PR OFIT N e w s D e s k Azerbaijan has called on Pakistan to resume the importation of liquefied natural gas (LNG) to address its increasing domestic consumption needs This request was made during a meeting between Jam Kamal Khan, Pakistan’s Federal Minister of Commerce and Khazar Farhadov the Ambassador of Azerbaijan to Pakistan The discussion which took place on Thursday, also explored avenues for mutual investments, particularly focusing on the energy and information technology sectors This move comes as a follow-up to a previous agreement signed under the Pakistan Democratic Movement (PDM) government which stipulated the importation of at least one LNG cargo per month from Azerbaijan Unlike Islamabad s long-term contract with Qatar, which includes a take-or-pay clause, the deal with Azerbaijan was designed as a more flexible commercial agreement However Pakistan has not maintained regular imports as initially agreed having only imported a few cargoes Azerbaijan s push for the resumption of LNG supplies is part of a broader initiative to solidify economic cooperation, including the finalization of a preferential trade agreement (PTA) aimed at boosting bilateral trade alleged in the petitions that discrepancies were found between Form 45 and Form 47 where successful candidates were declared winners in Form 45 but opposition candidates were declared successful in Form 47 The signatures of Presiding Officers on Form 45 and Form 46 also differ The petitions have requested the tribunal to summon polling agents and Presiding Officers as official witnesses to verify Forms 45 and 46 Concerns have been raised about multiple Form 45s being filled by one person casting doubts on the election results Despite filing complaints with the Election Commission, the candidates claim that their grievances were not properly addressed and their requests were dismissed However according to the results on Form 45 the petitioners have emerged victorious The Election Tribunal has been urged to rearrange constituency results in accordance with the results on Form 45 and to ensure a fair investigation into the matter PTI candidates challenge elec tion results of days ago eight judges including Chief Justice Aamer Farooq of the Islamabad High Court (IHC) received letters containing an unknown powder, suspected to be laced with anthrax The incident coming just a day after the Supreme Court of Pakistan initiated suo motu proceedings over allegations of the IHC s chief justice and other judges against spy agencies, has heightened fears of intimidation and raised serious concerns about the safety and security of the judiciary Last week six judges from the IHC voiced their concerns to the Supreme Judicial Council (SJC) regarding alleged interference by intelligence agencies in the court s affairs, shining a spotlight on the delicate balance between judicial independence and external influence According to judicial sources staff members of two judges discovered powder upon opening the letters resulting in burning sensations in their eyes Immediate action was taken with affected individuals using sanitizer and washing their hands as a precautionary measure Confirming the receipt of the letters, IHC Chief Justice Aamer Farooq stated that the incident caused delays in the day’s hearings Upon discovery of the suspicious powder a team of experts Problems with pensions

I

N S were one of the new concepts introduced in the Subcontinent by the Raj

Along with timely payments of salaries, the idea of retiring its servants and then paying them a pension for the rest of their lives was a mouth-watering induction, one which made a government job so attractive Then there are the payments made to widows and then to minor children Then there were commutations where on retirement the pensioner would draw his pension in advance and not receive it for some time This was funded by deductions from salaries which were invested and used to pay present pensions Any shortfall was to be made up by the government This was one of the holes in the government s finances, as generally there was a shortfall to be made up It was almost inevitable that the IMF would latch onto pensions as an area demanding reform Therefore the present effort at pension reform is not really prompted by a desire to improve the attractiveness of government service, as a desire to cut costs Indeed, even that is a worthy motivation What really drives this is the desire to curry favour with the IMF One result is that there is no ownership in government circles of pension reform and thus there is the danger that the very fabric of government service whether civil or armed might unravel One of the more controversial proposals is that commutation would entail a reduction in the overall pension Further increases in pension are limited to a maximum of 10 percent, and linked to the CPI The medical facilities afforded to pensioners have not come under scrutiny, but that is only a matter of time With pensioners being of advanced age, and thus subject in large numbers to chronic diseases, their need for medicines is expensive It is only a matter

tan, and Moenjodaro, Sindh, respectively Not only was it the highest temperature ever recorded in Pakistan, but it was also the fourth-highest temperature ever recorded on Earth and the hottest accurately measured temperature ever recorded on the Asian continent The world record rainfall of 620 millimetres (24 in) was reached in Islamabad on 23 July 2001 In just ten hours, that record-breaking downpour happened The Karachi Tidal Station reports a 1 1 mm/yr increase in mean sea level over the past 100 years The sea is devouring land, consuming 80 acres a day on average According to the Human Development Index Pakistan is ranked 125th and its climate is expected to change more than average The main factor contributing to Pakistan s long-term natural hazard mortality is the country s vulnerability to several natural disasters High rates of poverty and malnourishment,

its marginalised people and its political environment makes it highly prone to disasters Pakistan is the eighth most vulnerable country in the world most affected by climate change, according to the 2023 Global Climate Risk Index by Germanwatch, with an annual cost of $14 billion, or five percent of GDP Climate change is also affecting food security leading to acute malnutrition and devastating weather disasters

Thousands of homes now experience food insecurity with tragic incidents countrywide Pakistan also faces an annual median probability of severe meteorological and hydrological drought, with a probability of 25 percent-65 percent across the country The probability of meteorological drought is projected to increase under all emissions pathways with very strong increases

The transition of large areas to ecological zones is causing drought frequency to increase causing significant damage to crops and livelihoods

A study by the World Bank and Asian Development Bank (2021) reveals that Pakistan is facing a significant increase in global temperatures, with a potential rise of 1 3°C - 4 9°C by 2090 This rise is expected to be stronger than average putting pressure on human health livelihoods and ecosystems Changes to Pakistan s rainfall and runoff regimes are uncertain but an increase in drought conditions is likely

Extreme climate events are expected to increase, increasing disaster risk, particularly for vulnerable poor and minority groups Flooding is expected to affect around 5 million people by 2035-2044 and 1 million annually by 2070-2090 Projections suggest yield declines in key food and cash crops and temperature increases are likely to strain urban dwellers and outdoor labourers, increasing the risk of heat-related sickness and death Climate change is creating uncertainty for Pakistan’s water supplies especially in the Indus Basin The Karakoram glaciers are predicted to be impacted by variations in seasonality and

are the depletion of reservoirs and the strain on groundwater, significant land degradation, desertification, and dryland expansion due to human activities such as overgrazing, over-exploitation of water resources, over-cultivation, and excessive fertilizer use The Ministry of Climate Change in Pakistan was established in 2019 to address climate change adaptation energy conservation and fuel mix optimization Research indicates that changing weather patterns will lead to more intense droughts, heat waves, and stronger tropical cyclones To combat these events, policies to prevent floods and droughts, reduce

International cooperation is crucial as global warming effects require concer ted effor ts to create a sustainable future for g enerations to come . Pakistan needs to address the declining productivity of its agri-food system, build resilient cities, accelerate a transition to sustainable energy and low-carbon transpor t, strengthen human capital, and align financing policies to suppor t climate action.

of public trust in the legal system Additionally, it can perpetuate corruption and abuse of power ultimately weakening the rule of law Since the first constitutional case of Pakistan Moulvi Tameezuddin s case it was the then Chief Justice of Pakistan, Mr Justice Muhammad Munir, who managed to create the mountains of ghost justice in Pakistan which still continue to frustrate our judicial system Allegations of certain elements within the establishment protecting or tolerating practices akin to ghost justice have been made in Pakistan However it s important to approach such claims with caution and recognize that addressing complex issues like this requires a

comprehensive understanding of the political, social and institutional dynamics at play Efforts to combat ghost justice may face challenges including resistance from vested interests or systemic issues within the establishment Nevertheless, advocating for transparency, accountability, and the rule of law remains crucial in addressing such concerns Actually ghost justice undermines the foundations of real justice by bypassing legal procedures eroding trust in the legal system and perpetuating impunity When individuals or groups take the law into their own hands through extrajudicial actions or secret decisions, it undermines the principles of fairness, accountability, and due process This can lead to a breakdown of the rule of law increased violence and a lack of confidence in institutions meant to uphold justice Therefore combating ghost justice is essential for safeguarding the integrity and fairness of the judicial system

The prevalence of ghost justice can contribute to societal instability which in turn can exacerbate poverty When people feel that the legal system is ineffective or unjust they may resort to informal or vigilante methods to resolve disputes This can lead to cycles of violence, disruption of economic activities, and a breakdown of social cohesion, all of which can push communities further into poverty Addressing the root causes of ghost justice such as inequality lack of access to justice and ineffective governance is crucial for promoting both democracy and economic prosperity

A civilized society relies on a fair and transparent justice system to uphold order and protect the rights of its citizens Ghost justice, which operates outside of legal norms and often involves violence or coercion is incompatible with the principles of civilization It undermines the rule of law promotes vigilantism and perpetuates cycles of violence and injustice Therefore, efforts to combat ghost justice and strengthen legal institutions are essential for building and maintaining

HESE days Pakistan is showing itself as the hub of ghost justice which refers to the concept of justice being carried out without transparency or accountability, often through secretive or informal means It can involve extrajudicial actions or decisions made by powerful individuals or groups outside of official legal channels In some contexts Pakistan has faced criticisms regarding issues related to ghost justice, particularly concerning extrajudicial actions, lack of transparency in legal proceedings, and allegations of corruption within the justice system These issues have raised concerns about the fairness and accountability of the legal system in Pakistan It s essential to recognize that addressing issues related to ghost justice requires significant effort, including reforms within the legal system, strengthening institutions, ensuring accountability, and upholding the rule of law While some challenges may exist it’s not accurate to say that the government is entirely helpless Governments can take proactive measures such as legislative reforms enhancing law enforcement capabilities, promoting judicial independence, and fostering a culture of accountability to combat ghost justice and im-

a civilized society The challenge of combating ghost justice is indeed complex and multifaceted It often arises from systemic issues such as corruption lack of resources and weaknesses in law enforcement and judicial systems To address this, coordinated efforts are needed across various sectors, including law enforcement, prosecution and the judiciary The police must be empowered with adequate resources training and support to investigate crimes effectively and ensure that perpetrators are brought to justice through legitimate legal channels Prosecutors play a critical role in pursuing criminal cases and ensuring that evidence is properly presented in court Courts, in turn must be independent and impartial capable of delivering fair and timely judgments Additionally efforts to address the underlying factors driving ghost justice such as social inequality, lack of access to justice, and community distrust in formal legal institutions, are essential This may involve initiatives to increase legal awareness improve community policing and strengthen community engagement and trust-building measures Ultimately a comprehensive approach involving preventive measures, capacity-building initiatives, and institutional reforms is necessary to address the challenges posed by ghost justice and uphold the rule of law in society To ensure real justice prevails in society governments should indeed take significant steps to address any shortcomings in the justice system and prevent vigilante or ghost justice This could involve implementing reforms to make the legal system more accessible, transparent, and fair for all citizens Additionally, efforts should be made to strengthen law enforcement improve community policing and promote trust between authorities and the public Education and awareness campaigns can also help people understand the importance of relying on the legal system to address grievances rather than resorting to vigilante actions The writer is an Advocate Supreme Court of Pakistan Law Professor member International Bar Association and former Assistant Attorney General for Pakistan G h o s t J u s t i c e Th e l i n k b e t we e n t h e j u d g e s’ l e t te r a n d v i g i l a nt i s m aKhtar aly KureShy To e n s u r e r e a l j u s t i c e p r eva i l s i n s o c i e t y, g ov e r n m e n t s s h o u l d i n d e e d t a k e s i g n i f i c a n t s t e p s t o a d d r e s s a ny s h o r t c o m i n g s i n t h e j u s t i c e s y s t e m a n d p r ev e n t v i

Tof these assaults cannot be overstated They have rocked the foundation of Iranian sovereignty and authority, leaving the nation reeling in disbelief and anguish The Iranian people are struggling to come to terms with the enormity of these losses while their leaders both spiritual and formal are grappling with the profound implications for national security and stability

These events have injected a sense of urgency and determination into Iran’s response The nation finds itself at a critical juncture faced with the imperative to defend its interests and protect its people against further aggression Yet amidst the chaos and uncertainty, there remains a steadfast resolve to stand strong in the face of adversity and to seek justice for those who have fallen victim to these cowardly acts of violence

These attacks are allegedly perpetrated and masterminded by Israel when logically Israel should contain the spread of war in the Middle East where it is fully engaged in war against Hamas and its affiliates in Gaza and the West Banks Houthis in Yemen, Hezbollah in Lebanon, and Daesh in Syria, and therefore it should have avoided bringing Iran into the war theater

However, it appears that Israel has larger plans and is a part of a larger conspiracy to draw Iran into the conflict by employing provocative tactics to force it into the war zone whether it wants to or does not This could later give Israel a real and legitimate excuse to launch a full-scale attack on Iran Israel, confident of its military might, bolstered by the USA’s unquestionable diplomatic political financial and military support has perhaps fully determined to deal with Iran s looming threats once for all

Like it has killed around 40 000 Palestinians in Gaza and continuing unabated with total impunity, it seems hellbent to neutralize Iran’s nuclear threat once and for all, eliminate its missiles, rockets and drone capabilities and bring it down to a point where it can no longer seriously jeopardize Israeli safety and security besides lessen Iran s ability to disrupt the global food and oil supply chain and eradicate its influence and reach in Syria, Iraq, Lebanon, and Yemen Iran, on the other hand, enraged by the unprovoked attack on its Embassy in Syria and the later terrorist attack in Rask while it was still in mourning mode after the twin bomb attack in January 3 in Karman province this year, which had killed over 100 people and wounded many more, including many high-ranking Iranian officials, vowed a harsh revenge after each attack

Soon after the attack in Karman on January 4 the Iranian reaction was swift On

January 16, using a combination of ballistic missiles and drones, Iran struck targets in Syria Iraq and Pakistan allegedly associated with Israeli intelligence and anti-regime terrorist groups Unlike the other two countries

be, as they try to balance the conflicting considerations weighing on them All one can say with confidence is that Iranian responses will be at times and places of Tehran s choosing

Several possible lines of speculation could apply to Israel s motives in attacking the embassy compound in Damascus Perhaps Israel viewed this as one more operation in its years-long campaign of aerial bombardment of Iran-related targets in Syria Intelligence presented a target of opportunity with the IRGC officers at the embassy compound and Israel seized the opportunity

Or one might view the attack as one more manifestation of the uncontrolled national rage that has characterized Israel since the Hamas operation in October This may be the kind of damaging and careless striking out about which President Biden warned when he told Israelis last October that Americans understood their shock, pain, and rage” but that Israel should not be “consumed” by that rage He noted that the United States had “also made mistakes” amid its rage after 9/11 an oblique reference to launching an offensive war against Iraq a country that had nothing to do with the 9/11 attack

But the bombing of the embassy facility in Damascus was a clear enough escalation (and expansion of Israeli offenses against the laws of war) that it probably reflected a carefully calculated decision at the highest levels of Benjamin Netanyahu s government The calculation did not have much to do with any dent, which is likely to be shortterm and minimal, that loss of the IRGC officers would make in Iranian capabilities Rather the attack was part of an effort to escalate Israel s way out of a situation in which its declared objective of destroying Hamas is out of reach the worldwide isolation of Israel because of its actions in Gaza is becoming undeniable, and even its habitually automatic U S backing has patently softened For Netanyahu personally escalating and expanding the war insofar as this also means continuing it indefinitely is also his only apparent hope for staving off his political and legal difficulties Escalation as an intended way for Israel to work its way out of the Gaza dead end has

Saturday 6 Apr l 2024 COMMENT 05 “ F A C E B O O K is the geriatric ward ” argues the British newspaper The Economist It s the cemetery: you go in to see who has died says Felipe Romero, a partner at The Cocktail consulting firm Its current mission is equivalent to that of the yellow pages at the end of the 20th century: to prove that you exist or that you have at some time existed It was the first social network and it brought boomers generation Xers and millennials together in a happy conjunction where people reconnected with ex-boyfriends and schoolmates There was human dialogue that is, one person spoke and another answered and no one on the platform was an artificial intelligence There was laughter tears arguments and reconciliations That was engagement but no one knew it: marketing jargon had not yet contaminated everything By 2012, leaving Facebook had become the ethical and moral posturing of millennials who stopped logging in but did not delete their accounts Between active users and lost souls there are 3 049 billion Facebook accounts Engagement time is low, but we are still there, says Romero In 2023, Facebook s profits soared by 69%, thanks, among other things, to the millions invested by political parties and their candidates In the “geriatric ward ” it gets messy from time to time Nobody beats Facebook in emotional manipulation to create a sense of community against a common enemy That is why it is still the field where the most delirious conspiracies play out Well into the second decade of the last century between 1981 and 1996 a narcissistic and dramatic generation was born: millennials They invented the selfie and a whole anthropological and esthetic category: the instagrammable Instagram was filled with self-portraits, first amateurish and poorly lit, then quasi-professional Facial recognition algorithms had a field day while a whole generation was pouting and trying out every available filter The marketing
experts who sublimated this generation at the time now say it is the most stereotyped and vilified generation on the internet “People aged between 25 and 38 live the Instagram boom to the fullest, and many display a huge resistance to changing platform even when they consume content on Instagram bounced from Tik Tok says content creator and author Álvaro L Pajares Pajares set up a TikTok account for his grandmother because he

H E recent wave of high-intensity attacks on Iranian interests in the Middle East coupled with strikes on symbols of power and authority within Iran itself, has left the entire Iranian nation and its leadership in a state of shock and mourning Just as Iran was beginning to grapple with the devastating loss of lives following the missile strike on its embassy in Damascus which claimed the lives of seven high-ranking officials including the esteemed Brigadier General Mohammad Reza Zahedi and his deputy General Mohammad Hadi Hajriahimi, another brutal blow struck This time, it was a merciless terror attack on the Rask Police Headquarters in Iran’s Southeastern region resulting in the deaths of 11 Iranian officials and leaving several others wounded The gravity
to teach Israel a bitter lesson Previously, the sworn foes of Iran and Israel had shown prudence and avoided attacking each other directly instead focused on attacking each other s proxies in third countries However the level of tension has now increased to the point where in the near future, the world may experience elevated geopolitical tension due to impending direct actions by Iran against Israel or retaliation by Israel against Iran This could lead to a dangerous expansion of the Middle East War theater to other parts of the world causing supply chain disruptions a spike in the price of petroleum an increase in the price of commodities and a general lack of certainty and predictability that would particularly harm the countries with the weakest economies like Pakistan Pakistan, which has committed numerous military and civilian resources to secure its borders with Afghanistan (2670 km) and India (3320 km) and which is dealing with a serious threat of cross-border terrorism will be particularly impacted if the Middle East War Front expands along its border with Iran (959 km) This implies that the USA an Israeli ally will once again try to seek military bases in Pakistan, and threaten to put the country in the Stone Age or economically and financially choke it if it refuses Pakistan will once more be inundated with secret service operatives private contractors nonstate players Jehadi groups foreign criminals and suppliers and dealers of weaponry Given the likelihood of increased hostilities between Iran and Israel and the potential impact on the nation s security, sovereignty, and safety, the Pakistani government should take these growing threats very seriously If these assumptions come to pass it should use all available diplomatic political and international communication resources to protect the country s vital interests The writer retired as Press Secretary the the President and is former Press Minister at Embassy of Paikistan to France and former MD Shalimar Recording & Broadcasting Company Limited
HE latest Israeli heightening of violence in an already violent region presents the Biden administration with one of its biggest challenges yet in keeping the United States out of a new Middle East war Israel’s bombing of an Iranian diplomatic compound in Damascus killing a senior commander in Iran s Revolutionary Guard Corps and several other Iranian officials in addition to at least four Syrian citizens, was a marked escalation Besides being as much an act of aggression in Syria as many previous Israeli aerial attacks hitting the embassy compound constituted a direct attack on Iran Iranian leaders will feel heavy pressure to respond forcefully The extent of that pressure can be appreciated by imagining if the roles were reversed If Iran had bombed an embassy of Israel or the United States a violent and lethal response would be not just expected but demanded by politicians and publics alike In Iran too popular sentiment can play a similar role in such situations, as illustrated by the outpouring of public emotion when a U S drone strike assassinated prominent Revolutionary Guard commander Qassem Soleimani four years ago In a more calculated vein just as a need to restore deterrence is often heard as a justification for violent responses by the United States or Israel, so too can such calculations figure in Iranian decision-making Speaking a day after the attack, Iranian Supreme Leader Ali Khamenei vowed revenge and said Israel will be punished The Iranian representative at the United Nations Security Council asserted Iran s right to a decisive response to such reprehensible acts Iranian leaders feel pressures in the other direction as well Involvement in a new war would not be in Iran’s interests and its leaders have not been seeking such a war Reasons include Iran s decided military inferiority vis-à-vis Israel or the United States and its profound economic problems A principal reason that regional tensions centered on the tragic circumstances in the Gaza Strip have not escalated any more than they have so far has been the restraint that Iran has displayed in the six months since Hamas s attack on southern Israel (an attack that surprised Iranian leaders as much as anyone else) But Iran will respond to the Israeli attack somehow Predicting exactly
of the options available it will use is as difficult as Iranian leaders own decisions will

which can enable Israel to
as defending rather than offending and to push debate away from the destruction it is wreaking on Gaza and toward the need to protect itself against foreign enemies The other element is to increase the chance of the United States getting directly involved in conflict with Iran If it does war in the Middle East would be seen as not just a matter of Israel bashing Palestinians but instead would involve equities of Israel s superpower patron The United States could get dragged into an Israeli-Iranian conflict in either of two ways One would be through political demands within the United States for Washington to act more directly to defend “our ally Israel when under attack from Iran The other way is for Iranian reprisals against Israel to extend as well to U S targets The plausibility of this despite Iran’s military inferiority becomes understandable with some more role-reversal thinking There never is any hesitation in the United States to blame Iran for whatever recipients of its aid do even if as with Hamas October attack on Israel Iran was not involved in the client s action Thus, for example, columnist David Ignatius writes that “Israel has a righteous cause in combating Hamas and its paymasters in Iran ” Israel s paymasters in Washington have provided it far more than Iran ever provided to Hamas or any of its other friends This fact underlies the statement by the Iranian representative at the Security Council that “the United States is responsible for all crimes committed by the Israeli regime ” That and the fact that the Israeli attack on the Iranian embassy compound in Damascus like the Israeli flattening of neighborhoods in Gaza, was carried out with U S -provided advanced military aircraft A war with Iran would be highly damaging to U S interests for many reasons including the direct human and material costs the disruption to economic activity affecting Americans the foreign resentment leading to additional violent reprisals, the torpedoing of worthwhile diplomacy, and the diversion of attention and resources from other pressing concerns of U S foreign policy Avoiding such a war requires not only deft statesmanship in dealing tactically with crises but also a more strategic distancing from the odd relationship with Israel that has gotten the United States into its current difficult and dangerous situation The United States needs to move away from time-worn notions of who is an ally and who is an adversary and to pay attention to who is an aggressor and who is not Despite frequent references in symmetrical terms to a shadow war between Iran and Israel, a compilation of events in that war shows an asymmetrical pattern of Israel initiating most of the violence and Iran mostly responding For the United States to distance itself from this pattern would be not only in U S interests but also the interests of regional peace and security Paul R Pillar is Non-resident Senior Fellow at the Center for Security Studies of Georgetown University and a non-resident fellow at the Quincy Institute for Responsible Statecraft Is Israel’s plan to draw the US into a war with Iran? qamar Bashir RESPONSIBLE STATECRAFT Pau l r P l l a r EL PAIS K a r e l i a V á z q u e z U p s c a l e d I r a n - I s r a e l C o n f l i c t : R a m i f i c a t i o n f o r P a k i

However Nepra highlighted that these actions contravened their obligations to ensure equitable and uninterrupted electricity distribution

The investigation revealed that the companies had neglected to improve the technical and financial condition of selected feeders causing undue hardship to consumers

Additionally the Nepra criticised the companies for attributing load shedding to economic conditions, suggesting they also address internal inefficiencies and consider alternative financial management strategies

Pakistan urges world to take cognizance of Indian net work of ex tra-territorial

S TA F F R E P O R T

The Foreign Office (FO) on Friday said that the Indian network of extra-judicial and extra-territorial killings was now a global phenomenon that required a coordinated international response

The statement was issued after The Guardian, in a report published on Thursday said that the Indian government assassinated individuals in Pakistan as part of a wider strategy to eliminate terrorists living on foreign soil

The report cited intelligence officials from both countries, as well as documents shared by Pakistani investigators saying they shed new light on how India s foreign intelligence agency allegedly began to carry out assassinations abroad as part of an emboldened approach to national security after 2019” India has denied the claims made in the report

In a statement the FO said that India s assassination of Pakistani nationals on Pakistani soil was a clear violation of the country s sovereignty and a breach of the UN Charter

It also highlighted a press conference by Foreign Secretary Syrus Sajjad Qazi in January wherein he

had said there was credible evidence” of links between Indian agents and the assassination of two Pakistani nationals in Sialkot and Rawalakot These cases exposed the increasing sophistication and brazenness of Indian-sponsored terrorist acts inside Pakistan, with striking similarities to the pattern observed in other countries, including Canada and the United States ” the FO said In October 2023 Canadian Prime Minister Justin Trudeau had cited what he said was credible evidence of a potential link between Indian agents and the murder of a Sikh separatist leader The next month, the US Department of Justice had said an Indian government official directed an unsuccessful plot to assassinate a Sikh separatist on US soil

It is critical to bring to justice the perpetrators, facilitators, financiers and sponsors of these extrajudicial and extra-territorial killings India must be held accountable internationally for its blatant violation of international law, the FO said Report says Indian involvement in up to 20 killings in Pakistan The Guardian report said that the accounts appeared to “give further weight to allegations that Delhi has implemented a policy of targeting those it considers hostile to India” It noted that India has been publicly accused by Washington and Canada of involvement in the murders of dissident activists The fresh claims relate to almost 20 killings since 2020, carried out by unidentified gunmen in Pakistan While India has previously been unofficially linked to the deaths this is the first time Indian intelligence personnel have discussed the alleged operations in Pakistan, and detailed documenta-

said, these killings were orchestrated by Indian intelligence sleeper cells “mostly operating out of the United Arab Emirates (UAE) It quoted two Indian intelligence officers as saying that RAW s shift to focusing on dissidents abroad” was triggered by the 2019 Pulwama attack which killed scores of security personnel in held Kashmir in February 2019

target members of the superior judiciary, the Pakistan Tehreek-e-Insaf (PTI) alleged on Friday that the delivery of these letters to judges was a government conspiracy to harass them The statement comes as Lahore High Court s (LHC) Justice Ali Baqar Najafi became the latest target of the suspicious toxic letters received by superior members of the judiciary over the last few days The total number of LHC judges receiving the letter reached six The letter received by Justice Najafi was said to have been handed over to the CounterTerrorism Department (CTD) Two days ago eight judges including Chief Justice Aamer Farooq of the Islamabad High Court (IHC) received letters containing an unknown powder, suspected to be laced with anthrax A day later, the letters containing the suspicious powdery toxic substance were sent to the Supreme Court jurists including Chief Justice of Pakistan Qazi Faez Isa as well as other judges of the LHC In a statement today PTI alleged that the delivery of threatening letters to judges of the Supreme Court and high courts was part of a wider conspiracy aimed at pressurising the judiciary The party has called for an immediate and comprehensive investigation into the matter to ensure that those responsible for attacking the judiciary are swiftly brought to justice Sending threatening letters to judges was part of the government s plot to intimidate and scare the judges so that they could not give decisions based on justice and law, the PTI spokesperson said Since the SC initiated the proceedings on its suo moto notice case he said an alarming upsurge had been witnessed in the process of sending threatening letters filled with poisonous substances to the judges The spokesperson stated that the suspicious chemicallaced letters were sent to judges under a well-thought-out plan to create an atmosphere of fear and uncertainty in the courts He asserted that after the judges raised their voices against the unconstitutional pressure and meddling in the affairs of the judiciary it was inevitable to bring to forth the elements pressurising the justice system to get decisions of their choice The PTI spokesperson went on to say that the sole purpose of sending toxic letters to the judges hearing cases related to PTI was to influence the decisions, adding that sending threatening letters to the judges of the highest courts of the country was a very serious matter and a direct attack on the judiciary He demanded that special measures should be taken for the safety and security of all honourable judges of the SC and high courts along with their families without any further delay The issue of threatening letters had surfaced when eight judges, including Chief Justice Aamer Farooq of the Islamabad High Court (IHC) received letters containing an unknown powder suspected to be laced with anthrax PR OFIT N E W S D E S K The National Electric Power Regulatory Authority (Nepra) imposed a fine totaling Rs250 million on five power distribution firms including K-Electric for unannounced load-shedding The fines, set at Rs50 million each, were levied for excessive load shedding that violated consumer rights and regulations The fined companies include Peshawar Electric Supply Company (Pesco) Quetta Electric Supply Company (Qesco) Hyderabad Electric Supply Company (Hesco), Sukkur Electric Power Company (Sepco), and Karachi-based privatized K-Electric (KE) The fine is Rs50 million for each company This action marks the first instance of Nepra penalising companies for revenue-based load shedding a practice that began over a decade ago in Karachi and was later adopted by public sector entities with implicit federal government approval During public hearings and monthly fuel price adjustments, Nepra investigated public complaints about unscheduled load shedding It was discovered that the load shedding was executed following an AT&C losses policy contradicting the Nepra Act 1997 and Performance Standards (Distribution) Rules 2005 Despite receiving show-cause notices and opportunities
