HAT Maryam Nawaz struck a reconciliatory note in her maiden address to the Punjab Assembly as Chief Minister was a breath of fresh air By all accounts the inaugural session of the provincial legislature gave the impression of a fragmented and deeply divided house The treasury benches set the tone when opposition MPAs were greeted with jeering and slogans of ghari chor The opposition was quick to respond in turn creating a ruckus and staging multiple sit-ins outside the assembly house Which is why the new CM’s declaration that her chambers would be open to the entire house was a moment of genuine hope in a charged and aggressive environment But this is only the initial step Maryam Nawaz has very big shoes to fill Not only is she the first woman Chief Minister of a province she is also the fourth person to hold the office from her family Already she has announced a series of focused projects meant for the economic and infrastructural development of the Punjab A dedicated school transport system aimed at getting more children into school by lifting the transport barrier has been a game changer in other countries around the world It would also go a long way in reducing vehicles on the road and cutting emissions Similarly, plans to introduce daycare at workplaces will help bolster female inclusivity in the workplace and a continued commitment to the PMLN’s tired but effective digital policies will also provide employment opportunities in an economy rife with unemployment But there is a catch Maryam must not fall into the trap of preferring photo-ops and grandiose projects over good old fashioned sustainable development The past year in Punjab’s governance has been a nightmare in building pointless and ineffective infrastructure projects meant to serve the urban elite The focus must be on building public transport infrastructure over roads and underpasses Local governments need to be empowered and the government should have a singular focus on improving health, education and other quality of life indicators for those in the most desolate parts of the province Already Maryam Nawaz is taking over the reins of Punjab with a mandate under question and an opposition that has been cornered and is unlikely to grant her a honeymoon period If the latest election has proven anything, it is that her party s position has been severely weakened If she is to restore the League’s fortunes as the heir to Mian Nawaz Sharif she must rebuild its reputation for no-nonsense good governance And to do that, her reconciliatory tone must be translated to earnest actions After all, her father s revenge narrative has clearly not resonated with the public

military interference in politics and a weak economy plagued by fiscal deficits, balance of payments challenges, and mounting debt levels In some ways, these two problems are inextricably linked as perpetual military dominance of civilian affairs have seriously eroded rule of law weakened institutions and threatened overall political stability These twin issues continue to hinder Pakistan s development and undermine its democratic aspirations, posing formidable challenges to the country s stability and future prospects Until these two domineering problems are resolved Pakistan will continue to face a hanging sword and in a worst case scenario face balkanization and stripping away of its nuclear assets in the not too distant future The specter of military interference in politics has haunted Pakistan since its independence, with the military often wielding significant influence over the country’s governance and decision making processes Despite periodic transitions to civilian rule the military has remained a dominant force in Pakistan s political landscape shaping policies influencing elections, and even orchestrating coups d état to assert its authority The repercussions of military interference in politics have been profound undermining democratic institutions eroding civilian authority and perpetuating a culture of instability and uncertainty The military s penchant for interventionism has stifled political dissent, curtailed civil liberties, and hindered the development of a vibrant and inclusive democracy Moreover, the military’s preoccupation with political matters has diverted resources and attention away from pressing socio-economic challenges exacerbating governance deficits and perpetuating a cycle of underdevelopment To tackle the issue of continued military interference in politics, Pakistan must embark on a comprehensive reform agenda aimed at strengthening democratic institutions safeguarding civil liberties and promoting civilian supremacy This requires enacting legal and institutional reforms to curb the military s influence, fostering a culture of accountability and transparency, and empowering elected representatives to govern effectively Moreover, fostering a national consensus on the primacy of civilian rule and the rule of law is essential for consolidating democracy and ensuring that Pakistan’s future is determined by its citizens, not its generals In addition to political instability Pakistan grapples with a weak economy characterized by fiscal deficits balance of payments challenges and soaring debt levels Persistent fiscal deficits, driven by excessive government and defence spending and inadequate revenue generation, have strained public finances undermined investor confidence and contributed to macroeconomic instability Similarly chronic balance of payments deficits has left Pakistan reliant on external borrowing to finance imports, exacerbating vulnerabilities and exposing the economy to external shocks Pakistan is now on its 23 d IMF program since 1947 and going on to its 24th program in the coming months Record high inflation coupled with low economic growth is translating into crushing poverty and shrinking job prospects for a country with large youth bulge Mounting debt levels pose a particularly daunting challenge, with Pakistan’s debt burden approaching unsustainable levels High debt servicing costs divert scarce resources away from productive investments limit fiscal space for social spending and constrain economic growth prospects Moreover, reliance on external borrowing exacerbates vulnerabilities, leaving Pakistan susceptible to fluctuations in global financial markets and changes in investor sentiment not to mention providing space for foreign interference and compromise on national interests To address Pakistan s economic challenges a multi-pronged approach is needed, encompassing fiscal consolidation, serious fundament and structural reforms, and prudent debt management strategies This entails implementing measures to enhance revenue mobilization rationalize expenditures and improve public financial management to reduce fiscal deficits and contain debt accumulation Moreover, fostering a conducive business environment, promoting export-led growth, and attracting foreign investment are essential for enhancing competitiveness boosting exports and narrowing the balance of payments gap This is unlikely to happen if there is no political stability and rule of law that ensures no person or institution is above the law Additionally, implementing structural reforms to improve governance, enhance transparency and strengthen institutions is critical for fostering sustainable economic development and reducing reliance on external borrowing This includes reforms to improve the business climate, streamline regulatory processes, and enhance accountability and transparency in public procurement and project implementation amongst a host of other measures Furthermore prudent debt management practices including debt restructuring renegotiating terms of existing loans, and diversifying funding sources, are essential for mitigating debt-related risks and ensuring long-term debt sustainability None of this is possible unless there is a strong civilian government that has the full mandate of its public As in the past Pakistan seems to be incessantly standing at crossroads confronted by the twin challenges of continued military interference in politics and a weak economy characterized by fiscal deficits, balance of payments challenges, and mounting debt levels There is not much time left Pakistan needs new ways of doing things differently and a shock therapy across the system is in order The current system of status quo is likely to collapse upon itself or blow up in spontaneous combustion at some stage However, with resolve, political will, and concerted efforts, Pakistan can overcome these challenges and chart a path towards sustainable development democratic consolidation and inclusive prosperity By strengthening democratic institutions implementing rule of law both in letter and spirit whereby all institutions work within their constitutionally defined mandates, fostering economic growth, and implementing prudent fiscal and debt management policies Pakistan can unleash its full potential and realize the aspirations of its people in due course The time for action is now and Pakistan must seize the opportunity to forge a brighter future for generations to come The author As we call for Muslims to join in direct action in the short term, the Quran calls us to fund and support academic and research institutions for the sake of Muslim longevity This is a model that has yet to be tested and tried in our modern global community But there is historical precedent for it
The great Indian freedom fighter Mawlana Mahmud Hasan was imprisoned in Malta during World War I by the British for resisting their occupation in India Yet while he was in prison, he continued engaging in his academic writings Following his release after the war he continued his revolutionary work at the Islamic Institute of Darul Uloom Deoband in both the political and intellectual realms, seeing them as mirror images of each other Due to his work, he was honoured with the title “Shaykh al-Hind”, a recognition for his incessant efforts at resisting British imperialism and oppression in the Indian subcontinent The effects of his work both in the realms of political activism and intellectual engagement are still felt today through the institutions and movements he was integral to His followers did not see academic engagement as being entirely separate from direct action to liberate the oppressed Mawlana Mahmud Hasan s efforts were contextual to his time and the unique circumstances of early 20th century British imperialism The modern sociopolitical context requires new efforts that are similarly rooted in authentically Islamic content
The secularised language of decolonisation has proven to be a failure at actual and total liberation Even as colonised countries have thrown off the yoke of imperialism in name much of the world remains economically, socially, and culturally within the grasp of imperial powers The need of the hour is to formulate new notions of sovereignty and articulate what an authentically Muslim form of justice would look like in the modern world Muslims must not shy away from being creative in how they explore new possibilities of political and social theory at the local, national and international levels, even (and especially) in contrast to prevailing Western notions of modernity sovereignty and justice Muslim activism that is still rooted in the framework of Western imperial ideology and political theory is not sufficient We must authentically articulate our approach on a theoretical and practical level If modern Muslims are to once again lead the world community in resisting oppression and standing up for justice there is no alternative to a twofold approach that recognises the

I L L I O N S of non-Palestinians have marched through the streets of the Americas Europe and other continents demonstrating against Israel s war on Gaza Thousands of students throughout the world have also voiced their anger at the brutal occupation and mass killing Recent outbursts of dissent against politicians at public events throughout the United States and other places also show the amount of disdain the world is feeling These voices and protests against the war have certainly changed global public opinion, and Israel has lost whatever semblance of a good image it previously had And yet those who are in a position to stop the killing in Gaza remain stubbornly attached to the claim: Israel has a right to defend itself So what can or should be done to cause a major change or shift in policy? What can the Muslim community do for its part? Civic action and standing up against oppression are no doubt necessary to engage in But they are short-term tactics and far from a comprehensive strategy What I propose is a serious look into a long-term approach towards liberation that is based on ayaat (verses) of the Quran that give us, Muslims, clear guidance The first important guidance to consider is that the Quran does not condone the art of the artist if it has no bearing on society and community affairs Surah Ash-Shu ara in verses 225-226 speaks about poets who wander in all valleys of the imagination and say what they do not do In today’s context, the equivalent of such poets or artists in general are the “ivory tower” academics whose art and intellectual effort do not come to terms with reality and civic engagement The Quran makes an exception and commends those poets who believe do good deeds and thus translate their art into real action They also remember Allah plenty and thus live with the Real and seek vindication when the oppressed are wronged The second guidance we find in the Quran is the idea of establishing and promoting academic engagement even in the face of civic struggle Verse 122 at the end of Surah Taubah (9) says: It is not proper for believers to

T came almost out of nowhere In the winter of 2016, late in the month of November Lahore was engulfed in a way it had possibly never been before Thick yellow sheets of dense air surrounded the city s roads schools parks homes, bridges, and hospitals indiscriminately
people were caught unaware The winter in Lahore and its surrounding rural districts has always been cold and foggy But this particular haze was strange It was new and it was making people sick Numbers from public hospitals at the time indicate a severe increase in complaints of chest pain and breathing problems in Outpatient Departments in public hospitals across the country The air was making people sick and the very visible wave immediately caused concerns Since 2016 the smog has returned every single year with varying degrees of severity But what that one, drastic, eyeopening episode back in 2016 did was make the smog an issue of public concern In the past seven years awareness of the smog issue has gone from non-existent to widespread Yet the understanding of the issue has remained low The reality of the matter is that the smog problem is not limited to Lahore In fact it is acutely felt all across Punjab And it is also not a problem that has appeared in the last decade The smog issue was actually first identified in Punjab back in the mid 1990s It has only been in recent times that it has become a very common talking point because of how visibly worse it has gotten There is limited data about what causes this phenomenon but the information available is clear It is also clear that the only way to solve this problem is by targeting the main pollutants responsible for the state of the air automobiles bad fuel industrial pollution and crop burning Instead the response to the smog crisis has largely remained unimpressive and tame The first thing to understand here is that the air quality in Lahore isn’t just bad in the winter months It is bad all year around According to the Environmental Protection Department (EPD) of Punjab the ambient air quality of the capital city Lahore in the year 2022 revealed that there were only 17 days of good or satisfactory AQI (PM2 5) out of the total 309 monitored days This is important to understand You see the air we breathe in contains particulate matter small microscopic bits of different substances Particulate matter that is less than 10 microns (for context, one micron one-thousandth of a millimetre) in diameter is inhalable by the human lungs And once these very small particles are inside your lungs in enough quantities they can cause adverse health effects Now imagine that the air we breathe every single day contains these particles that are less than 10 microns With every single breath you take there is poison entering your lungs And it gets worse You see 10 microns or a particulate matter reading of PM 10 is already bad for you But when the particulate matter gets to a value of 2 5 microns or less (which is what we refer to when saying PM2 5) is categorised as Fine Particulate Matter ” Now the more fine Particulate Matter you have in the air the worse your air quality is And this amount of particulate matter is constant throughout the air In the winter months, however, a thin layer of the atmosphere near the earth becomes cooler than that above it As a result pollutants are trapped at ground level until there is a change in the weather So this is what you have Lahore as a city and Punjab at large is producing toxic fumes and throwing them into the air every single day of the year For most of the year they do not notice just how adversely this affects them But for a quarter of the year stretching from at least November to January the cold air traps these toxic fumes turning the province into a deadly den of disease During these months the smog s threat to health and life is worse The effects are clear According to a report of the World Health Organisation (WHO), the exceeding levels of air pollution have resulted in the loss of 5 3 and 4 8 years of life expectancy from 1998-2016 among populations of Lahore and Faisalabad cities respectively The rate of deaths attributable to air pollution (including indoor PM2 5 and ozone) in Pakistan is also well above global averages The World Bank estimates Pakistan s annual burden of disease from outdoor air pollution to be responsible for around 22,000 premature adult deaths As the sun rises over our cities it often struggles to penetrate the thick blanket of smog that has become a familiar sight In recent years Pakistan has grappled with a worsening smog crisis, fueled by a combination of crop burning and vehicular emissions This environmental hazard not only poses serious health risks but also threatens our economy and quality of life One of the primary contributors to smog in Pakistan is the practice of crop burning, particularly in the agricultural heartlands of Punjab Farmers, faced with the need to clear their fields quickly after harvest resort to burning crop residue releasing harmful pollutants into the air This coupled with vehicular emissions from outdated vehicles and inefficient fuel combustion, creates a toxic concoction that chokes our cities and towns To address this pressing issue, we must adopt a multi-faceted approach that tackles both the root causes and the symptoms of smog Firstly government policies should incentivize and support farmers in adopting alternative methods of crop residue management, such as mulching and composting Providing subsidies for machinery that can efficiently process crop residue will not only reduce air pollution but also improve soil health and agricultural productivity Secondly, stricter regulations and enforcement measures are needed to curb vehicle emissions This includes enforcing emission standards for vehicles promoting the use of cleaner fuels and investing in public transportation infrastructure to reduce reliance on private vehicles Additionally promoting the adoption of electric vehicles through incentives and infrastructure development can significantly mitigate air pollution from the transportation sector Furthermore public awareness campaigns and community engagement are crucial in fostering a culture of environmental responsibility Educating citizens about the health hazards of smog and empowering communities to take collective action, such as tree planting drives and clean-up initiatives, can

N one of his last foreign visits before India’s general election in April–May 2024 on 13–15 February India s Prime Minister Narendra Modi travelled to the United Arab Emirates (UAE) and Qatar, a move which signalled the growing importance of the Gulf region for India Under Modi, the Gulf has become a foreign- and security-policy priority and an integral part of India’s ‘extended neighbourhood’ in which India has increasing interests and influence Since Modi assumed office in 2014 India has transformed its relationship with the Gulf states from one focused on energy trade and Indian expatriates into a new framework encompassing political relations, investment, and defence and security cooperation India s priorities include attracting investments to increase economic growth, addressing regional security concerns (including in the Arabian Sea and the Gulf) and enhancing its regional presence and influence The timing of Modi s visit highlights the importance of the UAE as New Delhi s key regional partner Indeed the UAE is the only regional country that India engages with bilaterally, trilaterally (along with France) and, since 2021, in the I2U2 quadrilateral grouping with the United States and Israel CHANGING RELATIONS: Modi’s visit to the UAE was his seventh since he came to power demonstrating India’s growing focus on engaging the Gulf region Indeed Modi s August 2015 visit was the first by an Indian prime minister to the UAE in 34 years Meanwhile his August 2019 visit to Bahrain was the first ever made by an Indian prime minister Energy, trade and ensuring the security of Indian expatriates have traditionally been the key components of the India–Gulf relationship India has a large stake in Gulf stability given that approximately 8 8 million Indian nationals reside in the region The Gulf Cooperation Council (GCC) is India s largest regional-bloc trading partner Trade with the GCC comprised 15 8% of India s total trade in FY2022–23, compared to 11 6% of total trade with the European Union The UAE has consistently been India’s principal trading partner within the Gulf and is India’s third-largest trading partner overall, with Saudi Arabia in fourth place However despite India and the GCC announcing their intent to resume negotiations for a free-trade agreement (FTA) in November 2022 a deal has not yet materialised India s dependence on the Gulf for energy imports decreased following Russia s 2022 invasion of Ukraine, with New Delhi importing discounted Russian oil The Gulf region fulfilled 55 3% of India’s total crude oil demand in 2022–23, compared to 63 9% in 2021–22 However oil imports from Russia have been declining in 2023–24 and there are signs that India’s decreasing dependence on Gulf oil is already reversing with figures from mid-2023 indicating a recovery Levels of Middle Eastern oil supplies to India are likely to rise in the medium term India s need to sustain its economic growth has led it to seek a larger role in global energy governance, having applied to join the International Energy Agency as a full member in February 2024 Moreover as part of its aim to increase its share of natural gas and transition to a predominantly gas-based economy in early February New Delhi signed a US$78 billion agreement to extend imports from Qatar of 7 5 million tonnes of liquefied natural gas annually for an additional 20 years, starting in 2028 INCREASED STRATEGIC CONVERGENCE: India s growing strategic and economic interests in the Gulf region have resulted in a new framework for India–Gulf ties based on investment political relations and defence and security cooperation With India becoming an increasingly attractive economic market Saudi Arabia and the UAE have announced ambitious investment targets of US$100bn and US$75bn, respectively The UAE is the seventh-largest source of foreign direct

Human rights lawyer and Toor s counsel Imaan Zainab Mazari-Hazir confirmed his arrest She said the journalist had arrived at the FIA’s Cyber Crime Reporting Centre in Islamabad earlier in the day to demonstrate his positive intent answer a summons notice issued to him on Saturday and join the inquiry about the campaign against the judiciary She said the team went to the FIA office after acquiring an order from the Islamabad High Court, which instructed the agency to not harass the journalist but he was still taken inside the FIA premises without his legal team
In an update posted on X at 9:05pm Mazari-Hazir said Toor was arrested by the FIA She told media that an FIA official came out of the building, delivered the legal team a handwritten note from Toor and said that the journalist was “formally arrested” Mazari blamed his arrest on the high court’s failure to “protect fundamental rights”
In an earlier post Mazari said that Toor had been detained at the FIA cell for the past few hours Manner in which journalists in this country are being treated is appalling Constitutional Courts must play their role to ensure fundamental rights are not brazenly violated in this manner,” she said Toor’s arrest came after was interrogated for nearly eight hours on Friday by FIA officials in connection with the same case Toor s counsel had posted on social media platform X that the journalist and his legal team left the FIA s cyber crime wing headquarters at 7pm that day after his detention at 10:50am Toor had later thanked his legal team and his supporters for their help and solidarity throughout the incident saying that he faced a “tough time”

Regulatory Authority Ordinance 2024 aimed at regulating the cultivation extraction, refining, manufacturing, and sale of cannabis derivatives for medical and industrial purposes The ordinance named the Cannabis Control and Regulatory Authority Ordinance 2024 aligns with Pakistan s commitment as a signatory to the Single Convention on Narcotic Drugs 1961 Article 23 of the convention recommends the establishment of a government agency to regulate cannabis cultivation and production while Article 28 addresses matters related to opium poppy cultivation According to the approved ordinance, an authority known as the Cannabis Control and Regulatory Authority will be established under the administrative control of the relevant division This authority will be overseen by a 13-member Board of Governors chaired by the Secretary of the Defence Division with representatives from various government departments the private sector, and intelligence agencies The board will be responsible for making policy decisions and advising the federal government on all matters related to cannabis policy including licensing activities governed by the ordinance The federal government retains the power to convene board meetings as needed and appoint a Director General for the authority, along with employees, advisors, and consultants as necessary Additionally the government will develop and prescribe a national cannabis policy covering all aspects of the cannabis derivatives market The ordinance allows for the issuance of licences for a five-year period and establishes a committee to oversee the development of prescription and non-prescription drugs from cannabis derivatives for various purposes B A C K G R O U N D: Previous attempts to legalise the production of medicinal hemp in Pakistan date back to September 2020 when Fawad Chaudhry, the former Minister for Science & Technology, proposed the initiative Despite initial approval from Prime Minister Imran Khan’s cabinet, the transfer of the hemp issue to the Ministry of Narcotics Control in December 2022 posed challenges The Ministry of Science and Technology s efforts were met with resistance from the Ministry of Narcotics Control, which argued that hemp’s relation to marijuana warranted its jurisdiction Consequently the hemp issue was transferred affecting the Ministry of Science and Technology s plans for industrial hemp cultivation In response, the Ministry of Science and Technology shared the draft National Industrial Hemp and Medicinal Cannabis Policy with relevant authorities The then MoST planned on establishing cannabis farms in Jhelum Peshawar and Chakwal due to favourable climate However conflicting interests emerged during discussions at the Ministry of Narcotics delaying the policy s approval Despite recognizing the potential economic benefits and job creation opportunities associated with hemp cultivation concerns raised by the Ministry of Food Security regarding research and
