State Bank of Pakistan (SBP) the government’s borrowing amounted to Rs3 395 trillion from July to February of the fiscal year 2024 up from Rs2 136 trillion in the corresponding period last year, marking an increase of Rs1 259 trillion This growth in borrowing is attributed to an increase in debt servicing costs, which have overshadowed the gains from revenue collection exceeding targets A report from the finance division highlighted that interest expenses for the period July-December FY24 stood at approximately Rs4 2 trillion, with domestic debt interest accounting for 88% of this figure The domestic debt portfolio of the government reached Rs43 trillion by January The interest burden has expanded in light of a 22% policy rate leading the government to incur additional costs by borrowing at rates between 20-21% Despite efforts to rationalize expenditure, resulting in a primary federal surplus of Rs1 5 trillion, the fiscal deficit escalated to Rs2 7 trillion The finance ministry noted that 77% of the financing for the federal fiscal deficit was sourced domestically with the remaining 23% coming from external avenues Furthermore, the government has retired approximately Rs1 trillion in short-term treasury bills in the past six months The borrowing figures for the first eight months of FY24 are nearing the total borrowing for the entire previous fiscal year which stood at Rs3 7 trillion and surpass the FY22 total of Rs3 133 trillion High inflation rates, averaging 28 7% over the last seven months, have hindered the State Bank’s ability to reduce interest rates compelling the government to continue borrowing at high costs With the State Bank s monetary policy announcement anticipated on March 18, there is speculation that even a potential 1% reduction in interest rates would not significantly ease the government’s borrowing costs Financial experts argue that a rate reduction to below 15% is necessary for the government to secure more affordable borrowing options The current interest rate of 22% is expected to further increase the fiscal deficit despite higher revenue collection as interest payments continue to benefit banks the ongoing fiscal year FY2023-24 compared to the same period of the last fiscal year According to the latest data released by the Pakistan Bureau of Statistics (PBS), the country s total exports reached $20 360 billion in July-February FY24 compared to $18 670 billion during the same timeframe last year However, the monthly figures provided by PBS show varying trends Overall exports in February 2024 were recorded at $2 583 billion a decrease of 7 49% month-onmonth (MoM) as of January s $2 792 billion exports On a yearly basis there was an 18% increase in exports of $2 189 billion in February 2023 on the flip side, the textile group, the main driver of Pakistan’s export revenue experienced a slight decrease of 0 65% in exports during the first eight months (JulyFeb) of the ongoing fiscal year FY203-24 Textile exports were recorded at $11 145 billion in JulyFebruary of FY24 compared to $11 218 billion in the same period of the previous fiscal year FY2022-23 In particular textile exports experienced a robust 19% growth on YoY but a 3 31% MoM decrease in February 2024 standing at $1 407 billion A noteworthy performance was seen in cotton yarn exports, which grew by 48 18% during the eight months, reaching $748 307 million up from the previous year ’s $505 015 million In February 2024 alone cotton yarn exports grew by 41 16 percent year-on-year although there was a sector through these measures Prime Minister Shehbaz Sharif recently established a committee to oversee the transfer of power distribution companies to provincial governments, signaling a shift in policy by the PML-N administration However, the IMF has expressed concerns over the continuous rise in electricity prices and the efficiency of power distribution The Ministry of Energy informed the IMF that Pakistan is prepared for the next annual base tariff adjustment, set to be finalized by June, with the new tariffs effective from July This will mark the third consecutive year of tariff NEPRA determines multi-year tariff regime for three Discos ISLAMABAD s ta f f R e p o R t National Electric Power Regulatory Authority (NEPRA) has approved distribution and supply tariffs under the multi-year tariff (MYT) regime for five years from 2023 to 2028 for three major power distribution companies (Discos) These power distribution companies include Islamabad Electric Supply Company (IESCO) Lahore Electric Supply Company (LESCO) and Faisalabad Electric Supply Company (FESCO) Under the MYT regime NEPRA has meticulously assessed the revenue requirements of each Disco for the control period, with IESCO, LESCO, and FESCO needing Rs 39 66 billion, Rs 60 459 million, and Rs 44 490 billion respectively for FY2023-24 These assessments are designed to cover the costs associated with distribution ensuring the maintenance and improvement of distribution infrastructure Similarly NEPRA has approved differential amounts as part of the Prior Year Adjustment (PYA) in the subsequent adjustment/indexation determination for FY202425 IESCO LESCO and FESCO have been allocated differential amounts of Rs 7 426 billion Rs 7 735 billion and Rs 11 900 billion respectively for the said period reflecting variances between forecasted and actual costs/revenues In addition to tariff approvals, NEPRA has emphasized the necessity of organisational restructuring within the DISCOs It has highlighted discrepancies in cost bifurcation and the submission of combined accounts for distribution and power supply functions without visible progress in restructuring Such organisational changes are crucial for enhancing operational performance and ensuring transparency within these companies This decision marks a pivotal moment in the management and operation of these DISCOs emphasizing the importance of transparent and effective governance within the electric power sector Implementing MYTs underscores NEPRA s commitment to balancing consumer interests with those of the service-providing companies This aligns with the principles of transparency and impartiality outlined in the NEPRA Act Section 7(6) Furthermore NEPRA has announced that a differential net amount of Rs 3 096 billion effective from March 15 2024 Earlier Kia Pakistan on Thursday announced a reduction in the price of its Sportage models by up to Rs 300 000 in a Ramadanexclusive offer Kia said that the offer which lasts until March 31, 2024, includes a reduction in the ex-factory prices of various Sportage models as follows: Sportage Alpha to Rs 7 300 000 from Rs 7 550 000 Sportage FWD to Rs 7 470 000 from Rs 8 040 000 Sportage AWD to Rs 8 470 000 from Rs 8 770 000 and Sportage Limited Edition to Rs 9,000,000 from Rs 9,300,000 Similarly, Indus Motor Company, the manufacturer of Toyota cars in Pakistan, announced a price reduction for its Yaris sedan models with cuts ranging from Rs 73 000 to PKR 133 000 After the adjustment the new prices for the Yaris 1 3 MT LO 1 3 CVT LO and 1 3 MT Hi are set at Rs 4 326 million Rs 4 616 million and Rs 4 586 million, respectively, each reflecting a Rs 73,000 decrease The Yaris CVT Hi sees a Rs 133,000 reduction, with its price now at Rs 4 766 million As per industry sources this move is attributed to the company s efforts to circumvent the recent 25% sales tax increase on automobiles priced above Rs 4 million PIA first in line for privatisation, hints The price of liquefied petroleum gas (LPG) has increased by Rs 30 per kilogram prompting concerns from industry leaders Irfan Khokhar Chairman of the LPG Association, slammed the hike, alleging it is a result of collusion between LPG quota holders and importers He pointed out that this is the third unjustified increase, implemented without official notification from the Oil and Gas Regulatory Authority (OGRA) According to Khokhar the official price of LPG currently stands at Rs 257 per kg However the market reality paints a different picture Consumers in Lahore and other cities are forced to pay Rs 350 per kg, while prices reach a staggering Rs 410 per kg in Pakistan’s hilly areas This news comes in stark contrast to the recent government announcement regarding adjustments in fuel prices The Ministry of Finance opted to reduce the price of diesel by Rs 1 77 per liter and maintain petrol prices Kerosene oil witnessed a price drop of Rs 1 35 per liter, while light diesel oil saw a more significant reduction of Rs 2 12 per liter The new petrol price remains at Rs 279 75 per liter with the revised diesel price set at Rs 285 56 per liter These prices will be effective from March these heightened financing rates Additionally there has been a decline in demand for goods and services as a result of decreased consumer spending The biggest effect of high-interest costs is on the sovereign federal budget itself Nearly all of the tax receipts are heading towards paying interest costs thereby complicating the fiscal sustainability in the country A marginal cut of 100bps will reduction in food inflation with non-food inflation remaining stubbornly high As highlighted in an article titled Inflation: Don t Lower Rates on Food (CPI) s Account, published in Business Recorder, the contribution of food CPI to inflation has decreased from 18 to 7 percentage points, attributing 73% to the decline in overall inflation Conversely non-food CPI remains high at 28 2% contributing 16 percentage points to inflation Moreover the relative stability in exchange rates which has remained steady at around 280 since October 2023, has played a crucial role in curbing food inflation In the event of a pre-mature rate cut, the rupee may face considerable pressure due to a resurgence in demand, especially considering the expected increase in external debt servicing in the coming months “Current negotiations for a long-term IMF program the likelihood of new taxes pressure on the rupee against the dollar, and the Ramadan factor are all likely to keep inflation on the higher side Furthermore, in the coming three months, Pakistan will have to repay a large amount of debt, putting pressure on the foreign exchange reserves and rupee ” opined Yousuf Saeed head of equity research at Darson Securities Limited in his analyst note
PR OFIT N e w s D e s k Pakistan is all set to close a staff-level agreement with the International Monetary Fund (IMF) next week, sources disclosed on Saturday The signing of a staff-level agreement with the global lender will clear the way for Pakistan to receive the last tranche of $1 1 billion under the standby agreement (SBA) It is reported that during the talks with the IMF Pakistan s officials assured the international lender of jacking up the electricity tariff from July 1, while monthly, quarterly and yearly fuel adjustments will be slapped on consumers for cost recovery The IMF delegation stressed upon Pakistani officials to continue to protect people registered in the Benazir Income Support Programme (BISP) programme Furthermore the IMF also demanded to keep strict monetary policy and market exchange rate The IMF delegation is currently in Pakistan for the second review under the SBA loan programme

ON the face of it, the International Monetary Fund team in Islamabad is merely supposed to conduct the third and final review of the current Stand-By Arrangement of $3 billion so as to decide whether the final tranche of $1 billion should be disbursed or not However, both teams will also have in view what happens after the SBA expires on April 11 The talks are thus not so much a final review as a preliminary to negotiating the next aid package It is expected that the aid package will be duly applied for soon though it has not been so far The package to be applied for is expected to be an Extended Fund Facility of about $6 billion spread over three years Though he was careful to put no figures on the package to be applied for newly appointed Finance Minister Muhammad Aurangzeb has confirmed that the government will apply for the package

Because the IMF is a bank, its explorations of how Pakistan can finance its debt repayments are wide-ranging That might be why its first target was circular debt in the fossil fuels sector, and it has become clear that it will require further tariff raises under the new programme At the moment it will find the government willing to bend over backwards to get a deal Pakistan has had an unfortunate recent history with the IMF, as the SBA only came after Pakistan failed to complete its EFF The first SBA review under the caretakers was successful and the present PM who negotiated the SBA, would hope to carry forward the momentum Some suggestions, such as ending exemptions in the next budget and not giving any amnesty scheme in it are fairly standard

However, the IMF has suggested that the federalprovincial share established in the last National Finance Commission of 42 5:57 5 be changed Critics of the 18th Amendment have focused on its putting a ban on reducing the provincial share The criticism, which has also been voiced by the IMF team, is that there has not been a corresponding transfer of responsibilities to the provincial governments However, getting such a reversal would tear at the fabric of the federation, apart from the monumental difficulties that the government would face in putting together the two-thirds majorities needed in both Houses of Parliament to amend the Constitution It is also not clear how more rupees available will translate into the foreign exchange needed for debt servicing

PEACOCKS are known for their stunning beauty and graceful demeanour, captivating hearts with their vibrant feathers and elegant dances In the vast expanses of Tharparkar, Sindh, these majestic birds have long been cherished residents, adding to the natural splendour of the region However recent events have cast a shadow over this idyllic scene as reports emerge of peacocks succumbing to a mysterious illness Tharparkar a region famed for its desert landscapes and rich cultural heritage is home to a significant population of peacocks estimated at over 120 000 birds Among them are both wild flocks and domesticated birds kept as cherished pets by locals In the past, the people of Thar demonstrated a strong commitment to conserving these precious creatures, actively opposing illegal practices such as hunting and smuggling that threatened the peacock population The recent wave of deaths among peacocks in Tharparkar particularly in villages like Pahnario in the Pillu Taluka of Nagarparkar has sent shockwaves throughout the community According to residents like Mr Javed Samoon Mr Khamiso Khan Jhagoro and Darya Khan, the toll of the mysterious disease has been devastating, claiming the lives of more than two dozen peacocks in their village alone This loss is keenly felt in a place where the bond between people and wildlife runs deep, and the presence of peacocks is intertwined with the fabric of daily life The exact cause of the illness plagu-

propensity to target individuals of considerable financial means refraining from preying upon the impoverished and downtrodden Moreover they exhibited a notable reverence towards women and abstained from causing undue harm or discomfort to the less fortunate Regrettably, contemporary depictions of dacoits portray a stark departure from this erstwhile chivalrous archetype Present-day accounts depict dacoits as harbouring a ruthless demeanour often collaborating with local landlords and politically influential figures to perpetrate acts of heinous violence and unabated brutality, thereby eschewing the noble principles of yore The recent surge in kidnappings for ransom has plunged the people of Sindh into a state of fear and uncertainty With over 60 individuals becoming victims of such heartless dacoits this year alone the crisis looms large leaving a palpable sense of insecurity among the populace The epicentre of this epidemic is the Kacho area of District Kashmore, particularly on the Kandhkot side, where criminal gangs operate with impunity exploiting the vulnerabilities of the local population In a recent tragic incident in Ghous pur Kandhkot district Mohammad Rafique Samejo was abducted along with his colleague Javed Shaikh Samejo met a tragic end, brutally tortured and dumped near the B S Feeder Canal, while Shaikh remains captive amplifying the community's distress and fueling anger against the ineffectiveness of the law enforcement agencies The modus operandi of these dacoits is both cunning and cruel, exploiting victims through tactics like "honey trapping" and false job opportunities Ransom demands reach into the millions, imposing a heavy financial burden on victims and their families often with dire consequences for those unable to pay The psychological toll on families is immeasurable exacerbated by the desperation of receiving ransom demands and gruesome videos, plunging them into a perpetual state of trauma and despair In response to the escalating kidnappings, Chief Minister Murad Ali Shah convened a cabinet meeting acknowledging the gravity of the situation Following a report from the Sindh police revealing 29 registered cases of kidnappings for ransom, the decision was made to launch operations against these dacoits However, despite sporadic grand operations, the strongholds of these criminals remain intact, and they are
