Adjustment (FCA) for electricity consumed in March 2024 Central Power Purchasing Agency (CPPA) has submitted an application to the National Electric Power Regulatory Authority (NEPRA) on the request of distribution companies (DISCOs) to increase the electricity price by Rs 2 9402 per kilowatt hour (kWh) under the head Fuel Charges Adjustment (FCA) of March 2024 Following this request, the NEPRA has called a public hearing on April 26, 2024 If approved, this adjustment will be billed from consumers in May bills The NEPRA has invited all the parties to raise objections as permissible under the law at the public hearing The CPPA, in its application, has claimed that the total electricity generated with various fuels in March 2024 was recorded a 8 023 GWh at Rs 8 3109 per unit The total cost of energy was Rs 66 680 million The power generation with the hydel source was 2,217 GWh (gigawatt per hour) constituting 27 63 percent with zero cost of power generation while power production with coal-fired power plants was 862 GWh (local coal) and the total power generated for Rs 14 459 million (Rs 16 7779/unit) Similarly, the power generation from gas-based power plants was 795 GWh, 9 91 percent of the total generation, totaling Rs13 6857 per unit and the generation from Re-gasified Liquefied Natural Gas (RLNG) was 1,658 GWh, which was 20 67 percent of total generation, at Rs 22 1917 per unit Likewise power production from bagasse was recorded at 78 GWh the price of which has been calculated at Rs 5 9822 per unit The electricity generated from wind was recorded at 205 GWh, 2 55 per cent of total generation and solar at 110 GWh, 1 37 per cent of the total generation in March 2024 Moreover electricity generation from nuclear sources was 2 070 GWh which came out at Rs 1 5488 per unit 25 79 per cent of the total generation and electricity imported from Iran was 28 GWh amounted to Rs 30 3729 per unit, 0 35 per cent of the total power generation in the said month of March 2024 It is also learnt from the data submitted by the CCPA with NEPRA that net electricity delivered to DISCOs in March 2024 was 7,756 GWh (96 67pc) at a rate of Rs 9 3819 per unit, the total price of which was Rs 72,764 million On Tuesday, Power Division, in a press statement hinted at a reduction in power tariff on account of FCA for March 2024 It also claimed that as a result of the government s efforts the request for the reduction in electricity bills has been submitted to NEPRA for the third consecutive month The electricity bills for March were brought down from Rs 7 6/unit to Rs 4 92 per unit it added It should be noted that in the February adjustment NEPRA had increased the price of electricity by Rs 4 92 per unit, while in the January fuel price adjustment, the price of electricity Addressing a press conference, Leghari said that the government will ensure strict action against elements involved in power theft He said concrete steps are being taken to overcome inefficiencies in the power sector which are drastically affecting the economy of the country We have prepared a comprehensive roadmap for reforms in the power sector after thoroughly reviewing the loopholes,” said Awais Leghari “On the directives of Prime Minister a concrete road-map had been chalked out bring comprehensive reforms in country s power sector to control power pilferage, over-billing and circular debt The government is committed to bringing improvement in the energy sector Leghari added No leniency would be given to the power pilferers irrespective of their status and position while over-billing would also not be tolerated at any cost, said the minister for power division Solid strategy had also been devised to eliminate the menace of power theft in the country Leghari added The over Rs7 75m in fines on eight banks, one exchange company PR OFIT N e w S D e S k The State Bank of Pakistan (SBP) has slapped a fine of Rs 775 5 million against eight banks and one foreign exchange for regulatory violations As per a report shared by the SBP, these fines were imposed due to non-compliance with foreign exchange transactions customer due diligence and general banking operations during the first quarter (Q1) of 2024 Bank Alfalah Limited faced the highest fine of Rs187 652 million for violations in foreign exchange and general banking rules from January to March The bank has been instructed to improve its internal controls to prevent future violations Habib Bank Limited was fined Rs143 376 million for failing to adhere to regulations related to foreign exchange customer due diligence and general banking activities Bank Al Habib Limited faced a fine of Rs117 239 million for violations concerning foreign exchange and customer due diligence It has also been directed to tighten its systems and controls Other penalised financial institutions include Meezan Bank Limited (Rs106 200 million) Habib Metropolitan Bank Limited (Rs70 915 million), MCB Bank Limited (Rs52 900 million), MCB Islamic Bank Limited (Rs38 544 million), the Bank of Khyber (Rs30 741 million) and the Royal Exchange Company (Rs27 975 million) The SBP clarified that these penalties reflect compliance Provincial Disaster Management Authorities (PDMAs) District Disaster Management Authorities (DDMAs), and other relevant departments to brace for intense rainfall and thunderstorms till April 29 across the country Viewing the weather forecast the NDMA directed the departments to remain vigilant and be prepared to respond to any emergent situations It is imperative for the departments to ensure the with the Advisor to Chief Minister on Finance Mr Muzzammil Aslam at his office on Wednesday The DG KPRA briefed the minister on issues related to shifting of sales tax on services from percentage to fixed regime in various sectors including Wedding Halls and Beauty Parlors in the province It was proposed that a parallel system of fixed tax and percentage-wise tax would be provided to the service providers to choose between the two regimes and those who violate the rules and resort to tax evasion will be subjected to heavy fines and will be shifted back to standard rates of the sales tax on services which is 15 percent The wedding hall and beauty parlors will be divided into different categories depending on their sizes and business volumes and rates of sales tax will be fixed for different categories It was also decided that traders’ associations and chamber of commerce will be taken on board and all the service providers will be compulsorily registered with KPRA The minister IMF predictions

TH E real interest in the IMF’s latest Economic Outlooks predictions for Pakistan lie in the fact that Pakistan is about to begin negotiations for a fresh package, spread over a longer term and involving more money than the Stand-By Arrangement about to expire Even though the second review by the IMF concluded successfully, it has still not placed the release of the tranche on the IMF’s Board of Directors, which must accord approval before the money can be released It should therefore be somewhat of a relief for Pakistan, that the IMF has maintained its prediction for GDP growth this fiscal year at 2 percent in its latest World Economic Outlook the same as it predicted in January, with that a downgrade from the 2 5 percent predicted earlier For the next fiscal year, the IMF now predicts growth of 3 5 percent, down from the 3 6 percent forecast in October

Though the IMF was more pessimistic than the State Bank, which has projected growth this year at between 2 and 3 percent, or the Pakistan government, which has a target of 3 5 percent it is still more optimistic than the World Bank prediction early this month of 1 8 percent The IMF prediction was probably the one Finance Minister Muhammad Aurangzeb used in his meeting with World Bank President Sanjay Banga in their meeting on Wednesday This kind of growth is anaemic, not being able to keep pace with the number of new entrants into the job market

The inflation projections by the IMF is that this year it will come down from last year s 29 2 percent to 24 8 percent, and will slow further to 12 7 percent next year In other words the IMF sees Pakistan as trapped in a stagflationary cycle, with even next year showing low growth combined with an inflation figure beyond what the consumer can bear A question which arises from these projections is to what extent are they factoring in a new IMF package It would be helpful to see how much the economy would grow and prices rise according to the IMF it it was to give a new package and how much if it was to In short, how much difference a package would really make That would not only help clarify the choices before the public but help the government as it enters negotiations But perhaps the IMF prefers holding its cards close to its chest

S there a deliberate effort to make the government stumble from crisis to crisis, or is that how things are just happening? More significant, is the visible difficulty of ruling Pakistan the result of not following the logic of the result of the February 8 election?

Perhaps the most pressing problem facing the government is economic The problem is twofold because not only does the government have to negotiate a new deal with the IMF, but it also has to put a cap on the inflation that is making the life of the common man so difficult Unfortunately for the government the IMF has laid conditionalities in the past and is likely to do in future which will lead to hikes in the electricity fuel and gas prices both fuelling inflation across the board and acting as a dampener on growth

Both Palestine and Kashmir have suffered under occupation global political manoeuvring, humanitarian crises, and the neglect of human rights by supposed advocates While the origins of the ongoing conflicts in Palestine and Indian-administered Kashmir differ how people in both regions are fighting for freedom highlights a shared similarity between these globally recognized disputed areas Kashmir has witnessed a cycle of spontaneous pro-Palestine protests and shutdowns during the past couple of years

Talking about the current situation, India claims that four years after the Centre abrogated the special status of Jammu and Kashmir under Article 370 on 5 August 2019 the restoration of peace and developmental activities taking place, compared to the past, stand out as its most significant achievements It is after more than three decades that public and social life in the erstwhile state, in general and the valley in particular are back to normal routine without disruption While 124 civilians were killed at the hands of police and security forces during protests and there were stone-pelting incidents from 5 August 2016 to 5 August 2019, not a single such incident was reported in the last four years,

The revocation of Article 370 also had economic repercussions It led to uncertainty and disruption in various sectors, including tourism, trade, and real estate, which are crucial for the economy of Kashmir The region experienced restrictions on movement communication blackouts and a decline in business activities affecting livelihoods and economic stability The question of whether Article 370 signifies India s colonization of Kashmir depends on how one views the situation While Kashmir has been viewed through a colonial lens before the revocation of Article 370 suggests that a settler-colonial perspective might be more appropriate Settler colonialism involves the recruitment of a settler class whose aim is not only to occupy indigenous land but also to eradicate the indigenous people who resist them Consequently, as non-Kashmiris migrate to the region as new residents India’s identity as a settler state becomes increasingly evident

The suffering of Palestinians and Kashmiris is undeniable yet there s a heated debate about the world s ostrich-like policy, which has turned a blind eye to these enduring atrocities for decades The recent failure of the UN to enforce a ceasefire in Gaza vividly illustrates how power dynamics and military dominance continually overshadow the principles of a fair and just order It s no understatement to say that the UN, both as an idea and in practice, is deeply flawed, especially when it comes to maintaining peace The images and reports from Gaza depict the tragic plight of the Palestinian people raising poignant questions about the whereabouts of Muslim rulers and those who profess to be advocates of conscience The barbarity and mercilessness endured by Gaza s inhabitants demand urgent intervention and support from Arab Muslim leaders As Martin Luther King once said, “In the end we will remember not the words of our enemies but the silence of our friends It s crucial to acknowledge the role of Western leaders in exacerbating the situation in Gaza and to question their commitment to human rights, especially considering the massacres perpetrated by the occupying forces, which claim the lives of innocent children women and elderly individuals

There have been countless other such stratagems with the Hindu right in power The old Parliament building whose design features refer to India s syncretic history Hindu, Buddhist, Muslim and Christian was replaced last year by a new structure that explicitly reduces India’s past to a monochromatic Hindu one

In education government institutions are run by ignorant functionaries of the ruling party, and from school textbooks to scientific research papers, the Hindu nationalist version of India is pushed forward, myth morphing into history In the private universities that have begun to crop up in India Mr Modi’s government keeps a close eye on classes panels or research that might be construed as criticizing his government or its idea of a Hindu India

This cultural shift and the accompanying reduction of Muslims to alien intruders has been made possible by Mr Modi delivering on his party’s three main promises to Hindu nationalists

In 2019 he repealed the notional autonomy enjoyed for decades by the disputed Muslimmajority state of Indian Occupied Jammu and Kashmir, which the Hindu right had assailed as favoritism toward Muslims and victimization of Hindus Later that year, Mr Modi delivered on a second promise by introducing a law that ostensibly opened a pathway to Indian citizenship for persecuted minorities from neighboring countries but whose true motive lay in that it pointedly excluded Muslims In the northeastern state of Assam, a registration process had already been underway to disenfranchise Muslims if they could not provide elaborate documentation of their Indian citizenship The Bharatiya Janata Party s declared intention to establish a similar registration system nationwide hangs the threat of disenfranchisement over all of India s Muslims

The inauguration of the Ram temple delivered on the third and most important electoral promise It announced triumphantly the climax of the battle to turn India into a Hindu nation And yet after 10 years under Mr Modi s government India is more unequal than it was under colonial British rule In 2020 and 2021, it surpassed China as the largest source of international migrants to O E C D countries

H E sleepy pilgrimage city of Ayodhya in northern India was once home to a grand 16th-century mosque until it was illegally demolished by a howling mob of Hindu militants in 1992 The site has since been reinvented as the centerpiece of the Hindu-chauvinist new India promised by Prime Minister Narendra Modi In 2020, as Covid-19 raged unchecked across the country Mr Modi the leader of the Hindu right went to Ayodhya to inaugurate construction of a three-story sandstone temple to the Hindu god Ram on the site of the former mosque Dressed in shiny, flowing clothes and wearing a white N95 mask, he offered prayers to the Ram idol and the 88-pound silver brick being inserted as the foundation stone I traveled to Ayodhya a year later and watched as the temple was hurriedly being built But it seemed to me to offer not the promise of a new India so much as the seeds of its downfall Mr Modi s Hindu nationalism has fed distrust and hostility toward anything foreign, and the receptionists at my hotel were sullenly suspicious of outsiders There was no hotel bar a sign of Hindu virtue and the food served was pure vegetarian a phrase implying both Hindu caste purity and anti-Muslim prejudice Outside, devotional music blared on loudspeakers while bony, manure-smeared cows, protected by Hindu law, wandered waterlogged streets in the rain The souvenir shops at the temple displayed a toxic Hindu masculinity highlighted by garish shirts featuring images of a steroid-fed Ram all bulging muscles and chiseled six-packs Even Hanuman, Ram s wise but slightly mischievous monkey companion, appeared largely in the snarling Modi-era version known as Angry Hanuman which went viral in 2018 after Mr Modi praised the design After a decade of rule by Mr Modi and his Bharatiya Janata Party Hindu-majority India maintains the facade of a democracy and has so far avoided the overt features of a theocracy Yet, as Ayodhya revealed, it has, for all practical purposes, become a Hindu state Adherence to this idea is demanded from everyone whether Hindu or not This is not sustainable even if it seems

This forecast comes amidst expectations of steady tax-to-GDP ratios over the next five years

The IMF also predicts a gradual decrease in the debt-to-GDP ratios and general government expenditures over the medium term The primary fiscal balance is expected to range between 0 4% and 0 5% of GDP annually contrasting with last fiscal year s 0 9% deficit

However the IMF had previously projected a higher deficit of 7 6% in October, which has been adjusted to 7 4% based on recent data

Initially the government had projected the fiscal deficit at Rs6 9 trillion (6 53% of GDP), counting on a Rs 600 billion surplus from the provinces to reduce the deficit

During its spring meetings in Washington with the World Bank, the IMF released its fiscal monitor which forecasts the fiscal deficit to decline to 7 3% of GDP in FY25 before gradually reducing to 5 8% in FY26, 5 1% in FY27, and stabilizing at 4 6% in the following years
