ARETAKER Prime Minister Anwaarul Haq Kakar on Tuesday met US Presidential Special Envoy on Climate John Kerry on the sidelines of the World Economic Forum (WEF). During the meeting, they discussed the local and global impacts of climate change. The two leaders also discussed the climate change-related challenges being faced by the developing countries. On the other hand, Caretaker Prime Minister Anwaarul Haq Kakar his Lebanese counterpart Najib Mikati and both the leaders reiterated their resolve to strengthen the bilateral relations between the two countries. In the meeting that took place on the sidelines of the WEF, the Pakistan and Lebanon premiers agreed to strengthen bilateral relations. During the meeting, the two leaders discussed the overall situation in the region. They also expressed concerns over the atrocities committed by Israel on innocent Palestinians, especially children and women. Six-member JIT set up to probe ‘social media slur’ against SC judges ISLAMABAD

The Interior Ministry on Tuesday notified a sixmember joint investigation team (JIT) constituted, to “ascertain facts behind malicious social media campaign” against Supreme Court judges. The caretaker government formed the joint investigation team (JIT) under Section 30 (power to investigate) of the Prevention of Electronic Crimes Act, 2016 and the Interior Ministry issued the notification on Tuesday. The JIT headed by Additional Director General Federal Investigation Agency’s Cyber Crime Wing, comprises representatives of the Intelligence Bureau (IB), InterServices Intelligence (ISI), the DIG Islamabad police, representative of the Pakistan Telecommunication Authority (PTA) and any other co-opted member. The notification highlighted that the terms of reference of the JIT would be to “ascertain facts behind malicious social media campaign attempting to malign the image of the honourable judges of the Supreme Court”. The committee would also be responsible for identifying and bringing culprits to book in accordance with relevant laws, presenting challans in relevant courts and recommending measures to prevent such incidents in future. “The JIT shall submit a preliminary report to the Ministry of Interior within a fortnight,” the notification said, adding that the FIA headquarters would provide support to the panel during the investigation. The authorities did not identify any social media posts they deem to be part of the campaign. After marathon hearings last week, a three-member bench of the apex court — headed by Chief Justice of Pakistan Qazi Faez Isa — had upheld the Election Commission of Pakistan’s decision to revoke the PTI’s iconic electoral symbol ‘bat’ and declare its intra-party polls as “unconstitutional”. The verdict was criticised by legal eagles and political experts. The Human Rights Commission of Pakistan had also expressed concern over the judgment.

A source in the PM Office told Dawn that PM Kakar would invite world states to take benefit of investment in Pakistan, particularly when a conducive environment and facilities are being provided to the investors under the SIFC. According to the WEF, the annual meeting of the forum, with the participation of over 300 public figures including more than 60 heads of state and government, will provide a crucial space to focus on the fundamental principles driving trust, including transparency, consistency, and accountability among leaders. The forum was established in 1971 as a not-for-profit foundation and is headquartered in Geneva, Switzerland.

A Rawalpindi hearing the Iddat case against PTI founding chairman Imran Khan and his spouse Bushra Bibi, indicted the couple on Tuesday, which Imran rejected as ‘conspiracy’ against him and pleaded not guilty. Senior Civil Judge Qudratullah framed the charges against the couple on a complaint filed by Bushra Bibi’s ex-husband Khawar Farid Maneka under Sections 34 (common intention), 496 (marriage ceremony fraudulently gone through without lawful marriage) and 496B (fornication) of the Pakistan Penal Code. The hearing was conducted at Adiala Jail, where Imran is incarcerated. Ever since his arrest in August last year, the PTI founder has been indicted in multiple cases, including the Toshakhana reference, cypher case and the contempt case against the Election Commission of Pakistan (ECP). Last week, despite being already incarcerated, Imran was arrested by Rawalpindi police in at least a dozen cases pertaining to the May 9 violence, including the attack on the General Headquarters (GHQ). Two bases of Balochi militant group Jaish al Adl in Pakistan were targeted by missiles on Tuesday, Iranian state media reported, a day after Iran’s elite Revolutionary Guards attacked targets in Iraq and Syria with missiles. The militant group has previously mounted attacks on Iranian security forces in the border area with Pakistan. “These bases were hit and destroyed by missiles and drones,” Iranian state media reported, without elaborating. Pakistan has always said terrorism is a common threat to all countries in the region that requires coordinated action. Such unilateral acts are not in conformity with good neighbourly relations and can seriously undermine bilateral trust and confidence, the statement added. However, the former first lady left the hearing midway citing health reasons. “She is not feeling well and has left for the hospital,” PTI lawyer Usman Gul told the court. At that, the judge inquired if Bushra Bibi had taken permission before leaving the hearing halfway through. “There is a procedure that needs to be followed when one wants to leave. You are a lawyer, you must know that,” he stated. “Have you ever, to date, fulfilled any commitment?” the irked judge asked the PTI lawyer. He recalled that the court had issued arrest warrants at the previous hearing but withdrew them “keeping the esteem” of PTI leader Latif Khosa. Subsequently, Gul filed a plea

seeking permission for Bushra Bibi’s exemption from the hearing. However, prosecutor Rizwan Abbasi opposed the petition, arguing that the medical report submitted by Imran’s spouse didn’t show any medical problems. “Bushra Bibi was in court, she cannot deceive anyone like that,” he further contended. Meanwhile, Judge Qudratullah said a petition for exemption from hearing was only filed when a person was not in the court. “But Bushra Bibi was in court and she left without taking permission,” he noted and sought details of the time of the former first lady’s entry and exit from jail. Addressing the jail authorities, the judge inquired: “With whose permission did you allow Bushra Bibi to leave prison?” In response, the Adiala Jail superintendent said Imran’s spouse entered the prison at 11:30am and left at 1:45pm.

The government will saturate Khyber Pakhtunkhwa with thousands of security forces before the February 8 general election, officials said on Tuesday, as Pakistan battles rising militancy ahead of polls. On February 8, the country will vote in delayed polls already marred by allegations of pre-poll rigging, with former prime minister Imran Khan jailed and barred from running. Previous election campaigns have witnessed spasms of violence, with scores of candidates and voters targeted by bombings and gun attacks. In the first week of February some 5,000 paramilitary Frontier Constabulary (FC) forces will deploy to the KP bordering Afghanistan, commander Moazzam Jah Ansari told AFP. Last week, an independent candidate running for the provincial assembly was killed alongside two aides when his car was hit by a spray of gunfire as he campaigned in the province, police said. A senior regional government official told AFP there was a “deteriorating security situation”, and “additional police teams will be deployed at polling stations” on voting day. A further 1,700 FC forces will be stationed in Islamabad and 400 in Karachi, tasked with backing up police who bear the brunt of militant attacks. Meanwhile on Tuesday, in an order issued by his office, caretaker Sindh Chief Minister Maqbool Baqar warned “there have been multiple reports of attacks on candidates” running for the election. Some have been “kidnapped in broad daylight”, he said, describing it as a “rising tide of crime”.

Fresh from raking in its highest profits ever, and amid whispers of forging a partnership with China’s BYD Auto to usher in more electric vehicles in Pakistan, the Hub Power Company (HUBCO) has revealed that it will increase its stake in the Sindh Engro Coal Mining Company. With an existing 8% share in the Sindh Engro Coal Mining Company, does bolstering its stake hold merit? At least at an initial appraisal, it appears so. HUBCO’s strategy to augment its shareholding in Sindh Engro Mining is a shrewd manoeuvre on several fronts: it facilitates the streamlining of its own supply chain for two of its nascent plants, endows it with greater leverage in negotiations with the government over the circular debt co-

nundrum, it is a secure investment that aligns seamlessly with HUBCO’s extant investment and risk profile, and it is one that promises to yield higher returns as the Thar Block II mine is undergoing an expansion with possibilities of future expansions. . HUBCO isn’t the sole entity positioned to reap the benefits from the deal. Individual shareholders are likely to exhale a sigh of relief with the move, whilst banks looking to expand their credit lines are also set to be elated. Any joint venture partner in Sindh Engro Coal that wishes to diminish their share, thereby enabling HUBCO to enhance theirs, is also likely to profit, cognisant of the advantages this will confer upon HUBCO. “It is merely HUBCO consolidating their triumphant run, so there should be no trepidation amongst individual shareholders,” declares Farid Alam, the Chief Executive Officer at AKD Securities. Similarly, “HUBCO is one of the most sought-after

credits in the market. If it is bolstering its shareholding in a company, it should be perceived as a favourable development,” asserts Adnan Naqvi, the Group Head of Corporate and Investment Banking at the Pak-Brunei Investment Company. What is the impetus driving HUBCO to invest? We tried to contact both HUBCO and Sindh Engro Coal, but we were met with silence from both of them. So, what precisely is the Sindh Engro Coal Mining Company, and what renders it so enticing to HUBCO? Building on a good year Before we delve into the heart of the matter, let’s take a moment to acknowledge what was a monumental year for BUBCO. In 2023 the company made an eye-watering profit of Rs 62 billion. This figure is more than double the earnings of the previous year, and astonishingly, it’s nearly on par with the cumulative profits of the three years leading up to 2022. We’ve already

dissected the sources of HUBCO’s extraordinary windfall in a previous discourse. Among the significant augmentations to HUBCO’s revenue streams were its two avant-garde power plants: the Thar and ThalNova. The former commenced operations in the autumnal month of October 2022, whilst the latter — an associated entity — became operational in the frosty February of 2023. The Thar plant contributed a staggering Rs 7 billion to HUBCO’s coffers, a revenue stream that was hitherto nonexistent, whilst ThalNova generated proceeds of Rs 1.9 billion for the first time since the dawn of 2020. What sets these two new plants apart is their reliance on indigenous Thar coal, and their consistent ranking amidst the top five the merit order for electricity generation since their inauguration. The only blip was a brief fortnight in the balmy May of 2023, when Thar Energy momentarily slipped to the sixth position.

This ranking provides a safety net for HUBCO against potential reductions in energy purchases by the Government of Pakistan from power companies, in the event of a demand downturn. Even a minimal demand for electricity ensures that HUBCO’s Thar Plant and ThalNova can sell electricity due to their advantageous position in the merit order. The novelty of both plants also guarantees that electricity purchases by the Government of Pakistan from these plants will be a completely fresh income stream going forward, supplementing existing purchases by other plants and the historic capacity payments that HUBCO has reaped from. This becomes all the more pivotal because all of HUBCO’s other direct and associated plants languish in the middle to lower ranks of the merit list. Government purchases from these plants will obviously not be as reliable as the aforementioned duo. Hence, bolstering your stake in the mines that will fuel your two most dependable plants is a textbook example of vertical integration.
