ments The current situation is an amalgamation of policies and decision making that transcends different governments of different political parties in Pakistan Pakistan is currently party to a ‘Stand-ByAgreement that the IMF signed with the PDM government back in June 2023 The SBA worth over $3 billion had been signed after Pakistan and the IMF failed to successfully conclude a programme that had been marred first by the imposition of a petrol subsidy by Imran Khan’s government and later by the bull-headed negotiation tactics of PDM s finance minister Ishaq Dar The SBA had been signed as a sort of bridging agreement that would see Pakistan through its election period so that whoever came to power could then start negotiations anew with the fund Two tranches of that $3 billion agreement have been made already But now the fund is insisting that even the third tranche of the SBA will be negotiated by the new government Mr Aurangzeb will have to find a balance in these negotiations The IMF s experience with Pakistan’s last finance minister was less than ideal It will be important to see how he manages rising inflation and a fall in business confidence while also dealing with the fund s expectations

PR OFIT A H M A D A H M A D A N I In a flurry of moves Prime Minister Shehbaz Sharif set about putting affairs in order on Monday as he gets comfortable in the chief executive s chair The day began with the swearing in of his 19 member cabinet that had been notified to President Zardari a day earlier and was followed by highlevel meetings with the new ministers On the same day the prime minister paid special attention to the power ministry The immediate agenda item was the provision of uninterrupted supply of electricity and gas to consumers during the holy month of Ramzan The direction to the power authorities come at a time when gas prices are under a major upheaval under the direction of the International Monetary Fund (IMF) which wants gas used for commercial activities rather than for domestic consumers Despite the recent revision, the PM was determined to provide short-term relief to domestic consumers in Ramzan At the same time however Mr Sharif also called for a report on the implementation of the Energy Saving Plan The plan was first conceived early last year during Mr Sharif ’s first term as Prime Minister under the banner of the PDM The government back then had claimed they could save over $1 billion by many measures including the early shut down of markets The usefulness of the policy has been hotly contested by the country s business community, in particular by the retail sector which saw a reduction in its business hours As part of his instructions to the power authorities the prime minister also directed the provision of every possible facility to the private sector, local and foreign investors in the exploration of gas and oil, refining, and distribution of these natural resources A high-level review meeting regarding energy sector reforms was held in Islamabad on Monday under the chairmanship of the prime minister Addressing the participants, Mr Sharif said that the government was not meant for doing business, rather its responsibility was to extend all kinds of facilities to the private sector and ensure protection of the rights of the consumers especially the vulnerable segments of the society He also asked for steps for promotion of global investment in exploration of Tight Gas and undersea oil and gas reserves, regretting that Pakistan’s maritime area was huge in size when compared with Balochistan province but no steps were taken to explore its hidden natural resources

Did you issue notices to journalists in our names? Are you using us to get your work done? the chief justice asked Journalist Asad Toor has been booked under some serious provisions, he said “How do the provisions, including those about sensitive information apply here?” CJP Isa further asked taking the FIA officer to task over not even mentioning the anti-judiciary campaign in the FIR when the summons issued to Toor were regarding running a campaign against the judiciary You have used the judiciary to get your work done,” the chief justice asserted Barrister Salahuddin informed the court that the JIT to probe the allegations against the journalists was formed before the registration of the cases He prayed to the court to declare the JIT notification null and void The chief justice then inquired why an officer from the Inter-Services Intelligence (ISI) was part of the JIT as the intelligence agency is not a law enforcement agency and it is also not the jurisdiction of the agency Salahuddin further argued that the FIA cannot take action against the journalists under PECA as only Section 20 of the act deals with such allegations however the complainant in such cases should be a natural person The AGP also agreed with the barrister s arguments and concurred that certain sections of PECA did not apply to the FIR The allegations levelled by former commissioner Rawalpindi Liaquat Ali Chattha on February 17 regarding the election commission and CJP colluding to rig February 8 general elections also came under discussion during the hearing CJP Isa stated that a commissioner accused him of rigging the elections and the statement was broadcast by all the TV channels without any verification He added that it is common practice globally that a news piece is first verified before being aired No journalist asked the accuser what proof he had Does this happen anywhere in the world?” the CJP asked “However, should the judiciary have issued notices to all the TV channels?” he rhetorically asked He again warned the investigative agency to not use the judiciary A person threatened to kill me, but the SHO sat on the application for five days I was then told that I will be informed of the progress on the matter after instructions are taken from the minister ” the CJP said further adding that a false report was submitted in the SC in the Matiullah Jan abduction case Are the number plates of vehicles in which the kidnappers come not visible? The Federal Investigation Agency (FIA) has launched an investigation into allegations of unauthorised imports and operational anomalies in the liquefied petroleum gas (LPG) industry after request from the Special Investment Facilitation Council (SIFC) Dawn reported that the probe is being conducted under the Anti-Money Laundering Act (AMLA) 2010 and the Code of Criminal Procedure (CrPC) focusing on the Sui Southern Gas Company Ltd (SSGC) and senior executives of its subsidiary SSGC LPG Ltd (SLL)
The inquiry was initiated after the SIFC, a prominent civil-military body, requested a thorough investigation based on complaints from individuals and LPG business stakeholders alongside a report from an intelligence
agency highlighting similar concerns
The FIA has issued call-up notices to SLL executives for a meeting on March 12 and has requested cooperation from the petroleum division SSGC s spokesperson acknowledged the receipt of notices from the FIA, which were based on issues raised by individuals and an LPG business association He confirmed the company s commitment to addressing the queries but refuted claims regarding the suspension of any executives, attributing them to misinformation

PTI SEEKS ACCOUNTABILIT Y OF POLICE OFFICIALS AMID CRACKDOWN ON WORKERS KARACHI S ta f f R e p o R t The Pakistan Maritime Security Agency (PMSA) and Pakistan Navy (PN) have recovered 10 of the 14 missing fishermen from the boat which sank last week, said a statement from the InterServices Public Relations (ISPR) At least 14 fishermen were reported missing on Wednesday after the ill-fated boat overturned near Thatta The boat, named Al-Asad had a crew of around 45 fishermen out of which 31 were rescued after the incident On March 5 a search and rescue operation was commenced by PN and PMSA Despite challenging conditions, such as dense marine traffic choppy seas and the passage of time the rescue team was able to recover the bodies of 10 fishermen who had been missing Upon receiving information, PMSS Rehmat was able to achieve major breakthrough in the search operation today reports the press release of Directorate General PR of Naval Headquarters The recovered bodies were handed over to the concerned authorities The four bodies that were recovered earlier were laid to rest today “The ongoing search and rescue operation by PN and PMSA is a clear demonstration of PN s commitment to providing assistance during any unfortunate incidents at sea Initially, fellow fishermen attempted to rescue those in distress, followed by coordinated efforts from the Maritime Security Agency, Pakistan Navy and Fishermen’s Cooperative Society These efforts led to the successful rescue of 43 fishermen while two remained missing prompting continued search operations They were fished out by another launch and dropped at jetty on Thatta coast

The 19-member cabinet that will aid and assist Prime Minister Shehbaz Sharif had been announced a day earlier It was a relief only seeing 19 names on the list after Mr Sharif ’s previous cabinet which had swelled to 87 members of which 41 were Special Assistants to the Prime Minister and a mind-bending 37 were appointed as Federal Ministers

S Pakistan navigated through the tumultuous years from 2008 to 2018 marked by political upheavals security challenges and socio-economic transformations one significant narrative emerged the decade of democracy This period witnessed Pakistan s struggle to establish and consolidate democratic norms, despite enduring setbacks and obstacles Reflecting on this pivotal era it becomes evident that while progress was made Pakistan s journey towards democratic consolidation remained fraught with challenges and complexities The restoration of democracy in 2008, following years of military rule, was greeted with hope and optimism both domestically and internationally The election that brought the Pakistan Peoples Party (PPP) to power marked a significant milestone in the country s democratic transition However the euphoria of democracy s return soon gave way to the harsh realities of governance The PPPled government faced daunting challenges, including economic instability, energy crises, and a persistent threat from terrorism One of the defining moments of Pakistan’s democratic decade was the historic 2013 general elections The smooth transition of power from one civilian government to another through the ballot box underscored the maturing of democratic institutions The victory of the Pakistan Muslim League-Nawaz (PML-N) led by Nawaz Sharif signaled a continuation of the democratic process and a reaffirmation of people s faith in electoral politics The period from 2008 to 2018 was not without its share of controversies and setbacks Political instability, characterized by frequent changes in government and allegations of corruption, cast a shadow over the democratic journey The Panama Papers scandal in 2016 which implicated Nawaz Sharif and his family in financial improprieties highlighted the challenges of accountability and transparency in Pakistan s democratic system The role of the military in Pakistan s political landscape remained a subject of debate and concern throughout the decade While overt military coups were no longer the norm the influence of the military establishment on civilian affairs persisted raising questions about the true extent of civilian authority in the country The military s involvement in security and foreign policy matters, particularly in the context of the war on terror and relations with neighboring India and Afghanistan, underscored the delicate balance of power within Pakistan’s democratic framework The issue of civil-military relations intersected with Pakistan s broader geopolitical challenges including its strained relations with the United States and the complex dynamics of regional security The decade saw Pakistan grappling with the fallout of the U S -led war in Afghanistan, as well as navigating its own internal security threats posed by militant groups such as the Tehrik-i-Taliban Pakistan (TTP) and sectarian violence Amidst these challenges Pakistan s democratic institutions demonstrated resilience and adaptability The judiciary in particular emerged as a key player in upholding the rule of law and holding powerful individuals and institutions accountable Landmark decisions such as the disqualification of Nawaz Sharif as Prime Minister in 2017 sent a strong message about the judiciary s commitment to upholding constitutional principles albeit amidst accusations of judicial overreach Similarly, civil society and the media played a crucial role in promoting transparency, accountability, and public discourse Despite facing censorship and intimidation journalists and activists continued to push boundaries and hold the government and other power brokers accountable for their actions The emergence of social media as a platform for political expression further democratized public discourse, providing a space for diverse voices to be heard Looking back at Pakistan’s decade of democracy from 2008 to 2018, it is evident that progress was made in consolidating democratic norms and institutions The peaceful transfer of power the strengthening of independent judiciary and the vibrant role of civil society and media are testament to Pakistan s commitment to democratic principles However, challenges remain, including the need for greater accountability transparency and the consolidation of civilian authority over military affairs As Pakistan looks towards the future it must build upon the gains made during this decade while addressing the underlying structural impediments to democratic consolidation Strengthening democratic institutions, promoting inclusive governance, and fostering a culture of political pluralism are essential for Pakistan to realize its full potential as a democratic nation The decade of democracy from 2008 to 2018 was just the beginning of Pakistan s journey towards a more stable, prosperous, and democratic future The writer is a freelance columnist R e f l e c t i n g o n P a k i s t a n ’ s d e c a d e o f d e m o c r a c y : 2 0 0 8 - The IMF spokesperson on March 8, this year responded to the PTI letter, saying: The IMF, as an international institution with a narrow mandate on economic issues does not comment on domestic political developments”

tions (ISPR) said in a statement that the Corps Commanders Conference held on March 5 23 chaired by Chief of Army Staff General Syed Asim Munir, which clarified that army provided a security environment for the conduct of the general election 2024 as per the given mandate and had nothing to do with the electoral process

Next day in an informal conversation with media representatives during the hearing of a case inside Adiala Jail, the founder of the PTI Khan who was openly criticising army in the past, took a U-turn, and stated that the PTI was not against the army and emphasised that the criticism over election rigging was not the criticism of the army Pakistan Muslim League-Nawaz and chief election commission were responsible for it the narrative about May 9 incidents was buried after the results of the February 8 general elections which he described as the “most rigged” in the country’s history Imran endorsed the military commanders declaration that those involved in the May 9, 2023 attacks on sensitive state installations must be punished, stressing that the actual culprits should be identified through the CCTV footage He stressed that without political stability the country could not function Nevertheless it is good indication that PTI founder has changed his stance

Some internal entities have been distorting Army s image in such a way that general masses should forget the sacrifices and services of the armed forces Recall armed forces’ innumerable services and sacrifices particularly of Army such as the resettlement of the Internally Displaced Persons during the Swat and Malakand military operations, counter-insurgency operations and restoration of law and order on many occasions during catastrophic periods floods, earthquakes, coronavirus pandemic locusts’ attacks etc also giving matching response to Indian shelling at the Line of Control and to stop infiltration of terrorists inside Pakistan from Afghanistan
It is mentionable that political instability and economic instability are interrelated Regrettably, under the cover of democracy, some irresponsible leaders of the government alliance and opposition coalition have changed their political differences into political enmity Hence instead of decreasing political unrest in Pakistan is rapidly increasing, taking the country towards lawlessness
Therefore, at this critical moment, the new government-alliance and coalition of the opposition parties civil society bodies media owners the Army and all other segments of society must show selfless national unity practically which is very essential to pull the country out of the ongoing serious crises In this regard, Pakistan s economic condition is a critical concern, which requires comprehensive strategies and reforms to achieve stability To overcome its challenges and improving economy need a multi-faceted approach encompassing fiscal management investment promotion, export diversification, human capital development, infrastructure investment, agricultural reforms, financial sector reforms, and institutional reforms which will set the country on a path of economic prosperity

Biden’s national security adviser navigates a world of chaos

That dynamic played out in Afghanistan Intelligence reports indicated the Taliban was likely to take over Kabul earlier than initially predicted, so Biden decided the U S would leave by the end of August It would be among the most criticized decisions of his presidency Kabul fell to the Taliban on Aug 15 of that year sending the country into a panic Sullivan worked with the Pentagon to coordinate airlifts of more than 100,000 people out of Afghanistan, an effort overshadowed by scenes of desperate Afghans clinging to the wings of military planes as they took off With days to go before the U S withdrawal deadline, a pair of suicide bombs and gunfire at the airport claimed the lives of 13 American servicemembers and as many as 150 Afghans
The shock waves of the withdrawal and aftermath were so acute in Washington that senior administration officials said Sullivan considered resigning upset over its execution and burdened by the feeling that he could have done more to mitigate some of the chaos Sullivan does credit the collapse of the Western-backed government in Kabul with preparing him for the foreign-policy crisis that emerged just a few months later when U S intelligence determined that Russia’s military was gearing up for a full-scale invasion of Ukraine His goal was to try to stop the invasion and if that failed to be ready to respond
In December 2021 Sullivan got on the phone with Russian President Vladimir Putin s senior foreign-policy adviser, Yuri Ushakov, and issued a stern warning about the consequences of escalation Seemingly undeterred, Russia continued with its preparations Despite U S intelligence showing a coming attack some European allies and even the government in Kyiv didn’t believe Putin would follow through with such a rash plan With time running out Sullivan began an unprecedented effort to convince them using highly secret information that the government declassified to be able to call Putin s out aggression publicly As signs of a Russian invasion mounted, Sullivan led an effort to release satellite imagery and other intelligence to show the mass buildup of Moscow’s troops and expose Putin’s intentions before he had the chance to launch any so-called false flag operations

C R O S S Europe, the sound of starting guns can be heard, as campaigning for the most consequential elections to the European parliament since 1979 gets under way In Marseille at the weekend, Marine Le Pen and her Rassemblement party’s president Jordan Bardella pledged to roll back the European Union s green deal and take back multiple powers from Brussels – including the right to impose draconian anti-migrant laws Current polls suggest that this agenda will hoover up a record 30% of votes for Rassemblement, and inflict a humiliating defeat on President Emmanuel Macron Elsewhere the overall numbers look equally grim from a progressive perspective According to one analysis the Eurosceptic nationalist right is likely to top polls in nine EU states – including founding members Italy Belgium and the Netherlands, as well as France – and come second or third in nine more, including Germany In Rome, where Europe s centreleft gathered to launch its own campaign on Saturday, the Spanish prime minister, Pedro Sánchez, warned that “the very soul of Europe is at risk” It would be a mistake to see such talk as campaigning hyperbole or these elections as a mere sideshow compared with national polls Mr Sánchez is right on two counts First stellar results for parties such as Rassemblement and Alternative für Deutschland in Germany would dramatically resonate domestically, setting the political agenda at the heart of the EU The second reason is that while the Strasbourg parliament was once merely a glorified talking shop it now exercises real power as a counterweight to the European Commission Traditionally that heft has been monopolised by the centreright European People s Party (EPP) and the centre-left Party of European Socialists (PES) But a radical-right presence of similar weight – assuming its often fractious constituent parts could unite – could drag the EPP rightwards and jeopardise crucial environmental goals migrant rights and future enlargement plans The commission s president and EPP lead candidate Ursula von der Leyen – who hopes to be re-elected to another term by the incoming parliament – is already rattled In response to farmers protests and cost of living anxieties, Ms von der Leyen recently U-turned on significant green deal commitments On immigration, she has increasingly aligned herself with the hardline stance of Giorgia Meloni the Italian prime minister As conservatives seek to accommodate the agendas of more extreme rivals progressive parties must stand up for a more tolerant globally responsible EU But defending the status quo is unlikely to be enough Instead, Europe s centre-left should vigorously make a case for levels of investment and support appropriate to the scale of the challenges being faced – through common EU borrowing instruments if necessary A new economic orthodoxy is needed in Brussels to address insecurities which have created a sulphurous political mood If the green deal for example is not to unravel money will need to be found to reassure voters that they will be supported through the transition The aim of Ms Meloni, Ms Le Pen, Viktor Orbán, and a growing cast of accomplices, is to use success in June’s elections as a platform from which to undermine the union from within At a time of acute geopolitical uncertainty with a possible Trump presidency looming on the horizon that would be a damaging deeply destabilising turn of events Europe stands at a crossroads
P A K I S TA N was already facing multiple challenges such as drastic effects of the climate change, political tensions division among politicians inflation soaring prices of commodities energy-shortage lack of investment upsurge of the US dollar increase in oil prices, load shedding, continued dependence upon the US-led developed countries, IMF and World Bank for financial aid, decline in the foreign exchange reserves of the State Bank of Pakistan Political and economic entities agree that country s multi-faceted crises and challenges would increase and the stakes for the new coalition government would be enormously high The most immediate task for the government would be to negotiate a new bailout agreement with the IMF, as Pakistan has to seek a new loan of at least of $6 billion to repay billions in debt due this year to avoid a default and to stabilise the economy But in the recent election Nawaz Sharif s Pakistan Muslim League (PML-N) has gained a simple majority, while the leadership of Tehreek-e-Insaf (PTI) party of jailed former PM Imran Khan claims that the election results had been changed to divest the party of its two-thirds majority in the parliament Yet the independent winners linked to Imran Khan have emerged as the largest group in the lower house With the support of other parties, especially Pakistan Peoples Party (PPP) after bargaining of adjustment of posts and to back PPP chairman Asif Ali Zardari to become president of Pakistan Shehbaz Sharif leader of the PML-N secured a comfortable win over the PTI and the Sunni Ittehad Council backed by the PTI also in choosing PTI leader Omar Ayub as the opposition leader Pakistan’s newly elected National Assembly met for the first time with lawmakers taking oaths

H O RT LY after Israel launched its sweeping military operation in Gaza in response to Hamas’s Oct 7 assault Jake Sullivan President Biden s national security adviser sat down for an hourlong private meeting at the White House with a group of Muslim and Arab-American leaders They implored the administration to do more to protect Palestinian civilians in the Gaza Strip, as well as the West Bank, where settler violence was escalating Sullivan told them the administration supported getting humanitarian aid into Gaza but was standing behind Israel’s right to defend itself The meeting did little to assuage the concerns of those present several of those who attended recounted I just didn t feel like there was a dent made said James Zogby a pollster and the president of Arab American Institute in Washington who attended the meeting In wars spanning Afghanistan, Ukraine and now Gaza, Sullivan is the man in the middle, trying to negotiate between allies and enemies, and sometimes among warring U S government agencies Supporters credit him with putting together a Western coalition to respond to Russia’s invasion of Ukraine preventing a potential second front in the Israel conflict and ramping up export controls on semiconductors and other cutting-edge technology as part of a blueprint for slowing China s competitive advantage Every day I toggle between guns and butter, Sullivan told The Wall Street Journal, describing the guns as the wars in the Middle East and Europe, and the butter as the work with allies to enhance and protect the American economy Sullivan’s first year in the job was marred by the withdrawal of U S troops from Afghanistan After the chaotic withdrawal and the backlash that followed Sullivan felt what they described as a burden of responsibility that led him to consider resigning people with direct knowledge said Instead he decided to stay in the West Wing, applied the lessons he learned from Afghanistan, and now, nearly three years later, faces what might prove his biggest test: a foreign-policy crisis in the Middle East that could endanger Biden’s prospects for re-election Polls show Biden trailing former President Donald Trump in Michigan a state crucial to the election that is also home to a large Muslim and Arab-American population many of whom are angered by the president s handling of the humanitarian crisis in Gaza And the Biden administration s steadfast support for Ukraine remains bogged down on Capitol Hill Sullivan who was 44 when Biden appointed him national security adviser, was the youngest person to hold the post in over a half-century He is now on track to becoming among the longest-serving national security advisers, leading supporters to compare his influence on U S foreign policy with that of the late Henry Kissinger Raised in Minnesota as one of five children in an Irish-Catholic family Sullivan rose quickly in Washington He started working for Minnesota Sen Amy Klobuchar who connected him with Hillary Clinton when she was vying for the 2008 Democratic nomination against former President Barack Obama He made an impression on the former first lady, and while she didn t win the nomination, Obama made her his first secretary of state and Sullivan was there by her side When Clinton stepped down from the role Sullivan considered running for Congress but was persuaded to stay in the administration as national security adviser to then-Vice President Biden And when Biden returned to the White House as president promising a foreign policy for the middle class and determined to end America s longest war in Afghanistan, Sullivan was a natural pick for the job of national security adviser ‘IF POTUS SAYS IT’S BLUE, IT’S BLUE’ Biden entered the White House in January 2021 nearly a year after the Trump administration signed an agreement with the Taliban to withdraw U S troops The deal called for U S troops to leave by May 2021 and the question was how Biden would follow through with that decision particularly as the Taliban had launched a blitzkrieg across the country Some of the president s top advisers, including Chairman of the Joint Chiefs of Staff Army Gen Mark Milley, urged Biden to keep a force of about 2 500 troops in Afghanistan to help maintain stability Sullivan also believed there was a way forward in which a small contingent of American forces could have stayed there according to individuals familiar with his thinking
