clean chit to Faiz Hameed, agencies ISLAMABAD S TA F F R E P O R T The Faizabad sit-in commission has given a clean chit to the country s spy agencies as well as former spymaster Lt Gen (retd) Faiz Hameed, it emerged on Tuesday The commission observed that former high-ups of provincial and federal governments did not accuse the agencies or any other officials of extending facilitation to Tehreek-e-Labbaik Pakistan (TLP) protestors The commission further noted that no evidence was brought before the inquiry body However, the three-member inquiry commission has held the political leadership, including the then Punjab chief minister – incumbent Prime Minister Shehbaz Sharif – among others responsible for letting the TLP protestors enter the federal capital without any resistance due to fear of threats to their lives and apprehension of losing their vote bank “Since no one including the former Prime Minister, former Interior Minister, former law Minister, and former Chief Minister of Punjab accused intelligence agencies or any other official of the agency for extending facilitation to the protestors nor other evidence was brought forward, therefore, the Commission could not connect any organization or state official in supporting TLP to organise the dharna ” During the inquiry, the commission’s report read, Shahid Khaqan Abbassi Ahsan Iqbal Zahid Hamid Shehbaz Sharif and then Intelligence Bureau (IB) chief Aftab Sultan were asked specifically about the alleged role of agencies in facilitating the march They all denied the role of any organ or person of the state to have indulged in such an activity,” the report stated “Commission observed that Lt Gen (R) Faiz Hameed the then Maj Gen DG (C) ISI on the behalf of security establishment had to sign the agreement as a mediator between two parties which was with the permission of DG ISI and COAS, the report read, adding this was also concurred by then-interior minister Ahsan Iqbal and PM Abbasi The report further stated that the then interior minister told the commission that having no other alternative; the federal government had used the services of ISI in order to reach out to the leadership of TLP and finally signed an agreement upon which the protestors dispersed Based on the available record, the commission said, it appeared that the Faizabad sit-in was more due to lack of courage of conviction of the leader handling the issue and in particular the Punjab government saying it is the reason both the provincial and federal governments dithered in tackling the issue at the initial stage The report also said that the record suggested different stances of the federal government and Punjab government to deal with the issue While ex-PM Abbasi initially persuaded the Punjab government to contain the protest within the limits of Punjab ex-Punjab CM Shehbaz Sharif advised to let them proceed to Islamabad The commission was led by Syed Akhtar Ali Shah, a former civil servant, who also served as Khyber-Pakhtunkhwa s police chief It included Tahir Alam Khan, a former IG of ICT, and Khushal Khan an additional secretary at the Ministry of Interior The commission was tasked to identify those who planned financed and supported a sit-in at Islamabad s Faizabad area six years ago a dharna that had brought the little-known religious party TLP into the national spotlight The commission was also asked to recommend legal action against the planners and executors of the protest which disrupted lives in the twin cities of Rawalpindi and Islamabad between November 6 and November 27 2017 It was further asked to determine the role of the government high-ups In its report spread over 149 pages, 57 annexures & sub-annexures and one appendix, the commission has not only examined all relevant evidence related to the incident but described it to be an elaborate case study on the style of governance in Pakistan mentioning the major fault lines and lack of courage of conviction of the leaders to deal with a major crisis in accordance with the rule of law The commission observed that the more one examined the crisis generated due to TLP’s sit-in, the clearer one can see how policy gaps propel such protests and how efficiency effectiveness and rule of law which are essential attributes of good governance are missing from the scheme of things It noted that a lack of coordination between Rawalpindi Police and Islamabad Capital City Police was observed and, as a result, 277 people including police and Frontier Constabulary officials were injured while seven others were killed in Rawalpindi The report added that the commission of inquiry found unanimity among the statements of Shahid Khaqan Abbasi, Ahsan Iqbal, Shehbaz Sharif, Zahid reduction in electricity bills has been submitted to NEPRA for the third consecutive month The electricity bills for March were brought down from Rs 7 6/unit to Rs 4 92 per unit, said Power Division According to the sources, the request to increase electricity prices was filed in the context of monthly fuel charges adjustment (FCA) by the Central Power Purchasing Agency (CPPA) and NEPRA will hear The Pakistani government has long expressed its concerns over the continued existence of terrorist groups in Afghanistan, but the international community has been unable to adequately engage the interim administration on this matter A recent video appeared on social media showing TTP and Afghan Taliban commanders planning terrorist strikes in Pakistan, adding to Pakistan s assertions that the interim Afghan government has sheltered terrorist groups According to the UN the TTP receives consistent financial support from the Afghan Taliban These challenges were expected to occur following the premature withdrawal of US forces from Afghanistan The USA s rapid withdrawal from Afghanistan without forming a strong national militia or central government after a two-decade-long war creates suspicions that everything was done on purpose to keep the region volatile The latest strikes in Moscow by IS terrorists sponsored by the West fueled this notion even more

organizations to meet community needs Today this work is under assault by those who seek to erase our gains, fracture the community along sectarian lines, or silence our voices in US politics First a bit of history: Just six decades ago there was no organized Arab American community There were people of Arab descent in America most being descendants of World War I era immigration As that wave had come primarily from Syria or Lebanon, the organizations they formed emphasized their country-specific or village identities Palestinian clubs also brought together descendants of a few Palestinian villages As was the case with many other immigrant communities of this era, churches or mosques were the major institutions that organized the early immigrants of Arab descent After the freeze on immigration from the Arab world was lifted in the 1950s the numbers of Arab immigrants increased and grew more diverse with respect to their countries of origin and religious affiliations This change in the community s composition, coupled with the growing population of children and grandchildren of those who had come prior to and during the WWI era accelerated the formation of an Arab American identity The new and more diverse group of Arab immigrants and students who came to the USA during this time brought with them ideas of political pan-Arabism that had gained currency across the Arab world The offspring of the WWI generation of immigrants came to embrace an Arab American identity for different reasons They were mobile more integrated into American society and coming of age in a period of American life when a number of ethnic identity movements were born Instead of the narrower country, village, or sect-based identities, they were drawn to

those who shared their cultural heritage of language, music, and even food It was not ideology that brought them together, but a shared heritage Importantly, it was also Palestine an issue that was a part of the community’s shared heritage for two reasons

First it was understood to be an issue of a grave injustice done to the Palestinian Arab people many of whom had family in the USA, with their numbers growing as a new wave of immigrants came after the 1967 War

A second reason for Palestine growing in importance in shaping the Arab American identity was the discrimination and exclusion encountered by many Arab Americans regardless of their country of origin if they expressed sympathy for the Palestinian cause or even if they said nothing but were presumed to be pro-Palestinian because they were of Arab descent The “injustice over there” was compounded by an “injustice over here ”

While the earliest major national organizations the Association of Arab American University Graduates and National Association of Arab Americans were different in focus and composition, they shared a commitment to building a community based on a shared heritage and identity including the issue of Palestinian rights

They deemphasized divisions based on religious affiliation national origin or immigrant/native-born status This effort to build a unified voice proved easy for some, yet challenging for others especially during Lebanon’s long civil war Some who fled that conflict

brought their sect identity and grievances with them Tension between those who principally identified as Lebanese, Palestinian, or Syrian, or those who emphasized their Christian or Muslim identities also took a toll on the efforts to build a unified community Still we persisted

In 1980 former Senator James Abourezk and I launched the American-Arab Anti-Discrimination Committee to combat negative stereotypes of Arabs in media and popular culture, and discrimination in all areas of life

The community was ready As we traveled from city to city the events we held brought into our fold tens of thousands of Arab Americans from every generation country and religious affiliation I recall a 1981 dinner in Chicago of about 1,500 The local organizer began the night asking, in turn, for those from Lebanon, Palestine, Egypt, Jordan, and down the line to stand He finished by noting how wonderful it was that we had brought together such a diverse crowd with a shared identity and unity of purpose

After the devastation wrought by Israel s bombardment of Beirut, we launched a project “Save Lebanon” to bring wounded Lebanese and Palestinian children to the USA for treatment unavailable in Lebanon given the destruction of West Beirut s hospitals

After the children came and were sent to US hospitals and to the Arab American communities that had offered to host them, I heard complaints from a few in the community In one place they said, “we’re Palestinians and you sent us a Lebanese child (or vice versa) ” Or “we’re Christian and you sent us a Muslim boy (or vice versa) Still we persisted In the end each of the communities fell

in love with the children they hosted and embraced with pride what they had done for these innocent victims of war As I went from city to city raising money to bring more children I spoke about this embrace: “We brought the children here to heal them but in the end they healed us During the next decade we witnessed several key developments: the Jesse Jackson presidential campaigns, the first to welcome Arab Americans into the political mainstream; the strengthening and growth of Arab American institutions focusing on social services preserving and promoting our history and culture; the intense pushback by major pro-Israel American Jewish groups who called our community a fiction and pressured others to

constituency that is courted by political campaigns; Arab Americans elected to federal,

and

levels of government; social service and

agencies care for new immigrants and educate others about our contributions to

and

American Heritage Month become formally recognized by a presidential proclamation and celebrated by governors and legislatures in almost every state, due in large part to the work of the Arab America Foundation Of course, with this increased recognition has come increased pressure from those forces who seek to stymie our growth and silence our voices

HERE is a famous scene in Sasha Baron Cohen s 2012 comedy Dictator Dictator Aladeen participates in a 100-metre race that is part of the Olympic Games that he himself organised He has the pistol that announces the start of the race He fires it after he starts running As he runs ahead of his competitors he shoots anyone who comes close to him One by one all the runners fall down – either with a bullet wound or out of fear When Dictator Aladeen becomes visibly out of breath the people holding the ribbon that makes up the finish line start running towards him He crosses that ribbon and wins the race We are then told that he has won a total of 14 medals in the Olympic Games This scene has become quite popular on Indian social media since it was announced that elections for the 18th Lok Sabha will be held between April 19 and June 1 across the country People are commenting that what was parodied in that scene in the movie Dictator is actually happening in India today And they have ample reason to reach that conclusion Sure, India cannot formally be classified as a dictatorship but it currently cannot be classified as a functioning healthy democracy either There are in fact some undeniable similarities between the actions of fictional Dictator Aladeen in the 2012 movie and those of India s current rulers on the eve of the 2024 election Prime Minister Narendra Modi s ruling Bharatiya Janata Party, for example, launched its large-scale, statefunded election campaign long before the date for the election was announced and campaigning budgets for all parties were allocated Thus it had a head start over the opposition political parties Furthermore, just before the announcement of the dates for the 2024 elections, the government amended the rules for selecting members of the Election Commission overseeing the vote Earlier, the selection committee included the prime minister and the leader of the opposition as well as the chief justice of India This was to ensure some impartiality in the selection But this year the government abruptly changed the rules It removed the chief justice from the committee and replaced him with a government minister to be appointed by the PM This means that now the government’s opinion will be paramount in the selection of the Election Commission It is as if the captain of only one of the several teams participating in a game appoints the umpire What is then left to say about the impartiality of the Election Commission? Just after the announcement of elections, on March 21, Delhi Chief Minister Arvind Kejriwal, the leader of the opposition Aam Aadmi Party, was arrested by India’s financial crime agency, the Enforcement Directorate (ED) which alleged that he was the mastermind of a scam relating to Delhi s new liquor excise policy At the time of Kejriwal s arrest three more Aam Aadmi Party leaders Delhi Deputy Chief Minister Manish Sisodia Health Minister Satyendar Jain and Rajya Sabha member Sanjay Singh, were already in jail The Supreme Court recently granted bail to Singh, but it is looking highly unlikely that the other opposition leaders will be freed in time to participate in the election The Delhi High Court extended Kejriwal s judicial custody until at least April 23 earlier today These arrests are bound to have an impact on the opposition s election campaign And these are not the only opposition figures facing threats of incarceration and legal warfare in the run-up to the election Many opposition party leaders across the country have received notices and arrest warrants relating to various current and historical cases in the past few months On April 5 for example an arrest warrant was issued against former Bihar Chief Minister and Rashtriya Janata Dal Chief Lalu Prasad Yadav in a case related to the alleged illegal purchase of arms and ammunition in 1995-97 It is clear that investigating agencies of the government are trying to imprison or merely entangle in legal troubles leading opposition figures so that they are not able to devote full attention and energy to their election campaigns The government appears also to be targeting opposition institutions to limit their ability to run an effective election campaign Over the past month, India’s Income Tax Department served the main opposition Congress Party multiple tax notices worth hundreds of millions of dollars and recovered 1 35 billion rupees ($16 32m) in penalties from its bank accounts It also sealed the party s bank accounts leaving it with limited access to funds just weeks prior to the elections The Congress Party said they view the actions of the Income Tax Department as an effort to damage the party’s campaigning efforts, and thus as an attack on Indian democracy On April 1 the Income Tax Department told the Supreme Court that it would not pursue a 35-billion rupee ($420 million) payment from the Congress Party until after the completion of general elections in June, giving the opposition some breathing space Yet the tax payments are not the only tools utilised by the government against opposition institutions and actors Every day there is news of one or the other leader or prominent figure of some opposition party joining the BJP It is widely believed that these opposition figures are leaving their parties and joining the governing BJP as a result of intimidation and harassment from the government’s investigative agencies In 2019, former Maharashtra Chief Minister and Congress leader Ashok Chavan gave an interview to the Hindustan Times alleging BJP is using government agencies to threaten leaders in opposition Our leaders were threatened with inquiries he said Agencies such as the Enforcement Directorate and Income Tax were used to initiate action against institutions run by them Then they were assured protection from action if they joined the ruling parties Those who joined them were scared of action against them The ones who did not budge are still on the radar Since then Chavan himself has been threatened by BJP leaders with prosecution and incarceration He left Congress and joined BJP in February 2024 Earlier this month, the Indian Express published an investigation into opposition figures who crossed over to the BJP The journalists examined the cases of 25 opposition leaders facing corruption charges who left their parties and joined the BJP since 2014 They found that 23 of them got reprieves – three cases were closed and 20 were stalled, or put in cold storage , meaning no action is being taken against the accused India’s opposition parties are being hollowed out with such tactics Further such actions are causing the public to lose faith in the opposition and perceive opposition parties as institutions that are in disarray filled with people crippled with fear and unfit to govern Indian media also urging amendments to the Pakistan Standard Specification for all five types of cement This note recommends mandatory disclosure of manufacturing and expiry dates on cement packaging Despite being one of the biggest industries in the country, the cement industry in Pakistan has sidestepped this basic requirement for decades Cement s hygroscopic nature makes it susceptible to strength loss particularly after 4 to 6 weeks of storage The absence of manufacturing and expiry dates on cement bags poses a risk to consumers potentially leading to the purchase of expired products Not only is this a deceptive sales practice but it compromises the integrity of construction projects The practice is enabled by the Pakistan Standards and Quality Control Authority s (PSQCA) rules and regulations and allows the cement industry to reduce losses by selling overdue cement Currently all types of cement in Pakistan adhere to packaging standards set by the PSQCA The introduction of mandatory manufacturing and expiry date disclosures is a small step to empower consumers and foster true competition among brands The note by CCP emphasizes the need to align Pakistan s standards with international labeling practices to ensure consistency and transparency in the domestic market It also aims to address the disparity between domestic and export labeling requirements, thereby safeguarding the interests of local consumers The CCP in its note has condemned the omission of material information on cement packaging as deceptive marketing and advocates for the mandatory printing of expiry dates to protect consumer interests and promote fair competition within the industry An advisory has been sent to the All Pakistan Cement Manufacturers Association (APCMA) and its members urging compliance with the new labeling requirements to prioritize consumer safety and satisfaction Unpaid marking fees exceed Rs4 5b However, not disclosing manufacturing dates is not the only way in which cement manufacturers are deluding Pakistani consumers and authorities It may be worth mentioning here that during a previous meeting of the Senate Standing Committee on Science and Technology, it was revealed that the cement industry has not paid marking fees to the PSQCA for the past 15 years, resulting in outstanding dues of over Rs 4 5 billion as of June 2022 Despite inclusion in mandatory PSQCA rules as far back as the 1980s and 1990s the committee noted a lack of payment in fines imposed on cement units Marking fee here refers to a fee charged by the Pakistan Standards and Quality Control Authority (PSQCA) to cement manufacturers, for affixing the necessary quality marks on their products These quality marks signify that the products meet the required standards set by the PSQCA The marking fee is intended to cover the costs associated with quality testing, inspection, and certification processes carried out by the PSQCA to ensure compliance with national quality standards The lack of payments was condemned and concerns were raised regarding the prolonged vacancy of the DG PSQCA position for one and a half years The committee questioned the authority’s actions and recommended the involvement of the attorney general of the Supreme Court to address potential malfeasance in this instance However the issue of unpaid marking fees remains unresolved as the cement stabilisation by increasing tax-toGDP ratio, undertaking end-to-end digitalisation of FBR, reforming stateowned enterprises (SOEs) boosting exports increasing remittances improving the business environment and attracting foreign direct investments Sharing Pakistan s current economic landscape, he said the country had entered a much better shape this year than at the beginning of the last year, adding it had to do a lot with the nine-month SBA programme which in turn ushered in a macroeconomic stability for the country He said the country s overall GDP was moving in the right direction although the headline number was not that significant, however, different sectors were performing well He said, agriculture witnessed 5% growth owing to bumper crops; the services sector was moving quite well and inflation had come down from the peak of 37%-38% to closer to 20%-22% while the exchange rate was stable “So all of this has moved us in the right direction now we will take it forward from here [for which] we need in the first instance, permanence in the macroeconomic stability, adding the government had initiated discussion with the IMF on the larger and extended programme that would help put the economy on a sustainable growth path The finance minister was of the view that the timely decisions and timely executions were the key aspects to run even the smallest institution or the largest country on the planet He said Pakistan does not need too many policy prescriptions as “we have known what and why not for years but decades We know to focus on tax-aspect, tax-to-GDP,
