B B A S Pakistan s economy has been facing tough circumstances over the last couple of years The closing of FY24 marks a rebound in the economy and restores some form of stability to the country In a detailed briefing at the Annual Plan Coordination Committee (APCC) meeting the economic performance of Pakistan for the fiscal year 2023-24 was reviewed, alongside the proposed plan for 2024-25 As per details shared by the Ministry of Planning Development and Special Initiatives after the APCC meeting despite facing considerable challenges at the outset Pakistan s economy showed signs of recovery by the end of the fiscal year, achieving a moderate growth rate of 2 4% Economic Performance in 2023-24 The agricultural sector emerged as the primary driver of this growth recording an impressive 6 3% increase This robust performance was attributed to bumper harvests of key crops such as wheat, cotton, and rice In contrast, the industrial sector experienced a modest growth of only 1 2%, hampered by a slowdown in large-scale manufacturing activities Nevertheless segments like mining and quarrying small-scale manufacturing and construction saw positive contributions The services sector grew by 1 2%, driven by slight improvements in wholesale and retail trade which expanded by just 0 3% Similarly transport storage and communications sectors reported a minimal growth of 1 2% reflecting subdued demand On the fiscal front, total revenue collection surged by 41% from July to March 2023-24, surpassing the 36 6% increase in total expenditure Tax revenues rose by 29 3% while non-tax revenues soared by 89 8% However markup expenditure remained a significant burden constituting 40% of total expenditure Inflation averaged at 26% during JulyApril 2023-24, a significant number yet a small improvement from the 28 2% recorded in the same period the previous year A declining trend in inflation has been noted since January 2024 offering some respite to consumers The external sector faced numerous challenges initially but saw improvements due to the narrowing of the current account deficit, inflows from the International Monetary Fund (IMF) and other foreign donors and measures taken by the government and the State Bank of Pakistan (SBP) These factors collectively helped stabilize foreign exchange reserves and the exchange rate Economic Outlook for 2024-25 As per the committee, the economic outlook for 2024-25 appears positive with a growth target set at 3 6% This optimism is contingent upon several factors including political stability a stable exchange rate and continued macroeconomic stabilization under the IMF s program Additionally anticipated decreases in global oil and commodity prices are expected to provide a boost The agricultural sector, benefiting from a high base effect is projected to grow by 2% The industrial sector is expected to recover with a targeted growth of 4 4% supported by a predicted 3 5% increase in large-scale manufacturing Enhanced inputs and energy supplies, bolstered by lower global oil and commodity prices, are expected to drive this growth The services sector is also forecasted to expand by 4 1% supported by the expected growth in commodity-producing sectors Investment is anticipated to rise, with the total investment-to-GDP ratio expected to increase from 13 1% in 2023-24 to 14 2% in 2024-25 This improvement is attributed to the expected economic turnaround a better business environment and political stability National savings are targeted at 13 3% of GDP Fiscal consolidation measures are expected to narrow the fiscal deficit, while domestic average inflation is projected to moderate to 12%, driven by falling global inflation A detailed plan for said measures is expected to be announced in the upcoming budget Meanwhile APCC also approved the Public Sector Development Program (PSDP) at Rs 1221 billion for the upcoming fiscal year 2024-25 The APCC noted that Ministries/Divisions initially requested Rs 2 8 trillion for projects However due to fiscal constraints the essential funding requirements were discussed with the Ministry of Finance Consequently, the provisional size of the PSDP WH I L E Power Minister Awaid Leghari held a press conference to defend the federal government’s present policy of carrying out loadshedding on feeders which did not pay their bills National Electric Power Regulatory Authority Chairman Waseem Mukhtar said that the policy was illegal, and required the government make amendments in the Act At the moment, NEPRA insists that power Distribution Companies which carry out so-called revenue-based loadshedding are acting illegally and are being fined including Rs 50 million each slapped on five DISCOS in April On the other hand Mr Leghari insisted that revenue-based loadshedding was necessary to prevent the circular debt from growing Rs 1 2 trillion a year, and thus leading to further hikes in the electricity tariff There are two issues which need to be teased apart First, the need to prevent electricity theft, and second, why the government needs to appear all tough and macho on this issue The DISCOs are carrying out this revenuebased loadshedding at the height of the hot weather thereby subjecting consumers to the heat irrespective of whether they have paid their bills or not What the DISCOs will not do is reduce their line losses, or take any action to prevent that theft Why should they? OV E R the past century the surge in greenhouse gas emissions has propelled global warming to the forefront of our planet s challenges With a temperature increase of 0 74°C, Earth has witnessed profound shifts in climate patterns ushering in a cascade of natural disasters such as cyclones floods famines and droughts Climate change marked by these events has inflicted a range of detrimental impacts including habitat degradation deforestation disruption of aquatic ecosystems, shifts in animal migration patterns, species extinction, and alterations to plant growth cycles Despite contributing minimally to global greenhouse gas emissions Pakistan bears a severe brunt of the consequences of global warming The shifting climate poses a grave threat to Pakistan s rich biodiversity, accelerating habitat degradation and putting numerous species at risk of extinction, thereby jeopardizing both environmental sustainability and livelihoods Moreover the escalating frequency of natural disasters such as floods and droughts not only displaces communities but also strains the nation s infrastructure Over the last five decades Pakistan has witnessed a surge in tropical cyclones, coinciding with a noticeable increase in annual mean surface temperatures This phenomenon has been exacerbated by a decline in cloud cover and an uptick in sunshine hours particularly evident in central Pakistan Notably Pakistan holds records for some of the most extreme weather events globally including the highest temperatures ever recorded on Earth at 53 7 C (128 7°F) in Turbat, Balochistan (May 28, 2017), and Moenjo Daro, Sindh (May 26, 2010) Similarly, Islamabad set a world record for rainfall with 620 mm (24 inches) in just ten hours on 23 July 2001 Furthermore the Karachi Tidal Station highlights a steady increase of 1 1 mm per year in mean sea level over the past century resulting in rampant coastal erosion and the loss of approximately 80 acres of land daily Pakistan ranks 125th on the Human Development

Index and is anticipated to experience climate changes above the global average The country s susceptibility to various natural disasters significantly contributes to its long-term mortality rates Factors such as high poverty levels, malnutrition, societal marginalization, and political instability exacerbate its vulnerability to such disasters Ranking as the 8th most vulnerable nation to climate change in the 2023 Global Climate Risk Index by Germanwatch Pakistan incurs an annual cost of $14 billion equivalent to five percent of its GDP Climate variability has dire consequences for food security, leading to widespread malnutrition and catastrophic weather-related events, resulting in countless households grappling with food shortages nationwide Furthermore Pakistan contends with an annual median probability of severe meteorological and hydrological drought with probabilities ranging from 25 percent to 65 percent across the country Projections indicate a heightened risk of meteorological drought across all emissions scenarios, with substantial expansions of ecological zones exacerbating drought occurrences thereby inflicting significant damage to crops and livelihoods A study by the World Bank and Asian Development Bank (2021) reveals that Pakistan is facing a significant increase in global temperatures, with a potential rise of 1 3°C to 4 9°C by 2090 This rise is expected to be stronger than average, putting pressure on human health, livelihoods, and ecosystems Changes to Pakistan’s rainfall and runoff regimes are uncertain but an increase in drought conditions is likely Extreme climate events are expected to increase increasing disaster risk particularly for vulnerable poor and minority groups Flooding is expected to affect around 5 million people by 20352044 and 1 million annually by 2070-2090 Projections suggest yield declines in key food and cash crops and temperature increases are likely to strain urban dwellers and outdoor labourers increasing the risk of heat-related sickness and death Climate change is creating uncertainty for Pakistan s water supplies, especially in the Indus Basin The Karakoram glaciers are predicted to be impacted by variations in seasonality and yearly rainfall brought on by climate change

R A D E between Pakistan and India has remained a casualty of political tensions and wars between the two rival neighbors The Kashmir issue has been the bone of contention for seven decades, affecting the relationship between the two countries and hindering trade The Indian government’s decision to remove the special status of Kashmir in August 2019 resulted in the suspension of bilateral trade between the two countries Since then trade has remained almost nonexistent The newly formed government in Pakistan has shown a willingness to resume trade with India which is a good sign for Pakistan’s economy as it could yield positive outcomes for Pakistan by tapping into the missing market The unending rivalry between India and Pakistan has hindered regional economic integration South Asia used to be a single large market a few decades ago with free mobility of goods, services, skilled labour, and capital investments Despite being composed of countries with common cultural historical and administrative backgrounds with a very well-connected infrastructure it remained the least integrated region around the world On the other hand, East Asia with countries having little common ground historically with diverse backgrounds has emerged to be the second most integrated region around the globe after the European Union Political tensions and rivalry among two major countries stand out to be the primary explanatory variable among others responsible for this confusing puzzle According to a report of the World Bank, bilateral trade between India and Pakistan is having potential of $37 billion However the current volume of bilateral trade between the two countries is $1 35 billion falling greatly behind its true potential Currently trade through third countries, mainly the UAE, is the only channel Based on empirical evidence of examination of specific sectors, trade between these two countries is a win-win situation In addition, when the top two deciles of the income distribution are combined India has a middle class of around 340 million individuals with growing purchasing power comparable to that of southern Europe, whereas Pakistan s middle class is estimated to be 84 million Even a 10 percent share of the Indian middle-class market would double the size of Pakistani corporations and firms Thus, the true realization of this potential can bring positive outcomes for Pakistan Embracing trade with India can boost growth in Pakistan Pakistan s exports could increase by 80 percent with a significant impact on GDP and employment According to another study of the World Bank, India accounts for 80 percent of Pakistan s total unrealized potential of trade Exports of Pakistan stood at $12 2 billion in the first five months of FY24 If trade had been ocurring with India this could be $25 billion higher than the current volume of exports reflecting the positive impacts that this trade can bring Moreover, trade with India can also enhance productivity through competitiveness pressure in the domestic market in Pakistan By tapping into the missing market Pakistani entrepreneurs can drive innovation and make their entrepreneurial ventures flourish India is among the top exporters of wheat and Pakistan can benefit from it in mitigating the impact of back-breaking inflation on the poor strata of population In addition, trade with India is also beneficial for Pakistan’s energy sector

The immediate effects of climate change could not be as big as the demand from people and inadequate irrigation and storage infrastructure Seasonal variations decreased runoff and the melting of glaciers are all expected effects of longterm temperature increases Pakistan s important concerns are the depletion of reservoirs and the strain on groundwater, significant land degradation, desertification and dryland expansion due to human activities such as overgrazing over-exploitation of water resources over-cultivation and excessive fertilizer use Established in 2019 the Ministry of Climate Change in Pakistan aims to tackle climate change adaptation, enhance energy conservation, and optimize fuel mix usage Forecasts indicate that shifting weather patterns will result in more severe droughts, heatwaves and intensified tropical cyclones To counter these challenges it is imperative to implement policies aimed at mitigating floods and droughts curbing greenhouse gas emissions and adopting adaptation and mitigation strategies This includes investing in climate-resilient agriculture, implementing water conservation measures, and transitioning towards renewable energy sources International collaboration is paramount as addressing the impacts of global warming necessitates collective action to secure a sustainable future for forthcoming generations Pakistan must address declining agricultural productivity, bolster urban resilience, expedite the transition to sustainable energy and low-carbon transportation, enhance human capital and align financial policies to support climate initiatives These efforts entail restructuring subsidies promoting climate-resilient agricultural practices reducing energy expenses and enhancing water sanitation, and educational facilities A comprehensive financing strategy, involving both private sectors and international support, is essential for achieving sustainable and inclusive development Given Pakistan’s vulnerability to the adverse effects of climate change urgent global action is imperative to avert heatwaves and safeguard lives The writer has a PhD in Political Science and is a visiting faculty member at QAU Islamabad He can be reached at zafarkhansafdar@yahoo com and tweets @zafarkhansafdar

brewing controversy over social media post PTI Central Information Secretary Raoof Hasan on Friday asserted that the official X account of party founder Imran Khan was being operated from United States as its social media team was based in US “PTI founder Imran Khan is in jail and cannot upload videos on X himself The PTI social media team which operates from United States (US), handles the party s accounts , Raoof Hasan claimed while talking to a private news channel The PTI spokesperson clarified that Imran Khan was unaware of the video related to Sheikh Mujibur Rahman and the party s assembly members may have retweeted the video in their personal capacity He also stated that an inquiry will be conducted within the party regarding the video issue
Hasan claimed that he had not seen the video due to ‘personal engagements’, but if there is anything objectionable in the video he will discuss it with the social media team which is based in US
He added that if the video is against the party s narrative, it will be rectified Hasan also said that they will fully cooperate if any agency wants to investigate the matter
The PTI leader further said that party founder has not been using his X official handle since his imprisonment, and the party does not have control over digital media
The spokesperson stated that the individuals managing the party’s social media accounts are not party employees and Imran Khan had made a decision regarding the X handle at some point but it was not implemented
He announced that a system will be put in place to ensure that the X handle is operated with proper clearance in the future

The text of the letter stated that anti-state propaganda was disseminated through the official social media account of the PTI founder, targeting institutions, particularly the Pakistan Army

Leghari in a press conference on Thursday defended the suspension of power supply to areas with high pilferage and poor bill recovery This practice, however, has been declared illegal by the National Electric Power Regulatory Authority (Nepra) Economic load-shedding has been in practice for six years now and will continue until distribution companies reduce losses and costs, said the minister He warned that without this measure, the circular debt would rise by Rs1,200 billion per annum and consumer tariffs would increase by Rs5-6 per unit On the same day Nepra chief Waseem Mukhtar stated that if the government wanted to continue revenuebased load-shedding, it should amend the Nepra Act Mukhtar emphasised that the regulator ’s decisions were based on the law Last month Nepra fined five distribution companies Rs50 million each for implementing revenue-based load-shedding violating laws that protect honest consumers Revenue-based load-shedding, introduced over a decade ago in Karachi and later adopted by other distribution companies with federal approval, has been ruled illegal by Nepra The regulator stated that collective punishment for all consumers due to the actions of a few is not permissible under the Nepra Act of 1997 and the Performance Standards (Distribution) Rules of 2005 During the press conference, Leghari pledged to bring transparency to the power sector He announced that power companies would publish daily demand, supply, and load-shedding data through their websites, statements, and the Roshan Pakistan app Leghari acknowledged that the total electricity demand had peaked at 25 820MW with only 21 588MW being supplied The shortfall of 4 232MW was attributed to high-loss feeders He explained that feeders with 20 to 80 percent losses were subject to 15-16 hours of power cuts to prevent economic collapse He cited specific regions facing high losses, including 350 feeders in Khyber Pakhtunkhwa, 150 in Punjab, 700 in Sindh and 80-90 in Balochistan These areas are under a policy of controlled electricity supply to minimize financial losses and circular debt As losses decrease, load-shedding is expected to end completely The energy minister noted that feeders with less than 20% losses have also faced power cuts due to technical faults or maintenance He mentioned examples of feeders in Lahore Multan Gujranwala and Faisalabad
