Punjab govt presents ‘terrorism’ evidence to ECP for ‘banning’ PTI

LAHORE STAFF REPORT

The Punjab Caretaker Government has reportedly handed over evidence of the Pakistan Tehreek-e-Insaf’s (PTI) involvement in terrorism to Chief Election Commissioner (CEC) Sikander Sultan Raja in an attempt to get the party banned.

According to details, the CEC arrived at the Chief Minister House in Lahore to meet Caretaker Punjab Chief Minister Mohsin Naqvi on Thursday. A high-level briefing session was held under their chairmanship. The meeting strongly condemned the terrorist incidents of May 9 and expressed complete solidarity with the Pakistan Army.

During the meeting, the CEC and members were presented with solid evidence of the involvement in the May 9th “terrorist” incidents by a political party, including briefings, images, videos, and messaging proofs.

Speaking on the occasion, Mohsin Naqvi said that on May 9, a political party disgraced the entire nation and carried out planned attacks on military installations.

He said that evidence of con-

tacts between attackers and party leadership present in Lahore’s Zaman Park came to light through geo-fencing. “A dirty game was played in the guise of politics, and the initial estimate suggests a loss of Rs600 million to the national exchequer,” he added.

Sultan Raja said that under the leadership of Mohsin Naqvi, the Punjab government has taken the best and courageous steps to protect the people in the current situation.

“I am confident that the Punjab government’s team is fulfiling its responsibilities with integrity. The purpose of the ECP is to conduct free, fair, and peaceful general elections. We have no affiliation with any political party and no political agenda,” he added.

During the meeting, the CEC and other ECP members were briefed about the incidents of terrorism that occurred on May 9. Inspector General of Police, Dr Usman Anwar, provided details of the attacks on Jinnah House and other military installations to the delegation.

The Additional Chief Secretary on Interior gave a briefing on the damages caused by the terrorist at-

LAHORE STAFF REPORT

The Punjab Police may launch a “grand operation” to arrest the “terrorists” allegedly holed up in Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan’s Zaman Park residence. According to the police, all roads leading towards Zaman Park have been blocked and a heavy contingent of law enforcement is in the area.

The Punjab government had given a 24-hour ultimatum to the PTI to hand over the “terrorists” who had taken refuge in the former prime minister’s home. The government had given the PTI a deadline till 2pm on Thursday which has now ended.

Sources said that the “grand operation” may be launched after the deadline ends.

Sources shared that the inspector general of Punjab police and the capital city police officer (CCPO) have asked the police to remain “vigilant”.

Punjab caretaker Information Minister Amir Mir said Wednesday night that the provincial government has no plans so far of arresting PTI Chairman Imran Khan.

“First let the 24-hour deadline expire then the government will reveal its plans,” the provincial minister said during an interview on Geo News’ programme “Aaj

The Supreme Court approved the request for bail of Hidayat ur-Rehman Baloch, leader of a prominent rights movement in Gwadar, who was arrested in January over charges stemming from the December killing of a policeman by unidentified gunmen during a series of protests by his supporters. The protests were part of months-long demonstrations demanding greater rights for the coastal region such as an end to illegal trawling in Gwadar and security checkpoints, and restrictions on border trade with Iran. The Haq Do Tehreek (Gwadar Rights Movement) was established in August of 2021 to protest on behalf of the local population. The sit-in, which led to Baloch’s arrest, began in late October near the main entrance of the Chinese-built and operated port. The movement escalated its confrontation with the government in the third week of December, when Baloch warned the Chinese to leave. In the early morning of December 26, police raided the protest camp. Supporters of the movement clashed with the police for at least four days after the crackdown began. At least one police officer and one protester were killed.

Subsequently, on January 13, Gwadar police arrested Baloch after he showed up at a local court, days after he announced that he was heading to Gwadar to surrender.

The decision by a three-judge bench on Thursday came after the lawyer for Baloch, Kamran Murtaza, informed the court that the head of the movement was arrested from inside the court. Murtaza further emphasized that Baloch has been held in custody since December.

He said that a total of 108 vehicles and 23 buildings, including police and other government institutions, were damaged. Five individuals lost their lives in the violent incidents, while 127 police officers, personnel, and 15 civilians sustained injuries, he added.

The meeting was attended by members of the Election Commission of Pakistan, including Sindh’s member Nasir Ahmed Durani, Balochistan’s member Shah Mohammad Jatoi, KP’s former Justice (retd) Ikramullah Khan, Punjab’s member Babar Hassan Bharwana, Secretary of the Election Commission of Pakistan, Omar Hamid Khan, Special Secretary of the Election Commission of Pakistan, Zafar Iqbal Hussain, Provincial Election Commissioner Punjab, Saeed Gul, Chief Secretary, Inspector General of Police, Additional Chief Secretary, Additional IG Special Branch, Additional Chief Secretary (Interior), Secretary Law, Secretary Prosecution, CCO Lahore, and Additional IG CTD.

Shahzeb Khanzada Kay Saath”.

The minister’s comment came hours after the PTI chief expressed fears that he would be arrested.

“Probably my last tweet before my next arrest. Police has [sic] surrounded my house,” the PTI chief — who was ousted as the prime minister last year in April — said in a tweet. Amir Mir added that Khan is inciting people, “just like always”. The information minister said the PTI chief was “lying”.

In his presser earlier in the day, the minister gave the PTI a 24-hour deadline to hand over the “30-40 terrorists that have taken refuge” at the former prime minister’s Lahore residence to the police.

“PTI should hand over these terrorists or the law will take its course,” warned the minister. He also added that the government was aware of the presence of these “terrorists” as it had credible intelligence reports.

THE SITUATION: On Wednesday, Geo News reporter Azam Malik, who was at Zaman Park, said the PTI chief allowed media access to his residence.

“The reason behind allowing the media to have a look at his residence is to show them the people over there,” the reporter said, noting that the information minister’s claim that several terrorists were inside the residence could not be corroborated.

g PPIB URGES CIHC PAK POWER COMPANY TO COMPLY WITH FINANCIAL OBLIGATIONS

ISLAMABAD

ahmad ahmadani

INa recent development, the Private Power Infrastructure Board (PPIB) has written a letter to the Chief Executive Officer (CEO) of CIHC Pak Power Company (Pvt.) Ltd, emphasizing the need for the fulfilment of financial obligations related to the 300 MW Imported Coal Power Project at Gwadar Balochistan.

The letter, dated May 15, 2023, highlights the repeated requests made by PPIB to CIHC Pak Power Company Private Limited (CPPCL) regarding the extension of the project’s financial closing (FC) date and the submission of necessary fees.

Citing references to previous correspondences, PPIB reiterates its earlier advisories, urging CPPCL to extend the validity of the existing Performance

Guarantee (PG) of US $1,500,000 for an additional three months beyond the Extended FC Date, i.e., until March 31, 2024. Furthermore, the letter emphasizes the requirement for CPPCL to submit the FC date extension fee of US $150,000, which is still pending. PPIB reminds CPPCL that the extension in FC Date up to December 31, 2023, was approved by the PPIB Board in its 138th meeting, considering the decision made in a meeting presided over by the Minister of Planning Development and Special Initiatives (MoPDSI). The previous FC date extensions granted to CPPCL had expired on January 31, 2022, and subsequent extensions were given until December 31, 2022, March 31, 2023, and December 31, 2023. However, CPPCL failed to fulfil the necessary requirements and obtain an amendment to the Letter of Support (LOS) to incorporate

Authority (NEPRA) cannot proceed with CPPCL’s request for tariff revision without a valid LOS amendment extending the FC an amendment to the LOS incorporating the FC Date extension. The deadline for compliance is set for May 22, 2023. PPIB emphasizes that failure to submit the extended PG and fee will result in PPIB proceeding in accordance with the terms and conditions of the LOS and its amendments, as the PG is set to expire on May 31, 2023. It is noteworthy that PPIB has also sent a copy of the letter

to the Secretary, Ministry of Energy (Power Division), CEO of CPPA, MD of NTDC, and CEO of QESCO for their information and necessary action. This latest communication from PPIB to CIHC Pak Power Company (Pvt.) Ltd underscores the significance of fulfilling financial obligations and adhering to timelines in the development of the 300 MW Imported Coal Power Project at Gwadar Balochistan. The project holds immense potential for meeting the growing energy needs of the region, and the timely resolution of these financial matters will play a crucial role in its successful implementation.

Cabinet grants exemption to SSGC-LPG for spot cargo imports to address gas shortage

g EXEMPTION TO ENSURE STABLE PRICING

ISLAMABAD ahmad ahmadani

The federal cabinet, through a circulation of summary, has approved exemption for SSGC-LPG (Pvt.) Limited (SLL) to import LPG spot cargoes, aiming to address the country’s severe gas shortages and maintain stable Liquefied Petroleum Gas (LPG) prices.

According to sources, the Cabinet Division, after getting the consent from Prime Minister Shehbaz Sharif, has obtained the consent of the cabinet members through circulation of summary to exempt SSGC-LPG (Pvt.) Limited (SLL) from the applicability of Rules 35 and 40 of the Public Procurement Rules, 2004, specifically for the procurement of LPG spot cargoes.

Under this exemption, SLL is permitted to procure approximately 20,000 Metric Tons of LPG per month from international suppliers, amounting to four cargoes each month, spanning from April 2023 to September 2023.

The exemption aims to relax the timeframe between the announcement of the evaluation report and the contract’s award to the successful

bidder, ensuring a fair and responsible opportunity for healthy competition among potential bidders.

Earlier, the Petroleum Division had requested the Public Procurement Regulatory Authority (PPRA) to grant exemptions to SSGC-LPG (Pvt.) Limited (SLL) from Rules 35 and 40 for the import of LPG spot cargoes from April 2023 to March 2024, approximately totaling 20,000 Metric Tons per month (four cargoes).

In the 70th meeting of the PPRA Board held on April 7, 2023, the board recommended granting exemptions to SLL, subject to certain conditions. The Board decision emphasized providing fair competition opportunities for potential bidders, redressal of grievances, and the publication of bid invitations in widely circulated Urdu and English newspapers.

It is relevant to note that the petroleum division, in September 2022, had given a task to both the sui companies i-e SSGC (through its subsidiary SLL) and SNGPL to import additional LPG during winter season from November 2022 to March 2023 to overcome the severe gas shortages in

ISLAMABAD: Special Court Islamabad on Thursday issued a bailable arrest warrant for Pakistan

Tehreek-e-Insaf (PTI) leader Azam Swati in controversial tweets case. According to details, Special Judge Central Islamabad heard the case regarding the controversial tweet by PTI leader Azam Swati, in the presence of Azam Swati’s lawyer Sohail Khan and Prosecutor Rizwan Abbasi. Lawyer Sohail Khan complained that the PTI leaders are getting arrested outside the court, where as PTI leader Azam Swati was scheduled to appear today but he is currently present at Zaman Park. “If Azam Swati has obtained protective bail from the court?,” Prosecutor Rizwan Abbasi asked. Rizwan Abbasi asked the lawyer to provide evidence of Azam Sawati’s presence in Zaman Park.

Govt urged to issue list, whereabouts of ‘suspects’ arrested over May 9 vandalism

KARACHI

Lawyer and activist Jibran Nasir on Thursday asked the government to provide a list of all the people detained on charges of vandalism and violence on May 9 and raised concerns that the families of those under custody were still unaware of their whereabouts. Violent protests erupted across the country on May 9 following the arrest of PTI Chairman Imran Khan. During the demonstrations, angry mobs vandalised state and military installations, including the General Headquarters in Rawalpindi, the Lahore Corps Commander’s House and a Radio Pakistan office in Peshawar.

the country. The Ministry of Energy (Petroleum Division) also assisted SLL in obtaining exemptions of PR Rules number 8,9, 13 (1), 35 and 40 from PPRA. SLL in response took the lead and imported 67,771 MT LPG during last winter season. The regular LPG supplies to the local market not only helped in avoiding the artificial shortage of the product but also maintained the LPG prices well within OGRA announced prices.

According to available copy of SSGC LPG letter, LPG prices, locally as well as internationally, are vulnerable and change on a daily basis. The exemptions of rule no. 35 gave SLL an opportunity to procure LPG from international suppliers at par with the private importers as it reduced the risk of price change for both SLL and international suppliers. Exemption of rule 40 provided an opportunity for SLL to get the market competitive prices from these suppliers. As a result, SLL with the help of these exemptions, saved around US $ 918,600 amounting to around PKR 222 million in 12 consignments during the last winter season. In order to continue this streak of importing LPG smoothly and cost effective, SLL needs to remain at par

with the private importers. SLL, with the help of the exemptions of PP Rules number 35 & 40, will be able to continue the uninterrupted supply to the local market to avoid product shortages and keep LPG prices well within OGRA announced prices.

In the light of above justification, it is requested to grant SLL, exemptions in PP rule no. 35 and 40 for the import of LPG spot cargoes from April 2023 to March 2024 (approximately 20,000 MT per month), said a letter dated March 27, 2023 issued by Amir Mahmud, MD/CEO of SSGC LPG.

Earlier, the Board had recommended exemption from 1st November, 2022 till 31st March, 2023 which has expired and now SLL through their Ministry has requested for exemption till March 2024.

It is pertinent to mention here that to continue importing LPG smoothly and cost-effectively, SLL needs to remain competitive with private importers. The exemptions of PP Rules 35 and 40 allow SLL to procure LPG from international suppliers at marketcompetitive prices and reduce the risk of price fluctuations. This approach has so far resulted in significant cost savings during the previous winter season.

Pakistan ranks 145 out of 150 in terms of implementation of Islamic financial system

g DEDICATED ISLAMIC FINANCE LAW IN WORK AT SECP, SAYS HEAD OF SECP ISLAMIC FINANCE

ISLAMABAD Shahzad paRacha

After the decision of the Federal Sharia court in April 2022. Pakistan’s banking industry is going leaps and bounds to convert its existing banking infrastructure to an Islamic one.

However, the implementation of said systems is revealed to have been in doldrums as Pakistan is ranked 145 out of 150 in terms of implementation of Islamic financial system.

This was disclosed by Tariq Naseem, Head of Islamic Finance Department at Securities and Exchange Commission of Pakistan (SECP) during an interactive session/workshop on the Islamic Finance sector and SECP’s Regulatory Sandbox held here on Thursday at the SECP Headquarters.

He said that not a single Muslim country in the world ranks in the top 30 in terms of implementation of the Islamic financial system. Malaysia is at number 33 and Pakistan is at number 145, he added.

Non-Muslim countries, especially Scandinavian countries are at the top in terms of implementation of Islamic financial system, he informed the participants.

Tariq Naseem added that Islamic finance was gaining public acceptance in the PSX. He informed that the target to accelerate the growth of Islamic finance in regulated sectors includes implementing the proposal of Islamic stock trading, re-activate commodity Murabaha facility at PMEX, and ensuring availability of retail Sukuk.

He also informed that the asset size of 28 Modaraba companies in Pakistan is Rs 62 billion and there is no fullfledged primary law for the Islamic financial industry except Modaraba Ordinance in Pakistan, reflecting a big challenge for the SECP in implementation of Islamic finance in SECP’s regulated sectors.

In this regard, the SECP is drafting a dedicated Islamic finance law.

The commission has initiated working on developing a dedicated and full-fledged primary law (Financial Services Islamic Act) for the Islamic financial industry within the non-bank financial sector in Pakistan.

The proposed law, which may be called Islamic Financial Services Act, may consolidate all the relevant provisions in one piece of legislation while serving as a reference point for the development of case laws in the judicial system. The exercise’s goal was to comply with the Federal Shariat Court’s ruling while also standardizing and improving the quality of Islamic goods and services.

He informed that the SECP is organizing an international Islamic conference on May 29 in Islamabad to share the global experience of different Islamic countries.

Responding to a query, he said that all banks are providing financial services except one international bank and trading through banknotes is not against Islam.

The SECP also registers Shariah advisors who extend their services to various companies and products, he concluded.

IHC declares Qureshi’s arrest illegal, orders release

The Islamabad High Court (IHC)

Thursday declared the arrest of Shah Mahmood Qureshi under the notorious Maintenance of Public Order (MPO) law illegal and ordered the police to release the deputy chairman of Pakistan Tehreeki-Insaf (PTI). Qureshi was arrested and taken to an undisclosed location in the small hours of Thursday apparently by Islamabad police who accused him of “inciting violent protests” following party chairman Imran Khan’s arrest in the land dispute. The decision to release Qureshi came during a hearing of a petition moved by the former foreign minister to challenge his arrest. Presiding over the case, Justice Miangul Hassan Aurangzeb inquired about any registered case against him, to which the counsel for the government responded that he would need to look into it. The judge, determined not to “go out of the box,” issued the order for his release after the completion of arguments from both sides. Furthermore, Justice Aurangzeb declared the MPO order, under which Qureshi was arrested, null and void and ordered his immediate release. The court further instructed Qureshi to provide a written undertaking similar to the one given by former minister Ali Muhammad Khan. The legal team for Qureshi informed the court they would submit the required undertaking after consulting with their client. Separately, the high court also ordered the release of Rabia Afridi, the wife of Qureshi’s colleague Shehryar Khan Afridi, who along with her husband was taken into custody from their bedroom.During the hearing, the head of Islamabad police, Akbar Nasir Khan, informed the court that Afridi and her husband were “involved” in the attack on the General Headquarters (GHQ) in Rawalpindi. Responding to this revelation, Justice Arbab Muhammad Tahir, who chaired the proceedings, reprimanded the official and directed him to take appropriate action after seeking advice from his legal team. Furthermore, the deputy commissioner of Islamabad was summoned to appear before the court.

The next day, the Civil Lines police had, on his father Muhammad Riaz’s complaint, filed a first information report against “unidentified persons” and police officials for kidnapping Riaz. The FIR invokes Section 365 (kidnapping or abducting with intent secretly and wrongfully to confine person) of the

Pakistan Penal Code. A single-judge bench comprising Chief Justice Muhammad Ameer Bhatti has been hearing the case while Advocate Azhar Siddique appeared as Riaz’s counsel. Expressing his dissatisfaction over the progress made by police, the LHC chief justice adjourned the hearing till 12pm on Friday (tomorrow).

THE HEARING: At the outset of the hearing, the judge reprimanded Sialkot District Police Officer (DPO) Mohammad Hasan Iqbal, saying: “The police have done nothing till now. You only said [to the police]

to ‘go and enjoy’. You have [merely] appointed a sub-inspector. “You had told the court here that ’I would review everything, will look over the investigation. To do this, you had asked for 48 hours. [But] the police is saying that we cannot do anything,”

Justice Bhatti further said.

“The police wrote letters to the agencies and dozed off after going home. A highprofile case’s investigations were handed over to a sub-inspector since you are not interested in this case.”

To this, the DPO said that the police were making their “best efforts” but Justice

Bhatti countered, “I am not satisfied with your performance.”

Riaz’s lawyer told the court that no progress was made to make the recovery and the police had simply given false hopes.

“A person is missing for the past six days. What are our people (authorities) doing? His life is in danger. A person was picked up. Who is responsible for this?” the LHC judge remarked. “The police tells us that they do not have anything within their powers. If it is not within your powers, then we can ask some other agency,” he added.

Sharif stressed the critical role of Afghanistan in regional peace and prosperity, referring to it as the beating “Heart of Asia,” echoing the words of poet Muhammad Iqbal, a renowned poet and philosopher. He expressed Pakistan’s commitment to promoting shared prosperity for Afghanistan and the region, noting the country’s current challenges in security, economy, and humanitarian domains.

The prime minister urged the international community to support the Taliban government in Kabul through constructive engagement, prioritising counter-terrorism, drug trafficking, and inclusive governance while also promoting sustainable economic pathways for the Afghan people.

Highlighting the longstanding cooperation between Pakistan and Iran rooted in cultural and people-to-people exchanges, the prime minister praised the recent agreement between IRNA and Associated Press of Pakistan, to promote media collaboration. He mentioned ongoing discussions for agreements in various fields, such as television, films, cinema, literary, and linguistic enterprises, which would further strengthen the bonds of friendship and solidarity between the two nations and showcase their rich culture and traditions.

PHC releases all MPO detainees in KP

PESHAWAR

Peshawar High Court on Thursday decided to issue directives to the concerned authorities to release all the persons facing detention under Maintenance of Public Order (MPO) after staging the protests following the arrest of Imran Khan on May 09 in the province. A division bench of the PHC comprising Justice Ishtiaq Ibrahim and Justice Sahibzada Asadullah passed the orders in response to as many as 108 pleas urging the court to declare their arrest illegal. The bench asked all the persons to submit sufficient surety by executing bond for good conduct before Deputy Commissioner to remain peaceful under law of the land.

The Peshawar High Court (PHC) has sought a response from the caretaker government of Khyber Pakhtunkhwa (K-P) over the arrests of Pakistan Tehreek-i-Insaf (PTI) workers under 3 MPO.

Earlier last week, a two-member bench of the PHC comprising Justice

Shakeel Ahmed and Justice Waqar Ahmed, disposed of more than two dozen petitions filed against the arrests of political workers and postponed the hearing of the matter till May 18.

K-P Advocate General Amir Javid objected to the admissibility of the writ petitions, saying that they could not be heard at the time because the provincial cabinet had imposed an emergency in the province. He contended that after the

enactment of Article 245 of the Constitution of Pakistan, the court could not hear such writ petitions.

The petitioners contended that the provincial government had issued arrest warrants under 3 MPO against various workers of the former ruling party and there had been raids to nab them although they did not have anything to do with protests. Their counsels also argued that the

persons identified by the police had already been arrested and now they were carrying out raids to arrest party leaders.

The counsels added that 3 MPO is only relevant when there is solid evidence against them.

The counsel urged the court to release those arrested in this regard and asked for the suspension of arrest warrants under 3 MPO. The AG apprised the bench that the warrants had been issued under 3 MPO. Counsels further submitted that at present, the fundamental rights were suspended in the province under Article 245 III, so the court could not hear these cases.

The court has been informed that no retaliatory action was being taken against anyone and whatever action had indeed been taken was based on available evidence. He, therefore, asked for some time to submit a response in this regard. The court declared that orders should be given to those who had been kept devoid of them under the MPO. It further declared that the decision on the admissibility of the cases would be made on May 18.TLTP

Regarding the inauguration of Mand-Pishin border market, the prime minister said the facility would enhance trade activity in the surrounding areas and would get an uplift as trade centers would be constructed there. Prime Minister Shehbaz also invited the Iranian president to visit Pakistan which he accepted. Coming to the project of 100 megawatt Gabd-Bolan transmission line, said the project faced immense delay in the past but the incumbent government ensured its completion in the record time. Iranian President Raisi also took keen interest in the project, he added. He said the matter related to the power tariff had also been settled amicably with Iranian government “This is a great day for Pakistan-Iran friendship and will prove a milestone for development of the two countries,” the prime minister remarked. PM, Iranian president jointly open Mand-Pishin border market Prime Minister Shehbaz Sharif and Iran’s President Seyed Ebrahim Raisi on Thursday jointly inaugurated the Mand-Pishin border sustenance market aimed at boosting bilateral trade. This is one of the six border markets which will be constructed along the Pak-Iran common border. The MandPishin border sustenance marketplace will provide a thriving platform for increasing cross-border trade, fostering economic growth, and opening up new avenues of opportunity for local businesses. The two leaders also planted a sapling in the premises of the border market as a gesture to stride forward in the bilateral relationship between the two countries. Foreign Minister Bilawal Bhutto Zardari, Power Minister Khurram Dastagir, Information Minister Marriyum Aurangzeb and senior officials of Pakistan and Iran were present. Supreme Court orders release of leader of Gwadar rights movement

During the proceedings, Justice Sardar Tariq Masood, who was heading the bench, asked why the arrest was not challenged at the time it occurred on court premises. In response, Murtaza explained that such actions were not deemed illegal by the Supreme Court at the time of Baloch’s arrest, citing a subsequent development following the arrest of former prime minister Imran Khan. The lawyer for the government opposed the bail request, arguing that Baloch should not be released until the main accused, Majid Johar, is remanded to judicial custody. In light of this, Justice Muhammad Ali Mazhar questioned whether Baloch was implicated in aiding and abetting the murder. Murtaza clarified the exact details of the allegations would be determined during the trial, emphasising that his client’s involvement primarily focused on advocating for the provision of water to the people of Gwadar. The bench, after due consideration, granted bail to Baloch, ensuring his release upon the submission of two surety bonds amounting to Rs0.3 million.

Unmanageable debt

Miftah Ismail predicts a tough autumn as the country struggles to keep afloat

FORMER Finance Minister Miftah Ismail has predicted a difficult few months ahead, starting with meeting $4.1 billion of debt servicing, in both amortisation and interest, even though foreign exchange reserves only stand at $4,4 billion. That could only be managed if China was to roll over $1 billion in government lending, and if $3.1 billion owed to Chinese banks was also rolled over. Dr Ismail did not mention that the plummeting export earnings and declining remittances made the problem worse. He also pointed out that domestic debt had become equally unmanageable, what with the provinces not increasing their low collections from agriculture, real estate and services. As a result, the provinces eat up Rs4.5 trillion out of the annual federal tax revenue of Rs 7.5 trillion. Even if one adds Rs1.5 trillion in non-tax revenue, Islamabad will be left with just Rs4.5 trillion over. Domestic debt servicing alone is touching Rs 6 trillion. Dr Ismail pithily described a debt trap: having to borrow to service debt. That means that all other expenditure, such as on civil administration and defence, will also be met by borrowing. This is not just unsustainable in the long-run, but difficulties are created in the short run because of the mounting interest, which is set to go into new territory because of the IMF’s advice on how to fight inflation, advice which has not worked so far.

Meanwhile, the government continues what seems to an interminable courtship of the IMF, because the resumption of its programme would allow it to continue borrowing from the international money market. Perhaps a symptom of the malady is that recourse to the IMF is not seen as a temporary emergency measure to help us out of a temporary difficulty, but as a permanent revenue stream. At the same time, Pakistan seems to expect a free lunch. It seems to expect the IMF to bail it out for purely economic reasons, and not to help the USA in meeting its foreign policy goals. It is no coincidence that it is China, the USA’s main opponent, to which Pakistan is looking for help. Former COAS Gen Qamar Javed Bajwa had said there had been a shift of focus from geopolitics to geoeconomics. Pakistan seems destined to remain in the debt trap if it follows the present policies.

Big crisis, even bigger consequences

be conducted in Lahore, Rawalpindi and other cities.

If that fear has disappeared, and an unfavourable impression of the military developed, it is perhaps natural for the PTI, a political party after all, trying to get on the bandwagon. If it proves a popular enough bandwagon, other parties will follow suit.

THE PTI’s chance of milking the arrest of its Chairman, Imran Khan, for sympathy, was lost because of the reaction to it, as the party scrambled into damage control mode, and tried to minimize the harm caused by the choice of targets of enraged activists.

To put it baldly, the target was the military. Perhaps the best symbol of this was the torching of the corps commander’s residence in Lahore. Another potent symbol attacked was the F86 Sabre flown by fighter ace M.M. Alam when he downed six Indian jets in a minute in the 1965 War, which had been retired to the T-junction between Lawrence Road and Racecourse Road. It was torched.

There was an assumption that the PTI was the ‘military’s party’. Until his ouster, Imran Khan had been proud of the fact that he and the military leadership were ‘on the same page.’ The first wedge seems to arisen over the posting of the DG ISI, whom COAS Gen Qamar Javed Bajwa wished to rotate out, but whom Imran wished to retain. Thus started a chain of events going back to October 2021, coming up to May 9, but still ongoing.

One effect of that confrontation has been the development of a rather subtle argument: that the PTI is not really anti-the establishment, but is angry at its role in dismissing the Imran government. That means that one of the most consistent supporters of the PTI, the officer corps of all three services, is alienated from it. But there too a dilemma develops. Either the rage against the establishment visible on May 9 is the result of the PTI be4ing in cahoots with some really dangerous and virulent enemies of Pakistan, or it merely expresses a sentiment that is out there on the street.

Either way, the results are not good for the establishment. If the establishment carefully cultivated a party which could play a part in the ‘hybrid arrangement’ of the civilian face of the establishment, and that part could be taken over by enemy agents, then maybe the establishment is in the wrong business. Maybe its much-vaunted intelligence set-ups do not deserve their reputations.

The other alternative is that there is now a spirit out among the masses (‘on the street’) which resents the establishment. If that is so, then there are few possible chances of the military intervening in politics. One of the strongest arguments in favour of military takeovers was their acceptability. If that acceptability is not there, then what will happen?

The damage to military installations also indicates that there is a section of the population that no longer fears the military. The military knows best that it is not the force of the military that matters so much as fear created by the impression of force. That is one reason why, when called in to restore order, the military engages in a ‘flag march’, where not only the flag, but weapons also, are displayed, s troops march through the troubled areas. That flag marches had to

influence in Europe by reducing its economic dependencies. The Chinese government can resolve its business with the West by bringing Ukraine and Russia together for peace talks. Europe is China’s largest export market, and a prolonged war between the two countries impedes their trade. Conversely, the USA’s Biden Administration must exert more prospects for China to pressure Russia to stop this war. Some scholars believe China always uses the opposite direction and will supply weapons to Russia in this long war.

It might be noted that the other parties which were once linked to the military have come full circle, in that they developed an opposition to the military long before, from their stints in power. The PPP’s founder, Zulfikar Ali Bhutto, became Foreign Minister under Ayub Khan, but became opposed to a military role in politics. The PPP has still not forgotten that it was trued out of power in 1977, and it blames the military for its other ousters, and ultimately the assassination of Benazir Bhutto.

Similarly, the PML(N)’s leader, Mian Nawaz Sharif, has come a very long way from 1981, when he began his political career as Finance Minister in Punjab Governor Ghulam Jilani’s martial law Cabinet. He too has experienced both dismissal and martial law, with the addition of disqualification in 2016. Imran is just the latest in the series, though he was perhaps the most obseqious of the three towards the establishment.

The military has been posed a peculiar challenge, one that neither Bhutto nor Mian Nawaz posed, that of making a choice of allegiance. The military man’s primary loyalty is towards his institution. He then conflates it with patriotism. The loyalty to the institution, and patriotism, then reinforce one another. For the first time, loyalty to Imran has been introduced. This was all right, so long as Imran was patriotic and pro-Army, but now, he is asking for loyalty to him to prevail over loyalty to the institution. So closely is the institution identified with the country, that he is asking for loyalty to him to prevail over loyalty to the country itself.

Soldiers are trained to obey. But this might be going a bit too far. It could also be argued that the undoubted support Imran had in the military was the manifestation of something, not just something imposed by a small coterie of generals. One of the reasons for supporting him was the belief that he was not corrupt, unlike the average politician. That he was arrested in a corruption case would have resonated in the military. Also damaging is Imran blaming the COAS for his ‘kidnapping’. That is another point at which the military man will find its loyalty to his in-

because another leader of Russia will not own the Chinese trade

stitution tested. This is an accusation that threatens the entire chain of command.

The entire episode has weakened the establishment. The divide between the military and judicial wings of the establishment has been established, and all the rumours of trying Imran and other PTI leaders under the Army Act in military courts is because the courts cannot be trusted to give ‘positive results.’ The military has not just relied since 1958 for the courts to validate its coups, but also to get such decisions as Mian Nawaz’s disqualification.

It seems the military has already taken the only logical decision, that it must not meddle in politics. In a way, it is not important whether or not Imran’s government was a success or not. Even if the most extravagant PTI claims are accepted, the fact remains that he divided the loyalty of the military. That is enough for the military to turn against him. However, that is a sort of taking part in politics.

However, the military should realize that the judiciary, so long the junior partner of the military, has apparently now struck out on its own, not because of any other judiciary’s example, or even the military’s, but because of a vacuum.

The PTI probably hopes that this vacuum would be filled by military rule. That mat well not happen, not so much because the establishment is unwilling, as because the country is. One of the key factors is whether the USA wants Pakistan delivered outside the Chinese orbit badly enough. In turn, that will be determined by whether the USA thinks it can get India to play the role in the region it had used Pakistan for.

It must not be forgotten that the USA has got Pakistan to do its bidding when there is a military regime. However, if the military loses the ability to take over, then who can the USA turn to? The once-reliable Pakistani establishment shows every sign of being in too much disarray to be able to deliver anything.

THE world is astonished by the long war between Russia and Ukraine.

Many scholars of International politics are waiting for the deadlock to be broken in Bakhmut or Beijing; and all eyes are focused on Ukraine’s counter-offensive and some have perceived a significant development on the diplomatic front. Many have the views that after Chinese President Xi Jinping’s visit to Kyiv, who called on Ukrainian President Volodymyr Zelensky for a long and meaningful meeting, it was announced that the envoy of Beijing would play a positive role in a peace settlement between Russia and Ukraine.

Undoubtedly, Xi is insisting his dear friend Russian President Vladimir Putin bridge the gap between Kyiv and Moscow and China is now wary about the peace plan for Ukraine. It denotes the clear propaganda benefit for Beijing to proclaim itself as a peace lover; however, on the side, China is losing its trade partnership and

Scholars of international politics have

The West supports Ukraine in its counteroffensive because its mission is to end the Putin era, but it is a long shot to overcome Ukraine. Conversely, Washington needs help to support Ukraine and maintain sanctions against Russia. As Russia and Ukraine are the largest exporters to developing and developed countries, many Western countries will need help acquiring more natural food, fertilizers, commodities, and energy.

Both Beijing and Moscow are reinforcing their cooperation and have strengthened their bilateral cooperation; and both Putin and Xi share their disdain for the Western-led global order. Russia has also extended its naval drills in the Sea of Japan and the East China Sea. Many scholars have argued that Xi will expand Chinese lethal weapons to Russia to strengthen its relationship with Russia to counter the growing integration between European and Asian strategic threats and AUKUS-inspired arrangements.

CHINA CALCULATED THREE OBJECTIVES FROM THE UKRAINE WAR

(1) China wants to stop Putin from being ousted

(3) China wants to play both roles as a mediator and economic player in this prolonged war. Though Ukraine was China’s biggest partner in trade before the invasion, their stance on Russia makes them wonder whether the Chinese will play a role as a mediator. On the other side, Western and U.S Support Ukraine in winning this long war. The war in Ukraine can go on for a longer period and has no chance to stop; as both the USA and the West have publicly announced that they are standing behind Kyiv, which will create problems for both US and Western countries. Conversely, China has made new partnerships with Russia to use its natural resources. Many diplomats in the USA are wary that China could supply lethal nuclear weapons to Russia in this prolonged war. Both Russia and Ukraine are at the forefront of major powers. Both the USA and China could mediate to stop this war by bringing Zelensky and Putin to the negotiation table; otherwise, the war could put the whole world in severe danger.

Scholars of international politics have claimed that the current conflict between Russia and Ukraine has an outsized impact on the global supply chain; it has not only affected the European countries but also has created a dramatic fueling cost increase around the globe. The prolonged war between RussiaUkraine will deprive the developing and underdeveloped countries of food and energy security and hike the prices of utility items. China and the USA should stop the dirty politics over the affected zones of both countries. It is assumed that if this prolonged war were not stopped, it could create catastrophic conditions for living humans.

Dollar smuggling is nothing new

EVER since the United States of America fled Afghanistan and a new regime took office there, we have been reading in newspapers about the US dollar being smuggled across the border from Pakistan. I have no way of knowing what exactly is happening on that front, but I would like to share my personal experience of what life was like in a similar context about 30 years ago which might be relevant to the current situation.

I was sitting in the office of one of the bank branch managers in Peshawar. I noticed that a person from the tribal belt sitting beside me was being treated rather royally and was being offered the choicest of snacks and refreshments. Once the man left the bank, I asked the manager out of curiosity the reason for such treatment. For sure, it was not a routine affair at all. The manager, who had a friendly equation with me, said that the man in question had a massive account worth millions of rupees that he was keeping with that bank branch. That was 30 years ago. Today, people in such areas are coming to the banks with bags full of local money as well as dollars. Just imagine how they have managed to accumulate so much money. During my recent visit to the former tribal areas, I saw just about everyone maintaining a US dollar account. To my astonishment, even the local payments were being made in dollar terms. I know it sounds unbelievable, but that is what I personally saw. Some banks have even opened ATMs for withdrawing dollars in far-flung villages. Dollar is today’s currency in these areas and they are buying the currency in local markets. Will the authorities care to investigate what is going on in those areas, especially when we have a serious foreign exchange crisis, and the country is struggling to not just maintain, but also increase its reserves somehow? Logically, it should.

The FUUAST crisis

THE Federal Urdu University of Arts, Science and Technology (FUUAST) has had 13 vice-chancellors (VCs) in the last 10 years starting 2013. The speed at which the VCs come and go is as worrisome as it is embarrassing. As things stand today, the university senate cannot convene as it lacks quorum. The process of recommending senate members is long, cumbersome and, therefore, uncertain, involving the highest of offices. Even with everything running smoothly, the process takes months. What happens when things are not smooth, which is always the case, is for anybody to guess, and to keep guessing. There are numerous instances when the temporary administrative officers, mainly members of the faculty, flouted official regulations and went against the instructions of the relevant ministry and the Higher Education Commission (HEC).

For instance, the newly released interim VC set aside official recommendations and regularised the services of hundreds of teachers in grades 18 and above. The matter relates to the selection board advertised in 2013 and 2017 which was subsequently conducted in 2022. During the last meeting, the president of Pakistan, who happens to be the university chancellor, was briefed about the irregularities, and an inquiry was ordered into the matter. Besides, the university convocation, which should be an annual event, was last held in 2011, and no annual budget has been placed on the agenda of the senate for many years. Further, the interim VC, who was given the charge to complete the process of finding a permanent VC, did not convene a single meeting of the search committee. The committee was formed by the chancellor, with the HEC chairman being its convener. The committee, which included two junior teachers from the university, never held a meeting. Further, there are more than 30 retirees from the university who have not been paid their dues despite their hectic efforts.

The administrative, financial and educational crises in the university are because of the ordinance under which the university is being governed. There is an urgent need to change the university’s ordinance and to run it like all the other established public-sector universities in the country.

Internet access in the context of Fifth-Generation Warfare

Limitation versus Human Rights

IN the modern age, access to the internet is widely regarded as an essential tool for communication, education, and economic participation. There is also an argument to give it the status of a human right. However, in the context of fifth-generation warfare, there is a growing debate about whether limiting internet access is necessary for national security or whether it undermines fundamental human rights.

Firstly, it is pertinent to explain that the fifth-generation warfare is a new form of conflict that is characterized by the use of technology, misinformation, and psychological operations to achieve political objectives. This type of warfare is asymmetrical and non-linear, and it challenges traditional notions of warfare and national security. One of the key features of fifth-generation warfare is the use of the internet and social media to spread propaganda and disinformation, and the ultimate target is the uneducated young generation, which has little knowledge regarding the use and misuse of modern social media technology. They just use it.

However, proponents of limiting access to the internet in the context of fifth-generation warfare argue that it is necessary to prevent the spread of harmful information and propaganda that can be used to incite violence and promote extremist ideologies. They argue that by limiting internet access, governments can better control the flow of information and prevent the spread of harmful content. Furthermore, the internet limitations can be implemented in a way that minimizes the impact on individual freedoms and that it is necessary to protect national security in the face of new technological and information-based threats.

On the other hand, opponents of limiting access to the internet in the context of fifth-generation warfare argue that it undermines fundamental human rights, including freedom of speech, access to information, and privacy. They argue that internet access is a basic human right that

should not be restricted except in cases of clear and present danger. They further argue that internet limitations are often implemented in a way that disproportionately affects marginalized communities and that it can lead to the suppression of dissent and political opposition.

Notwithstanding, from a legal perspective, the question of whether internet access is a fundamental human right is complex and has not been fully resolved. While some argue that access to the internet is essential for exercising basic human rights such as freedom of expression, access to information, privacy, and the right to participate in cultural and political life, others argue that it is not a fundamental right in the same sense as, for example, the right to life, liberty, and security of person.

Moreover, some countries have recognized access to internet as a fundamental right, while others have not. For example, in 2016, the United Nations Human Rights Council passed a non-binding resolution recognizing the importance of internet access for the exercise of human rights and calling on states to promote and facilitate universal access to the internet. In 2021, the European Union recognized access to affordable high-quality internet as a fundamental right.

Additionally, proponents argue that access to the internet is necessary for individuals to exercise other fundamental human rights, such as the right to education, the right to work, and the right to health. In today’s digital age, many essential services are delivered online, and without access to the internet, individuals may be unable to access these services or pursue educational and employment opportunities. Besides, it also promotes equality and social inclusion. In many parts of the world, access to the internet is limited to certain segments of the population, creating a digital divide that can exacerbate social and

economic inequalities. Recognizing access to the internet as a fundamental human right would help to ensure that everyone has equal access to this essential tool, regardless of their background or socio-economic status.

However, there are also compelling arguments against such recognition. One argument against recognizing internet access as a fundamental human right is that it is not an essential tool for exercising basic human rights. While the internet may facilitate the exercise of certain rights, such as freedom of expression and access to information, these rights can still be exercised without access to the internet. Recognition of internet access as a fundamental human right would be impractical and unenforceable. Unlike other fundamental human rights, such as the right to life and liberty, access to the internet could not be considered an absolute right, and there are practical and legal limitations to providing universal access to the internet. Such recognition could place an undue burden on governments and private entities, who would be responsible for providing and maintaining access to the internet.

Despite there BEING several international agreements that recognize the importance of internet access and the right to freedom of expression, for example, the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, and the UN Human Rights Council have all recognized the importance of freedom of expression and access to information, yet it could not be given a status of absolute right in the context of fifth-generation warfare.

The use of technology and social media in warfare raises questions about the ethical use of technology and the responsibility of governments to protect individual rights.

In this context what is necessary is to balance the need for national security with the protection of human rights, in-

Authorities could take measures to combat disinformation through the establishment of media literacy initiatives and fact-checking mechanisms and could promote responsible online behaviour among its citizens, including through the development of guidelines and codes of conduct for internet users. In short, by adopting a multifaceted approach that encompasses legal, technological, educational, and international cooperation measures, Pakistan can minimize the risks of 5GW attacks while preserving the fundamental human right of access to the internet

Modi is enflaming hatred of Muslims in India, as the world looks the other way

WASHINGTON POST RANA Ayyub

INDIA is preparing to host the Group of 20 summit this year, and it is devoting substantial effort to make the occasion a celebration of Prime Minister Narendra Modi’s rule.

Modi is keen to highlight the economic transformation he has presided over, making India into an increasingly vital player on the world stage. And he is playing up his democratic bona fides. Posters proclaiming India to be the “Mother of Democracy” meet most foreign dignitaries visiting New Delhi or Mumbai.

But a much darker narrative is starting to define Modi’s India. The government has been systematically oppressing, marginalizing and inciting hatred toward its 220-million Muslim minority. This campaign has been slowly gathering momentum over the years and has reached new levels of intensity today. India is not a healthy democracy.

In just the past four months, Mumbai and adjoining cities in the state of Maharashtra witnessed 50 anti-Muslim hate rallies attended by thousands of Hindus, often led and participated in by leaders of the BJP. I have attended four such rallies all across western India.

I saw vast crowds, from young children to 80-year-olds marching in the streets, expressing Hindu akrosh (Hindu rage), calling for “termites” and “bearded traitors” — all terms for Muslims in Modi’s India — to be

cluding the right to access information and the internet.

It is evident that the question of whether to restrict internet access in the context of fifth-generation warfare demands careful consideration, as it involves complex and multifaceted legal issues. While proponents may assert that limiting internet access is necessary to prevent the dissemination of harmful information, opponents contend that it fundamentally undermines fundamental human rights. From a legal perspective, it is recognized that internet access and freedom of expression are essential components of modern society. However, the question of whether access to the internet is a fundamental human right is a matter that requires further elucidation. Ultimately, it is incumbent upon the state to strike a balance between the imperative of national security and the protection of individual rights. Any measures restricting internet access must be implemented in a manner that is respectful of fundamental human rights, and in compliance with international human rights norms and standards.

To maintain a balance between access to the internet and the prevention of fifth-generation warfare (5GW) strikes, Pakistan could take several measures, including: developing a comprehensive legal framework that strikes a balance between the need for national security and the protection of individual rights, including the right to access the internet; strengthening cybersecurity by establishing cybersecurity centres and the deployment of advanced threat detection systems; promoting digital literacy and awareness of online threats among the general public, especially the young ones.

Moreover, authorities could also take measures to combat disinformation through the establishment of media literacy initiatives and fact-checking mechanisms and could promote responsible online behaviour among its citizens, including through the development of guidelines and codes of conduct for internet users. In short, by adopting a multifaceted approach that encompasses legal, technological, educational, and international cooperation measures, Pakistan can minimize the risks of 5GW attacks while preserving the fundamental human right of access to the internet.

Is the US preparing to punish OPEC?

The 2022 Arab Youth Survey also found, ‘Nearly three-fourths (73%) want to see the US disengage from the region. wiped from the face of the country. I saw young women dressed in saffron performing traditional folk dances, holding placards asking Muslims to choose between “Pakistan or Qabristan” (Pakistan or the graveyard).

None of this has been spontaneous. Modi himself has been criticized for failing to take responsibility to stop the 2002 riots in Gujarat that killed more than 1,000 people while he was chief minister there — and even for inflaming passions in the run-up to the massacres.

Members of the BJP have continued to stoke hatred and intercommunal tensions since then. In but one recent example, Devendra Fadnavis, deputy chief minister of Maharashtra, held a rally last month in Ayodhya, near where a Hindu mob famously demolished the iconic Babri mosque in 1992. Modi’s government is planning to consecrate a new Hindu temple on the same site ahead of the 2024 general elections. Fadnavis was there to drive the point home. “Whether you [say it out loud] or not,” he said before a crowd, “the fact is India has a Hindu majority. And in that sense, it is already a Hindu rashtra (state).”

Last month, another provincial minister of the Modi government, who heads the northern state of Uttarakhand, stated that the Modi government would not tolerate “land jihad” — a dangerous dog-whistle to extremists who believe that Muslim immigrants are buying up land to displace the Hindu majority.

The poisonous rhetoric is having an effect. Shortly after these speeches, during celebrations commemorating the birth of Lord Rama, multiple attacks took place all over the country. The most prominent attack saw about 1,000 Hindu rioters set fire to a century-old Muslim religious school in the northern state of Bihar. The school’s library was burned down. The dangerous provocations continue. “Tolerant Muslims can be

Study shows downside of early access

PARENTS fretting over children fiddling with their mobile phones have a difficult choice to make on when to allow them to have a mobile phone of their own. There are concerns about cognitive and social habits of users changing as a result of early access to technology. On every parent’s mind is whether the child is getting exposed to risks such as addictive social media, cyber bullying or inappropriate content. A global study on the impact of growing up with smartphones confirms the downside of an early digital embrace. It ex-

counted on fingers. Their numbers are not even in thousands,” Satya Pal Singh Baghel, Modi’s minister of state for law and justice said at a rally this week. “Even that is a tactic. It is to stay in public life with a mask.” Meanwhile, Modi was praising an extremely Islamophobic new film at a rally ahead of local elections this month.

Outside of several civil society groups that are standing up for a pluralistic India and Muslim rights, the Supreme Court has been the most powerful check on the BJP. But even among the country’s highest judges, there is a sense of exasperated helplessness. “The state is impotent, the state is powerless. It does not act in time. Why do we have a state at all if it is remaining silent?” Justice K.M. Joseph exclaimed during a recent hearing, during which he condemned local BJP authorities for not prosecuting hate-speech violations at a rally.

As foreign dignitaries and celebrities continue to visit India ahead of the G-20 summit, they must not turn a blind eye to what is happening. As Zendaya, Gigi Hadid, Tom Holland and Penélope Cruz flocked to Mumbai for the opening of a major new cultural center, Hindu mobs danced to music glorifying the extermination of Muslims, brandishing swords outside mosques. And around the time that Modi welcomed the Australian, Japanese and Italian prime ministers and U.S. Secretary of State Antony Blinken, three Muslims were reportedly lynched. Modi is making the case that he is an irreplaceable global leader who holds the key to world peace. Western leaders are looking to him as a partner to stand firm against a rising China and to push back on Russia’s naked aggression in Ukraine. Never before in his career of Hindu nationalist politics has Modi found himself more emboldened. It’s unconscionable that the international community remains silent in the face of what is going on.

amined the mental well-being of those aged 18 to 24 years in relation to the age at which they first got their own smartphone or tablet. As per the findings, delaying ownership of such a device could result in better mental health.

The study leverages the fact that the age of first ownership varies from as early as six to 10 years. The report says that suicidal thoughts, aggression, detachment and hallucinations declined most significantly with the older age of first smartphone ownership for females, and to a lesser degree for males. As researchers note, it may be more important to study what children are doing with technology. The issue, thus, is not with smartphones, but what these are used for, which is largely social media. Part of the blame has been apportioned to Big Tech for its reluctance on having guard rails. In 2021, it emerged that Facebook’s own research highlighted mental health issues among teenaged girls, attributed to the Instagram app.

A survey conducted last year found that smartphone use among Indian children in the age group of 10-14 years was seven per cent above the international average. The new findings need careful consideration at all levels, and not just at the parental one.

IN early May, the U.S. House of Representatives Committee on the Judiciary was reportedly considering a bill to pressure the OPEC oil producers’ group to stop making output cuts by revoking the sovereign immunity that has protected OPEC+ members and their national oil companies from lawsuits over price collusion. (The committee previously passed the bill in 2018, 2019 and 2021.)

The OPEC Basket Price has hovered in the mid $70s, not historically high, though U.S. politicians like to talk down the price of gasoline before the summer driving season begins. (Saudi Arabia needs a price of $80.90 USD to balance its budget, and fund the diversification of its economy.)

Gasoline prices are higher than during the Trump administration, but the Gallup polling organization reported in April 2023, “Americans show significantly less concern about the U.S. energy situation now than they did a year ago.”

If American consumers aren’t up in arms over gasoline prices, and the recent OPEC production cuts have failed to stop the slump in crude oil prices, why might OPEC be a target now?

One reason may be the good news out of the Middle East: a rapprochement between Iran and Saudi Arabia (with Chinese mediation); Egypt and Iran starting to normalize ties (with mediation by Iraq); Syria rejoining the Arab League; the United Arab Emirates and Iran in talks to promote ties, and the possibility for energy cooperation between Iraq and Iran. The bill may be retaliation against the Arab OPEC countries, and a warning to others, for normalizing ties with Iran and Syria, under the color of protecting U.S. consumers. It also avoids a discussion about the Biden administration policy of limiting oil and natural gas production, though lately the administration has approved limited drilling in federal lands.

And not to be outdone, a bipartisan group of U.S. lawmakers just announced the “Assad Regime Anti-Normalization Act of 2023,” that would counter foreign governments’ outreach to Syria and allow for additional sanctions on anyone doing business with the Assad government.

The losers? Israel which probably can’t depend on the Arabs to form a bloc to back an attack on Iran’s nuclear research facilities; and the U.S., which is seeing its influence diminish as OPEC members in the Middle East start to normalize with the hated governments in Tehran and Damascus, and welcome China’s mediation of negotiations between Tehran and Riyadh, and Russia’s facilitation of talks between Saudi Arabia and Syria, and Syria and Turkey.

(The worst-case scenario for Tel Aviv and Washington is Chinese participation in talks between Israel and the Palestinians.) Normalization of relations between the

Arab OPEC states and Iran and Syria would lower tensions in the region, which is not in Washington’s interest as big customers like the Saudis and Emiratis might scale back purchases of weapons intended to counter Iran. Tensions also keep the U.S. busy in the neighborhood to “ensure stability,” though U.S. actions in Iraq and Libya (and its supporting role in Yemen) guaranteed the opposite. And tension in the region makes it easy for Israel’s Shabbos goy in the U.S. to scotch any attempts to pressure Israel and the Palestinians to get peace talks going “or else,” especially if the Pals invite the Chinese into the process.

The U.S. may be failing to heed that the Middle East OPEC states, most run by kings or emirs, must pay attention to public sentiment – one secret of successfully ruling without elections. Though Iran is not popular with the publics in Arab OPEC countries, closer relations might result in less tension and more people-topeople ties and economic opportunity that will promote stability, which is more important than democracy for the Arab Spring generation according to a recent region-wide poll.

The 2022 Arab Youth Survey also found, “Nearly three-fourths (73%) want to see the US disengage from the region. China, Turkey and Russia are now seen as the region’s strongest allies” and “the default position of looking to the West in times of crisis is being eroded by new allegiances to China, Russia and Turkey.”

This sentiment may see other Arab states, i.e., Saudi Arabia, not rushing to join American projects such as the Abraham Accords, which Israel still hopes will be a detour around peace talks with the Palestinians, and instead favor homegrown initiatives to stabilize the region.

Thus, Washington’s attack on the economic engine of the Middle East, petroleum, and use of sanctions to halt attempts to end conflict and alienation between the OPEC Arabs and Iran and Syria. It is important that peace not break out as that would depress weapon sales, increase regional economic diversification and integration and reduce the need for Washington’s “solutions,” and introduce to the region new economic and political players, such as China and Turkey.

Washington has a lot of power and can force events in the short term, but it has already lost the hearts and minds of Middle Eastern youth who, since 2001, have matured with the U.S. continuously engaged in combat operations in their lands - and all for nothing. For the future, it would be wise for Washington to remember the Cold War policy that understood that civil rights and economic opportunity for all Americans was the nation’s best weapon in the war of ideas with Communism. It worked against the Reds then and it will work against the Islamists now and, if America wants to be part of the future of the region it should stop being an example of the worst kind.

Montana becomes first US state to ban TikTok

HELENA AF P

Montana on Wednesday became the first US state to ban TikTok, with the law set to take effect next year as the debate escalates over the impact and security of the popular video app

The prohibition signed into law by Governor Greg Gianforte will serve as a legal test for a national ban on the Chinese-owned platform, something that lawmakers in Washington are increasingly calling for “TikTok may not operate within the territorial jurisdiction of Montana,” said a copy of the freshly-minted law on the state website

The ban makes it a violation

each time “a user accesses TikTok, is offered the ability to access TikTok, or is offered the ability to download TikTok.”

Each violation is punishable by a $10,000 fine every day it takes place

Under the law, Apple and Google will have to remove TikTok from their app stores and companies will face possible daily fines. The move almost certainly will be challenged by lawsuits State political leaders have “trampled on the free speech of hundreds of thousands of Montanans who use the app to express themselves gather information, and run their small business in the name of anti-Chinese sentiment, said ACLU Montana policy di-

President Mirziyoyev speaks about Uzbekistan’s accession to WTO

SAMARKAND Agencies

President Shavkat Mirziyoyev delivered a speech at the annual conference of EBRD Board of Managers in Samarkand. In his speech, the head of state touched on priority steps in three directions. Shavkat Mirziyoyev, in his speech at the EBRD conference in Samarkand, expressed confidence that great results will be achieved this year on the path to membership in the World Trade Organization. The President also said that “reducing bureaucracy and rooting out corruption” will always be in focus.

“First. We will improve the investment and business environment in our country and create more favorable conditions for investors on the basis of a comprehensive system. In this regard, the Council of Foreign Investors under the President of the Republic of Uzbekistan will be a decisive link in the joint development of mutually beneficial projects and longterm strategies, establishing direct dialogue with foreign investors.

Undoubtedly, this communication platform, established together with the European Bank for Reconstruction and Development, serves to gain new experiences and creates additional opportunities for us, helps to introduce modern approaches in the process of reforms.

Wherever the investors are, they will be provided with the necessary assistance and services through the “single window” established in the Ministry of Investments, Industry and Trade – in 14 regions, 208 districts and cities, as well as in all diplomatic missions of Uzbekistan abroad.

Also, by the end of the year, in cooperation with international experts, the activities of the International Commercial Court will be established for the first time in our history. Second. We will vigorously continue the policy of further liberalization of goods, services, capital and labor markets. In particular, we have taken great steps to become a member of the World Trade Organization in order to join the world’s production chains. I believe that we will achieve significant results in this direction this year.

Third. Reducing excessive bureaucracy and rooting out corruption will continue to be the focus of our state and society. We will consistently continue the administrative reforms started in this regard, and introduce a compact and efficient state management system that will help people and

the greatest common denominator for resolving the Ukraine crisis, and make its own efforts to stop the war, promote ceasefire and restore peace as soon as possible, said Li.

China has been playing a constructive role in easing the humanitarian situation in Ukraine in its own way, and will continue to provide Ukraine with assistance within its capacity, Li said.

The Ukrainian side expressed its pleasure to receive Special Representative Li shortly after the two heads of state had a phone call. Ukraine attaches great importance to China’s important role in international affairs as a permanent member of the UN Security Council. It welcomes China to play an active role in ending the war and restoring peace, according to the release.

The Ukrainian side also noted that it always adheres to the one-China principle and

saying that the ban’s constitutionality will ultimately be decided by the courts The law is the latest skirmish in duels between TikTok and many western governments with the app already banned on government devices in the United States, Canada and several countries in Europe. The app is owned by Chinese firm ByteDance and is accused by a wide swathe of US politicians of being under the tutelage of the Chinese government and a tool of espionage by Beijing, something the company furiously denies. Gianforte himself said on Twitter that he signed the ban in order to “protect Montanans’ personal and private data from the Chinese Communist Party.”

is willing to work together with China to promote Ukraine-China relations for new and greater development.

During a phone conversation on April 26, President Xi told Ukrainian President Volodymyr Zelensky that China will send a special representative for Eurasian affairs to visit Ukraine and other countries to push for a political settlement to the crisis.

Li is a veteran diplomat and has been China’s special envoy for Eurasian Affairs since 2019. He was previously Chinese ambassador to Kazakhstan from 1997 to 1999, and from 2009 to 2019 he served as China’s ambassador to Russia, according to publicly available information.

Analysts said that Li’s visit reflects China’s commitment to promoting peace talks, showing China’s objective and fair stance as a responsible power.

SEVERE SEASONAL CHANGES THREATEN MANGO CROP, ANTICIPATED 20% DECREASE IN PRODUCTION RAISES CONCERNS

LAHORE SHAHAB OMER

INa worrisome development, Pakistan’s mango crop is facing significant challenges due to the impact of seasonal changes this year, leading to concerns of a 20% decrease in production. Experts warn that the effects of these changes have resulted in a limited yield of up to 1.4 million metric tons, down from the expected output.

According to Wajid Ahmad, the head of Pakistan Fruit and Vegetable Exporters (PFVA), the adverse effects of seasonal variations have not only caused a decline in production but have also diminished the orchards’ ability to combat diseases. Ahmad revealed that the target for mango exports this season

has been set at 125,000 metric tons, with export operations scheduled to commence on May 20. The projected revenue from mango exports is estimated to reach a substantial $100 million, providing a significant boost to Pakistan’s economy. The impact of these changes has been felt by mango growers across the country. Speaking to Profit, Rafiqat Ali Bhego, owner of a mango orchard in Mirpur Khas, highlighted the detrimental influence of diseases such as anthracnose and powdery mildew on the mango crop. He added that these diseases, combined with other ailments, have ravaged mango orchards in interior Sindh, causing severe damage to thousands of acres of cultivated land and ultimately resulting in a potential 30% decline in mango production.

Imran’s climate czar quits PTI following violent protests

ISLAMABAD STAFF REPORT

Malik Amin Aslam, climate minister under then prime minister Imran Khan and architect of his flagship Billion Tree Tsunami project, announced his departure from the Pakistan Tehreek-i-Insaf (PTI) party on Thursday.

Aslam expressed his “disillusionment” with the party, attributing his decision to an exposed “agenda” that became apparent during the nationwide protests following the brief arrest of Khan which the Supreme Court declared unlawful.

During a news conference in Islamabad, Aslam voiced his concerns over the violent protests, which he said left him disturbed. He criticised the opposition party for resorting to “unlawful actions” and engaging in the “targeting of military installations” during the protests.

“The May 9 incidents shook me to the core, as party workers took the law into their own hands,” Aslam expressed. He further emphasised that these rallies were specifically aimed at military installations, raising questions about the “motives behind such actions.”

Aslam called for a thorough investigation into the matter, highlighting the need for the party leadership to address and resolve the issues at hand. He firmly said that individuals advocating for the “agenda” did not have the best interests of the party at heart.

While clarifying that his decision was not influenced by external pressures, the climate activist asserted that he could no longer align himself with such an “agenda.”

Aslam’s decision to quit the party came a day after a group of junior party members — including Aamir Kayani and Mahmood Moulvi — left the party over a “difference of opinion”.

Arrangements being made to ensure no one indulge in anti-state activities in future: Marriyum

ISLAMABAD STAFF REPORT

Minister for Information and Broadcasting Marriyum

Aurangzeb on Thursday said that arrangements were being made to ensure that no one in the future could indulge in anti-state activities in the guise of politics.

Giving her reaction to Imran Khan’s statement, she said that arrangements were being made to settle the issue once and for all. The minister said arrangements were being made to ensure that no one could attack the state or desecrate memorials of martyrs and Ghazis in the future. She said that Imran’s goons attacked the houses of opponents’ daughters, and during his rule, his opponents’ daughters were arrested in front of their parents, and their sisters were dragged but no one invaded the state like Imran Khan. Marriyum Aurangzeb said, “Imran punished the country and the masses by wearing the cloak of politics. He did not even spare the country’s economy and deprived the people of employment and two-time meal.” “Arrangements are being made so that in the future of Pakistan, no one dares to make such an attempt,” she said.

Earlier, Minister for Information and Broadcasting

Marriyum Aurangzeb on Thursday said that Prime Minister Shehbaz Sharif and President of Iran Ebrahim Raisi will jointly inaugurate the first ever 100 MW transmission line from Iran to Gawadar to fulfill the energy needs of Gawadar.

In a tweet, she said the project pending since 2009 was completed in a record time of four months under the leadership of Prime Minister Shehbaz Sharif.

Organic Meat completely acquires MSMH

Moreover, mango orchards in other districts, including Mirpur Khas, Badin, Sanghar, and Tando Allahyar, are also at risk of these destructive diseases, exacerbating concerns about the overall impact on the country’s mango production, which is a vital agricultural sector for Pakistan.

Shahid Mughal, a landowner in Jhuddo, shed light on the specific diseases affecting mango trees. Anthracnose and powdery mildew spread when borers infest mango trees, causing irreparable damage to the fruit. These infections manifest as shriveled, unhealthy-looking mangoes, leading to significant losses for farmers.

“Efforts to combat these diseases have been made, with various medicines available in the market, but their effectiveness has been limited. Additionally, smaller orchards have been dis-

proportionately affected, as their owners often lack the necessary information and resources to effectively tackle these diseases and implement preventive measures,” he said.

It is pertinent to mention here that last year, Pakistan faced similar challenges, with changing weather patterns severely impacting fruit crops across the country. The early arrival of summer in March resulted in significant damage to the mango harvest, as only 60 percent of the expected yield reached the markets.

As Pakistan enters the summer season, anticipation for the mango grows. However, the recent unpredictable weather patterns have disrupted the delicate balance required for successful mango cultivation, heavily relying on irrigation from rivers and canals.

Federal Minister of Energy Khurram Dastgir headed a delegation to deliberate on the nation’s progression towards alternative renewable energy at the Future Energy Asia Conference (2023) in Bangkok. The conference, organised by USAID, centred on ‘Emerging Clean Energy Investment Opportunities in Pakistan’.

The delegation encompassed distinguished individuals such as Power Division Additional Secretary Amjad Majeed Khan, Private Power and Infrastructure Board (PPIB) Managing Director Shah Jahan Mirza, and Alternative Energy Development Board (AEDB) Director Syed Aqeel Hussain Jaffri.

Dastgir emphasised Pakistan’s National Electricity Policy 2021 objectives, which are in alignment with the Sustainable Development Goals (SDGs) and aspire for 60% alternative renewable energy utilisation and a 30% proportion of electric vehicles (EV) by 2030. He also imparted that Pakistan’s clean energy amalgamation had already attained 6%, with an installed capacity of 2,436 megawatts.

Dr. Naveed Arshad, an Associate Professor at

LUMS, asserts that “Pakistan’s ’30 by 30′ target remains attainable. Honestly, I don’t believe we possess any alternative options.” A recent report by the Urban Unit elucidates that “83% of Lahore’s pollution is attributable to the transportation sector. The adoption of electric vehicles (EVs) has become a do or die situation for Pakistan now,” Arshad continues. Where do situations stand right now?

“Regulatory impediments and a dearth of financing for electric vehicles (EVs) are current challenges. The situation remains tenuous, and obstacles abound,” muses Arshad..

“Despite the presence of twenty-two registered two and three-wheeler EV manufacturers with the Engineering Development Board (EDB), only a handful have displayed their product portfolio. Moreover, Punjab and Sindh have yet to permit the registration of electric three-wheelers,” bemoans Arshad. Is their hope on the horizon for the target?

“With some stability, I hope the government can spare time for electric vehicles (EVs) and take up the matter again,” states Arshad. “There’s a plethora of financing available for this internationally, and there’s a multitude of actions we can undertake with this,” he continues.

FO rejects ‘ill-informed’ US report on religious freedom in Pakistan

ISLAMABAD

STAFF REPORT

Foreign Office (FO) has strongly rejected the baseless assertions made about Pakistan in the International Religious Freedom Report (IRFR) released by the United States.

During a weekly news briefing here in Islamabad on Thursday, Foreign Office Spokesperson Mumtaz Zahra Baloch said that such ill-informed reporting exercises about internal affairs of sovereign states are pointless, irresponsible and counterproductive.

She said Pakistan is proud of its religious diversity and pluralistic social fabric. She said Pakistan’s constitution sets a robust framework to safeguard and advance the rights and freedoms of all Pakistanis irrespective of their faith. These rights and constitutional guarantees are protected, upheld and reinforced by an independent judiciary.

The Spokesperson said Pakistan strongly believes that each state itself has the primary responsibility to promote and protect religious rights and freedoms of its nationals.

With this understanding, she said, Pakistan has always engaged constructively with the international community in promoting mutual understanding on the important question of religious free-

dom and minority rights.

In our interactions including with the United States, we have raised serious concerns about the steady surge in anti-Muslim hatred, racism and Islamophobia. She said we hope to work with international partners to counter these pernicious forms of religious intolerance, discrimination and Islamophobia.

Mumtaz Zahra Baloch welcomed the important statement made by the UN Special Rapporteur on Minority Affairs on the situation in Indian Illegally Occupied Jammu and Kashmir.

She pointed out that the Special Rapporteur in his statement has warned against Indian plans to hold the G-20 Tourism Working Group meeting in Srinagar. She

said we agree with the Special Rapporteur that the situation in Indian illegally occupied Jammu and Kashmir should be decried and condemned and not pushed under the rug and ignored with the holding of the G-20 meeting. She asked the G-20 members to pay due attention to these observations and sage advice.

The spokesperson said Pakistan has a principled position on Jammu and Kashmir dispute which is rooted in the UN Security Council resolutions which call for its solution on the basis of the aspirations of Kashmir people under the UN supervised plebiscite. She categorically stated that Pakistan’s position on Jammu and Kashmir dispute has not changed.

Responding to a question, the spokesperson said Pakistan remains committed to the gas pipeline project with Iran. She said we are engaged with Iran to discuss the issues regarding the completion of this important project.

Condemning the recent violence in Gaza, Mumtaz Zahra Baloch called on Israel to adhere to its international obligations and respect the recent ceasefire agreement. She reaffirmed Pakistan’s unstinted support for the Palestinian cause and renewed its call for a viable, independent and contiguous Palestinian state with Pre1967 borders and Al-Quds Al Sharif as its capital.

PROFIT REPORT

According to a Pakistan Stock Exchange (PSX) notification released on 17 May, The Organic Meat Company Limited (TOMCL) has signed a Share Purchase Agreement (SPA) with the shareholders of Mohammad Saeed Mohammad Hussain Limited (MSMH), for the 100% shareholding acquisition of MSMH. This is done for a consideration of PKR 170,000. MSMH is an existing offals processing company in the Karachi Export Processing Zone. On the other hand, TOMCL is involved in the processing, sale and export of halal meat and related products. TOMCL was established in Pakistan as a private limited company in 2010. Company background Back in 2020, TOMC, one of Pakistan’s largest meat exporters, was to offer 40 million shares, or 35.7pc of its stake in the IPO, at a floor price of Rs18 per share, with a maximum price band of up to 40pc. Book-building registration for TOMC started on June 30 and closed on July 7, while the book-building bidding took place on July 3, 6 and 7. On July 3, or book building day one, bids for 20.63 million shares for the 40 million shares were received. By the end of July 7, bids for around 68.1 million shares were received from qualified investors for the 40 million offer, or bids worth around Rs1.4 billion. The strike price of the issue was Rs20, which is Rs2 higher than the floor price of Rs 18. The bidding featured both local and foreign high-net investors. Analysts considered the turnout to be higher than expected, as investor response was sustained, despite an economic contraction, and the Covid19 pandemic. In particular, the high participation rate of local and foreign investors suggest there is a growing appetite for IPOs in Pakistan. TOMC’s IPO is Pakistan’s first IPO of 2020 and the first after fifteen months. Through the IPO, the company is looking to raise Rs720 million, mainly to set up an offal processing facility, and an offal production facility, both in Karachi. The remaining funds will be used to increase TOMC’s product portfolio.

Recent events

TOMCL has been expanding its business. Last month, it secured contracts to export pet food to Canada and meat products to Uzbekistan. Last year, it secured contracts worth $1 million to export food to Europe and the USA, emerging as “the first company from Pakistan to successfully export pet food to Europe, and also the pioneer to export the same to the American market earlier,” according to the company spokesperson. Previously, Middle Eastern countries were TOMCL’s major export market. However, the company has been able to tap the American and European markets as well after adding pet food raw material to its portfolio. Moreover, the company holds thriving business in the Far East, Commonwealth of Independent States and South Asian markets.

Furthermore, it claims to be the first Pakistani company to begin the export of vacuum-packed fresh beef and the only company in the region to own technology for the vacuum packing and blast freezing of mutton and quarter beef carcasses. The proposed transaction (100% shareholding acquisition of MSMH) is intended to ensure the successful completion of all the Company’s IPO commitments and signals a promising future for the company. Diversification in terms of product categories and geographical areas will continue to fuel TOMCL’s growth trajectory. High sales volume combined with favorable pricing strategy will further enable this. However, high production costs, freight costs, finance costs as well as massive exchange gain on the back of Pak Rupee devaluation will persist as causes of concern for the company.

Imran demands probe into ‘killing’ of 25 peaceful protestors

LAHORE STAFF REPORT

Pakistan Tehreek-e-Insaf (PTI) Chairman

Imran Khan lashed out at the ‘fascist’ government for unleashing a ‘reign of terror’ to crush the biggest political party of the country and demanded that an immediate inquiry should be held on the police firing on unarmed protesters killing at least 25 and injuring hundreds.

In a statement on Thursday, PTI Chairman said that nation has been taken over by a bunch of crooks, criminals, duffers devoid

of any ethics or morality.

Imran Khan said: “While the country sinks into its worst economic crisis especially unprecedented inflation and unemployment, all those in power are concentrating on how to crush the biggest and the only federal party by unleashing a reign of terror.”

PTI Chairman urged that it was high time all citizens across the country should raise their voices against these barbarism and reign of terror before it’s too late.

He demanded: “An immediate inquiry needs to be held on the police firing on un-

armed protesters killing at least 25 and injuring hundreds.”

Imran Khan recalled that in France despite protesters hurling petrol bombs at the police, not once were they fired upon by the police under the smokescreen of arson, which any independent investigation would show was pre-planned to justify the crackdown on PTI, as there was no mention in the media discourse of the massive violations of our fundamental right to protest peacefully. He said that there was no mention of an inquiry into the killing of at least 25 peacefully protestors and wounding of around 600.
