stakeholder and intercultural dialogue and collaboration, promoting a pathway towards positive and sustainable societal change The relevance of education and learning for sustainability in empowering youth is being highlighted by the movement in jobs and the economy towards green sustainable biobased and circular models Since climate change is a complicated problem young people need new ways to study and be educated in order to make positive changes in the world In order for recent graduates and the workforce as a whole to adjust to the movements in the global market towards sustainability it is imperative that the Higher Education Commission Ministry of Human Recourses and Overseas Pakistanis the ILO and UNDESA address the skills gap Giving young people the information abilities, and competencies they need will allow them to participate in discussions, choices, and actions that will affect their future well-being and employment opportunities

Learning by doing pedagogies for sustainability literacy can empower youth to become core stakeholders and collaborators towards a sustainable future However, the current post-truth timeframe requires a stronger framing of individual sustainability competences, such as research competences, information literacy, and critical and interpretational competences to enable students to critically reflect upon the complexity and uncertainty of sustainability issues The intertwined educational and organizational change poses challenges to higher education institutions, as they are doing so amidst educational reforms towards efficiency, accountability, privatization, management, and control

The need for educational reforms that incorporate holistic thinking and sustainability education into various educational spaces and disciplines is imperative Higher learning institutions should teach students through hands-on, practical, and solutionbased learning approaches, allowing them to understand and research the world, highlight the importance of problem-orientation and the need to act and decide within complex real-life problems where multiple perspectives must be integrated Universities and colleges can optimize their role as key agents of social change by comprehensively integrating sustainability education and learning into

Current education systems lack the necessary skills and worldviews for a sustainability-oriented society and job market Institutional programs often prioritize climate change and sustainability education hindering future employment and social cohesion To address this, educational programs should enhance critical thinking, holistic worldviews, and collaborations with stakeholders

Public and private sectors should develop programmes to support and empower young people with innovative ideas and community projects on sustainable development and climate change Integrating educational programs in Higher Education Institutions (HEIs) and incorporating ESD concepts into teacher education can help close the skills gap and ensure gender and social justice in young people’s involvement in the shift to a green economy especially in poor nations HEIs should prioritize their third mission societal impact and cross-sectoral approaches to remain relevant and active in globalized societies They should design programmes in foreign languages, create international institutional environments, adopt global educational approaches produce research relevant to global trends and grow multicultural communities Interdisciplinary research education and training of faculty members should be emphasized to address global issues The interdisciplinary approach helps faculty members develop skills and strengthen institutional bonds

Higher education is vital in promoting democracy and citizenship by developing critical citizenship skills, active democratic participation, and pursuing social and human rights through research, community engagement and service-learning Universities can serve as models for respecting human rights and democratic participation, and contribute to development needs by addressing economic, educational health and environmental problems

They also engage with societies contributing to the intellectual and cultural development of a critical citizenry, shaping world views, ideas, and social relations Universities must communicate the power of science to the public fostering critical public education and intellectual debate Research and scholarship are essential as universities play a significant role in the rise of an economy where knowledge production and development are valued for economic advantage

Higher education can play contradictory roles, contributing to radical and transformative changes while also undermining and reinforcing patriarchy and sexism Universities are subject to societal conflicts and contradictions and must navigate demand overload to meet various goals, imperatives, and expectations They must address and mediate this in principled, creative, and strategic ways, recognizing the legitimacy of certain claims while refuting others that could undermine their core identity and purposes

Indian cruise missile, encountered a mishap and crashed in Mian Channu tehsil District Khanewal Punjab Initially both the Indian Air Force (IAF) and the Indian Defence Establishment asserted that the incident was merely due to a technical fault, but in a matter of few days India took a big U-turn and claimed it could be a human error However this explanation was perceived as an attempt to veil existing flaws within India s defense safety and security protocols However after two years, the New Delhi High Court delivered a ruling indicating that the BrahMos crash in March 2022 was not solely attributable to technical malfunctions but also involved clear human error which resulted in such a precarious incident This incident had the potential to trigger an adverse response if met with a titfor-tat strategy from the receiver s end This analysis aims to critically assess how such a mistake could occur at a strategic level Nevertheless, even with the court s judgment there remain pertinent operational and bureaucratic technicalities that cannot be disregarded particularly concerning a militarily strategic delivery system Lt Gen (retd) Khalid Ahmed Kidwai, Former Director General Strategic Plans Division and current Advisor to National Command Authority , articulated in a policy statement that missiles could not be accidentally launched into a neighbouring country like bullets being fired from infantry rifles He emphasized that the pre-feeding of missile trajectory coordinates into the system required high-level approvals and extensive preparation, suggesting potential deliberate action by the Indian government before the missile was fired into Pakistani territory A challenge with this argument is that the Indian court of inquiry did not refute the prior feeding of waypoints into the missile s trajectory a practice claimed by Indian authorities as a war-preparedness measure They maintain that missiles require only minor adjustments to hit exact targets, implying a calculated approach rather than an accidental launch scenario Initial Indian explanations attributed the accident to technical malfunctions leading to bypassing of pre-launch checks but later human error was held responsible Some observers speculate that while a technical fault could have been the cause, the Indian government may have been hesitant to admit it, potentially However growth prospects still hinge on higher crop output improvements in manufacturing and a rebound in private sector investment contingent on factors such as progress in reform measures driven by increased confidence, reduced macroeconomic imbalances, achieving greater political stability, and improved external conditions

The weaknesses pointed out by the ADB reports are high inflation which would continue at about 25 percent in FY2024 driven by higher energy prices and may ease down to 15 percent in FY2025, if progress on macroeconomic stabilization continues In an effort to reign in the python of inflation, the State Bank of Pakistan has maintained a tightened monetary policy keeping the policy interest rate at 22 percent due to persistent inflationary pressures and external imbalances The SBP is expected to maintain a tight policy to lower inflation by five to

However political uncertainty remains a significant challenge, potentially hampering reform efforts and economic stability The projected growth rate of 1 9 percent in 2024 and 2 8 percent in 2025 is very low compared to any other countries of the region (India 7 percent Bangladesh 7 1 percent

China 4 8 percent)

If we factor in annual population growth rate of 2 percent the nominal GDP growth will be (1 9-2 0 1 in 2024), (2 8-2 0 8 percent in 2025) whereas a country needs a growth rate of at least 7 percent to absorb the addition of workforce which enters every year in the country s labour market Opportunities lie in attracting private sector investment through reforms, enhancing infrastructure to boost efficiency, and fostering regional cooperation to access new markets Threats including a global economic slowdown climate change impacts on real growth

Pakistan has been facing cyclic economic crests and troughs since the past 50 years marked by periods of impressive growth followed by setbacks triggered by political instability external shocks and natural disasters The "Asian Tiger" era of the 1960s and the remittance-fueled boom of the 2000s contrast with lows in the 1970s and 1990s due to political instability External shocks like the global financial crisis and wars, along with natural disasters such as floods and the recent pandemic, have further challenged economic stability These cycles underscore key vulnerabil-

ities including frequent changes in government that hinder long-term planning a heavy reliance on imports, and inadequate infrastructure leading to bottlenecks Moreover, persistent high government spending exceeding revenue has contributed to debt and inflation

In recent years Pakistan experienced impressive economic growth reaching 6 2 percent in 2022 across various sectors including agriculture, large-scale manufacturing, real estate, and IT However, this growth was overshadowed by political uncertainty triggered by a no-confidence motion against the prime minister followed by PTI agitation that disrupted governance These events contributed to a sharp decline in the value of the Pakistani rupee, imposed curbs on imports, and weakened production, consumption, and investment Additionally devastating floods further compounded the challenges faced by the economy This period of uncertainty persisted through coalition and interim governments, leading to an overall economic slowdown in fiscal year 2023 (ended 30 June 2023)

Over the past few years, subcontinental revolutionary poetry from the 20th century has been finding its way into films In 2016 Vivek Agnihotri s Buddha in a Traffic Jam featured an intriguing rendition of Faiz Ahmad Faiz s noted poem Chand Roz Aur The film aimed to expose the supposedly corrupt infrastructure of the Maoist movement in India and the role played by intellectuals in recruiting bright young individuals from college campuses for these movements The latest example is Habeeb Jalib s iconic Main Nahi Maanta, which makes an appearance in the trailer of JNU: Jehangir National University In the forthcoming film, writer-director Vinay Sharma offers a critique by proxy of Delhi s prestigious Jawaharlal Nehru University which has long been in the crosshairs of Hindutva supporters for fostering generations of iconoclasts and free thinkers

Both these films are part of a new kind of propaganda cinema in India that demonises Muslims vilifies left-leaning intellectuals glorifies Hindutva icons and belittles civil society In Buddha in a Traffic Jam, Faiz s poem provides the lyrics for a song that featured at a pivotal moment when the protagonist uncovers the connection between his college professor and the Maoist leadership in Bastar This revelation exposes a nexus that exploits the Maoist conflict for financial gain while deceiving both Adivasis and young urban recruits A full-throated supporter of Narendra Modi s government, Agnihotri coined the term “Urban Naxals” to smear city-based supporters of Maoist movements Over the years the term has gathered traction and is now copy-pasted to denounce every individual or organisation that criticises the government and its policies To speak, write or even to think in favour of the marginalised communities of the country is seen as an act of Naxalism It is ironic that a film so vehemently anti-left used a poem written by one of South Asia s most renowned communist intellectuals Faiz wrote Chand Roz aur while he was counting down the days to his release from a Pakistani prison in 1955 He was, in many ways, designated by the Pakistani state as their equivalent of urban Naxal Faiz forever the poet of the oppressed classes could never have expected that his own words would one day be used to malign people like him Another of Faiz s classics, Hum Dekhenge, found its way into the controversial The Kashmir Files in 2022 a gross oversimplification of the Kashmir conflict It demonised Kashmiri Muslims presenting the entire community as willing

Naxals into The Kashmir Files In one scene, students and professors at a university in Delhi sing Hum Dekhenge as they protest the way ordinary Kashmiris are treated by the authorities Faiz’s poem is used to denigrate members of civil society as active collaborators in the exodus of Kashmiri Hindus The substance of the poem was mocked while at the same time, its catchiness and emotion were shamelessly commodified It was a conscious effort to erode the potency of revolutionary art itself Hum Dekhenge was written by Faiz in 1979 during the tenure of Zia Ul Haq s military regime in Pakistan which heralded a decade of authoritarian rule and forced Islamisation Faiz faced prison, exile and death threats as he stood against the oppression of the state Habeeb Jalib wrote Main Nahi Maanta which can be heard in a song in JNU: Jehangir National University in the 1960s in an act of resistance against General Ayub Khan s dictatorship in Pakistan The poem earned its author a jail term and became an anthem of defiance that many when faced with the might of authority still hold on to as a symbol of rebellion Since it was first uttered in 1962 to protest Ayub Khan s formulation of a new Pakistani constitution, the poem has found voice during many social protest movements in South Asia This time, however, it is aimed not at military dictators or authoritarian regimes but college students A central theme in Hindutva politics has been the adoption of a subaltern identity – an identity traditionally associated with marginalised groups such as Adivasis and members of the lower castes as well as by religious minorities The Hindutva movement seeks to reshape this narrative portraying itself as a vulnerable group that is under constant threat and has been consistently wronged In this revised narrative, the true subalterns have been transformed from being perceived as threatened to being perceived as a threat themselves So it isn’t surprising when producers of Hindutva pop culture appropriate literature and art from subaltern and revolutionary movements Of course, art belongs to all and it is the consumer of art who eventually decides what to make of it Faiz and Jalib do not belong exclusively to any group of people neither does their poetry The poetry of Faiz and Jalib speaks to universal themes and sentiments However it is crucial

challenge as a recent national anti-polio campaign encountered resistance from a significant number of parents According to media reports over 63,000 parents across Pakistan refused to vaccinate their children during the campaign with a significant majority from the province of Sindh The breakdown of the refusal rates by province is as follows: 38 749 parents in Sindh declined the drops followed by post-arrest bail after he was arrested following a video showing him torturing a female passenger and two children on a moving train went viral on social media A spokesperson for the Pakistan Railways A p r i l g RISE IS PRIMARILY ATTRIBUTED TO COUNTRY'S IMPROVING POLITICAL AND ECONOMIC CONDITIONS PR OFIT M O N I T O R I N G D E S K The federal government borrowed Rs 2 809 trillion from banks for budgetary support during the first nine months (July-March) of FY24 marking a 138% increase compared to the same period in FY23 according to the data shared by the State Bank of Pakistan Overall, the federal government raised Rs 4 842 trillion from scheduled banks during this period, compared to Rs 2 033 trillion in FY23 In contrast, provincial governments demonstrated a healthier financial outlook collectively repaying Rs 315 4 billion to the SBP during the review period The Balochistan government returned Rs 68 7 billion Khyber Pakhtunkhwa repaid Rs 40 5 billion Sindh returned Rs 41 8 billion, and Punjab made a repayment of Rs 164 22 billion to the SBP during the period under review Moreover the AJK Government and Gilgit-Baltistan Government retired Rs 17 7 billion and Rs 1 1 billion respectively during the same period The federal government s persistent fiscal deficit challenges over the past two years have necessitated increased domestic borrowing To address this, the government plans to borrow around Rs 5 trillion in the final quarter (April-June) of FY24 through the issuance of treasury bills and bonds This includes Rs 2 49 trillion from commercial banks through long-term security papers and Rs 2 475 trillion through the auction of Market Treasury Bills (MTBs) F e d e r a l g o v t b o r r o w s R s 4 . 8 t r n f r o m b a n k s i n 9 M F Y 24 g GOVT PLANS TO BORROW RS5T IN FINAL QUARTER (APRIL-JUNE) OF FY24 KARACHI S TA F F R E P O R T Netizens went furious over a disturbing incident as an officer of Airport Security Force (ASF) mistreated a young girl at Jinnah International Airport Karachi callously throwing a young girl onto the ground after forcefully grabbing her by the hair In a statement an ASF spokesperson confirmed the authenticity of the video but said that the officer was responsible for his action, not the entire force The incident captured in the video, which has gone viral on social media took place at the International Arrivals section of Jinnah International Airport Karachi In the footage a young girl viral on social media can be seen eagerly running towards her father who had arrived from abroad However, the ASF officer heartlessly stopped the underage child and threw her to the ground by grabbing her hair Following the disturbing act, the distraught girl burst into tears and ran towards his father and embraced him tightly The video ignited a firestorm on social media prompting authorities to took action against the responsible officer An ASF spokesperson has confirmed that the video is authentic but added that the officer was responsible for his action not the entire force In response to a query an Airport Security Force spokesperson stated that this was an old, isolated incident and an individual act by the officer in question The spokesperson emphasized that such inappropriate behaviour is strictly prohibited, and disciplinary action has been taken against the officer The ASF unequivocally stated that they do not tolerate any form of misconduct or mistreatment Social media users including former national cricket team captain Shahid Afridi have expressed their dismay over the incident Afridi, in a tweet, expressed his deep sorrow, mentioning that the innocent girl ran towards her father for the first time, unaware that a heartless person would callously throw her to the ground He emphasized that anyone incapable of showing empathy towards children should not be entrusted with any public-facing responsibilities N e t i z e n s f u r i o u s o ve r A S F o f f i c e r w h o m i s t r e a t e d g i r l a t K a r a c h i a i r p o r t
