IHC condemns ‘smear media campaign’ against Justice Babar Sattar

ISLAMABAD S TA F F R E P O R T The Islamabad High Court (IHC) on Sunday said that a malicious campaign was being run against Justice Babar Sattar on social media as part of which confidential information and documents belonging to the judge were leaked online The IHC issued a press release on Sunday, in which it stated that those behind the campaign against Justice Babar Sattar not only leaked the travel documents of Sattar his wife and his children but also accused him of hiding assets in both Pakistan and the US As part of the malicious campaign, the confidential information has been posted and reposted on social media including travel documents of the Hon’ble Judge his wife and children the press release said

“Justice Babar Sattar has never had any nationality other than that of Pakistan the IHC clarified adding that while Sattar worked as a lawyer in New York and was granted a green card, “he left his job in the US in 2005 and returned to Pakistan and has lived and worked in Pakistan since then The campaign also leaked details about properties declared in the judge s tax returns, accompanied by unlawful and malignant allegations”, the press release stated

It is to be noted that Justice Sattar is one of the six IHC judges who have written a letter against the interference in judicial affairs by the intelligence agencies Earlier this week, a full court meeting of the IHC decided to introduce several measures including the reactivation of empowered inspection teams to end the alleged

meddling The full court also decided to reactivate its inspection teams and empower inspection judges to enable them to address the complaints of judicial officers of the subordinate judiciary against any interference and pressure

The IHC press release noted that Justice Sattar s assets in Pakistan and the US were thoroughly scrutinised by the Judicial Commission of Pakistan before his appointment as a judge

oedad Khan passed away in Islamabad at the advanced age of 100 That is indeed a great age but whereas it was one unheard of, now it happens As a matter of fact, one of my great-uncles reached that age That now seems the new limit, because neither Roedad Khan nor my great-uncle reached 101 There seems to have been a transition as the other great-uncles I had who attained great ages, passed 80, or at the most 90 Three-figures in life seemed then unheard of, impossible Even my paternal uncles lived only to over 90, outliving their younger brother my late father who only made it to 67 almost 24 years ago Another person who passed away though admittedly not at as advanced an age as Roedad Khan, was Mumtaz SAhafi, whom I remember from the start of my reporting days as a senior He was a quiet, gentlemanly figure not given to much speech Because of that he was never the life and soul of
Khan it would be remiss not to mention that he was the successor to Fateh Khan Bandial as Interior Secretary, which places him in the Zia era F K Bandial is best introduced as the father of Mr Justice Umar Ata Bandial the previous Chief Justice of Pakistan whom some regard as a Solomon come to judgement and others as the font of all that is bad about the justice system Roedad s other claim to fame was as an environmentalist F K Bandial’s other claim was being the maternal uncle of Farooq Bandial What was the glory shed on the Bandial name by the latter? He was the head of the gang which robbed and criminally assaulted the then film star Shabnam He was first allowed into the PTI, but was then shunted out No one says Umar Ata was at all involved, and indeed he must have been abroad studying at the tine but I m sure that would have been a formative experience Anyway, all three Bandials are now in the past In the present was Iranian President Ibrahim Raisi, whom our school children found more useful than our own President When our President comes to Lahore there s never a holiday because of him However when Raisi came to Lahore the schools and colleges were closed I wonder why There were no school children lining the route and waving little Iranian flags, were there? But that is all the more reason to make sure there’s no holiday That is granted the next day so that the kids can sleep off all that time spent in the sun Meanwhile there s a sort of fuss over Chief Minister Maryam Nawqaz s wearing a police uniform at a police function There was some (rather ill-natured) speculation on whether becoming a cop was a childhood ambition It may have been After all her later childhood was passed when her father as CM was boss of all the province s police And it is worth keeping in mind that the police is the real government And the height of ambition of any policeman is to be an SHO Indeed, it is probably not well known enough that even IGs want to be SHOs As a matter of fact all officers above the SHO are supervisors They are only powerful because the Police Order gave them the powers of an SHO in all the police stations in their jurisdiction That means DSPs in all the police stations of their circle SPs in the district DIGs in their ranges and the IGP in the province The CM may send the IGP back to Islamabad by returning his services to the Establishment Division, but he (nor she, as at present) doesn’t have the powers of an SHO Well Maryam can dream can’t she? Lahore Electric Supply Company (LESCO) has detected a total of 75,276 connections from where the customers were pilfering electricity in all its circles of five districts (Lahore Sheikhupura Nankana Sahib Kasur and Okara) in 222 days of grand anti-power theft campaign LESCO spokesman told the media here Sunday that the company had also submitted FIR applications against electricity thieves, out of which 71,540 FIRs had been registered in respective police stations while 30 031 accused had been arrested The LESCO has so far charged a total of 90 769 366 detection units worth Rs 3 376 105 222 to all the power pilferers Grand anti-power theft operations against electricity thieves are being conducted on the directives of the Federal Power Division and the LESCO Chief Executive Officer (CEO) Engineer Shahid Haider was supervising these operations The LESCO chief vowed that the operations would continue without any discrimination until the complete end of electricity theft The electricity pilferers as well as the LESCO officers and employees who facilitate them were also being brought to justice The spokesman added the LESCO found 304 customers stealing electricity through various means and 144 cases had been registered against the accused while five accused were arrested during the last 24 hours On the 222nd consecutive day of the anti-power theft campaign, he mentioned that large commercial consumers were found involved in electricity theft and all of them were also disconnected and charged with detection units Among the seized connections he explained 11 were commercial 03 agricultural, 01 industrial and 289 domestic, and all these connections were

PTI leader Senator Shibli Faraz has disclosed that party chief Imran Khan has given the goahead for talks with the COAS and DG ISI on one hand, and the government parties on the other The concept might be inchoate at the moment, for tripartite talks never work, unless one pastry combines with another in which case the talks might as well be bilateral Another problem in principle is that the military are not supposed to become involved in politics That they have been was conceded by then COAS Gen Qamar Javed Bajwa at the time of his retirement, but he also said it was now out of it Even if one concedes Mr Khan’s thesis that the involvement continues, that it failed to stop the PTI in the February election from obtaining the most seats; the fact remains that it is being dragged into politics again It is difficult to see how the military can engage in talks separately from the government and remain within the ambit of the Constitution

While the idea of talks among the political parties has been long on the table, there seems to be more movement than if this was merely in the background While Senator Irfan Siddiqui made a talks offer on behalf of the PML(N) PTI leader Shahid Afridi included the military in the talks panel Some PML(N) figures indicated their distrust of the PTI as being sufficient to prevent any talks being held This included figures like Kh Saad Rafique and Rana Sanaullah, while PPP leader Faisal Karim Kundi seemed inimical to the idea The PTI reaction is yet to be gauged, because the idea of talks with the other parties has been rejected time and again by Mr Khan, who has called them thieves and dacoits His being behind bars is another obstacle, and his hint that the right scene for negotiations must be set (that he be released) will give the impression that imprisonment has finally forced him to talk

peer-reviewed journals and conferences Apart from this paper, further research deepened my insights towards the field in order to unveil whether LIS is a scientific discipline or not After searching more papers I came to the conclusion that undoubtedly like other disciplines of natural and applied sciences library and information has also gained the status of scientific disciplines for many reasons This discipline deals with systematic study, organization of information and the management of information resources in a scientific way that should meet the information needs of individuals in a society Thus I have explored a few principles which gauge library discipline as a science Firstly, come theory and principles as like other science disciplines such as biology, physics, chemistry and so on, library and information science is also guided by the theories and principles that helps to explain and predict phenomena related to information behaviour of individuals similarly the LIS discipline defines the rules of information retrieval,information, organization and management of information in a systematic way and these theories provides scientific frameworks to understand the complex dynamics of information in a society where we live interact and share the information Similarly the LIS discipline is known as systematic study of various other disciplines like creation of information, organizing information, dissemination and retrieving them in a scientific way This systematic approach involves data analysis research methodologies and a theoretical framework to fathom them in a scientific way

The field of Library and information science is obviously interdisciplinary in theory and practice Sometimes this subject is dealt in management sciences while in some countries it has been considered a social science Basically LIS is drawn from various disciplines like computer science communication studies sociology psychology and other similar disciplines which is the reason for its being deemed a science subject This discipline integrates knowledge and methodology from other disciplines to address information related challenges and opportunities In other words LIS scholars conduct research in an empirical way in order to investigate information and related phenomena which are based on evidence and empirical information to advance knowledge in the field Such evidence-based practices and policies in Library and information science centres differentiate this discipline from other humanities disciplines and such empirical research make them a scientific discipline Some scholars have their views that LIS discipline apply scientific principles and methods in its practices like retrieving and acquiring information, organizing information and managing them in a scientific way that can be accessed for effective use by the readers Similarly this discipline also integrates technology for classification systems metadata standards and other tools which facilitate information organization and retrieval In every scientific discipline there are some ethical codes that make them different from other disciplines Similarly the LIS discipline also has its ethical considerations which guide the librarians to follow these ethical principles to govern the conduct of professionals to handle and disseminate the information in an ethical way Some ethical considerations include censorship, privacy of scholars, intellectual freedom and equitable access to information in a society These ethical practices make LIS a scientific dis-

cipline Some scholars have the view that any scientific discipline follows scientific principles and laws across different contexts ND these principles are not limited to specific geographic regions or cultural backgrounds; similarly library and information science is based on Universality and is applicable across the globe

Objectivity is a core issue of any scientific field Objectivity is based on specific methods and interpretations, and LIS disciplines across the globe strive for objectivity in their methods in order to minimize bias and subjective influence in data collections and analysis of data Moreover every scientific discipline firmly believes in continuous development Similarly LIS is also a dynamic field which evolves from time to time LIS changes itself dynamically according to the needs of society and the information needs of individuals and similarly the changes in technology also affect the discipline of LIS In other words to stay abreast of emerging trends, tools and best practices in the field of LIS also supports the lifelong learning of library customers and patrons These are a few arguments that regard LIS as a scientific discipline, but more rigorous research is required to expand its scope as a scientific discipline In short LIS applies different scientific procedures like systematic methods principles theory and practices, and the way of continuing development The writer is Deputy Director Library at the Institute of Strategic Studies Islamabad he can be reached at writetoabidhussain@gmail com

WH I L E responding to questions concerning bringing back political stability and national reconciliation in a TV talk show recently PTI leader Shehryar Afridi repudiated the chances of any dialogue with political forces dubbing the ruling coalition a bunch of rejected people who reached Parliament via Form 47 with the support of the establishment He said that the PTI wanted to hold dialogue with the COAS and DG ISI for the betterment of Pakistan but it has not received any response so far I am afraid the PTI is still traversing the wrong path and probably has no understanding of the dynamics of politics and the way political stability can be ensured in the country In a democratic polity, political stability and reconciliation can only be ensured by the collective efforts and commitment of the political forces If the PTI wants to work for the betterment of Pakistan it will have to engage in dialogue with political parties in the ruling coalition to resolve the contentious issues and also to build consensus on the reforms required to improve governance and put the country back on track Politics must be done in conformity with the Constitution the laws of the land as well as internationally recognized norms of democracy The national interest cannot be promoted through a culture of violence, im-

pudence trolling of the state institutions rebellion against the state and hurling incessant and unfounded flak at the establishment and its leadership There is very strong circumstantial evidence available which suggests that the establishment continues to remain apolitical after its decision in February 2021 not to interfere in the political affairs of the country any more Former COAS Gen Qamar Javed Bajwa, in his farewell address, had made it abundantly clear Recently he has also strongly refuted PTI claims of any role in Imran Khan s exit from power Logic and ground realities also support the view that the establishment had no role in the outcome of the elections and it did not play favourites Had it been otherwise and the opposition parties had been given support by the establishment in the elections the results would surely have been different The fact that the election produced a split mandate adequately quashes the impression about involvement of the establishment

If the PTI still feels that its mandate has been stolen, there are institutions available to address its grievances Showing distrust in them and talking about launching an agitation against the alleged rigging is not the way forward It is a recipe for continued political instability in the country

It is also believed that the myth of alleged rigging has been adequately exploded by the results of the by-election on national and provincial seats in which the PTI has

been snubbed by the people The dilemma is that it has also branded them as rigged as usual Regrettably it has become the brand of PTI’s politics to dispute any election result that goes against its wishes Now coming to the contention of the party that it would only talk to the COAS and DG ISI is it not ironical that it wants to engage in dialogue with the same establishment against whom it has been levelling accusations of interference in political affairs? When it says it will hold talks only with the establishment it is actually inviting its intervention in political affairs of the country This is not only a self-contradictory but also an illogical stance

The statement by Shehryar Afridi that there has been no response to the party s overtures for dialogue with the establishment also provides a glaring proof of the fact that the Army simply is not interested in involvement in a political dialogue with any political entity which conforms to its well-considered stance to remain apolitical The current COAS also has never made any statement of a political nature When the Army leadership says it will provide full spectrum support to the government in dealing with the economic and other challenges confronting the country it represents an affirmation of its role stipulated in the Constitution The Army is part of the Executive as per the Constitution Now that after 70 years of interference it desires to remain apolitical, why is the PTI bent upon ensuring its reentry in politics? It needs to re-evaluate its narrative by deliberating on the consequences of the approach that it has adopted No person in his right mind can deny the fact that the country badly needs political stability to orchestrate a turnaround in the economy and in dealing with other debilitating challenges like terrorism Now that the economy has started showing positive signs of recovery, prospects for foreign investments have emerged and the international rating agencies have also come up with positive outlook regarding economic recovery thus the need for political stability has become even more imperative to keep the momentum going Any

political upheaval or disturbance can torpedo this process Therefore the PTI must do serious rethinking and refrain from anything that adds to instability in the country Recently reconciliation has become a buzz word in the context of political stability That surely is the need of the hour But before starting this process there has to be the expression of willingness on the part of all the stakeholders to sit-together Then the other most vital ingredient for reconciliation is that if any party has done anything against the interests of the state or against other parties it has to confess the wrong done by it and then express the commitment not to repeat that folly again

There is evidence available which proves beyond any iota of doubt that the PTI was responsible for the May 9 attacks on military installations and monuments of martyrs and the PTI founding chairman was the mastermind behind it It was a mutiny against the state Reconciliation can be considered and those involved in these heinous crimes including its mastermind be pardoned when they publicly confess their crimes, seek apology from the nation and pledge not to repeat it again

WH I L E the attitudes of their governments may wax and wane the people who live in the countries neighbouring India all want friendship with the subcontinental superpower In this, they see not only historical and cultural continuity but peace political stability and economic growth for all countries in the region Sadly the flourishing India so zealously projected by Prime Minister Narendra Modi is not evident from the outside India was long the economic and political vanguard of the subcontinent, with its robust parliamentary system social-democratic policies of growth and equity independent media and critical academia professional bureaucracy and security forces and even-handed governance of a plural demography But the perspective and dispassion of cross-border distance show an India that has slipped on the path Modi’s brand of governance over the past decade has led to impoverishment and social polarisation Even though Hindutva diverts attention Indians are materially poorer The teflon prime minister has been able to deflect accountability for his imperious governance: demonetisation did not take black money off the market but ended up hurting small-holders in all sectors; the Covid-19 lockdown activated on four-hour notice forced millions of wage-earners to walk empty highways back to their homes in the poorest regions; activists and Opposition leaders are jailed and harassed even as a compliant media plays cheerleader India’s wide geography and demographic diversity cannot be governed by a centralised autocracy but Modi is bent on undercutting the state governments Runaway centralisation ensures that the country s 1 4 billion people are deprived of representation and agency The end result of this stifling will be horrendous; the size and dispersal of the population the regime s willingness to deploy coercive means and the use of religion-laced ultra-nationalism will ensure that a people s movement of dissent will take time to coalesce India inherited the mantle of historical Hindustan including all of the British India units and some more In one stroke in 1947 the ownership of the historical narrative was wrested by the nation-state of India including everything from yoga to subcontinental cuisine, India studies and pre-Partition icons from Rabindranath Tagore to Mohandas Gandhi Indian exceptionalism includes the propensity to regard pre-1947 subcontinental history as India s alone In the same vein Indian commentators may pass all manner of

continues to swing to the extremes The Taliban dictatorship of Afghanistan subjugates a proud populace, while Sri Lanka Sinhala dominance continues with few lessons learnt from nearly three decades of internal conflict Everyone else has had extended trysts with autocracy and India has now more or less arrived at the same place It may be hard to notice amidst the fog of the propaganda by the Bharatiya Janata Party s social media cell, but the poisoned nectar of Hindutva injected into the bloodstream of India has already put a brake on social development and economic growth India-watchers worry about the scale of devastation that will visit the Indian populace if this Rashtriya Swayansevak Sangh-BJP brinkmanship continues, a societal shattering that will exact immense human cost not only of the minority Muslim Dalit Adivasi and tribal communities but also to the Hindu poor The IndusGanga region experienced the bloodletting of Partition and the spectre of pogroms looms once again as Modi himself ridicules and baits the Muslim minority New Delhi once the exporter of best practices is now importing the worst to target opponents in the political parties and civil society bringing to mind Islamabad s National Accountability Bureau and Dhaka s deployment of police and military intelligence

Despite royal regimes, military dictatorships and fundamentalist hijacks, the spirit of the people from Pakistan to Bangladesh Sri Lanka and Nepal has been resolutely democratic never letting go of pluralist aspirations For decades they derived energy from India s tolerant democracy But that India has gone comatose, as is evident from New Delhi intellectuals talking in whispers when pointing to Modi’s ways Criticising or ridiculing Modi is now akin to being seditious

The anti-minority plank of the Modi regime emboldens majoritarian intolerance in neighbouring countries Nepal s ruling establishment is opening doors to Hindutva to keep Modi and Uttar Pradesh Chief Minister Adityanath happy, while Bangladeshi Prime Minister Sheikh Hasina is energised in her suppression of dissent Radical clergy in Pakistan and Sri Lanka one Muslim and the other Buddhist take heart from Hindutva because it justifies their excesses of decades The attempt to make Uttarakhand a Hindu-exclusive “Dev Bhumi”, or Land of God, is a call for copycat activities eastward in Nepal The bias against the Islamic faith is reflected most brazenly in India s Citizenship Amendment Act which extends citizenship to Hindus Sikhs Buddhists Jains Parsis and Christians from Afghanistan, Bangladesh and Pakistan – excluding only Muslims New Delhi commentators have not delved enough into Hindutva’s meaningful embrace of the Israeli Prime Minister the genocidal Benjamin Netanyahu

All neighbourly sensitivities are sacrificed on the altar of the vote bank as far as the BJP and Rashtriya Swayamsevak Sangh are concerned, no matter that it will ultimately rebound against India’s own economy and society Examples include the cynical use of the Balakot airstrikes just before the 2019 general elections Home Minister Amit Shah terming Bangladeshi Muslims termites and the half-year economic blockade slapped on Nepal in 2015 simply because Modi did not appreciate the country’s new Constitution Modi is not beneath raking up settled boundary matters to support the BJP s electoral calculations To woo Tamil voters before the polls starting in April, he questioned the 1974 border agreement with Sri Lanka on the island of Katchatheevu This lackadaisical attitude raises questions about the sanctity of all agreements entered into by India including the much-applauded enclave swaps with Bangladesh New Delhi refuses to sit with Kathmandu on Nepal s claims to the Kalapani-Limpiyadhura-Lipulek triangle, while Modi signals his indifference by posing for dhyan under the Adi Kailash massif in the disputed area Modi s foreign policy is largely made up

of kowtowing to the globally powerful while flexing muscle within South Asia While making tall claims before Indian voters Modi presents himself meekly before the West and China He unhesitatingly uses Indian assets against friendly neighbours Bangladesh and Nepal – from nominally undercover agencies to financial inducements up and down the political and bureaucratic hierarchy New Delhi uses a big stick against small neighbours but it has not escaped the notice of Thimphu Kathmandu and Male that Modi gives Xi Jinping a wide berth Despite his bombast India s prime minister prefers not to respond to Beijing s aggressive presence across the long Himalayan frontier, starting with Ladakh While China has moved into 2 000 sq km claimed by New Delhi Modi baldly told an all-party meeting that no one had entered Indian territory and not an inch of land had been lost Home Minister Shah echoes his prime minister

The surrounding peoples, if not their governments, would wish for India to remain strong and stable and able to stand up to China not least because a weakened New Delhi will take populist positions against smaller neighbours But smoke and mirrors cannot hide the asymmetry that has developed vis-a-vis Beijing in artillery, aircraft, drones, tanks, destroyer ships, submarines, missiles, military airfields, electronic warfare and so on Horrified by Beijing’s economic and strategic rise led by Washington DC the West has been pampering New Delhi as a counterweight, quite forgetting that the true challenge to China will come from a democratic, plural, prosperous India – and a friend rather than a bully to the next-door countries

The West is yet to understand that India cannot be seen or understood in isolation from the surrounding South Asia where India may be large but this is a region that houses a fourth of the world s people The much-vaunted Indian Foreign Service, once manned by confident ambassadors is now mainly a platform for promoting the cult of Modi With yoga used to project India s soft power the non-practicing ambassador or high commissioner who lets his feelings be known will surely see career challenges

The confidence and chutzpah of Indian diplomats is now a thing of memory, with today’s plenipotentiaries either sold out or resigned to their fate The diplomatic spirit has been further diminished as the Rashtriya Swayamsevak Sangh as a non-state actor is brought on board as part of the government of India s international outreach, even dictating the activities of embassies New Delhi media and commentators have made it an industry red-flagging Chinese incursions into the various countries of South Asia ever-ready to spread panic about string-of-pearls encirclement, and essentially demanding that neighbouring capitals curtsy before Delhi Durbar Officialdom is not much better: India’s declared policy is not to import Nepali hydropower that carries even a whiff of China investment or even construction contracts through international bidding

But India s own economic relationship with China is unbounded, as its secondbiggest trade partner after the US, and supplying Indian industry with everything from car and bus batteries to solar energy components and pharmaceutical raw material New Delhi

The political weaponisation of the Hindu faith promoting a monotheistic Ram variant as if that was all that sanatana dharma is and was is the dangerous path that Modi has artfully promoted mainly for consumption in the Hindi heartland

The exclusionary politics of Hindutva takes its cue from nearby Islamic fundamentalists, repurposing faith to win elections, building conspiracy theories and creating usversus-them schisms between the secure majority and fearful minorities

Torrential rains claim 21 lives in Balochistan, five in KP: PDMA

As many as 21 persons lost lives and 25 injured in various rain-related incidents in Balochistan while five people died and eight were injured in separate related incidents in Khyber Pakhtunkhwa

The Balochistan Provincial Disaster Management Authority (PDMA) released its report on human sufferings and infrastructure damage in recent month due to torrential rains and floods across the province

As per PDMA report 21 lives lost and 25 individuals injured in rain-related incidents in the current month across the province In the province, 251 houses completely razed, while 1910 others suffer partial damage due to relentless rain and ensuing floods Moreover the flood has taken its toll on infrastructure with four bridges and 14 roads have been rendered impassable

The deceased included eight men, seven women, and six children along with 127 animals perished across three spells of rains in the province Compounding the agricultural woes as 62 acres of crops lie damaged in the wake of the rains and floods in Balochistan KP torrential rains leave five dead

The KP PDMA issued a report on the loss of lives and property due to rains in the province during the last two days, in which five people died and eight were injured According to the report, three men and two women died, while five children, two men and one woman were injured

A total of 14 houses were damaged of which one was completely damaged and 13 were partially damaged Due to heavy rains life and financial accidents took place in different districts of Bajaur Batagram Mansehra, Buner, Dir Upper, and Lower All highways and link roads in the province have been opened for all types of traffic Relief activities are ongoing in the rain-affected districts by PDMA and all related agencies

domestic carbon tax policy instead of being subject to global carbon tax instruments like the EU s Carbon Border Adjustment Mechanism (CBAM) to encourage emissions reduction domestically According to the recommendations of this study this tax should target industries and plants with higher carbon footprints that are not yet transitioning towards sustainable practices aligned with the nation s climate commitments The revenue generated can be channeled into subsidies, incentives and green financing programs to accelerate decarbonization efforts across sectors Self-administering a carbon tax allows Pakistan to exercise greater control and autonomy in managing its environmental policy and industrial regulation However, the design of such a tax must balance competitiveness concerns while creating a robust price signal for curbing emissions On the policy side, it is recommended that the Government of Pakistan (GOP) should take several initiatives to encourage cement manufacturers to adopt green practices For example the GOP can incentivize cement manufacturers use of renewable energy by lowering import duty on solar panels Similarly, the GOP can offer low-interest rates on loans so that industries invest in green technologies and sustainable practices This can alleviate the financial burden on industries and encourage more investments in eco-friendly and energy-efficient technologies GOP can implement a more robust carbon tax structure to discourage high emissions while offering tax incentives for industries that adopt greener practices or technologies Furthermore GOP can legislate for regular energy efficiency audits for industries and certifications for those meeting high energy conservation and sustainable practices standards All mainstream industries especially cement producers are recommended to collaborate with academic/research institutes and allocate a certain percentage of their revenue towards research and development in green technologies, fostering innovation and new solutions towards producing green cement From the operational perspective the most viable strategy in the short term to curtail CO2 emissions from the cement industry involves substituting coal-fueled kiln operations with biofuels, including but not limited to rice husk, rice paddies, corn stover, and wheat straw This alternative effectively replaces 20-35% of coal in kiln operations In the long term the cement manufacturer can consider converting to precalciner kilns and using alternate raw materials to reduce CO2 emissions significantly While these technologies can be capital intensive, the cement plants will recuperate their capital cost as they lead to significant energy and production cost savings Furthermore we can advocate for cement manufacturers lacking waste heat recovery plants to promptly install such systems, emphasizing their potential to enhance energy efficiency and substantially decrease emissions Concurrently cement manufacturers already equipped with these plants are encouraged to explore upgrading options This proactive approach across sectors can substantially improve overall energy efficiency aligning industrial practices with sustainability goals and mitigating environmental impact Further it is strongly recommended that there is a need for a structured dialogue between industrial sectors and the Ministry of Climate Change and/or other relevant industries and stake holders to foster mutual understanding and collaborative efforts towards emissions reduction Furthermore there is a need for widespread adoption of indigenously developed technologies such as CO2 – Arrestor, CO2 – Bin etc ” developed by NUST in industrial settings, including installation on chimneys, indoor spaces and vehicles to tackle Scope 1 and 3 emissions directly from the source This technology represents a significant advancement in emissions control and should be leveraged to its fullest potential A multi-pronged approach involving technological upgradation, regulatory reforms capacity building incentivization mechanisms and cross-sector collaboration is crucial for achieving meaningful decarbonization in Pakistan’s cement industry,” said the study titled “Decarbonizing the Cement Industry Pakistan conducted by National University of Science and Technology (NUST) Environmental Services and Sustainable Solutions and Policy Research Institute for Equitable Development (PRIED) It is pertinent to mention that the cement production is integral to Pakistan’s economic growth contributing substantially to GDP and employment However as a carbon-intensive industry representing 7-8% of national emissions, cement also carries a heavy environmental footprint This report provides an in-depth analysis of Pakistan’s cement sector dynamics and lays out a strategic roadmap to guide its decarbonization journey The report closely examines key facets shaping the industry including plant locations production and dispatch patterns, predominant use of imported coal as fuel, and the link between infrastructure spending and cement demand A major portion of Pakistan energy consumed is met through coal imports
