme, it added The CCoP directed Ministry of Privatisation to deliberate the rationale provided by respective ministries for not including 18 SOEs in consultation with them and firmed up proposals regarding each shall be submitted to CCOP in its next meeting The CCoP directed all ministries/ divisions to take PR OFIT M O N I T O R I N G D E S K Amid soaring power bills the cost of solar panels in Pakistan has significantly dropped, providing consumers with a more affordable alternative to traditional electricity sources This reduction in panel prices is expected to substantially lower the electricity expenses for consumers Dealers attribute the price crash to a surplus of equipment in the local market and a decline in international rates noting a 30% reduction in the past six months The price per watt has decreased notably in the market, with panels now available at Rs37 per watt, a sharp fall from Rs80 per watt in 2022, according to the dealers They also mentioned that the installation cost of a 5kW solar power system has become cheaper by Rs215 000 while the overall price for such a system has reduced by Rs430,000 However, the prices of inverters and batteries remain unchanged and the declining trend in panel costs is expected to continue Additionally last month the Power Division addressed and dismissed circulating rumors that the government planned to impose a fixed tax on solar power Social media platforms had spread claims that a summary was proposed to levy a Rs2 000 per kilowatt tax on those installing solar panels for residential or commercial purposes The Power Division clarified these rumors as “baseless,” stating that neither the Central Power Purchasing Agency nor the Power Division had forwarded any such summary to the government Despite this clarification the Power Division hinted at a potential reduction in tariffs for solar net metering, noting that the current system may be encouraging unhealthy investments in the sector

LAHORE S TA F F R E P O R T In another effort to protect people s lives the Punjab government has been proposed multiplying the punishment and the amount of penalty several times for the violations of the kite flying laws in the province The Department of Local Government has sent a proposal to the provincial government of the Nawaz League to amend the laws related to kite flying in the province The department has proposed an imprisonment of five years with a fine of two million rupees for the violators of kite flying laws in Punjab The local government department also proposed to the authorities that the punishment and fine should be doubled for the violation of the kite flying laws for a second-time offence As per the channel report the Department has proposed to end the government’s authority to allow kite flying for 15 days So after the amendment in the act and rules related to kite flying the government will not be able to allow kite flying in any way Pertinent to mention that there are two legislations, rules and regulations regarding kite flying in Punjab The first one is the Punjab Prohibition of Dangerous Kite Flying Activities Ordinance 2001 as amended vide Punjab Prohibition of Kite Flying (Amendment) Act, 2009 (the Act ) The second are the rules i e Punjab Kite Flying Rules, 2007 (the “Rules”) The Kite Flying Act empowered police to crack down on offenders Despite its existence no kite-flyer or stringmaker has faced substantial punishment According to sources, 90% of the fatalities have been attributed to chemical strings causing neck or facial injuries The implementation of the Kite Flying Act led to a decrease in fatalities from 2009 onwards However the annual toll remains an average of 17 to 20 deaths and 50 to 55 injuries, especially during the spring festival of Basant celebrated in Punjab Efforts to curb the menace have been met with limited success Despite numerous arrests and cases filed against kite makers flyers and string sellers the practice persists New law for kite

TH E approval by the Prime Minister of amendments to the Pakistan Electronic Crimes Act gives rise to the impression that there is an element within the federal bureaucracy which is rendered uncomfortable by the kind of freedom of speech that social media platforms represent It is not that this is a party issue No matter what the affiliation of the government, it attempts to control social media The PTI s attempts ended with the Islamabad High Court striking down its amendments to the PECA as violative of the constitutionally guaranteed right to freedom of speech The amendments allow the setting up a Digital Rights Protection Authority which will also apparently have the right of asking for sources In short, the Information Ministry is to get its own police force, and will not have to rely on the FIA, which falls under the Interior Ministry Social media should not be misused to spread falsehoods but it should be noticed that social media has led to an upsurge of so-called citizens’ journalism and whistleblowing One of the reasons why the mainstream media has not been able to control the narrative about Gaza has been the use by Gazans of social media to record their tribulations This has clearly disturbed official media managers, who have established an elaborate control mechanism for both electronic and print media However, as the Gaza example shows control is not possible As for the spread of disinformation that rests ultimately on the strength of the dispute resolution mechanism The flaws of the justice system should not be used as an excuse to impose restrictions which will ultimately be used to exercise control If the government could ensure that civil cases were speedily adjudicated, the disinformation problem would be automatically solved Libel cases if at all brought are not resolved at the trial stage for years and then there is the appeals process with its cumbersomeness and delays Even as it is with all the room for delay, media organizations try to avoid libel suits by internal SOPs ensuring accuracy in what they publish or broadcast After all, they do not just sell

TH E US withdrawal of troops from Afghanistan in August 2021 marked the end of a 20-year occupation allowing the Taliban to retake control of the country Despite promises of human rights upholding the reality on the ground has been different leading to concerns over the fate of Afghanistan s population, particularly women, minorities, and those resisting Taliban rule The Taliban is focusing on policies similar to those of the 1990s regime This is due to the vast size of Afghanistan where Kabul is vastly different from rural areas and cities allowing local commanders and fighters to implement their radical Sharia law But recently the two main Taliban figures in Afghanistan have written messages for Eid-ul-Fitr that reflect the disagreements between the hardliners and the more moderate factions who wish to abandon more stringent regulations and win over more outside backing The statements were made by Interior Minister Sirajuddin Haqqani who urged the Taliban to be modest and refrain from acting in a way that would annoy Afghans, and Supreme Leader Hibatullah Akhundzada, who defended the imposition of Islamic law and denounced the international community for its criticism A worldwide audience was also targeted by the messages which asked for assistance and investment from other countries

India s history The events of March 21 are part of a pattern that has cast doubt on the legitimacy of India’s election According to this year ’s report by Freedom House a bipartisan think tank that evaluates democracies across the world Modi s government has selectively pursued anti-corruption investigations against opposition politicians while overlooking allegations against political allies Many of those politicians have then been cleared of the charges if they joined Modi’s party: Of 25 opposition leaders probed for corruption 23 saw their charges dropped when they switched parties These and other worrying developments are striking in a country that has long prided itself as the biggest and most unlikely modern democratic success story India conducted its first election during the winter of 1951–2, a mammoth exercise that took five months to complete Indian elections have taken place largely uninterrupted ever since The country s election commission is largely responsible for this success The constitutional body has overseen 17 national elections and hundreds of provincial elections in states as large as European nations; today it caters to nearly 1 billion voters and marshals nearly 15 million workers to conduct a national election The commission is led by a three-person panel whose chief like a high-ranking judge can be removed only if Parliament impeaches them At least since the 1990s chief election commissioners have been independent and powerful figures who inspire fear in politicians and their parties
Narendra Modi has managed to undermine all that during his decade as prime minister In December, his government passed a law amending the selection process for choosing election commissioners such that the executive branch would have the most say over the process That he chose to interfere is little wonder Independent election commissioners had posed an obstacle to Modi almost from the beginning of his political career When Modi was chief minister of the western state of Gujarat in 2002, a spasm

By 2019 Modi had mostly taken care of this problem: He was ensconced as prime minister and had rendered the election commission all but toothless having filled the body with handpicked former bureaucrats closely allied with the Hindu right For decades, a stringent code of conduct governed elections in India, and transgressions could result in public censure bans from campaigning and in extreme cases the disqualification of candidates And yet in 2019 the commission heard five complaints against Modi for violating the election code by seeking votes in the name of the military, for example, and appealing to the electorate on religious grounds It somehow contrived to clear Modi in all five cases Five years later Modi is leading an even more incendiary and divisive campaign and the commission appears to be comatose On April 6 Modi described the Congress party s manifesto as reflecting the mentality of the Muslim League, the separatist organization that led to the creation of Pakistan and is widely reviled in India, even though the manifesto made no reference to religion Then, in an election rally on April 21, Modi told voters that the Congress party intended to seize their private wealth and distribute it among India s 200 million Muslims whom he characterized as infiltrators producing more than their share of children Modi s speech almost certainly violated not only the election code but also Indian laws against hate speech and inciting religious discord Perhaps even Modi realized he had gone too far: The transcripts of the speech uploaded to the prime minister ’s website did not include the most offensive passages Even so his remarks caused an uproar in India Political parties and more than 20 000 private citizens complained to the election commission, seeking its intervention If the electoral body did not act, Sagarika Ghose, an opposition legislator wrote on X, “then let’s please wind up the Election Commission and forget about the Model Code of Conduct ” The commission responded timidly with a notice not to Modi but to the president of his Bharatiya Janata Party In the past the commission directly censured political leaders for their violations; today its reluctance to confront the prime minister surprises no one Commissioners know that standing up to Modi can exact a heavy price In 2019 Ashok Lavasa one of the three election commissioners recorded a formal dissent from the decision to exonerate the prime minister on the five complaints Lavasa s phone was placed on a surveillance list while his family endured months of harassment, including tax raids and investigations into his son s business In 2020, Lavasa resigned He had been due to take over as chief election commissioner the following year I reached out to several former election commissioners for comment for this story Two spoke with me off the record kept deferring the date for a formal interview and eventually stopped taking calls or responding to texts One, Om Prakash Rawat, who was chief election commissioner in 2018, dismissed concerns about the commission’s independence as media fictions and suggested that Western democracies had perpetuated them in order to undermine India Rawat told me that he did not think Modi and his party had violated the election code in 2019 or in the present election Modi s speech branding the Congress manifesto as reflecting the mentality of the Muslim League was merely politics as usual, he said As the election season has worn on and the commission has kept quiet, Modi has doubled down on his rhetoric describing the Muslim electorate as “jihadi votes and the BJP has put out animated videos portray-

ing Muslims as crafty and predatory animals Arvind Kejriwal the Delhi chief minister was arrested by the Enforcement Directorate a federal agency that investigates financial crimes Since Modi came to power in 2014 the number of investigations the directorate has conducted against political leaders has more than quadrupled, to 121 Of the leaders under investigation, 115 of them 95 percent belonged to opposition parties Kejriwal is the leader of the Aam Aadmi Party an upstart populist outfit that has quickly risen to take charge of two northern provinces A rousing orator Kejriwal was known for his sarcastic and often humorous speeches critical of Modi In the short term, arresting him served the BJP by eliminating a charismatic opposition politician from the campaign trail In the long term, it dealt a blow to a rival who could one day become a national challenger Kejriwal was technically the first chief minister to be arrested in India s history but effectively he was the second In January Hemant Soren the chief minister of the eastern state of Jharkhand, had resigned a few hours before he was arrested by the directorate Like Kejriwal, Soren had a commanding presence in a region where the BJP was markedly weak Few institutions have survived the democratic subversion of the Modi years Soren and Kejriwal approached the courts but an enfeebled judiciary is still vacillating on whether to grant them bail Much of the mainstream news media purvey Hindu-nationalist propaganda, depicting Modi as the personification of the nation and his opponents as corrupt actors intent on destabilizing India A recent analysis of six prominent networks from February through April the months leading up to the election found that 52 percent of their prime-time coverage attacked opposition parties; another 27 percent praised Modi and his government

IZMI HERLANI Pakistan Air Force and Pakistan Civil Aviation Authority have launched a comprehensive public awareness campaign to address the growing threat of pigeon and kite flying near military and civilian airfields across the country These activities pose a significant risk to aircraft safety and can result in catastrophic damage to multi-million dollar machines, jeopardizing national assets and operational capabilities Bird strikes including those involving pigeons are a major concern for the aviation industry worldwide In Pakistan these incidents have caused millions of dollars in damages to aircraft and engines Airports are responsible for implementing bird control measures, such as deploying bird shooters near runways and taking other preventive actions however the public s participation is crucial to effectively mitigate this hazard The awareness campaign emphasizes the importance of responsible waste management and prohibition of pigeon flights close to airfields Carcasses and offal left in open areas attract large birds like eagles and vultures, which can collide with high-speed aircraft during takeoff and landing These bird strikes can have devastating consequences potentially leading to the loss of aircraft pilots and precious lives To address this issue the authorities have taken several measures Signboards and informative pamphlets have been placed around airports/ airfields urging the public to properly dispose off animal remains Shopkeepers, food outlets and hotel owners have also been educated about the importance of proper waste management to prevent attracting birds The campaign also targets the hazards posed by kite and pigeon flying in the vicinity of PAF airfields These activities can disrupt flight operations and pose a direct threat to aircraft safety The authorities have directed the local police and district administration to enforce Section 144 which prohibits kite flying and selling and to restrict pigeon flying near military and civilian airfields The awareness campaign is being implemented across the country with dedicated efforts at major airports like Islamabad International Airport, Allama Iqbal International Airport Lahore, Jinnah International Airport in Karachi and Gilgit International Airport At these airports the management is collaborating with local authorities community leaders and religious organizations to raise awareness and ensure effective waste management At Islamabad International Airport, a meeting of the Environmental Control Committee was also held to discuss the bird strike awareness campaign Banners were displayed and the authorities are working with the district administration and police to conduct public outreach Similar initiatives have been undertaken at other airports, with informative pamphlets distributed, disposal bags provided and awareness sessions conducted with residents Pakistan Air Force has also been actively involved in the campaign with officers giving presentations on the threats posed by bird hazards and garbage dumping to national assets The authorities have emphasized the need for joint efforts between the military civil aviation and local communities to address this critical issue The pigeon flying awareness campaign launched by the Pakistan Air Force and the Pakistan Civil Aviation Authority is a crucial initiative to safeguard the country's aviation assets and ensure the safety of flight operations So let us join hands together to support our Shaheens in educating the public promoting responsible waste management and restricting hazardous activities near airfields, in order to mitigate the risk of bird strikes and protect the nation's valuable air power capabilities

However, there’s a silver lining as banking malware attacks registered a decline of over 50% from 2023 Yet these fluctuations underscore the critical need for continuous enhancement of cybersecurity measures to safeguard Pakistan s digital landscape from an array of dynamic threats According to the report, 22 9% of all detected high-severity incidents were recorded in the government sector IT companies came second (15 4%), closely followed by financial and industrial companies that reported 14 9% and 11 8% of incidents respectively
The annual report provides information about the reported incidents their nature and their distribution by industry and geographic region It also highlights the most common tactics, techniques and tools attackers used in the past year
These results are based on an analysis of MDR incidents detected by the Kaspersky Security Operations Centre (SOC) Regarding the nature of these incidents nearly 25% of them were driven by humans The percentage of malware attacks resulting in serious consequences dipped slightly in 2023 compared to previous years, accounting for just over 12% of the total reported critical incidents
This decline represents the smallest share of highseverity incidents in recent years and can be attributed to the commoditisation of attacks
