N the midst of a debate raging over the six judges’ letter against the alleged interference in judicial affairs eight judges of the Islamabad High Court (IHC) including Chief Justice Aamer Farooq on Tuesday received threatening letters filled with an unknown powder This incident has sparked fears of intimidation and raised concerns about the safety and security of the judiciary IHC Chief Justice Aamer Farooq confirmed to have received the letter stating the incident contributed to delays in the day s hearings The IHC CJ said that apparently the high court had been threatened through these letters Upon receiving the letters, the high court authorities called in a team of experts along with the IG and DIG of the Islamabad Police promptly According to the IHC officials the letters were sent to eight High Court judges in separate envelopes and were carrying “suspicious powder ” The sources claimed that the staffers of two judges opened the letters and found “suspicious powder inside Subsequently, the staffer experienced burning and irrigation in their eyes and on their skin Swift action was taken, with affected individuals using sanitizer and washing their hands as a precautionary measure Last week, six judges of the IHC penned a letter to the Supreme Judicial Council (SJC), expressing their concerns about alleged interference by intelligence agencies in the court’s affairs This development has put a spotlight on the delicate balance between judicial independence and external influence Sources close to the investigation indicated that the letters contained signs of intimidation and were sent by a woman who did not disclose her address The letters were addressed to multiple judges heightening concerns about the safety of the judiciary It has been revealed that the letters were purportedly written by a woman named Resham, wife of Waqar Hussain This revelation has led authorities to summon the Inspector General of Islamabad Police and the Deputy Inspector General of Security to address the matter urgently

PR OFIT A H M A D A H M A D A N I Pakistan Refinery Limited (PRL) is all set to sign a supplemental agreement with the Oil and Gas Regulatory Authority (OGRA) to double its refining capacity and to produce EURO V standard fuel As per details, this agreement will pave the way for a transformative upgrade and expansion project that will double PRL s refining capacity from 50 000 barrels per day (bpd) to 100,000 bpd Crucially, the project will also enable PRL to produce EURO V standard fuel, which will save the company billions of rupees annually in penalties for non-compliance with environmental regulations Euro V Standard Fuel The announcement is important particularly when it comes to pollution caused by vehicular emissions in the country especially in the Punjab Air quality in Punjab from 1998 to 2023 has fallen consistently Over this same 25 year period, the increase in the number of vehicles on the road has been astronomical According to a government report while private transport rose by 332% public transport increased by only 165% and road networks by a mere 6% in the past 25 years There are currently nearly 20 lakh registered cars in Punjab and close to 1 crore 57 lakh motorbikes in the province And while this large number of vehicles is not by any means good and there is a dire need for a good, robust, interconnected system of public transport the sheer number of vehicles alone is not the problem A bigger issue is the quality of fuel that these automobiles burn in order to run The European emission standards are vehicle emission standards for pollution from the use of new land surface vehicles sold in the European Union and European Economic Area member states and the United Kingdom, and ships in EU waters The standard measures the sulphur content in fuel that is being used which is detrimental to the amount of pollution that these emissions cause In Pakistan most fuel being used does not fit the Euro2 standard when the acceptable fuel quality is Euro5 “We need to get the old clunkers off the road and bring in regulation that ensures all vehicles have things like catalytic converters and do not overly pollute Fixing the entire infrastructure of a province and bringing in public transport are very long term solutions and we need to include these in our master plans for cities but we can at least get the bigger polluters off the roads says Sanval Nasim The Environmental Protection Department (EPD) has also gone on record to state that vehicular emissions can be reduced by increasing public transportation strengthening of vehicular inspection certification system retiring excessively old vehicles, installation of catalytic converters/diesel particulate filter, and lastly the adoption of latest Euro Standards for vehicular emissions and vehicle manufacturing are required for the betterment of air quality H o w m u c h w i l l t h e y b e producing? PR OFIT A H M A D A H M A D A N I In a recent report released on Tuesday, the World Bank has underscored the critical importance of Pakistan implementing an ambitious and clearly communicated economic reform plan to foster robust recovery and alleviate poverty in the country According to the latest Pakistan Development Update by the World Bank Pakistan s economy is projected to grow by a modest 1 8 % in the current fiscal year ending June 2024 The growth rate is significantly lesser than Pakistan’s monetary policy projections which predicts a growth of almost 3% The subdued recovery is attributed to tight monetary and fiscal policies, continued import management measures to preserve foreign reserves, and overall weak economic activity amid low confidence levels The report hints that while the economy has shown signs of improvement in the first half of the fiscal year, particularly in the agricultural sector, growth remains insufficient to uplift the lives of the population with 40 % of Pakistanis still living below the poverty line Macroeconomic risks persist due to a heavy debt burden and limited foreign exchange reserves Najy Benhassine, World Bank Country Director for Pakistan, emphasised the urgent need for structural reforms to enhance economic prospects g ECONOMY EXPECTED TO GROW BY ONLY 1 8% IN CURRENT FISCAL YEAR

land and demolishing some 500 Palestinian villages–from which most of the arab inhabitants had been expelled during the 1948 nakba during those same three decades, the Palestinian citizens of Israel faced other significant hardships They had emerged from the 1948 War shell-shocked from the horrors of the nakba during which so many members of their families were forced to flee so many others died and much of their land homes and businesses had been seized Following the war these Palestinians were subjected to restrictive Emergency defense Laws under which the Israeli government imposed curfews, collective punishment, detention without charge, and expulsion Though nominally citizens of Israel these Palestinians were in reality living under occupation in their own country [It’s important to note that after the 1967 war Israel applied these very same Emergency defense Laws to the newly occupied territories ] despite the hardships imposed upon them, the Palestinian citizens of Israel grew in confidence, political capacity, and attachment to their arab and Palestinian identity They joined the Israeli political parties that would include them They ran for and won elective office in the arab towns and villages and organized in their own self-defense and so when, in 1976, the government announced plans to issue new land expropriation orders in an effort to “Judaize” the Galilee, it was the proverbial “straw

that broke the camel’s back ” They reacted by planning a massive nationwide general strike and protest march that would say Enough!

Because the Israelis were deathly afraid of all forms of arab resistance, they declared the protests to be illegal nevertheless, tens of thousands went on strike and peacefully marched The day was marred by Israel’s violent response in which six Palestinian citizens were killed and more than 100 wounded This provoked outrage not only throughout the Palestinian community in Israel but also among Palestinians in the 1967 Occupied Territories and those in the diaspora

alliance – also removed many of the older distinctions between sexual harassment and rape This conflated unwanted touching and kissing (however brief or public) with serious sexual assault The upshot of this is that relatively minor cases of harassment are dealt with far more severely More worrying still very serious offences like rape are treated more leniently This is because the new laws reorganised offence categories, including eliminating any distinction between sexual assault and the hitherto more serious category of sexual abuse as a result more than 130 convicted sex offenders have either had their sentences reduced or were freed early from prison almost 18 months on from the introduction of these new laws, there has been a sharp rise in the number of boys who now find themselves in the crosshairs The number of sexual offences committed by young people aged between 14 and 17 has risen by 14 per cent in just one year It is now at the highest level since records began as one Spanish judge notes: We have more and more boys in juvenile detention centres for crimes against sexual freedom ’ Some have blamed this increase on pornography and poor sex education but it seems more likely that under the new legislation clumsy behaviour between teenagers is being criminalised as a result, boys find themselves up before a judge facing life-changing punishments, while girls are taught to see themselves as victims even after the most mundane of interactions It is hard to see how this is any kind of feminist victory Yet none of this has stopped feminists calling for similar laws to be enacted

E n d E r inequality persists as a pressing issue globally despite countries having achieved magnificent progress in socio-economic development no country has achieved full gender equality In recent years, strides have been made in certain areas, such as education and workforce participation However deep-rooted cultural attitudes often limit opportunities for women particularly in rural and marginalized communities Moreover women continue to face discrimination and barriers in accessing economic opportunities and leadership roles Unfortunately, the situation of disparities is exacerbated in developing countries like Pakistan due to poor policy making process and its flawed implementation Education is unequally accessible to girls compared to boys according to the World Bank, achieving universal education for girls (50 years) is projected to take significantly longer than for boys (30 years), with a considerable gap in school enrollment rates between genders Moreover 26 percent of girls and 19 percent of boys have never been to school The gap between boys and girls education occurs due to unequal funding, lack of female teachers and inadequate infrastructure in girls’ schools Moreover, traditional gender roles further impede girls’ access to education discouraging families from prioritizing their daughters schooling The disproportionate burden of unpaid care work falls on women limiting their participation in the workforce according to some estimates, the total cost of women’s unpaid care work is almost a fourth of the country’s GdP according to the ILO on average men in asia and the Pacific region spend only 28 minutes per day on unpaid labour which is just eight percent of their total working time Conversely, women and girls spend the bulk of their time on unpaid care work, that is, child rearing and education; caring for elderly sick or disabled family members; cooking and cleaning; fetching water and fuel supplies working on average anywhere between 12 to 16 hours a day This is directly responsible for women s low economic participation and increases the dependency ratio that in response increases the incidence of poverty more in females relative to males

One significant obstacle to female labour force participation highlighted in the report is the lack of safe and affordable transportation dauntingly 70 percent of women who use public transport reported experiencing unwanted advances and inappropriate behaviour from male passengers as per adB findings additionally, less than five percent of firms with female employees offer pick-up and drop-off services, leaving many women to arrange their transportation which can be prohibitively expensive Consequently a significant portion of women s earnings may be spent covering transportation costs Women are also experiencing sexual harassment at workplace despite the existence of a law The data of Federal Ombudsman Secretariat for Protection against Harassment exhibits that the total number of complaints against workplace harassment from 2018 to 2022 was 2 169 Out of these 46 percent and 26 percent of the complaints were made by women working in the private and the government sector, respectively Females who are expecting a child have to face a stern reality of a motherhood penalty Because of a non-conducive working environment like availability of childcare facilities provision of nursing breaks and no protection from dismissal for pregnant women, hence they must leave their jobs In lieu, females who are entitled to maternity leave are not getting 100 percent benefit as per Women Business and Law (WBL) Pakistan is among 42 countries which are regulating maternity leave but not providing 100 percent maternity leave benefit Besides entering and sustaining themselves in the employed labour force, females do face multiple obstacles when it comes to career advancement according to the International Finance and Corporation and Pakistan Business Council one in 20 women make it to senior management positions On the other hand, women representation in

ESS than a year ago Turkey s main opposition parties were in a slough of despond defying their predictions, the country’s authoritarian leader recep Tayyip Erdoğan comfortably won a third term in presidential elections held last spring at the same time his Justice and development party (aKP) emerged more powerful from a parliamentary poll, despite the economy tanking and dissatisfaction at the government’s response to the worst earthquake for decades Years of clientelism culture wars and overwhelming media dominance appeared to have rendered Mr Erdoğan s strongman politics all but unassailable at national level Small wonder then, that a spectacular and unanticipated turnaround at Sunday s local
regions for the Islamic far right new Welfare party (YrP), at the aKP’s expense, added to the president’s misery Given Mr Erdoğan’s grip on institutional networks of patronage and influence consolidated over the course of more than two decades in power it would be premature to see these results as marking a definitive turning point But they offer considerable grounds for optimism among secular, liberal voters With inflation running at close to 70% and voter discontent compounded by a big rise in interest rates playing Islamic identity politics on issues such as LGBTQ+ rights is no longer the winning card that it once was for the government The austerity programme endorsed by Mr Erdoğan since he was re-elected has appeased western markets but alienated core aKP constituencies Meanwhile the charismatic Mr Imamoğlu s ability to attract more conservative voters to the CHP makes him a far more formidable foe than the lacklustre opponent fielded by opposition parties last May Most significantly of all, Sunday’s
rebuff may dissuade Mr Erdoğan from seeking further constitutional change to allow him to run for yet another term as president For over a decade and especially since a failed coup attempt in 2016, there has been a relentless erosion of democratic checks and balances on Mr Erdoğan’s watch In 2017, constitutional reforms led to the role of prime minister being abolished Commenting on Turkey s long-becalmed bid to join the European Union the European Commission has noted serious backsliding in relation to the rule of law and human rights The governing coalition led by the aKP is not big enough to change the constitution again on its own but a stellar result in Sunday’s elections could have tilted political momentum its way Strengthening Mr Erdoğan s stranglehold over Turkey s politics would have had ramifications beyond its borders It would, above all though, have been a disaster for Turkish democracy Instead, there is reason to hope that Mr Erdoğan’s star may finally be on the wane as Mr Imamoğlu alluded to in his victory speech in a period in which a similarly authoritarian brand of politics is making inroads in countries around the world, a dramatic night at the polls is a cause for wider celebration

implementation of the International Monetary Fund s (IMF) bailout conditions Inflation fell short of the finance ministry s anticipated range of 22 5% to 23 5% for March 2024 Notable price decreases were observed in cooking oil, vegetable ghee, and certain vegetables such as potatoes and tomatoes despite their increased demand during Ramazan Future projections by the IMF and the central bank suggest a further decline in inflation in the last quarter of the fiscal year However, the recent 3 5% increase in petrol prices to Rs289 41 per liter announced before Eidul Fitr is expected to push up transportation costs potentially affecting the inflation rate in April Historically, headline inflation lingered around 29% for three months until December 2023, driven by rising costs of basic food items and higher gas and electricity tariffs But from January 2024 onwards, a downward trend in inflation has been noted The average inflation rate for the first nine months of FY24 was 27 06%
