package last summer had helped Pakistan avert a sovereign default but, to secure it, the country had to revise its budget and raise interest rates taxes and electricity and gas prices As a result during the period Pakistan struggled through inflation as high as 38%, historic depreciation in its currency, and contraction of the economy Pakistan will also look to bonds in the international market to help stabilise its economy Aurangzeb said at Friday s briefing adding that in the meantime work is being done on panda bonds Once our credit rating improves, we will be going to the international market for bonds he said The finance minister has been keen to capitalise on Pakistan s relationship with China and had earlier also expressed his intention to tap into the Chinese bond National Savings Schemes, marking adjustments across various instruments This move reverses a trend of rate decreases observed over the past three months Return rates for Special Savings Certificates (SSC) have been adjusted upwards by 20 basis points (bps) to 15 80% up from 15 6% Regular Income Certificates (RIC) now offer a 14 76% yield, reflecting a 12bps enhancement from the previous 14 64% The latest increases were also applied to Bahbood Savings Certificates (BSC) Pensioners Benefit Account (PBA) and Shuhadas Family Welfare Account (SFWA) with each now yielding 15 60% following a 24bps increase Conversely ShortTerm Savings Certificates (STSC) experienced a decrease in rates by 76bps, bringing the new rate to 19% The rates for Defence Saving Certificates (DSC) Savings Account (SA) Sarwa Islamic Term Account (SITA) and Sarwa Islamic Saving Account (SISA) remain unchanged at 14 40% 20 50% 18 54% and 20 50% respectively The adjustments became effective from March 19, 2024 Earlier, action includes Rs7 78 trillion through reverse repo OMO and Rs398 billion through Shariahcompliant Modarabah-based OMO The 7-day and 28-day reverse repo saw an injection of Rs784 35 billion and Rs6 distribution companies in Pakistan, known as Discos, have filed petitions with the National Electric Power Regulatory Authority (NEPRA) to raise electricity tariffs by approximately Rs5 This increase aims to recover an estimated Rs750 billion for the 2024-25 fiscal year, attributed to adjustments in Multi-Year Tariff (MYT) components among other factors The companies and their respective revenue requirements are as follows: Quetta Electric Supply Company (QESCO) at Rs236 945 billion, Gujranwala Electric Power Company (GEPCO) at Rs376 204 billion, Multan Electric Power Company (MEPCO) at Rs160 Bank AL Habib (BAHL) and Allied Bank Limited (ABL), on Friday obtained licenses for the commencement of operations of their exchange companies This development is in line with the reforms introduced by the State Bank of Pakistan (SBP) last year to curb illicit practices in the currency market Bank AL Habib Limited (BAHL) informed the Pakistan Stock Exchange (PSX) that the SBP has issued the license for the commencement of operations to AL Habib Exchange Company (Private) Limited a fully-owned subsidiary of the bank The issuance of the operational license to Bank Al Habib by the SBP follows the prior issuance of the Certificate of Incorporation to the exchange company by the Securities and Exchange Commission of Pakistan (SECP) Similarly, Allied Bank Limited (ABL) shared with the PSX that it has also been issued a license by the SBP for the commencement of operations to ABL Exchange (Private) Limited ABL announced in September last year to establish a wholly-owned exchange company, with an initial capital of Rs 1 billion On Friday the State Bank of Pakistan also granted a no objection certificate (NOC) to the Bank of Punjab for the establishment of an exchange company under the name BOP Exchange Company (PVT) Limited It is better to recall that the central bank in September 2023 made a decisive move and with the full force of the state launched a crackdown on exchange companies The SBP also unfurled a sweeping set of reforms targeting exchange companies and ordered the top ten banks to set up exchange companies While the National Bank of Pakistan and Habib Weekly SPI falls by 1.13pc, despite annual inflation jump PR OFIT N e w s D e s k In the latest update from the Pakistan Bureau of Statistics (PBS) for the week ending on March 21, 2024, the Sensitive Price Indicator (SPI) for the Combined Group has seen a downturn of 1 13% on a week-over-week basis This shift comes in contrast to the annual figure where the SPI has surged by 29 06% compared to the same period in the previous year The Combined Index was noted at 323 50, marking a decrease from the prior week’s 327 21 yet showing a significant climb from 250 66 recorded a year ago The review encompassed 51 items with findings indicating that prices for 9 items (17 65%) advanced, 17 items (33 33%) experienced a decline, and 25 items (49 02%) remained unchanged Significant reductions were seen in the prices of several essential commodities including tomatoes (36 73%) onions (19 58%) potatoes (4 02%) garlic (2 87%) and pulse mash (1 25%) Conversely, price hikes were observed in LPG (1 49%), shirting fabric (0 74%), beef (0 53%), broken basmati rice (0 48%) and mutton (0 42%) The SPI s weekly performance varied across different income groups with reductions ranging from 0 91% to 1 83% The most considerable decrease of 1 83% was recorded in the lowest

PR OFIT N e w s D e s k The Federal Government has sanctioned the creation of two new special large taxpayer zones in Balochistan and Khyber-Pakhtunkhwa (K-P), aimed at enhancing tax operations within these regions The zones will be operational under the Regional Tax Office (RTO) in Quetta and Peshawar respectively This decision was ratified by the Federal Board of Revenue s (FBR) Board in Council, led by FBR Chairman Malik Amjad Zubair Tawana The proposal presented by Mir Badshah Khan Wazir the Member of Inland Revenue Operations received approval during a recent meeting The initiative aims to streamline tax administration and improve revenue collection in these provinces The establishment of these zones follows a comprehensive review of ongoing litigation at the Supreme Court of Pakistan regarding the jurisdictional transfer of taxpayers The FBR s move is seen as an effort to address these legal challenges while ensuring efficient tax collection mechanisms are in place Under the FBR Act of 2007 the Board in Council retains authority over strategic and policy matters, delegating operational decisions to its members This structure is designed to facilitate taxpayers and ensure prompt decision-making The newly approved taxpayer zones will adhere to this governance model with the FBR continuing to oversee strategic and policy-level decisions Notifications regarding their establishment will be issued by the Member of Inland Revenue Operations as directed by the FBR Board in Council

The importance of a message delivered to all major parties should indicate the seriousness of the federal government, and its commitment to the reform process, which will not take place merely so that the IMF can tick off some boxes on a form, but because they quill enable the country to attract foreign investment not because it is something the country needs, but because it is good business for the foreigner making the investment At the same time, it is perhaps welcome that the PML(N) especially, as well as others, are making the right noises about realising that the need is upon us to do things differently

H E Muslim period of rule (8th century to 1857) has had no conflict, riots, or, violence, in its entire history PreMughal as well as the entire tenure of the great Mughals had a glorious and remarkable harmony among the Muslims and Non-Muslims of the whole empire in Sub-Continent (comprising the states of today s SAARC) It was the British, who destroyed not only the great Mughal Empire, but also, badly damaged the historical harmony of the two- The Muslims and Non-Muslims A very important difference was that the Muslims may have come to the Subcontinent as foreigners but they never went back There may have been exceptions, just as there was the occasional Englishman who remained in India, but overwhelmingly, Muslims remained in the Subcontinent One reason may have been the giving of estates The immigrants to India were granted estates not as an incentive to settle but as salary All land was evaluated, and when someone was given a salary with a certain cash value, he was given an estate to which he had the right of collecting the revenue as salary British officials were given cash salaries Because of this the British people s case was quite different from that of Muslims At first they came not to live or to rule but just for trade They arranged and managed their trading companies, by which they played backdoor political dirty games to capture the locals and their ruling authorities “The East India Company then became a ruler body It ruled from 1767 to 1857 A D When the freedom fighters Indians of all races under the great command of the last Mughal Emperor Bahadur Shah Zafar, were defeated by the company s forces the whole Empire of the great Mughals went in to the hands of the Crown From 1767 to to 1947 during the whole British period the British people never merged themselves or their culture They always treated themselves all above from all Indians There had been a few instances of Englishmen marrying Indian women, but even these ceased After 1857 especially the great fear of the British became another Mutiny This may be why the products of mixed marriages were not absorbed into the colonizing class, but were treated as a separate class of Native, the Anglo-Indians The Mughals married across the religious divide and at least from the time of Akbar every Mughal Emperor married one Rajput princess Even the Emperor thus might be the result of a mixed marriage They considered themselves only as the rulers and to Indians as their colonial slaves The British treated themselves as Lords Vice Roys rulers representatives of the Crown and Christ of Britain There was no interaction with any Indian human race not at all There was no harmony unity or integration with the English people by the Non-English people The Cruel policy of Divide And Rule was implemented on all Non-British by the British Ultimately they wished and knew very well that the day would come soon or later when they - The British quit India and Indians And at last in the month of August in 1947 they ran out forever from the Subcontinent Muslim rule in India has left behind large numbers of Muslims but there is no parallel in India, except perhaps Goa (but that is because of Portugal) and arguably some of the NorthEastern states One major difference was that Muslims never owed allegiance abroad In short
it became plain that the Mughal Emperor owed no allegiance to the Osmanli Caliph It was only after the fall of Bahadur Shah Zafar that Muslims began reciting the name of the Osmanli Caliph in the Friday sermons where previously that of the Mughal Emperor was recited
V E RY year the people of Pakistan celebrate 23 March as Pakistan Day with great enthusiasm and zeal But this time this day has come at a time when Pakistan is facing multi-faceted internal and external challenges, which are worrying all the citizens Analysts agree that in the post-election scenario Pakistan’s multiple crises and challenges would increase and the stakes for the new coalition government would be enormously high The most immediate task for the government would be to negotiate a new bailout agreement with the IMF, which has started, as the country has to seek a new loan of at least $6 billion to repay debt due this year to avoid a default and stabilise the economy In the recent election Nawaz Sharif s party the PML(N) has gained a simple majority while the leadership of the PTI claims the election results had been changed to divest the party of a two-thirds majority in Parliament the PTI-backed independents have emerged as the largest group in the Lower House With the support of other parties especially the PPP Mian Shehbaz Sharif PML(N) leader secured a comfortable win over the PTI and PTI leader Omar Ayub became opposition leader The newly elected National Assembly met for the first time with lawmakers taking oaths amid protests on the floor of the House by supporters of the Sunni Ittehad Council and PTI Similar practice continued in the provincial assemblies In his maiden speech in the National Assembly Premier Sharif listed the frail economy and precarious security situation as challenges and invited all the political entities to pull the country out of the crisis The PML(N), PPP and some other political parties also asked the PTI for cooperation so as to achieve political stability But the PTI leaders refused any such collaboration alleged rigging in the elections Following PTI blame game JUI(F) chief Maulana Fazlur Rehman who had confirmed the contacts with the PTI, announced on March 3, that the party will sit on opposition benches and organize a nationwide movement against the alleged vote rigging But the PML(N) and some other parties opine that if elections were rigged or establishment interfered against the PTI PTI-backed independents would not have swept the polls in KP winning 91 out of 113 seats with PTI leader Ali Amin Gandapur elected CM

Aminister Hossein Amir-Abdollahian travelled to Jeddah for a meeting of the Organisation of Islamic Cooperation Iran’s message was understated but clear: we don’t want war Absent this channel the risk of misreading intentions of the different players in the region would have been considerable Since then Iran and Saudi Arabia have had a flurry of meetings and visits This hasn t stopped Tehran from slowly deploying its friends with guns as the war in Gaza drags on first Hizbollah in Lebanon then Shia militias in Iraq and Syria and of course the Houthis ostensibly in support of Hamas and the Palestinians But there are two wars running in parallel in the Middle East They look indistinguishable in the headlines, but they are in fact separate: the Israeli military campaign in Gaza and the slow-simmer war that Iran has been waging by proxy against the US

The Islamic Republic s use of proxies, which provide a first line of defence away from Iran s borders, is an art it has perfected over the past four decades but which appears to have reached its limits in recent months Iran is keen to preserve its key asset in the region Hizbollah so the latter has exercised surprising restraint while Israel expands the range and intensity of its missile strikes, degrading some of the group’s capabilities along the border and further inland The destruction of civilian infrastructure in southern Lebanon has been extensive Hizbollah s approach has caused some disquiet within the group s support base In Iraq and Syria, Shia militias attacked US forces 170 times over four months Then on February 2 the US retaliated with several missile strikes Iran quietly asked its proxies to put the brakes on Tehran has also kept its distance from Hamas That leaves the Houthis, and of course Iran s nuclear programme, its ultimate shield But this remains one of the most testing periods for Tehran as it risks losing the considerable regional gains it has made since the war in Iraq began in 2003 It is negotiating by fire to

Ttially set the international poverty line at $1 per day in 1990, updated this figure to $1 90 in 2011 to account for inflation Only those who cannot afford to spend $1 90 per day are classified as “extremely poor ” For India however the $1 90 threshold represents below-subsistence-level consumption As economists Shaohua Chen and Martin Ravallion have noted, it allows for minimal food consumption and little else In 2012, $1 90 translated to a meager 30 rupees a day in purchasing-power-parity terms barely enough for two basic meals according to the poverty expert S Subramanian In analyzing the recently released consumption-expenditure data Bhalla and Bhasin seem to have converted the $1 90 threshold into rupees at the IMF-reported PPP rate of 22 9 rupees per dollar Consequently, their analysis categorizes people as poor only if they cannot spend 45 rupees a day This approach is tantamount to wishing away poverty Assuming an average annual inflation rate of 6% as stated in the government s press release, the set of goods that cost 30 rupees in 2012 would now cost at least 58 rupees Moreover, low-income households face diabolical inflation inequality higher-than-average inflation rates due to the type of goods they buy their limited mobility (which leaves them at the mercy of local monopolists) and their inability to buy in bulk Regrettably, Indian authorities do not provide inflation data segmented by household income If the annual inflation were 8 5% for the bottom half of Indian households they would need roughly 80 rupees per day to cover their basic needs In that case India s poverty rate would be around 22% essentially the same as in 2012

Setting the bar slightly higher underscores the grim reality In 2014, a

rates range between 40% and 60% which means that 30-40% of all Indians are poor This is likely conservative, given the sharp increase in education, transportation and housing costs, as well as out-of-pocket medical expenses With numerous parents forced to choose between food and their children s education is it any wonder that the government feels obliged to provide free supplementary grain rations to 60% of the population?
