HE International Monetary Fund (IMF) has recommended significant changes to Pakistan s tax regime, advising the Federal Board of Revenue (FBR) to enhance revenue by restructuring the personal income tax (PIT) framework The IMF’s suggestions include equalizing the tax treatment for both salaried and non-salaried individuals reducing the current seven tax slabs to four, and revoking tax exemptions on private employer contributions to pensions According to IMF projections the full adoption of these recommendations could generate an additional 0 5% of GDP in revenue, translating to about Rs500 billion annually In the ongoing fiscal year the FBR has collected Rs215 billion from the salaried class during the first eight months with expectations to reach Rs300 billion by year-end The implementation of the IMF s proposals is estimated to substantially increase this figure by Rs500 billion from both salaried and non-salaried sectors FBR officials have acknowledged the potential for revenue growth through the elimination of exemptions and preferential tax treatments The IMF advises a simplification of tax rates into a single, progressive structure, emphasizing the need for a more rational tax system by eliminating the distinction between salaried and non-salaried individuals and advocating for a maximum of four tax slabs Currently, the tax system s progressivity is under scrutiny, with experts warning that reducing slabs could necessitate higher taxes for incomes over Rs2 million, a significant shift from the current maximum rate applied to incomes exceeding Rs6 million Additionally the IMF has called for a review of the Second Schedule and Chapter III of the Income Tax Ordinance (ITO) to abolish preferential treatments and deductions that benefit specific employee sectors investments in shares mortgage payments and contributions to education and research The organization also suggests reconsidering the tax exemption threshold and the taxation of pension contributions or benefits to further increase tax revenues IMF PROPOSES OVERHAUL OF PAKISTAN’S TA X SYSTEM TO INCREASE REVENUE PR OFIT Pakistan’s trade deficit witnessed a notable reduction of 30 18 percent during the July-February period of the fiscal year 2023-24 According to the latest figures released by the Pakistan Bureau of Statistics (PBS), the deficit stood at $14 872 billion, compared to $21 299 billion recorded in the same period of the previous fiscal year The PBS data highlighted that Pakistan s exports saw a healthy growth of nine percent, reaching $20 351 billion in the first eight months of the current fiscal year, up from $18 670 billion in the corresponding months of the previous year This increase in exports contributes positively to the country s trade balance On the import front, there was an 11 87 percent decrease, with imports totalling $35 223 billion during JulyFebruary 2023-24 down from $39 969 billion in the same period last fiscal year This February was reported at 24 9% year-on-year with a minor 0 2% increase month-on-month Rural areas saw a year-on-year inflation rate of 20 5%, with a 0 3% decline month-on-month The detailed breakdown of CPI components reveals that the categories with the highest weight namely food and non-alcoholic beverages and housing, water, electricity, gas, and fuels saw annual increases of over 19 04% and 43 78% respectively The report also highlighted variations in food and non-food inflation across urban and rural settings Urban food inflation stood at 20 02% while non-food inflation was at 28 2% Rural areas experienced food inflation at 19% and non-food inflation at 22 1% Core inflation which excludes volatile food and energy prices, saw a slight decrease in both urban (15 5%) and rural areas (21
